After that mnuchin walked out of the meeting and went over to Mitch Mcconnells office to Top Republican in the senate and to brief him on the discussion. This is their readout afterwards. A lot of focus discussed on schools. Chuck schumer said we went through the numbers in person that the senate put in and proposal we have, how many children can you feed with this amount of dollars for how long . How many schools can you protect for this amount of dollars so they can open up. You know our proposals are a lot more generous. That was schumers readout afterwards. Earlier today President Trump suggested that if there are not, if there is not any sort of deal that negotiators can come up with, if there is not legislative action taken at some point then he could put forth executive orders. President seemed to draw a hardline against giving money to states. Listen. They want bailout money. Theyre not interested in the people. They are not interested in unemployment. Theyre not interested in evictions which is a big deal, the evictions, they want to evict, a lot of people will be evicted but i will stop it, i will do it myself if i have to, i have a lot of powers with respect to executive orders. That doesnt seem like it is democrats and republicans inching to the finish line. At this point with all many days of talks theyre just getting to understand each sides position. Yes, indeed we do and of course i think President Trump understands better than anybody in washington that in the long run the most popular, the most successful solution here is to do whatever it takes to get the economy going again and just throwing money at various props, youre just, all you will do is run out of money and rack up more debt. David my point, weve already got this money online, money that all sides agreed to spend and before we talk about, i know it is a novel thought but before we talk about going more in debt than we already are, how about spending money already been allocated . No, absolutely, absolutely. But i think at this point. This is part of the problem that President Trump faces and republicans face. Theyre not arguing with people that i think are terribly honest brokers. Chuck schumer and nancy pelosi, what theyre looking for right now, theyre looking for political posturing and they have figured out that this political posturing where they can hold up anything that they can hold up in order to pin blame for the pandemic and the economic collapse on republicans, on President Trump, they think that is a big winner in november and theyre probably right. That is why the most important thing that President Trump can do and republicans can do is do whatever it takes to jumpstart the economy, and to turbo charge this recovery so that we dont wind up with one of these, you know, eight year barack obama malaise recoveries that nobody ever feels. David charlie, that is what the president is trying to do. You know, the gop and the senate and the house dont have the same kind of gumption that he does to hold the line. Im wondering on this particular issue of states and cities because i think it is true, a lot of that trillion dollars that nancy pelosi wants for the states and the cities involve bailing them out for things that happened long before the virus ever caused economic problems. But im wondering if the gop and senate and house will have the gumption to hold the line on that issue . I think weve seen throughout the years that President Trump is not, he is not afraid of any of this stuff. It is why so many people find him so appealing. Of course professional politicians on capitol hill, theyre terrified of things like this but i think quite frankly all of this ultimately goes back to the state and local Tax Deductions fight that democrats obviously lost on and i think those democrats in congress will do anything to try to get that back and that is why were seeing them fight for these, for these bailouts now for state governments and local governments to david that might be the compromise, the compromise point theyre positioning for. I have to ask, quickly before we go, charlie, steve moore wrote a piece in the journal today suggesting that the president through an executive order could essentially without going through the rigmarole how he would do it, executive order to cut the payroll tax cut is possible. He could enact it by executive order. Any chance of that happening . I think its probably i do think that he would have to bring republicans on capitol hill along and i think that would be a real problem because again they are very scared of doing anything that is in any way dramatic but what kind of a weird situation is it that its a radical idea that people would be allowed to keep the money that they earned especially in a crisis like that . David right. Like the one were in the middle of . That should be the first thing that federal lawmakers go to. The idea that people can keep the money that they earn at least until we get through this crisis passes. David by the way, nancy pelosi says it is just for rich people. Lets go to he had lawrence live in washington with the details on that. Edward . Reporter this is one extent closer to the 737 max jets getting in the air. The faa released a preliminary summary and in that preliminary summary i had said this, through a thorough and transparent process, the faa plim narrowly changes to the 737 design and flight crew and airplane procedures effectively mitigate the issues that contributed to the 610 and flight 302 accident. In laymans term, faa preliminarily is satisfied that boeing