From washington. Gerri, with the declines we start with you. Reporter thats right, jobless claims rising for the first time in 16 weeks. Stocks certainly didnt like it. The number above expectations and also above last week numbers. Also now these total numbers of claims in 18 weeks since those lockdowns started total 52 million. That is a third of the American Labor force. So you see these numbers disappointing. One bright spot, continuing claims. Tracking total number of unemployed workers receiving benefits, came in 870,000 less than expected. That is a bright spot. Even so all three major averages trading down. Nasdaq down more than two. Tectum blink big time. Apple, amazon trading lower. Microsoft had a good report yesterday but out with disappointing guidance still headed down. They say people are going into cyclical and value names. I will believe it when i see it on an ongoing basis. Tesla, planning to join the s p 500. That is ironic that stock being traded there. Gold, tesla, you see what is going on with that stock today, down almost 5 . Gold rising, trading at its highest level in nine years. Check this out. Why . U. S. China tensions. We used to say u. S. China trade tensions. Now it is certainly more than that. Gold a safe haven play. Back to you. Connell gerri, thanks. To blake burman at the white house with the latest developments coming today, latest on new relief bill that everybody seems to be working on. A lot of changes throughout the day. Blake, what is the latest . Reporter laughing here, putting down the phone to try to make calls to track down the latest. Connell, this is moving pretty quickly we believe. We can tell you on the policy front of this is the payroll tax cut is not going to be happening in this new relief measure. President trump talked about this into weeks and months saying he wanted it, top negotiator for the white house, treasury secretary Steve Mnuchin said today it is not happening. The president s priority for the moment is to get money into americans quickly and one of the problems with the payroll tax cut it takes time. Reporter will there be a payroll tax cut in the bill . Not in this. Were going to come back again. There may be a cares 5. 0. The president is focused on money in American Workers and american pockets right now. Reporter President Trump sent the following tweet blaming democrats, saying the democrats said strongly they wont approve a payroll tax cut. Too bad. It would be great for workers. The republicans therefore didnt want to ask for it. There were as many as 10 Senate Republicans who oppose this measure anyway. Democrats are making the case that republicans are in a bind. Weeks of saying they were waiting for this moment, now they are here around they cant come together as a party to figure out what relief measures they want. They said they needed a pause. They are still not prepared. You use the pause to prepare. What we have seen so far falls very short of the challenge that we face. Reporter by the way were expecting to hear from President Trump at the top of the next hour. It will be the third consecutive day in a row, connell the president will host one of those covid19 briefings. We expect to get an update from him where the negotiations stand. Connell . Connell well let you return that phone call. Blake burman on the north lawn. Melissa. Melissa im sure it was important. Here to react steve moore, freedomworks economist. I guess we werent really that hopeful about a payroll tax cut. It made a lot of sense but in my mine politicians in washington never get together to vote for that, because it means less money for them to dole out to their favorite people. I say that about both republicans and democrats. Well, first of all let me say, melissa, as you know, ive been leading the charge for this along with art laffer and steve forbes and others. This aint done yet. This is not done yet. Were not throwing in the towel. We think any package has to include a payroll tax cut. If it doesnt, i think youre going to have many, many republicans voting no on it. That is the last thing donald trump wants. We want unity. There has to be a payroll tax cut in this bill or you will lose a lot of support. I just think it is wrong to say this is done. Theyre still at very starting negotiating, you know, they havent even started negotiating with the democrats yet. It is very dangerous for republicans to move forward with a plan put it very simple. Without a payroll tax cut in the plan, what is there to stimulate growth . I hope nobody thinks dumping money out of helicopter windows is somehow a stimulus to the economy. If that were the case we should dump 10,000 out. Melissa but, steve, look at the optics here. Steve mnuchin does not seem to be on the payroll tax cut side at all. He is going over to capitol hill by himself. Larry kudlow is not in sight. You heard Charlie Gasparino reporting on the civil war within the economists, among economists which i imagine it is like fencing. It sounds very refined but still. It just, i who is arguing on side of payroll cuts right now if Steve Mnuchin is the guy leading the charge . Well, that is a good question and ill tell you this, melissa, there is one person in washington who may be the biggest fan of the payroll tax cut and you know who that is, donald j. Trump. I dont see him giving up on this i really dont. I may be wrong. As they move forward with the negotiations, start to realize, wait a minute this is supposed to be about helping