>> peter: there is a sense. looking down i'm going to read to you. president biden apologized for the delay in funding. he said you haven't backed down. you haven't yielded at all. i apologize for the first weeks of not knowing what's going on in terms of funding because we had trouble getting the bill that had to pass. and he actually said because of some conservative members who are holding it up. so, typically, politics stops at the waters edge. not in this case as president biden is calling out house republicans for slowing down the ukraine aid that is ready to go and that is now what they are talking about behind closed doors before the president comes here. >> ainsley: peter, nbc was reporting friction in relationship. real frustration that zelenskyy thinks the u.s. is hamstringing him. there is another ukrainian weapons package that will be announced do you have details on that. >> we are waiting for specifics on that. we know a lot of the that friction is because there is going to be a peace summit in the next couple days in switzerland that zelenskyy really really wanted biden to go to. he is here in france this week. is he going to be in italy next week. zelenskyy was just asking him to squeeze in a trip to switzerland at some point while he is in this neck of the woods. and president biden is not going to do it. he is, instead, sending the vice president. so, we know that zelenskyy was publicly upset with president biden for that i'm sure they are hash ago little bit of that out at the moment. but zelenskyy is getting what he wants. is he getting the money and is he getting the weapons. not sure how much friction is going to be left. >> steve: peter, yesterday during the live picture. sounds like the reason the program was delayed yesterday it wasn't joe biden and the white house. it sounds like it was macron who was two hours late. and that kind of screwed up all of their timing for everything we did the sea the first lady and president walk through the cemetery at normandy. after she did that. she got on a plane. she has flown to wilmington, delaware to sit in the courtroom it is presumed with hunter biden today. there is some speculation she could after the prosecution rests their case. she could actually be a character witness for abbe lowell on behalf of her stepson, right? >> peter: surprise trip back to wilmington. who is paying for that? we are told she is going to be back here in france for some state dinner -- the real glitzy stuff that macron is going to host the bidens for tomorrow. it is possible that they just want her back there -- we don't have have it confirmed going to be at court at all. again they didn't confirm ahead of other other appearances. want her there see first lady is here. despite this salacious stuff we are hearing she is a supporter of hunter biden. it is possible that they could call her as a defense witness, which would be extraordinary, but we don't know that that is going to be the case. >> peter, just to tie this in with what we were talking about a moment ago with the untuckit shirts, did you know you and the ceo of untuckit both graduated from the same high school? >> good morning, the accused gilgo beach serial killer is charged with six murders spanning three decades. prosecutors say new evidence led to the charge the long island architect for the 2003 death of jessica taylor and 1993 death of sandra castilla, both women were for temperatured and brutalized. rex heuermann's alleged killing spree could go back farther than investigators thought. massapequa park home where investigators found what they are calling a blueprint for his crimes. and all caps computer document that allegedly had disturbing checklists of tasks to complete before and after the murders. prosecutors say one was reminder to, quote: remove head and hands. this new evidence motivating prosecutors to keep trying to connect the accused 60-year-old to more victims. >> we're not stopping. we talked about we were going to look at all the bodies on gilgo. >> brian: gilgo beach. >> all the bodies beyond. sandra can a still la was never on gilgo beach jessica was. our continue. >> prosecutors allege that hairs found on multiple victims belonging to heuermann or members of his household. heuermann a husband and father of two pleaded not guilty to the new murder charges and being held without bond. guys? >> well, the underlying reason for it is there are different objectives. the biden administration doesn't publicly state the objective that they are enforcing. and that is they have from the outset wanted ukraine to go a negotiated settlement as soon as possible to end hostilities. and zelenskyy's objective is clearly to retake all of the territory that russia is occupying and drive those forces out of there. but to enforce the biden strategy, that is why they never have given ukraine the advanced weapons system they want because they feared russian escalation and also when they did get the advanced weapon system restricted the use of them inside russia, in terms of long range missiles. for the very same reason not to aggravate russia and force their escalation. which there's no evidence that russia has ever intended to do that the europeans have been on to russia's bluff for some time. and they forced tanks on us. they have forced the long range missiles on us. and they have forced the f-16 training of pilots for the ukrainians on us as well. all because they recognize that it's rhetoric and it's a bluff and there is no reason to bow to it a where the europeans are. what i just stated i think is de facto u.s. policy but not publicly stated. >> brian: we allowed them to hit certain areas of russia. not hit moscow. do you understand the new limitations or expanded access that ukraine can do?
