good people are asked to play by the rules while terrorist commt atrocities. what would our response be how would america respond if invading terrorist group cut the heads off of our children. but there would be a cease-fire meanwhile iran attacks u.s. assets in the region almost 50 times the u.s. has been targeted with 56 of our soldiers injured. the u.s. responded again today hitting two with a group that cuts the head off of children, your military expert but i'm not, humanitarian pause with hamas i don't get the naïveté that that can happen. >> i think we have to be careful to distinguish between the humanitarian pause in a cease-fire which benjamin netanyahu and president biden have been adamant there's not good to be one that implies the two sides will cease-fire while they tried to negotiate there is no negotiated with moss and nobody's thinking there is but there are literally millions of innocent civilians, the crossfire desperately need the humanitarian pause to escape the fighting and to get the humanitarian supplies to continue to live. two hospitals have shut down of those numbers of deaths will continue to rise that's a problem for israel and the united states we can't be seen as going after the target of hamas in a way that causes an acceptable civilian casualty that can be aborted that is a real problem undercuts western support an increase in the air of the population that might go against israel later especially in hezbollah. >> you raise a good point and one that i think benjamin netanyahu also understands i'm going to play a clip from him and ask you a question on the other side. >> those who practice for hamas, your protesting for sheer evil a lot of misguided people don't know the facts. in talking to people who deliberately targeted civilians who raped and murdered women and beheaded men who were babies alive and kidnap little babies and holocaust survivors, you name it these are the people that you are supporting. >> there seems to be a little bit of a shift in u.s. rhetoric and publicly slight discernible but what do you think the u.s. is telling israel privately. you mention hospitals, safe passage for innocent palestinians what do you think biden administration is telling benjamin netanyahu privately called. from what were really there telling them privately and now secretary of state anthony blinken pretty emphatically said we've got, israel has got to do things differently because in their view there too many civilians being killed and like i say the problem with that and undercut support. with benjamin netanyahu mentioned there is a mischaracterization and not in his favor because there's many people like in washington, d.c. i talked to people in the protest and the absolutely say they're not for hamas but the palestinian people there are some for hamas but we can't say all of those are but a undercuts our own view that these people are protesting for something that matters to american security which is that they maintain support for israel and so the people do care about the innocent people. when you see the hospital images where people were dying in the hospital for lack of water and food and electricity that gets to american's heartstrings and we want to protect his people. trey: i want to ask you about iran. before we get to iran as is alexander the great when he went to afghanistan had to change his tactics he became cruel and less humane stop. how does the country israel and the united states that wants to be humane prosecuting war when you're dealing with groups like hamas that literally kill pregnant women and cut the heads off of children, how do you balance on. >> that is the right question that asking without the right answer it for you to be different than the other regimes in different than those who don't care about civilians we have to execute differently i personally saw that many times in afghanistan and iraq where we took a lot of care to take care civilians and invade the military process go slower but we were able to do it and kept the casualties low. if we don't we have no moral authority to tell russia not to put ukrainian civilians in harms way or the other regimes that we don't like in their doing things that harm innocent civilians we have no more authority to tell them forget to do it we have to do the harder work of taking care of the civilians were going after hamas because they deserve to be killed for what they did to those civilians. >> i have to have you back have a lot of questions about iran and i'm confident you're the pauses what do you think. >> think you probably on its disconcerting to watch how quickly people lose sight of the terrible atrocities that hamas committed when they killed over 1000 innocent israelis and certainly israel has to be in a position to defend itself into take the conflict to hamas to protect itself in the future. that conflict has resulted in increased risk to the united states itself. it's been over a week that director wray director of the fbi came before the senate and said really greatest to to the united states attacks in the homeland since over a decade and last week he had a conversation with the members on the majority side of the intelligence committee and he said he is very concerned about the risk to the united states were seen by the nutley protest threats against jews in this country how worried should we be about this war being exported to her homeland or group synthetic to hamas acting on the u.s. >> absolutely that's one of the elements that director wray has identified as increasing the threat to the united states any talks about the increased threat to the u.s. troops abroad but his point in the alarm he sanding the threat of attacks inside the united states he cited what occurred in afghanistan with the withdrawal eliminating our ability to have intelligent from terrorist groups and organizations planning attacks in the united states and he cited the southern border indicating that people crossed and posed a risk to our country and people who are allied with international terrorist groups and organizations you as groups can plan terrorist attacks some lone wolves that may be inspired by what hamas has been doing in the fact that hamas, hezbollah and others and isotopic calling for attacks in the united states that can also result in increased threat in grave danger to the united states. trey: there are surveillance programs if used properly can help keep us safe but there's also skepticism the began to arise when we served together that these programs are not always used properly what is the status of the reauthorization that may be coming up the foreign intelligence surveillance act has provisions that expire every now and then so congress can have an oversight of