I just see governors and mayors cracking down on gatherings, trying of to keep people from being around other people. But the markets are still rallying. Are they looking past that, towards the vaccines . Well, they are. And i think too its important that as of fence ive as a lot offensive as a lot of the actions are that the governors and mayors are taking, trying to set dra dray draconian rules agy thanksgiving celebration doesnt affect the market. On a macro level, its not that economically impactful. Now, certainly these different restaurant closings and other things that are happening in certain cities have been a problem but really, dagen, weve seen since the summer that the market has had a better understanding of this virus than almost any public official has had. They know that essentially theres going to continue to be spread. Weve got to learn to live with it. Now we know a vaccine is coming. But no, theyre not able to shut down the economy because American Ingenuity wont allow for it. Dagen i want to move on to joe biden is lining up people for his cabinet. Former Federal Reserve chief janet yellen expected to become treasury secretary, would make her the first woman to hold that position. What is your reaction to this . What does it mean for not just, again, more fiscal stimulus potentially, well, definitely, but also monetary stimulus . Because she will have certainly a relationship with the federal research which she knows well. Yeah, i think if you go back to the 90s, there has been a treasury fed accord building in our country thats very unique. We didnt really used to have. And certainly the relationship that greenspan had with bob rubin in the 90s, even if you go to the covid moment, the Mnuchin Powell dynamic was really quite unique historically as well. Having a former fed chair be treasury secretary is a surprise to me. Chairwoman yellen will probably be received well with markets, she was doveish with Monetary Policy in her time with fed chair. It could have been so much worse. The markets have to be relieved that it isnt someone that could have been far, far more progressive and so forth. Dagen you mean Elizabeth Warren. You mean Elizabeth Warren. Obviously, weve heard her name. I never believed he would go that way. Youre right, that kind of a person could have been really awful for markets. I am surprised by the pick. She doesnt have administrative bureaucratic type experience. This is more of a diplomatic role. But you know what . I think that markets have to be relieved, it isnt worse and definitely as you point out, that relationship with the fed is key as we go into the post covid economic reality. Dagen Jon Hilsenrath jump in here, were going to discuss janet yellen a little later this hour but just jump in here because this is an unusual pick. I suspect that biden in part picked her because shes already been confirmed by the senate and there are three republicans who are still senators who voted for her confirmation as a fed chief. I think its susan collins, Lisa Murkowski and theres one other republican, i condition remember. Yeah. Well, theres a lot to unback here with this unpack here with this pick, dagen. I think the main message that bidens is trying to send is that you know, hes putting in qualified people with stature in these jobs. And i think he was really looking forward to the headlines and the tv roles that kind of had her picture up there because the American Public is used to seeing her on economic matters and is comfortable wither, certainly the Financial Markets are very comfortable with her. They like the fact that she has this reputation as a dove, which means that she supports Government Action to boost the economy and drive down unemployment. You know, i think the left might be a little disappointed with janet yellen. She is not of the aoc wing, sotospeak. Shes a pretty conventional democrat and in fact she raised Interest Rates in the last years of obama and the first years of trump. Because she was concerned that we might get too much inflation. So shes kind of a left but not very left of center democrat. Dagen well discuss that, jon, because, again, if you ism going to hold it. Im going to just tease that, tease it out about maybe the fed taking on a third mandate what her role would be in doing that to basically address racial inequality and our economy and financial system. So theres some progressive policies that janet yellen could work into a Biden Administration. Do i have a second to make one other dagen yes, go. I just want to Say Something about thanksgiving, which your guest was talking about. You know, this is going to be a different thanksgiving. Im prepared to allow to not see my whole family this year. Because i want to see them next year. It stinks. But you know, i think we just have to live with that. Dagen im going to debate you on that. Its not just about i agree with you. Its a personal choice. But its about the draconian rules of like shutting down restaurants in los angeles county, when theyve spent thousands of dollars for protective gear and equipment and theres no Contact Tracing in a lot of these places so theres a lot of rules and edicts and orders but theres not a lot of substance behind what these governors are doing. So its about business. I understand about thanksgiving. But its about business and thats my concern and the economy. And it not being able to recover on the other side of this. David, i digress. I