White house whether the president sticks to that. A lot of people think the president is throwing out a negotiating ploy here. Im taking at his word likes he doesnt want to do it virtually. I dont know what the alternative can be and next debate further back. What are you hearing . Reporter keep in mind, neil, this all happened very quick. The commission on president ial debates this morning said the next president ial debate would be virtual. Moments later President Trump appeared on Maria Bartiromos show, no, no, he will not be involved in that at all. The campaign clearly took the cue from the president they then put out a statement saying instead the president will hold a rally that evening. Joe bidens campaign has just come out and said instead on that evening biden will speak and take questions from voters as the debate was supposed to be a town hallstyle format. Here were first reactions from President Trump and joe biden this morning. Watch. President trump no, i dont want to do a virtual debate because a virtual debate is joke. There is no reason. Im in great shape. Unlike joe i dont have the luxury staying in a basement all day long. We dont know what the president will do. He changes his mind every second. For me to comment would be irresponsible. I will follow the commissions recommendations. If he goes off to have a rally, i will, i dont know what ill do. Reporter also during his interview, also during his interview with maria the president seemed bullish on the prospects of stand alone bills during the negotiations for covid relief measures. Here was the president saying that the talks have been productive. President trump we got back. We started talking again. Were talking about airlines and talking about a bigger deal than airlines. Were talking about a bigger deal with 1200 per person. Were talking about other things. Reporter however here in washington moments ago House Speaker nancy pelosi said there will be no standalone bill whatsoever. Let me just be really clear, i, i have been very open to having a standalone bill for the airlines or part of a bigger bill but there is no standalone bill without a bigger bill. There is no bill because you, you asked the second question, why should we do one not the other. Reporter neil, pelosi was very clear, saying there aint going to be a standalone bill a second time. As weve been saying here for a while now, whether you talk about a big bill or several broken down smaller measures, more targeted measures, it is still hard to see how both sides at this point come together on something . Neil . Neil blake burman, thank you very much. Blake burman outside of the white house. Regardless of stimulus where it goes, well chew on that a little bit here, last night Vice President ial debate still getting a great deal of buzz. Im not talking about the fly. Im talking about the fear at least among some that could be it. That could be the last debate and the other two never come to pass. Hillary vaughn right now in Salt Lake City with the aftermath on all of that. Hey, hillary. Reporter hey, neil. Democratic nominee joe biden has made a consistent Campaign Promise to repeal President Trumps tax cuts but on the same hand he is also promised that any american making under 400,000 a year will not pay a penny more in taxes under his administration but he really cant deliver both because the trump tax cuts gave middleclass families on average 780 bucks more in the first year. Last night Vice President mike pence tried to get a straight answer out of senator Kamala Harris. Will the Bidenharris Administration raise taxes day one in the white house. Or not. The truth and the fact is joe biden has been very clear he will not raise taxes on anybody that makes less than 400,000. He said he would repeal the trump tax cuts. Mr. Vice president im speaking. Im speaking. The important thing is you say the truth. Joe biden has said twice in the debate last week that he would repeal the trump tax cuts. That tax cuts gave average working family 2,000dollar a tax break every single year. That is absolutely not true. Reporter even with bidens plan to not repeal the part of trumps tax cuts that applies to anyone making less than 400 grand, the Tax Policy Center at the Brookings Institute still found taxes would go up for everyone under bidens tax plan, taking all of his taxes into account. Middle income households would pay 200 more every year in taxes. And the lower income tax bracket would pay 30 more but low and middle income families would pay in another way. The Tax Policy Center found any new tax credits biden promises in his new plan would be overshadowed by their drop in wages and investment income. Another thing, the Tax Foundation estimates that bidens tax plan, h it puts bulk of tax hikes on businesses would lead to loss of half a million americans losing their jobs. Neil . Neil hillary, thank you very, very much. My point of explanation that 2,000dollar impact for individuals and families that is borne out by number of studies. Factchecking there. The Vice President was right to say that, that is the average gain of the average american family, 2000. Now the outcry among democrats is that those cuts were tilted towards the rich. Now that is an argument for another day but the fact of the matter is, that issue, that she was raising was in fact accurate on the part of the Vice President. The other becomes one maybe of semantics. If you want to junk all the president s tax cuts then presumably they would be junked for everybody and that would mean that it would be limited to just those making 400,000 or more who would have to fear a tax hike. But besides the semantics here, there is the issue of raising taxes period in an environment like this and something we were hearing that the president was keen to address in an upcoming debate that might not happen right now. Charles payne with us, making money host, bestselling author, know noelle nikpour, republican fundraiser. What kind of activity were you seeing from those that give money after the debate . First of all a lot of my donors thought the debate was very civil, they were very pleased with that but they were also very upset with a lot of the questions that they felt senator harris was flatout dodging. Pences performance when he was pressing her on the court, on the economy, and other issues i really felt like they thought that he had a stellar performance and they were very happy. Youve got to remember, these are the people writing the big checks to the superpacs. If theyre happy, that means that they will be more inclined to keep giving especially with some of the states that are pretty tight. Neil you know, charles, whatever the president s anger over the idea of a virtual debate, it beats no debate. Thinking if youre the guy behind in the polls, the trend is not been his friend. Is it to his advantage to have a debate . You know, its tough. As noelle just pointed out the moderators can really play a, i think they play too much of a factor now in these debates. Moderator with the ability to hit a mute button could embarass President Trump in a way that would actually hurt his chances. I think a more level Playing Field is to face, traditional, in traditional manner. Actually getting rid of the moderator might be consider going at some point. You know, one thing i did learn last night though, neil, whenever, says let me be clear, you are not going to get a straight answer. Either way well see what happens. [laughter]. But, i think i to your earlier point i do believe President Trump yay. He wants a debate but he wants to do it facetoface. Neil right. It is interesting too, the debate and the role of a moderator, we didnt have one. Lincolndouglas, they did not have a moderator back then, a series of long debates. Who knows. Maybe that is the way to go. Noelle, im wondering whether the folks you talked to, back to the polls, this angers some folks even if there is even a modicum of truth to the trend the president , republicans should be worried. Im just wondering now, given the widening