Two people were hurt in a two-vehicle wreck Friday afternoon in northern Wayne County. State police at the Carmi post say 22-year-old Madison P. Wilson of Cisne was stopped on U.S. Route 45 a quarter mile north of Wayne County Road 2000 North waiting for another vehicle to clear the roadway and was rear-ended by a vehicle, driven by 25-year-old Adam C. Kemplen of Fairfield. Police said Kemplen was distracted within the vehicle prior to the accident. Both drivers were taken to the hospital with non-life-threatening injuries. Police ticketed Kemplen for failure to reduce speed to avoid an accident and not wearing a seatbelt. The Wayne County Health Department reported one new case of the coronavirus Saturday, bringing the total number of cases for the county to 1795. The health department also reported one resident in the county isolating, and there have been 53 total deaths from the virus. The Illinois Department of Public Health reported 538 new cases Saturday and 32 deaths. State numbers as of this morning are at 1,384,365 cases and 22,880 deaths. Following weeks of steady decreases in new positive COVID-19 cases in Illinois and with over 65 percent of adults receiving their first vaccine dose, Governor J.B. Pritzker is releasing guidelines for Phase 5 of the Restore Illinois plan, which goes into effect this Friday. The move will mark a full reopening of all businesses and activities. It will also mean large-scale events, conventions, amusement parks, businesses and seated-spectator venues can operate at full capacity for the first time since the onset of the COVID-19 pandemic. Upon entering Phase 5, fully vaccinated people can resume activities without wearing a mask, except where required by federal, state, or local rules and regulations. Illinois lawmakers passed a bill this past week taking aim at puppy mills in the state. The measure says any cats or dogs sold by pet stores must be from animal control or a shelter, and not from a breeding mill. The bill does not prevent people from buying a pet from a private breeder.
