As many as 22 said to be killed and dozens more injured. Police discovered a vehicle they believe belonged to the suspect near a boat launch belonging to the suspect. You mentioned the Law Enforcement are urging people to stay inside and safe and turn on tvs, to get to social media and tune into websites to listen to the Press Conference slated to start in a half hour. They appeal to the public for any information they may have about this Person Of Interest. If you know something about robert card or the unfolding violence from last night at the two different locations at the Bowling Alley as well as the bar, restaurant, pool hall, investigators want to hear about it. More than 100 investigators local and federal on the hunt for card right now. Particularly active in the lisbon area where the car was found, of course, there are road shutdown, a wooded area. As for the car in the lisbon area, as you mentioned, bill, it has been linked to this investigation and it is worth noting that tough terrain all around in that region. Maybe coming up in the Press Conference at 10 30 we find that out. You can travel four miles on the distance here and you can get there in ten minutes or less. If its 7 00 at night maybe less traffic on the road and you can fly by on these roads. You see this river that snakes its way through this area . Its the Andrew Skagen river like the county. The reason we point that out is because here is the bar and grill and this is lisbon, maine. We were with the police chief last hour. He was on that street with a number of reporters in lisbon. This is roughly eight miles from the bar and grill down to where they believe they found the white subaru at 11 20 local time. There is a period of fifer hours, 7 00 to 11 20 where it went down. One of the things that immediately people think about when police find the car next to the boat launch, doesnt necessarily mean he left on a boat, maybe it is a ruse. If he left by boat, what then . Im sure theyre searching the river. Everything is up to the imagination right now. The only thing they can do is prepare for any scenario that might happen in that area. The residents are going to be key with this. The residents people that may know him. He might be a loner. Dealing with the unknown happens all the time in cases but in this particular case you have an individual that is extremely dangerous as he has proven and he is wellversed with the use of that weapon. Bill there are some reports about some of the victims being identified. Well wait for further confirmation from the police before we go with that. Why the hesitation to put more information out there publicly . The reason i ask you, we were talking from a police chief who used to work in portland last hour and he said it runs counter to what i did as police chief. In detroit and cincinnati and portland. He wanted to get all the information out there to let the Community Know and a Neighborhood Community to help them. Why would there be this 12 hour, 14 hour delay . Thats the Police Chiefs call. The one running the case. They must have a reason for it. I hope so. You want to get as much information out there as possible in this case. Somebody will say i remember him doing this. Who knows, maybe he was tracing the route you just described over there and been running that route and the scenario over in his head until he committed the act he wanted to commit. Getting the information out there is crucial. Maybe they have someone they are speaking to and have to be careful. Then this person will know where information is coming from. What they are trying to do at the same time all the teams are out there working forward they wants to try to understand this guy to try to get a clue as to where he could be. If they knew he was in the army, proficient with firearms and presented a danger to himself by Hearing Voices why not put him on the radar with the police who at that time can take their action and remove weapons from him . The top priority in maine is getting this guy in custody if he is still alive and also authorities are acutely aware that he, too, may have a Police Scanner and listening to their every move that may help him. It includes he was receiving treatment at a Mental Health facility for issues just a few months ago and subsequently released and reads he is a certified Firearms Instructor who was stationed with the army reserve in saco, made. I think one of the things the federal investigators can help with is looking at the Cell Phone Records of the suspect of interest. They will look to see the Cell Phone Towers pinging to see how well planned was this . Did the suspect run this route before . Did he talk the locals, talking to people who lived around him. What was he saying . Was he talking about Hearing Voices and the threats to the local National Guard base . What was his intention . If it was well planned was leaving the car at the riverside, was that a ruse to throw off investigators or did he actually get in a boat . We heard during the Morning Coverage that oftentimes is he alive or dead . He was a Firearms Instructor. Part of this usually is a bit of a cat and mouse game right now. He may be listening on police radio. He knows where the police are. He is trying to outwitt them but oftentimes it end with the gunman taking their own life as police close in. I think there will have to be just as there was in the Fort Hood Shooting after he is captured or found, a