Five High School students killed at Apalachee High School in Winder Aga Georgia outside of atlanta. Nine others in hospital, we saw some of them getting taken away on stretchers, this horrific scene playing out. The suspect is in custody and is alive, which happens but not often into these situations. We will learn more about who that suspect is shortly. Senior correspondent Steve Harrington were reports live from outside of The School, good afternoon to you steve. Good afternoon, the facts now as we know them, the numbers, five people killed by the shooter, at least nine wounded a serious enough to be hospitalized, money taken away by helicopter and as many as 30 wounded overall. Some of those wounded running away from the shooting, perhaps injured limbs. To shooter himself in custody and alive. School age, we know nothing more about him, we will likely hear more details about of the identities of the victims and their shooter at a Law Enforcement a Press Conference sometime within the next hour. There is a huge Law Enforcement presence on the ground, all hands on deck, all branches answering the call very quickly. Local Law Enforcement, Georgia State Law Enforcement as well as fbi on the same. Just walking up to the scene, it was really chaotic sense for about a mile around The School you can tell that appear and simply jumped out of their cars, Love Dors Swinging i love them part good wherever, to get the children not only from this High School but from the nearby Elementary School in a Daycare Center as well. Hello, always say this response is extreme it chaotic, we are highly trained in nonresident to respond to active shooters, especially School Shootings, you can train all you want but there is no textbook response. Everybodys doing the best they can right now. Its always to stop the killing and solve the dying, in this instance the suspect is in custody, the next focus now is on the victims. The victim centered approach for Law Enforcement to. Theres a massive group of Law Enforcement at The School, ex going through piece by piece and that takes hours and hours, days franklys. On the other side, is to have students are probably trying to reunited with their appearance, that may be parents who dont know where their child is and that is a very difficult situation because when you send your child off to school, your not thinking they going to have to worry they will get killed. Sadly it is happening in america all too often. So the reunification with the parents and the children is on one side and then you have the crime scene, proceeds and investigative efforts of Law Enforcement, you have the federal state and local Law Enforcement, it always take his jurisdiction and active shooters, unless its a terroristic related shooting, the local Law Enforcement will have jurisdiction. In this instance it appears to be the case, local Law Enforcement is in charge, local Law Enforcement Sheriffs Office is going to do the Beer Investigation but also the fbi. After the Sunday Hook elementary School Shooting that is when did the investigative assistance for violent Crimes Act of 2012 signed into law by Barack Obama in January 2013 and thats what allows the federal agencies to come into is says, lets make no mistake, its a local Law Enforcement headed incident and they are doing i believe an excellent job. In the typical situation, these shooters take their own lives at the scenes of these crimes, in that case he wanted to get away and we dont know what transpired in terms of whether or not at this shooter was stranded his game, we understand it he was a school aged person, thats all weve got so far. How quickly did they investigate and started questioning this individual . What is outside of all of this look like at this moment . A very important element of, the suspect, they need to face justice. In the parkland incident, he did not drive away, he blended in with a group of students like a sick individual was running out of The School pretending to be a victim as well along with all the other students terrified, he blended in with the crowd. Heated up going to local walmart, he went to the subway inside of the walmart, he was Actor Chatting with one over the siblings of an individual who was shot. And asked if he could get a ride. That is what my experience was with would have been a parkland, the moment they could identify who it was, they took him down, the local Law Enforcement in parkland took him down and arrested him, that was absolute critical to the investigation. And youre ready, a lot of times i do take their own lives or they are neutralized but that in this Instance Martha one sp thank as much for your firsthand experience as an fbi agent, other School Shooting scenes and getting parkland, standby if you will, the vise President Of The United States speaking down. This is a senseless tragedy. On top of Sony Census tragedies pick it is just outrageous that every day in our country in the united states of america that parents have to send their children to school worried about whether or not their child will come home alive. It is senseless. We have to stop at. We have to end this epidemic of Gun Violence in our country once and for all. All of those who are affected, including, and going off scope right now but listen, last year and started a college tour, and i traveled our Country Meeting with our young leaders, young leaders had trade schools, colleges, community colleges, i love it Generation Z. And the young leaders who werent raising their hand, im telling you every time the auditorium was packed, almost every hand went up. A lot of us Speak Voting will aggravate in california, we had earthquake drills, fire drills, but our kids are sitting in a classroom where they should be fulfilling their godgiven potential and some part of their big beautiful brain is concerned about shooter busting through The Door a classroom. He does not have to be this way [ Cheering And Applause ] h. Does not have to be this way this is one of the many issues that is at stake in this election, we have 62 days to go. Sixtytwo days to go. [ applause ] and i will tell you what you already know, this race will be tight until the very end, so please lets not pay too much attention to the polls because we are running as the underdog, we know where they are capable of on the other side. The only thing we can take for granted as a loving that we as americans have for Each Other knowing that we have so much more in common than what separates us [ Cheering And Applause ] and we have some Hard Work ahead but we like Hard Work Hard Work is good work, Hard Work can be joyful work so we are up for the task and with your help we will win in in november. And that in large part is because we know what we stand for and when you know what you stand before, you know what you fight for. We love our country. And we believe in the promise of america that is so much of what i think brings us all together this afternoon. We believe in the promise of america. And that includes a topic we will discuss today which is what i call an Opportunity Economy. Building an Opportunity Economy. And