Exactly what youre there for, exactly what youre there for, exactly what youre there for is to account for it. If you created it unaccountably, well, we can aboush unaccountably, well, we can abolish because you. Yes, of course you can. Couise you can. Course you can. You can abolish it. Of course you can. Is true. Absolutely that is true. Absolutely right. If right. Currently you think if you think its doing the wrong things, currently is things, currently it is unaccountable. No, not unaccountable. No, its not unaccountable. Its like saying every public body is unaccountable thats unaccountable. No, no, thats not it accountable not who should it be accountable to normal bodies to because normal public bodies are to ministers. Are accountable to ministers. Well, the Climate Change committee is not accountable to ministers specifically said in order to do something, which i would have thought would be would have thought you would be very that , it very much in favour of that, it should accountable to should be accountable to parliament, but not accountable to government , because to government, because governments dont always do what parliamentarians them to do. No, because system do. No, because our system of government the executive runs government is the executive runs day day business on laws day to day business on laws passed by parliament that ministers are accountable to parliament, not other bodies, not third party bodies. Ministers represent the decisions of government to a democratically elect, accountable parliament, and they then have the ability to change those decisions. If parliament those decisions. If parliament doesnt doesnt doesnt agree, this doesnt apply with the Climate Change committee. Chairman the committee. The chairman of the climate doesnt Climate Change committee doesnt answer on the of answer questions on the floor of the house. W w. No. Thats true. It doesnt apply. Youre absolutely right about doesnt apply to the about it doesnt apply to the Climate Change committee because parliament decided shouldnt parliament decided it shouldnt do. , for a do. You can you can the Climate Change can make the Climate Change committee accountable to a minister what you wish minister if thats what you wish to do. Thats why youre having ministerial accountability. Its until you do that, its not accountable. The accountable. Which was the point. Making. Point. I was making. But then youre making a rather trivial point. No im not. No im not. Making a standards of you are making a standards of our which that our constitution, which is that ministers accountable to ministers are accountable to policy, parliament for policy, to parliament for policy, to parliament for policy, not third party bodies who are unaccountable. Who are unaccountable. Thats the whole point of it. Thats the whole point of it. Are an enormous number there are an enormous number of bodies are of public bodies that are not directly they are directly accountable. They are only accountable through ministers. You think this ministers. If you think this body be, you have two body should be, you have two questions to answer. Why in the first did parliament, of first place, did parliament, of which member, which you were a member, agree for not to be accountable in for it . Not to be accountable in that way . If you thought private members never get through members bills never get through like , well, you know like that, well, you know perfectly like that, well, you know per well, like that, well, you know perwell, because the, as you well, because the, as you know, the know, perfectly well, the reality if the climate reality is, if the Climate Change committee was acting in a way contrary our way that was contrary to our constitution , you have whole constitution, you have a whole range of you can do about range of things you can do about that system. Works on the basis of accountability to of ministerial accountability to parliament, when you set up parliament, that when you set up third party bodies that are not directly accountable, then their Decision Making can go on unchallenged. This is a bad precedent and its done with other bodies. Youre quite right. And this has been one of the great mistakes of Public Policy in recent years. Youve got Natural England and other bodies, the Environment Agency , bodies, the Environment Agency, that are similarly unaccountable , and it leads to decisions being made that my constituents cant get changed if they come to me and seek redress of grievance over a decision made by a minister, then you can use parliamentary mechanisms to hold that to account. When its made by an unaccountable body. You cant. This reduces our democratic rights. This is bad government. Well, im always in favour of increasing our democratic rights. Absolutely right. I go for water representation right away. I know you wont support that, feel so that, but if you feel so strongly less well represented, if you feel so strongly about that and youre you have members in your government which is now for 2010, been charge. For since 2010, been in charge. Why have you not done anything to change it . Think this to change it . If you think this is really important is a really important constitutional we constitutional issue, why are we having debate now . Because having this debate now . Because its the first ive had its the first time