has done what it needs to do to get the max 737 jet back in the air. The review goes on to say the design changes also address safety concerns that came up that were not related to those crashes but it does address those. Boeing says that the production of the 737 has been cut by a third because of this. Their cfo actually says that they can deliver all of the parked 737s in 2021 should the plane get certified to fly. In a statement boeing says this related to faa. It says quote, were continuing to make steady progress towards the safe return to service. Working closely with the faa and global regulators. While we still have a lot of work in front of us this is an important milestone in the certification process. There are still other certification processes to go through. They have to be certified and cleared to fly this is an on going process but this is big hurdle for them to get in the air. We had a drenching rain here 45 minutes ago but things obviously cleared up for now. Were told to expect much worse conditions as the night wears on. I want to show you Atlantic Beach which is completely empty here. Were about 70 miles north of Wrightsville Beach where a state of emergency has been declared. This area is under a hurricane watch as far as i know. They are expecting that isaias will strengthen from a Tropical Storm into a hurricane, if it hasnt already and potentially hit us here with the dirty side as category 1. As you look down the beach, some folks are enjoying the afternoon for now but the surf is very rough. Red flags are flying. We can show you drone video we shot earlier of Atlantic Beach. It is relatively quiet on a day when you might have had a lot of folks out here. Some are boarding up as they get ready for what could be a three to five foot storm surge and six to eight inches of pounding rain. There was a mandatory evacuation of oak can croak island north of us and that was hit by dorian last year. Camp lejeune personnel were told to go home 2 00 eastern time. They are getting ready. They opened shelters in the region. They are concerned especially when you look at pictures from the bahamas, where the islands got slammed and even puerto rico and Dominican Republic got hit hard with power lines down, some damage to structure there, and a lot of flooding. There were some water rescues down there as well. The governor of North Carolina roy cooper asking you to consider that and stay safe. I know North Carolinaians have had to dig deep in recent months to tap into our resilience and strength during the pandemic and that hasnt been easy, but with the storm on the way we have to dig a little deeper. Hey, jackie, the storm were tracking likely making landfall close to midnight tonight. A lot of talk will it be a Tropical Storm or a hurricane. Currently winds at 70 miles an hour. You have to only run up to 75 miles an hour to be a hurricane. Either way the storm will remain similar. A powerful Tropical Storm or weak category 1 hurricane it will do damage particularly talking about rain. Winds gusts up to 50 to 60 miles an hour in our buoys, a lot of locations getting up to 30 or 40 mileanhour winds. As you get close to the shore that will only intensify. Likely making landfall, 11, midnight, or maybe 1 00 a. M. , myrtle beach or farther north up the coastline. Very heavy rain is out in front of this. You will start to notice things deteriorate eventually before it makes landfall. Ones it does so, it will move inland to work its way up the coast. Heavy rain in d. C. , philadelphia, perhaps even in new york. This only heads farther north. New england will see heavy rain with the system also. No surprise. Were looking widespread areas with flood watches and warnings stretching from the midatlantic all the way up into new england. As well be talking about what is initially very heavy rain. You see some darker colors. Widespread, maybe six to eight inches. I run you up the coast. That rain continues to fall. The farther west you go, maybe more flooding you will see. This line currently it, could still shift a little bit but dropping four to five to six inches of rain in d. C. , close to philadelphia. This particular map showing it missing new york city. That will be yet to be seen. There is plenty of time for this to move a little bit. I want to leave you with a final forecast, perhaps getting up to category 1, the story as i toss this back to you, even though i talk about landfall tonight, well be talking about this all the way into wednesday morning. That is of course a popular social media platform owned by Chinese Tech Company bytedance and white house trade advisor Peter Navarro voicing concern over the potential sale. Listen. Microsoft, yahoo , cisco, other American Companies in the techland helped china build its great firewall which is used basically in the limit to imprison chinese citizens. I guess the question is, chinese Civil Military infusion, which requires any Foreign Company operating on chinese soil to give them their data, can we trust any company that operates in china . David by the way since that interview President Trump himself has spoken postively about microsoft possibly taking over tiktok. Here is retired fourstar general jack keane. He is a fox news senior strategic analyst. Always a pleasure to talk to him. General, let me talk first about the possibility of a sale of tiktok to microsoft. Is it possible for microsoft to wipe out all of the chinese influence on a company that was, that was really started and connected integrally to chinese operations . Can microsoft wipe out of