i'm bret baier meets with ukraine leader at the white house as that leader president zelenskyy desperately tries to get congress to authorize new funding for ukraine's war of resistance against russian invasion. two men have a joint news conference a short time ago at the white house. we will talk with president zelenskyy in just a few minutes. later in the show, the new house speaker, mike johnson on a host of topics. he is live here on set. first, white house correspondent peter doocy has the latest. he was at that news conference a short time ago e joins us live from the north lawn. good evening, peter. >> pete: president biden just answered a question whether or not he wants ukraine to defend itself or to win the war. he wants ukraine to win the war but he is not giving us any details about how he thinks that could or should happen. mr. president i will not walk away at the white house this tripe it is toned down. >> congress needs to pass the supplemental funding for ukraine before they break for holiday recess. before they give putin the greatest christmas gift they could possibly give him. >> republican leaders are with biden and zelenskyy on that. >> i support free ukraine and israel is rock solid. >> they want to trade new ukraine money for border policy. >> only thing that is really holding this up at this point is the unwillingness of the white house so far to acknowledge that they are going to have to deal with the border component. >> they want to know how a fresh $61 billion for ukraine's military would be spent. >> we need a clear articulation of the strategy to allow ukraine to win. >> this as far as president biden was willing to go at a rare press conference. >> the entire world is watching what we do. so let's show them who we are. >> 54% of americans in the november fox news poll support new funding for ukraine. a majority but 9% less than january. >> we are walking toward our success. and we are heading there together with you. >> a deal is unlikely before the holidays if republicans are serious about getting something done on the border then why are so many hurry to leave for winter break. >> president biden says he has faith. >> thank you for being here. you will help the cause. and i don't want you giving up hope. >> steve: we have new proof that president biden and house republicans are miles apart. president biden just in this two and two press conference referred to g.o.p. border demands as part of an extreme partisan agenda. it's unclear if zelenskyy in private setting asked the president to set aside some of that rhetoric to get the money flowing. bret? >> tough. >> tough? >> yeah. definitely. >> president biden was asked about the hamas tunnels flooded. assertions have been made but there are no hostages in the tunnel but he also said he didn't know that for a fact. at the u.n. general assembly a vote calling for humanitarian cease-fire in gaza as expected, it passed overwhelmingly. the u.s. voted against it. as was known nonbinding. the war goes on. bret? >> bret: greg palkot live in tel aviv. greg, thanks. >> bret: let's find out how volodymyr zelenskyy is feeling about the prospects of additional u.s. funding and what is happening now. he joins us tonight. mr. president, thank you for being here. >> thank you for having us. >> how did your meetings go today? what did you feel about your meetings both with the president and up on capitol hill? >> thank you very much. first of all, that i have this invitation such tough period for us and for the united states invitation to the united states. so our meeting has been very constructive. i have a few words very positive voices from both parties. it was very important. sad thsaid they will support uk. i spoke with senators and president biden and with the speaker. we spoke about the details, which are really on today on the battlefield. and what we need to success story to be against russian attacks to ukraine. i think that's very important not to waste time and it very important to support ukraine. we showed really success on the black sea. that really was very difficult operation. and we now created the route, and russia doesn't have -- and on this route, we destroyed mostly russian fleet that was situated in our waters and near our crimea. that was very good. i think that's huge result. and also spoke about the waters. on the east of our country we destroyed their 20,000 of the terrorists and you know that they asia. in africa and in ukraine and in syria. so i think that so difficult for us to do, but what is, i think, the most important thing to understand what is going on, that russia didn't occupy any village, any ukraine village during this year. >> bret: on capitol hill the holdup right now is about immigration reform. our immigration border security for republicans. did you urge the president to try to cut a deal on this to get this funding through? >> bret, i'm so sorry i know that you have your own challenges and domestic problems and they are huge, i'm sure. but i think that united states is a great country which manage the conflicts, problems, and managing how to get success, how to stop wars in all the world. and i think in this -- in this domestic challenge, i think you really your people don't need my opinion. that's -- >> so when you push back, you talk about how urgent the need is? >> yeah. >> bret: and do you think putin would stop if you don't get this funding? would he make a deal? would you make a deal? >> what i said to mr. speaker today, that was our first meeting. i said decision in december involved support. decision in january, decision in february, the big difference between it. it's not about financing. it's about the morality, the most problem, the biggest problem when you don't support