They say they found his car about seven miles from the shooting locations. Police are searching for robert r card, 4, 4 of 1983. He is considered Armed And Dangerous, he is a Person Of Interest and that is what we will label that until that changes. If you see him, do not approach or make contact in any way. We have hundreds of Police Officers working around the state of maine to investigate this case. Todd Molly Line Reporting on the Breaking News live from the scene. Molly. We are just outside central maine medical center, flanked on all sides by Law Enforcement. Different agencies involved. Difficult day. One surgeon telling us the staff here at this this is a trauma center, really rose to the occasion to help come to the aid of the victims from the two Mass Shooting scenes. Robert card remains at large at this point. As we get closer to daylight, well see if investigators get their feet under them and find this individual. This started according to the timeline Lewiston Police gave yesterday evening 6 56 p. M. 8 00 p. M. , the warning. By 10 25, county officials issued a shelter in place and by 11 00 robert card was named that Person Of Interest. This can be disconcerting to hear, this is a witness from the Bowling Alley. I knew there were shots and when i got on top of the bowling machine, it was a lot of ruckus back there, i dont know from that, but heard the first one probably 50 feet behind me. He was close. Very close. Card is described as Armed And Dangerous. Here is more about what potentially that could mean. It relays he is an experienced individual, Firearm Instructor believed to be in army reserve, suffering from Mental Health issues. This internal information is he was Hearing Voices. One point over summer he had been committed and received care for two weeks the individual believed to be driving when leaving the scene, white suburu, was found in lisbon, town of less than 10,000 people. Lisbon falls to a wooded area with a river and shelter in place extends into that area. It is difficult to reign these investigators are going to deal with as the sunrises. In ne. N. R nearby auburn, a comm center has been set up for information. Auburn mayor speaking there about what he saw, the shock and the fear. At this point, this is a significant amount of shock going on with people that were actually witnesses. When i was bringing people in looking for their loved ones, there is fear and panic, worry, understandable. We are waiting for that 10 30 press conference, hope that will shed light on how the search is going and narrow in on areas they are looking at. Jonathan Law Enforcement has a real challenge for a couple of reasons. If this individual is delusional and has some training, as is being shown in the way that hes carrying the weapon and in the background, if this is the individual that they are looking for, this delusion that he has seems to have extended past one location, which is typical for most people who have this type of delusional attack and carry it out. This individual is continuing his attack to the second location and then actually fled. What that shows is that he is aware of what hes doing and he now has a will to live. So that type of an individual from what i have seen is somebody who is more likely to fight back or continue their Killing Spree as they try to escape further. Todd jonathan, 4 00 a. M. In main many, pitch black, i dont imagine a lot of searching is being done right now for sheer safety of the individuals who would be searching thchl guy is pretty tactical and could be lying in wait to ambush officers. My gut tells me Law Enforcement is creating a profile in an effort to track him down. Cell phone, family, friends, the Mental Health facility where he was for two weeks in the summer. Describe this process and what they are doing right now. Jonathan i would say most likely they are looking for him in the woods. A lot of Tactical Units around the country have night vision and they also have helicopters that have access to flair, allowing them to see in the dark and see heat, along with night vision that officers may be using and most likely are using. While the search is continuing, they are also looking at the cell phone usage, what towers that cell phone might be pinging off of if he is in fact using it. They will try to narrow down where hes at using technology and the ability to seek at night and take this individual out, which i will add is the most important issue at this moment is finding him and stopping his Forward Movement by capturing or killing him. He said Law Enforcement found the car near a boat dock in lisbon, southeast of lewiston, where the two shootings took place. Card was not inside. They found the car near boat dock. Person of interest not inside, what does that tell you . Jonathan again, it shows that he is pursuing his will to live by getting away from there or it could be the end of his mental break and may be the case they find this individual dead by suicide as the daylight comes. I want to say one thing. What i do hope Law Enforcement is doing, which is not typical, but a tactic they should start using, where the car is found is not where they should necessarily start searching from that location out. They should be predicting by how fast you can travel from that location and setting up perimeter outside there and searching in at the same time. Todd really important point. This guy targeted a Bowling Alley on crowded youth night, no less. And targeted a restaurant. What does that tell you about this individual and quite frankly, jonathan, his willingness to continue this horrific spree . Jonathan it is interesting, because in 2018, an individual took off all his clothes at 3 00 a. M. And went into waffle house and shot and killed several people before escaping in nashville, tennessee. What is similarity here . If somebody is delusional, they will still be able to pick out where a soft target is because a soft target is where by definition of what that facility is, i mean what the business is, it will draw in a group of people, sometimes large or mediumsize group of people. A Bowling Alley, restaurant, a bar, at 9 00 or 6 00 at night is not unlikely to have a lot of people there because that is around dinner time and it is when people if they are going bowling or have fun, that is where the night begins, that is where he struck. He either knows those places or just saw them as targets of opportunity because they were the soft targets and people need to start realizing, even somebody completely delusional can identify where a location is they can get the most bang for their buck. We didnt know the guy would be found in