There is a lot of skepticism from republicans. Listen to tom cotton, republican of arkansas. We really need to have a bill that is much more finely targeted and calibrated towards needs we see today. Like helping our schools and colleges and universities get open by protecting them from ambulance chasing trial lawyers. Or helping our doctors and hospitals and clinics get the supplies that they need to insure that we are testing at sufficient speed and volume. Reporter mcconnell said weeks ago he would write the bill in his office. That was an effort to get gop buyn white house chief of staff mark meadows, along with secretary of treasury Steve Mnuchin came to the capitol twice over the weekend to take part in the drafting of the bill. Those moves were to signal to republican senators that the president was onboard with the plan as republicans are leery. Majority of republicans are opposed to measure because that is why they need too donald trump provides no leadership. Lindsey graham says half the people in the Republican Caucus wont vote for any stimulus. So we dont have a plan to negotiate. David doctor, despite the flareups, despite in some cases rising death numbers we do have a lowering mortality rate. That is the chance of you surviving this disease are growing. Is that because of increased therapeutics . Well, you see a decrease in the mortality rate for a couple of reasons. One is, that were doing more testing. So you get more testing of atom tick individuals and then those followings have the disease that may potentially succumb to that disease become a lesser percent but were also learning a lot more how to treat this disease. That is incredibly helpful. Whether it is remdesivir, whether it is dexamethasone, whether different kinds of activities with patients themselves when they present to the hospital or go to intensive care unit were having much greater success. It is also important to remember if youre under the age of 55 the likelihood of succumbing to this disease is very, very small. That doesnt mean youre not at risk. Individuals in those highrisk areas a and highrisk categories need to make certain theyre very cautious about their activity. David sure. The rest of us need to make certain were practicing Public Health guidelines so were not infecting those individuals that are at greatest risk. David if youre under the age of 15, chances getting this and succumbing to it are extraordinarily small. There have been 37 children under the age of 15 who died from covid. That is far less, i think it is about 1 3 than, or even one fourth of the kids that die every year because of the flu, yet we dont close the whole School System for the flu. If we dont do it for the flu, should we do it for the covid virus . Well it, everybody agrees that the place for kids during the school year is in the classroom, five days a week, getting inperson teaching but we want to make sure its safe. That is why it is important to have the local jurisdictions have the authority to determine when something is open. There are some counties where they dont have any incidents of coronavirus right now f youre in a hot spot, you may want to delay or do virtual teaching for a short period of time. We need to be certain that were use liesing Public Health recommendations, face masks, washing of hands, taking classes with single cohort, with the same students throughout entire day. Having outside classes and like. We need to make certain we are smart about this we need to make certain we get kids back to school. That is where they will learn. David would you send your kids to school under these conditions . Yeah. I think that the discussion with parents needs to be with administrators and teachers to say what are you going to do . If youre going to do the right things i with have no hesitation whatsoever to send my child to back to school. As long as theyre taking Public Health precautions with the understanding, again, that the likelihood of somebody under the age of 15 getting the disease or having a problem with the disease is very, very small. It bears repeating that it is less likely for them to have a challenge with the coronavirus than it is with the annual flu that we have every single year. I think three things we need to do i laid out in my column today in the New York Post. Is open schools, parents need that stability. The city needs stability. Stop riots. Crime is a larger picture is also involved. But in a very particular concerns. We need to stop riots and stop attacks on police. The third thing is Governor Cuomo needs to lay off the businesses. Theyre struggling. They have been struggling. Open the gyms. Let bars serve drinks without food. Get a grip. Follow the science. Continue own with our lives the way we were meant to. David carol, none of those things happen with current leadership. They need to see theyre losing a tax base. Not just the superrich that left. That is obvious concern. The tax base, we could lose, im estimating, i have no way of knowing for sure, but we could lose as much as a third of our tax business. If that happens, new york is broke. There is no way of getting around it. This city will be bankrupt. Absolutely. I think what these liberal politicians also dont realize all of their plans cost money. The money comes from that tax base. It isnt printed in the basement as Governor Cuomo one time said. We can print more money in the basement. That isnt a thing. They need to face reality and start working on getting people to return to new york. David we should mention, you had a great piece why immigrants come here. I married an immigrant so i was able to identify that piece despite all the problems. We had problems before in new york. Are you optimistic in the long run well get over this hump . Big 10 athletic programs collectively generate 1. 