gap even some of these battleground states, albeit nothing compared to the National Popular vote gap, it is still outside the margin of error in a lot of these places. Which means that this long Election Night that could go into weeks and some people have been talking about, it might be wrapped up quite early. Do you, do your people talk to see that as a possibility . Yeah, you know, neil noelle, im sorry about that. Charles, i will ask you the same question if we can fix the problem with noelle. The idea that are we braced for the possibility that maybe the consensus is wrong again but the other way . The president loses in a landslide . Well you know, youre asking noelle about how concerned the trump camp should be. I think there are two anticipates for that. Yes, and hell yes they should be concerned. It is about the trends, overall polls, constructions how the questions are asked are always specious i do believe that. If youre running a campaign this close to the election you want trends to be moving in your direction. It is interesting because i am hearing more investors talk about maybe the notion just knowing who the president is, not having a messy outcome, not having civil strife and constitutional crisis, you know, being something of a more soothing element than it was just two weeks ago, also the market is starting to trade in a way where youre seeing infrastructure stocks do well, starting to see focus on things that would do well, perhaps no matter who won. Infrastructure considered. Stimulus, Consumer Discretionary considered there. A bailout for the airlines before nancy pelosi moment ago. Industrials are up higher. We are seeing trends in the market in the last few sessions that sort of reflect an outcome that could do well on the either candidate. Of course that leave as wide swath of the economy and stock market but we are starting to see penetration there. Neil if we dont get stimulus, charles, it doesnt materialize what do the markets do with that . Were going to sell off. Listen, august, wall street, Gave Congress a pass in august because it was assumed they would get their act together. The fed minutes came out this week. They assumed congress would get their act together. When we hit september, and all of sudden it looked like maybe these people could actually blow this, the stock market sent a very strong message and there is no stronger messenger in this country than the stock market. It could push around any president , any congress person. Any big business. It pushes around the federal reserve. The stock market when it swoons the way it was swooning in the early parts of september was sending a loud and clear message, get your act together. I thought Congress Heard it. Well see if that is true. Neil Charles Payne, thank you very, very much. Nancy pelosi is sort of again clarifying earlier comments she made about what she expects to see, she is open date for the airlines. It better be attached to Something Bigger. She is always optimistic. Hopes the administration can comeback to the table and soon. Coming back to the table on idea of participating in the next debate, president s made it clear it visiter all virtual, wants no part of it. History shows we have a precedent for it. Back in 1960, the third president ial debate between john kennedy and Richard Nixon. Abc was carrying it. John kennedy was in abc studios in new york. Richard nixon in abc studios in los angeles. Here is the kicker. People who watched that debate said the republican, Richard Nixon won. More after this. President trump the regeneron, i view it as cure, not just a therapeutic. I view it as a cure. Its great. What im doing, i will supply this drug. It made me better, well high praise from the president of the United States for regeneron, makers of the antibody cocktail treatment if you will. The treatment that the company is trying to get emergency use approval from the fda, it will probably get that im told, the stock jumping right now. Dr. Fauci weighed in on this, it is reasonably good chance that reagain rons antibody therapy has indeed help make the president better. Regeneron. The race for the vaccine of any sort everyone has their eyes on, Shauna Glazer and, erin gibbs, gibbs wealth management. Erin, the gungho endorsement by the president , a good view from dr. Fauci, now the push the fdfda, misdemeanor use for treatment. What do you think . I think this has greater impact that than people might initially assume. We would say oh, well the treatment is only useful once we have a vaccine but that isnt the case. Right now, almost all the vaccines are in development. Theyre only looking for about 15 efficacy rate. Only curing or vaccinating about 50 of the people. So covid will be around a lot longer than most people expect. And so having valuable antibody treatment, this is a product could be generating revenues and useful for saving lives for years, if not decades to come. So i think thats what, not only having emergency use right now until we get the vaccine but really has a great impact for regeneron over all. The stock is not overpriced by any means. So i think if youre looking for investment, this is a really Impactful Company out there. Neil you know sean, something apparent to me, it is dangerous because im not a doctor, but this notion that you might not have absolute vaccine cure per se, but as much with aids in 1980s and 1990 east would slow the progression. That might be a an arc that we would get to a vaccine. What do you think of that . It is changing the landedscape a little bit . I think that is the key point. The president s recovery is great indication there is a therapeutic out there that can lessen the severity or minimize the potential for death. I think that is obviously significant. I think that is stage one. Stage two will be today, there are too many people today if you get infected with this virus youre going to die. Phase two will get tote point where people feel more comfortable back out, intermingling, going back to business as usual. That part of the equation is going to be really laid at the hands and feet of businesses. The way businesses operate Going Forward, whether an restaurant, airline, hotel or an office building, they have to get to the point where people feel safe going out that will happen after the effect of this regeneron story. That might take a little bit longer than we would like. And then my worry long term as it relates to that, what is the cost going to be Going Forward for businesses in terms of how they operate with new protocols in place in order to make people feel safe and is there a productivity drag as a result of that . Neil im wondering to that point, erin, if we delay stimulus, whether youre a plan of that or not, the market certainly wants to see it, they ride up and down depending how close it looks we are or not. Im wondering now if it doesnt materialize or it is delayed until well after the election then what . Yeah. So wall street has really been hoping on that, that stimulus and you know, just expert after expert is saying we need this injection in order to really not have a second downturn. So certainly delaying it after, after the election as long as it comes, as long as this hope, wall street is very good about being hopeful. The longer it takes the more businesses go out of business, the more people made off, the longer this recovery is going to take. It really is important that this happens as quickly as possible so that we stop sort of the bloodletting right now were seeing. I will say that with regeneron another positive they have been a leader in ethical pricing when it comes to drug prices. I think that is another positive in how people might view this Going Forward as a treatment for this, for this virus that is probably going to be with us for quite some time. Neil you know if it is with us for quite some time and there are other reports and studies that lay that out as a distinct possibility then i guess the issue becomes, sean, what can or should the government do to treat it . What if we have