Mr close or partially close. Mr sunak says the government has addressed the issue at the right time. Time. Of course i know the timing is frustrating but i want to give people a sense of the scale of what were grappling with here. There are around 22,000 schools in england and the important thing to know is we expect that 95 of those schools wont be impacted by this. Around 50 schools have already been mitigated. Another 100 are in the process of being so and our expectation is, is in a matter of weeks, the bulk of the remaining schools that will have this issue will be identified as well. Well. Pip tatiana thank you and welcome back to the live desk. Now the Prime Minister asserting that it is complete and utterly wrong, as he said , to blame him for the as he said, to blame him for the schools concrete crisis. But a former top Civil Servant at the department of education had accused him of slashing the repair budget to fund the rebuild of just 50 schools. When he was chancellor, when data had showed up to 400 needed repairs with a critical risk to life. Earlier , the education earlier, the education secretary, Gillian Keegan , secretary, Gillian Keegan, admitted there could be hundreds more schools affected by the ruck crisis, as labour reiterated its call for the government to come clean on the scale of it all. Lets hear more now of what the Prime Minister had to say earlier on the issue. Earlier on the issue. Are you to blame for whats happening now and do you want to apologise pupils . Happening now and do you want to apoi gise pupils . Happening now and do you want to apoi think pupils . Happening now and do you want to apoi think that pupils . Happening now and do you want to apoi think that is pupils . Happening now and do you want to apoi think that is completely ls . I think that is completely and wrong. Actually, one and utterly wrong. Actually, one of things as of the first things i did as chancellor first spending chancellor in my first Spending Review to announce a review in 2020 was to announce a new Ten Year School reBuilding Programme for 500 schools. Now that equates to about 50 schools a year that will be refurbished or rebuilt. And if you look at what weve been doing over the previous decade, thats completely in line with what weve or weve always done, about 50 or so refurb ished so schools a year, refurb ished or. Or rebuilt. Lets go live to essex now and speak to gb News National reporter Theo Chikomba, who is outside one of the schools affected. Theo rishi sunak says affected. Theo rishi sunak says he is not to blame, but how affected is that school . Has it affected is that school . Has it had to shut completely . Whats the situation there . Yes the situation there . Yes well, a very good afternoon to you from honeywood school in essex 22 rooms are out of action now as the report came to them last week, thursday, where there were notified following a survey. And this is affecting majority of the main parts of the school so they arent able to go ahead as planned as they would have normally done at the beginning of term schools due to start here in about two days or so with year seven seconds here in about two days or so with year meant seconds here in about two days or so with year meant to onds here in about two days or so with year meant to return returning meant to return tomorrow. But they are trying to make alternative plans today. Those used as a day for teacher training day. Weve been weve been speaking to the headteacher about when they first heard about when they first heard about this last week and what theyve been doing in the last few days, working with governors and other external people and those within the school to ensure that this situation is sorted. And we did get a look inside the school and saw that area affecting majority of it. So they cant go ahead as planned, but they are looking to put in temporary measures so that students can at least get some form of education rather than going back to what we saw dunng than going back to what we saw during covid 19 with Students Learning online. But we did speak to him earlier, and this is a little bit of what he had to say. To say. We knew which rooms had different varying levels of rac just prior to the summer. Thats when we received our report. When we received our report. That report outlined what rooms were critical, high, medium and low risk. We had no rooms rated advice was to do not do anything other than wait for dfe to come in and do a more Detailed Survey and then help develop an action plan to sort that out in the future. That then changed just future. That then changed just pnor future. That then changed just prior to us coming back. Any room that had had rac identified had to be out of action. Now rooms , they look fine, they look rooms, they look fine, they look normal. Theyve are a lot of them have been decorated over them have been decorated over the summer ready for the start of term and now theyre sitting empty. Really see any empty. You cant really see any obvious signs unless you really delve find where the rac is delve to find where the rac is above the above the Ceiling Tiles. Theo , we can see tiles. Well, theo, we can see from that School Corridor , you from that School Corridor, you know, it does look pretty and span and everything in order. So what will they have to do now . Are they going to put supports the existing supports in with the existing structure do they to get structure or do they have to get portacabins other measures portacabins and other measures for accommodation in . For temporary accommodation in . Well, i havent spoken to them today. They were looking at getting things like portacabin temporary buildings because they do just have a field to my left over there, which they can use for now. But of course theyre asking members of the community, perhaps businesses who are able to assist them so that they can move swiftly over the next few days. But he did seem pretty relaxed. Hes obviously been mulling over this with colleagues over the last few days, but they are working behind the scenes to ensure that education can continue new as normal. We understand surveys are also being carried out across england at other schools in Northern Ireland and in wales as well. So the scale of this as well. So the scale of this problem is yet to be identified, but what a time it has come. But what a time it has come. Just as parents were preparing to go back to work and as students, of course are preparing to go back to school as well. And for James Saunders, as well. And forJames Saunders, as and for James Saunders, as many other heads still this confusion as to who pays for all this work and from what budget, the treasury still saying that all repairs will have to come from the existing Capital Budget. Therell be no increase in that. In that. Thats right. So i did ask him that actually, and he seems fairly confident he has spoken to a caseworker from the department for education and he said hes been reassured that this will go to plan in terms of how much it will cost. He doesnt know the exact figure at the moment for this particular school, but you can imagine with lots of schools in this situation, could be a bill. Situation, it could be a bill. Well, the flagpole is still upright and the flag flying anyway moment. Theo, anyway for the moment. Theo, thank updating us there thank you for updating us there in essex. Thanks very much indeed in essex. Thanks very much ind lets get some more reaction lets get some more reaction by talking to andy barr , who is by talking to andy barr, who is the ceo of pr agency ten yetis. Good afternoon to you, andy. Good afternoon to you, andy. Good to see you on gb news as this is a pr disaster for the government, isnt it . And what i actually want to start by talking about is this bizarre video that Gillian Keegan put out at a talking about what was going to happen, a bit of a q and a, it looked like some sort of ridiculous commercial video. I mean , have you seen it . What i mean, have you seen it . What is your take on it and how the government is handling it . By putting out this sort of video . I think we can see it. I good afternoon. I think its been its been a car crash from from start to end. If you if you look at this, when the story broke on thursday , you story broke on thursday, you know, it felt very rushed out like no one really knew what the plan was. It looked like a bit of a disaster. And i think now were kind of looking at this and thinking someone to and thinking someone needs to get story. Someone get ahead of this story. Someone needs it. Needs to get control of it. Theyve obviously had to bring rishi into it this morning. And rishi into it this morning. And crikey, a real mess. Crikey, its a real mess. Okay, lets just can we see this video . Because i think its important that viewers have and listeners hear and see this. Lets have a quick listen. Lets just have a quick listen. Rac stands for reinforced autoclaved aerated concrete, and its a lightweight form of concrete that was used in Building Construction from the 19505 Building Construction from the 1950s until the mid 1990s. Problems with the strength and durability of the material mean that some buildings may pose a threat to safety. Threat to safety. Andy, what the heck is all that about . That about . Its a real mess, isnt it . I mean, where do you start with that, really . You know, as a parent, im a parent myself. I dont want a politician telling me their view and opinion on it. I want actual experts telling me whats going on, what the plan is and whats going to happen. We dont need soft music and an explainer video from an mp. Its already been escalated over the weekend to jeremy hunt and then today to rishi. So you can see there is a crisis comms plan in place, but clearly not place, but its clearly not working. And when you when you working. And when you when you look at it and there are parents that are going to be seeing that who are trying to juggle child care, theyre not necessarily going to be able to get their kids back in school because theyre going to have online. Mean, tone of it i mean, its the tone of it thatis i mean, its the tone of it that is completely weird. The tone of this whole story has has been terrible. If has been has been terrible. If you think about it, the very start, i started to think that maybe another media had maybe another media outlet had got of the story and it had got hold of the story and it had forced government rush forced the government to rush this out. On thursday this news thing out. On thursday because has been because the tone has been incorrect the start. They incorrect from the start. They should list out should have put the list out from start and then from the very start and then started backfill started to backfill the information. My theory is that some of the headteachers didnt even know at the point where the story put out on thursday. Story was put out on thursday. And thats why theyre now hastily trying to get a plan together that just isnt working i and looking at the way these things are handled , we things are handled, we understand she will have to answer questions this afternoon in parliament as parliament resumes. One wonders whether perhaps she should have kept her powder dry that occasion. Powder dry for that occasion. Well, i think she could have done without putting that video out. I think thats going to face lot of ridicule and a lot face a lot of ridicule and a lot of mps. You know, weve all of mps. You know, we weve all seen raucous moves in in seen those raucous moves in in parliament they each parliament where they mock each other. Will other. And i think people will shout quotes at her from that actual video in it. Think its actual video in it. I think its about getting the list out. Its about getting the list out. Its about parents more about giving parents a bit more assurance. Allowing parents assurance. Its allowing parents to know, well, actually, are we going to to more on going to have to spend more on childcare are we going to childcare or are we going to have back grandparents have to go back to grandparents to help us look to get them to help us look after again . Been after our kids again . Its been its a long, hard summer. Its been a long, hard summer. And this doesnt help anybody and can i ask, have you got kids yourself . Are you having to get them back to school . Back to school . Got three kids. They all ive got three kids. They all go back to school on thursday. So still a bit of time so theres still a bit of time there. And as far as i know, our schools are affected. But schools are not affected. But but worrying. You know, but it is worrying. You know, ive ive three kids. Ive got ive got three kids. Ive got ive got three kids. Ive got ive got three kids. Ive got a quite ive got ive got three kids. Iwide got a quite ive got ive got three kids. Iwide family. Got a quite ive got ive got three kids. Iwide family. And got a quite ive got ive got three kids. Iwide family. And its a quite a wide family. And its difficult. You really know difficult. You never really know whats happen. Whats going to happen. The uncertainty with yeah. The uncertainty with well hundreds of well what might be hundreds of other schools yet to be identified of course andy thank you very much indeed for casting your eye over the your professional eye over the latest government video. Thanks very as well as trying to very much. As well as trying to establish how safe our schools are, the government will be trying to establish how firm its political foundations are as parliament returns after the six week recess. Well, christopher week recess. Well, Christopher Hope, our Political Editor , hope, our Political Editor, joins us now from westminster at the start of whats going to be a pretty busy political term , i a pretty busy political term, i suspect, christopher, and already early indications that weve got a by election for Nadine Dorries by area mid bedfordshire and of course all those eyes focussed on a general election coming around the bend. Thats right. It does feel definitely here in parliament, mark that we are on the running now. The long run in to the election which i expect to be in may or june next expect to be in may orjune next year or october and november next year. One of those two time windows. Yeah, by elections , no windows. Yeah, by elections, no question the rutherglen by election thats a big test for the labour party. They want to win that seat back from the snp. Thats october the fifth. Were expecting now as of today, the mid bev turner by election will be on the 12th or seventh or the 19th of october and then a third, a third leg to this is chris pincher. Hes a tory former chief whip who had to resign over a matter about his personal conduct in the carlton club. Hes lost an appeal, we understand, and there could be a many weeks ban for him and that could lead to another one of these votes, a local poll of People Living there. And if enough people want to have a by election, hell face one, two. And thats in a very safe seat of tamworth. So yet again, repeatedly , i think theres repeatedly, i think theres pressure both on rishi sunak obviously, but also on keir starmer. Can he make the breakthrough he needs to make in scotland to make sure he gets back into number 10 as he wants . Yeah, just looking at the governments gets governments position as it gets back to work , the timing is not back to work, the timing is not helpful. I just remember that quote Harold Macmillan quote of Harold Macmillan events. Dear events. The events. Dear boy events. The Prime Minister must be looking at his in tray, thinking why me . Well, yeah , he might do. . Well, yeah, he might do. Many say that hes at this rather technocratic leader whos pulling the levers in whitehall and wondering why hes not getting a better result out at the end. And certainly on small boats, record numbers coming boats, record numbers out coming across on sunday, across the channel on sunday, around 21,000 so far, 5000 fewer than last year , but still a lot than last year, but still a lot on his watch. This year. And this big issue over this rack, this big issue over this rack, this unsafe lightweight concrete we have today , an official we have today, an official putting it back onto rishi sunak saying that he knew what was going on and he he cut the spending by as much as 40 over two years during the covid crisis. Earlier, i had a chat with Gillian Keegan, the education secretary, and i asked her what she if she felt the pm was involved here. There are claims from a former senior official in your department that spending was cut by rishi sunak when he was chancellor. Is the when he was chancellor. Is the government to blame for this . Government to blame for this . Well, no, because since i think september last year i announced 239 new schools since ive been the secretary of state, weve had £2 billion extra from the autumn statement and 900 million, of course , and 900 million, of course, theres always pressure departments will ask for more and the chancellor has asked to sort of way, way up and youve got to prove value for money as well. I mean, the old Building Programme was a shocking programme was a shocking programme. The old Building Programme. The old building schools that labour had. I think the only built 180 schools, half of them we had to redo and it was slow. I mean, it was a really scathing report in 2011 about the cost. So weve done a about the cost. So weve done a lot to value engineer to make sure that we have really efficient Net Zero School buildings that we can roll out very quickly. Very quickly. Chris, i think the problem for a lot of parents and families here is that Gillian Keegan can say all she likes, but the government knew about the existence of these buildings for a number of years before theyve actually got on the case and theyre getting on the case at the start of the new term. Its more than a number of years. Pip it goes back decades. I mean, there are there are at least four warnings for warnings to the Labour Government back in the late 90s and early noughties. The late 90s and early noughfies. Then the late 90s and early noughties. Then the tories came in, School Building in, they cut the school Building Programme and then as we see claims that mr sunak cut the spending budget at the start of the covid pandemic in government, i suppose they would say that all these these competing pressures on spending money and spending money appropriately properly. But appropriately and properly. But and told by ms and you know, were told by ms keegan today, she told me earlier warning really earlier that this warning really came the headlights of came came into the headlights of government there was government when there was a collapse in kent of a roof, and thats why theyve had to take action but the timing is action now. But the timing is dreadful families home. Dreadful for families at home. There calls from sir there are calls today from sir jake to have nightingale jake berry to have nightingale schools set up. We built those. This country built those nhs hospitals so quickly during the covid pandemic. Why cant we do a similar thing for temporary schools . These are ideas being chucked hear later schools . These are ideas being chlined hear later schools . These are ideas being chlin parliament. Hear later schools . These are ideas being chlin parliament. Behind later schools . These are ideas being chlin parliament. Behind meer on in parliament. Behind me from the secretary, the education secretary, from gillian but we are Gillian Keegan. But we are nowhere near knowing the full scale problem. Theres scale of the problem. Theres another yet to another 1500 schools yet to return questionnaires about the scale of the of the week concrete in their schools. Until we get that back, we are nowhere near the end of this story. Chris thank you very much indeed for that. More, of course, as we get it on that first the on that first day of the political term. Coming up, zoot , the french seem to be getting tough at indications, tough at last indications, the number boats crossing number of migrant boats crossing the coming down because the channel coming down because of their tougher