look back at why did what was the communication about his Mental Health and the threats he was making and the voices he was hearing . Was that communicated to locals . Why did he still have the guns . All that will be sorted out later but important as it was in the fort hood case to understand the communications. What information did we have in advance of this event that we might have used differently to prevent this . Dana what about the different types of federal agencies that are helping here . Atf, we already know the fbi. Others that can be helpful . Absolutely. The first thing atf would have done would have run the database to see what other guns do we know he has registered . How did he get them . Where did he get them . Who might have helped him purchase them . All of that tells begins to build a fabric to understand him. You dont assume those are the only guns he may have had. He may have obtained other illegally. You are looking to how many munitions to buy. How many bullets. Does he have an extended magazine . All of this will inform the officers who are involved in the search as to the threat to them as they approach it. So atf will be key to them here. F. B. I. Brings swat capability. Also this idea of helping them analyze Cell Phone Records, helping them prepare Search Warrant Applications for a local judge to be able to approve. And so this is all about both the locals building the fabric of the local case and the feds coming in to support them with sort of the more strategic bigger picture. Dana you mentioned the word prepare. I wrote it down because i thought a lot of these local Police Departments and state Police Departments, federal government, you can do a lot to prepare for how to respond to these and hopefully try to prevent them as well. Nothing that can prepare a tight knit Community Like this for what they are going through. What is the most important thing the citizens of maine can hear from the governor and local leaders about to speak any moment . The big concern of the local community is once the cameras go off, once this is resolved with either the capture or killing of the gunman and the cameras turn off, everybody goes away and the real healing, the Real Recovery for the local community is after that. And so what they will want to hear is the governor has a plan for aid, for Mental Health and investment in the community to help lewiston recover over the longer term. They will need an economic plan, they will need a people and Community Plan and if you are sitting in lewiston, you want to know we have to get through this crisis but i want to know that people will stay with us and really help us and support us in the long term recovery. This is what we think we know about this 40yearold Person Of Interest. Maybe he is the killer theyre looking for. He was committed to a Mental Health facility for two weeks just this summer and so whats that, two months ago, maybe the end of august, right . Month and a half just about. So he reported Hearing Voices and threats to shoot up the military base. How much do you know about breaking down the walls of the hipaa laws that would allow people to know that maybe we need to think twice about this . Yeah. So there is a real balance, bill. You dont want people not to seek Mental Health treatment because they are afraid that somebody will report it and they will have their guns taken away. On the other hand you want there to be an exception so if someone has it seems to me the r real issue if someone has Military Service and involved in the u. S. Military, it must be that the u. S. Military can be alerted that someone that is fully trained and has firearms is in distress and is receiving Mental Health treatment so precaution either can be taken. It would be easy to suspend his access to firearms not forever, but until he has gotten the treatment he needs and a doctor can certify his full recovery from that. We have to work through those issues. This case is again makes perfectly clear that we havent wrestled those issues to the ground. Dana fran townsend. We understood late last night it would happen at 10 30. There has been precious Little Information given out since. Dana one of the reasons there might have been Little Information, well find out more perhaps, they did think it was possible that he had a Police Scanner and was listening to the Police Movements and that perhaps that was why they are providing Little Information in order to starve him of information so they can figure out the perimeter and narrow down where he is. Even some of the most basic information what has unfolded so far were still waiting for confirmation precisely the number of people that have been killed and that are still in hospitals and getting treatment. How severe are the injuries. Still so much information that we dont have and that people here would like to have and have more information about loved ones, friends and all this as it continues to move forward. Its an unfolding situation. They are watching things on the ground in lisbon and other communities. Tactical gear being rolled out as they look to still looking in the difficult terrain. How much of that do they plan to do in the coming days . Are they really heading Into The Woods and doing Grid Searches . A lot of information we dont have yet. Well, everybody in that immediate area should be thinking about sticking with the shelter in place. Keeping an eye out your windows