said the swamps back as the way it seemed but what do you make so far of these picks from joe biden . Well, dagen, i mean these are old basically obama hands, the john kerry pick shows that bidens going to really lean into Climate Change. Im sure kerry is going to have a lot of power. The left has to be saying well, what about us . Bernie sanders wants to belabor secretary. He hasnt announced his pick yet. Ive heard thats unlikely to happen. Elizabeth warren obviously wanted treasury. Who wouldnt . So i do think that bidens going to have to pay off the left. I think the biden camp is going to be diverse. There are a lot of washington insiders here, no doubt about it. There are pros and cons of that. But overall, the biggest pick obviously yellen, the markets are going to like that because someone like warren was not picked and but listen, some of these fights, i dont know these, this wave, but there are going to be confirmation fights because in all likelihood, barring a doubleheader sweep by democrats, republicans are going to be controlling the nomination process. Dagen i was saying earlier that thats clearly one of the reasons that janet yellen got picked for the treasury position. When she was confirmed as the Federal Reserve chief, there were 11 republicans who voted for her in that confirmation and three of them are still in the senate. I missed i said lisa mor you could yomorcould you sigh, susae coulmurkowski. I dont think thats going to satisfy progressives. I think its a rational thing where youre saying listen, we cant go too far left with these cabinet picks and big picks that were going to be making because otherwise were not going to get them confirmed and obviously the biden team like any first term president wants to get his team in place right away. At the same time they have to do something for the aocs or otherwise theyre going to be called out of. There is friction in the party for now theyre unified. Thats not going to last. The wall street journal editorial today calls them liberal internationalists, blinken is reassuring but kerry as climate czars is cat nip for china, the journal says. Kerry obviously knows how washington works. He doesnt have a lot of great relationships with republicans, obviously, was controversial to the gop as secretary of state. So i dont think theres going to be a lot of kumbaya on Climate Change with john kerry heading the administrations effort. What does she bring to the table other than maybe an easy confirmation, as treasury secretary. Certainly assum a kumbaya relationship with the Federal Reserve. Jon yeah, its a kumbaya relationship with the Federal Reserve and also with the Financial Markets which is why you see i think one reason why you see the market up so much this morning. I think one of the things we could see from her early on is an effort with fed chairman jay powell to reinstate some of these rescue programs that treasury secon secretary mnuchit called to end. I think we also need to be talking this morning about Janet Yellens limitations. You know, shes been pretty insulated from the political realm in washington in 25 years of jobs that she spent a lot of it at the fed which is an independent agency, some of it at the council of economic advisors. Shes going to be in the political spotlight right now and i think thats going to be a real test of her skills, in particular her ability to work with progressives on the left who want more from her and conservatives on the right who want less. Dagen well, one thing ill note in the original article that was written about her, she did, jon, a lot of work and this is, again, using fiscal and by extension Monetary Policy, to kind of reshape or improve inequality, income inequality and racial inequality and she has done she has focused a great deal on that during her career, has she not . And again, whether thats wise or not, whether thats doable or not, just talk to that. Jon i mean, i think its a really important issue and one of the lessons we learned from President Trump and the policies he pushed is that when you drive unemployment down, you tend to help low income workers and blacks. We had black unemployment at the lowest levels weve seen in recorded time because we pushed unemployment so low. And so ironically, i mean, i think this is an area where President Trump and janet yellen are on the same page and where there might be more to learn from both of them. Dagen assuming that they agree on you how you achieve that. Steve, but there is this dangerously potentially this idea of like if trump did it, its bad. Weve got to get rid of it. What say you . Steve thats a great point. I think this pick kind of shows that hes not going to go that direction or hope that hes not going that direction. He didnt go out there and get senator warren who would have been more difficult for everyone to swallow in this role. He wanted a win. He got a win. He got someone that everyone generally knows, respects and should get passed very easily. The one that caught my eye though was the john kerry pick. That one, when were looking at stuff, were like where is new demand going to come from, where is this government going to push demand, where is the economy going towards . And by putting a high profile name in that newish type role, does that mean lets be honest, the guy isnt incredibly popular on the republican side of the aisle. Are they going to push strongly into the green space . Are they going