action with this people smuggling gangs. The latest up mark latest coming up with mark white, that warm feeling inside from boxt boilers. Proud sponsors of weather on. Gb news. Hello. Very good day to you. Theres something of a summery feel about the weather at the moment. We have plenty of sunshine and its going to feel hot for some, although there will little bit of rain will be a little bit of rain across the far north scotland across the far north of scotland because of this front here. However much of the uk is under the influence pressure the influence of High Pressure and why settled and thats why its so settled at the moment and thats why there sunshine around there is so much sunshine around looking details. And as looking at the details. And as we this afternoon, we go through this afternoon, plenty of sky, a huge plenty of blue sky, not a huge amount of cloud around for most of us, although in far north of us, although in the far north where have drizzly rain, of us, although in the far north wherewill have drizzly rain, of us, although in the far north wherewill be re drizzly rain, of us, although in the far north wherewill be a drizzly rain, of us, although in the far north wherewill be a ofirizzly rain, of us, although in the far north wherewill be a of cloud rain, there will be a bit of cloud here because of the sunshine. Temperatures rising. Temperatures are rising. Were likely to get into the low 30s towards the south. So feeling pretty in sunshine here. Pretty hot in the sunshine here. A bit cooler, a bit more a little bit cooler, a bit more fresher as we head further north. We go through the north. As we go through the evening and overnight, are evening and overnight, we are actually see the wind actually going to see the wind strengthening. Bit strengthening. A little bit across southwest across parts of southwest england and wales. Could england and into wales. Could see gusts of around 40, perhaps even 50mph for a time. As a result, im not expecting a repeat of the mist and fog that we saw through this morning here. However, further north and east mist and east we could see some mist and fog through the fog developing through the night. Dropping night. Temperatures not dropping much. Warm, difficult much. So quite a warm, difficult night sleeping for some night for sleeping for some of us we look through tuesday. Us as we look through tuesday. Then mist fog across then any mist and fog across northern and eastern parts will quickly then quickly clear away. And then its somewhat of repeat its somewhat of a repeat of today, much plenty of today, pretty much plenty of sunny skies, lots of blue skies across the bulk of the uk. Just across the bulk of the uk. Just a little bit of cloud bubbling up. But notice still up at times. But notice still staying cloudier towards staying a bit cloudier towards the and temperatures the far north and temperatures even higher could get highs even higher could get to highs around 31 celsius. That warm feeling inside from boxt boilers proud sponsors of weather on online gb news. Britains news. Channel welcome back to the live desk on gb news. Now a tougher approach by french authorities on the other side of the channel may at last be having an impact on migrant boat crossings. Thats according to gb news sources. Soufces. Sources. Well, another 872 migrants arrived on saturday. Thats a new daily record for this year and taking the total to the year to over 21,000. But our contact have revealed that the numbers compared to last year are being reduced by more robust french action, disrupting the people smuggling gangs. Lets get more with our home and security editor mark course , whos across editor mark course, whos across this story. And mark, you have this story. And mark, you have been indicating that one of the issues for the french authorities is how the gangs were spreading further down the coast. They seem to have got on top of that situation now. Yeah, i mean, its a bit cat and mouse in terms of whats happening there. But traditionally boats traditionally only the boats have launched from those beaches around dunkirk and calais. So thats the closest point really to the uk. It guarantees us really that providing youve got enough fuel in your boat, usually youll make it to uk waters and be picked up by uk authorities. But because of the authorities. But because of the increase in French Police patrols, we know controversial that there has been this half £1 billion deal that the uk government has agreed with france over the next three years, which will provide for 40 more police on the beaches where there are more police out there, according to our sources, they are confronting boats , they are confronting boats, trying to get to them before they get in the water and puncturing them and slashing them. And it seems that that them. And it seems that that kind of policing activity is pushing them further and further south. Now, weve known for some time that some of the boats have gone as far south as boulogne, which is a fair bit away, a good 30, 40 miles south of calais. And that means , of course, when and that means, of course, when they kick off from boulogne , they kick off from boulogne, then they have a much longer hourjourney then they have a much longer hour journey on the channel before they reach the uk waters. But but actually theyre going even further south. In recent weeks weve had a number of boat launches from as far south as the somme , which is about 50 the somme, which is about 50 miles south of boulogne. So that miles south of boulogne. So that is a very significant voyage that they are these small boats are having to undergo just to try to avoid the enhanced Police Activity in northern france. And the french authorities , and the french authorities, as you talk about the puncturing slashing the boats, they cant do anything. Once the boats enter the water or they wont unless theres a risk to life, theyre standing operating procedure is not to touch the boats. Once they get into the water because then they just feel it would be too dangerous getting involved in a scuffle with people. Well, even if the people. Well, even if the waters not deep , theres still waters not deep, theres still the potential for some kind of issue. So thats a standard practise. They just once the boats make it to the water, effectively. That said, if they effectively. That said, if they can clamber on board and get off shore , then theyre left to shore, then theyre left to their own devices. The french naval vessels and Patrol Vessels will effectively shadow them because they know theyve tried in the past to persuade the migrants to get on their boat. But in doing that, that would just mean a return to france. So the only time the migrants ever agree to that is if they get into difficulties. If they cant make it to uk waters , most of make it to uk waters, most of the time they stand off about half a mile away and just shadow them until they get to uk waters. Yeah, we should flag up that. Your latest intelligence youre getting. Youve got a piece out on our website which goes through this in detail and through this in some detail and people can update themselves. There there is it is it the fact that were getting an indication that were getting an indication that the french are Getting Better at disrupting on the beaches or are they getting more in terms of the gangs and whats happening behind the scenes . Think theyre getting i think theyre Getting Better theres definitely better and theres definitely more but what its more of them. But what its meaning , as more of them. But what its meaning, as the article more of them. But what its meaning , as the article says, more of them. But what its meaning, as the article says, is that you are then seeing the people smugglers having to spread out. Were not seeing the spread out. Were not seeing the mass launch inches from those beaches. So its a disruption that weve seen. Yeah theyve had to spread it out right down the coast. And as a consequence of that, on the record days like we saw at weekend when 872 we saw at the weekend when 872 came a record for this came across a record for this yean came across a record for this year, its nowhere near the records for last year of more than 1200 who came across because theyre having to stretch out over a longer period of a longer stretch of beach , of a longer stretch of beach, which is difficult for them logistically to get the boats down there. The people down there are like. But conditions at the moment are still very favourable. Are they not . So this month we could see many more people, not particularly , no. Not particularly, no. Its been really, really hit and miss with the weather. Weve had some good days, even on had some good days, but even on the good days, the wind can whip it up in the middle of the channel. It can still be quite choppy, but the thing, the key indicator for me is that even on the flat calm days when we would say, oh, theres to going be more 1000 cross if last more than 1000 cross if last year to by, its year was anything to go by, its not. Its been 6 or 700 max. And then that big day just at the weekend. So it does indicate weekend. So it does indicate that they are, you know , facing that they are, you know, facing logistical problems and having to push off from so far south. Yeah, just 113 people on two boats on sunday, according to the latest Home Office Figures just released. And just to add to that, our kent producer telling us that today for boats have come across about 200 odd. Another boat en route. Mark, thank you very much indeed. Coming up, first day of the political turmoil. The political turmoil. Westminster and two reshuffles as the snp and labour sir keir starmer appointing his deputy, Angela Rayner as the shadow levelling up secretary. Even all the latest come out from westminster. Liz kendall takes work and pensions as Thangam Debbonaire becomes culture secretary and steve reid takes on environment, culture secretary and steve reid takes on environment , food and takes on environment, food and rural affairs. It comes takes on environment, food and rural affairs. It comes as takes on environment, food and rural affairs. It comes as the rural affairs. It comes as the keir starmer reshuffle his top team ahead of the next general election, which is expected sometime next year. Election, which is expected sometime next year. The prime sometime next year. The Prime Minister says its completely and utterly wrong to suggest that he is to blame for failing to fully fund a programme to rebuild englands schools when he was chancellor. It comes as ministers are under pressure to explain how theyll keep schools safe crumbling concrete as safe from crumbling concrete as children return to school over 100 schools have already had to close or partially close. Mr sunak says the government has addressed the issue at the right time. Time. Of course i know the timing is frustrating but i want to give people a sense of the scale of what were grappling with here. There are around 22,000 schools england and the schools in england and the important thing to know is we expect that 95 of those schools wont be impacted by this. Around 50 schools have already been mitigated. Another 100 are in the process of being so and our expectation is, is in a matter of weeks, the bulk of the remaining schools that will have this issue will be identified as well. Well. Drivers were hit by one of the biggest monthly fuel price rises in more than two decades last month. Thats according to the rac, which says the £0. 07 per litre spike was the fifth largest, largest monthly increase in 23 years. Rising pump prices are being driven by an increase in the cost of oil. An increase in the cost of oil. You can get more on all of those stories by visiting our website, gbnews. Com. Are weekdays from three on gb news choose. Welcome back to the news choose. Welcome back to the live desk on this first day of the new political term and it seems reshuffle day as well. A bit of breaking news coming through the snp have been reshuffling their Westminster Team past few minutes. Team in the past few minutes. Stephen put his new Stephen Flynn has put as his new Health Spokesman , amy callaghan, Health Spokesman, amy callaghan, to replace martin day. Adam kaiser becoming the new levelling up spokesperson to replace Chris Stevens and laboun replace Chris Stevens and labour. Well, theyve been at it in a big way as well. On the first day of former top Civil Servant sue gray in charge as the partys new chief of staff , the partys new chief of staff, sir keir starmer has moved his deputy, Angela Rayner, to be the levelling up secretary. She will still be his deputy though, replacing lisa nandy, who shadow cabinet who has become shadow cabinet minister for international development. But sue gray had development. But sue gray had been cleared to start in the partys key role earlier this month by Anti Corruption watchdog. The Advisory Committee on business appointments. So doesit on business appointments. So does it all herald a new approach as parliament returns from the summer recess . Our Political Correspondent olivia utley is in westminster for us. Good afternoon , olivia. This good afternoon, olivia. This labour reshuffle , it seems labour reshuffle, it seems a little more widespread than some had predicted. Had predicted. It is a little more widespread than some has predicted. This is a very long predicted. This is a very long awaited reshuffle. Neil keir starmer has left his shadow ministers hanging for about nine months. And i think whats so interesting about this reshuffle is that really it shows Keir Starmers true colours. If you think back to the last labour reshuffle, which was in 2021, it was essentially a bit of a shambles. Ministers walked in. Keir starmer tried to demote them and they walked out or at least in they walked out or at least in the case of Angela Rayner with huge promotions lots of new huge promotions and lots of new jobs their names. Jobs to their names. Well this time we can see that Keir Starmers grip on the party has got a lot more solid. Hes managed to really demote lisa nandy and shes now a shadow minister in the foreign office. Not so long ago she was shadow foreign secretary, so shell now be deputising for the person for the role that she used to be. Now that shows just how strong keir starmer has become within the party because of course, nandy challenged of course, lisa nandy challenged him Leadership Back in him to the Leadership Back in 2020. Then in keir starmer has also managed to promote three blairites. Now weve always sort of known deep down that keir starmer is a blairite, but up until now he hasnt really been able to show that, to shout about that loud and proud, if you like , because there was you like, because there was a real, real pull from the left of his party. Now hes promoted real, real pull from the left of his pa|benn now hes promoted real, real pull from the left of his pa|benn. Now hes promoted real, real pull from the left of his pa|benn. Hes hes promoted real, real pull from the left of his pa|benn. Hes promoted oted real, real pull from the left of his pa|benn. Hes promoted pat hilary benn. Hes promoted pat mcfadden. Now those are a pretty mcfadden. Now those are a pretty significant moves and shows exactly that. Keir starmer is exactly that. Keir starmer is definitely skewing to the right of his party. Now as for angela raynen of his party. Now as for Angela Rayner, she she has described her relationship with keir starmer as an arranged marriage before. Well, perhaps that arranged marriage will be looking a little happy for looking a little bit happy for this shes been beefed this morning. Shes been beefed up from being just deputy leader of the labour party to deputy Prime Minister, which makes it absolutely clear that were a labour party to take control in government , that she would be government, that she would be his number two. Shes also been given a concrete brief as shadow chancellor of the duchy of lancaster, and she had a sort of roaming brief roaming, domestic lancaster, and she had a sort of roami but rief roaming, domestic lancaster, and she had a sort of roami but couldnt1ing, domestic lancaster, and she had a sort of roami but couldnt reallonmestic lancaster, and she had a sort of roami but couldnt really getestic brief, but couldnt really get her into anything. Her teeth into anything. Shell now opposite michael gove as now be opposite michael gove as the levelling up the shadow levelling up secretary which should make for some interesting some pretty interesting parliamentary theatre at the very so this is really very least. So this is really the clearest sign that weve seen that keir starmer is seen yet that keir starmer is feeling confident. And when we about a and when we talk about a concrete a of an concrete brief of a bit of an open goal for the labour party at moment of course at the moment with of course parliament this parliament back with this crumbling edifice politically perhaps, and also in terms of the education system. I mean, the education system. I mean, are we getting an indication that labour is really going to start now , now attacking the start now, now attacking the government on an election footing . I think we definitely footing . I think we definitely are seeing that. We were all saying before the parliament broke up for recess that we could expect the sort of election campaigning to start in earnest in september. And i think thats what were starting to see already. Rishi sunak is looking pretty weak on the issue of concrete schools here. He said that he would re fund the refurbishment of 50 schools a year. Refurbishment of 50 schools a year. Its now refurbishment of 50 schools a year. Its now emerged it sounds at least as though he was asked to double that to 100 and refused to do so. Now that is surely very, very low hanging fruit for labour, given whats happened since. Olivia , thank you very much olivia, thank you very much for updating us. And of course well see what else emerges on this very busy first day of the political thank you. Political term. Thank you. A traumatised father is supporting whats called the punched out Cold Campaign in conjunction with the charity one punch uk and North Yorkshire police after his son was left with a sunken skull. The campaign is trying to highlight the fact that just a single punch can cause serious brain damage or even kill. Well, it wants to prevent such needless deaths and life changing injuries by highlighting how just raising a fist in anger can have tragic consequences as well. Anna riley has this report for us, which does contain some graphic images i one punch was all it took to devastate the life of jamie kelly and his family. Devastate the life of jamie kelly and his family. The 43 kelly and his family. The 43 year old lost half his skull after being hit by a stranger in scarborough in an unprovoked attack. Jamie spent time in hospital fighting for his life after the single punch and had to learn to walk again. Hes on the road to recovery, but the severity of his injuries means hell need Specialist Care for the rest of his days. His days. It breaks my heart seeing him as a dad , what he was, and what as a dad, what he was, and what he is now. And its all a result of one point. What it does to the families is unbelievable. Families is unbelievable. I mean, luckily , we still got i mean, luckily, we still got you. I mean , but we know its you. I mean, but we know its still a long road that weve got to go. Youll never be back to go. Youll never be back there full fitness, but they still got him all other people dont have what i have. Theyve lost them forever. Jamies dad believes that sentences should be tougher on criminals like the one who hit his son in one punch. Attacks. The law needs changing because the lad only got 29 months in. Jamie got life. Just go in jamie got life. Just go in a pub, smash someone. Not the. Pub, smash someone. Not the. No, theyre not going. No, theyre not going. They might get a slap on the wrist and thatll be it. The one punch uk charity was set up by Maxine Thompson curl after her 19 year old son christie died following a one punch attack. Punch attack. It supports