my vision of an Opportunity Economy is one where everybody can compete and have a real chance to succeed. Where everybody, regardless of who they are, where they start, can build wealth including intergenerational wealth, where workers are treated with Dignity And Everybody has the freedom to join a union of, if they choose where we remove barriers to opportunities, so anybody wants to start a business can have access to the tools and the resources they need to do that. I believe and have said it before, i believe americas Small Businesses are an essential foundation to our entire economy. Inc. About it inc. About it. [ applause ] Small Businesses in our country employ half of all privatesector workers. Half of all privatesector workers they do trillions of dollars of business every year they generate revenue that helps repair our roads and pay our teachers. And you know. [ applause ] all over those who are a Small Business, the thing i love about you is you are not only leaders in business, you are civic leaders. You are community leaders. You are mentors, you hire locally you believe in is that community, and you are of the glue of the fabric that holds communities together. You provided the local space. You are the types of focus when you know who your regulars are when summary walks into The Door you can tell he had a bad day, you know exactly what they need s and that the best of who we are . And i have met so many entrepreneurs across the country who take the incredible leap of faith, that is required to start a Small Business. Focus that was alive his savings on the line of and work through the weekends and holidays, because they are not just a building a business, they are pursuing a dream. They are building a better future for their employees and the people they love and their communities. And by extension, they are building a stronger no class and a stronger america for us all [ Cheering And Applause ] stronger middleclass. And so all of this is why as president one of my higher priorities will be to strengthen americas Small Businesses, and here i am in New Hampshire to announce a few elements of my plan to do that in. [ Cheering And Applause ] so first, we are going to help more Small Businesses and innovators get off the ground. Okay . I am setting what a summit may call a very ambitious goal but i think we should admire ambition in Each Other. [ laughter ] [ Cheering And Applause ] so i would like to see 25 Million a new Small Business applications by The End of my first term. [ applause ] and to help achieve those, we will lower the cost of starting a new business. Heres a thank, on average It Costs about 40,000 to start a new business in america. That is a great financial barrier for a lot of folks and i could hold onto burners back. And the current Tax Deduction for a startup is just 5000. Okay . So you have to figure out how you will do that. Not everybody has access to that kind of wealth. And capital. So, part of my plan is we will expand the Tax Deduction for startups to 50,000. [ Cheering And Applause ] it is essentially a Tax Cut for starting a Small Business. Second, my plan will help existing Small Businesses grow, we will provide low and no Interest Loans to Small Businesses that want to expand and this is very important to, he will cut the Red Tape that can make starting and growing a Small Business marked difficult than it needs to be, more difficult than it needs to be [ Cheering And Applause ] for example, we will make it cheaper and easier for Small Businesses to file their taxes. Similar, similar to how individuals can take a standard deduction. I have said to my team, and were in a day to myself again, remembered the 1040 ez . That kind of idea, right . Lets just take away some of the bureaucracy in the process to make it easier for people to ask you do something that will benefit our entire economy. [ Cheering And Applause ] third, my plan will invest in Small Businesses and innovators throughout america, and heres why. We know that talent exists everywhere in our country, from rural towns to city centers. But, not everybody has access to the financing to venture Capital Or Expert advice. Its on that they dont have the skills, is not that they dont have the work ethic, it is access to these resources. Under my plan we will expand access to Venture Capital that we will Innovation Hubs and business incubators, and we will increase federal contracts to make Small Businesses [ applause ] and we will have a particular focus on Small Businesses in rural communities, like right here in New Hampshire. [ Cheering And Applause ] finally came on plan will make the Tax Code more farewell also prioritizing investment and innovation. Let us be clear, billionaires and big corporations must pay their fair share in taxes. [ Cheering And Applause ] because heres a thing, heres the thing is just not right that those who can most important are often paying a lower Tax Rate than our teachers and our nurses and our firefighters its just not right is just not right so that is why i support a Billionaire Milling minimum tax and corporations paying their fair share. [ Cheering And Applause ] and while we ensured the wealthy and big corporations pay their fair share, we will tax Capital Gains at a rate that rewards investment in americas innovators, founders and Small Businesses. Say heres the detail, if he earned A Million dollars a year or more, the Tax Rate on your longterm Capital Gains will be 28 under my plan because we know when at the government encourages investment, it leads to broadbased economic growth and it creates jobs which makes our economy stronger. [ applause ] now compare that to a Donald Trump plans. [ booing ] he intends to cut off federal programs that give loans to Small Businesses. [ booing ] he plans to give a billionaires massive Tax Cuts and cut corporate taxes by over 8 Trillion can even as they pull in record profits. [ booing ] his plans would add more than 5 Trillion to the national debt and that is on top of the fatwa trillion dollar Tax Cut he gave them when he was president and when he exploded the deficit. [ booing ] we know how to count [ laughter ] we know how to count. And now he also wants to impose what in a fact it is a national Sales Tax on every Day Prodicus and to basic necessities, which was skyrocketed the cost for families and Small Businesses. New hampshire, on top of all of those, if Donald Trump were to win in november hed plans to chender the affordable care act. [ booing ] which would significant Increase Costs on Small Businesses as we know, and you know what, the courts will handle that and we will handle november. And then she labeled a ton of 2025 Projects Thing that he has completely said it is not a part of that was going on with project 2025, the problem for Trump And Advance is doing interviews coming out of the stockman how Donald Trump really does support those. And the stuff that shes talking about Isnt Part of 25 and Donald Trump has said that its not part of his campaign, and it has actual policies in the Website Tog Stop talking about the intentional hardship that they,.