to push this Climate Change, not just verbally but are they going to get the government behind a lot of these programs . If thats the case, frankly thats what were getting together today, my investment excite at this, thats what were going to talk about is this new demand and what businesses are going to benefit from that. I think its a big sign. Dagen jon, really quickly, youve got 15 seconds to answer this question. Would janet yellen support keeping corporate taxes where they are, rather than raising them even to 28 which is what joe biden ran on when he was running for president . . Jon great question. She doesnt have much of a record on tax poll civil i dont think she would be a big impediment to biden on trying to push that up. Its really the resistance in the senate with republicans thats going to stop that from happening. Dagen right. But how do you think off got the black Unemployment Rate down to the lowest since the early 70s and the 50year low on unemployment . A lot of that had to do with cutting corporate taxes. Joe biden expected to name picks, some of the names include former deputy secretary Alejandro Mayorkas to head the department of Homeland Security, former deputy cia director avril haines for director of National Intelligence. One of the picks, Jake Sullivan for National Security advisor, attracting some backlash this morning after comments he made in 2017 advocating for china, encouraging, quote, chinas rise in a manner consistent with an open, fair, rulesbased regional order. Joining me now, fox news senior strategic analyst, general jack keane. What do you make of these picks, general . Always a pleasure to see you. And of all the again, the stance that weve taken and the toughness that weve taken on as a nation against china and all that it does to its own people and theft from us an the like, what happens in the next four years with some of these picks . Well, were not sure, to be honest. Because there hasnt been much discussion on Foreign Policy and National Security certain any the campaign. It was not a debate which normally this is the subject of. But i think given the history of the people that are being selected and president elect bidens own history, we can certainly get some inferences. China will absolutely be their number one challenge. It is the bilateral challenge for the United States of the 21st century. And the choices that theyll make are not going to be easy ones. As they have not been for our president who is serving right now. This is a complicated issue. Theyll have to decide what are they going to cooperate with on china, for example, the pandemic or Climate Change. What are we going to compete with on china . And certainly competing economically and competing with ai, artificial intelligence, 5 go. Quantum computing, all of the advanced technologies are going to be there. And this is where it gets tough, what are we going to confront china on . And are we going to confront them on their economic coercion, on military intimidation in the south china sea, on what theyre doing in terms of human rights. These are all choices and all the choices have consequences. This is a centrist selection, i believe, people who do have Foreign Policy and National Security experience. They will rely heavily on multilateralism and relationships with allies to achieve United States objectives and goals. But it remains to be seen what their tough choices theyll be making. Dagen john kerry has a history, certainly. Joe biden named him, hes former secretary of state, hes now the crclimate czar, the special climate envoy. He was one of the key architects of the Paris Climate Accord and the Iran Nuclear Deal which weakened the United States in myriad ways. General keane, the journal referred to him, the editorial page, climate czar is cat nip for china. He literally sent billions of dollars to a nation that wants still to wipe the United States and israel off the map. Yeah. I think thats an unfortunate pick given the track history here. Certainly what youre referring to there is the Iran Nuclear Deal which came about in 2015 and every major issue you that we put on the table that the iranians didnt like, they threatened to leave and guess what, we conceded every single time. Thats why we wound up with a new clear deal that gave the iranians a path hadwaway to a nr weapon, the absurd at this of all of that and nowhere at any time no inspections, a quite extraordinary deal and no restriction on the behavior in the region or construction of ballistic missiles. Yes, that was a lousy deal. The second thing people may not recognize, but when the russians were intervening in syria in 2014, secretary kerry told lavrov, who was his counter part, foreign minister, do not bomb any of the monarchs that we are assisting as our proxies on the ground or you will suffer the consequences. They were the first ones they bombed. Guess what we did . We did nothing. How hollow was that . The concern with kerry is the desire to make a deal at all costs and we wound up with a pretty lousy hand as a result of it. Dagen i want to turn to you amazing. I want to turn to china. What the Trump Administration is trying to do is set to put forth strict measures against china, to create a Global Alliance to push back whenever beijing uses trade to put pressure on other countries. Recently australian imports were boycotted by china. Will this make a difference . Well, it certainly would make a