8 billion through licensing deals, ticket sales, donations, other revenue streams. Cases are on the rise now in some midwest states including some big 10 School States including wisconsin and indiana. Fall sports are just weeks away and at least some of that 1. 8 billion in revenue is in jeopardy. This could really impact Small College towns too. It is not just the lost ticket revenue, tech kit sales, merchandise sales, this is also not people going to bars and restaurants. Moms and dads not coming into east lansing to go to a game. Theyre not spending the money on a hotel. It is not just lost sports revenue. Reporter if moneymaking sports like football get canceled for this year, you will see a trickle effect. Stanford university for example, cutting sports that dont generate a lot of revenue, volleyball, wrestling, rowing to name a few. 11 sports in total, david. We could see across more sports if we see the impact of fall sports either happening or not happening with no fans in them. At tillis gym owners, frank and jim, talked about reopening despite defying new jersey governor murphy shutdown order. A day later they were actually arrested. To fox news senior judicial analyst Andrew Napolitano how he plays this out. Judge, here we are. Politicians are praising blm protests for squeezing together in tight company and making their views known in deference to the First Amendment right to do that and yet theyre arresting Business Owners who actually space out their property in such a way that will limit the possibility of anybody getting sick. The owners are because he himself participated literally arm in arm with his arms locked in political demonstrations, essence with which he agrees at the same time he has prohibited people from attending catholic mass where more than 25 of the church is occupied and also prohibited other openair demonstrations with which he disagreed. In this case he had the state police call the Utility Companies to have them turn off the water and electricity on this gym. And the Utility Company said forget about it. These guys paid three months in advance, were not turning it off. He had local police, locksmith break into the gym and put their own lock. They came by and took out the states lock and put on their own. They lived in the gym. They clients into the gym, it is not a public gym. Its a private club. They kept them more than six feet apart and studiously and. Judiciously wiped down all the equipment. That wasnt good enough. They got the state to get a judge to order them shut down. When they violated that judicial order, they got arrested for disorderly persons offense. Maximum time 90 days. No priors. You dont go to jail. That is what happened last night. This is not ajudication, that the governor is correct. It is a determination on its face these guys who in my opinion are american heroes violated a order of a judge to stay closed. The order of the judge is profoundly wrong because the governor has no authority to shut this place down. David the law has gone down haywire. Forgive me, judge, you live and die by the law. It has totally gone haywire. It is not new jersey. It is happening in michigan. Happening in places all over the country where these executive orders put forth by governors, those are not laws, these are executive orders are completely hypocritical and stand in sharp contrast to what theyre doing in other situations. Just to be specific it, was may 22nd executive order in new jersey by governor murphy that said, and im quoting here, that specifically bars quote, super spreading events and Large Community gatherings with more than 25 participants. He went, the governor, as i mentioned, you mentioned locked arms with people, hundreds, thousands of people there at that demonstration. So he was violating his own executive order so in new jersey the attorney general is independent of the governor. The governor cant fire him and the governor cant tell him what to do. The attorney general himself is a former federal prosecutor. Guess what he did . He ordered all prosecutions of all persons for violating governor murphys stay at home and social distancing and close your business orders dismissed. The attorney general himself determined that the governor did not have the authority to issue these orders, thatter this recommendations, that they were not laws. Only legislature can write the law. Still the state went after these two gym owners. I predict they will ultimately prevail. It will cost them a fortune. I dont know how the governor comes out of this. Im living and working in new jersey now as you pointed out. I dont know how the state is going to fare. With no notice he shut down restaurants on 4th of july weekend after he told everybody you can open up. David this is unamerican. It is absolutely unamerican. Again you can argue either way with regard to hough these Health Regulations should be enforced. When you have so much hypocrisy, so many double standards in this situation, that is not blind justice. Well, youre right, david. And, this is a governor who will permit 500 people, 500 at walmart but 100 at the second largest cathedral in the state, a cathedral seats 1200. That is not right. Not the way laws are made in america. David what the gym you had done, they taped off workout stations. They were operating 20 of the buildings capacity. 