However, transport chiefs have defended their decision to enforce the penalty notices.
Deputy Leader of Hampshire County Council and Executive Member for Economy, Transport and Environment, Cllr Rob Humby said: "In early January Openreach undertook work on their apparatus in the Gordon Road area of Fareham and I can confirm that all the appropriate signs were erected 72 hours in advance of these works starting, as is normally required.
"Our Civil Enforcement Officers also knocked the doors of all properties likely to be affected by the parking suspension, including properties in Gordon Road, to let residents know.”
He also added that residents could follow the appeals procedure against the fines
