'She wouldn't have resigned': Inside MNGOP's vote to grant $38,000 severance for Jennifer Carnahan

Members of the Minnesota Republican Party's executive committee voted 8-7 late Thursday to grant outgoing Chair Jennifer Carnahan a $38,000 severance following allegations of workplace harassment and abuse. But members of the committee said the vote is more complicated than it seems.
