set to make an announcement at the white house. we're waiting for him to walk out and make a statement and talk about a new vaccine push. we're going to watch to see if he response to any questions from the room. he's answered very few and has not had a single formal press back and forth since he became. . this president is in a tough spot when it comes to the border policy. he had a few questions that were shouted at him yesterday. he remains silent. there's an intersection here over the question of what is going on with the massive border crossings and the lack of testing for covid that is happening. where they are testing, the people coming in, there's a 6% positivity rate in that area. that was shut down any school across the country. sheriff mark daniels from arizona covers 83 miles of the border says zero cdc guy lines are being followed where he is. and chad wolf is here. he says the administration is actively importing coronavirus cases into the country. we'll speak to him about that. right now, house republicans representing the border states are putting pressure on the administration to call this crisis what it is. let's dip in. >> the same workers who are the most harmed by the democrats' policies. >> there's a new sheriff in the town and the texas delegation and it's troy nells representing texas 22nd district. >> thanks, jody and to my friends behind me. those of you that are here, i bring a different perspective to this debate. serving in law enforcement 30 years and a sheriff in one of the largest counties in texas in southwest houston. the stories that i could share with you today but we don't have the time, the horrific stories, the number of victims in fort bend county that have been victimized by illegals would make a billy goat puke. the number of victims in our county where you've been murdered or your family member has been sexually assaulted by an individual or your home was broken into and your family heirlooms are gone forever, only to find out that when i talk to the victim of that crime, i would say to that person, i'm sorry what happened to you, but we caught the fellow. i'm sad to tell you that the individual has been deported four or five or six times. ask yourself the question, how does anybody ever get deported more than one time? now we have president biden with his executive orders, opening up the flood gates. mr. president, i tell you this: your decision has second and third order effects. it's now on local state law enforcement in texas to clean up this mess. it challenges law enforcement. it's difficult enough with our staffing issues. now we're going to have more and more people enter our country and our state across the country. it's ridiculous. to think about releasing all of these unaccompanied minors to these caretakers or these sponsors. it has an effect on our social service programs in the state of texas. not only cps but the local hospitals. this is dangerous for america. i encourage everyone to reach out to our democrat colleagues that seem to support this idea of just opening up the flood gates and letting people come in. spend a few minutes with me and let me talk to you. i think you may take a different stance. i tell you right now, you look at our fence out here. i bet you it was more difficult for you to get in here to this press conference than it is at our southern border. >> martha: there you have it. a new voice on the scene, troy nells, a former sheriff laying it on the line. let's bring in chad wolf. good to have you here today. pretty powerful statement there from in nells. >> yeah, it is. he is absolutely correct. at the end of the day, the local communities there and the local law enforcement have to deal with this unprecedented number of individuals coming across the border that are being released in the communities not only along the border but will go into community as cross the country. we have to deal with that from a public safety perspective, a schooling perspective. a variety of different second and third order consequences that will occur because of this surge in this crisis at the border that we're experiencing today. >> martha: we haven't heard from the president on this very important topic backing up his decision. we heard from him on the campaign trail. he said come on up if you've been mistreated in your country. we will expect a surge to the border, something along those lines. today they sent out roberta jackson who is a coordinator for the certain border to try to field some of these questions. one of them is what are you going to do about this situation? here's what she said. listen to this. >> let's build a better immigration system that reflects our values as americans, enforces our laws, safeguards public health and moves away from cycles of irregular migration. >> so she says we need a safer immigration system that enforces our laws and safeguards public health. what would you say to that? >> i would say they're doing almost the exact opposite at the moment. as far as enforcing the laws, they're not doing that. they have given direction and guidance to ice officials to disregard certain populations from deportation or removal from the country. they're not enforcing border security or the policies and procedures that we had in place the last three to four years and it's having real consequences at the border and driving