franklin, it happened in franklin, we did not know that was the case. With concept of perimeter, what is coordination happening in the northeast, in new england, potentially all the way up to canada . Yes, todd, i thought of boston, too, the Community Felt under siege. If you are a parent in maine, are you going to send your kid to school today . Difficult situation for entire community in there. Multiple locations where they are looking. There will be Travel Restrictions, cops, airports, train stations, buses, this suspect will not be able to move without people looking for him. Tips will start coming in. People will see cops everywhere, body armor, anything. They have a suspect vehicle, they do not have a suspect. We dont know if he is in another one. It is tough to have state lines with troopers in massachusetts, vermont, new hampshire, border of canada. Those places will have Travel Restriction on this guy and hell not be able to move or get out of there. There is a lot of perimeter. As agent Jonathan Gilliam said, he has a will to live. They will have drones, helicopters, every team has been mobilized, all hands on deck, canines and blood houns are looking for this person. Tips will start coming in and this is not a shoplifter were looking for. This is Certified Firearm Instructor with military. You saw the bdus he was wearing with the clips and everything. You cant send a couple guys to knock on doors when tips come in, you have to send a full tack team. I think they will look at his cell phone, they have everything on this guy. They have his cell phone, they will do orders for gps on his cell phone, where he has been is important. If hes held up in the woods or somewhere hes known to hideout, they will track gps. Where does he go often . They will look there, as well. Teams at so many different locations, the state and feds will have to come in. Given this guy is in the reserve, will military assist to find the suspect . Overnight, all hands on deck, every cop putting in trauma tack and every cop getting their helmet, ar, highpowered rifle, they are grabbing that and putting together as many teams as they can to be ready. This guy is a Firearm Instructor, Certified Firearm Instructor, he has access to more firearm than most. I am surprised he doesnt have a tack vest. This is for a cop, you see somebody holding a gun like that and this is a person im supposed to get, he is better with a firearm than i am and i am not bad. Well, weve got to look at what Law Enforcement is dealing with right now. We have multiple crime scenes, of course, unfortunately, multiple bodies. I was son was in the navy in maine, we went to lewiston. It is a beautiful Area Temperature is dark and wooded now. The suspect, remember, we have one suspect. We dont really know, is he being assisted by someone else . The police have made contact with his family. He has at least two exwives. Certainly they will go to his home and search all of that. Weve got to think about, if hes this evil to kill 22 people and shoot at least 60 or 70, has he booby trapped his home . What has he done to further hamper Law Enforcement. Looking where his car was found near the water, there is a good chance he has committed suicide. This is a difficult time for Law Enforcement right now. It is dark, it is wooded. It is tough to see. I have faith that when the sun comes up, Law Enforcement is going to find him and either stop him or take him into custody. Carley sergeant, so many questions, one is about him being in possession of a gun. Way too early to know if it is a legal gun or not, that will be fleshed out by Law Enforcement in the days and weeks to come. But, how should we view that . Mentally unstable individual in possession of a firearm. He is an illegal possessior, he cannot have a firearm. Here is the thing, in the united states, we have given in to the rights of the mentally ill to the point we have stopped allowing any kind of significant involuntary committal. This man clearly should have been in a mental institution, if everything we hear about him is true. He was committed for two weeks and let out. A Firearm Instructor with Military Experience and hes out on the street, even though his exwife got Restraining Order against him. We have to allow involuntary committal for lengthy periods of time. We look at rights of the mentally ill, we have to to look at rights of the American People and say when is enough enough when we talk about the mentally ill. Does he have a manifesto . We are still trying to get the manifesto from the Covenant School shooting. What could we have learned that would help in this shooting. So many are committed by mentally ill people. People look back and people say he or she was disturbed. We have to get a handle on mental illness. Carley that is the Person Of Interest, there are stories about the victims, local councilman said he was told there was a childrens Bowling Party taking place at the time. The owner described the Scene Total Chaos and he said there were 100 to 150 people, including 20 children in the Bowling Alley at the time of the shooting and over at the bar and grill, the owner said it was cornhole night and last thing anyone would expect. She said, i feel like this is a nightmare and one man inside the bar said he heard a couple pops, but did not think anything about it because it was halloween time. We are dealing with a situation where a number of injured or dead could be children. All of them are unsuspecting individuals looking to have a good time. That is the thing, this is a beautiful community, these locations he chose i guess have some sort of personal meaning to him. He allegedly has three children himself and that is so heartbreaking when you think about families just out for a good time, a youth bowling league. So of course that is horrific for this community. I have seen Community Leaders and Law Enforcement leaders in the media who sound so strong and so committed to healing their communities. It will be a long road forward for this community and also for Law Enforcement officers who had to respond to this and will continue to deal with this in the weeks to come. Law enforcement officer Mental Health is also going to be an issue in this situation in the days, weeks and months to come. Carley detail here, could be important one. Hes been named a Person Of Interest, why not a suspect . Well, because there is absolutely no way to determine 100 that this is the man that has been identified who is doing this shooting. Again, Law Enforcement is not going to release all information they have about him and the shooting until he is either dead or in custody. They have got to