families like jamies and campaigns to raise awareness of the devastating impact drink fuelled violence. Can have. I cant remember the first year of my life of losing. I dont know how i got through it. I dont know how. I wake up every day and dont know how i managed. But i just knew that i had to do something and try and make a difference. Youve got your end of your your hand at the end of your arm and weapon. It is and that is a weapon. It is a weapon , you know, and youve got weapon, you know, and youve got to be responsible. You have to responsible for your actions and youve got to think about those consequences at all times. North Yorkshire Police are supporting the charitys punched out Cold Campaign and said the Campaign Highlights just how dangerous one punch can be. That in a split second, someone can become a killer and someone can become a killer and someone can be killed or suffer life changing injuries by not acting in anger and lashing out i it could well be the best decision you have ever made. Stop and think and walk away before raising a fist is the message that one punch and families like jamies are spreading so that other lives arent shattered or taken too soon. Anna riley. Gb news. Soon. Anna riley. Gb news. Well, lets speak now to debbie acas, whose son was killed in such a single punch attack. Debbie. Thank you for taking the time to speak to us. I know its obviously difficult for all of you to relive these circumstances, but tell us a little bit more about what happened to your son. Yeah, my son was on a night out with his friends from work in november 22nd, and it came to the end of the night and there had been a few arguments throughout the night, but nothing major. And he was waiting for a taxi , talking to one of his friends when another friend came up and punched him for no reason in the mouth. And scott fell back and banged his head on the pavement. And then sadly, he died from that injury. Yeah, its just absolutely , yeah, its just absolutely, ali, you know, heartbreaking and so senseless and a lot of these circumstances, it just seems to erupt out of nowhere, doesnt it . Absolutely. There 7 absolutely. There was no reason for that punch to be thrown. And, you know, it was thrown. And, you know, it was a needless punch. And scott would needless punch. And scott would have still been with us today. That wouldnt have happened. That wouldnt have happened. So what is your aim by supporting the campaign . Supporting the campaign . Obviously, its to prevent further tragedies. Is it for further tragedies. Is it for stiffer sentences as well for those convicted . Those convicted . It says it says weve actually set up an online petition on to increase sentences for this type of crime because weve had weve also set up a charity as well. One punch hull and east yorkshire. And hull and east yorkshire. And through our promotion of the charity and also the petition weve had from different families and quite often the sentences are really low. I mean, the accuser who actually punched my son, he he got seven and a half years prison sentence. But we just feel like if the sentence was were higher, it would act as more of a deterrent and serve other families. Going and serve other families. Going through what were going through currently. Currently. And thats because its treated. Yeah. So its treated treated. Yeah. So its treated as manslaughter rather than murder. So yes, it is. Murder. So yes, it is. Its treated as manslaughter andifs its treated as manslaughter and its treated as a low to medium risk as well in terms of prison sentence is because it is just one punch. But like others have said, one punch, you can lose your life because of one punch. It is it is a weapon. And we need to get more awareness out there and more of a deterrent to stop other people from doing that. So by raising that awareness, i mean such an incredible job youre doing, what would you be saying to people in terms of your advice , in terms of your advice, in terms of staying . You know , out of staying . You know, out of trouble, walking away from it . Absolutely. Stop, think and absolutely. Stop, think and walk away as what maxines already said. You know , theres already said. You know, theres no need to throw those needless punches. It can be sorted out. Punches. It can be sorted out. Describing a disagreement can be sorted out in other ways. Its sorted out in other ways. Its so dangerous. By throwing that punch , the devastation and the punch, the devastation and the harm that can be caused and people dont realise how common it is as well. In terms of one punch attacks. And we just want to raise awareness to stop other people going through we have. Debbie, thank you very much indeed for joining debbie, thank you very much indeed forjoining us and sharing your story. I know it must still hurt so much, but clearly the hope is that with this campaign, it can make life a little bit more bearable for all you and to prevent other all of you and to prevent other attacks as well. Thank you very much. Much indeed. Thank you. Now lets look to thank you. Now lets look to the sky eyes and those of us determined not to put the barbecue away just yet and make perhaps one last trip to the beach. Some good news on the way. Summer doesnt seem to be finished with us. No, not at all. Although meteorological autumn began on september 1st, the last few september the 1st, the last few days have been anything but. Well simply glorious at the moment. So lets talk about this moment. So lets talk about this more with jim dale, who is senior meteorologist at british weather services, a man with a weather eye on the jet stream jet jetstream jets , jetstream jet jetstream jets, jetstream screen as well. It often screams , to be it often screams, to be honest with me. What happened then, jim, at the weekend . Because i was down in cornwall. Absolutely stunning first day of september. I didnt i was really bad. I didnt put any sun cream on. I even burnt my legs. Yeah its kind we my legs. Yeah its kind of, we thought automated arrived and all a sudden you pulled all of a sudden you, you pulled your sledge out for the for the wind and got put it all wind and you got to put it all back. Lovely surprise. Look , its september. Its look, its september. Its not that unusual. I would actually to you , september actually say to you, september is the new summer month and Climate Change has nudged things on a little bit. And i think its given the fact we had a ropey july and a kind of mixed august, we sort of thought, well, thats it, thats it. Were going to the end of the rainbow. And well, but look, theres a knack Mother Nature as a of levelling things up. It a way of levelling things up. It really physics does that really does. Physics does that anyway. Looks for neutrality. Anyway. It looks for neutrality. It balance. And i think it looks to balance. And i think were getting a bit of that. And its lets see if we can see some pictures of it because were sitting in the studio. Itd be lovely what itd be lovely to see what sort of weather we see. Im wearing weekend. Know. Wearing a t the weekend. I know. Oh, see . Look at this. I oh, look, see . Look at this. I mean, beaches oh, look, see . Look at this. I meayouve beaches oh, look, see . Look at this. I meayouve been beaches oh, look, see . Look at this. I meayouve been talking eaches oh, look, see . Look at this. I meayouve been talking about s and youve been talking about the stream often when the jet stream quite often when youve in to update us. Youve come in to update us. There a reflection yeah. Is there a reflection that stream if it sort that pesky jet stream if it sort of nudged a bit further away, we could have enjoyed this. Maybe you know, and august as you know, for july and august as well. Well. There was a heat dome in the way down in south. And way down down in the south. And whats those whats happened is those tropical we were tropical storms that we were looking last that were looking at last week that were occurring and some of occurring in america and some of those materialise, but those didnt materialise, but they dotted around the they dotted around in the atlantic. And what that means is low is there , which low pressure is there, which means pressure has got to means High Pressure has got to come side. We come in from the other side. We needed nudge from these. Needed that nudge from these. Its opened door. So its opened the door. So its opened the door. Exactly that. And its yes, exactly that. And its not opened door for us not only opened the door for us and good weather, but you and our good weather, but if you look to and whats going look to spain and whats going on opened door on there, its opened the door to the quiet, the contrary to them. Jet stream has gone them. So the jet stream has gone south, you like. Arm south, if you like. The arm there, pressure there there, and low pressure is there and is that the and its now is that pulling the heat then from the continent . Heat up then from the continent . Think because i think theyre talking the possibility because i think theyre talicelsius the possibility because i think theyre talicelsius thishe possibility because i think theyre talicelsius this week;sibility because i think theyre talicelsius this week ,ibility because i think theyre talicelsius this week , which 30 celsius this week, which will, think be pretty warm for will, i think be pretty warm for september. Ill give you ill go one better that. Going to better than that. Im going to say maybe better or maybe say 32, maybe better or maybe even three better in 33. So thats wednesday and potentially thursday. And the region will be essentially surrey through london into cambridgeshire through to lincolnshire. That through to lincolnshire. That will be your arc of that sort of temperature where im looking to go out and fry pulling up go out and fry and pulling it up from from the continent. Yes, it is. But as a stress to you , spain but as a stress to you, spain and portugal in particular, theres a revolving low pressure area there that is producing floods, floods and all. So its horses for courses. We dont we dont all have the same weather at the same time. Thats not the case. Think we can enjoy case. So i think we can enjoy this for a week to come. You just mentioned theyre frying the pavement. Frying an egg on the pavement. Seriously . Yeah. Can do seriously . Yeah. Can you do it . Film and get it on . Film it and well get it on . Ill tell you what, i just had a word there with had a word out there with producers and ill get you out there wednesday. Ill do there on wednesday. Ill do a few experiments, like cooking something. And something. Ill do the egg and a few and pieces. Few other bits and pieces. It, please. What happens do it, please. What happens in . Because it still in an evening . Because it still does seem nippy. Does seem quite nippy. Lost a bit of the yeah. We lost a bit of the suns duration, if you like. I suns duration, if you like. I came the train this morning came on the train this morning and it was all misty fields, all that of thing. Looked that type of thing. It looked absolutely gorgeous. Thats autumn this autumn for you. But this is somewhere there, somewhere out there, right . Ever, you for jim, as ever, thank you for taking us some good news taking us with some good news this let off. This time. Well let you off. Not . Why not . Why not . You much indeed. Temperatures are rising. Were likely get into rising. Were likely to get into the towards the south. The low 30s towards the south. So feeling pretty hot in the sunshine here, a little bit cooler, a bit fresher as we cooler, a bit more fresher as we head north, as we go head further north, as we go through evening and through the evening and overnight, we are actually going to see the strengthening to see the wind strengthening a little bit across of little bit across parts of southwest into southwest england and into wales. See gusts of around wales. Could see gusts of around 40, perhaps even 50mph for a time. As a result, im not expecting repeat of the mist expecting a repeat of the mist and that we through this and fog that we saw through this morning however further morning here. Pip and welcome back to the live desk with the Prime Minister rejecting accusation that he is too blame for this schools concrete crisis , describing them concrete crisis, describing them as completely and utterly wrong. But a former top Civil Servant at the department of education said that rishi sunak had slashed the repair budget to fund just 50 schools being repaired when he was chancellor. After data showed up to 400 needed repairs with a critical risk to life. Risk to life. Earlier, the education secretary , Gillian Keegan secretary, Gillian Keegan admitted there could be hundreds more schools affected by the crisis as labour repeated its call for the government to come clean on the scale of it. Well this is what the Prime Minister had to say on the issue earlier. Are you to blame for whats happening now and do you want to apologise to parents and pupils . That is completely i think that is completely and wrong. One and utterly wrong. Actually, one of things i did as of the first things i did as chancellor in my first Spending Review in was announce review in 2020 was to announce a new Ten Year School reBuilding Programme for 500 schools. Now that equates to about 50 schools a year. That will be refurb wished or rebuilt. And if you look at what weve been doing over the previous decade, thats completely with what over the previous decade, thats complalways with what over the previous decade, thats complalways done, nith what over the previous decade, thats complalways done, about1at over the previous decade, thats complalways done, about 50 or weve always done, about 50 or so a year refurbished so schools, a year refurbished or rebuilt. How grave is the situation at school youre at then at the school youre at then with this concrete. With this concrete. Yes, well, good afternoon to you too. 32 classrooms here. Some might describe it as a rocky start to the school term. Rocky start to the school term. They found out on thursday last week that they would have to close their classrooms this morning we went inside to have a look, although its not obvious, but the survey did identify that this school has an issue with rack and now theyve obviously had to work with lots of members of their staff and external people as well to look at what opfions people as well to look at what options they do have. Theyre looking at some temporary buildings which they can use in their field , which is just to my their field, which is just to my left , so that students can come left, so that students can come to school and still get the education they need. Timing is an issue here because schools meant to start on wednesday here and of course, year seven, who are traditionally start a bit early or due to come in tomorrow. So theyre having to devise some plans to ensure that happens. Devise some plans to ensure that happens. On devise some plans to ensure that happens. On my right, though is an older part of the school built around in the 1970s and dunng built around in the 1970s and during that time this rack concrete was popular between the 50s and 90s. And as buildings like this one, which the government need some urgent care, the price of it , its not care, the price of it, its not quite clear yet, but i have been speaking to the headteacher and this is what he had to say. We all knew which rooms had different varying levels of rack just prior to the summer. Thats when we received our report that report outlined what rooms were critical, high, medium and low risk. We had no rooms rated critical. So at that point, the advice was to do not do anything other than wait for the fee to come in and do a more Detailed Survey and then help develop an action plan to sort that out in the future. That that out in the future. That then changed just prior to us coming back. Any room that had had rack identified had to be out of action. Now rooms , they out of action. Now rooms, they look fine, they look normal, they are a lot of them have been decorated over the summer ready for the start of term, and now theyre sitting empty. You cant really any obvious signs really see any obvious signs unless you really to find unless you really delve to find where the rack is above the above Ceiling Tiles with above the Ceiling Tiles with theo James Saunders was indicating there looks pretty and span and fairly modern. But i guess this is now going to perhaps hit hundred , if not to perhaps hit hundred, if not thousands of other schools as as the details come through. Whats the details come through. Whats he going to have to do, get hold of portacabins or just try and put structural supports up in the existing rooms . Yes the existing rooms . Yes well, they are working through all of those options. When we spoke to them today, they were saying theyre working with some external organisations they were saying theyre working wisee me external organisations they were saying theyre working wisee if|e external organisations they were saying theyre working wisee if they ernal organisations they were saying theyre working wisee if they can|l organisations they were saying theyre working wisee if they can find|anisations they were saying theyre working wisee if they can find some ions to see if they can find some portacabins or similar type of buildings, which they can then put onto the field there so that students can come in. At the moment there isnt any Building Work structural things work or any structural things that we can see at the moment as this has only just started to be unveiled in the last few days. And as you mentioned , perhaps and as you mentioned, perhaps hundreds of schools are in this situation. We understand that some more surveys are being carried out in places like wales , Northern Ireland, and of course, in scotland. And then we can perhaps see the extent of this issue , theo, at that school this issue, theo, at that school for the moment. Thank you very much indeed for that. Lets speak to helen boyd now, whos a councillor in southend on sea and cabinet member for Childrens Services education and learning. Thanks for to talking us this afternoon. Whats the latest situation in your area then . How many schools do you understand to be affected . And are many to be affected . And are many closing completely at the moment . Well, 7 well, we . Well, we think that southend has only got one school because were a unitary authority. Obviously were in essex , but obviously were in essex, but were not part of essex county council. Council. So as far as we are aware, it is only Kingsdown School locally, which is affected by wrack and, and the difficulties with that though, is that of course its a special school and it caters. For 123 pupils, it caters. For 123 pupils, peoples with very complex needs. So that brings its own set of problems. Problems. Yeah, obviously you cant move them easily to portacabins and upset their routine and so on and so forth. But the other on and so forth. But the other issue, helen, it seems, is whos going to pay for all this . Weve got jeremy hunt, the chancellor, saying extra money will be made available. And the treasury available. And then the treasury says actually its the existing Capital Budget and thats not being changed. Well, i really hope that its going to be the dfe and the government that pays for this because to be honest with county council finances being as they are, we are not in a position to make huge payments or to refurbish these buildings. Its going to have to be government support. And we were assured by the dfe that any alterations to the dfe that any alterations to the building would be funded by them. And the problem is, helen, if money is spent on fixing, correcting this, then it could delay other repairs that need doing anyway. Doing anyway. Yes, its fair to say that the stock of certainly older schools is not great and many children are not being educated and in buildings that we would wish to see. I know that we are competing for funds with lots of other requirements of Public Services , hospitals, etcetera. But its , hospitals, etcetera. But its clearly