difference. I think its late in the Trump Administration to forge Something Like this together. What this is really about is chinas economic coercion and blackmail when a country does something thats normally geopolitically or critically opposing china and thats what happened with australia and what this would mean is that likeminded countries supporting australia would compensate for the boycotting of commodity items so that australia doesnt suffer an economic setback. Thats essentially what this is. But that would of take time to stitch that together and i think its something that likely will be passed to Incoming Administration assuming that we do have a change of administrations and theyll have to carry through on this. The midtown, im sitting across from barclays on 50th street, my 50th street location between sixth and seventh, and they have anywhere from seven to 10,000 people in the building. Theres not 100 people in it now. And those are the people that come and dine at my restaurants. And its the same all over the city in the four locations. Equities to overweight, bullish on large cap tech stocks. Theyre bearish on european equities, citing exposure to financials. Your take, how are you positioned in your portfolio . Tell me about these markets. Still a bull market, isnt it dagen, its going to continue to be a bull market as long as monetary authorities remain as expansionary as they have been and continue to be. The most important aspect of what we have going on, weve seen a change away from tech stocks. I tend to disagree a little bit with your comment earlier on that its going to be a tech stock rally. I think its going to be a rally predicated upon value stocks, steel, rubber, railroads, shippers, that sort of thing. Copper miners. I think the things that, as ive said many times on the show before, i want to own the things that i understand that if i drop them on my foot will hurt. Simple things incumbent in economic growth, i think were going to see that. I think that the strength this morning is preed calletted upon the fact predicated upon the fact that the president is acting like an adult and giving the gsa the ability to work with the team of bidens work coming into the next presidency. I think we have a lot of things working here. The monetary authorities remain expansionary. The yield curve will remain wide and widening. Ill take issue with the fact that the group youre talking about says its going to be a techled rally. I think it will be a simple value numbers led rally instead. But its a bull market. Dagen i mean this as a compliment. The dirty fingernail stocks, Charles Payne always refers to them. But its the knity gritty of our economy, right, den it in . Yes, exactly. Thats exactly right. Joe biden expected to name former Federal Reserve chair janet yellen as treasury secretary. If confirmed she would be the first woman to hold that position. How is this going to impact not just fiscal policy, but maybe even Monetary Policy . What say you . I think its important to have a great relationship with jerome powell, she has that Going Forward. I think the markets are relieved that we didnt go very, very far to the Elizabeth Warren side of the camp. But i think its really having a comment on fiscal policy. I think well have more on that well see social issues being addressed as well through the treasury department, something that mnuchin has done in the past. I think these factors are going to play into the market and well also have to see what happens with climate accord and climate carbon taxes because i think she is pro ghg on the carbon tax issue which might add a level of Regulatory Burden onto businesses. Dagen ill push back on that. Steve mnuchin as treasury secretary in the Trump Administration did address racial inequality, just simply by putting in place a broad deregulation and lower taxes backdrop, environment, and that lifted wages for people who dont have even college educations. It lifted wages, lowered unemployment for black americans, latino americans. So again, its not the goal. It was the policy of how you get that. Do you worry though that these that taxes get raised under a Biden Administration . He ran on it. I am worried about taxes being raised. I think the opportunity zones definitely did provide that framework to allow for creation of new yo jobs. The regulatory framing, a lot of the cuts which havent been told, those cuts have actually helped Small Businesses across the board and create those opportunities for jobs. The question is what do we do Going Forward post covid and i think thats what markets are looking for to see what happens but in general overall markets have breathed a sigh of relief over whats going on, having someone they know and someone that worked with both the fed as fed and the council of economic advisors. Do you buy going into the Holiday Season . Retails tough, especially the burlingtons of the world many i know they made a little wibit of a pop today. The reality is, theyre not making any money. Covid, though the vaccine is out which is great, theyre not going to rebound any time soon. Its not like production will go back to what it was. Best buy and dicks, they weathered the storm better than most. Very little reason to believe that wont continue because they can handle outdoor sporting, can handle the entertainment part now that people arent going to movie theaters or going on trips. Those should benefit more. Like dennis