Lauren simonetti watching the markets, Edward Lawrence reporting from washington and lauren as we close out the week we start with you. Investors are weighing stimulus, the vaccine hope against the infection, the dow is lower above 2 this week and up three weeks in a low, with s p 500 in the nasdaq again but snapping a twoweek winning streak. Take a look my dear mike, a lot of momentum for the biotech, it is up more than 50 on the week. One of five drugmakers that are testifying week on their work before congress. Also there is reports that these drugmakers are negotiated in advance purchase deals with European Union and you can see outside gains for novavaxs in a novena. Another game that we saw this week is rotation out of the big tech stocks, some investors used a source for other purchases, on the weekend amazon down seven and half percent, microsoft down 5 and netflix fell 10 on disappointing subscriber Growth Expectation for this current quarter. Investors question the momentum that they see through the pandemic can continue and that will be a big thing for next week, 86 companies in the s p 500 report the big tech names, microsoft, tesla, they have been beneficiaries of the pandemic of the stayathome orders paid will they continue to gain as a reopening start to roll back or in netflixs case like we saw today, have they just gotten too extensive, big gains as more copies report next week. Connell thats a lot what we got into with the netflix report yesterday. Now for the economic entry at the top with the white house. Lets bring in blake burman on the north lawn. It is cruel on a friday afternoon to talk about the next workweek, give me a second because that is the week that we are looking forward to because that is when the negotiation on the phase four relief package are really going to pick up and heres how im told today it will shake out here over at the white house. The treasury secretary Steven Mnuchin will lead the efforts for the white house, no surprise considering he has a good report with House Speaker nancy pelosi and the two have worked on big packages before. Im told the chief of staff, the former congressman mark meadows will be alongside the treasury secretary side during those negotiations. Mnuchin alluded to the 12 tandem when he was on capitol hill early today. I think we will definitely have another a package, we will start the negotiation streak and having significant conversation with Mitch Mcconnell and other republicans, mark meadows and i look forward to briefing the president and we look forward to starting with the republicans and democrats next week. Larry kudlow is going to have a very big role in all of this as well, he told Maria Bartiromo on wall street, set to air later this week that it could have fed her on employment Insurance Benefits while also lowering that figure. We are looking at various ways to cap total unemployment benefits, federal, state and local, various ways to do that which will provide plenty of liquidity and support and assistance to those who do not have a job to go back to you. But it will not deter them from working, we will keep the incentive structure to go back to work in place. Second were looking at reemployment benefits. We have heard and continue to hear conservative backlash against extending the federal Unemployment Insurance benefit and for example steve moore and steve forbes if they have not done so already will be sending a letter to the president in the upcoming hours arguing that no deal is better than extending those unemployment Insurance Benefits, they will argue that whats being discussed will cost at the minimum 6 7000000 jobs. Back to you. Connell we might find out a little more about that. Melissa taken away. Melissa here now to pass all of that, steve forbes, forbes media chairman, thank you so much for joining us. You are the man of the moment. Tell me, have you sent that letter . No we have been working on a draft for an oped and we will send a copy to the oval office, we are making the point that a good package would include and reduce suspended the payroll tax, not paying these people more not to work then to work and to help individuals, conservatives wont like it but to help individuals do another round of stimulus checks, 1200 earlier this year and do another round of 12, 1500 or even 2000 to help people pay the bills and get them through until the economy gets back on its feet. A onetime payment like that does not distort the labor markets as plenty of people to get back to work. The package would help the economy. But if they extend the benefits that would pay people not to work, that will hurt the recovery, thats why nancy pelosi like that idea, so does chuck schumer. Im a little surprised the Treasury Department has been a little slow on the uptake on that. The question is will we get a good package or bad package. Melissa to be clear, you are not saying that people out there dont need more money, we heard that in the last hour that the idea the packages will run out by the 31st and that people are going to be hurting for money so to speak. You are not saying we want to leave them high and dry youre saying the enhanced unemployment which i know i am persons enter personally talk to Business Owners they can get their people to come back to work because theyre getting unemployment, youre saying giving everybody another round of checks and lets get the economy rolling but you do not want to do the unemployment and benefit itself to and sent people to stay home rather than going to work. Correct. Yes you have a lot of employers who cannot get people back to work precisely because of those benefits. Help people who need it with another round of stimulus checks, make sure they are bigger than they were the last time and at the same time, suspend the payroll tax, somebody making 40000 a year would have an annual pay increase of 3000, 50000, 4000 raise annually, that way you incentivize employers to key people in higher people because of the cost of labor going down in the payroll taxes being paid half by employers and employees people who are working getting instant pay raise, do the combination, individual checks and pay raises and their pay envelopes and by golly of the right formula to help this economy get back on its feet. Melissa i dont know if you heard the sound bite with blake burman before this, why do you think Steven Mnuchin is taking a show on the road with mark meadows rather than taking larry kudlow with him. Is there a war going on between the supply ciders and how to get this done. If i understand from the way that you set it up at the beginning, you yourself disagree with Steven Mnuchins approach. Absolutely. Extending those benefits is going to hurt the recovery, it hurts employment. There is a better way to help people and do better for the economy. Melissa is there a war going on . No surprise inside, i dont have inside information but theres no surprise you will get this bike. You had earlier over the benefits but the feeling was several months ago swallow that because we have a crisis on the hand and we have to get the rest of the bill through. Right now we have a different situation today so we can help people more by the stimulus checks and by reducing the payroll tax and eliminating it for several months, that way it is a winwin and hopefully between now an early next week Steven Mnuchin will have a change of heart, i will certainly send a personalized copy of the oped so he can mow it over the next few days. Melissa but steve another thing that you said, this is why nancy pelosi does not want to because it would help the economy reover, Steven Mnuchin told albany rolled over there was mark meadows and to make a deal. Even economically what you are talking about cutting