the economy. Giving out money to stays and cities, doesnt help the economy, helps government. Passing money out in forms of checks to people is not incentive to get people back to work. Unemployment insurance is paying people not to work. So you have to have something in this package, melissa, in my opinion, if youre going to get a majority of republican votes, that is actually progrowth, a tax cut this is only one that is in sight. Melissa yeah. I totally agree with you on, like the academic fundamentals of it, a payroll tax cut makes the most sense. You incent people to work. You take minimum wage workers, poorest among us and instantly give them a pay increase but democrats go out there and hammer again and again that a payroll tax cut, you hear the word payroll, you know how they sell it, it is a tax cut for companies and for the rich. There is nobody out there countering that message in the mainstream media. This is why the payroll tax cut has such a hard time, even though i completely agree with you, have being studied economics youre 100 right we need it for stimulation but no one is arguing it properly. Let me, you make great points. Here is how i see this proceeding. You have, look, if i have my druthers i would suspend it for every company and every worker in america rest of the year. That is clearly not going to happen. What could happen this, would be something very difficult for democrats to oppose, you say any employer with less than 100 employees, okay . Less than 100 employees, small business, you get the tax cut. Any worker with income, throw out a number, 80,000 number. For lower, middle income people. Here is why nancy pelosi will have very hard time opposing that, because 10 years ago when barack obama passed a payroll tax cut nancy pelosi celebrated this as the greatest victory for workers. So the question, we need to ask nancy pelosi is, why was a obama payroll tax cut good for workers but a trump tax cut, payroll tax cut bad for workers. I cant wait to hear her answer that question. Melissa is Steve Mnuchin trying to sell payroll tax cut how high the income is and how many employees you have . That is a great sales pitch. Is he actually saying that to people walking in the room . I dont think Steve Mnuchin is a great fan of this and the reason hes not, he said it in that clip that you just played, melissa, it takes time, you know to get the money into the hands of people, where if you give them 1200 they have got the cash right now but what he is missing this is now incentive. Every extra hour works, goes back on the job they have extra incentive. Every worker will look at their paycheck now, see 7 pay raise. The politics of is good. The policy is good. Im here to tell i think we can turn this around. Dont write off the payroll tax cut. There is a long way to go with negotiations. Melissa he is in treasury. I would think he knows what paychecks look like. That if you withhold less there is more in the end. I dont know, there is some disconnect here. I love the idea, steve. Were going to share it with Charlie Gasparino as he is reporting on this in the last hour. I hope he is watching. I love the payroll tax cut. Yes, go ahead. One other quick thing. One very positive thing in this bill is that they do put a limit on the Unemployment Insurance benefits. You and i talked about this last week. We have to do that or were not getting workers many states where workers are getting twice as much money in unemployment benefit than they get going back on the job. We cant have that. We wont have job recovery. This bill mnuchin came out with does deal with that problem. Melissa thank you so much, steve moore. Connell, over to you. Connell thank you. Melissa, the earnings alert is on intel. The huge chipmaker reported better than expected figures but you see the stock down significantly in afterhours trading. It is down almost 8 right now. Reporter yeah, in fact he went on to say that the committees that are involved in this will start working on the language on monday. It will be submitted into the various committees to get the ball rolling on this. This cares bill will have a number of different layers. He laid out four pillars. The first one being help for schools to reopening. Talking about funding north of 100 billion for schools to reopen safely across the United States. The second jobs and economy. Theyre looking at a second round of direct payments to americans. Also the Payroll Protection Program will come back for a second slice of the apple. Companies can come back and get a second loan if they need to as long as they kept their employees on the payroll here. Theyre also going to look at supplemental insurance, keeping that going, Unemployment Insurance. That supplemental check, but it will be less than 600 a week now because they want to pay people in order to survive but not pay them enough to stay away from work. The third one is health care. The cares two will have more money for hospitals. Also for doctors. And get going forward, for vaccines and treatments. It will help all of those areas in health related. The fourth pillar is the Legal Protections for businesses. It will include those for hospitals, doctors, also churches, nonprofits and businesses so they dont have a slew of lawsuits theyre dealing with related to this. The Senate Majority leader said the economy was on lifesupport. Cares first one took care of. That now it is in rehab. Listen to this. The individual usual fans in the stands. Tell