is saying, im completely on board with this. I love tech longterm. It got ahead of itself. The zoom, the prices youre seeing are way too high. I love the drop something on your foot like you were saying, like the value side. Im going to use that later. But the value side of things right now i think is definitely more the play where you can find more opportunities. Retail, ive just been against it for a while. I dont see any reason to change my mind. Dagen you said the vaccines out and its not. The pfizer i mean, the news might be out. Thats what i mean. Dagen when people start getting vaccinated, does that make a difference . So is that all factored into these stocks is the question. Thats what i mean by that. I mean, now that were seeing the light at the end of the tunnel. Youre right, its not going to be out tomorrow. Were not all getting vaccinated tomorrow. Six months from now, nine months from now, the majority of us will have the opportunity to get those vaccines and so we should start looking for where that is in the future. Lets not worry about what happened in the past. When were investing its whats the next demand going to come from, where will we see the next opportunities. And so saying that were all going to continue to do zooms to the same degree weve been doing the last six months i dont think is realistic. A year from now, people will be burnt out on that, well see spending on travel and entertainment. Those are the opportunities that are out there versus the tech world which made a killing which was great. Dagen before we go, ill say the markets saw the good news on the horizon month after month after month. I understand the monetary stimulus and the fiscal stimulus but i think investors really saw the fact that these vaccines would be coming out at a record pace and a thats pretty incredible. Its because if you look at sullivan, if you look at kerry, they in the past have really put america second and put the interest of china and iran in particular ahead. Additionally with sullivan we have to remember that he was one of the ones that was pushing the russian hoax, the Conspiracy Theory that there was collusion between russia and the incoming Trump Administration. He was one of the ones that was gumming up the works with the transition of power between the Obama Administration and the Trump Administration. So this is just going to be obamas really third term in terms of Foreign Policy and remember, their Foreign Policy was a disaster. We had the Iranian Nuclear deal which funded iran, which allowed them to fund terrorist organizations all over the region. You had the failures in syria as well. You had the rise of isis. But the big difference this time, dagen, is theres a new rising super power in china. Its very clear from the comments sullivan has made, the comments that biden has made in the past, ther they will likely ignore the rising threat of china as well. Im actually im not ready for that one. Dagen im going to turn to this. Lets talk money, stimulus stalemate. Congress remains divided in agreeing to coronavirus aid. We had the owner of bobby vans restaurants on last hour. Hes like i wont survive if we dont get more paycheck protection money. A group of more than 125 of the nations Top Economists speaking out, urging the government to pass the stimulus package, they say it would assist in keeping millions of people out of poverty. Just looking at the money, the unspent money that just simply needs to be reallocated, i think its about 135 billion left over from the paycheck protection program. Whats the holdup, congressman, guy, in reallocating that money . Dagen the holdup is really nancy pelosi and the far left democrats. All summer and in the fall you had them holding up another relief package because they had an outlandish wish list of stimulus checks going to illegal immigrants, tax cuts for billionaires and millionaires in blue states and of course they wanted to bail out the mismanaged budgets of blue states which have been mismanaged for decades. So it was these radical policies that kept republicans from joining with the democrats. But i would encourage nancy pelosi to have a skinny package, one that gets real help to real people that need it, more money in ppp, more idle loans and grants, for example, more direct stimulus payments to american citizens. We can find a middle ground. Unfortunately, pelosi and the far left democrats will not budge from this far left democrat wish list that you saw in the socalled heroes act. Dagen i thought new york was a mess in terms of the leadership here. But what the heck is going on in pennsylvania that alcohol sales on the night before thanksgiving have been banned from 5 00 p. M. Until 8 00 a. M. On thanksgiving morning in restaurants and bars . Whats the science in that . Right. There is no science here, dagen. We have governor wolf, probably the most liberal governor in the United States second only to gavin newsom calling the shots. There is very little rational basis with these orders. And its almost as if theyre being punitive on Small Businesses and remember that these actions are crushing the revenue thats coming in to pennsylvania and theyre going to turn around to the federal government, asking for a bailout. So again, its the hypocrisy of oh, these orders, their edicts and theyre not sciencebased. Theyre draconian in terms of how many people you can have in a house. Is that 500 square foot apartment or 5,000 