We have fox Business Team coverage with Jackie Deangelis in the new york newsroom, blake burman reporting from washington, also get to Hillary Vaughn in wilmington, delaware, president elect biden just wrapped up there remarks on the economy but blake, lets start with you. That is the big news today. That Moderna Vaccine. Tell us about it. Reporter they expect, connell, moderna does to apply for the eua, emergency use authorization in the next couple weeks. Maybe distribute the covid19 vaccine by the end of the year. When you look at numbers on the Clinical Trials it is about as good as they hoped for. Here they are. 15,000 patients who took the covid19 vaccine, received doses two weeks apart, proved to be 94 1 2 effective. 15,000 patients also had the placebo. In terms of how the distribution work, how they get it, how is that going to play out and what do you know about it . Reporter its a good question, right . What are the details whenever there is a vaccine or vaccines down the line, who gets it, when and how. I asked the white house about this, connell. Here is what white house official Brian Morgenstern saying they still need data to come in, all of it at least to figure out who gets it when. He told me, and i quote, the cdc will provide further details about prioritization after an independent review of the data by experts. He goes on to say we anticipate the first doses will go to vulnerable populations and health care workers. Connell . Connell makes sense, blake, thank you. Blake burman live from washington and there is plenty of optimism today on the vaccine front, understandably so but reality when it comes to the virus in many states, thats far from optimistic. In fact you look at hospitalizations from covid, they have reached alltime highs in at least 26 states. Over the last week t prompted new restrictions to be put in place in many spots. Of course that has an economic impact. To get all that into perspective get to Jackie Deangelis live in new york. Reporter good afternoon to you, connell. Maker, creator of the pfizerbiontech vaccine we heard last week, 90 efficacy, he said life will not go back to normal until next winter. Were not really in the thick of this winter just yet and weve been through eight to nine months of the pandemic and people have fatigue. That gives you perspective how these vaccines will be distributed and what the expectation is for enough of the population has it we can resume our normal activities. It is positive yes. The market is reflecting that. Definitely something to think about as we look at the kinds of numbers were seeing heading into the thick of things right now. 26 states as you mentioned with covid19 new daily cases alltime highs. Louisiana, new hampshire, new jersey, pennsylvania, california, new york. Look at some of those numbers there. They are pretty troubling as Mitch Mcconnell said today on the senate floor. You know states with record hospitalizations illinois, indiana, missouri, ohio, theyre seeing some big jumps. That was always the thing, that the hospitalizations were going down. We need to watch it. Restrictions in place across the country, new ones in new jersey, restricting indoor gatherings. Oregon implementing a two week covid19 freeze and the governor warning that violators could face jail or even hefty fines for breaking those rules. In Washington State some new rules too. Bars and restaurants cant seat patrons indoors. The Retail Stores including groceries have to limit to 25 capacity. Gyms cannot serve customers inside. You know were going into thanksgiving. So many states said limit your gatherings, this will not be your normal turkey day, connell. Connell no doubt about it. Well talk about that right now. Thank you, jackie with dr. Michael sag a little bit. People are trying to make plans. A lot of good news. Dr. Sag university of alabama birmingham professor, division of infectious diseases. That news is reflected in the stock market. People are optimistic about something. First pfizer and now moderna on the vaccine front but i may as well start where jackie did on this question what do we get something resembling normal in this country . What is your best sense to that . I agree with the comment from pfizer i think it is going to probably be into the fall and winter of next year. So we have some time. It will start maybe Getting Better into the summer but heres what we should look at, before these vaccine results came out none of us knew when this might end. That was kind of harrowing. Because it could have gone on frankly for years. Now we know that there is a lieutenant at the end of the tunnel and that light is not a train. So thats good news but in the meantime as you also just heard the numbers of cases are reaching levels we have not seen before and from the cases goes the hospitalizations and then unfortunately the deaths. So what i would plead to everyone to do is lets triple down on what we know to do to protect ourselves. We should be wearing masks, avoiding gatherings. Thanksgiving and christmas unfortunately will have to be different this year but maybe if we all do what we need to do next thanksgiving and christmas will be better. Connell right. Because when we were first think about these issues to your point, it is a really important one, we didnt know what the future would hold. Many thought in a few weeks well get through this. That kind of thinking was popular back in march and april, it sounds ridiculous now but the fact we didnt know when the end would be. We may not know it yet but to your point there will be one, so what is your thanksgiving look like for example, what are you doing with your family this year . Just about four or five of us hanging together. Well have zoom, linkage to other family members we can celebrate at a distance a big distance. That is what we have all need to do. I think with the number of cases that were seeing the scary part is that this is just the beginning. I wouldnt even call it a surge. I would call it a spike. That spike is something we havent experienced. Unless we do something proactively to bring it under control then were going to have a big problem in december in terms of hospitalizations, deaths and no room a the inn in terms of icu beds. Rather than getting all nervous about that, why dont we avoid