this surge. you'll see it the coming months, historically high traffic, high illegal border crossing months. you'll continue to see that because the message is clear, the message is if you make it to the border today, you'll get in. you'll be allowed to state and do that throughout your immigration proceeding. they do this knowing that only about 10% of folks apply and qualify for asylum. so letting 100% of folks in, knowing that only 10% at the end of the day qualify is just the wrong approach and something that we dealt with and we put remain in mexico a number of these things to root out that fraud. unfortunately we'll see more fraud in the coming days. >> martha: jen psaki said we're not letting in young people but a lot of people because most don't qualify for asylum. we know point are pouring across the border and they have a catch and release policy and you never see them again. the other thing i want to ask you about, the policy you talked about remaining in mexico. this is the way that ambassador jacobson addressed the question about what they're going to do now with regard to trying to stem this flow. i thought this was interesting, too. watch this. >> there's been multiple engagements with the government of mexico at high level, with the government of kwaut -- governments. >> martha: you know, it all unravelled basically january 20th. now sounds like they're trying to put them back together, chad. >> you're right. it's a disjointed message. we had bilateral agreements and they dismantled them and they're starting from scratch. if you have concerns about the remain in mexico program about different camps along the mexican border, you work with mexico. provide funding and resources to improve the camps what you don't do is close the camps and allow all of those individuals in to the u.s. and it becomes a drain in communities on the southwest border. they have the wrong approach and at the end of the day, it's fuelling this crisis at the border. doesn't matter what kind of message from a u.s. official that says don't come now. they'll see that individuals are coming and staying and vote with their feet. >> martha: now is not the time. the message was a week before the inauguration. they keep saying it now and it doesn't change anything so far. chad, thank you. always good to see you. thanks for coming on. >> thank you. >> martha: with me now is sheriff mark daniels from cochise county, arizona. we heard from the sheriff in texas. what is your take on what you're seeing right now? >> thanks for having me, martha. the biggest question i have is what is working now. i have seen nothing working. these decisions like i said before are hasty, they're unorganized, unclarified. when you have arizona governor, texas governor, attorney generals, you have the federal law enforcement officer association sending a letter as of yesterday to president biden asking for help and clarification, help on the covid since we're in a global pandemic. you have over 2,500 a day, up to 4,000 a day coming across the border and now you stretched out the cvp resources, what i see is fancy work coming outs of washington d.c. i see avoidance and what i don't see is solutions coming out of washington d.c. >> martha: what are you hearing from your folks on the border? >> frustration. that's the key weird. frustration. surrounded by politics. one thing i hear all the time, martha, keep the politics out of what we do. a lot of things are working on the southwest border. it's the best it's been in my 37 years to see what's going on now, in my county alone, we shut down every checkpoint in my county. our aero stat or aircraft is down right now. they're coming across, smuggling is up at the highest level since 2019. i can't see what is working. what i do see is an avoidance and silence out of washington d.c. unless it's a psa saying everything is good on the southwest border. >> martha: the checkpoints have been shut down. the organized legal way of entering the country and going through that system has been shut down. that forces people who might have come through that way to just cross the border at any opening in the wall that used to babying built that they see, right? why did they do that? why shut down the checkpoint? >> they shut them down because this is what we've been told as sheriffs. they need those resources, that manpower to process the mpp program, to process the catch and release program. so they shut those what i call excellent tools to prevention tools and intervention tools to stop illegal crossings. all the measures like secretary wolf was talking about to stop the open border, stop the illegal activity has been shut down. >> that's a remarkable point. i have to leave it there, sheriff. i appreciate your time. i hope you come back and join us. the checkpoints are shut and the borders are open. thanks, sheriff. straight ahead, did meghan markle have a hand in piers morgan being fired? >> the secretary state anthony blinken has confirmed a face-to-face meeting with jake sullivan, they'll be meeting with top chinese officials and their counter parts in alaska next week. the secretary says they will discuss a range of issues where they're deep disagreements between the two countries. the house foreign affairs committee is hosting the secretary of state for a hearing about president biden's foreign policy