this is going to have to be sorted. Now what do you make of the timing of all this . Clearly its put headteachers in a really difficult position and the government is saying, well, weve only just been made aware of the Summer Holidays of this beam that failed. But also beam that failed. But weve also had at had this top Civil Servant at the department of education, jonathan , look, jonathan slater, saying, look, we warned there were 400 schools that needed these repairs with what he said was a critical risk to life. To life. The timing is not great. I mean, it wouldnt have been good to happen at any time, but particularly at the beginning of term and september, especially if pupils transitioning to a if pupils are transitioning to a new school and say with special Needs Children as well, a lot of them need routine and order them do need routine and order and this delay to them getting into any form of for education the time being is not helpful. The time being is not helpful. Although the staff and pupils are doing an amazing job at the moment, there managing to Work Together there. The pupils that they do have a very theyre used to dealing with difficult situations. Im afraid this is just just one more and certainly no its not its not great timing. Yeah i was going to ask, how are you able to help those heads who, you know, they must be sort of tearing their hair out at the moment. Well, theyre working very closely with Southend Council and to try and were all flat out to try and were all flat out to try and some sort of temporary and reach some sort of temporary solution as soon as possible. And we have a adviser. And we do have a adviser. So you talk about one school. You know of at the moment, helen , are you still waiting for information on other schools that could be severely affected or well, severely impacted here . I wouldnt like to say that there are literally no other buildings in southend or schools in southend that arent affected. But at the moment, we this is the only one thats been ordered to close in our area. Okay. Well, helen, thank you okay. Well, helen, thank you very much indeed for that. I know times for you all. Know busy times for you all. Thanks for updating us. And of course, well be back to as course, well be back to you as more details emerge. Who knows . Course, well be back to you as more d you very much. Thank you very much. Thank you very much. Thank you very much. Thank you. Thank you. As well as trying to establish how safe our schools are, government will also are, the government will also be trying establish how firm its trying to establish how firm its political foundations are as parliament returns after the six week recess. Lets speak to our political edhon lets speak to our Political Editor, Christopher Hope , whos editor, Christopher Hope, whos there for a new parliamentary term. And chris, of course, we were suggesting that things will start ratcheting up for this general election. But news general election. But news today, already to by today, perhaps already to by elections coming fairly rapidly , thats right, mark. Yeah, its all about numbers, politics, numbers of mps you have in the house of commons defines how powerful you are and how you use that we hear how you use that power. We hear today. Pincher, the mp for today. Chris pincher, the mp for tamworth, an appeal tamworth, has lost an appeal against an investigation over his personal behaviour. Against an investigation over his personal behaviour. The his personal behaviour. The eight week ban from the house of commons. That means it will almost certainly be a local referendum people in referendum of local people in tamworth if they want to have a by election replace chris. By election to replace chris. Chris pincher more than 10 want that. Will a that. So there will be a by election tamworth. That is by election in tamworth. That is news breaking this past past two hours. Have timings for hours. We also have timings for the rutherglen by election october the 5th. That falls after the Tory Party Conference and before labours conference. That one big test for that one is a big test for laboun that one is a big test for labour. Can keir starmer win back seats from the he back seats from the snp . He needs to that to become prime needs to do that to become Prime Minister, probably next year and also the mid bedfordshire by election thats causing nadine thats a tory Nadine Dorries thats a tory safe seat quotes, but nothing safe seat in quotes, but nothing safe seat in quotes, but nothing safe anymore for this government and that will be held in probably october the 12th or 19th. October is a huge 19th. So october is a huge month. Its always huge in westminster, isnt it, mark and pippa . In pippa . But its a big month in politics and Party Conference isnt far away. Isnt far away. Why would it be that the tories arent doing more of a Cabinet Reshuffle . Chris at the moment , just like labour are in moment, just like labour are in labour seems like its getting its ducks in a row. Why wouldnt rishi sunak want to do that before conference . Its been the kind of big reshuffle postponed. I first heard of the reshuffle. Rumours on the friday after that triple byelection day that then never happened. Byelection day that then never happened. And normally you do happened. And normally you do reshuffle of reshuffle at the start of a summer period to allow ministers to the job and they to read into the job and they can get used to their red boxes arriving and going through detail trying in detail and not trying to be in a new job as while parliament is sitting and its so that sitting and its so busy that never happened. Then last never happened. And then last friday, course, the friday, we of course, we had the change about three people change of about three people moved saw ben wallace moved jobs. We saw ben wallace leave, course, grant leave, of course, grant shapps took job defence took his job at defence secretary other other low secretary and other other low level movements around. We are level movements around. We are now told there will be a major reshuffle. Well, they say, major, is it a major . Lets see if its a major reshuffle after the conference mid the Party Conference in mid october and before the kings speech on november, the seventh. So thats the reset. And thats when well see a lot of 29 intake mps, young mps arriving intake mps, young mps arriving in government as the pm rishi sunak tries to project a youthful vigour around his administration. I mean, claire administration. I mean, Claire Coutinho is his friend who became a minister last week. Hes about his age, so i think it will be a big generational drop age and outlook from drop in age and outlook from this government, but not yet. This government, but not yet. Lets talk about perhaps but lets talk about perhaps political in political fortunes crumbling in the shorter term with this concrete crisis. We understand that Gillian Keegan will be answering questions this afternoon with lots of questions being asked by parents and teachers and others outside of parliament at. Thats right. I think of all the issues affecting westminster today, i think the crumbling of schools is the one which matters most to gb viewers. Thats most to gb news viewers. Thats the why is it the big thing. Why why is it that theres 156 schools now having restrictions imposed, 104 of them were only told on friday. Why so late . They were warnings going back to labours time in government that and then the tories of course, in power for 13 years. Its on their watch. Failure happened watch. This failure has happened and issue and indeed on the personal issue there, heard earlier in and indeed on the personal issue the|news heard earlier in and indeed on the personal issue the|news bulletin, earlier in and indeed on the personal issue the|news bulletin, rishier in and indeed on the personal issue the|news bulletin, rishi sunak , the news bulletin, rishi sunak, when he chancellor, he cut when he was chancellor, he cut spending when he was chancellor by 40 to about two 416 million a year on schools. Of course, a year on schools. Of course, the timing of that was the covid pandemic and all Government Spending was diverted towards vaccine the vaccine production and the vaccine production and the vaccine rollout. We get that. But politics is about choices, and this ones on him. Hes saying it wasnt his fault and he is always competing priorities government. But priorities in government. But there are concerns about why that happened. And seems for that happened. And it seems for many symbolise a kind of many to symbolise a kind of crumbling government structure. Crumbling government structure. The fact that these schools have such the moment. The fact that these schools have suc christopher, he moment. The fact that these schools have suc christopher, thank ment. The fact that these schools have suc christopher, thank you t. The fact that these schools have suc christopher, thank you very christopher, thank you very much indeed for updating us there. Minster. Well there. As west minster. Well see what emerges, of course, in that afternoon. That session this afternoon. Lets bring some lets just bring you some breaking from breaking news were getting from the Northern Ireland policing board, cancelled and board, which has cancelled and a meeting over the chief constable, simon byrne, whos now facing a motion of no confidence the board will instead hold a special meeting later today to allow members to discuss the latest issue , which discuss the latest issue, which has rocked the police force. There the row erupting last week, of course, after a High Court Judge had ruled that two Junior Officers were unlawfully disciplined and react. Junior officers were unlawfully disciplined and react. Actions disciplined and react. Actions coming through fairly well. Disbelief and anger was the phrase used by the chair of that police federation. In response to that, well give you update you more as we get it from belfast. Belfast. Indeed. Stay with us here on gb news. Were going to be talking about what appears to be a approach by french a tougher approach by french authorities on the other side of the channel. This new approach or improved approach may at or this improved approach may at last be having an impact on the number of people crossing. Well have the latest on that very shortly. Shortly. Looks like things are heating up. Boxed boilers proud sponsors up. Boxed boilers proud sponsors of weather on. Gb news. Of weather on. Gb news. Hello , very good day to you. Hello, very good day to you. Theres something of a summery feel about the weather at the moment. We have plenty of moment. We have plenty of sunshine and its to feel sunshine and its going to feel hot although there hot for some, although there will rain will be a little bit of rain across the far north of scotland because front here. Because of this front here. However, much of the uk is under the High Pressure the influence of High Pressure and thats why its so settled at the moment. And thats why there is so sunshine around there is so much sunshine around looking details. As looking at the details. And as we through afternoon, we go through this afternoon, plenty blue a huge plenty of blue sky, not a huge amount cloud around for most amount of cloud around for most of although the far north of us, although in the far north where that drizzly rain, where we have that drizzly rain, there of cloud there will be a bit of cloud here because of the sunshine. Temperatures rising and temperatures are rising and were likely get into the low were likely to get into the low 30s towards south. So 30s towards the south. So feeling in the feeling pretty hot in the sunshine here, a little bit cooler, a bit more fresher as we head north. As we go head further north. As we go through the evening and overnight, we actually going overnight, we are actually going to strengthening to see the wind strengthening a little parts of little bit across parts of southwest and wales southwest england and into wales. Could see gusts of around 40, perhaps even 50mph for a time. As a result, im not expecting a repeat of the mist and fog that we saw through morning we saw through this morning here. However, north and here. However, further north and east see some mist and east we could see some mist and fog developing through the night east we could see some mist and f looks like things are heating up. Boxed boilers proud sponsors up. Boxed boilers proud sponsors of weather on gb news as from three on. Gb news. Hello, welcome back to the live desk on gb news. A tougher approach by french authorities on the other side of the channel may at last be having an impact on migrant boat crossings. Thats is according to gb news sources. Soufces. Sources. Lets update you with another 872 arriving on to saturday mark a new daily record for this year and the total now for the whole yearis and the total now for the whole year is more than 21,000. However our contacts are revealing that numbers compared to last year are being reduced by more robust french action thats disrupted the people smuggling gangs on the other side of the channel. Joining us now is our home and security editor mark white. Hi, mark. What is this more robust french action then . What are they doing . Well, more French Police on the beaches and they are trying theyve been trying for some time now to try to get to the boats before they get into the water. And if they get to them, then they puncture them, slash the boats so that theyre not able then to go to the sea. The then to go to the sea. The migrants usually end up running back off into the dunes. If they do make it to the water, though , the police have a Standard Operating Procedure of not interfering with the boat. Once its in the for water safety reasons. So the migrants , you reasons. So the migrants, you know, its a mad dash to get these boats down into the water. Youre looking at some of the video there of some of the Police Activity where they have managed to puncture boats on the beaches , migrants reacting very beaches, migrants reacting very badly to that, setting fire to the Outboard Motor and the petrol jerry cans that they had for the voyage and throwing the life jackets on that. But the sources that weve got are revealing that dunkirk, calais , bleriot, plage, all calais, bleriot, plage, all those areas that weve been seeing , them being launched seeing, them being launched there, the people smugglers are being forced further down towards further towards boulogne and further south. And thats what south. Yeah and thats what i think is partly response for the reduction in numbers weve had pretty awful weather for months now in the channel where even on the supposed calm days its still been a bit of wind enough to uh, to make the going a bit choppier than the flat calm conditions that we experienced in say , august of last year , in say, august of last year, where we got very significant numbers about 9000 odd. That crossed in that month and that that weather, without a doubtis and that that weather, without a doubt is probably the most significant event factor in the reduction in numbers this year compared to last year. But also playing into that , according to playing into that, according to our sources, is this increased Police Activity, which is disrupting the people smugglers. Its meaning that in order to have success in launching , they have success in launching, they cant do what they used to do , cant do what they used to do, which was these mass launches from the beaches around dunkirk and calais, multiple boats at once running for the sea. Once running for the sea. Theyre having to spread them out over a much , much longer out over a much, much longer area. Of course , more than 70, area. Of course, more than 70, 80, even 90 miles, because some recent launches have been right down as far as the somme, which is actually 50 miles south of boulogne, which is about 40 miles south of calais. Its a long. How much longer does that make the journey once theyre in the channel and where do they end up . Well, it all depends on just how the tide is running. How fast the tide is running. They like to try to catch the tide that then pushes them up towards the beaches of kent, but they can be out there for many hours and in fact, one of the boats coming across today, we understand, has been at least seven sightings as five of these boats have now been intercepted. And the migrants brought to kent, another two boats are out there, one of the boats far down as hastings. So that just which is over towards east sussex. So is over towards east sussex. So it just shows you that , you it just shows you that, you know, when they push off south of boulogne, they then come up in a trajectory that takes them much further west in kent into sussex areas with more, more open sea and a longer crossing. Now youve got more on your onune now youve got more on your online report on this on the gb news website , which goes through news website, which goes through it in more detail. Is this an indication from our sources its because of more french boots on the ground, because , of course, the ground, because, of course, weve been paying them massive amounts to undertake this policing operation , or is it policing operation, or is it that the french are Getting Better and gaining more intelligence and information . Intelligence and information . Think theyre well, i think theyre certainly more certainly gaining more intelligence certainly gaining more intelligya ce certainly gaining more intelligya bit wiser about how to getting a bit wiser about how to go after the people smugglers to make sure that they they get to the boats before they get offshore. Clearly, its not working in the majority of cases , but it is working a bit better , shall we say, than it worked previously. And i think the previously. And i think the concentration of Police Activity around those northern beaches around those northern beaches around calais and dunkirk has definitely meant that the people smugglers smugglers have had to adapt. I mean, theyve always adapted as long as this has been adapted as long as this has been a crisis since 2018, the latest way theyre adapting is to push their launches over a much wider stretch of beach. But in doing that , the logistics of getting that, the logistics of getting these boats , the equipment and these boats, the equipment and life jackets and whatever down, you know, 50, 60, 70 miles south and the people dont forget getting them there is just more logistically difficult and they cant push as large a number of boats. It seems , off on boats. It seems, off on a single. You would also indicating that were getting information that the boats themselves are getting bigger with with, you know, sort of 50 plus people on board as well. Yeah, theyre getting a bit more plus people on board as well. Yeah, 1becauseatting a bit more plus people on board as well. Yeah, 1because remember, more plus people on board as well. Yeah, 1because remember, the e plus people on board as well. Yeah, 1because remember, the we robust because remember, the we had issues with the boats where the floor of the vessel was very flimsy plastic material. It was reinforced with plywood. But in heavy waves it could splinter her and pierce the bottom and disintegrate the boat. Now theyve got sort of a bit sturdier bottoms to them, and that means actually the numbers that means actually the numbers that they are pushing on the boats has been going up. So the average is now over 50, 55 per boat. Some times its 6070. Weve even seen more than 80 on a boat. So , so dangerous. Mark, thank so, so dangerous. Mark, thank you very much for that. And as you say, marks got more on that in the online article on our website , gbnews. Com. Still to come here on gb news, drivers in the uk, were you one of them probably were were hit by one of the largest monthly fuel price hikes in 23 years. Plenty of Politics Today as westminster resumes after the summer recess. Snp reshuffling its westminster frontbench and of course labour with big changes at the top on the first day of former top Civil Servant sue gray and her position as the partys new chief of staff. So partys