Many years ago I had €7000 squirreled away to put towards a Citroen DS21 Pallas. My wife decided the money would go towards buying a house. We still have the house but I haven't got the car. Just looked and there are not many under €18000 in decent shape. I haven't given up hope though so that would be.my buy.

Assuming it magically works and you don't ever have to spend a fortune fixing them then a Jenson Interceptor is rather nice.
