Fox Business Team coverage with berm blake burman in washington and Edward Lawrence on the latest visit to north carolina. Reporter he have went to the fuji film biosciences plant in north carolina. The health and Human Services department, 265 million deal, side deal with fuji film for another plant in texas to ramp up production of the vaccine there. Fuji film has done a deal with novavax, specifically for the phase three trial. Theyre going to provide all of the clinical needs for that trial, it is part of the 1. 6 billion that federal government gave novavax for this. The federal government saying, vaccine production are taking place at the same time, and that is saving time. Not only is operation warp speed accelerating the development of a vaccine, were also directing a colossal industrial mobilization to insure its rapid delivery. Nothing has happened like this since the end of world war ii. Reporter novavax never delivered a vaccine to the market but showed enough promise to be among the five the u. S. Government has spent billions of dollars worth to be specific, 1. 6 billion to supply 300 million doses. Now some others, moderna starting phase three trials today, received 472 million in federal money over the weekend. That is in additional. Brings their total grant investment to 955 million in the country. It buys hundreds of millions of doses by the end of the year. Pfizer, delivery for 100 million doses for 1. 95 billion. Astrazeneca looks like will have the first vaccine in october, worked out a deal with the u. S. To cover 300 million doses for 1. 2 billion. The administration is hedging its bets on doses but the fda commissioner says not effectiveness. Fda scientists, our center for Biologic Evaluation Research will not cut corns. Stuart let me stress that, will not cut corners to evaluate a vaccine. Our job at fda, the solemn promise to the American People, we will judge based upon the data and Gold Standard we have in the fda regarding the safety and efficacy in regard too a vaccine. Reporter you saw the Vice President in the picture. He was in miami to hear more of the moderna phase three project also happening in miami there while the president was in north carolina. Back to you. Melissa edward, thank you. Here now to react is dan henninger, Deputy Editor of the wall street journal editorial page, a fox news contributor. So dan, it is so interesting to see to see this horse race among these pharmaceutical companies and i know people, especially doctors who are investing in all of the different players because theyre saying it doesnt matter who wins. I just want to be a part of, theyre all going to benefit. First of all, do you think thats true, that they all sort of benefit along the way. How does that work out in the long run, if we have different vaccines out there from Different Companies, does it turn out ones more effective than the other . You know, how does that work . There are some different possibilities here. What are your thoughts . Well, if i may borrow a word or phrase from our friends in the market who are making all these investments and all these vaccine companies, i think basically, what is going on with the vaccine manufacturers is really good hedge because we do not know for sure whether any one of these vaccines is going to be effective or be effective over time. So i think its a very good thing that we have several, four, five, vaccine makers here and in europe trying to develop vaccines in different ways, because it is most likely that were going to need more than one vaccine. I mean i would hate to load up all of my hope and money indeed on one companys being able to produce a vaccine that is like, say the salk or sabin vaccine that fought polio back in the 1950s. Were not in situation like that. I think we need more than one manufacturer. Melissa i want to tell people what were seeing on the screen here. This is President Trump obviously wearing a mask. He is touring around the facility. This is novavax. They are looking at, you know the various parts of the manufacturing process going on here as they test the vaccine and you know, try to be as we were saying among the first to have that vaccine out. It is interesting, as you look at france and germany and spain and israel all facing new surges, thinking about a second lockdown even, it really reinforces that point that, were not going to get there on our own by keeping our hands clean and by people staying home. Clearly that is not going to work. We need some medicine in order to get past this. Do you think thats true . Yeah. I think ultimately it is true that we do need a vaccine. We need treatments as well. Then there is also the phenomenon out there that is true of any virus which is herd immunity, when enough people have had it the virus begins to die off. It is beginning to look at the moment as though, there is really no clearcut idea about whether, whose lock downs work or whose lock downs dont work. Some of these cities like madrid and spain, germany, hong kong, had very severe lockdowns. Now theyre having resurgences. The bottom line, this is a virus about which we do not know a lot. It has been a work in progress. I think we have reached the point though where, the world, indeed the United States understands that our economies, our private sector, our business people, shopkeepers, somehow have to be accommodated alongside our fight against the coronavirus. We cannot set one aside and ignore the other. Too much damage is being