this whole thing gets stranger by the day. >> harris: johanna, looking at this through the lens of you worked for an administration previous to the trump administration where the president was called "importer in chief." that was a little known secret because mainstream media didn't cover it all that much but he was deporting people and at the same time they were coming across our border, no one has gotten this right but it is particularly bad now. >> johanna: you're right, harris. when i moved out to los angeles i remember people telling me, you know, we call president obama "importer in chief" and that's why it's really important to be pretty careful with our words right now. we've got a lot of republicans saying this president is the president of open borders and he is not. he is calling for comprehensive immigration reform so we can figure out how to bring people out of the shadows in this country and into law-abiding system. >> harris: let me just ask it to you this way, do you think this is working? do you think that president biden coming in and flipping the switch on president trump foster vs former policy is the way to go? some of them were clearly working, johanna, why did he do that? we can't ask him so i ask you. >> johanna: [laughs] so i think actually i appreciate that president biden is showing message discipline because we have reality tv star as president who would answer every question but not give the facts. and what you're seeing is president biden came in and asked to review all of these policies so that they can make a comprehensive immigration policy suggestion and so no, right now, today isn't working? it hasn't been working for a long time. if we could bring together both sides of the aisle, people along the border states in a crisis, i think it's really important. >> harris: we know that's not going to happen because both sides at some point in the last couple of decades have had majority, bicameral majority, and you know, i realize there's time, obama had that bicameral majority, too, democrats didn't want to do it, republicans didn't want to do it and now somebody has to do something because it's dangerous. tomi? >> tomi: exactly, i'm going to wholeheartedly disagree that there been policies at the border that have not worked because they worked in the trump administration, i've seen it firsthand that the trump policies at the border work, you saw apprehensions go down in a border more secure work secure than ever, border agents able to deal with the flow of migrants coming over and you saw people that were not making that journey, were not coming over because they knew they'd have to wait in mexico into their b.s. asylum claims wouldn't be accepted and they couldn't just come into this country and fan out and mr. court date and stay. that message became very clear with zero tolerance in mexico started working with the united states to secure a border on both ends so yes, those policies were working and the reason the biden administration and democrats do not consider this a crisis, when you believe in open borders and you believe in the opportunity open borders bring you don't see this as a crisis because it was planned. they don't mind that they've got people surging into this country but let us also be clear, those that are coming over, the message has been sent to them, if you come to this country you will receive health care, you will receive stimulus checks, they know because they've done this before, overwhelm the system, they know what their rights are and they know that they can't be held when there are no beds so what they are doing is overwhelming the system so they can be released, get a bus ticket, go into the united states, get a notice to appear and then disappear. they are completely understanding what's going on here, the smugglers, the coyotes, cartels are making a ton of money off of this and who loses? the american people. >> harris: to let me get this in there because you mentioned, even the greyhound bus company, emily, has said that if you are going to put us in this position, speaking on behalf of them, the statement they put out, we are going to need negative covid-19 test results from these people getting on the buses. you've got a lot of americans now along the pipeline coming from south of our border that are going to have to deal, those municipalities that sit near the border are going to have to do their own testing of those people if they come in if, in fact, during a pandemic they come in six coming your thoughts? >> emily: as you mentioned, the official numbers from february have not been released but sources tell our john roberts, to your point, harris, that the title 42 expulsions for february were up 72% and i want to focus on another statistic as well, that sentinel seizures were up 360%. here's why that matters, all of this situation, the border situation is against the backdrop obviously of the pandemic and the lockdowns we keep talking about, you spoke last hour with the attorney general of montana who informed the public that the violent crimes associated there in montana spiked over 300% this year, that is against the backdrop of during the lock down the supply chains being tightened to because border cont that math prices were driven up in addition to materials not being able to get in from china. right now? the borders are open, the meth is flooding the country and violent crimes associated with it are spiking. this is not a vacuum down there nor is it a silo. all these points my colleagues bring up are totally accurate but it's not just those migrants and those border states being affected, there are absolutely a ripple effect that translate to american deaths and the quality of life majorly decreasing especially in the realm of violent crime and drug abuse. these are undeniable facts here. >> harris: the attorney general from the state of montana has now joined the attorney general from the state of arizona and he told me today that he expects that lawsuit to grow, this is bringing meth from the drug cartels and crime with it. i want to go back to john rich for a second because we started with you on, we haven't seen the president on this issue. you saw him at