new chief of staff. So sir keir starmer has moved his deputy, Angela Rayner, to levelling up secretary. Still deputy leader of course, but shes replacing lisa nandy whos pretty much been demoted to be shadow cabinet minister for international development. International development. Some other names of note are pat mcfadden, who becomes shadow chancellor of the duchy of lancaster , which was actually lancaster, which was actually one of Angela Rayners many previous jobs. Hilary benn becomes shadow Northern Ireland secretary and ex Shadow Health secretary Jonathan Ashworth becomes shadow paymaster general. Well, sue gray herself of course, cleared to start in this partys new key role after the Anti Corruption watchdog. The Advisory Committee on business appointments gave her the green light. So what can we expect now . Does it herald a new approach as parliament returns from that summer recess . Lets get more with our Political Correspondent utley , correspondent olivia utley, whos westminster for us. And whos at westminster for us. And olivia, whats the makeup telling us about the director version of sir keir starmer, who, you know, the indications were that it would be perhaps a blairite type administration. Blairite type administration. Well absolutely. Those indications have proved to be completely correct. What im sensing from this reshuffle, which was much wider than many were predicting , is that keir were predicting, is that keir starmer is feeling confident. When you think back to his last reshuffle, which was back in 2021, he sort of tried to promote, tried to promote and demote all sorts of people, but they simply werent having it. And he ended up with something of a shambles shadow of a shambles in his shadow cabinet one could cabinet and no one could really say he was trying to imply say what he was trying to imply with what he did. This time, were not seeing any that. Were not seeing any of that. What starmer done is what keir starmer has done is very, deliberate with very, very deliberate with Angela Rayner. He doesnt really have much of choice. Was have much of a choice. She was elected as well, elected by the members as well, so to be his deputy so she has to be his deputy leader. She so she has to be his deputy leader. She has described their relationship something an relationship as something of an arranged but what keir arranged marriage, but what keir starmer has done today sort starmer has done today is sort of shift. She stays of a sideways shift. She stays deputy leader as she has to. She becomes deputy Prime Minister. Well, that essentially means that keir starmer saying yes that keir starmer is saying yes , will definitely be my , you will definitely be my number two if and when we get into. And also into government. And shes also been brief , the been given a brief, the levelling up brief, so shell be opposite the opposite michael gove in the house of commons. Now the levelling up brief is sort of a mid ranking sort of area. Its not one of the three great offices of state, but it is a sign of confidence in his deputy from keir starmer. Elsewhere as you say, it looks very much as though the right of the labour party has won from this reshuffle. Weve seen pat mcfadden , a known blairite, mcfadden, a known blairite, promoted to National Campaigning coordinator , now in the labour coordinator, now in the labour party. That is a very big deal. Weve seen darren jones , whos weve seen darren jones, whos been really shining as the chair of the Business Committee , of the Business Committee, promoted as well to shadow chief secretary of the treasury. And secretary of the treasury. And weve also seen hilary benn, who of course , served in tony blair of course, served in tony blair and Gordon Browns governments come back in as shadow Northern Ireland secretary, then it looks as though the soft left have really lost out. We know that the hard left have already been pretty much ousted from the labour party. Diana abbott and Jeremy Corbyn are no longer even labour mps. John mcdonnell is nowhere to be seen etcetera. But nowhere to be seen etcetera. But now were also seeing the soft left getting shunted aside. Lisa nandy, who of course ran against keir starmer in the original labour leadership race, has been demoted. Quite significant. She demoted. Quite significant. She was shadow levelling up secretary opposite michael gove. That role has been given to Angela Rayner and shes now just a shadow minister in the foreign office. Thats minister in charge of international development, which perhaps under labour would be a bit of a beefed brief. But still not beefed up brief. But still not long ago she was shadow foreign secretary herself. She will now be reporting to the shadow foreign secretary, Rosena Allin Khan an another another soft lefty who has lost out to. She refused to accept a demotion and shes now been removed from the shadow cabinet. So keir starmer is feeling confident and he is prepared to show his true colours. Those blair ites in the party have made a real comeback. Yeah, and in terms of the job in prospect with sue gray, of course, now as chief of staff to direct things, it does seem theyre going straight on the attack theyve got attack and of course theyve got an with this an open goal with this government crumbling policy over concrete. Concrete. Well, exactly. It does feel well, exactly. It does feel as though keir starmer is sort of getting all his ducks in a row ready for the next election. Sue gray has masses of experience within government and will be able to bring a lot of that to her brief as the as keir starmer s head of staff essentially in the labour party. Yeah. As for the concrete issue, some people are raising eyebrows a bit as to why labour have chosen to get all the focus in westminster on to their internal reshuffle when perhaps they should be concentrate a little bit more in hammering down the nail on the Prime Minister, who it is emerging seems to have made a few mistakes, particularly he was particularly when he was chancellor. It particularly when he was chancellor. It perhaps chancellor. It seems perhaps cutting budget out for cutting the budget out for refurbs of schools over the last few years. So quite why labour has chosen today for its reshuffle instead of perhaps later in the week . We dont yet know. But it does look as though keir starmer is feeling confident. Hes getting operationally in line. If you like, and he is gearing up for a 2024 election. And in terms of the other aspects, of course weve got two by elections as well. So theyve by elections as well. So theyve got to address the situation on the ground fairly quickly because some of those could be within the month. Within the month. Well, absolutely. Were expecting the mid bedfordshire by election. Nadine dorries her seat to be quite soon. And of course if labour could take that seat the conservative, seat from the conservative, i think Nadine Dorries has a majority of Something Like 30,000, is very, very 30,000, but is very, very unpopular in her own constituency for the way that shes behaved over the last few months, saying shell stand down and standing down and then not standing down etcetera. Labour would love to win seat and you say , win that seat and as you say, perhaps why keir perhaps the reason why keir starmer has has gone in so starmer has has gone gone in so quickly with this reshuffle is that his ducks do need to be in a for these by elections. He a row for these by elections. He probably wanted pat mcfadden as National Campaign in National Director of campaign in place. Labour will be place. Whether labour will be able to snatch that seat from the conservatives will be really , really interesting to see a busy time ahead. Olivia , as ever, thanks for olivia, as ever, thanks for updating us with the latest. Updating us with the latest. Thank you. Thank you. Now, over the last 15 years, Northern Ireland has lost 30 of its pubs , with over 75 of all its pubs, with over 75 of all alcohol. Now being consumed at home. Well , where does that leave well, where does that leave the breweries . The pubs still the breweries . The pubs still calling or can craft beer be a rare speciality . Well, Dougie Beattie has gone along to a beer and Music Festival to do some research for. Us as the summer comes to an end. So do many Outdoor Events and helens beer and Music Festival gives the public a real chance to enjoy some new tastes. To enjoy some new tastes. Christopher morris is a local brewer who has found the last year challenging energy costs and the impact of that directly on the brewery and also on our supply chain and the cost of goods that come through to us. So yeah, its been really challenging, but i think certainly in Northern Ireland there is a Movement Towards craft beer. Theres lots of positive things happening. Events like things happening. Events like this really help local breweries as well and help promote us and help us get our beer out into the market tricky the market in a tricky environment in Northern Ireland, craft breweries are important, but only hold 2 of the market. Stephen magorrian is the md of the Horatio Group of pubs and believes the growth of craft beers is slowing. It was something that was growing a few years ago. Its not as big in the pub as it was. It was. We stuck a number of local beers and local ciders. The demand isnt as great as it was and they take up fridge space, to be honest, you know. So youre, youre giving over your fridge to the, to to the, two beers and perhaps they dont sell as you would sell as quickly as you would like its something we like. So its something that we try promote, you know, thats try to promote, you know, thats why we have some local beers on draft on our counter, its draft on our counter, but its not big a thing as it was not as big a thing as it was a few years ago. Few years ago. David pritchard started his cider brewery a totally cider brewery for a totally different reason than business. The company has come about as as a result of a midlife crisis, probably. I had sort of 50 and decided i wanted to change career. Id grown plants for 25 years, so decided i wanted to make a bit of cider. People seemed to like it. So make a bit of cider. People seemed to like it. So weve gone seemed to like it. So weve gone on and now were in quite a few outlets. Tescos sainsburys is a lot of independent bars across Northern Ireland. Craft brewing can also change its product quickly to suit separate tests , quickly to suit separate tests, but seals are the end goal every little brewery wants to be a slightly bigger. Brewery. It doesnt matter what somebody said, oh, i want to stay small or want to stay local or whatever you want to sell your product. So what you have to do is try to change your product , is try to change your product, to suit a larger audience. If pubs are to survive and thrive, it will be more than taste that keeps the doors open. Keeps the doors open. Obviously we sell drinks, but part of the drinks we sell cocktails , then we do food , we cocktails, then we do food, we have a beer garden, weve entertainment on certain nights of the week. Were working with the local community in terms of a charity quiz twice a month. So youre constantly having to look at new ways of engaging and staying fresh. Staying fresh. Northern irelands alcohol profile is predominantly lager, and most craft brewers produce stronger ale , so it will be up stronger ale, so it will be up the events such as this to re educate the palate. Dougie re educate the palate. Dougie beattie gb news is held. In who beattie gb news is held. In who seems to get all the best jobs. But there we are. Now lets reflect on the pain at the petrol pump because drivers in the uk hit by one of the largest monthly fuel price hikes in 23 years because the latest figures from the rac showing they were stung by £0. 07 per litre rise for petrol and the average cost last month , diesel prices also last month, diesel prices also skyrocketed , rocketed by £0. 08 skyrocketed, rocketed by £0. 08 per litre as the cost of oil and gas cost of oil , rather, has gas cost of oil, rather, has risen to almost 12 usd per barrel. So will the price of oil continue to rise . Joining us now is economist, director and co founder at regionally, Justin Urquhart stewart. Come on then, justin, anything you like . I dont mind the title. I dont mind the title. I dont mind the title. Whats going to happen then are oil price is likely to rise and are we seeing prices are and why are we seeing prices are going all over the place . Because you have to look at actually affecting them. Actually whats affecting them. Got whats obviously, youve got whats happening also happening in ukraine, but also opec, youve opec opec, and now youve got opec plus opec used to be the old group of producers, but group of oil producers, but adding to russia and adding to that, russia and venezuela. And so they will venezuela. And so they will actually then have a vote and say, well, actually, we want to restrict supply or not. The only issue with them is theyre both highly unreliable theyll highly unreliable and so theyll agree do agree to something and then do diametro opposite. So diametro ically the opposite. So you sure whats you never quite sure whats coming its in their coming out, but its in their interest try interest at the moment to try and prices to go up. Russia and get prices to go up. Russia has other reasons for doing so as well. Has other reasons for doing so as politics at play make life politics at play make life difficult theres another difficult. But theres another bit sit there bit as well before we sit there and everybody and blame everybody else over there, own supermarkets , there, our own supermarkets, bless that they were bless them, found that they were actually quite a nice actually making quite a nice margin of this and found margin out of this and so found that actually put that they could actually put their prices up, blame everybody else. Else. G 5 they suddenly else. They suddenly found and now they suddenly found actually going up and actually prices going up and theyre now margins are now being squeezed. Theyre now margins are now beiishame. 3zed. Because asda shame. Right. Because asda always field in terms of always led the field in terms of taking on the petrol retail by discounting quite quite a lot on their their forecourt petrol prices. So the wholesale market has caught up with them. This has caught up with them. This has caught up with them. This has caught up with them. And of course just to add a little bit more variation in that as well, theres always been concern about the other things that are being on things that are being sold on the well, but the the forecourt as well, but the sort so sort of margins there. So how much the goods are actually much of the goods are actually which are ones supposed to be watched . Carefully terms which are ones supposed to be waessential carefully terms which are ones supposed to be waessentialgoodsefully terms which are ones supposed to be waessential goodsefully actually of essential goods have actually been to see the price been allowed to see the price rise you watch all of rise and you cant watch all of these the time. These all the time. Those supermarkets will be so those supermarkets will be trying to maintain their margins as possibly can. As much as they possibly can. Right. But we return to this phrase like a rocket, right. But we return to this phrase like a rocket , down phrase up like a rocket, down like feather. I mean, that like a feather. I mean, that does to happened again does seem to have happened again with rac figures whats with the rac figures and whats happened just in one month. Absolutely whether that absolutely and whether its that or a deposits on or whether its a deposits on from accounts and things from Bank Accounts and things like that, the rates go up. But amount you get on but the amount you get on deposit account doesnt seem to move all. Does, but move at all. It does, but eventually. And have to eventually. And so you have to what learn from that . What do we learn from that . Well, to watch the well, you have to watch the providers you have providers and hopefully you have something regulator providers and hopefully you have somet step regulator providers and hopefully you have somet step in. Regulator providers and hopefully you have somet step in. Well, regulator providers and hopefully you have somet step in. Well, notagulator providers and hopefully you have somet step in. Well, not muchor might step in. Well, not much chance of that, but be chance of that, but might be a good consumer its the price good consumer if its the price is going up too much, go somewhere else. Know, were yeah. And you know, were talking consumer pain. Talking about consumer pain. But theres a bigger question here as because feeds as well because this feeds directly inflation. What is directly into inflation. What is this going to mean for the Bigger Picture . And you know, the bank england, 21st of the bank of england, 21st of september on the next Interest Rate rise . Well, is that well, the hope is that actually of england now actually bank of england now mutter gutters saying, mutter from the gutters saying, actually, got actually, we think weve got about we can, but about as far as we can, but thats just mutter from the gutter. Know where to speak gutter. I know where to speak and what youre going to be finding now, if there is any more pressure going up then theyll and say, theyll turn around and say, actually, do it. My actually, we cant do it. My view is Interest Rates have already gone up enough. Its already gone up far enough. Its already gone up far enough. Its already having impact. And already having an impact. And the doesnt the trouble is it doesnt happen. A button you happen. Its not a button you press lights come on. Press and the lights come on. Its like an oil tanker. It takes time. Takes a long time. We already know the so we already know the economy pressure. Its economy is under pressure. Its at little bit at zero or plus a little bit more. And thats an encouraging sign. We some figures sign. We had some better figures that the figures wrong sign. We had some better figures thathe the figures wrong sign. We had some better figures thathe past the figures wrong sign. We had some better figures thathe past few figures wrong sign. We had some better figures thathe past few years,; wrong sign. We had some better figures thathe past few years, butong sign. We had some better figures thathe past few years, but in] for the past few years, but in our but by tiny amounts. Our favour. But by tiny amounts. So Interest Rates probably will be flat. That will be good news. But any more rises like this in petrol and then you might see them change their mind. Justin, thank you very much. We just want to bring our viewers and listeners some updates , news on this concrete updates, news on this concrete crisis. We are hearing that the education secretary, Gillian Keegan, whos been doing the media rounds this morning trying to explain all this , saying that to explain all this, saying that she has got a handle on it. She has been caught on camera voicing her frustrations about coverage of this situation when she was still wearing her microphone and in footage released by itv news that was filmed by them, the camera was repositioning for extra shots and she criticised others and claimed the government had gone over and above in addressing concerns related to rock. She said does anyone ever say, you know what, youve done an f bleep bleep , bleep, bleep, good bleep bleep, bleep, bleep, good job. Do you know what word we mean there . Because everyone else has sat on their behind and done nothing. Done nothing. She didnt say behind, but there we are. I think its forthright language is what its called. No signs of that. No question mark. An indication perhaps about the pressure , perhaps about the pressure, maybe the government is feeling itself under. And just to update itself under. And just to update you , she will be facing you, she will be facing questions us in parliament, in the commons this afternoon. We think at about 330. I think that may be declared unparliamentary language. If she uses