and if any suspicious activity happens. If you got up this morning and something was amiss in your garage, backyard or Something Like that, report it. Somebody on the run will oftentimes have to avail themselves of whatever is available. So they will break into a garage, they will traverse somebodys backyard and grab something they think they need or they can use. I would stay say sheltered in place as much as you can. If you see something moved or knocked over, even if it seems like its inoctoberous, report it to the police. This guy is on the run and thats what people do on the run, they make mistakes or need to avail themselves of assets they dont have preplanned. So they should simply be on the lookout and keep themselves as safe as possible. Dana we got word to stand by for a few moments for the Press Conference. They are under a lot of pressure to give information, either what they dont have or holding back. Weighing the decision how much to inform the public. Were a free and open society but there are also things in the investigation they have to hold back. How do you best weigh that . Well, i always weighed it on the side of releasing as Little Information as possible. There was two things that i was driven by. Does it protect the public . Does it help the public protect itself and it is advantageous to the investigation . If it doesnt fall into one of those two categories i didnt release it. The main thing is getting him in custody to keep people safer. If you have information to help the public keep themselves safer or help in the investigation, in capturing him, then release it. Other than that, you have to be careful. Its a very fluid situation. Not only could he be monitoring Radio Traffic as you mentioned earlier but watching tv. We all have cell phones to tap into and stream tv on our phones. We dont know what information he is aveiling himself up. We have coded radios and cant scan the f. B. I. Radios. Im sure the f. B. I. Teams are putting bans in place with repeaters throughout the area and talking on radio in a coded situation so Police Scanners cant pick it up. Thats one thing the f. B. I. Brings to the table in a situation like this in addition to the manpower and other resources. Bill put the story together for us Behind The Scenes if you are looking through his electronics and computer and whatever access you might be able to get through a phone but also talking to his friend and family. Now you are trying to paint a picture and put this all together. Take us Behind The Scenes about what has happened overnight up to now. Im sure the teams have been working throughout the night. You are right. Thats a perfect analogy. Different teams working on different things. People out there knocking on doors talking to friends and family. Looking through social media. Looking at computer searches, what he searched for. Did he search for remote areas in parks and forests and things like that. There are different teams working around the clock. Im sure they worked all night on this stuff and feeding it to the command post and a lot of coordination with different agencies. A trick f is running gun searches. Military going through their files. It needs to be fed to the command post with a structure where all the information doesnt come flooding in. It takes a massive amount of manpower to manage the information thats coming in and how to best exploit that information to get him in custody. There is a real management i have been involved in these incidents a lot and it really does the success depends on how well you manage that process. You are drinking out of a fire hose and you need to manage the information. His family, his friends, his coworkers, army colleagues, all of those have to be talked to. Bill do you find in cases like these that the killer has been to the Bowling Alley, been to the bar, he is quite familiar with it in all likelihood what you find is maybe he was just out to kills many people as he could or maybe looking for someone and when you trace these mass killings, what do you conclude on that, bobby . It will be an interesting part of the investigation that unfolds in the next day or two. I dont think he randomly picked the Bowling Alley. League night and probably packed. This is a very small community. If he lives in that community i think he picked a location that he knew what would be a targetrich environment where people are having a good time socializing and drinking. They probably all know each other. Wouldnt be surprised if he knew some of the victims. To go from there to a bar thats another social hangout, it really wouldnt surprise me if he was familiar with both those locations and had a connection to. Maybe he bowled or drank at the bar on occasion. Well find more about that in the coming days. You are right. This wasnt a situation where we had the Mass Shooting in vegas where he wanted to kill as many people and shot out of the hotel room into the crowded music venue. This seems more personal because the community is much smaller. He was from this community. We are going to hear the horrific stories of Working Class and middle class people who lost their lives to this completely unnecessary random act of terrible violence. At several locations in lewiston including Sparetime Recreation and schemengees bar and grill. They responded swiftly, selflessly and with great bravery. Bravery that they continue to demonstrate today as they search tirelessly