square foot mansion . Thats why people are angry. Its because there have been real world consequences and even deaths because of decisions made by the likes of andy cuomo and then they have the adas a audaco lecture us about what is right and good for us while they defy their own orders. How do you get to those exact points. Theres a difference between 5,000 and 50,000 square foot place. These restaurants that are getting shut down, they spent so much money trying to get prepared for the winter, especially in the colder climates like new york and chicago. They spent so much money preparing for the winter and doing outdoor spaces, doing the cost involved in making it safe for everyone and then to get shut down right at the end point its so hard. I mean, i know in chicago they shut down the restaurants about a week ago. A lot of restaurants are ignoring it. Theyre saying no. Because they know that theyre going to go out of business if they have to ride this entire winter out without anyone being able to come inside. So let people make their own choices. If they want to go to a restaurant, this isnt like it was in march and april when there was a lot of unknowns. We know where were at. We know the general rules of the game that were in. Let people make their own choices. If they want to be in la and go to a restaurant outside, fine, thats their choice, let them do it. Why are they waiting until december 10th . Good morning, dagen. Yeah, the Pfizer Vaccine if you recall, the eua was submitted last week. Theyre not scheduled for a data review until december 10th. Theres a lot of data to be collected and pfizer has to put together safety data to ensure that not only was the vaccine safe in the people they gave it to but theyll be able to safely mass manufacture it. Its a lot of collecting paperwork, a lot of that red tape and moderna is also expected to submit for their eua very soon with their data review ten activity scheduled for ten tiltentatively scheduled for december 18th. Within 24 hours of approval theyre ready to ship out tens of millions of doses because theyve been manufactured and theyre ready to be distributed right away with tens, possibly 2 20 million americans being vaccinated by the end of 2020. Dagen with the astrazeneca vaccine, whats the timeline on that. We talked to somebody yesterday from astrazeneca. The phase three trial is ongoing in the United States, the data they were referencing was collected in studies that were done overseas and so it looks like that its not theyre not quite on the same timeline as moderna. Absolutely. I mean, its going to be 2021 before we start seeing submission for approval through the fda for astrazeneca. I still have a lot of questions regarding the astrazeneca vaccine. Theres questions regarding why the half dose, full dose provided a larger efficacy than the full dose, full dose. By the way, that happened on accident. They didnt actually mean to do that. And the 90 efficacy theyre quoting was actually only in 2,000 participants whereas the moderna and pfizer were seeing about 40,000 participants. We need to get more data from astrazeneca before we start reviewing that and looking at that towards the future. And as you mentioned, the u. S. Trial for astrazeneca was put on hold for about six weeks and we would look to have more information from that. Everything that was put out from astrazeneca was via a press release yesterday. Id like to see more expert review of their data before we Start Talking about that but the good thing about astrazeneca, it also exceeds expectations in terms of efficacy and safety as well and it is easily stored and is significantly less costly than pfizer and moderna vaccines, therefore is able to be distributed to a lot more low Income Countries and stored at much easier temperatures. As you mentioned, we have 83,000 americans hospitalized right now with covid19. In the spring we had about 58,000 hospitalized. But we had 58,000 hospitalized in regions in the nor east, and the northwest. Now we have 85,000 americans hospitalized across the entire country so it is more spread out. And as weve been talking about vaccines, we cant forget under euas we have two mono slow naiclonalantibodies that have bn approved that are keeping people out of the hospitals. You still see in areas, specifically the midwest, there are some Healthcare Systems being overrun so its going to be a fine balance. I want people to be happy and healthy. I want people to be able to get together safely on thanksgiving. However, if we dont make smart moves for thanksgiving, were going to have a really tough Christmas Holiday because as you see, restrictions are already happening and more are going to come if we dont get some of the spread under control. Yes, were going to have maybe 20 million americans receive the vaccine by the end of december but that doesnt mean that theyre immune until midjanuary, end of january, and still the phase one goal for vaccination really only vaccinates about 15 million 15 of americans and if you add that with the data for the people who have maybe already gotten infected and are immune, were well below the herd immunity threshold. It will take a few more months for us to get the vaccines, get them to the general public. From now until spring, early summer, well have to continue safe measures and doing what we can to lessen the spread, to make sure the Healthcare Systems are able to function and that we save lives.