done to individuals lives economically to simply lock them down the way we did at the start of this virus. A way has to be found to adjust to both reality of peoples Economic Needs and the realities of fighting the coronavirus. Melissa yeah. Speaking of realities, were about 100, a little less than 100 days away from election. Were not seeing a lot of joe biden. That seems to be working for him if you believe the polls. You look at President Trump now doing this tour of this facility and, you know, you think this is what the Campaign Looks like. This is how the president is going to get out and about to go out and sort of show that he is on top of, or try to show that he is on top of the coronavirus epidemic. How do you think, how do you compare the two candidates and who is at the advantage in this Current Situation as we watch this on our screen . Well, President Trump was still just here at the press conference knocking the polls. The polls have been his problem because he has been running, notwithstanding his own polls, most of the public polls show him running behind joe biden in many of these battleground states. Which im sure frustrating to the president because joe biden is doing nothing, right, other than sitting in husband basement in delaware occasionally getting a virtual speech. The president is not only running against this guy hiding in his basement but against something over which he has not that much control. Pandemic and a virus. And the other issue, it is kind of a perfect storm for the president , are the ongoing protests. I had been arguing that were in unique election. It its difficult to predict exactly how this is going to play out over the nearly next 100 days, as we try to grapple with the virus, question is whether the virus retards, recedes to some extent, a question whether those protests will get people very upset about the state of civil order in the United States. President trump indeed has a big challenge addressing both of these phenomenons simultaneously in middle of running against a candidate who is hiding from him. Presumably he will have to get out there to debate President Trump this is probably going to be a bigger event than ever, this president ial debate this year. Melissa real quick, before we go. As we keep joe biden wrapped up in bubble wrap, does the bubble wrap have to come off at some point. There is always a chance who mod rates the debate. Do they ask him tough questions, do they give joe biden a pass depending on who it is . How long do you think he can stay wrapped up in bubble wrap . I think they will keep him wrapped up as long as they can. Vice President Biden obviously has some difficulties presenting himself. He will have to give an acceptance speech at the convention. I think if he hides too much from the American People that is going to be held against him. They will wonder what else he is hiding. So he is not going to be able to stay in that basement for the next 100 days. Joe biden will have to go out and campaign to win this presidency. Melissa we will see. Dan hen. Ed anyone gear, thank you so much. David the invisible candidate, who would we have thought we would see it. Here is dr. Nicole sapphire. We want to talk about the vaccine. Dr. Saphier is a fox news contributor. We always pleased to have her here. Melissa mentioned, 25 vaccines around the world are being tested but focusing on moderna for a second, to go to the phase three, which is the last phase, one where 30,000 people are part of a trial, half of whom get a placebo, half whom get the vaccine, but to get the to the third phase, presumably they would have had a lot of success at the first two phases. I wonder do we know any people that have received vaccine still got the coronavirus or the fact theyre on to phase three, it was completely successful . Well, i mean it is extremely exciting at that the u. S. Now has first vaccine in phase three of clinical trials. Only 25 to 30 leave phase two, make it to phase three. So this extremely encouraging. David wow. We dont know a lot about the data. Phase one, phase two, are looking at safety and ability to produce antibodies. We know that in the smaller pop islations yes, it was proven safe. There were minor reactions. No major reactions were aware of at this time. It also shows there is great ability to produce antibodies which is why it is able to go to phase three. We dont have the data of phase two Clinical Study yet, however, we know that because it was able to get to phase three, that means that it likely had some efficacy, but also that it proved safe. For it to get to two or three. It had to be proven safe. Why it is in phase three. In august we expect to see some data telling us really how much it was able to produce. Now we go to the 30,000 participants. That is really to look at, how it works in large populations, really its ability to prevent infection and maybe decrease infections what we see with the flu shots. David doctor, as we mentioned, you have got 25 vaccines around. Moderna and couple other companies are private companies here in the United States but they received hundreds of millions of dollars, billions, actually in total from the United States government, from you and me and other taxpayers. So arent they required, rather than being competitive, even though they are private sector, arent they required to be cooperative to, share data with each other, even though eventually they will be competing with each other . One of the things