large crowds. I would say stay away from restaurants for a little while, bars for sure. I would try to do religious services at a distance. That is, electronically. I know we all want to be together but now we know we have something to look for, forward to i think we can tolerate it better. Connell just get through this. Then you will get to that point. Talk to me about hospitalization as little bit. You brought it up a few times. Those numbers are really ugly when we look pretty much around a wide swath of the country but in particular now, what is different about it, at least what im seeing, you see it in the rural areas. You didnt see it in the past. Maybe some of those hospitals, some of those areas are not as well well equipped to handle the surge. How worryou we be about some of our rural hospitals in the country . I think we should be concerned and it concerns me deeply. What is different from most in march and april, mostly manhattan, major cities, they had the wherewithal the capacity to manage. The rural hospitals are getting hit hard, north dakota, south dakota, other areas we normally wouldnt have thought about covid. Those hospitals have only a few icu beds. Here is the downstream that is a little bit concerning. Say the hospitals fill up with patients of covid. If somebody has a heart attack, needs an icu bed it may not be available. It is up to us to work together, if we do the right things we can start to turn the corner on that and keep us all safe. Connell and again use the good news as you say to get us through this period so we get to the other side. Dr. Michael saag, thank you, uab, for joining us once again. In covering this pandemic, one thing is increasingly obvious, nothing seems to come easy, right . Take restaurants where Outdoor Dining is allowed. You need heaters in cold weather location. There is a run on the heaters because everybody wants one and they become very, very difficult to find. Well now hospitals and local governments are starting to worry about stockpiling enough freezers to accommodate largescale distribution of the covid19 vaccines as was mentioned earlier has to be kept so cold, especially with the pfizer vaccine. As pfizer prepares to make its covid19 vaccine available cities, states, hospitals theyre all scrambling to get their hands on the ultracold freezers that can safely store the doses and as weve been saying pfizers vaccine, said to be 90 effective requires storage at 94 degrees below zero. Especially freezer makers are warning months long waits for units. Now all eyes on Companies Like Thermo Fisher scientific which has been preparing for weve taken a step back in the early part of the year anticipating what the demand was going to be with plus two to eight, minus 20, minus 70. We took very specific actions to protect our supply chain with, you know, purchases of Raw Materials that are used for production as training people in our facilities. Reporter all right. A third of states are buying ultracold storage equipment. Each of these units cost 5,000 to 15,000. Last week the kentucky governor, said hey we need federal government to step in here to give us money to buy freezer units. The concern may be overdone. Who says that but nobody but the cdc. They said the first vaccine doses will be limited in quantity, rapidly deployed reducing the need to store them in specialty freezers. As blake said earlier, moderna announcing a vaccine this morning, 94. 5 effective that requires no specialty, low temp freezers. In fact the vaccine can stay stable at standard refrigerator temperatures like in your kitchen of 36 to 46 degrees for a month. Connell, i send it back to you. There is other demand that may be difficult to satisfy. The gas industry bracing for demand for orders of dry ice. That is another way of keeping these vaccines cold. Connell. Connell yeah. Everyone on our call today and our zoom today agreed that the sooner we have access to the administrations distribution plan, the sooner this transition would be smoothly, move forward. I thought most interesting or one of the most interesting exchanges was about the vaccine, right . Can you tell us about that . I know he was asked, would you take the vaccine and how he handled it . Reporter yeah. He said he wouldnt hesitate to take the vaccine as long as essentially got the confirmation from dr. Fauci along with pharmaceutical Companies Like pfizer or moderna that the vaccine is safe to take. He said the reason why there has been a question whether or not its safe is because he thinks thats trickles down from the president s leadership right now on that. Connell . Leaving a legacy meantime, there is a report from axios, President Trump is expected to double down on the hardline approach he is taking to china his final weeks in office. Then the question becomes will the Biden Administration stay the course or maybe stray from that course . Joining retired fourstar general jack keane, senior strategic analyst. Good to see you. Republicans and democrats may agree but im not sure the approach would be the same however. How do you think incoming Biden Administration will handle things other than President Trump dealing with china . There is an agreement that framework President Trump established. Number one threat china, regional competitors and threats from north korea and certainly from iran. When it comes to china i think they, the Biden Administration coming in agrees that china is an aggressive nation now and we have to be able to deal with them in a way that we have not in the past, largely in the past it has been a policy of appeasement hoping that political reform would follow economic reform and it didnt happen. We lost bad. Where are we . I think what well see is, likely a more conciliatory tone with the chinese leadership from the Biden Administration. I also think that they will try to work with the chinese government, particularly on the pandemic and on climate change. Likely continue competition with them. Certainly economically, continue to competition with them in terms of research, development and technology and confront them over military expansion to be sure, human rights, treatment of uyghurs, hong kong, taiwan i hope remains to be seen. So there will be, there will be differences. I think the question is unanswered. We