for a Person Of Interest in connection with last nights events. On behalf of all people i express my gratitude for your response and continued service. I also do so for maines hospital and other medical emergency responders. I am profoundly sad to stand before you today and say that 18 people lost their lives and 13 people injured in last nights attacks. In memory of those we lost and in honor of those who were injured, President Biden and i have ordered all u. S. Flags and state of maine flags lowered to half staff immediately for the next five days. Maine state police have issued a shelter in place order for lewiston, lisbon, and bowdoin as the manhunt for the Person Of Interest, robert card of bowdoin continues. I have spoken with Vice President harris, secretary ever Homeland Security mayokas and secretary of health and human services, all who called Me Last Night to express the biden administrations full and unwavering support and offer any and all help we, the people of maine, might require. The governors of our neighboring New England States and other states have contacted me to offer aid and i am sincerely grateful for their friendship and support. Weve been in touch with every member of the maine congressional delegation. They have offered their full support for which im also grateful. I spoke with the may mayor as last night to reiterate were standing by them and ready to provide any help people in these communities need and to deploy all available state resources, including Grief Counselors and other Mental Health services. Look, lewiston is a special place. It is a closeKnit Community with a long history of hard work, of persistence, of faith, of opening its big heart to people everywhere. Lewiston is where i worked for years, where i met and married my husband and where our girls went to school. I love this place just as i love the whole state with my entire heart. I am so deeply saddened, as is everyone of the 1. 3 Million People of this beautiful state. This city did not deserve this terrible assault on its citizens, on its Peace Of Mind and sense of security. No city does, no state, no people. No words can truly or fully measure the grief of maine people today. Our small state of just 1. 3 Million People has long been known as one of the safest states in the nation. This Attack Strikes at the very heart of who we are and the values we hold dear for this precious place we call home. All maine people are sharing in the sorrow of the families who lost loved ones last night, loved ones know people who were killed or injured while unwinding from a day of work or spending time with family and friends socializing. On behalf of the 1. 3 Million People of the whole state of maine, i hold these families, and this city, in my heart today. I know that the people of lewiston are enduring immeasurable pain. I wish i could take that pain off your hearts, off your shoulders, but i promise you this, we will all help you carry that grief. I ask people to join me in offering comfort to the families and friends who have lost someone and offering our prayers for swift recovery for those healing in maines hospitals today. This is a dark day for maine. I know its hard for us to think about healing when our hearts are broken, but i want every person in maine to know that we will heal together. We are strong, we are resilient, we are a very caring people and the days and weeks ahead we need to lean on those qualities more than ever before. As we move forward, struggling as we may, let us wrap our arms around one another, offer comfort and solace and love. I know the Maine State Police will continue to release information to the public as we confirm and information about any steps the public might take to support the people of lewiston at this time. I would also say that we want to say thank you to a really large number of other Elected Officials across our state whether the federal delegation, local Elected Officials, and many others that are part of organizations or Law Enforcement agencies that truly wanted to join us today at this particular press event and wanted to speak on behalf of their communities. And as the governor had mentioned and everybody else will reiterate our reality for today is this suspect is still at large and we want to provide Community Support for the victims and families in the communities across the state. But we also have an incredibly strong laserlike focus on bringing the suspect into custody and ultimately to justice. Because of that mission for this particular event and todays activities, we are keeping the list of speakers and the agenda pretty tight. That will include next up at the podium would be Chief Dave Saint Pierre for the city of lewiston and other members of his Command Staff are present. What i will say to the city of lewiston, you know it because you feel it every day. You are lucky to have a chief like chief st. Pierre and his entire Law Enforcement agencies. The officers put their life and soul on the line on behalf of the community for the right reasons because they care. The city of lewiston and our coresponder family across the state of maine is lucky to have dave and his team in the mix with us. And we will also hear from colonel william ross from the main state police. He will highlight some of the timeline things you are probably concerned about and certainly interested in from a story perspective. The colonel will come up and speak