a switch in government here and a new president , a new congress, all of that, will it make a difference here . Wall street must look at the same polls we all do and doesnt seem either particularly concerned or said, we can make money either way, i dont know, but what is your thought on that . Well i mean i think you have to sort of diametrically opposed views how to handle this. I think the president , his message is we shouldnt let it continue to frighten us and we should try to figure out a way to safely go back to work to open up the economy. On the other side of the aisle i think theyre more prone to continuing lockdowns. And so that will be the interesting thing to watch as we sort of moved closer to the election date. And on the stimulus package, you know were a consumer based economy, neil and, there is a lot of people out there hurting and those dollars that they might normally spend consuming are not variable to them. So that is going to have a negative effect unless that gets fixed. The second piece of it that really troubles it more than anything. There will be a lot of stories down the road of things we didnt think about. We have americans dipping into their savings to survive now, 10, 15, 20 years, they will be in a lesser position with regard to retirement savings. So we have to figure this out quickly. Obviously the virus is a serious issue. Obviously the deaths are unacceptable. But there are Bigger Picture stories i hope some point start to move closer to the top of the debate. The impact of this thing is really atrocious to the average american. Neil erin what do you tell your investors . Were in the middle of all this craziness. It is election year. Stimulus, on again, off again, wait for a vaccine, unusual to put it mildly. Even as election years go. What do you tell them . Volatility is off the charts. Yes, im telling my investors to essentially pretend youre on a roller coaster and this is temporary. This will eventually recover but right now the current volatility situation that were in where the stock market is moving in a 1 1 2, 2 a day, when it is normally used to move like one quarter of 1 is exceptional and unprecedented as we like to use that term. So part of it is saying, take the long road. Look at whats going to happen. We know eventually we will recover. So prepare to the portfolio for longterm recovery f you can take shortterm gains and shortterm volatility to handle that kind of stress, that is great but in general most investors youre better off riding this out and so currently were seeing you know, mostly momentum stocks. Large cap stocks, dont fight it just yet. As were seeing a lot of positive news and certainly expect all of this to at least somewhat calm down after the election. So there is just count down to next month, maybe just dont even look at your statements. Until you get past the election. Neil this might be some wisdom to that. Dont freak out over all of this. Well see what happens. Thank you very much, we have the dow down 88 points. Were trying to make sense where nancy pelosi is coming from. Where administration is coming from. Where stimulus is going, a lot of confusion here, all sides seem to agree we need more to stimulate the economy. They just differ in the details and few hundred million dollars. Senator harris youre entitled to your own opinion but youre not entitled to your own facts. You yourself said on multiple occasions when you were running for president you would ban fracking. Joe biden looked his supporter in the eye and pointed and said i guarranty, i guarranty that we will abolish fossil fuels. You put your radical environmental agenda ahead of American Auto workers and ahead of american jobs. Neil back and forth it went. The issue on frack having a very prominent role in last nights debate. Jackie deangelis has been examining that back and forth and the impact, hey, jackie. Reporter its a central issue and also very controversial. Where does fracking matter the most. I have my what if map. It matters in ohio. It matters in pennsylvania. 18, 20 electoral votes each. Look what happens if President Trump gets them, he needs to have those states. On one hand American Energy costs come down, as a nation we use Drilling Technology to get deeper into wells. To collect resources we absolutely couldnt get before. W practicing of older wells and those keep giving. We found newer deeper wells we couldnt get to before. You heard harris last night, previously she said she wanted to ban fracking. President trump tweeded that to remind everyone she is changing her position n that 2019 video there is no question im in favor of banning fracking. Lets take a look at the states when it comes to ohio, and pennsylvania, i want to just show you what happened last time in 2016. Ohio of course is, was won by trump in 2016 by a smaller margin. It has other issues like rising covid19 infections and joblessness as well. Take a look at pennsylvania too. Because this is a state where theyre actually getting deeper into the shale areas. It is bidens birthdate as well. Its a huge issue here because of the amount of resources in this state that have been discovered underground. Now listen, neil, this country is rich with its own resources. We needed to figure out how to get them. Energy costs have been huge with respect to oil prices. They went over 100 a barrel in 2008. Theyre about 40 now. We were dependent on foreign oil for a long time. Not only is the u. S. Energy independent, it is also a net exporter of oil and the United States is the worlds highest Oil Producing country. Did you ever think that we would be higher than russia and saudi arabia . But on the flipside of this of course is the argument that during that deep drilling process fracking unlocks chemicals. They may escape and contaminate the water supply. That is why it is an environmental concern, neil. Neil yeah. You can have too much of a good thing too, right . You frack to the degree this country has to get the energy independence, oil prices go down. Theyre slipsliding again today. So the appeal folks were there might not face. Well see how voters sort this out. Jackie, thank you very, very much. As jackie was wrapping up there, were learning the Trump Administration is responding to this notion, you know, virtual debate not going to happen. Joe biden said all right, we can push that one back maybe, have one more. The Trump Campaign is calling for two more debates still, presumably one on the 22nd. In other words that would be pushed back a week. The Trump Campaign wants another one on october 29th. As things stand now, if they dont do the debate next week, the reading youre getting from the biden folks one and only debate would be that october 29th debate. Or they could do the october 22nd that has been pushed back from the 15th. But it seems that the biden folks are saying if youre not going to go do this one virtually in this particular case one and done. The trump folks seem to be saying no, two and in person. By the way there is some precedent to having a virtual president ial debate. It might surprise you going all the way back to 1960. John f. Kennedy, Richard Nixon had four debates between themselves even though the first one was by far the most highly rated, got the most eyeballs by far. The third debate was a bit of anomaly at the time because two candidates were on two different parts of the coast of the United States. John kennedy in new york at abc studios there. Richard nixon in l. A. At abc studios there. The irony of that clash, even though fewer people watched it, many thought that Vice President nixon had won. Its a moot point that he lost the presidency that year. Lets go to john garamendi, California Democratic congressman. Congressman, what do you think of this back and forth on the debate . It would seem be able to do a virtual one. I understand where the president is coming back, looking back to john kennedy and Richard Nixon it worked out fine back then. What do you think . Well, lets see, 40, 50, 60 years ago . Yeah it worked then. We have