CAMP VICENTE LUKBAN, Catbalogan City, Samar: A certain Romulo Micabalo alias Ned/Lukad, the top two leader of the Eastern Visayas Regional Party Committee (EVRPC), was arrested during a joint interagency operation conducted by the Philippine Army's (PA) 8th Infantry 'Stormtroopers' Division and the Philippine National Police on Monday, April 8, in Barangay Pitogo, Consolacion, Cebu.