that as language. If she uses that as her reply. But in addition to that, weve got more coming through from the former president of the institution of Structural Engineers saying there could be a lot more problems out there hidden away. Well update you with the very latest. Stay with here on the latest. Stay with us here on the live desk on gb news. A brighter outlook with boxt solar proud sponsors of weather on. Gb news. On. Gb news. Hello, very good day to you. Theres something of a summery feel about the weather at the moment with plenty of sunshine and feel hot for and its going to feel hot for some, although there will be a little bit of across the little bit of rain across the far scotland because of far north of scotland because of this here. However, much this front here. However, much of under the influence of the uk is under the influence of the uk is under the influence of pressure and thats why of High Pressure and thats why its so settled at the moment. And there is so and thats why there is so much sunshine around. Looking at the details go through details and as we go through this afternoon, plenty of blue sky, a huge amount of cloud sky, not a huge amount of cloud around us, although around for most of us, although in the far north where we have that there be that drizzly rain, there will be a of cloud here because of a bit of cloud here because of the sunshine. Temperatures are rising. To get into rising. Were likely to get into the low 30s towards the south. So feeling pretty hot in the sunshine here, a little bit cooler, a more fresher as we cooler, a bit more fresher as we head north, as we go head further north, as we go through the evening and overnight, we actually going overnight, we are actually going to strengthening overnight, we are actually going to bit strengthening overnight, we are actually going to bit across strengthening overnight, we are actually going to bit across parts gthening overnight, we are actually going to bit across parts of|ening little bit across parts of southwest england and into wales. See gusts of around wales. Could see gusts of around 40, perhaps even 50mph for a time. As a result, im not expecting a repeat of the mist and that we saw through this and fog that we saw through this morning however further morning here. However further north we could some north and east we could see some mist through mist and fog developing through the temperatures not the night. Temperatures not dropping so quite a warm, dropping much. So quite a warm, difficult sleeping for difficult night for sleeping for some us as we through some of us as we look through tuesday. Then any mist and fog across northern and eastern parts clear away. Across northern and eastern part then clear away. Across northern and eastern part then its clear away. Across northern and eastern part then its somewhat away. Across northern and eastern part then its somewhat ofay. And then its somewhat of a repeat of today, pretty much plenty of sunny skies , lots of plenty of sunny skies, lots of blue skies across the bulk of the just a little bit of the uk. Just a little bit of cloud bubbling at times. But cloud bubbling up at times. But nofice cloud bubbling up at times. But notice staying a notice still staying a bit cloudier the far north cloudier towards the far north and temperatures even higher could highs around 31 could get to highs around 31 celsius. Celsius. A brighter outlook with boxt solar proud sponsors of weather on. Gb news. Good afternoon. It is 2 00 and youre with the live desk here on gb news. The Prime Minister says its completely and utterly wrong to suggest that hes to blame for failing to fully fund a programme to rebuild englands schools when he was chancellor. It comes as ministers are under pressure to explain how theyll keep schools safe from crumbling concrete as children return to school. Over 100 schools have school. Over 100 schools have already had to close or partially close. Mr sunak says the government has addressed the issue at the right time of course i know the timing is frustrating but i want to give people a sense of the scale of what were grappling with here. In coming shadow culture secretary Thangam Debbonaire says the problem is long in the making by the conservatives. Making by the conservatives. If they want to pretend that they didnt think it was a good idea that they thought it was a goodidea idea that they thought it was a good idea to cut School Maintenance, thats on them. School rebuilding, school refurbishing and School Maintenance are absolutely critical. Experts are critical. Building experts are there to advise government. The government the resources of government has the resources of the Service Building the Civil Service and building experts they were experts to call on. They were warned in practical, real terms when a beam when a part of a school roof collapsed in 2018, in , theyve been warned by in kent, theyve been warned by successive government report its the National Audit office has even this summer has reported even this summer they could come even they could have come clean, even this a an independent this summer. This is gb news across the uk in your car on Digital Radio and on your car on Digital Radio and on your Smart Speaker by saying play your Smart Speaker by saying play gb news. Now its back to mark and. Pip mark and. Pip tatiana, thank you very much and welcome back to the live desk with this breaking news. It is now pretty clear how Gillian Keegan, the education secretary, feels, caught between, well, concrete and a hard place. Shes been recorded giving an expletive ridden defence of the governments handling of the crumbling schools crisis on the day that pupils across the uk told to stay at home because of the problems. Schools in wales are joining the growing number, having to shut their doors. Well, she appeared to think that she handled things all very well. This is what she had to say off we will get a plan off camera. We will get a plan and every single one of them will be done. Will be done. Thank you very much. Thank you very much. Thank you very much. Thank you. Thank you. To jot down just a few, just come out. Does anyone ever say , you know does anyone ever say, you know what, youve done a good job because everyone else has sat on there and done nothing . No, no signs of that. No well , signs of that. No well, Christopher Hope is gb news Political Editor and joins us now from westminster. Good afternoon to you, christopher. Now Gillian Keegan , shes one of now Gillian Keegan, shes one of these people she doesnt really she seems very, very calm , she seems very, very calm, confident, quite open in how she speaks, but not even she would want to have been caught saying that , surely want to have been caught saying that, surely and maybe was a little naive. Do you think shes little naive. Do you think shes done media interviews many times before . Dont talk honestly. Before . Dont talk honestly. Near a microphone. Could be the lesson from this for media studies, students about. Yeah, i mean, what a thing to say. Almost expressing the frustration maybe of parents whos in charge, whos not sorting this problem out. As we spoke about an hour ago, these issues have been around for three labour three decades now. Labour government warned it, government has warned about it, then then the tories then the tories, then the tories cut spending during covid crisis on and now this big on schools and now this big crisis has happened, meaning many families many, many families have children at Home Learning from home as did during the home as they did during the covid pandemic. But shes out there trying to trying say , there trying to trying to say, give me credit. Well, give me some credit. Well, thats hard really to justify, i think, because you know, the short nature of this of short notice nature of this of these closures has left many parents their heads. Parents scratching their heads. I mean, she feel a bit i mean, she may feel a bit isolated. I wonder whether its isolated. I wonder whether its showing a human side her. It showing a human side to her. It may may be that people might warm kind of scouse warm to her kind of scouse honesty about feeling shes done her bit. But there reports her bit. But there are reports today emerging right now that she holiday in last she was on holiday in the last week of august. So, yeah , okay. Week of august. So, yeah, okay. Youre doing your bit. Gillian keegan but you , you may have keegan but you, you may have been away as well, so the question whos in charge here . And to, to go to the person who is in charge and that is rishi sunak. Of course, hes rishi sunak. Of course, hes come out to make the assertion that the problem is nothing to do him, despite. Right. Do with him, despite. Right. This Civil Servant was this top Civil Servant who was at department at the Education Department saying that he had slashed the repair budget to just 50 schools from the 400 that needed and addressing i mean, it really is starting to boil up to a major crisis for this government with gillian do what in about Gillian Keegan. Do what in about an and minutes, maybe to an hour and 20 minutes, maybe to face questions in the commons behind you . Behind you . Thats right. She wont be using the same unparliamentary language in the house of commons, mark, as you did on that that hot mic issue with itv news just but thats news just then. But thats right. I mean, there is an issue for here mr sunak he was chancellor when they cut spending repairing his spending on repairing his buildings from £765 million a yearin buildings from £765 million a year in to 1922 just £416 million by 2122. Of course , that million by 2122. Of course, that penod million by 2122. Of course, that period covers the covid pandemic , when the government diverted resources towards trying to find a cure or not a cure, but a vaccine to treat people hit by covid. So you can see why it happened. But politics is all about making choices and it appears on this one, hes been caught out slightly. He, of course, denies hes done anything wrong as would do. Anything wrong as he would do. But there is a concern for him going right the top of going right at the top of government. Wasnt this government. Why wasnt this prioritised and earlier . Government. Why wasnt this pricyeah,i and earlier . Government. Why wasnt this pricyeah, perhapsnd earlier . Government. Why wasnt this pricyeah, perhaps it earlier . Government. Why wasnt this pricyeah, perhaps it was. Ier . Government. Why wasnt this pricyeah, perhaps it was him that yeah, perhaps it was him that sat backside and did sat on his backside and did nothing. Might reflect why . Well, 7 well, i . Well, i wouldnt. I 7 well, i wouldnt. I mean, hes a busy man. Hes buzzing around the country doing other things as a war on in ukraine, dont and other dont forget. And other priorities i say, i think priorities as as i say, i think the talking the straight talking from Gillian Keegan will do her no harm. I think amongst the base, i talk language i think she does talk a language that understand like. That they understand and like. And us are expecting and if many of us are expecting if tories lose the election if the tories lose the election to be a tory leadership election at point later next year, i at some point later next year, i think keegan will high think ms keegan will be high in the riders. The list of runners and riders. Labour is obviously asking questions now. They are urging the government to come clean about which schools are affected, what they knew about this dangerous concrete and the decision is that they have taken because more than 100 of closed. But there could be many more still to come chris. Well almost certainly there will be many more. Theres 156 affected, 104 were told about it on friday, but theres another 1500 who are yet to return questionnaires about the quality of the lightweight concrete in their buildings. Lightweight concrete in their buildings. The hope, i think, for ms keegans point of view and her team is that the worry, the real worry about the state of these buildings will force these schools and the heads and these schools and the heads and the academies or local authorities that may be in charge these charge of them to get these questionnaires but there questionnaires back. But there are we are are hundreds more. We are nowhere near the end of this crisis from so many families. I think this cuts through. I know behind very busy today behind me its very busy today with a shake labours with a shake up in labours front other front frontbench team and other things but think things happening. But i think this is the one this schools crisis is the one that means most to most people outside the bubble. And outside of the bubble. And thats so thats maybe why ms keegan is so frustrated about she feels shes on her own to make things happen. The other issue, course, the other issue, of course, chris, confusion over the chris, is the confusion over the repair bill, which is likely to be massive. Now weve had jeremy hunt there will hunt asserting that there will be extra spent. However the treasury is still indicating this is going to come from the existing Capital Budget. Theres no extra budget being put in place for this. Yeah i cant see place for this. Yeah i cant see how long that will last because it is such a big issue and it goes back over over many governments and decades. So i think its one which you cant fairly say to cant really fairly say to schools that will come from existing that existing budgets. Im sure that will goes will change as the day goes on. But waiting that but were waiting for that full list to be published. Gillian keegan me at this very spot keegan told me at this very spot a hours ago we will see a few hours ago that we will see a few hours ago that we will see a full list of these 156 schools published i wonder if published this week. I wonder if that today. Only that might come today. Its only a im sure if a guess, but im not sure if they get this out as they want to get this out as soon can. Soon as they can. The concern for and the other concern for families, for parents, chris, is, is this just reminds is, is that this just reminds people of the of the nightmare of when schools shut during dunng of when schools shut during during lockdown. During lockdown. Thats right. I mean, the idea of home schooling, we thought wed put that one to bed. And after the wake the wake of covid. But now have in of covid. But now we have in many course, many many schools, of course, many are different ways to are finding different ways to deal with are going are finding different ways to deal ithe are going are finding different ways to deal ithe line are going are finding different ways to deal ithe line aare going are finding different ways to deal ithe line a kind oing are finding different ways to deal ithe line a kind ofg are finding different ways to deal ithe line a kind of zoom down the line on a kind of zoom like function with with with children at home. Others are trying to find temporary accommodation in schools. Sir jake berry, the former tory party chairman, he told me today there should be something called nightingale schools. Remember those hospitals those nightingale hospitals constructed excel in constructed out in the excel in east london during the covid pandemic . Why not start doing pandemic . Why not start doing that . I think theres a feeling that . I think theres a feeling that are the beginning. That we are at the beginning. I think, ongoing issue which think, of an ongoing issue which might take more than just Gillian Keegans efforts to solve. Solve. Now, the other aspect then quickly, just this up, quickly, just to wrap this up, chris, is its not just the schools as weve been concentrating on because, of course, the flag had been risen or waved about hospitals, court buildings, other public buildings. And weve got dr. John roberts, who president of the institution of Structural Engineers in the early 2000, saying, look, this is extremely difficult to identify such buildings. So there could be a huge problem out there for other government departments. Thats right. Were seeing some courts have been closed. I think six courts are affected. One had to close its doors and move elsewhere. While these works are remedied, again, the the lifespan of again, the life, the lifespan of this of these lightweight concrete was 30 or 40 years. And as ever, these unless theres a need to spend money in government, governments are reluctant to do and clearly reluctant to do so. And clearly Gillian Keegan felt that when she this list of schools on she got this list of schools on her know , anyone in she got this list of schools on her position know , anyone in she got this list of schools on her position would , anyone in she got this list of schools on her position would say, one in she got this list of schools on her position would say, well, n that position would say, well, lets cant risk lets close them. We cant risk any of tragedy with with a any form of tragedy with with a roof collapsing onto children. So she took action. But there are all sorts of issues going across the Public Public estate from hospitals to courts. And that just start to emerge. That will just start to emerge. I think this full scale of the work required. Chris in the moment, thank you for that. As we say, parliamentary questions to bowled out. Questions to be bowled out. Well see what the response is. A little later. If Gillian Keegan i wonder if Gillian Keegan will this having been will address this having been caught camera with what she said. We shall find out in the commons. I suspect there might be a few the opposition be a few mps on the opposition benches wholl be putting few points. Like you said, it reminds us of the gordon brown moment. Yeah never say what you shouldnt , but when there is a microphone around. Now lets return to the around. Now lets return to the issue in detail and head over to essex national. Reporter Theo Chikomba has been at one of the schools affected and theo, you had a look round with the headteacher there. It all looks and span. But of course the problem is what behind problem is its what lies behind all those panels and the wall sections. Sections. Thats absolutely right. As pressure is mounting politically, as weve just heard just a few moments ago here, though, plans are looking forward to what they can do to support their pupil. Forward to what they can do to support their pupil. As weve support their pupil. As weve been inside, weve had a look, the headteacher says over summer they were doing some work inside they were doing some work inside the school, so it does look pretty good at the moment. But its mainly what we cant see at the moment. Some of those structural things in place at the moment means we cant see it. But of course theyre saying now that this survey has been completed, the issue is there andifs completed, the issue is there and its better to be safe than sorry, hence why you wont be seeing School Pupils coming into into school. This week. But of course, the s7s traditionally are due to come to school tomorrow. That wont be the case tomorrow. That wont be the case as it normally is, but they are looking to work with external businesses to see if they can get some temporary buildings, put on a field which is just over my Left Shoulder behind me and on my right shoulder is an older part of the school. This is where its mainly affecting them here 20 to 22 rooms, chalets are currently out of action rooms such as the maths classes and english classes and so on. They cant use at the moment. But we have been moment. But we have been speaking to the headteacher and this is what he had to say. We knew which rooms had had different varying levels of rac just prior to the summer. Thats when we received our report. When we received our report. That report outlined what rooms were critical, high, medium and low risk. We had no rooms rated low risk. We had no rooms rated critical. So at that point the advice was , is to not do advice was, is to not do anything other than wait for dfe to come in and do a more Detailed Survey and then help develop an action plan to sort that out in the future. That that out in