the provisions. one is 702 unit requires that we collect information only on foreign threats that are outside of the united states on the intelligence committee has lived up to that. 72 has not gathered information on individuals that are not foreign and not cited united states and it gives us a tool for those inside the united states and allied with international terrorist groups and organizations when they communicate with the foreign terrorist threats outside of the united states those communications can be captured and used to stop attacks on the united states. the counterterrorism aspect has kept us safe since 9/11. our ability to monitor the groups and organizations and see what they're trying to do within the united states not monitoring yes persons are people that are here for people outside of the united states and what harm they may be planning to do to us are causing people to plan the aspect that this is inspiring we need to reauthorize is a program that is essential to keeping our country safe and there isn't any constitutional protection for people located out of the united states interior script and you don't have the right to constitutional privacy to correspond with tears gibson organizations outside of the united states that's where we want to hold the line congress is making sure that nominating speech in 2020 and you introduce opportunity zones and work on criminal justice reform maybe i should ask about what is says about the republican party that someone without resume with suspending his presidential campaign. >> also without any question the voters are smart and savvy and what our country is going through is a very challenging time in our goal should be to unite this country and not take advantage of the divisions of this country and the more time we spend talking about the goodness of america in the future of this america and the more time we talk about having faith in god and faith in each other in their future the better off as americans and more likely to come back together to be the one nation under god. >> because your personality and have a love you are in your fellow competitors you would be a highly coveted endorsement do you see yourself endorsing any other presidential candidate. >> the voters are really smart i would have to talk to each person see what their priorities are. i'm going to recommend the voters study each candidate in their candidacies and frankly their past and make the best decision for the future of the country and the best way for me to be helpful is to not weigh in on who they should endorse. trey: would you consider being someone's running mate if you were asked. i read stories but i've never heard you talk about it but i've heard other people talk about you being a potential vice presidential candidate. >> i'll be honest with you iran for president to be president. i believe i could've took in this country to new heights with great unity on conservative principles optimism comes from being tough. the truth is i don't know how to bring the country better to other other than running for president that's what the lord put on my heart i think i was called to run i was not called to when i was called to run. i'll say this being vice president has never been on my to do list for this campaign and it certainly not there now but i look forward to working hard to make sure in the future i could continue to win the respect and admiration of voters even the ones that do not agree with. trey: i think it was a few months ago you were at the vacant library in california giving a speech full of optimism and hope he coined the phrase and you are close behind with what your view of this country could be in the promise in the potential. you mentioned not never but not now you think this is a time and a season where that's not what republican voters with the optimism and the hopefulness they appreciate it and they love you and their approval numbers would not be what they are. i'm trying to process the results. >> at the end of the day and sometimes optimism in the midst of chaos isn't seen through the proper prism without any question i'm an optimist because of gone to the fire and had a miserable beginning but i had the blessing of a great god always on time and being born in america which is like winning the lottery of citizenship the truth is what i offer today and tomorrow and every day going forward america could do for anyone what she's done for me we have to believe it's possible and believing as possible gives us more strength to fight the battles tomorrow. i will work on that message and i think of how more traction every day going forward but we have to have a consistently conservative messenger who inspires this country. trey: so if i heard you correctly this evening your presidential campaign is suspended and you have no plans to endorse anyone. he ran to be the president not the vice president. some people run to be vice president but you're not one of them he remained a united states senator and i think even higher to 2028 if my memory serves me correctly. trey: yes, sir. trey: you are leaving the presidential race but i take it you're not leaving public service. >> that is correct i love america and i love south carolina and i hope the south carolinians love me half as much as i do them in our state and if that's true i'll be in office as long as they want me to in the good lord allows me to. >> what will be your main take away from having done something that very few people, you noted your upbringing in a late bloomer academically i think that's fair to say. >> yes, sir. >> what are your takeaways that so very few of us will ever have a chance to do which is to run to be the leader of the greatest country on earth. >> it'll probably take me maybe will do a show in a couple of weeks but i would say one of the most important takeaways is to speak to every american in this country. we must come together our foundation is strong built on truth and the future of the nation depends on the present the more that we were together and find a path forward on conservative principles the brighter the future for the nation is one of the most important lessons i take away. our nation has real issues with the battle through. 