better technology. For example right now you and i are virtual. Youre real. Im just virtual here. The reality it could work. Neil were both holograms. The truth be told, congressman were both holograms. Continue, go ahead. Something like that. The reality it is infectious. The president now and probably a week from now is likely to still be infectious. We dont want to spread the virus any further. So that is why the virtual is being discussed for the next one. It works. It can work. The president doesnt want it for whatever reason. He has the right to say no and back out. Biden says, whatever. Well do it virtual, lets go. As to other debates Going Forward, the debates are good. Let them happen. If people can do it without infecting each other then do it in person but right now we saw last night the extra plexiglass put in place to deal with the potential of the virus being transmitted from, between the two candidates. So Going Forward debates are good. Lets do it virtual. Come on mr. President , put your big boy pants on, lets do it virtual. Neil you talked about, youre not being infectious all of that, obviously Governor Newsom in your state congressman is very concerned with spikes in cases. He is no rush to you know, expand hours and openings at disneyland but you know, disney has cut back a lot of workers, 2thousand between the california operation and those in orlando. Sure. How does he justify something so sweeping that it is having such an Enormous Economic toll . Well this brings us to one of the major debate points last night. That is that the administration has utterly failed to put in place a comprehensive, nationwide program to deal with the spread of this infectious virus. And so we are seeing these episodic shutdowns. Of the disneyland is one. Restaurants, movie theaters, and airlines for that matter. So where do we go from here . We go from here with the heroes bill which is pending in congress. The president wants it. Doesnt want it. Does want it. Now he is talking about a small piece of it. We need to go big just as Jerome Powell says. We need to deal with all of this now so that we have in place the money to deal with this pandemic. We need testing. We still do not have a good testing regime in the United States. Major, major problem for universities and schools. As for the airlines. We need to have a tracing program. We need to move forward. For natalie this seems to be happening with therapeutics and as well as with vaccines all good. Well need a vast amount of money to put those things in place. As was said in one of your earlier segments here, it is the momandpop out there, it is the working person that is really, really hurting. We need child care so that the kids can be taken care of while mom and dad go back to work. We need to have the Small Businesses neil will you worry, even about we get that, do you worry congressman, sometimes you go too far . This latest proposal has been kicked around in your state youre already required to mayor a mask going into a restaurant but now to say war it in between bites. It is getting a little silly now. What do you think . Well, it depend who youre sitting next to. If the person at the table next to you is coughing, yeah, you want him to be wearing a mask and maybe getting out of the restaurant to begin with. The fact of the matter is we do not have sufficient testing to know who is and who is not ill and infectious here. That is what the heroes bill is all about. Get those programs funded and get them underway. Neil but in the meantime would you be shutting down restaurants in that event . Until you get that, i mean that is what were seeing happening with places in new york, that is exactly what theyre considering and what the governor is already considering. Is that going too far . Neil, the question is why they are considering it. They are considering it because there is evidence from, whatever testing is available that certain communities, certain areas have a very high infection rate. And that is where you want to go in and be as precise and as regional and local as possible to tamp down, crush the environment, crush the virus in that particular area. Neil all right. We do know that indoor dining, indoor gatherings, whatever that might cause that whether its a rally by the president or rose garden event, thats where your virus is spread. So be very specific. Use science, use testing, use a metric that tells you that in a specific area you have a high infection. Crush it there. Yeah, it is certainly going to be a problem in that area but if you dont, it is only going to spread and it will make the economy even worse because people are not going to go if they are fearful that they will get infected. Neil congressman, well see what happened. Congressman geir mend ditch. Were looking at a corner of wall and broad, a bit of a come back. Highs of the day prospects they were getting a stimulus deal done. Now growing doubt it might not. After this. When we started carvana, they told us that selling cars 100 online wouldnt work. Theyre happening across new york city right now and some stringent measures will go into effect as soon as tomorrow. David lee miller with more from new york city. David lee. Reporter hi, neil. New york is now cracking down on coronavirus hot spots starting today but not everyone really think this is such a good idea. Hundreds of ultrareligious jewish demonstrators took to the streets two nights in a row to reduced capacity at houses of wore shin, shutting of schools, shutting down of all nonessential businesses in certain areas. This ask backed by democratic mayor bill de blasio and ordered by fellow democrat andrew cuomo. They targeted red zones in brooklyn, queens, areas north of the city where things have spiked. These have many ultrareligious jewish residents who refuse to wear masks and take precautions. The mayor urged residents in the last hour for them to comply with the new restrictions. It can be stopped. We can stop it together. That means speaking in a unified voice, respecting with each other, working with each other to get it done. It wont be easy. There will be things we have to work through. There will be things we have to figure out. That is the truth. Reporter and these street protests might just be the beginning of the efforts to roll back these restrictions. The leader of one jewish Umbrella Group saying theyre planning on going to court. Neil . Neil david lee, thank you very, very much. Lets head down to the gulf coast right now where hurricane delta is spiraling still and getting a lot stronger. Could it land tomorrow night, maybe into saturday . We dont know exactly. Casey stegall in morgan city, louisiana where theyre quite literally batting ening down the hatches. Reporter neil, the list of mandatory evacuation orders keep growing. At least nine parishes across the state of louisiana have told residents in lower lying areas to get outin in another seven parishes, mandatory evacuation orders have been put into effect. Officials say the window is closing for people to make their final preparations ahead of this landfall now forecasted for sometime tomorrow night. In morgan city here, look at this video, a 21foot tall storm barrier protects much of the city. The highest storm surge forecasted for delta is 11 feet, a little west of us. But models keep pushing this closer and closer to lake charles, areas already devastated by hurricane laura when that came ashore as a near category 5 hurricane just six weeks ago. So that the is last thing that any of those people need is more inclement weather. It is certainly on the way for parts of louisiana. Neil . Neil all right. Thank you my friend, very, very much. It would be the ninth storm to hit the gulf region, again and again. Six times for louisiana. Well have more after this. Are you frustrated with your weight and health . Although that might not be the case after the vicepresident ial debate. Growing signs that those two president ial debates theyre looking increasingly iffy. The president not a fan of doing anything