Several Secret Service individuals responsible for Planning And Security for the July 13th rally provided contradictory or incomplete information some counter to state and local officials and other Secret Service personnel. They did not give state or local partners specific instructions for covering the Agr Building including the positioning of local snipers. 6 11 on July 13th crooks on top of that Agr Building fired eight rounds from an Ar15 Style Rifle killing a man and injured three others, including the former president. In an interview with the committee, a secret Service Counter Sniper leader was asked did the thought even cross your mind that you should inform someone to keep the protectee, meaning Donald Trump, from going on stage or if he was already on stage, take him back . Did that thought even cross your mind . The employee said the thought did not cross my mind. It was more find out whats happening, figure out whats happening, can we help and take action. We need a Crisis Management Team to go in there yesterday, turn this place upside down and start over. The Secret Service failed. No one is accepting responsibility. It is like oh, the team made this decision, the team made that decision. So they take no credible responsibility and thats why we need to turn this play up side down. They need a Crisis Management Team to go in there and take the place over. What are the two or three things that stood out to you . Well first of all, we have to recognize were going to be hearing a lot about things weve already talked about. The fact there was no communications between the various agencies. The fact the antidrone Technology Couldnt be deployed because they didnt have it set up. Here is something were learning on the ground out here. There were significant failures before the event even occurred due to lack of manpower. Apparently some of the Police Agencies here who wanted to work it had to work it on a Volunteer Basis because overtime was not approved. Then in the after math of the event some of these agencies stood around waiting to be debriefed and part of the crime Scene And Nobody talked to them for two days. Many of them stood around for hours into sunday and then decided to go home. So in a way to advance the story, in addition to all the failures that weve talked about, which are all memorialized in this report, what is very clear it was an organizational and institutional failure more than down to individual people.
