Are you surprised . Not surprised. The speech was directed almost exclusively at democrats and to show that his cognitive issues as described by Special Counsel and others are not an issue. He wasnt really trying to change his Approval Rating is much as he was trying to buttress his support with core constituents. Paul democrats you would assume would rally for him anyway. What alternative did they have at this stage. He you would think the president would have tried to target in that speech nikki haley voters or independent voters, people he needs to pull away from donald trump.