virtually. So they have been trading ideas back and forth but it looks a little dicey. Wall street, how it is weighing debates thus far, looking particularly last night. Charlie gasparino on that. Hey, charlie. Charlie if you talk to big wall street donors, both republicans and democrats, just on debating points mike pence had very strong debate. That he beat Kamala Harris. But here is the bottom line it doesnt matter that. What theyre saying this, is bipartisan, people who want obviously donald trump to win concede this that this Vice President ial debate harris did not do that poorly, that in this Vice President ial debate that it will turn things around, this election is still a referendum on donald trump and his handling of covid they believe. They are so cocky on the inside they still continue to develop a cabinet. Talk about these are advisors to biden telling the wall street journal, wall street donors who might be in that cabinet. The latest i hear, we disclose ad few yesterday. Brainard, maybe treasury secretary. Meg whitman, commerce secretary. Tom steyer, maybe energy secretary. The latest we here right now pete buttigieg, mayor pete, being i guess voted as a possible defense secretary. Would make sense. He is a gulf war veteran. Obviously he is a progressive but he is a gulf war veteran. It is not a, it is not an absurd idea. And he, that name is being floated right now. Again, neil, Vice President ial debates can generally harm. They generally dont help. Pence had a good debate. Anybody that watched it would tell you that, but it wasnt good enough to change the trajectory of the race at least according to both republicans and democrats on wall street and you know, the other thing is, and im getting this kind of like, you know, just in the last hour or so, trumps comments i guess to Maria Bartiromo today i dont think were helpful. Calling Kamala Harris a monster. He really stepped on his message. So i think you know, netnet, this is still a referendum on donald trump and he has got a long way to go to make up the difference between biden, between himself and biden in terms of this election. At least thats the analysis im getting from wall street donors. We should point out wall street was wrong in 2016. Theyre not always right. A lot of people were wrong in 2016 and donald trump won. But there is a lot of differences between then and now. We do have a month to go. Neil, back to you. Neil real quickly, what if its a landslide for biden . What if it is a early night . What about consensus it was a long night go into weeks, if it is all wrong . I will tell you this the way stocks are trading lately, as you know there was being priced into the futures markets, this contributed to a lot of underlying volatility was the notion that this would be a long, drawn out, recount, maybe even hanging chad type stuff. That is evaporating as a concern in the market. That is one of the reasons why the market is trading up and much more steady. One of those reasons is that they think there will be a clear winner in that election and that clear winner is likely to be biden. And then, the markets have to trade on bidens fiscal policy which is crazy as you know. Neil well take it all in. It doesnt hurt to raise the possibility, then what . In right after the debate, the campaigning, we understand the Vice President will be in nevada today. The biden harris ticket showing up in arizona, battleground, both of them. The backandforth on the campaign is not only one but might have changed some minds. Hard to say at this time. Edward. The only place nevada do not have gaming legal third, and worked in las vegas. The president says he learned about the decision by the commission on president ial debates because right before he went on with maria, he said it was a unilateral decision and it was not consulted about that decision. Listen to his immediate response. I heard the commission a little while ago changed the debate style and thats not acceptable to us. Im not going to waste my time on a virtual debate. Thats not what debating is about. Neil the Trump Campaign released a new statement, the American People should not be deprived of the chance to see the two candidates for president debate facetoface two more times. Just because the commission on president ial debates we dont know enough to know right now. I dont know. You never know whats going to come out of it. The campaign saying he will hold his own town hall with voters, possible virtually next week. Larry kudlow said the president will have several negative test between now and what would be the second debate next week. He says this is likely part of a negotiation, maybe we are starting to see that. Weve not heard an answer from the Biting Campaign about moving the third debate. Neil thank you. The president on a virtual debate but obviously they wanted to make sure he was cleared of the virus after testing positive for it. Some said he needed multiple negative results to get to a debate but as things stand right now, it does not look like that will happened. We hope and pray he will but the pushback on pushing these debates back, the republic and mayor of miami, florida, he dealt firsthand with the buyers himself and hes here to tell about it. Mayor, im glad youre healthy and back. The president indicated today he feels great. Hes optimistic this is behind him but he was not keen on doing something virtual in the meantime as a debate. What you think . I think theres discussion and i would agree to postpone the live debate week, i think that would make sense. I think by then hopefully the president will pass a couple of negative tests. As asked to pass at the time, required me to pass to consecutive tests that was a 17 and 18 of my quarantine so my first negative test didnt come until my 17th day so giving the extra week probably gives him enough time to get the negative test. I felt great throughout the entire time with the exception of maybe the first few days but i was still testing positive and i didnt want to risk potentially infecting anybody else on my staff or anyone i could potentially come into close contact with. Neil the white house itself seems to be a spreading zone and people are concerned about that. Are you . We have to is in fact the whole completely and go back to city hall for a while. We worked virtually and you can do a lot of things virtually. Understand the president not wanting to do of debate virtually so it makes sense to postpone it so we can get the clearance not only to make him comfortable but everybody comfortable and i think that is the right thing to do. Neil all of this occurring at a time when florida is quickly going back to mostly usual, allowing full capacity for the hard rock stadium, how do you feel about that . They issued a statement saying there health is the concern so im not so sure they will take it all away up to 65000 which is the capacity for stadium will have. I can tell you since the governors order which opened all businesses, since schools open monday, we have yet to see a spike which is great news and we still have a significant part of our population still Wearing Masks which i think helps tremendously so my hope and prayer is cases dont spike and we are able to get back to work and get back to normal as quickly as possible. Neil all right. Thank you very, very much. Continue good health. Mayor of miami. Right now, we are also looking at stimulus and where things stand. It must be very confusing depending on the day and the politician but today, nancy pelosi playing the role of the stimulus balloon saying it better not of simple adjusted Airline Relief bill without Something Bigger attached to it. Good afternoon. You know nancy pelosi has been very skeptical of doing individual bills for some time, she doubled down on her push for robust bill, something in the neighborhood 2. 