the future. That then changed just prior to us coming back. Any room that had coming back. Any room that had had rac identified had to be out of action. Our rooms, they look fine. They look normal. Theyve a lot of them have been decorated over the summer ready for the start of term. And now theyre sitting empty. You cant really see obvious signs really see any obvious signs unless really delve to find unless you really delve to find where the rac is above the above the Ceiling Tiles. Where the rac is above the above the Ceiling Tiles. Well of the Ceiling Tiles. Well of course, across the country , course, across the country, teachers would have been preparing lessons for students as they return back to school. Many of them have to be practical, so theyre now having to alter that. Here, though, they rely on ipads. But of course, the ipads are here and not with the children. So theyre going to have to work plan around that over the next few days. But of course, eyes will to the commons will be turning to the commons this afternoon where well hear from education, from the secretary of education, secretary for education. Yeah , for the moment, theo, yeah, for the moment, theo, thank you for taking us around that particular school. Of course. The question, how course. Still the question, how many lets many others affected . Lets speak mark head speak now to mark lehane, head of centre for of education at the centre for policy studies and a policy studies and indeed a former teacher himself. Former head teacher himself. Mark, were just looking at what the former head of the institution of Structural Engineers has been saying, dr. John you need john roberts. I think you need to quite an amount a to have quite an amount of a Structural Engineering knowledge to this material thats to identify this material thats putting these headteachers in a really difficult position. Really difficult position. Yeah, i think youre probably right. And listen, clearly something has happened over the course of the Summer Holidays thats led the department for education to decide sort education to decide their sort of watch fall monitoring process that theyre asking schools to do before wasnt good enough, that they needed to act quicker and to ask schools to take mitigating measures so mitigating measures now. So i think were see is think what were going to see is a professional a lot more professional surveyors sent to schools surveyors be sent out to schools to whats and try to check whats going on and try and everyone that and reassure everyone that things safe. Things are safe. What we are hearing, mark, is that this issue issue of crumbling concrete was raised repeatedly over a number of years. Youre a former headteacher. Was it an issue you were aware about at your school . Well, 7 well, so 7 well, so fortunately . Well, so fortunately for 7 well, so fortunately for me, the school i was at, Bedford Free School in the middle of bedford, we didnt have rack in the building, but obviously we had to have a good idea as to what going our what was going on in our building, were building, what materials were there and hazards there and what risks and hazards we with. But we needed to deal with. But listen, unfortunate listen, its an unfortunate situation. Fortunately, situation. Ian. Fortunately, only about 160 schools so far. We know about are affected. Out we know about are affected. Out of 22,500 schools. So fortunately it is relatively small scale. There may be some more schools that emerge that have deal with it, but have to deal with it, but hopefully it will still be small numbers. But i totally understand schools understand for those schools that affected, this big that are affected, this is a big deal that are affected, this is a big deal. We cant deal. And youre right, we cant be headteachers to act be asking headteachers to act like we be asking headteachers to act lik last few days from the department for education, from ministers, basically saying they department for education, from minifind;, basically saying they department for education, from minifind;, ba money saying they department for education, from minifind;, ba money foring they department for education, from minifind;, ba money for schools will find the money for schools to this out. Dont think to sort this out. I dont think in schools will have to in the end, schools will have to find extra money from within their to do that. Their tight budgets to do that. But clear, okay. But lets be clear, okay. This is just england, least is not just in england, at least in england. Know weve we got in england. We know weve we got this to schools last this survey out to schools last yeah this survey out to schools last year. Where this year. We know roughly where this rack and wales, rack is. Scotland and wales, they sent surveys they only sent those surveys out. Week. Out. I understand it last week. And indeed i saw scottish and indeed i saw the Scottish Education minister last week saying they felt that perhaps we were england, were overreacting in england, that some advice was just to watch still so i dont watch and wait. Still so i dont think want make this think we want to make this a Party Political its Party Political thing. Its one of thats been of those things thats been out there time. The there for a long time. The advice recently was to advice until recently was to keep eye on stuff. Now that keep an eye on stuff. Now that advice to have changed and advice seems to have changed and it seems certainly it seems like certainly in england government england the government are moving to moving quite quickly on this to support schools, to stuff right. Well, yeah, there is well, yeah, but there is still this confusion. And the question about, say, the question about, as you say, the extra because weve extra spending, because weve got saying, no, got the treasury saying, no, its still from the existing Capital Budget. So one wonders Capital Budget. So one wonders where its, you know, what will have to be cut elsewhere to make up the difference. Youre absolutely right. And actually, one of the sadnesses about this story is in england in the last few years, weve had a really, really good weve had a really, really good weve done a really good job of rebuilding the that we rebuilding the schools that we do and better. Do quicker, cheaper and better. The is we havent had the problem is we havent had quite enough money in that pot to even more schools like to do even more schools like that. Use some that. And if we have to use some of that limited make up of that limited pot to make up some problems it some of these problems now, it will problems worse. Some of these problems now, it will listen, problems worse. Some of these problems now, it will listen, we problems worse. Some of these problems now, it will listen, we know blems worse. Some of these problems now, it will listen, we know blenwhen se. Some of these problems now, it will listen, we know blenwhen it. But listen, we know that when it comes schools, if people comes to schools, if People Campaign funding, the campaign about funding, then the government tend to listen government does tend to listen and on we saw a whole and move on it. We saw a whole load more money found for schools november schools last november and again before the Summer Holidays for teacher be very teacher pay. I would be very surprised this there surprised if after this there werent by the government werent moves by the government to find money. Im to try and find extra money. Im not promising anything, but just politically, imagine politically, you can imagine how this play out and this is going to play out and given the way its cut through, will probably some movement given the way its cut through, will prolpoint. Some movement at some point. Mark, thank you very much indeed for that. And of course, well see what emerges in the commons this afternoon with the education those education secretary facing those questions. Thank you. With us here on gb do stay with us here on gb news. Well have the latest on the migrant crisis. Some interesting analysis coming up from our home. And security editor mark white that warm feeling inside from boxt boilers proud sponsors of weather on. Gb news. Hello. The fine summery weather many of us have had today will continue for a few days. Yet for most of us. And were going to see temperatures rising further , though there rising further, though there is the of thundery the risk of some thundery showers week. The showers later in the week. The reason its so settled reason that its so settled at the this area of high the moment is this area of High Pressure dominating the picture across but notice there across the uk. But notice there is a front just to the north of us thats bringing some cloud and mainly and a little bit of rain, mainly to shetland but elsewhere to shetland today, but elsewhere weve largely clear skies weve got largely clear skies and thats the theme through the night as mist fog night as well. So mist and fog will develop northern and will develop across northern and eastern the uk. Eastern parts of the uk. However, the south west however, in the south west with stronger late , stronger winds than of late, were going to see much of stronger winds than of late, wermist going to see much of stronger winds than of late, wermist or ing to see much of stronger winds than of late, wermist or ing developing h of stronger winds than of late, wermist or ing developing here. Any mist or fog developing here. Temperatures wont a huge temperatures wont drop a huge amount. So staying relatively warm, towards the warm, particularly towards the south, little bit south, could be a little bit difficult for sleeping for some of morning. Of us through tuesday morning. Well mist and fog well see any mist and fog towards the north and east quickly then quickly clearing away and then therell plenty sunshine therell be plenty of sunshine for most us, perhaps a bit for most of us, perhaps a bit of cloud parts ireland cloud across parts of ireland and staying quite cloudy across the north of scotland, the far north of scotland, perhaps affecting orkney more on tuesday to today. But tuesday compared to today. But for of us, lots of sunshine for many of us, lots of sunshine. Temperatures. And with that, temperatures even higher likely to get to highs of 30, celsius. But highs of 30, 31 celsius. But nofice highs of 30, 31 celsius. But notice there will be some strong winds so it winds in the south west. So it will feel a little bit different to recently see some clouds to recently see some low clouds going from the north going to drift in from the north sea as we through overnight sea as we go through overnight into bit of into wednesday. So a bit of a slow here and some of that slow start here and some of that could actually linger through much elsewhere, much of the day. Elsewhere, quite sunshine around quite a bit of sunshine around and temperatures and am expecting temperatures to peak day and thursday. But peak when day and thursday. But with risk of some with that the risk of some thunderstorms. See thunderstorms. Ill see you later for that warm feeling inside from boxt boilers proud sponsors of weather on on tv radio and online gb news. Britains news. On tv radio and online gb news. Britains news. Channel welcome back to the live desk now a tougher approach by french authorities on the other side of the channel may at last be having an impact on migrant boat crossings. Thats according to gb news sources. In terms of those figures, another 872 arrived on saturday to mark a new daily record for this year , but its taking the this year, but its taking the total to the year so far to more than 21,000. But contacts revealing those numbers compared to last year are being reduced at, it seems, by more robust french action to disrupt the people smuggling gangs. On the french side. French side. Well, joining us now is our home and security editor mark white. Mark, what are the french doing then thats having a bit of an effect . Well, certainly we understand that there are more Police Officers on the beaches. They officers on the beaches. They are with a vengeance trying to go after these small boats out to puncture them before they can get into the water. I think the thing to get across here is that the policing operation is only partly responsible for the reduction were seeing. I think reduction were seeing. I think probably the main component at play probably the main component at play here is the weather. We play here is the weather. We have had pretty atrocious weather condition in the English Channel for months now. You channel for months now. You know, its we get maybe 1 or 2 days where its calm and passable , but then, you know, it passable, but then, you know, it turns again. So i think thats a big factor in this. But there is no doubt from the sources were speaking to that also this Police Activity, which is effective , forcing the people effective, forcing the people smugglers to go and seek a much wider area from which to launch their boats is actually disrupting them because its much more logistically difficult for them. Theyve got to get to locations that are 40 or 50 or more miles further south from where they would normally do it, and i think thats impacting them. And do we think this is boots on the beaches given the, you know , enormous sums that the know, enormous sums that the British Government has been given french authorities for given the french authorities for this just this now or are they just getting at Getting Better at the intelligence out there . I there . i there . I its probably a bit i think its probably a bit of both. We know that this controversial half £1 billion or most of over three years has been criticised by those that say why on earth are you giving the french all this money to do what they should be doing anyway , which policing their , which is policing their beaches and ensuring that people dont undertake what are clearly inherently unsafe journeys and irresponsible government has that duty anyway on its own coastline. But the deal has been hatched. Theyve been given this money and were told that that has resulted or is resulting. In has resulted or is resulting. In 40 increase in the number of police who are on the beaches. So theyre able to put more boots on the ground, as you say , on the beaches, but also , i , on the beaches, but also, i think theyre a bit smarter about it, knowing where they need to go to go to the launch points and where those launch points and where those launch points might be. Its not because then the patrols were on holiday because that was a suggestion earlier in the summer that they were all off it certainly possible. Think we had reduction in i think we had a reduction in manpower newsroom. So manpower in our newsroom. So its certainly possible. But you its certainly possible. But you would like to think that they work in shifts and that theres cover even for those on holiday. Yeah. Now youve got more on the website gbnews. Com online on this because the other aspect to this because the other aspect to this as they go further down that french coast its going to be a more perilous crossing. Its you know open seas and a longer voyage. Yeah i think thats a really good point because we have known for some time that theyve been going down to boulogne , which is going down to boulogne, which is a fair bit south as it is, and that adds hours to the journey across and often means that actually a lot of the boats when they set off, they cant get to uk waters because they just dont have enough fuel. The dont have enough fuel. The tides are too strong and they are forced to turn back. Now are forced to turn back. Now theyre going much further south in boulogne, even to the somme , in boulogne, even to the somme, which is about 50 miles south of boulogne. When you get into the boulogne. When you get into the water there , then you really are water there, then you really are pushing to get across to uk waters and it means when they do come across, theyre coming across kind of equidistant from hastings. So we end to sus six, which is , you know, clearly has which is, you know, clearly has much , much, much more much, much, much more ramifications for the length of time it takes. Youve got people who are out there in the middle of very cold conditions , often of very cold conditions, often even on the best of days in the middle of the channel suffering from exposure and alike. And from exposure and alike. And then just the very nature of trying to make that Long Distance out to the uk water mark when you dont have enough fuel, mark when you dont have enough fuel , you mark when you dont have enough fuel, you dont have mark when you dont have enough fuel , you dont have powerful fuel, you dont have powerful enough engines. Enough engines. Mark, thanks very much indeed for updating us on that. Coming up, were told the uk is set to be hotter than ibiza , 32 celsius be hotter than ibiza, 32 celsius on wednesday and thursday , but on wednesday and thursday, but already the Heat Health Alert has been issued. Latest has been issued. Latest headunes has been issued. Latest headlines now with tatiana. Headlines now with tatiana. Mark, thank you very much. Its 233. This is the latest from the newsroom. Angela rayner is the new shadow deputy Prime Minister and levelling up secretary is circus starmer reshuffles his top team. She reshuffles his top team. She replaces lisa nandy, who becomes shadow cabinet minister for international development. Among international development. Among the other changes, pat mcfadden takes on the influential role of National Campaign coordinator as well as shadow chancellor of the duchy of lancaster, Shabana Mahmood becomes shadow secretary for justice as liz kendall takes forjustice as liz kendall takes work. And penny evans and steve read gets environment , food and read gets environment, food and rural affairs. The prime rural affairs. The Prime Minister says its completely and utterly wrong to suggest that he is to blame for failing to fully fund a programme to rebuild englands schools. When he was chancellor. It comes as ministers are under pressure to explain how theyll keep schools safe from crumbling concrete as children return to school. Earlier today , education earlier today, Education Minister Gillian Keegan was caught using expletive to express her frustration over 100 schools have already had to close or partially close. An close or partially close. An independent review says former cabinet minister sir Gavin Williamson should apologise to mps for bullying the former chief whip. He sent offensive chief whip. He sent offensive Text Messages to wendy morton after he wasnt invited to the late queens funeral. The panel late queens funeral. The panel says sir gavin should also take part in appropriate behaviour training. And drivers were hit training. And drivers were hit by one of the biggest monthly fuel price rises in more than two decades. Last month. Thats two decades. Last month. Thats according to the rac, which says the £0. 07 per litre spike was the £0. 