the china niece component of tiktok . There are two major discussions going on. The financial aspect of the deal itself. The other thing, microsoft leadership will frankly have to convince our government, when they take control of this, that there will be absolutely no i. T. Electronic ties whatsoever to the Chinese Communist party. That kind of a laydown for our government will have to reassure them. I suspect they have been given some kind of assurance already because, i believe that is, why President Trump is bringing it up as a realistic option theyre exploring but i think the details of what that really means from a cyber perspective, they will have to be laid out. David the wall street journal suggests that china, that Chinese Communist party, important to make that distinction, between china and the Chinese Communist party that controls so many people there they think something more is going on. Perhaps is all an attempt to make china pay back some of its responsibility for unleashing the pandemic. What do you think of that . Well, i really think it had more to do with the concern that we have 165 million americans on that site and our government believes that site is being used for the benefit of the Chinese Communist party in accessing personal information of americans. I accept that at face value, if that is what our government they have much more sources than what the private sector obviously has in terms of behavior of the Chinese Communist party. I think that is the essential issue here. I dont think it is another way of repatriation in terms of the chinese spreading a localized epidemic that became a world pandemic and we want some kind of retribution. I believe there are plenty of avenues taken along those lines, not just by the United States but the world writ large, dealing with the ccp on that issue. David isnt it true that the world finally despite their cozying up to the chinese on individual projects that they do recognize now what a bad player they are in the world stage, particularly since it seems clear that they were, they realized how badly they were going to be hit by the virus and they didnt want to face it all alone, that economic damage, so there was a, there did seem to be an intent to spread it to the rest of the world . Yeah. No, i think you put your finger right on it. President xi knew full well it would be a an economic set back for his country, despite he was preventing it from getting to his Power Centers in shanghai and beijing but he wanted the rest of the world, particularly western democracies and particularly the United States to have a economic setback as well. That is outrageous criminal behavior as far as im concerned if youre making that conscious of a decision to spread the epidemic. Listen, weve always had an idealogical difference with the Chinese Communist party regardless who was running the country. That difference is fundamental. Theyre an authoritarian regime. Were an open democracy. What has really changed is president xis leadership. He has been the most aggressive, most maligned and ambitious leader since mao tsetung. David absolutely. I think he overreached it, while hardliners support him there is push back in his country because they have become an international pariah, based on what they have done in terms of the pandemic and also crushing hong kongs autonomy 27 years before the treaty was up. Is it a possibility that the communist party coulda line itself against him . Well that remains to be seen but certainly among the moderates and the reformers there is internal criticism of his aggressive behavior in the south china sea. Then these last two that we have just mentioned. So yes, there is a rising recognition around the world that chinas behavior has got to change. This started when two separate fires sparked on friday evening in an Unincorporated Community of beaumont, 85 miles east of los angeles. The two fires merged into the apple fire which has exploded in size. 26,000 acres of land, ripping the hillside and into nearby communities and into the san bernanadino national forest. On friday witnesses reported seeing a man set multiple fires in the area. Authorities are looking to see if this is a case of arson. 2300 firefighters are battling this dangerous fire and dry, gusty, hot conditions. Three structures have been destroyed and one out building. Thousand eight thousand people in the area are under mandatory evacuation. Were praying everybody is safe. That everybody that stayed here are safe and were all packed and ready to go. Reporter firefighters had to make a lot of procedural changes to the way they usually fight fires because of coronavirus. We do import a lot of people on the two extremes, whether it is low education or High Education but we could certainly work towards a place in the United States where we have those higher levels of skill. Do you see this as a pilot, if it is successful it could potentially become more . This really gets to the the heart of the debate of government safety net. This is private money. Ultimately all the money comes from taxation. This is private dollars and private action the contribution from jack dorsey but well see how this experiment plays out in universal income. I think its a flawed experiment in a couple of ways. Were doing it in the midst of a pandemic where needs of people across the income spectrum is different. How we consume, how we spend money will look different and this isnt a experiment replacing existing social safety net with ubi or additional cash payment but layering on the cash payment.