20 . They wiped down all the equipment. They only had 44 patrons in there at a time. I understand the virus is very tricky. I understand it can pop in ways that Health Officials cant even explain. Still it is just, just extraordinary that these governors around the country are acting like dictators and getting away with it. Hopefully that wont last much longer. At some point, some court is going to have to say your job is to enforce the law. When you can make the law and enforce, youre not a governor, youre a prince. We dont have princes in america. And in florida, we are seeing the number of coronavirus cases continuing to worry officials. They have new plans to deal with it. And in seattle, the citys police chief warning residents that officers cannot enforce the law. A trail of destruction in seattle. Officials say rioters looted businesses and set explosive fireworks this weekend. That isnt the only city, of course, dealing with violence. To dan springer now with the very latest. Dan . Reporter yeah, david. It was an especially violent weekend across the United States, really. Mainly because the flash mob or im sorry, the pop mob and youth liberation front, two groups that have been driving the nightly protests in portland, they put out the word last week to have people across the country come out in solidarity and march in protest on saturday night and thousands and thousands of people across the country did just that. But portland still had the biggest numbers gather around the federal courthouse. Protesters started fires and got hit with tear gas over and over again. One person was shot nearby. Police also found a backpack with molotov cocktails and ammunition for a rifle. Just some of the dangers facing Law Enforcement there. Up the coast in seattle, police were busy all weekend. This was the scene saturday night as they scuffled with protesters while making 47 arrests. They also released body cam video from that declared riot. Five trailers were torched and there was a lot of damage to businesses. You can see police getting hit with fireworks and those fireworks caused dozens of injuries. Spd says 59 officers were hurt, one had to be hospitalized. In austin, texas, one man is dead, another has been arrested after a deadly shooting during a protest saturday night. Police say a man drove into the crowd, then a protester armed with a rifle approached that car and then he was shot and killed by the driver. Now seattles chief of police, carmen best, warning the citys businesses and residents that they are on their own essentially, that a new City Council Ordinance gives officers quote, no ability to safely intercede to preserve property in the midst of a large violent crowd. Yeah, this is absolutely extraordinary. What we are witnessing in downtown seattle is the collapse of public order in realtime. The king county executive now moving to close the countys largest jail, reducing capacity by 60 , and the facts are very simple. When you dismantle the system of justice and Law Enforcement, you are enabling the kind of chaos and violence and looting that you are seeing now every night in cities like seattle and portland. Its stunning. Nothing like this has ever happened in recent memory. David chief best is again, i think its remarkable, i cant imagine a time when its happened before in American History when shes telling police that they no longer can do their job to protect property, to protect individuals lives, that they just are not allowed to do that. So you wonder what are they supposed to do . What is their job . You know, their job now unfortunately is really just to hold the mob at bay. The best they can do is respond to the most serious and Violent Crimes but this is totally unsustainable. Its almost unimaginable that a city as prosperous as seattle is witnessing this kind of chaos and disorder. The chief is taking care of her department but unfortunately, its the Political Class that deprived Law Enforcement of essential tools and essential personnel. Ther theres not much she can do. David it is, its the City Councils all around america, new york, they are the ones that were really forcing the defunding of the police, moving 1 billion, essentially 20 away from their budget. Most people dont think about voting for City Councils. They think of a president or senators or congressmen, but City Councils should not be overlooked. Yet despite all this violence thats happening all over the country, leading democrats like, for example, joe biden, insisting that these protests are not violent. I mean, that is patently absurd. If you listen to antifa itself, if you monitor their social media in cities like seattle and portland, they are jubilant. They are triumphant. They are announcing they will be hitting the barricades, throwing explosives at Police Officers and just over the weekend, we had many injuries in spd including an officer that i know who may not be able to walk normally again because she was suffered such a dramatic injury at the hands of these protesters. It is an absolute absurdity and a lie to say that antifa is not fomenting tremendous violence. I think you will start seeing reports emanating from all these cities of horrific accidents and this is again, really just a tinderbox and im afraid that what you will see is a further escalation as the police pull back. You will see arson, you will see brazen attacks against the police. Its quite dangerous. David you are also seeing murder rates go skyhigh. We just got a full list of reports of murder rates going up. Minneapolis, up 85 . Chicago, up 73 . New orleans up 46 . Denver, murder rate up 46 . Kansas city, murder rate up 40 . Houston, 37 . Philadelphia, 31 . It just goes on and on and on. When you pull back police, when you handcuff police, prohibit them from taking the action that they must take against the evildoers in our society, we will end up with more evildoers doing more bad things to innocent people. And thats precisely the most Extraordinary Part of this story. While people are looting in the streets, rioting, committing acts of arson and murder, its skyrocketing throughout the United States, you have a Progressive Political establishment that is gripped by an almost religious fanaticism to abolishing of institutions that maintain public order, all kind of concocted under this mythological theory of Critical Race Theory and its really extraordinary. You could say the tensions with china are at a boiling point but the issue is and always has been the reciprocal profitable relationship between our country and china that makes everything