wont know until we get into it, connell, listen, Foreign Policy, National Security has not been talked about at all you know in the campaign and even in the debate. We never had one. So were in a little bit of a dark here. I think what many of us who agree with the general framework of dealing with china as an aggressor, not just as a competitor, we dont need to go back to any of the appeasement policies that would be a huge mistake and which would lose our allies over that. The Trump Administration has made some progress with allies. Go ahead. Connell if you think, the approach or the china were dealing with now or at least our own perception of it changed to your earlier point so much since president elect biden was kind of telling us on his own policy was, pre08. He was president obamas Vice President after that. He has a lot of Foreign Policy experience. It is a different scenario when we were trying to get along with china, mutually beneficial relationship we thought. That has changed. China teaming up with countries in the asia pacific region. I dont know how, 14 asiapacific regions on trade. Biden teams up with our allies versus china . Would you recommend that or be more unilateral which is how President Trump pretty much handled things . I think what we were doing handling things economically making trade deals with individual companies. The pacific trade agreement had a lot of flaws in it. I think the Biden Administration took that on and tried to work through some of those flaws, that would be very helpful. Our allies out there, weve done more work out there than, then i think the Incoming Administration would ever give the Trump Administration credit for with our allies. They clearly want to work with the United States there is no doubt about it. China is an aggressor nation. And the other other thing the Biden Administration is certainly sensitive to most of the American Peoples idea about china has changed. They see china now as a threat to the United States. You know it is hard to know what to make of it, connell. I think Governor Cuomo behavior on this subject has been increasingly petulent and even strange. Consider when he is saying he doesnt trust the vaccines coming out right now, what a bizarre insult this is to the developers at pfizer, moderna and indeed the food and Drug Administration who have been moving mountains since march to try to develop these vaccines. The idea that you cannot trust them simply because donald trump is in the white house is truly very strange idea and i would add to that, the fact there is enough doubt out there as we all know about vaccine doubters to make this problem difficult enough as it already is. And so, you know, governor trump, if he Governor Cuomo, if he were acting the least by the responsible would be trying to reassure people they can trust this vaccine and it will not, it is not going to harm them. Connell yeah. Especially for those of us who went through what we went through in the spring in new york. We would like to get ahold of this vaccine as quickly as we possibly can. You dont want it to slow down even if joe biden ends up being in office if it is rolled out. That brings to ask you about dr. Fauci on the today show. He is concerned with the president not having conceded the race yet, there is no coordination between the administrations, that could slow down the vacs sign rollout as well. Your authorities on that issue . Connell, we have talked to some of the people involved in the distribution in the administration and i dont think am as concerned as dr. Fauci is. I think they do indeed have a good plan to distribute the vaccine. Theyre going to use it ultimately through some of the Distribution Channels that are used for the flu vaccine because the by and large work so well, whether pharmacies, hospitals, family doctors, and the rest of it and i would guess the happenedoff between the administration handoff between the Administration Officials preparing for the use of this vaccine and the Biden Administration if there is a Biden Administration, should be pretty seamless. Theyre teetering on the brink of closure because new york city mayor de blasio, he is doubling down on shutting the Public Schools if the infection rate in the city hits 3 . Listen. We said that to go give people confidence that we would put health and safety first and we have put health and safety first and we will put health and safety first. So were sticking to that threshold. Lauren here is the rub, the infection rates in the schools are drastically lower than surrounding neighborhoods. Theyre nowhere near 3 . New York Governor Andrew Cuomo could overrule de blasio. There is no sign that he will. New york state mandates closing a school if the infection rate hits 9 . Much less in new york city Public Schools. Meanwhile in new jersey new limits start tomorrow on indoor gatherings. 10 people is the limit. That includes some school sports. Parents, you have myself included coast to coast pulling their hair out. Guess what, theyre pulling their kids out too. 31,000 students left new york city Public Schools. The same number for Washington State Public Schools. So far this year we have a long way to go. 16,000 from miami. 11,000 from los angeles. So what are parents doing . Theyre opting for private education, parochial education or theyre homeschooling. Since schools are funded by taxes, many are going to take a revenue hit if some states dont scrap the formulas that use enrollment numbers to determine funding allocation because if you have fewer kids, that generally means youre getting less funding at a time when you need more funding than ever, connell. It is something that has been running beneath the radar for sometime now but were talking about really, not just in new york, but all of the big urban School Districts such as chicago and los angeles is really a building existential crisis of confidence in the public School Systems. Parents who are really frustrated beyond description over the inability to get their kids an education and the inability of the people running these School Systems to give them straight answers when they can go back to school, when they will be in school, when they will be learning virtually and so forth really developing an extraordinary level of distrust among parents.