priorities. blinken says managing the relationship with china is the biggest geo political challenge for the united states. this is on top of the pentagon saying that china may be accelerating plans to overtake the united states world leadership role by 2050. the top commandner the pacific is calling for more american offensive intermediate range missiles in the region. >> if i'm the manager of a baseball team, i could have the best defenses in the world but if i can't score some runs, i can't win the game. >> china recently test fired wynn of their so-called carrier killer missiles. guam host thousands of fires including bombers and submarines. the pentagon may now deploy ground-based intermediate range missiles to the region. as for the administration's plans to confront china, secretary blinken says the united states will rely on alliances to confront china. the specifics on that are unclear. thanks. >> martha: thanks, rich. here now, former secretary state mike pompeo. thank you, secretary. good to see you as always. i want to start with this statement by admiral phillip davidson, which was stunning. he said basically he felt at a disadvantage in the pacific right now and he warned the senate panel there's a new imbalance of u.s. forces in the pacific when it comes to china. he said he needs to score runs and he's afraid he won't do that in a confrontational situation. >> martha, thanks for having me on. i got to know admiral davidson pretty well. i think he speaks the truth. he knows precisely what it is he's confronting there. we were the first administration for 40 years. previous administration just kowtowed to china and allowed them to continue growth. it's not easy. they're an enormous economic partner of the united states of america. not only the military growth but the efforts here inside the united states to steal intellectual property, all the things that the trump administration confronted head on. i hope this instruction will continue. the admiral mentioned that we left the inf treaty so we could build out ground-based missile systems that could provide deterrence. it was overlooked by the world. we allowed the department of defense to allow the work that they needed to do to have the capabilities to deter the threat of chinese aggression. >> martha: so you say previous administrations kowtowed to chide. is this administration kowtowing to china? >> it's a little too early too tell. we'll see what comes out of their discussion. glad they're having this conversation in alaska this week. that is fantastic. i've had those conversations. we saw the chinese communist party wasn't willing to give an inch. they talk about win-win. they look to win-lose. whether it was the broken promise to the people of hong kong, the threats they posed to taiwan or whether it was the virus that they allowed to travel across the world and covered it up and now killed millions of people and destroyed billions of dollars of wealth even here in the united states. enormous harm. those are the kind of things that this administration will have to confront. a dialogue is one thing. it will take a series of actions from this administration to show the chinese communist party that they're as serious now as they were under president trump. >> martha: one of the people that anthony blinken will meet with is prime minister yi. he said they will change the dangerous program tises of crossing the line and playing with fire. what is your response? >> i've had many conversations with mr. wong yi about this and my other counterparts. these men often bluster and threaten. what they understand is determination. the united states has had a consistent policy with respect to taiwan. the trump administration made clear we're going to continue to provide weapons to taiwan for their own self-defense. that's within the agreements and understands that we've had for a long time. we made clear, too, the commercial relationships between the united states and taiwan were going to be real and we're going to accelerate. this administration opts to do the same thing. so the people of taiwan don't end up in a place that looks like where the people of hong kong find themselves today. >> martha: with regard to covid and the origin of it and the role that may have happened in the lab and the markets nearby, stunning piece that lays out a lot of this politco and what was known back in 2018. the thing that really jumped out at me are these experiments that were being done there on the ace 2 receptor, the cell receptor that allows coronavirus to infect human lungs. u.s. officials came to believe that this beijing lab was likely conducting coronavirus experiments on mice fitted with ace two receptors well before the outbreak. research that they had not disclosed and continue not to admit to. were you aware of those findings back in 2018? >> so i want to be careful about some of the things that remain classified. suffice it to say, we have long had concerns about what was taking place in the wuhan institute of virology. we've had deeper concerns about the biochem efforts that they were practicing. it didn't rise to the safety level and security that the us and the would should demand. we tried to work with the world health organization but that didn't work. the chinese party dominated it as well. they are responsible. so yeah, there was a great deal of knowledge