2 trillion. Shes willing to do a standalone bill but we also have to have the bigger bill as well. One question that has arisen, whether or not she negotiates with the secretary, is he fully deputized to do that and speak on the behalf of the administration . President trump with the kibosh on those talks the other day yet pelosi continues to talk. I posed that question to the speaker this money. Why would he have these conversations if he is not seeking to the president of the u. S. . This is not an academic discussion. If hes not speaking for the president of the United States, theres no reason to have a conversation. President trump called for specific policy items, 1200 direct payment and aid to airlines but pelosi made it clear shed only advanced individual packages if she forged an agreement on a broader, robust bill. I dont think the recovery itself depends on a socalled assistance package. Weve made targeted place for assistance in key areas and now the president shifts into a standalone bill to get the key points. Likely impact express concern about the airlines, they said no one wants to see layoffs but we have a responsibly to ensure taxpayer resources are used fairly. Pelosi and mnuchin continue to talk but the one thing that has not changed is the gap between them, 2. 2 trillion dollars down to about 1. 6 trillion on behalf of the administration. Those numbers have not narrowed whatsoever. The gap still exists and is any progress in getting the numbers closer, they probably wont have any more success anytime soon. Neil all right. Thank you. We are hearing from the Biden Campaign about whether we have debates or not. They say it is off, that seems to be the case because its required for the virtual there down to just october 22 debate and that is one and done two more in person debates, seems like biden folks are saying we push it back to the 22nd and thats it, thats all she wrote. We shall see. Scott martin joining us right now and anderson kristin, the debate, the stimulus, how is that turning right now . The markets are panicking because they have a funny way of showing it but what you think . I suspect most companies on the one hand would prefer to see the policies President Trump wants. On the other hand, would prefer the stability that a Biden Administration wants. My sense is that they are not responding dramatically one way or the other to anything unless it seems to set us up for an election of chaos. As the polls get closer and closer to showing a victory, in some ways, that means the election will be less controversial, less drawn out and thats probably good for markets because it means less instability out there in the electorate. Neil looking at the polls, things could change but there is this wide expectation that we wont have a winner and that it could drag on for weeks. That is wrong . What if this is the 2020 version of missing what we did in 2016. Back then, we didnt appreciate the magnitude and search that was happening for donald trump in the battleground states. Now we dont appreciate the possibility of the landslide. I still think markets get worried about the administration and things they want to bring into pass here come 2021 and beyond because to me, trump is much better for the stock market and biden and thats one thing Vice President pence on yesterday but i dont believe went as far into it as he should have a choice, america is a spender for the control the government wants to bring in on taxes and regulation. Going forward, investing clients money, we are hosting a resurgent because i think thats what the markets want to see. Neil and interrupting you rudely to go to mike pence, is talking and nevada right now, it seems to be fired up. Taxpayer funds and abortion, defund the police. President trumps vision, we rebuild our military. We cut taxes, roll back regulations, unleash American Energy. We secured or border, stood with Law Enforcement and life and liberties of every american. [cheering] a lot of talk this morning about who won the debate. [cheering] i think when you compare the biden harris agenda, with what President Donald Trump has done and will continue to do for america, theres no question who won the debate. President donald trump on the debate, hands down with an agenda that puts America First and in 26 days, youre going to win another great victory when we reelect President Donald Trump four more years. [cheering] [chanting] four more years [chanting] speaking of weather, its great to be here with a couple of real winners. Successful entrepreneur, pioneer in technology, principal conservative is representative of the Nevada Assembly and the next congressman the fourth congressional district, thank you principal campaign. [applause] is great to be here with a superstar, Small Business owne owners, family man, a super star athlete whose work with underprivileged children. Neil we will continue monitoring the Vice President right now. Little later today, joe biden and Kamala Harris will do a joint event in arizona, it will be a bus to her that will take them through phoenix and tempe i believe, thats coming up later. All of these are key battleground states. It didnt look like arizona would be a battleground state but right now, polls have turned around joe biden is comfortably ahead. We are close to a month away from the election but for the trump folks, this could be a growing concern kristin, you dont like to play the market take on what could or couldnt happen election day so ill throw out possibilities. If it is something weve missed, Something Big going on for joe biden, whatever your political view and its all settled that night, Election Night, it will be not overwhelming, how would the markets take that as part of their movement, ignoring that . Watch . As polls show more and more of a lead for biden last week or so, there does seem to be a mentor for biden. Weve had National Polls showing biden double digit National Lead and yet what scott said, the markets are reacting negative about it. Weve not seen anything, we havent seen huge dip that biden was more likely to be president. Youre like right, many investors would rather have a trump policy agenda for their on bottom line, stability jobs number one, key number one. An election that is not something drag out for months, something not like in the courts with tons of lawsuit, creating a stable environment, probably more favorable for those investors. Neil scott, im wondering if the stimulus, the idea that stimulus is stimulus richards tax cuts for more spending, but it would be clear theres a lotf stimulus coming that way, is that the markets will of adjusting to the possibility of a biden when . Potentially. I think the fact that stimulus is back on the table, i think thats something that supported the markets here in the last couple of weeks. Its been back on more than is been off this is one thing i kind of dont get, this is supposed to be a terrible economy, one of the worst economy since the Great Depression yet it seems like job number one of the Biden Administration come say january will be to raise taxes and raise regulations. If that is the case and we are in a terrible economy, why does raising taxes and regulations take any sense to help us recover we either have a really good economy back and take that towards a terrible idea they are proposing and i think it is the latter. Neil its a dumb expression, have your cake and eat it, too. All right. I want to thank you both. Were just playing this out here. Maybe they are just not that close or into it to go ahead and adjust pricing levels to accommodate. Stay with us. You are watching fox business. So youre a Small Business, or a big one. You were thriving, but then. Oh. Ah. Okay. Plan, pivot. How do you bounce back . You dont, you bounce forward, with serious and reliable internet. Powered by the largest gig Speed Network in america. But is it secure . Sure its secure. And even if the power goes down, your connection doesnt. So how do i do this . You dont do this. We do this, together. Bounce forward, with comcast business. Focusing on the president ial race sometimes without theres a battle for control of the u. S. Senate, taking democrats to switch seats. The Vice President of the democrat ticket in the