Because the republican majority in the House Rules Committee has advanced an amendment to delete 300 million from the defense appropriation act, which will go to provide military secure assistance to the people of ukraine who are struggling to defend themselves against Vladimir Putins bloody invasion and imperialist attack on their National Sovereignty and on the rule of law there. That war has involved mass kidnapping of children and i would love to hear from some of our Friends On The Other Side of the aisle with qanon talk about the mass rape of women and girls and mass atrocitatrocities. The pro up the, pro putin element in the maga caucus and that doesnt a play to everybody on the other side of the aisle and i appreciate everything ken buck is doing, these people are trying to cut funding for our democratic allies in ukraine. There was no answer. We dont know why hes not responded to any questions why hes not there. Thats something that democrats say that they want to see. Hopefully republicans say they can see. The goal posts have moved from the point of the white house. The original talk was that joe biden never discussed business with his son. Well, it seems to me this hearing was mischaracterized as it would provide mountains of evidence. What you saw is a hearing that should have been held two weeks ago to explain why this inquiry has switched from an Oversight Hearing to look at problems in the way the Justice Department has been doing its job in to an Impeachment Inquiry. So we didnt learn anything new. I think we had a good explanation about the constitutional bases for switching to impeachment. Those are not without doubt. For example, theres questions about does the full house have to vote to launch the inquiry or not . That hasnt happened yet. Also, can you impeach someone like President Biden primarily for things he did before he was president when he was Vice President. So thats why you really need to see links between President Biden doing things now to perhaps obstruct justice and slow down the investigation. Lastly, the democrats kept complaining we want to see more facts, more witnesses. From their perspective, theyll get their wish that will happen in the next few hearings. Can you explain the process now . Well, sure. Its just like any criminal investigation. You never have its very rare longterm investigation that you have enough to indict let alone to convict when the investigation first starts. Youd have to establish that you have a good reason for conducting the investigation. I think, neil, part of what has you taken aback a little bit here is actually the success of the committees to this point. Thats why i thought it was not a smart move for them to call this an Impeachment Inquiry when they dont have the votes to get a resolution for an Impeachment Inquiry. The committees were doing a great job. If you knew nothing at all about this investigation and learned today for the first time when no one had hired this before that the bidens got 24 million in a space of five years for doing nothing other than being named the bidens and being having access to joe biden, i think people would have found that to be pretty startling. The reason that this seems he hum right now is because all that information has come out mainly through the Oversight Process with the ways and Means Committee and the oversight committee, somewhat the judiciary committee. Certainly theres no question in my mind that whatever you want to call this, and you call it an Impeachment Inquiry, theres enough to look further. I mean, the stuff that has been found is extremely disturbing, i think. Neil all right. Youre saying just to understand it that theres enough there to warrant further investigation, to get emails to link the father or to go beyond that . To go wherever the evidence will lead you. So yes, youre looking at the possibility whether or not you should bring articles of impeachment against joe biden. But people are usually smart enough to cover their tracks about what they do. So you talk to all kinds of people. The point i wanted to make is, this wouldnt necessarily even be even be needed. You wouldnt have this need to get this kind of evidence if the u. S. Attorneys department and the Department Of Justice had done their job. The stuff we saw coming out yesterday and weve seen coming out shows they didnt want any kind of inquiry of joe biden. So i dont know, when Bruce Dubinsky was speaking, the Forensic Accountant and key witness force republicans, saying theres not enough evidence yet to conclude corruption by the bidens and i get that and to sols fine point and yours earlier, john, thats what the this would be about, getting some of these records and others to see if there is with all of this smoke a possible fire. But thats a lengthy process, is it not . Youre going to get a push and pull on what records are going to be released, will they allow them release, banks that could be involved. S. Attorney are in a race in a way to get to the information first. So far the house is winning a race that usually the Justice Department should be winning. Neil who has the edge in that race, andy . Or by definition, first in line . Well, its not so much first in line, neil, as it is who has the better arsenal. If you are actually having neil in other words, theyre not cooperating with each other. Yes. My point is that the Justice Department has much superior means to conduct an investigation than a Congressional Committee does. And you know, part of what sol said before about the failure to order or the failure to get the resolution, ordinarily a House Committee is not like a grand jury. They have authority to investigate in their Oversight Capacity but they cant conduct