about how the chinese communist party was working on programs like what you just described. >> martha: and diplomats said they warned about what was going on in the lab. just a final thought on that, if you could, secretary. why that wasn't acted on. did you go through the who and you regret that? >> no, we were working both through the world health organizations and allies and partners trying to convince the chinese to allow western access to the labs and allow them to build out on their safety programs. at every turn we were confronted robust by the chinese communist party. >> martha: one last question. the president is speaking. i have to ask you about your upcoming trip to iowa and when it says about your future intentions, secretary. >> it's clear. i'm going to work to continue to build the conservative movement and the republican party. that trip will take me to texas, omaha on behalf of a gresh nap -- congressional candidate. i'm going to build out republican success. 2022 is very important and i aim to be an important part to make sure we're successful in 2022. >> and if former president trump decided not to run in 2024, would you consider running? [laughter] well, there's millions of people that will feel that way and be proud to have -- be in a position and ability to get the kind of help that they need. seven weeks ago, only 8% of the seniors, those most vulnerable to covid-19 received the vaccination. today 60% of people 65 and older have received one shot. that's because this is a population that represents 80% of the covid-19 deaths. we've opened support and opened and supported more than 500 community vaccination sites. that's more than -- and they're administering hundreds of thousands of shots a day. for folks that are not near a pharmacy, we're deploying mobile clinics like vans that go to the places to meet the folks where they live. we're supplying vaccines to community health centers to reach those that have been hit the hardest and suffered the most especially black latino, native american and rural communities. this is important. because we know. we have more to do to ensure everyone is treated with equity and those most impacted get the cure that they deserve. saturday we hit a record 2.9 million vaccinations in one day in america. the father says he no longer fears for his daughter when she leaves to go to work at the hospital. the children are able to hug their grandparents. the vaccines bring hope and healing in so many ways. again, a vaccinated american is the only way to beat the pandemic. get our economy back on track and for us to get back our lives and our loved ones. that's why the american rescue plan was so critical. i've want to thank speaker pelosi and the house of representatives for passing the bill and i will be signing it in to law shortly. this bill represents a historic victory for the american people. i look forward to signing it later this week. everything in the american rescue planned a dresses a real need including investments to fund our vaccination effort. more vaccines, more vaccinators and more vaccination sites. millions more americans will get tested including home testing, schools will soon have the funding and resources to reopen safely, a national imperative. the american rescue plan, the partnership between johnson & johnson and merck proves we can do big things, important things in this country. let me conclude with this. tomorrow night i'm going to prime time address the american people and talk about what we've been through as nation this past year. more importantly, i'm going to talk about what comes next. i'm going to launch the next phase of the covid response and explain what we'll do as a government and what we'll ask of the american people. there is light at the end of this dark tunnel in the past year. we cannot let our guard down now. assume victory is inevitable. together we're going to get through this pandemic. usher in a healthier and more hopeful future. so there's real reason for hope, folks. real reason for hope. i promise you. may god bless you all and may god protect our troops and may got ease the pain in the heart of so many people that lost something in this pandemic. thank you and we're going to do this. we're going to get it done. thank you. >> mr. president, what do you plan to do with the surplus? what are you do with the surplus? >> the surplus will -- if we have a surplus, we're going to share it with the rest of the world. we already decided we're going to work with the outfit kovacs. we have the funding for more vaccines around the world. this is not something that can be stopped by a fence no matter how how you build a fence or a wall. so we're not going to be safe until the world is safe. we're going to make sure americans are taken care of first and then try to help the rest of the world. thank you. >> is there a crisis at the border, sir? >> martha: there you have it. one question shouted in and answered by the president about surplus vaccines. he said it would be part of a participatory program to spread vaccines around the world after americans have vaccinated and then shouted question about the crisis at the border to which we heard no answer as you saw. here now for wednesdays as well, will cain. your thoughts on what we just heard from the white house and the president. >> first, i would say