event, we are looking at two particular states that are in play. The North Carolina senate, he says nothing has changed dramatically. Good afternoon. It is a Close Senate Race in North Carolina and a nationwide race to figure who will control the senate next year and a extramarital affair ended this entire campaign. Fox news obtained these Text Messages to demonstrate cunninghams affair with Public Relations strategist. Putting him is married with two children, his getzlaf Campaign Events to largely avoid the public. He posted this last night. I am deeply sorry for the hurt i have caused in my personal life and i also apologize to all of you and i hope each of you watching at home will accept this sincere apology and we will continue to Work Together to change the direction of our country and strengthen our state. Cunningham says his republican opponent, thom tillis is losing in the polls and trying to debate as something other than the issues. He says it is an issue. The debate stage last week, he said its about integrity and i agree. His family should be kept private. Hes got teen children, all the voters, he owes an exclusion for what we know are two separate events. Hes an officer in the military. Cunningham is a colonel in the army reserves. The military is investigating this to violate the uniform code of military justice. He has his own campaign challenge, he announced last week he tested positive for covid19 hes one of the members of the u. S. Senate this president at the september 26 event unveiling of the nomination of Amy Coney Barrett one of several to be the tested positive for covid. Neil thank you should now on the Arizona Senate race. Good afternoon. This is a special election for john mccain, the real clear pools has democrat kelly leading by 7. 2. Kelly, the astronaut taking on for air force fighter pilot, mcsally. One line of attack, whether mcsally has been independent enough. One occasion mcsally set up for the president made a mistake or the governor did something that wasnt exactly right, thats not leadership. We need independent leadership focused on solving hard proble problems. He criticized the ppp loan instead it wasnt working while his company was secretly getting the loan and taking advantage of it. Is a fascinating race because it is a special election which mean the winter could be seated in november that waiting until january so if theres any delay in judge Amy Coney Barrett confirmation of democratic wins. I spoke with an analyst why arizona can be tough to read and he says basically its because they are ever changing the mosaic of people, people from telephone you progressives from the end a major Retirement Community for people all over the country so with five military installations, it is an ever changing population and difficult to get a sense of how they are going to go in november the democrats hoping to regain the senate majority, arizona is a major target. Neil thank you. Change the leadership on the senate, for publicans seats democrat, if biden wins in the election of the Vice President serves as a tiebreaker, it could be close. Stay with us. It was really stunning to see the way mike pence pivoted, almost at every question. The fly, he who commands the fly has been historically the mark of the devil. Tonight, he made my skin crawl. The constant interruptions. When i hear people say talk about mans planning and these things with Kamala Harris, its going to look back, Kamala Harris is a Vice President ial candidate, she should be able to stand up for herself. Neil could she interrupt the Vice President as she did . Given this day and age when we have so many women in high office, i would assume we are asked this so should the Vice President she treat them any different than she did . As a whole argument where its characterized as sexist, is lost on me but that is just me. Jason, argument was insulting and not only to the Vice President but to the senator and i thought they both afforded themselves well, they aggressively went at each other, that is fine, it had nothing to do with gender or mansplaining or otherwise. I think youre right. It shows you the nature of sexism from the side that likes to say they are fighting against sexism. This is a debate, they are supposed to have some general interruptions, they are supposed to correct each other, they are supposed to pose questions to one another but the assumption is when we are doing this whole mansplaining thing, allow me to mansplaining, i think that is okay. You are assuming because shes a female candidate, shes not capable of handling a normal and father pain debate, pain relationship to the first president ial one. I think youre starting to see folks set Kamala Harris up right now for some defense and what they believe to be some of her faults. When you saw back and forth online order, which i think Kamala Harris saved a little bit by the fly because thats when the fly was sharing the stage with mike pence, i think she did not do very well and we saw this earlier on during the day where she did this interview with Hillary Clinton and they went back and forth in getting tips and it was picked up by some folks in the media like nbc news saying its going to be a lot of sexism, i suppose the one positive to all of this is that they didnt scream racism in addition to sexism so i think that might be glass halffull. Neil you know whats weird, they would both interrupt each other, apparently people follow this said the Vice President went over his time limit and was interrupted more than with Kamala Harris, 15 times versus nine for her but having said that, would we even be talking about this if he were interrupting a man or vice versa . She, interrupting a woman. I just find it a little offensive and when youre going to talk, its hard to do when handling this coverage of it, this idea that he got the questions, i was keeping it fair and balanced, they both got questions but it was almost as if it never happened in her case and she never pivoted and only he pivoted. That is what is not right. I understand people have their biases things through the prism of their politics but as journalists covering this, to just go straight down the middle. X number of interruptions, who dodged the question. Neil there is nothing to do with gender and everything to do with some politicians being as crappy as they could be. Obviously this time around, we see more of the media generally picking sides and we have had in the past. I get it, they dont like donald trump so they especially dont like mike pence who does come off president ial did a really good job last night so they are doing whatever they can to needle at this administration and at this campaign and i dont even think its a question of whether or not two men were up there doing the interrupting because we saw that obviously last week with the president ial campaign and they obviously took issue with that but if two female Vice President ial candidates were up there, they would be acting the exact same way as we saw mike pence and Kamala Harris act. This is part of debating and i am sick and tired of condescending attitude toward anybody who comes from a protected class when they are being treated literally the way they are supposed to be treated, nothing overtly meanspirited about the debate performance by either side. They were political and yes, you are correct that they both dodged significant questions. I think obviously it is up to the individual voter where they stand on certain issues as to whether or not dodging was a game changer but the idea of dodging for example, on abortion. You know where mike pence stance on abortion. Its not breaking news hes prolife. We also know where the democrats and Kamala Harris stand on abortion. For me, some of the questions have more to do with Court Packing and i think even though Kamala Harris and joe biden dont want to have the conversation about Court Packing and maybe they think keeping it a secret will play better for the base, i do think every time they are asked about it and we get this