us if you think it will add to the broadcast. It looks better than i thought from the video hillary showed us. Connell, i think its a good idea. You think about there is always innovations. Were not trying to make you think, oh, it looks like or feels like real fans but if it looks a little bit more normal. You think about football with the yellow first down line. People were like, what is that . They kind of got used to it. I think it will be fun. It looks better to me and more normal than staring at a bunch of empty seats. The fun part someone designs what color everybody is wearing. Designing the wardrobes too. That would be cool, why not, right . Connell what kind of challenges are you guys dealing with on the broadcasting side . We know about the players, we can talk about that in a second are dealing with . Are you going to be stadiums yourself, be at home in the studio, what is the plan . That is a good call. Production people have been so hard at work. For me, the biggest challenge is, i will be doing games in our los angeles studios and my analyst will be in another place. Not even in the same state. That i have never done anything like that in my life. I called games off a monitor when i was 14 playing nintendo. There is lot of things youre used to trained as playbyplay guy, watch the field, in your binoculars, well be like everybody home and watching tv, calling the game that way. It will be different for sure. Connell its a whole new world. Now the challenges for the teams, a couple things, try to get your thoughts on some of the news breaking. Number one, i saw a few minutes ago, espn was first to report we might indeed have more baseball teams making the playoffs this year. The Players Association has apparently approved that. If they get it done before the first pitch tonight, 16 teams instead of 10. Any thoughts on that . It is a little strange the fact it is happening so late. Im for anything this year, connell. It is the type of year where everything has gone crazy as it is. Why not try different ideas to see if they stick. The dh is universal. No more pitchers batting. Some people love it. Some hate it. Runner starts on second base, if you go to the 10th inning, you start someone on second base. You dont want them playing 20 innings playing 60 dames in 60 days. Im for it. Its a year to try different stuff. The. Connell way they handle positive tests will be something to look like. Juan soto, we wish him a speedy recovery. He is a huge young star for the nationals, he wont pray if plaf he recovers from covid19. But his teammates will. Interesting how they will handle it, how it goes for the rest of the season, right . I think there are going to be challenges right . I dont think there will be a question that there will be bumps and challenges things we have to adjust. With this happening they test every two days right now. They tested other day. How many people has he been around . I think point of some protocols, the clubhouses are way different. Theyre not that many people there theyre spread out. Theyre doing the best they can to distance, Wearing Masks when they can as well. It will be put to the test. But i think getting to this point was just as big of a challenge. I really do with not only the contract negotiations but all of the different safety protocols to try to figure this out. I feel like the fact that were here is a good thing. Well figure out the bumps and bruises along the way hopefully. Connell yeah, hopefully. Kevin, we look forward to watching you and all the guys on fox sports, virtual fans and everybody else. Good luck with the season. Kevin burkhardt. Be well. Connell from fox sports. Melissa. Melissa not holding back. Secretary of state mike pompeo is about to deliver a very tough speech on chinas Ruling Communist Party as tensions between washington and beijing continue to rise. Fox newss rich edson is live at the state department with the details. Rich . Reporter good afternoon, melissa. Secretary of state mike pompeo is just about to speak at the nixon president ial library yorba linda, california. In the speech he plans on calling chinese president xi xinping a true believer in a bankrupt totalitarian ideology. According to his prepared remarks, the Chinese Government he says fears the chinese peoples honest opinion more than any foreign foe and the United States also engage and empower the chinese people. Just yesterday the state department ordered the Chinese Government to vacate its consulate in houston. China is warning the u. S. To reverse its decision, if not, promising to retaliate as some u. S. Senators say, shutting the chinese consulate in houston is welljustified. You can call it a consulate and also can call the a den of spies. The Chinese Communist party using that consulate to run its spite spy network in the middle of america. Why they have a consulate in the center of our space industry, center of our oil and gas industry. Reporter fbi is claiming chinas consulate in San Francisco is protecting a chinese researcher who lied about her military background to get visa to come to the United States. State Department Says there is increased spying by china in the past few years in the United States. There is more deterioration of the u. S. China relations. Businesses involved in massachusetts human rights abuses involved in northwest shenzhen, china, and revocation of special trading status that hong kong once enjoyed. Melissa. Melissa wow. That is a lot. Rich edson, thank