this, martha. necessity is the mother of invention. we need to take a moment and we have in the past and once again today to look at the ingenuity of american corporations, pfizer, america, johnson & johnson and moderna. over a year's team, about marking a year's anniversary of this entire shut down due to coronavirus, in a year's time, we have come up with a vaccine. public and private partnership. president trump through operation warp speed. president biden through the facilitation between johnson & johnson an merck to produce vaccines for everybody that wants to be vaccinated by the end of may. that is true, something that we truly should celebrate. that is american ingenuity. >> martha: absolutely is. it is amazing when you think back. we're about at the one-year anniversary about this time, a few days from now, all of in this building were told we're going to lock down, we had to do our shows from remote places. everybody adapted all over the country to a lot of different things. texas, your home state today has officially reopened. 100% capacity at places like restaurants and gyms and all of that. that is a response from dr. fauci who we've gotten to know well over the last year about what he sees in some of the states like texas that are really aggressively opening up now. watch this. >> we understand people's need toe get back to normal and we're going in that direction. when you start doing things like completely putting aside all public health measures as if you're turning a light switch off, that is quite risky. we don't want to see another surge. that is inviting one when you do that. >> martha: what do folks in texas think about that, will? >> well, look, martha, texas is a free state. there's a number of free states in this country now. florida, texas, south dakota. these free states have been so culturely for quite some time. policy is catching up. freedom doesn't mean free from responsibility. so texans today welcome back their choice, the choice to go in to businesses, the choice for their businesses to be open to 100% capacity. yes, the choice to wear a mask, to use common sense in certain situations when and when not. to make that choice for themselves and their families. they will manage that will responsibility. you know what else they'll do? they'll balance that with science. they'll look at the difference things that dr. fauci has said, read the science that is necessary and look at states like south dakota and compare to neighboring states like north dakota. one situation you had a full look down with full mandates and the other no such thing. the covid numbers largely remained the same. americans can compare, new york and florida. use science. texans are free buts will responsible. they'll be fine by the science and by common sense. >> martha: i thought it was interesting, california. making a lot of announcements. suddenly it's like governor newsome is under this pressure for a recall effort to oust him is now saying hey, we probably are going to open disneyland and maybe the first day of baseball. looks like there's an effort from some of these states to sort of say, you know, maybe we got some of this wrong because the numbers in california in terms of death and hospitalization are very close to the numbers in florida. they did things in a really different way. >> right. first, lock downs we'll look back on them including school closures at one of the worst policies. a blunt tool that did little to stamp out coronavirus infections and transmissions. the governors that embraced those lockdowns, the cuomos and the newsomes, they should be criticized, they should be subjected to the truth of their own decisions and in the history books will not look favorably upon those decisions. more importantly while you hear that change of tune, i guess this. i did a diner this morning for "fox and friends" in collin county, texas. you know what is happening there? one of the largest population growth areas in this country. business is booming. corporate head quarters are moving to texas because of tax laws and the lack of regulation but people are voting with their feet as well. they see california, the style of life, the restrictions imposed on them and making choices to move to places like texas and florida. you don't need any greater feedback on your governance than that. people are leaving under your leadership and moving to places where they can be free. what more needs to be said? >> martha: it is stunning. i hear it every day. people saying we're moving to florida. we're moving to texas. we're moving to tennessee. it's largely because they want the freedom to run their business the way they want to run their business, want their kids to go to school. they don't want the heavy hand of government on them. people that like that environment, they're going to stay where they are in all of those places. gives everybody lots of opportunities. i would say this about the school situation. i remember early on, will, de blasio wanted to leave the schools open. he spoke out about it. he said i think the kids are safer in school. people need to go to work and the parents, what will they do if they're home. he held that line. i don't remember. it was a few days or a week or so. then he buckled. i wonder, does he look back on that and say gee, i could have done this differently. >> you know what, martha?