extended, im not going to answer the question, it shines a spotlight and some will say why . It seems like a Pretty Simple question to ask, what are you hiding . Neil yes, just answer it. I was reading a lot of the newspaper reviews, is badgering her. I didnt see the badgering, they both kept their voices low income, kudos to both of them. It raises this idea of mansplaining, being condescending, shes a woman. I didnt get or see any of that. I think it just minimizes and trivializes the whole debate process when we see it with the gender roles here. Who scored points on issues that mattered questioning on whether she would approve of packing the court in getting rid of the filibuster, it is it was for her to zero in on what the president and the Vice President knew about the severity of the virus early on and hold them accountable. Gender having nothing to do with it, it insults americans, i think. If she did a great job last night on the substance, they would be talking about the substance i think its worth noting they are not really talking about the substance instead talking about the style. Anyone whos seen any debate with mike pence, for anyone to say he was coming off as badgering is just super bizarre to me. This is a guy who is even killed, his tone is so consistently respectful, even when hes delivering his biting remarks so i dont think that place. Last night i was watching the coverage, he had this panel of undecided voters from swing states and they slammed Kamala Harris. They thought she was essentially to condescending. For today, the news to be actually, the condescending part was mike pence, its part of a strategy thats pretty transparent to go after particular campaign. Neil i think we are way beyond playing sexist and everything through the prism, it insults the Vice President and Kamala Harris. It is amazing that is what it is. That is a popular line this year. Isnt it . Thank you very much. More after this. A busy time for biotech latest, biologics, the president and ceo of the company, dealing with covid19, it added some attention. Right now from his offering price, the Company President lloyd with us now. What you think of the market response today . Of course its been crazy market. But the timing of all of this. I think from our perspective, we are excited about the company and the transformation we been able to achieve so i joined the company two years ago in a short period of time, we been able to bring to market three new products and we have signed major commercial agreements with Blue Chip Companies to help promote our technologies we have exciting pipelines. I am pleased with the progress weve made, obviously today is another step in our journey to be a Public Company and i am excited about the future where we are going and i believe our future is very bright and i think will be driven by our execution and youve seen how long weve been able to execute already. Neil maybe you can explain for me the covid19 connection here for these technologies that are part of the exciting ways but how does that fit in with the covid19 phenomenon . Our products are designed to be used with patients receiving inflatable medical devices, devices such as pacemakers, defibrillators, hardware for the peak repair and anytime you put in a foreign object, you have a reaction, your body sees foreign instrument and theres scar tissue formation or rejection so we have novel medicine tissue based products that reduce these complications. Our products use more in conjunction with medical devices and i would say probably the overall covid19 the opportunity it presents is probably not as much in our products and their use and we tend to use more critical patients with underlying cardiac conditions or automatic orthopedic conditions. Neil that is an important distinction but where do you see this going . Is this the new sort of medical waste here . I wonder if maybe that was part of the original buildup, on the day, we been all over the map here but the market has a habit of having black and white views in the biotech arena. How do you describe the reaction today . As we look at it again, we are on a journey today, we are very excited about our future. What sets us apart from other Biotech Companies and we already have a Portfolio Products in the market today, we have advanced diversified portfolio and it has held up very well during the first half of this year when there was tremendous impact on the market, the number of procedures being performed due to covid19 hospitals creating capacity for covid19 patients i think our diversity of portfolio ads a strength compared to other companies and i think our partnerships give us tremendous reach so i think in many ways, we have the opportunity although more diversified and more balanced than other Biotech Companies. Neil we will keep a very close eye on it. Thank you very much. President and ceo. We have a lot more including the followup on this debate delay and maybe dinner date denied. No more debates. Then what . Will before discovering nexium 24hr to treat her frequent heartburn, marie could only imagine enjoying freshly squeezed orange juice. Now no fruit is forbidden. Nexium 24hr stops acid before it starts for allday, allnight protection. Can you imagine 24 hours without heartburn . For allday, you know, malcolm audibles goof course, podcasts. Ks. Originals. Service stand back, im gonna show ya how doug and limu roll, ya you know you got to live it if you wanna wi. [ music stops ] time out only pay for what you need. Liberty. Liberty. Liberty. Liberty. The latest polls, things are not looking good for the president right now but there was an interesting one, looking at an unusual question, who do you think our neighbors are going to support for president . By a 49 38 margin, they thought donald trump over joe biden. Could that just be reflecting their own field . No matter what the official polls are side, there still convinced donald trump will win this . Original psychologically where youre going with this but it seems to be saying i know what these polls are saying but i still think donald trump wins. What you make of it . The polls are not reflecting very well obviously but the problem is, it is what he pointed out, the problems that exist in 2016 showing a similar way for Hillary Clinton to exist and have been compounded in the next four years. There were shy trump goes, people who dont want to admit it over the phone, they are uncomfortable saying it out loud and we saw a lot of that in 2016 and hasnt changed since. Its no longer just being called deplorable, they are out there attacking the president , there are more shy voters going after registered voters as opposed to likely voters, they are saying that because theres more enthusiasm this year than the national electric, they are trying to guess what they are just guessing. It is insane. Over and over, they are oversampling democrats to grow publicans while there are typically more democrats, republicans oversampling beyond that still. Neil so really, the methodology hasnt improved but one of the polls in the past, two weeks ago they were down by one point but in hours double digits. There, people cant get a handle because you could argue it isnt the president s friend even if there is an anomaly where they are not getting this accurately. I think they do mean for the president it is not a good sign this far behind but it is far closer race than otherwise expected. You could look at the same problems that have existed in the polls before as well as the cultural shifts weve seen that vote differently. What we are seeing here, talking to voters with counties being pro biden in the polls, bars, restaurants, talking to people, that is not at all what we are hearing. It is a strange phenomenon but you can tell by the way democrats are running the race, they understand its closer than expected. The way people are responding especially in this newest poll, it is closer than expected in the voters should still go out and vote. Neil good catching up with you. Be well, be healthy.
