A couple of hours after yesterday’s surprise Covid announcement, in which London and parts of the southeast were abruptly told they would be moved into Tier 3 within 48 hours, Oliver Dowden, the Secretary of State for Digital, Culture, Media and Sport, tried to offer a note of reassurance.
