In the summer after the Washington Football Team drafted Dwayne Haskins, a former high-ranking team official offered a grim appraisal of the pick irrespective of the quarterback. Both player and team were doomed by dysfunction and incompetence entrenched in the franchise, the former official said, speaking anonymously to give a frank assessment. The lame-duck coaching staff didn't really want him. The team president was bumbling. The owner, Daniel Snyder, pushed for his selection. Haskins's talent was beside the point.