ive had this with anybody , this debate with anybody, because made sense because these bodies made sense when we were still a member of the European Union. Part of the change of its part of the change of brexit. They make sense brexit. Why did they make sense then . The rules they then . Because the rules they were following were et accountable parliament, accountable to parliament, but were European Union. Were from the European Union. And weve is we have and what weve done is we have disconnected from the European Union bodies with no union, left these bodies with no accountability. And this is a terrible political mistake because Climate Change because this this Climate Change committee risks ruining our economy. And weve seen the electricity figures, the decline in electricity usage that we have had and the lack of Economic Growth and lack of productivity growth that weve had. Um and weve got a Climate Change committee that is compounding that. And what we want who are want is ministers who are sensitive to public opinion, sensitive to public opinion, sensitive to public opinion, sensitive to the electorate changing these decisions. And this something needs to this is something that needs to be think quite an i think its quite an extraordinary thing you to extraordinary thing for you to blame of on blame our absence of growth on the change committee. The Climate Change committee. I wish it were that but wish it were that powerful. But it is. It really is. The French Foreign minister laid down covering fire for mr macron on tuesday by suggesting that any nato deployment to ukraine would be limited to training and advisory missions. The among nato missions. The rift among nato allies has predictably delighted moscow, and they have warned that nato force of any kind in that a nato force of any kind in ukraine would to all out ukraine would lead to all out war. Macrons idea may have split but is not wholly split nato, but is not wholly without advisers and without precedent. Advisers and trainers from both sides were present for many years. Many of the wars proxy conflicts the cold wars proxy conflicts soviet even flew combat soviet pilots even flew combat missions against us forces dunng missions against us forces during the korean war. So what are the risks and why is president macron suggesting a red line at this time . Well, with me now is richard sakwa, a noted expert on the war in ukraine and professor of russian and european politics at the university of kent. Richard, thank you very much for joining me. Does macron have a point . Do we need to do to help make we need to do this to help make sure ukraine wins . Sure ukraine wins . No, in fact, the opposite. I no, in fact, the opposite. I think that his statement is a sign that perhaps the west is beginning to feel that they may not win the war. So its a sign of desperation rather than a forward thinking strategic move. What hes done strategic move. What hes done is opened the discussion. He did say, of course everything should be on the table. He didnt say be on the table. He didnt say that. Its immediately going to happen, but hes opened what people call the overton window of whats permissible to talk about. Okay. And so having opened it , have the other nato members like the uk , closed it again like the uk, closed it again because the reactions been quite swift, hasnt it . And the concern about allowing this war to escalate into a war between russia and the west is a is a serious one. Yes yes. After the comment, whole stack of countries germany, uk , stack of countries germany, uk, um others um, have said that theres no immediate prospect for um direct forces. Nato forces to be engaged on the other hand, what uh, macron was thinking about, i think was bilateral, uh, engagement. So it bilateral, uh, engagement. So it wasnt going to be a nato force. And in any case, there are forces there already. Theres, uh, giving technical support. Theres special units , theres theres special units, theres intelligence operations , as you intelligence operations, as you saw in the new york times, just the other day, uh, there cia, 12 cia bases, main command centre. So nato is fully involved even now. How. Now. And youre worried that this is a sign of desperation . So is a sign of desperation . So what can we do to help ukraine . Or are you genuinely concerned that russia has the upper hand . That russia has the upper hand . Well, i mean, its clear russia does have the upper hand. Whether i like it or not. Uh, its moving forwards. The other day, um , the major bastion town day, um, the major bastion town of avdiivka fell, uh, and russias pushing forwards. I think that some people are arguing now that it could even the line of contact at the moment, which has been more or less in stalemate for the last few months, could collapse fairly soon. So what i think another of the participants in this meeting in paris, where they talked about this, was the Prime Minister of slovakia, Robert Fitzhugh , and he came out Robert Fitzhugh, and he came out of this meeting and said what he was astonished about was that no one talked about peace or any negotiation process. So theres negotiation process. So theres martial spirit isnt going to get anywhere because russias got Nuclear Weapons at the end of the day. So its always got what obama said. Uh, maybe your favourite person, uh, escalation