So what im told is happening is many parents are sending their children over who cannot be deported under age 17. Theyre trying to get over the fence somewhere else without the kid in tow which is much easier and then hopefully eventually get reunited with that kid. They are also saying that because there are no prosecutions, no consequence so there is no deterrent. But you have to keep in mind this crisis with unaccompanied minors coming to the border being separated from families happened in 2014 under the obama administration. The cages that were built to handle this influx of children who did not have adults with them or who were being smuggled and dropped off at the border. The gop plan has no money for state and local governments. It is notable there are 10 republicans in this group. If all 50 Senate Democrats stick together they need 10 republicans to hit 60 and overcome a filibuster otherwise democrats will use a procedure known as reconciliation to skirt a filibuster. There are people who have devoted their lives to understanding reconciliation. Theyre the most popular people in town right now. Bills must be fiscal in nature and not add to the deficit. You cant include extra Policy Measures under budget reconciliation. Bill want to bring in karl rove, former White House Deputy chief of staff. I understand youve been busy with the ink and with the white board. Analyze the two plans, what do you think works . Lets why are the republicans coming at this asking for skinnier package . Two big reasons why. One is a new report from the Congressional Budget Office that says the gdp is predicted to return to its prepandemic level in mid 2021. Economic growth will return. Gdp dropped 3. 5 last year. It is expected to be 4. 6 for this year, up pretty dramatically. The republicans are looking at saying the economy is coming back by the governments own projections. The second thing is and you heard it from senator. There have already been five packages. It would bring the total to 5. 5 trillion. By comparison the budget the last budget for the prepandemic period was 4. 4 trillion for everything in government. The republicans are saying we better be more careful and Economic Growth is coming back. The first difference is state and local government. 370 billion from biden, 0 from the republicans. Republicans are saying there has to be a limit on how much were willing to give state and local governments. This is khilted towards blue states. They use changes in medicaid funding. Red states the end to have less Medicaid Spending, blue states have lots more Medicaid Spending because they have more generous benefits and tilted it towards states like california and new york and illinois and not so much they still have to give money to texas. Texas got 27 billion. Our Budget Shortfall for the coming biennium next two years is estimated to be 1 billion out of over 200 billion in spending. Were going to get a bunch of money from the federal government making us fat and happy while they payments to individuals you talked about it earlierier. Republicans want to limit them to people who make less than 100,000 per couple, 50,000 per person. Democrat plan allows people making as much as 300,000 a year and a lot of kids to get Stimulus Checks. Unemployment same thing. Republicans say were with you between now and june lets spend the same amount of money between now and june. If the economy is coming back we dont want to say to people if you stay unemployed and dont take that job you get your normal Unemployment Benefits plus 1600 more a month, if you stay unemployed they want to say we want to remove that disincentive for people to return to the workplace. School reopenings. Democrats throw a bunch of money at the schools. 35 billion for colleges and universities. The republicans say 20 billion is what appears to be needed to reopen the Public Schools k12, where are you coming up with that huge figure . Finally an increase in the child tax credit. Republicans say now is not the time to be increasing a permanent part of our tax code on the child tax rate. We already have a generous one. Lets have that debate another time. Dana what do your instincts tell you. The white house final offer was their opening bid. Do you think the white house has already made a decision to go forward and do this on reconciliation, go big, their base wants it, they think they didnt go big enough in 2009. Do you think they already made a decision . I think there is a lot of pressure and thats where they will probably end up going and i think it is a mistake. They ought to say can we find things on which we agree and well take those out of our overall bill and lets do those under regular order so at least we agree on certain things. The vaccinations, etc. Lets do that together and we democrats will go and do our thing on reconciliation for things you cant stomach or support. Be better for the country. We would end up much in the same place but they would look like they were making an attempt. This smells like february 2009. In truth the house republicans. Obama is thinking about a stimulus bill.