to that. We will also have joey copeland, the special agent in charge of the f. B. I. Out of the boston field office. And he will highlight some of the federal partnerships and some of the things the federal partners are bringing to bear to help us with this investigation. We also have a bunch of people here once you start naming people you will have a problem. You will forget something or screw something up. I would also tell you a couple of our other federal partners are here kevin neil was the u. S. Marshal for the district of maine. James ferguson and jim is a special agent in charge from the a. T. F. For the boston field division. They are heavily invested with staff along with the f. B. I. And he cant thank them enough on behalf of our state. I would think the questions will be brief because again we do have a suspect at large and while you can help us with that we also need to get back to our teams to push forward on that. With that in mind i would be back up to the podium to steer it a little bit but for starters i would like chief st. Pierre to join us. Thank you, director. What i would like at the very most is express our deepest sympathies to the families and friends of the victims of this heinous crime. This is truly a tragedy that goes beyond comprehension. Im confident in our community that it has and will continue to come together throughout this endeavor to bring it to a successful conclusion. I do have sec the public to be mindful of their personal safety and be patient with the process as much as possible. There is extensive work and attention to detail. Im confident in the expertise and professionalism of our investigators and all Law Enforcement officials currently involved. An all Hands On Deck approach. A great deal of collaboration and resources made available to us. Far too many to name individually but i think they named appropriately. They are all appreciated more than you know. I want to thank all of our brave Men And Women Of The Lewiston and Police Department and Fire Department and medical personnel and First Responders of any kind that came from far and wide and come together and continue to work tirelessly in bringing the situation to an end. We hope to locate and hold the person accountable. Youll hear from the state Police Taking the lead in this investigation. Were working hand in hand with them. I think colonel ross will be able to fill you in on a little bit more. Thank you, chief. First and foremost this is an ongoing Homicide Investigation and search for the person that is responsible for it. Were in the early stages of this investigation. And i just want to lit you know well have updates and putting some type of a schedule out later on. Early stages of a Homicide Investigation we want to be careful we are doing things correctly and not get ahead of ourselves. I will give you a bit of a timeline to fill in some blanks and give you the facts that we know them right now. A lot of this information is transferred to the attorney generals office. The lead prosecutor in any Homicide Investigation. Last night, october 25th, at approximately 6 56 p. M. The Communication Center received a 911 call of a male shooting in just in time or the Sparetime Recreation Center in the town of lewiston located at 24mollison way in lewiston. Shortly after that at 7 08 Communication Center received multiple calls about an active shooter inside of a schemengees billiards in the town of lewiston. A large Law Enforcement response from surrounding agencies assisted the Lewiston Police department to identify who this was and why it was happening. It was a fast moving, fluid scene. Very dangerous scene that these guys and girls were going into. 18 people are now deceased at this time. The victims at the just in time establishment, seven people are deceased there. One female and six males all from apparent gunshot wounds. Victims at the schemengees billiards eight are deceased. Seven males inside the establishment. One male outside the establishment. Apparent gunshot wounds. Multiple team were transferred to area hospitals, central maine medical center, st. Marys and maine medical center. Three people transferred to those hospitals are deceased for a total of 18 people deceased at this time. The investigation into the person responsible with this identified a vehicle located at a boat landing in lisbon. That person through the registration of the vehicle was identified as robert card, born in 1983. Several of the deceased have been identified and their families, next of kin have be notified. Approximately eight people have been identified. Ten of these victims still need to be identified at this time. Currently there is an Arrest Warrant for eight counts of murder for mr. Card. The reason its eight counts, ten people havent yet been identified. As those people are identified the counts will probably go to the total of 18. He should be considered Armed And Dangerous based on our investigation, we believe this is someone that should not be approached but someone that should be if you come into any contact with this individual or someone that looks like this individual call 911 and i will provide Tip Line Numbers at the conclusion of my briefing. Lewiston Police Department, federal, state, county and other local municipalities are involved in a coordinated search at this moment for this individual. Ongoing investigation and a search to apprehend this person. Both happen an