so complicated. We know u. S. Companies have worked on restructuring their supply chain, the Trump Administration rallying for less dependence on china, bringing in jobs and production home to the states, but u. S. Investors still profit from china in other ways, specifically investing in Chinese Companies and their ipos. Even with the tensions, china still looks to the United States to raise money to fund these companies. In the first half of 2020, the number of Chinese Companies listing on the nasdaq or the nyse was up 55 year over year and for investors who get in, the rewards are pretty sweet, especially for the larger wellfunded ventures. Listen. Youre talking about close to 60 returns on your money and i think the u. S. Investors would want to take advantage of those kind of opportunities. Jackie according to Advisory Firm markumbp, there are close to 350 unicorns as we call them today, those Big Companies, and twothirds of those are chinese. Regardless of the latest round of tensions we are seeing, they say the reason they still wouldnt turn to the u. S. Markets for fundraising help. Listen to this. Things have been at a standstill so most of the Companies Need money. A lot of these Unicorn Companies are growthoriented companies. They need capital to grow and expand. Investors, there would actually be plenty of appetite elsewhere in other countries for these deals. But what investors want to stay away out of principle because of everything thats happened . David as i look at the market and its an up day and we are happy its an up day, its 26,500 points right now which is great, but you look at cities and i dont mean to be centric about new york, because its happening in big cities all over the country where the blows to businesses come one after the other. First it was the covid shutdown, then it was the protests, then the protests turned into riots, now you have even where there are openings like in new york, people arent coming back. I dont know if all this has been priced into the market. Do you . On the phone i agree with you. I think the markets a little ahead of itself and seems to be ignoring several issues that could be problematic. Youve just cited one of them. Its not just one city, as you point out. Its big swath of them and they make up an important part of gdp. So thats got to come under control at some point in time. David then we have what they are doing in washington. I hate to say it but washington very rarely makes things better. They get so involved in politics, particularly in an election year. You got at least a trillion dollars, as much as 3 trillion is what nancy pelosi wants after all the trillions we have already spent, and yet some people still suggest, some investors, that we arent going to see inflation. How can you avoid inflation and you look at the price of gold right now which seems to indicate inflation, its more than just a flight to safety from gold. Do you think we are going to be hit by inflation . On the phone sadly, yes, but the good news is not for awhile. We are still in this nasty economic slap in the face and recessions are the opposite of inflation, they are disinflationary or deflationary. But youre right, markets that look forward, commodities, you pointed out gold, for example, inflationary expectations. Were not yet seeing it in the bond market very much outside of the tips area, treasury inflation protected securities, but i think that some more inflation than we would otherwise have had is probably in our future. A lot will depend on how we deal with it. Do we raise taxes, do we allow the deficits to stay big, do we monetize it. The dollar going down is another signal that inflations probably sometime down the line. David right. Right. You know, bob, as much as i love your inflation predictions, i love your political predictions even more. And youve kind of updated your 2020 election prediction. Heres what you said on fox. Lets play the tape. January, donald trump was a shoein for reelection. In april, not so much. 16 president s, stuart, have run for a second term since the year 1900. The ten that ran without a recession were all reelected. The six that ran that had a recession, only one was reelected, five went down to defeat. Thats why weve changed our tune on the election. We think its an uphill battle for donald trump. David by the way, who was that one president reelected during a recession . On the phone calvin coolidge. The debate, was it really his or the guy before him. Some people say no president s ever been reelected when theres been a recession in the year or the year before. Its a tough one. Charlie david, theres a lot of smart people who are starting to compare whats going on in commercial real estate, the overpricing of it, the pandemic that hit it and now the crime wave that is keeping workers home, starting to compare that situation right now to say 20062007 right before the financial crisis hit, where you saw in the residential mortgagebacked security market, you saw some really bad stuff. You saw those bonds start to crater with rising delinquencies and foreclosures and of course, people losing money. We were having that situation right now. All you have to do is look at commercial mortgagebacked securities, look at the underlying portfolios, look at whats starting to be placed in delinquency and default right now and what you have across the country are malls, buildings and it still hasnt really impacted whats happening in new york right now. I dont believe new york state right now is in the middle of this thing. I dont think excuse me, new york city right now. I dont think the prices of new York Real Estate is totally factored into the commercial Real Estate Market right now but it will be. This is the scary scenario. If the banks are leveraged, if the banks have given a lot of loans to these developers that own new York Real Estate and if these prices come down in new