that hardware store in d.c. yesterday, john, you can't have gotten a question near him if it had food on it, nobody was going to take that. right? and johanna called it message discipline, is that what it is and is it good enough? >> john: if message discipline means you never answer any questions, that's message discipline. why can we all discussed that ad nauseam him, the left can speak about it for the president of the united states can't even make a simple statement in a hardware store to one reporter? "democrats insist that the so-called stimulus is necessarily necessary to help the unemployed find work but what working parents most needed are schools to reopen. liberals say they relief checks will give people money to spend about the personal savings rate in 2020 was the highest in 50 years which shows that consumers already have money to spend but few places to spend it until the economy reopens, your thoughts on that? >> johanna: yeah, emily, i have a son who is right now in remote schooling so this is very personal. i definitely want our schools open and i think you see the biden administration pushing that. 32 republican mayors joined president biden to push for this package because they need support at the local level to get the testing and tracing come of the vaccine and this goes back open and i agree with you that that is so important. and our small businesses have been hurting too long, they definitely need to be open but i know a lot of them who are open still don't have customers coming in because they don't feel safe. so we've got to get back to a place where it's safe. on pension reform it is a huge burden in our system, our school system especially, these pensions, we need to look at them, that's only going to happen when we start talking about it in a copy in some way. >> emily: tomi, two johanna if asked if he has a point, she's absolutely right, shouldn't that conversation haven't been reserved for that comprehensive overhaul of the pension programs? that's totally separate from the sand as we discussed in an ongoing conversation here, we talk about the underfunded debt obligations, the fact that there's a tremendous liability in the billions and without any resources to fend for it for these pensions specifically and now the taxpayers, that's who is being saddled with it, your thoughts, tomi? >> tomi: exactly because you couldn't just go ahead and address those issues on their own because they make people like governor gavin newsom look horrible because california has unfunded liabilities and pension problems of course are not going to do that on their own because it makes these blue state governors look horrible. but johanna talks about, we had to have contact tracing and make people feel safe. this bill is not going to do that, we know that less than 10% of this bill is going to anything related to coronavirus so let's stop with that tire talking point because it's a giant live. second of all, the reason people are scared to go into small businesses is because they watched the fearmongering media talk about coronavirus on and nonstop and only talks about coronavirus on and nonstop for the last year or so of course people are afraid. if you look at people in states like tennessee or texas, we don't have that kind of fear because we understand that we can manage our own health, our own safety and our own risk so a lot of this goes to the media, the biden administration is doing nothing, get kids back to school, stopped funding blue states in their lockdowns and let's get back to normal, enough with this, it's been a year and a year to long. >> emily: john rich, johanna mentioned that the president wants schools to reopen safely where our eyes have been open to the fact that it's the unions really wielding that control and holding the power in the negotiations, ignoring the cdc guidelines and the negotiation points before going back in the classroom and my question to you specifically as it is this bill a reward for prior votes or is it to ensure future votes? >> john: bill is about redistribution of wealth, i will bring up an old name to you, emily, joe the plumber back when obama was running and obama slipped up and act actually said the truth, it's all about redistributing the wealth. well now they are just actually doing it, they are doing it out in the open and not apologizing for it. 91% of the bill is redistributing wealth, 9% goes directly towards covid-related things so i'm just going to take my cues from the president and his administration and spend 91% of my time not thinking about covid, opening up my business, raising my family, maybe i will get out next year and spend 9% of my time worrying about covid, how about that? as far as those teachers that won't come back to school, did you know that a vast majority of child abuse cases are reported by teachers? him since he's lockdowns and have cases reports are down 27%. do you think that's because child abuse is down 27%? no, it's because these kids suffer in silence while these bureaucrats and unions drag them down the road. >> emily: harris, to his point, the welfare state versus the free market, this bill removes that conversation from the american people, removes our decision and our choice to vote in that way. >> harris: look, i don't want to ignore your question but we have a lot to unpack here and i want to do it on a little bit of time. this bill, the way john rich just laid it out, if we lived our lives the way this bill dictates, he's right, only 9% of us would be wearing masks but we know from studies at 75% of us are still wearing masks no matter what the mandates essays so when you look at a place like texas people are not only going to still be compliant, businesses remain open, nobody wants to be the super spreader on the block so they are going to now with personal responsibility open up but it's so interesting, this bill, one of my favorite food is chocolate covered peanuts, this food is like washing down a package of peanut m&ms with pepto-bismol because there's just so much more that's going to cover you in pink then you are ever going to enjoy from that little yellow package of peanuts covered in chocolate. why do i put it like that?