you for that. Connell . Connell Peter Brookes here with us now, melissa, from heritage, senior fellow, former Deputy Assistant secretary of defense as we await for the mike pompeo speech to begin at the nixon library. As rich reported, this is concerted effort by the administration to get tough on china but the specifics well hear from the secretary, urging people in china to lead the change, to try to change the communist party, your thoughts on that strategy . Well, were going to have, well send a very strong message to china today that were just unhappy with their, you know, with their behavior. Were going to protect our interests. Of course our issue isnt with the chinese people, it is with the Chinese Government. As many things rich edson pointed out, human rights issues, buildup of their military, their repression in tibet and shenzhen and their desires for taiwan. National security law in hong kong. This espionage were seeing both against government secrets and industrial espionage. So there is a lot of reasons were very unhappy with china and calling upon the chinese people. There is one in four, one in five people in the world are chinese is one way of doing this they have a right to run their government as all people do and in china is just not the case. Connell okay. Let me ask you this with limited time today, peter, that you know, this is not like a regime change speech but as you say calling on the people to make changes at least in their regime. But you also need, if youre going to implement a policy like this from a Foreign Policy perspective i suspect, allies, the United States to be on board. And how Much Movement will we get from other countries that really rely on china, economically, australia, biggest trading partner is china. In fact i believe it accounts for a quarter of their trade. But other countries, japan, germany, their largest trading partner is china. Will they be on board to help us in the Pressure Campaign . Obviously each country has their own interests. I would hope the countries would see were in competition for international values of the future, connell. So the issue here for us is that we need partners and allies to pressure china. China is a very large country, second largest economy, second largest in population. A Major Military power, a Nuclear Weapons state. Were going to need the countries from the free world to pressure china to change its behavior. And we will, like i said, were going to have to rely on those. They do have interests in seeing chinas maligned activities change in a positive direction. Connell all right. Well watch. That well watch this pompeo speech which is about to begin for further headlines. Peter brookes, always great to talk to you. Melissa. Melissa getting creative to stay afloat. Melissa when the coronavirus shut down threatened the San Francisco business these michelintrained chefs found a new and Loyal Customer base all online. Joining us is truffle shuffle ceo jason mckenny. Jason, your story is incredible to me because entrepreneurs have to have this mustdo, cando spirit and you were just expanding your business to selling black truffles directly to restaurants which we all know, super expensive, highend restaurant. That is how they really stand out. All of a sudden the pandemic hit and you had thousands of dollars worth of inventory suddenly you had no one to sell to and it is parishable. That kind of thing would drive somebody out of business. You wouldnt take no for an answer. What did you do . Melissa, thank you so much for having us today. Thanks for the opportunity to tell the truffle shuffle story. When the covid19 first hit San Francisco, we had 20 pounds of truffles on hand. We started it at direct restaurant business. Importing truffles into San Francisco in 2018 and selling truffles into restaurants and we landed a deal with whole foods starting 2020. We were ramping up for the launch. This was to be midyear 2020. As we all know in march, the entire world stopped. When the world stopped we had all the truffles on hand and every single restaurant, not just in San Francisco, but every single restaurant in the world was closed. Lets go back to Edward Lawrence with more on this. Edward. Reporter melissa, the idea is to get enough vaccine out there so anyone who wants one can get one. They want to put it at a number of different outlets. The doses will be spread around so there is no crush for one people. Senior Administration Official tells me this, quote, our goal is to assure every american has easy access to a vaccine once available, whether it is at the doctors office, retail pharmacy, a federally qualified Health Center or even a hospital. Thousands of outlets will be available to so no one has to travel far to be vaccinated. The administration is taking input from a number of different places including medical experts and those in the pharmaceutical supply chain to figure this out. Im told the department of health and Human Services will have the final say exactly how this works. They are talking with the department of defense. They believe that possibly this can be done you there the network but the department of defense may be in a complimentary role to help rural areas get the vaccine quickly or help surge areas that are seeing a surge in demand going forward. Now the department of health and Human Services will sign off on the final plan but again the bottom line, to make sure everyone who want as vaccine can get one. Back to you, melissa.