dominance. So in that context, we should step back and not escalate, but think of a way to get some peace out of this, some sort of honourable peace for all sides. Sides. But russia has always had that escalation option. But that escalation option. But weve got the same, havent we . So the deterrence ability or the deterrence reality of Nuclear Weapons works for, for both sides. If putin were to go down that route and if hes not a complete madman, then you must assume that it will carry on as assume that it will carry on as a conventional war. No , uh, its quite possible , no, uh, its quite possible, but theres plenty of talk in russia. Dont forget that putin is under huge pressure from even hardliners to do something against this endless escalation. If you, as macron said, first of all, they said they werent going to supply tanks. Then they did. They werent going to did. They werent going to supply f 16s. And then they supply the f 16s. And then they did. So in moscow. The supply the f 16s. And then they did. So in moscow. The debate did. So in moscow. The debate is, come guys , weve is, look, come on, guys, weve got to fight back and some are arguing a perhaps a pre Emptive Nuclear strike, a small one, but to just bring the west to its senses. But we could slide into a nuclear confrontation. I think thats the huge danger at this time. This time. Well, isnt there a risk that even a Small Nuclear strike would lead to russia just being wiped out by the us . I mean , the wiped out by the us . I mean, the us overwhelming firepower in us has overwhelming firepower in Nuclear Weapons and might use it that they cant be certain that the us would just accept a nuclear strike. Well, exactly. Or it could go the other way. Hang on. Theyre saying this is just so dangerous. We ought to sit down and start negotiating. What are russias what are russias demands . What are ukraines demands . What are the wests but forget wests demands . But dont forget that west pushing it that it was the west pushing it forwards against endless warnings, which , uh, provoked warnings, which, uh, provoked a warnings, which, uh, provoked a war in the first place. Im not justifying it, of course, but im saying it would have to explain the context the explain the context and the history behind and only by history behind it. And only by understanding we begin understanding that can we begin to find some sort sensible to find some sort of sensible exit strategy with a bit of luck, russia will stay. They luck, russia will stay. They will be still in existence at the end of this war. Ukraine, hopefully, as well. And we also so. So we must start now to so. So we must start now to think of a way out. Not by sending more weapons and putting boots on the ground. This is how vietnam happened. Um, and i was lucky enough to meet with several, uh, fighters and Ukrainian Armed forces who had returned from , uh, both had returned from, uh, both bakhmut and ed davey in recent weeks of fighting. Um, and weeks of fighting. Um, and really, theres four things now that the Ukrainian Armed forces are almost crying out for. Everyone has heard, obviously, of the ammunition and the artillery shortages , which have artillery shortages, which have been compounded by the, uh, indecision both in washington and brussels to release much needed military aid , uh, to needed military aid, uh, to ukraine. Uh, so there is the artillery and the ammunition shortage. Theres also a crying need for, uh, Cyber Defence and, um, uh, increased border security, uh, against the northern border with, with belarus. Um, northern border with, with belarus. Um, but also as well just more importantly, the continued british presence, for example, uh, training Ukrainian Armed forces, uh, here in the uk and in germany, uh, under nato and in germany, uh, under nato and british, uh, frameworks. Thats having a real sort of force multiplier , if you like, force multiplier, if you like, on, on the ground. Um, and also and this comes back to president macrons, uh, incredibly ill thought out and ill conceived of, uh, policy regarding french defence. Uh, and thats also the need for to ukraine really, really, um, uh, de mine and sort of get to grips with the, uh, the problems of the, the mine territory that currently has. Territory that it currently has. Its about the combined size of england. And scotland are currently , uh, mined in ukraine currently, uh, mined in ukraine and theres great operations out there, like the halo trust, uh, and other ngos. But this is where france can play like a leading if you like. Leading role, if you like. France uh, a well renowned france has, uh, a well renowned and well deserved, to fair and well deserved, to be fair expertise de mining. Um, so expertise in de mining. Um, so theres tangible policies that macron can without macron can achieve without trying to grandstand. Um, and sort of coming out of increasingly sort of strange rhetoric. Well i dont know if you heard the interview i was having with richard beforehand, and whether youre worried that we do need to be trying to get a peace , because arms we peace, because how many arms we send , its not going to be send, its not going to be enough, and that russia may need nuclear is that what you feel . The ukrainians would be ready for, or are they still very much feeling that they can win . Feeling that they can win .