07 per litre spike was the fifth largest monthly increase in 23 years. Rising pump prices are being driven by an increase in the cost of oil. An increase in the cost of oil. You can get more on all of those stories by visiting our website, gbnews. Com. Gb news radio. Welcome back to the live desk. Well, politics is back with a big bang bang. Well, and a few expletives as well. Lets take you to the house of commons, to parliament, because it is, of course, the first day back after the summer recess. And we do have with sir Lindsay Hoyle as the speaker, a formal all swearing in of five new mps, including keir mather, who is the baby of the house. Thats not him. Actually. He looks a bit older, but keir mather, the new mp for selby and ainsty who will be taking to the benches in this new session of the parliament. Yeah. Also steve tuckwell. He held the seat of uxbridge and South Ruislip for the conservatives after that resignation of former Prime Minister boris johnson. But ill tell you what, its all been happening today, hasnt it, mark . Because weve got the concrete crisis on, concrete crisis going on, obviously, then in the last obviously, and then in the last hour or so , the education hour or so, the education secretary, Gillian Keegan, whos been doing the media rounds all day today, well , she was caught day today, well, she was caught off camera, not really saying what she would want to be heard saying. Just listen to this. We will get a plan and every single one of them will be done. Okay. Okay. Thank you very much. Thank you very much. Thank you very much. Thank you. Thank you. To jot down just a few just keir mather sarah ferguson. Does anyone ever say, you know what youve done a good job because everyone else has sat on there and done nothing. No no signs of that. No the education secretary not so much swearing in as swearing out. Lets speak to our Political Correspondent olivia utley, whos at westminster, because olivia, she is due at that session of parliament resuming today. And one wonders what labour will be making of. Well, whats a bit of an open goal for them . Goal for them . Well, absolutely. A day of well, absolutely. A day of fireworks on the first day back here in westminster for the Prime Minister, smoked spokesman all day has been very clear not to blame councils and local leaders for this concrete crisis. But in that interview there, Gillian Keegan was caught on camera on the mic saying pretty much that she did her bit and implying at least that local councils were to blame. Local councils, understandably, perhaps are furious and say that theyre the ones that raised the issue in the first place. And the timing of this couldnt be worse in the last hour. Its also emerged that while this whole crisis was was coming to a head, it was the government was alerted to this crisis at the beginning of august. Gillian keegan went on holiday to spain. She left the uk on the 25th of august and celebrated her fathers birthday in spain, came back on the 31st of august. Now how to do that . And then to claim that shes been working hard everyone else has hard while everyone else has been not working. So hard, shall we say, isnt a great look. And as you say, it does really feel like an open goal for the labour party. There have been a few eyebrows in westminster eyebrows raised in westminster over starmer chose over why keir starmer chose today for his reshuffle, focusing attention on the internal workings of the Labour Party Rather than seems to party rather than what seems to be a pretty, pretty weighty government error. But now, as government error. But now, as parliament actually returns that session, we saw them in parliament there while theyre all sitting around and were about to hear a statement for the education secretary, i think we can expect to see labours focus very clearly , aimed at the focus very clearly, aimed at the education secretary. Education secretary. And just just give us your insight, olivia, because youve obviously interviewed a lot of mps and they have the microphone put on by the camera person and then its taken off afterwards. Do you in your experience, find that mps, you know, do keep talking afterwards or do they have a little bit more discipline than Gillian Keegan showed there . Well, actually , showed there . Well, actually, very interestingly, ive interviewed a lot of mps, ministers, most of them have a lot more discipline than that. They are very, keen to they are very, very keen to make sure that their microphones are off before they are switched off before they start chatting. I have actually start chatting. I have actually interviewed Gillian Keegan before and i notice it at the time. How conscious her special advisers were, how keen they were to remind her that she still was on camera , that the still was on camera, that the camera was rolling, that her mic was still live. They kept repeating that until her mic was switched off so it could be that Gillian Keegan might have a bit of form here. Shes known in the cabinet generally as a very good communicator. She was apprenticeships minister. She had she didnt apprentice herself. If she loves doing herself. If she loves doing School Visits , shes pretty good School Visits, shes pretty good with people. But it might be that shes got a little bit of a big mouth. Yeah. And the other aspect of course, you indicating course, is you were indicating the Prime Ministers spokesman course, is you were indicating the primefightingrs spokesman course, is you were indicating the primefighting todayykesman course, is you were indicating the primefighting today to sman course, is you were indicating the primefighting today to a1an has been fighting today to a degree after rishi sunak asserted that the issue of the crumbling concrete was nothing to do with him, despite the senior Civil Servant in the department of education indicating that when rishi sunak was the chancellor , he slashed was the chancellor, he slashed the repair budget from 400 schools that needed repairs , schools that needed repairs, critical risk to life to just 50. Well, exactly. And that was very much the focus of the spokesperson briefing to journalists this morning. Rishi sunak has said over and over again that he cant be responsible for decisions made by previous governments, but its now come to light that in the time he was chancellor, it sounds as least at least as though he decided that he was asked by by the department of education to double the budget for refurbishing schools , to for refurbishing schools, to refurbish 100 schools per year instead of 50, as he originally planned. And he seemingly said planned. And he seemingly said no to that. He seemingly said that he wanted to keep the refurb budget as it was 50 schools a year. And that is how its progressed over the last few years. Now, there are also some this morning over some questions this morning over whether schools are whether free schools are conservative agenda. The Academies Programme took precedence over other making some of those older schools, these concrete schools, safe for these concrete schools, safe for the future. There was also a building schools for the future Programme Project which ended up being shelved. And now thats being shelved. And now thats not to say necessarily that that project would have ended up in these being refurbished these schools being refurbished on again, optically on time. But again, optically its a very good look for its not a very good look for the Prime Minister and his line that of this is his fault that none of this is his fault because was all decided because it was all decided before he came into office isnt really holding firm, particularly he was particularly given he was chancellor back in 2019. So just switching to labour quickly, olivia, theyve announced quite a reshuffle today. Sir keir starmer has and there are suggestions that he has now moved very much to the right since becoming labour leader. Leader. Well, absolutely. If you well, absolutely. If you remember when keir starmer became team leader of the opposition back in 2020, everyone said and you could see why, that he was sort of enthralled. I mean, he was he was held in thrall by the by the left of the party. There was that time when you could become a labour member by paying just £3. We know lots of £3. And we know that lots of corbynistas infiltrated the party and in corbyns time in office he put a lot of his own, left wing people in very high positions in the labour party, making life quite difficult for keir starmer. Well in the intervening years, keir starmer has really broken down that grip of the hard left on the labour party. People like Jeremy Corbyn arent even labour mps anymore. Diane abbott, John Mcdonnell really names from the past now and today , keir starmer actually and today, keir starmer actually went a step further for some of the biggest losers in todays reshuffle were those on the soft left people like lisa nandy and Rosena Allin Khan. Lisa and andy has been demoted, not so long ago she was shadow foreign secretary. Now shes just a shadow minister in the foreign office. Meanwhile a whole load of blairites have seen very big promotions. Hilary benn, who served in tony blair and Gordon Browns cabinet, is back in the cabinet. Liz kendall, who ran as a blairite candidate against Jeremy Corbyn, is back in the cabinet. And pat mcfadden , whos cabinet. And pat mcfadden, whos a well known blairite, has been promoted to the position of National Campaign coordinator, which is really important position in the labour party. It really feels now as though keir starmer is gaining confidence. Starmer is gaining confidence. Hes wrangled his party back from it, from the from the left side of the Labour Organisation and he is now taking control. Hes leading the party in the direction he wants it to be going in, getting ready, it seems for a general election in 2024. Indeed, olivia , thank you for indeed, olivia, thank you for that. Politics explode back into action after that parliamentary recess. Thank you very much indeed. A bit of breaking news coming through from the met police who say a 42 year old man has been arrested on suspicion of assault after the sky. Sports pundh of assault after the sky. Sports pundit roy keane was allegedly headbutted after arsenals match against man u. Of course, arsenal winning that with two goals at the end in penalty time and obviously roy keane , a and obviously roy keane, a former Manchester United player. So thats just coming through more as we get it over the last 15 years, Northern Ireland has lost 30 of its pubs with over 75 of all alcohol now being consumed at home. So what about those local breweries . Do they those local breweries . Do they still have a place , a seat in still have a place, a seat in the pub, or is craft beer going to become an increasingly rare speciality . Well, Dougie Beattie speciality . Well, Dougie Beattie has gone along to a beer and Music Festival to do some in Depth Research for. Theres lots of craft beer. Theres lots of positive things happening. Positive things happening. Events like this really help local breweries as well and help promote us and help us get our beer out into the market in a tncky beer out into the market in a tricky environment in Northern Ireland, craft breweries are important, but only hold 2 of the market. But Stephen Magorrian is the md of the Horatio Group of pubs and believes the growth of craft beers is slowing. It was something that was growing a few years ago. Its growing a few years ago. Its not as big in the pub as it was. We stuck a number of local beers and local ciders , but the demand and local ciders, but the demand isnt as great as it was and they take up fridge space to be honest, you know. So youre, youre giving over your fridge to, to, to, to to, beers and perhaps they dont sell as quickly you would like. So quickly as you would like. So its something that we. Try to promote , you thats why we promote, you know, thats why we have local beers on draught promote, you know, thats why we hayour local beers on draught promote, you know, thats why we hayour counter. But its notiraught promote, you know, thats why we hayour counter. But its not asrght on our counter. But its not as big a thing as it was a few years ago. David pritchard started his cider brewery for a totally different reason than business. As the company has come about as as a result of a midlife crisis, probably. I had sort of 50 and probably. I had sort of 50 and decided i wanted to change career. Id decided i wanted to change career. Id grown plants for 25 years, so decided i wanted to make a bit of cider. People seem to like it. So weve gone on and now were in quite a few outlets. Tescos, sainsburys is a lot of independent bars across Northern Ireland. Craft brewing can also change its product quickly to suit separate tests , quickly to suit separate tests, but seals are the end goal every little brewery wants to be a slightly bigger brewery. It doesnt matter what you know. Somebody said, oh, i want to stay small, i want to stay local or whatever. You want to sell or whatever. You want to sell your product. So what you have to do is try to change your product to suit a larger audience. If pubs are to survive audience. If pubs are to survive and thrive , it will be more than and thrive, it will be more than taste that keeps the doors open i obviously we sell drinks, but part of the drinks we sell cocktails , then we do food , we cocktails, then we do food, we have a beer garden, weve entertainment on certain nights of the week. In beattie gb news is held. In hitting the right note because a long cooling drink may be just the thing we are being told or is it warned that were going to be hotter than a beatha. I napa in cyprus and athens in greece. It could reach 32 celsius on wednesday and thursday. Were already being thursday. Were already being warned of a yellow alert from the uk Health Security agency. Its a bit of a shocker because i think most of us are already thinking about autumn and putting a few more layers on because metre because meteorological metre urological autumn that is how it say, how you say it began on september the 1st and the last few days have been anything but autumnal and it all really seemed, isnt it like a bit of a 509931 seemed, isnt it like a bit of a soggy summer . So lets speak to weather forecaster john kettley to find out more. So john, this this uk weather, tell us whats behind it then, because its sounding glorious, if not a little dangerous to. Well, i dont worry about the danger too much. I think its just a question of having the hot weather, the summery type weather, if you like, at a different point in the year. Had of course, some weve had of course, some very, very good summers in the past this year has past six years and this year has been topsy turvy, really. Been a bit topsy turvy, really. We had a wonderful and we had a wonderful june and a not just it not so good, lets just put it that way, july and august. So were catching up. It were really catching up. It was almost inevitable, think could almost inevitable, i think could have forecast seven weeks ago that september weather that some september weather would be pretty good. Just the way things seem its just the way things seem to pan out. All about balancing out, its all about balancing out, actually. W w its about the balancing act. Its about the balancing act. Were getting so whereas were getting hotter other parts of europe have now the rain. Have now got the rain. So probably heard so youve probably heard already the past 2 or already over the past 2 or 3 days theres been some torrential severe torrential rainfall and severe flooding across parts of spain. And now today youve mentioned athens already. Well, athens is now going to be under the cosh with some more Stormy Weather moving south across greece and down the aegean. So its down into the aegean. So its wet either side of europe. And now were enjoying the bit in the middle. And we may be able to enjoy it about week or so. It for about a week or so. I think, john, it looks as if that High Pressure may stay in place. I gather the is or. And i gather the met is or rather, met office is saying rather, the met office is saying that could be above 20 that it could be above 20 degrees at night, which is what they term a tropics all night, no less. No less. Yeah. Yeah. Yeah. Whatever phrase you put on it, it is going to be extremely warm. Were getting some extremely sultry weather moving north europe. North out of europe. Happening. Very thats whats happening. Very oppressive, air oppressive, very humid air coming north. I mean, last night it wasnt too warm, but its going to get warmer night by night, really. Were going to see higher temperatures by day. Mean today we 29 degrees at the we got up to 29 degrees at the moment north west moment in north holac in west london. Think over the london. And i think over the next days, are certainly next few days, we are certainly going temperatures up going to see temperatures up around that wouldnt a now, that wouldnt be a record september. Record for september. The moment is the record at the moment is 34. 1. I think in gravesend that was just seven years ago and was set just seven years ago and i dont think well beat it, but it is certainly going to be a hot spell. Warm nights are but the warm nights are certainly something to watch out for. That for. It isnt isnt all that pleasant trying to sleep, but of course, compared with back in pleasant trying to sleep, but of cou day, ompared with back in pleasant trying to sleep, but of cou day, onwhen with back in pleasant trying to sleep, but of cou day, onwhen witdidnt in pleasant trying to sleep, but of cou day, onwhen witdidnt have the day, 76 when we didnt have much conditioning things the day, 76 when we didnt have mwslightlyynditioning things the day, 76 when we didnt have mwslightlyynditiornow. Things are slightly easier now. You. Thank you so john, thank you. Thank you so much. Do enjoy it. Stay much. Much do enjoy it. Stay safe. Your pets in safe. Look after your pets in that well. When that weather as well. When youre cold youre out walking them cold flannel your head for you. Flannel on your head for you. Mark, speak for yourself more tomorrow. Mark, speak for yourself more tonthatv. Feeling mark, speak for yourself more tonthatv. Feeling inside from that warm feeling inside from boxt boilers proud sponsors of weather on. Gb news hello the weather on. Gb news hello the fine summery weather many of us have had today will continue for a few days yet for most of us, and were to going see temperatures rising further, though there is the risk of some thundery showers later in the week. The reason that its so settled moment is this settled at the moment is this area High Pressure dominating area of High Pressure dominating the uk. But the picture across the uk. But nofice the picture across the uk. But notice front to just notice there is a front to just the north of us thats bringing some and bit of some cloud and a little bit of rain, mainly shetland today, rain, mainly to shetland today, but elsewhere weve got largely clear and thats the theme clear skies and thats the theme through the night well. So through the night as well. So mist develop across mist and fog will develop across northern eastern parts of mist and fog will develop across noriuk. 1 eastern parts of mist and fog will develop across noriuk. However, ern parts of mist and fog will develop across noriuk. However, in1 parts of mist and fog will develop across nori uk. However, in the rts of the uk. However, in the south west winds south west with stronger winds than were not going to than of late, were not going to see much of any mist or fog developing temperatures developing here. Temperatures wont so wont drop a huge amount. So staying relatively warm, particularly towards the south, could a little difficult could be a little bit difficult for sleeping for some us for sleeping for some of us through well through tuesday morning. Well see fog towards the see any mist and fog towards the north and east, quickly clearing away therell be plenty away and then therell be plenty of for most of us, of sunshine for most of us, perhaps cloud across perhaps a bit of cloud across parts of and staying parts of ireland and staying quite across far quite cloudy across the far north scotland , perhaps north of scotland, perhaps affecting orkney. More on tuesday compared today. But tuesday compared to today. But for many of us, lots of sunshine and that, temperatures and with that, temperatures even higher to get to highs of higher likely to get to highs of 30, 31 celsius. But notice there will be some strong winds in the south west. Feel a south west. So it will feel a little bit different to recently see clouds going see some low clouds going to drift from north sea as drift in from the north sea as we through overnight we go through overnight into wednesday. Of a slow wednesday. So a bit of a slow start and some of that start here and some of that could actually linger through much elsewhere, much of the day. Elsewhere, quite bit sunshine around quite a bit of sunshine around and expecting temperatures to and am expecting temperatures to peak day thursday. Peak wednesday day and thursday. But risk of some but with that, the risk of some thunderstorms. Ill that warm gb news. Happy monday. Its 3 pm.