criminal investigations. In their impeachment capacity, theyre actually looking for crimes. Theyre looking for high crimes and misdemeanors, bribery, treason is not an issue here but certainly bribery. So you would have a little bit more robust power on the part of the house, but it doesnt compare to what a prosecutor can do by plea agreements, the grand jury, Search Warrants and the whole arsenal. The fact that the investigation as john just said has not advanced in the Justice Department, i dont really believe theyre actually investigating the biden family influence pedalling in the Justice Department. If youre launching an inquiry and you have no Fact Witnesses, none of them can testify direct knowledge to what republicans had claimed about biden, is that the best way to launch it or are you saving that . Is that the way that it normally would proceed . I know these are isolated and historically rare events. Impeachment is fairly common now but what do you make of that . I think youre talking about as i understand it tactical political questions. So none if this is the best way to go as a matter of congressional procedure or politics. What is interesting about that, in 2019 when they began the trump ukraine investigation, they did it on the basis not of a vote but of Speaker Pelosi unilaterally authorizing the investigation. The position that gave the Trump Administration argument that they didnt have when it was just a Committee Investigation that the investigation was illegitimate. There hadnt been a resolution from the house. Lo and behold, what did you hear from this entire six hours today . That the investigation is illegitimate because they didnt get a vote from the house under circumstances where the only reason not to get a vote is because they thought they would lose the vote. They had a fourvote margin, the republicans do. They have a lot of skittish republicans in districts won by biden in 2020 for whom Impeachment Inquiry is a very difficult vote. So theyre starting from the position that they cant even conduct a vote on a resolution because they dont have republican majority support. Thats a tough place to start from. Thats why i think it really would have been better to just continue this as a Committee Investigation. Neil so you know, andy and john got me thinking, which is dangerous. That could also mean that if youre requesting bank records and emails and all that and youre going to these entities and have that, they could claim, could they not, that youre not a legitimate this hasnt been sanctioned by the house in a vote or whatever. If you have say what you wanted from the senate on Border Security, would you then cede on ukraine . Im not going to play with that. That seems like a stronger ask from your side. You talked mostly border. Yeah. They havent produced anything. Lets see what they produce. Lets see what we can produce. Thats how you work together. Mcdoor think spoke with independent arizona senator Kyrsten Sinema about a plan to bolster the border. Some senators are interested. The senate bill has significant bipartisan support the way its written right now. I voted for Border Security in the past. I have no Trouble Voting for it. It depends on the details. Well get between 75 and 80 votes for a bipartisan extension for the current spending to mod november. Conservative objections could block the senate from voting on the bill until sunday after the deadline. The house plans to vote on its temporary spending bill tomorrow. Its unclear if that plan has the votes to pass. The House Freedom caucus wrote to mccarthy today saying lawmakers cant be expected to consider a Stop Gap Bill without more information. 61 hours before the shutdown. Well, like i said, i offered a solution, me and the moderates a couple of 1 1 2 weeks ago where we cut spending for 30 days and fix the border. But some of my colleagues didnt want to do that. I respect that. They are sick of whats been done here for 50 years and they have votes, too. They have righteous and legitimate reasons for doing what theyre doing. I dont blame them for that. Unfortunately, we have to work through it. Chairman, i know its very narrow majority that you and your republican colleagues enjoy. Do you think thats in danger . Well, i think that you have a chance every two years to earn that majority from district from the people in america. I think we have to show that we produced something. Not just rhetoric and not just bills passed in the house but things that improve peoples lives. The Biden Administration is running roughshod over the American People. This is an opportunity for the house to put their foot down and say wire not going to pay for that. Neil so donald trump has said stand strong on this. Shut the government down if you must. The challenges that we face every day, not only having to deal with the influx of illegals coming across and the Human Smugglers. Thats a problem that we face every day. Hes trying to get the vehicle out while why have the State Troopers there. The Illegal Immigrants break the windows to get out. Thats when you start seeing them climb out of the vehicle. We arrest the driver and charge him with state crimes for Human Smuggle and ebb investigating an arrest. This is a daily occurrence. Thats what i mean by dealing with that balance, dealing with tin flux of those coming across between ports of entry and dealing with the Human Smugglers that put the danger for these Illegal Immigrants but the danger to the communities that we see with these highspeed chases. Thats why we have to send our troopers and additional State Resources to take down these criminals that are just continuing to increase this Human Smuggling Efforts and drugs that are coming across.