with operation warp speed, theyre really allowing us to produce many different types of vaccines in parallel while also ramping up the manufacturing. So once a vaccine does show it is safe and successful, that it will be available right away. That is the whole purpose right now. You have to know it is not that we all have the Different Companies doing the exact same thing, there are many different types of vaccines. Moderna vaccine is different from novavax and so forth. Theyre putting in all the effort, trying all different type of vaccines, hopefully one will stick, hopefully more than one will stick. Hopefully right now we have several going into phase three. Im really looking forward to see some of those results. David finally they are churning out a lot of this stuff already even before they finish phase three. Millions of doses are being prepared with the hope that phase three will turn out all right. If it does, and we have those millions available for application before the end of the year, who gets the first few million dose es . There wont be enough for 330 americans. Surely not. It will go straight to the vulnerable. Straight to those really at highest husk for covid19. You have to remember even those that make it to phase three, 25 will actually be available for the public and be widely used so that is why it is so important to have various different types of vaccines entering phase three, because it is very possible that we may go all this way and it shows that it doesnt actually work, but good news is, Many Companies working right now, we have several in phase three and hopefully by the end of the year well have much better idea if any of these will really work. The good news with operation warp speed, if one of these proves successful, it is likely the manufacturing is already well underway, it may be available as early as january, february, spring, 2021 if it proves that it works. They want to cap that at 70 of a laid off workers prior earnings. Melissa, over to you. Melissa here is retired four store general jack keane, fox news senior military analyst. How significant is it for the consulate being closed . It is closing because we shut down the chinese consulate in houston and their five consulates and their embassy, theyre all spying platforms and it is high time we took a stand to do something about it. The chinese could actually have, could have selected a more significant consulate to close in china than the one in chengdu. But they selected chengdu that theyre hoping to pull back a little bit from the tension created as a result of selecting this consulate. This consulate is major gateway city that accesses the himalayas and tibet. One of the primary functions of this consulate was to monitor the situation in tibet and tensions that are there obviously with mainland china. Yes, it is an indication of the deterioration of the relationship, certainly between china and the United States. Melissa that is so interesting though. You say it shows that theyre trying, maybe not to retaliate as tough as they could. Why do you think that is . They want to see a little bit of a pullback in the tensions . Well i think, i firmly believe that president xi is the most ambitious, most aggressive, most malign leader that china has had since mao tsetung and he has been in power for seven years. In his first few years he really had a free hand, melissa. None of our allies, not the United States were pushing back on him. He was an economic predator to be sure but he was also militarizing the south china sea. He told us, he told the world he was not doing that and he did it and we did nothing about it and he has been a huge bully for all of our partners and allies in the region. It wasnt until 2017, Trump Administration came in, declared china as long term strategic threat to the United States and changed the framework. We pushed back economically to reset the table in terms of the trade imbalance and were using tariffs to do that. Given the pandemic that china really spread from a local regionalized epidemic, given the crushing blow they have dealt to hong kong 27 years earlier than the treaty called for and taking their autonomy away, given what theyre doing with the uyghurs in concentration camps, the United States has had enough and so have our partners and allies and were pushing back in a way that we never had done before. This is a comprehensive whole of government approach across all of the major functions to push back on china and were going to partner with our allies who want the United States to take this Global Leadership role. I personally believe president xi has overreached. I think his hardliners have always been cheering him on. But a lot of the others inside of this country are thinking he is pushed too far. He is pushing into a dangerous situation with the United States. And thats one of the reasons why i think they carefully selected which consulate of to close. Melissa wow. I mean that is a fascinating point of view. It is unlike anything ive heard the rest of today. Given everything you just said, where do we go from here . I really applaud the administration to try to establish a Broad Coalition to stand up against china and eventually develop a grand strategy to deal with them. Much as we did with the soviet union postworld war ii, for 40 years. We dont have that grand strategy yet. Im certain they take criticism from their opponents but, i think we need to stitch it together and well try to work that