york city which they inevitably will, they may not now because its a little sticky but they will come down, what type of impact does that have on the financial system, and it could be really scary. Again, i hate to give you doomsday scenarios because theres always a positive scenario. For all i know, the fed is going to come in and buy all the new York Real Estate up. Its always possible to stop armageddon. I will give you insight into how bad it is with commercial real estate. I broke a bunch of stories, my producer and i broke a bunch of stories on Brooks Brothers going into bankruptcy. What we did last week, we talked about some of the bidders for Brooks Brothers. One of the bidders is simon properties. Simon properties owns some of the buildings that Brooks Brothers, you know, is in. Simon properties basically, at least looking at the bailout itself by buying Brooks Brothers, they will close down more than half the stores but still, they will stop, they are trying to put a finger in the hole, you know, as the waters coming out, they are trying to stop the decline, dramatic decline. If you see a developer buying a retailer like Brooks Brothers, then you know theres some theres really a real estate problem out there. Again, i hate to say, give you doomsday scenario but you just got to start factoring this into your equation. Theres not a lot the fed can do unless they come in there, i guess they could buy the cmbs, thats possible. They could go in and buy the actual property. Thats possible. But theres going to be, you know, a david its extraordinary. No question about it. Of course, all of those Companies Moving out means less revenue for the city, and the state. The city and the state are going to go back 1970 bankrupt days. Charlie and look at it this way. David quickly. Charlie why would you risk your life working in new york city right now . Forget about the pandemic. You can deal with the pandemic through masks, if you are going to get mugged . Think about that. I mean, this is we have a real problem on our hands in major cities where its just as easy to work from home, it could be very productive and youre not going to get, you know david charlie, i lived in my Apartment Building for 25 years, never had a problem on the street. Somebody was just held up, an older woman was just held up by knifepoint last week. Thats happening all over new york. I know its just an anecdote but it is happening all over. The host family rotates who is hosting classes every week so that frees up the parents if they have to work from home or just do other things. Its less onus on the parents. It also allows the kids to learn at a socially distanced environment. There are wait lists to microschool. There are lotteries to get into certain microschools. Some parents and notforprofits are setting up their own microschools. There is sometimes a fee to join. Then if you are hiring a teacher, it can cost up to 80 an hour per child. The reason parents are making this investment is because they are dissatisfied with the level of education virtually that students received at the end of last year, it was a crash course for many, Remote Learning. 44 according to deloite unsatisfied. They are paying for things like microschooling but also virtual supplements. There is a program called outschool that costs about 10 per class so you can learn anything from algebra to how to speak with a british accent. Then theres outdoor classes but some of the options cost money and look, not all parents can afford it. Thats why home schooling has been very popular. The number of students home schooled this year is expected to more than double to ten million. Heres the issue with home schooling. It requires dedication. Its not expensive so if mom or dad can stay home to do it, its not going to cost you more than 600 a year. The issue is, a, does mom or dad have the ability to not work, to home school, and b, are they cut out to do it. Thats why there is so much anxiety about backtoschool, whether its back to the classroom or back to home schooling. David home schooling does work. I know a lot of parents who have done it extremely successfully. But it does take a dedication and it takes Economic Freedom on the part of one of the parents which a lot of people dont have. Yes, we do need to increase capacity but i think most important is deploying it effectively as well. I think just to randomly test, of course, is not necessarily optimizing resources. I think we need to test but we also need to test wisely. David way back in march, you wrote a piece that overregulation was inhibiting testing, that there were so many regulations affecting tests that it was just clogging up the whole system. They are bringing new testing methods online. Have those roadblocks been removed . Oh, yeah. We got off to a slow start but what we have accomplished is truly remarkable. Once the private sector was freed up to test, we had an explosion in testing. We have done at least according to one source, almost 55 million tests in this country. That is unprecedented for a new disease. Its actually a remarkable accomplishment. David it is indeed. Of course, you still hear criticisms, people hawking that the president isnt doing enough but it seems impossible to understand how somebody could do more in terms of testing right now. Agreed. The president i think in this respect did a great job. Once the administration got wind of the problem, they relaxed the regulations and freed up the private sector which does most testing in the United States. We have large commercial labs, we have hospital labs, we have physician offices in addition to where they started Public Health labs and cdc which really dont perform much clinical testing in regular world. David now, very quickly, the continued shutdown of the schools and businesses, whats your feeling on that . Well, i think shutting down businesses, we need to learn to live with it.