think about from a prosecutorial standpoint, from Evident Iary Standpoint and tactical standpoint and tactics are difficult. If this guy is military trained Firearm Instructor he will know Search Tactics and Law Enforcement tactics and what kind of weapons they carry. I was surprised to see when you look at his picture, it doesnt look like he has body armor on. He could under that sweater, not sure about his will to live. He has a long gun, air 15 stale rifle and pockets of his tactical pants look as though they are bulging with magazines. This could be suicide by cop situation or could have committed suicide. He is incredibly dangerous and i want people to think about the Law Enforcement officers that ran toward the shots when this began and the Law Enforcement officers that continue to hunt him knowing that he is willing to kill. I think people have to keep in mind, on one hand, it sounds like another event in a place which is just another place. But the odd thing about this, these people, we people around here, yes, shock and grief and i cant even begin to think about the heartache. But it is also the fact people around here trust each other, todd, we do good for each other all the time. This is a small place. The entire state only has a million people. We are a small wooded place, im probably 20 minutes from where it happened. What did i do . Im in Androscoggin County, there are 100,000 citizens of maine in Androscoggin County and i did what most of them probably did, racked up My Nine Millimeter and put it beside me and if anything comes through the front door, i will be ready for it. If this man is still alive, given his background, trained professional with weapons, military background, if hes still alive, what are police up against right now . Well, there is two cases. One, if hes still in the vehicle, trying to get distance from this location. I think that is probably safer for the hunt. If hes on the ground and they have to go on the ground and walk around and look for him, it is more dangerous for the Police Officers involved. Reminds me of the search of eric rudolph in the mountains of north carolina, basically only way to know we were on him, probably one of us were going to get shot. That is the danger. The vehicle, it could turn into a vehicle chase, which is safer for police as opposed to going through the woods looking for a person who is well armed, who has training and who has already killed. Todd the focus is gathering information, describe the balance investigators going through with regard to victims. Victims are in the hospital, worst tragedy of their lives, they are crucial to try to track this guy down. Describe that delicate balance the investigators are experiencing . I think actually the investigation of the witnesses, i dont know if many of them will be able to provide Accurate Information on where hes at. I think Family Members can. I think one of the Family Members actually got, when they figured out who it was, said you need to look at this other restaurant or bar that he may have said something about. The witnesses that are injured, i think you want to have Law Enforcement get in front of them so it is fresh on their mind. With medical attention not needed at that point, if it is. What you want to do is look at social media, cellular things like that to find out where he may be going and talk to his family and say, is there any place hes talked about he has some type of attachment to that he may be going. When you look at Mental Health, something may mean something to him that hes going for and they can look at if he has a vehicle, maybe something in the vehicle has a Tracking Device on it, so many do now. Even a satellite radio, xm radio or something along those lines to look at which way he is going. Carley you mentioned a family member, fox news spoke to his sisterinlaw, when the reporter spoke to her, the report is she took a big sigh and said yes, he is my brotherinlaw, my children and i are with police right now, i do not have further comment at thisim too. That does prove police are talking to Family Members. Police are aware he may have a scanner and be tracking Law Enforcement moves. Yeah, with his background, i wouldnt be surprised. Hes planned this. Whatever he did, hes thought about. It has gone through his head. Why wasnt he wearing a mask someone said before . He didnt care about his appearance or being found out. That may lead to he wants a showdown with police or if cornered, it might be suicide or suicide by cop. He has gone through this whole thing, planned in his head and probably what he wants at the end has been thought of before. Todd based on his twoweek stay in a mental facility a few months ago, why was he on The Street With A Gun . I mean, that you will have to roll back and try to figure out. Was there something, they will have to look at laws, was there something someone could have done or it is mindboggling. This is the clearest case of he made threats, he had weapons and intraing and he talked about shooting and still he was out on The Street With A Gun. I dont know what went wrong or what the laws are up there. Can they take the weapon . If they can, how long can they keep it . What defines all those things in there. I think theyll have to roll it back and figure out was something missed . Did someone say he could be out there or not do something . It is one of the clearest examples of who shouldnt have a gun. Carley absolutely, clearly something was missed, unless this gun is illegal, which is an option and we will find that out in the days and weeks to come. We are getting eyewitness accounts. One eyewitness brandon spoke to the Associated Press and he said he thought it was balloons popping, 10 pops he heard. But then he saw this man with a gun and ran, he said he was sliding down the Bowling Alley and hid in the machinery, he is one of the lucky ones. Others are not. Police dealing with two separate crime scenes four miles apart from each other. Number of victims inside. What will police be doing in investigating the two crime scenes . I think that is where a lot of federal and State Agencies will help out. This town does not have the resources to do two huge crime scenes like that. I think the fbi will bring Evidence Response Team up there and Maine State Police will come down here and help out the locals in processing the crime scenes because those are huge and probably based on where the vehicle was and where he went, the crime scene could be blocks long. I think the federal and State Agencies will come together and put have a Working Group and a command post and divvy up who is doing what and how it is being done.