70000 deaths because of fentanyl in the last 12 months because an unsecured and unsafe order we have to close the southern border i believe we have sleeper terrorist cells in this nation already because of the southern border being wide open i was on the south side of chicago less than a month ago and those people are good people they want safe neighborhoods and good schools. i believe the opportunity party has more solutions for the south side of chicago than the 100 year monopoly that the democrats had in the city going on the south side and reverend brooks change my view in a positive way the more time we work together the better off as a nation i learned that on the campaign trail. also when you're in rural iowa talking to farmers or new hampshire or south carolina the one thing you understand there is dignity people work hard and they invest their resources and pay their taxes they just want a fair deal they don't want the playing field to be unlevel for them they want the playing field to be level and if you love america got a lot of americans that's one of the lessons in the last lessons and hopefully bob a chance to do this again the anti-semitism that we see in our college campuses and in our streets is disgusting i'm a black man i understand racism and discrimination but i have to tell you from an anti-semitic approach today on the streets in college campuses is vile it is disgusting and unethical we should do battle in the nation and we who are not jewish should stand in the gap for every jewish american until the country and those folks who disagree with us and believe in fair nation a to do it on my faith my campus my house or my job we have to stand together and against anti-semitism that's essential. i will tell you this breaking through and seeing poll numbers move he had an amazing message one i saw him speak numerous times on the trail it was really compelling you know him well in his life story and how he talks about and you tapped into some of the and interview but was not translating into poll numbers and changes in the dynamic of this race and right now you're looking at trying to find alternative that's what this race is about the alternative to donald trump that the former president is leading exponentially and it's getting tougher and tougher as you get down to the final months before voting i don't think he was going to make the stage in alabama for the next debate became a decision to make way for however, that looks to find alternative person. >> he was pretty clear tonight he can always change his mind he has no plans to endorse anyone and has no interest in being anyone's running mate i read numerous stories that had him cited as a very attractive vice presidential candidate. he says he's not interested. >> that's right both of those things are newsy and destructive all the time as a vp in the fact that he says is not considering a significant. as you get down to a few people on the stage, the former president is not getting on the debate stage will have much more substantive conversations it's not going to be about herding the cats it's going to be about digging into find and he could not crack 5% as brett pointed out as not making the next debate stage why the republican primary voters his resume seems pretty good and why they were buying up. >> senator scott is a great man and has an incredible story he is living breathing example of the market during the american dream as we are republicans fighting to save conservatives across the country, and senator scott mentions on the show about unity in the republican party come together and unite the reality if we lose next november no matter who the presidential candidate is and who is on the ballot our country will never be the same and were looking at the races not just presidential but looking taking back the senate and expended the majority in the house, this is truly more critical than ever before we have to win the races, 2020 force could be critically important and senator scott believes that the message of unity and he sees the reality that it cannot be the good we had to get behind the nominee and i know for a fact, i've known this man for some years that he is a person who will stand by his word and fight to make sure we get across the finish line and play a part be a part of the solution and be a part of the future of the party and i don't think this is by any means for the end for senator scott. trey: he's fought hard for the people of south carolina and by 2028 and not now does not mean not ever, used a politically speaking of a young man and his negatives are so small. if you look at the polling there almost nonexistent which it leaves me scratching my head why he does it resonate more. let me ask about kentucky give a blue governor winning in a red state tuesday night. you have ohio that surprise some people, virginia that surprise people. you mentioned the word unity coming together that is a beautiful thought but when i think of the house of representatives unity is not the word that i'm thinking about watching republicans, what happened tuesday night particularly in kentucky. >> we need unity to win next year, republicans have to come together if we want to see victories if they do not come together we will not see victories that is reality when you look across the country abortion really defined republicans in many ways we were outspent in states like virginia 9 - 1 democrat spending over $20 million republicans with $2 million and obviously that was a state race not a federal race in the rnc is a federal election committee, and ohio in my home state we were out 2 - one the referendum on abortion 3 - 1 in the final weeks and outside groups and the democratic party which of the group suspend the money on the ballot initiative spent way m more, we need to see is a larger puzzle everything will part of the puzzle coming together. we cannot talk about the issues that matter like the economy, fentanyl, by crime if we continue to allow democrats to define us on the issue of abortion we don't end up getting to the messages were outspent to that point there is a perceived lack of empathy in the republican party due to democrats we saw in 2022 and we see it again now this is something we have to make sure we put arrest you for 2024, we have the advantage when it comes all the issues and that's why democrats are running they do want to talk about the issues and they're going to hide behind abortion should as only thing that they can slam the public is on when in reality we have the right messaging in the right money behind the messaging we will win on the issue to. >> you mentioned messaging, let me ask you. i've heard lots of different positions on abortion. the republican position of a conception at six weeks at 15 weeks at heartbeat, what exactly is the republican position in does it include exceptions from rape and incest? >> i did everything located in camping across the country will have a slightly different stance on this. the reality is when you look at what's going on across the country, the democrats like what we saw in ohio, supporting unlimited unregulated abortion all the way till the time of birth this is not the majority of americans stand this is not where the majority of european countries