out with our allies. That is why secretary pompeo was in the United Kingdom just recently. Were dealing closely with australia. Were working closely with india, certainly very closely with japan, dealing with this issue. This is complex what were dealing with, certainly, but china has been robbing this country blind. Youre very familiar with it. You talk about it constantly on this show, what they have done to us. They have been a huge predator, economically, geopolitically, militarily, their massive, massive information and Cyber Espionage, to steal our secrets and to steal our intellectual property, estimates on average every single year somewhere in the neighborhood of 500 billion plus dollars they have been doing and were saying enough, this is over. Were drawing a line. It is high time. Melissa we really thought in the microcosm of this virus as well, the way they didnt share information, the way they lied about it, and seen evidence they tried to use Cyber Espionage to try to steal what we have for the vaccine. General jack keane, thank you so much for coming on. Really insightful stuff. We love it. David, over to you. David that was fascinating. Vice president pence and the governor were here today at the university of miami school of, Miller School of medicine which is really internationally reknown for its clinical research. The school, um, is participating in the biotech firm modernas Coronavirus Vaccine trial which began phase three today. Vicepresident pence heads the White House Coronavirus task force which is dubbed the rapid search for a vaccine, operation warp speed. That is going to entail 30,000 volunteers nationwide pulling up their sleeve, getting a shot, all to see what exactly happens and how effective the test vaccine is. In march, 45 volunteers were injected with the possible vaccine and they developed neutralizing antibodies in their bloodstream which is key to blocking infections. So there is great promise here. Although more than half ended up with flulike symptoms, like fever, sideeffects only lasted about a day. Florida now has more than 430,000 cases of coronavirus. With not knowing at the very beginning of the covid pandemic how things react, not having a spleen, immunosystem compromised, didnt feel like it was worth the risk at this point. David how badly has your business been hurt by the shutdown . Well, were not open at all. So that is up, this time a year about a dozen jobs. It is, not only my business but this entire community and the world for example, sure. David did you try to get a ppp loan in order to hold on to some of your employees . We did. There was a pp loan that was some help. In the beginning not knowing what was going to happen, that was definitely a relief to see there was something. At this point as things continue were not sure what will happen next. David well, how much longer can you afford the overhead . I assume there is still overhead in keeping the ranch at least alive so that when you do open it is in good shape . How much longer can you keep the overhead going without any income . Well, were not positive. Were actually pretty fortunate that were a familyrun business. The other folks that were coming to work for us made other plans. We tightened the pure strings. Were personally kind of fortunate that we had some property that we were able to sell, so it is on the market. Well see what happens there to buy some time. Going forward there is a lot of, you know, a lot of question marks on whats going to happen. Were hopeful for the spring of 2021. We have no plans to further open for the rest of this year, not knowing what direction things are going to go. David wow, this year is a write i dont have. I have to ask you about california. A lot of people, including elon musk, im sure you saw are moving out of california because regulations are so thick and the taxes are so high. This must make the regulations even harder than they are normally, right . It does, yeah. For a lot of folks it is prohibitive. Safety is something that we do every day. So adding more safety features for us isnt going to be a huge stretch Going Forward, for my business once we know where the pandemics going and what the options are Going Forward. A lot of folks in the state are in pretty bad shape. David finally, bryan, just a last question, there must be other folks, other businesses in your area having the same problem you are. Are you guys sticking together . Are you trying to help one another . Absolutely. Yeah, were actually in a great little community. Our whole town doesnt have 2000 people in it. Melissa. Mel all right. Faced with the idea of no fall College Sports, universities are working to figure out how to make up the possible lost revenue. Grady trimble is at Northwestern University with the details, and its a big hole to fill, grady. Reporter yeah, melissa, theres a lot on the line. A new economic report says the big ten athletic conference schools including northwestern bring in about 1. 8 billion every year through licensing deals, ticket sales and other sources of revenue. Ohio state is just one of those schools thats the most lucrative in the big ten when it comes to sports, and its one of the top earning programs in the country. The report says at least some of that revenue is in jeopardy if fall sports dont happen. The big ten conference with northwestern is in sees it will play only says it will play only Conference Games, but again, still a lot can change in just a couple days.
