Galesburg city manager takes leave of absence; Mayor says Council has 'shaken up' city

An acting city manager is now the top administrator at Galesburg City Hall. Meanwhile Galesburg Mayor Peter Schwartzman blames the City Council for creating a situation where city government "cannot function on all cylinders."