ukraine, that people on the frontline, families which are waiting for their heroes at home that they think that the united states not support ukraine and that ukraine is alone defending our common values for united states and europe. kick our morality. it was in the beginning of the war. we are very happy and thankful for the american people that you supported us we have been alone. people afraid to be alone. you have to know even, even it will be, we will stand and fight. >> bret: last thing, mr. president, there are critics who say that you've tried to consolidate power headline orthodox leader under house arrest. you hold out holding elections next spring calling for unity but then the mayor of kyiv says that you are turning it into authoritarian state. had you do you deal with that criticism? what do you say to critics who are saying that. >> i say aside person from government and mayors think about the war, think about how to defend our people don't travel through the world they travel the front line. soldiers do, this not built roads for today. don't do it. spend all your money to the weapon, to the drones, to the society, to the pensions and et cetera. and don't cry. because you're leaders. that's why -- that's why we are and that's why we stayed because most of the people, people are not crying. people stay and fight against putin. and we don't have any enemies in our countries. we can't have time for this we have one enemy, this is putin. >> bret: you will stand for democracy going forward? >> well, listen, i the majority of the republicans and democrats in the house by way of example would vote for ukraine aid if there is sufficient clarity on these questions also, of course, if we have transformational change at the border. >> bret: let's talk about that. are there significant steps happening. negotiations still going on with secretary mayorkas and others in the administration about changes? >> well, i hope so. look, i have been crystal clear about this. you know, if we are going to have a national security package of spending national security, again at our own border. there is our own sovereignty. policy changes easily made but the white house has been very reluctant. they really went silent on us. all of this time. i have been the speaker for a little over six weeks. almost seven weeks and since the day i was handed the gavel i have been saying that this was the condition that we had to do this first. and we passed hr-2 the house passed our bill six months ago. sitting on the desk of chuck schumer ever since. they have not taken us seriously and here we are at the end of the year and said we ran out of time. it's not the house's fault. >> bret: here is senate minority leader mitch mcconnell. >> they are leaving at the end of the week. all i have said is practically impossible even though we reach an agreement to craft it and get it through the senate and the house. that doesn't mean it's not important. even though we have been emphasizing the border. i want to remind everybody of the importance of ukraine. >> bret: just logistically, would you send the house home and then call them back if there's a deal or just punt everything to january? >> look, the house will do its work if there was a deal. but it has not materialized. as of tonight, they have given us the cold shoulder. they are ignoring this what i believe is a top priority of the american people. it doesn't matter where i have been in the country over the last few weeks, bret, whether i'm in new york or southeast or out west, they all say the same thing they are deeply concerned about what is happening. we had 12,000 people come over that border one day last week on wednesday. look at the statistics. more people crossed that border more than any entire year. it's not a sustainable situation. it's harming our country in ways that are hard to describe. and we have to get on top of it. >> bret: what's the red line when it comes to border policy to get the supplemental through? >> listen, the house's position is hr-2. it has very important provisions like asylum reform, parole reform. the end of the catch and release policies. >> bret: if they don't go all the way to hr-2 could they get some place that's satisfactory? >> that's our position but they have yet to come back and even voluntarily anything over the net. that's our position and we have been very resolute about that. >> bret: there are a lot of other issues on capitol hill as i know you are figuring out as the new house speaker. the g.o.p. knicks johnson's plan for floor showdown on surveillance reforms. dan bishop judiciary he believes johnson needs to back one of the two proposals the queen of the hill idea epitomizes congress' stupid. iis he a great guy under the pressure of washington has to bring to bear and he will figure out a path in time. this deals with 702 of the fight fisa.where is this and do you tk it's been misland. >> it hasn't been mishandled. it's complicated important issue. 702 of fisa protection us from attacks on the homeland. we haven't had another 9/11 because of important surveillance visitation nut law but it was also abused by the fbi, by our own government over 300,000 times between 2020 and 2021. so the civil liberties of americans have been jeopardized by that it must be reformed. two committees of jurisdiction working on it simultaneously. house judiciary and house intel two. different bills that have clear distinctions between them and i thought and the small d democratic fashion we should sort that outline because it's so important. this is not any regular area of policy. this deals with national security and we have got to get it right. if it takes a little bit more time do that, i think that's worth that. >> bret: that gets you to april and then have you got to get something ironed out? >> i hope and believe that we can get it done in early january. there is consensus on 38 of 45 reforms that were composed by a large group that worked on this. and we have got figure out those final details and get it done. >> bret: you know, we talk a lot in the weeds. you all did not do a single spending bill thanksgiving. clarity with the top line is. so, how do you avoid a government shutdown when it comes to january, considering where you are right now? >> yes, look. we did the continuing resolution into january and february. what was really important about that. this innovation is it broke the christmas omnibus fever every year as long as i have been in congress and many beers before that. the senate would jam the house right before the christmas holiday massive thousands of page long bill that no one read or debated and spend last year $1.7 trillion. that's not the way to run a railroad. we broke that fever. we got it into january and february. so thousand there is sufficient time to do the negotiations. we do need to agree on the final top line negotiators can get in the room and hash it out. this is another situation where we are waiting on the senate to act. we sent our proposal, which is the statutory fra number and they are just not responding. we are waiting on them to voluntarily back. >> bret: what's the top priority? you are heading into an election year. you have a very slim majority and actually getting narrower as you lose a couple of members like george santos ands or. what's the top priority. >> the top priority is to keep and grow our majority. why? so we can save the country from the policies that are destroying it. the biden administration in our view has been abject failure for the people. the democrat majority in the senate has been accomplices in that. and we have got to turn this thing around. i'm very bull issue will on the future, bret. i think we are going to have a great election cycle for conservatives and republicans because we are offering alternative to all of this. we have answers to all of these great challenges. our candidates and incumbents are excited to get out there on the campaign trail and talk about that. because i think it resonates with the people. >> bret: there is some concern in the caucus that push for impeachment is losing steam. where do you see impeachment of president biden, inquiry that opens up the investigation? >> yes, my background is constitutional law. we follow the constitution. i have said over and over we are the rule of law. tomorrow voting on the inquiry. why are we doing that? because it's the next necessary step. the white house has stonewalled this investigation. gone methodically carefully as the constitution requires of us. it's a very serious matter. right now they are not turning over documents and key witnesses and we will have to defend our subpoenas in court. so, to do that, you need an impeachment inquiry vote from the full house. we will have that tomorrow. i believe it will pass and we will be in the best position to continue to do our constitutional responsibility. >> bret: exactly four years ago this is representative mike johnson. the founders of this country warned against single party impeachment for good reason. they feared it would bitterly and irreparably divide our nation. >> as the next election so close and their candidates are weak. they met somewhere liberal high command 75 days ago and convinced nancy pelosi they had to pull the trigger. i hope and pray future congresses can and will exercise greater restraint. >> bret: the moderates in your caucus would say why not exercise greater restraint now? >> well, we have shown great restraint there are a lot of people frustrated this hasn't moved faster. there is a big distinction. i stand by every word i said in that video. big distinction between what is happening now and what the democrats do. those were rushed, sham imeessments. they did it quickly they did not follow any of the procedures i just described. we have three committees investigating this and following the truth where they lead and they have no option in doing anything else. it's ways and means, judiciary, and oversight. they have uncovered alarming facts about the biden family and their dealings. >> bret: i mentioned the house balance of power it's actually with the vacancy. santos is one vacancy but it's very, very tight. you have a number of g.o.p. held districts where joe biden won in 2020, 17 without santos. as you look ahead are you worried about this majority. >> no, irthink we are going to grow the majority. i really do. i'm basing that on my experience out in the field. i have traveled to many of the districts last few weeks doing events in incumbent areas and even in the deep blue states, brrepublican candidates are running well. the reason is people there are frustrated. they have democrat, leftist, progressive governors and mayors destroying their economies and crime is rising and all the other problems. their outlet then is to vote for a republican for the house because that really is the only option they have to send a message that way glass roots excited. we have to demonstrate we can govern well and i think we can we will grow this majority. i think we will win the senate and the white house. >> bret: anti-semitism seems to be going into politics. people are reallyup set what they're seeing at college campuses. what they are seeing at different parts of society. what's your take on that number one and what does the house do about it? video alarming answers they could not say calling tore the genocide of the jewish people violates their values or their codes of conduct. it's outrageous. one of those presidents lost their position. i think the other two should as well. but, congress is looking at a number of measures. one of them is oversight over these institutions. they receive a lot of federal taxpayer dollars we want to know what they are doing with that i think there needs to be accountability for this kind of thing. the rise in anti-semitism is just alarming and jewish students at these institutions and people in cities around the country are -- have great apprehension and fear about their own safety right now. this is not who we are as americans and we have got to stand against it. >> bret: finally, working with this administration. we have thissing soment called common ground. a lot of your members have come up what they are doing as opposed to what they are arguing about. whether a do you think you can get done with this administration, considering your caucus, considering the narrow nature of how many votes you have. >> if the white house would be reasonable, for example, on the border, democrats across the country are crying out for relief from that open border. >> because it effects every city from new york city to places all around the country. they are not being reasonable. if they will come to the table and work with us. we want to get important things done. there are a lot of challenges facing the country. i'm a good faith negotiator. i come in the spirit of wanting to work together. but they have not shown us any indication that they're interested in doing that and so the wall is quite literally in their court, bret. we're ready to work to solve problems for the american people. but if it takes both parties to do that in a place where the margin is this small. >> bret: what keeps you up at night? >> well, the concern about the debt. which is our greatest national security threat. and the dangerous nature of the world right now because we are projecting weakness on the world stage and it's -- these are very serious times. i'm very optimistic about the future. i think we can get through this but we have a valley to walk through here. >> bret: you didn't know you were going to be in this spot. is it everything you thought it was going to be? and what is it being used for? the assumption, i think, with a lot of voters is that all of this money is essentially going on a plane and being delivered straight to ukraine. that's the not happening at all. 90% of this money is being spent in the united states, being spent on weapons, weapon systems, armaments, american voters don't know that if you tell them that, they might react a little differently than the rather otherwise justifiable thought of i don't want to just put money on a plane and not know where it goes. >> there is a sense, tamara, that this is going to be punted to january that they can't get it done in time, just not enough days immigration intractable issue in politics. last time any big bipartisan agreement i was in elementary school. and i'm not that young. it was a long time ago. and so now, ukraine funding is hitched to this most intrackable political issue in american politics and that -- one week is not enough time to solve this huge problem. and, you know, there is not an eagerness among many in congress to actually vote on that ukraine funding. >> bret: right. i ti think it's interesting the speaker said there hasn't been negotiation on their side from the white house, from the senate i disagree with am tamara. >> this suspect simpler than we had in the past. if the president wanted to get ukraine aid approved tomorrow, he would simply meet the republicans where they are on the southern border in a way that actually would be approved of by a lot of members on the democratic side, even if they won't admit it in public. this is a major problem major problem for the democratic party. weighing them down. negatives. generally in a lot of difficult circumstances headed into the next elections. and, look, americans aren't opposed from my perspective to aiding ukraine as such. but they want to see that that aid is going toward some foreseeable conclusion to this war. a goal, an aim. the white house has not vocalized that. they have said we are here until as long as you want us to be. but that kind of open-ended thing actually comes and hurts you at this moment without clarity that the american people want on the money that we are sending there. >> here is a fox poll, voter support for funding ukraine. it is decreasing if you look at it favor at 54. oppose 43. from where january was 63-44. before we leave this under hadding question. i want to play as we often do our late colleague charles krauthammer specifically on ukraine and europe. take a listen. >> if you ukraine has any military forces, they have to be now looking at and trying to prevent the attack on the rest of ukraine, which means the absorption of the crimean peninsula goes entirely unchallenged. even if he doesn't invade, putin has won this round. >> bret: isn't it striking how little focus is on this crisis as a country invades another country is redrawing a map? >> does it make a difference? typically, traditionally endorsements matter. however, look at what happened in iowa. donald trump still has a huge lead, even though they didn't get the endorsement of that very popular republican governor there. even though, you know, he bashed the very popular republican governor there. it didn't matter. what happens in new hampshire may not matter at all depends on how iowa goes. and chris sununu has been shouting from the rooftops from some time now that republicans need to consolidate their trump opposition. and let's consolidate behind nikki haley. the math, even if it was just nikki haley against donald trump right now in the polls, the the math is not in her favor. >> bret: that's right. ben?