the checks in the payroll tax are better economics . What is Nancy Pelosis incentive other than helping the people that she supposedly represents but she has no real incentive to make a deal on that. If you send it Steven Mnuchin to capitol hill to Nancy Pelosis office with a plan that you laid out, what are the odds that she is going to help with that. It seems like 0. This is where you go over the hands of these people and go to Public Opinion as Ronald Reagan back in the day used to do and turn the heat of Public Opinion. I have no illusions that in this bill you can throw stuff in for a jump that nancy pelosi wants for some special interest and you can throw money into help states which would be legitimate to help cover their covid costs, not pension cost but covid cost. You can put a nice package together so she can go back and say look what we got, in terms of sending checks to people, that is not a partisan thing, unanimous approval last time and if you say you want to send out 1500, 2000 per person check instead of 1200, she would be hard put to oppose that. Melissa the payroll tax seems like a big stretch, do you think if somehow mnuchin, god love him, long before he came to washington he was a wheeler dealer here in wall street. If he made a trade where you had rather than the enhanced employment, you cut people checks but you did not get the payroll tax cut, how would you feel about that, how would that help . Would it help . If you let the unemployment thing expire on july 31 which is scheduled to do and you do individual checks instead, okay. I would hope the president would push for the payroll tax cut and give her some goodies which they are always on the lookout for the democrats. You can cut a deal that would really help the economy and i hope mnuchin if hes a great wheeler dealer, we will see the proof next week. Right now im a skeptic. Melissa right now will put you in the skeptic box. Payroll tax makes the most sense for most people, you get to keep your money but less money sent to washington for all of the swamp creatures to spend as they like, by swamp i mean both sides of the aisle. Thats why am not hopeful about the payroll tax as smart as it is. Steve forbes, thank you for coming on and answering all of our questions. We really appreciate it. Connell great interview. Lets talk more about Small Businesses many which continue to struggle admits the shutdown, temporary closures and ultimately cases turning into permanent closures and all the federal money coming in. It is not been enough for some of these Small Businesses. To help them survive. Edward lawrence has more in maryland. Friday evening in maryland. This area of maryland is under phase two of reopening, 52 capacity of dining inside but look at what the city has done close the major street here, separated the table so people could be outside and eat, businesses on this block have already gone under the other businesses are literally trying to survive in the building youre looking at back there, that is marriotts world headquarters, in the shadow of the headquarters for Small Businesses really just trying to survive. We talked with one business over who has a micro spot who still cannot open, she was denied a Payroll Protection Program loan and had to let go of an employee and started a website in the called everyone of her customers to try to get business. Im continuing to do the best i can with Product Sales and also networking with other Small Businesses in the area, women owned who have been so incredible with supporting me and giving me ideas and other ways to market and do things. She has an understanding landlord but she needs reopening to touch her business. A National Bureau it can make the estimates 110,000 businesses have closed and will not open again, the name of the game is adapt or close. A lot of it was learning as you go and as soon as you get something established and in place a new thing rolls out and you have to readapt and is like starting over again and it was constant change. Richard is the general manager and they quickly converted to take out, closed some of their hours going down to one shift while their staff in the city has helped them out with these tables have them out in the street but he believes is other restaurants and businesses in the block believe that they can reopen safely, they just needed to happen. Back to you. Connell edward, thanks edward and marilyn. Melissa the u. S. Shattering a daily record with more than 77000 new coronavirus cases as three states set a single day death record. Melissa fox business alert andrew cuomo announcing new york city will move into phase four on monday. Allowing schools, low risk Outdoor Activity and outdoor professional sports without fans to resume. But malls and cultural institutions will remain closed. I will have to take a closer look at all those rules. Connell over to you. Connell that is a big one. Finally making some progress, lets go to california announcing the reopening plan with the schools there, gavin newsom had a briefing last hour where he revealed inperson instruction can start in california counties that have not been on the states monitoring list for 14 days. Masks, regular testing a social distancing will be required. Were joined by a former health and Human Services senior official and is that the huma hr institution and a Research Fellow in a part of a group that put together their own reopening plan for the schools. It is interesting california is in a mixed picture up there, President Trump is, and he wants everybody open and thats been it but in california, orange county, to say we will open up and there one of the counties on the list so the governor has overruled them. Will see a real mixed start to the school year, what do you think of it. We are, if you look in the governors guidance from today, very few schools in california are going to be able to open up in person on time this fall because the restrictions are quite significant. As you know the conditions across the state vary, and l. A. In San Diego County the virus transmission level are relatively high in those districts have made the decision to start online and other parts of the state it is better but fundamentally, this needs to be a decision driven by conditions on the ground by local authorities, it will be very difficult for the federal government or even some cases the State Government to make decision on when schools can open up. Connell how much is about money before we talk about the specifics in the plan you put out. Joe biden put out a plan, the former Vice President on Education One headline he wanted 30 billion in emergency funding to come in, i have heard from local officials that we need money for ppe to clean the schools and that would be stated. Money alone is not going to address this issue, heres an interesting fact, Congress Approved 17 billion in funding for k12 to help with the coronavirus cost and the last stimulus bill that they passed, the last Coronavirus Relief bill. Of the 17 billion, only 83 million was spent. 83 million was spent by the beginning of june. There is a lot of money out there, the federal government has already allocated in the districts and states need to look at accessing if they need help. I am not opposed to looking for more money for this and thats whats needed. But the notion that you can throw more money at the problem that will solve it, that is not the answer to meet, the answer go ahead. Connell i did not mean to cut you off, this will give you a chance to continue, put the plan that you had on the screen with bullet points and you can expand, you want states to take the lead and you talk about a concept called micro schools being part of the solution with the coops that informed in some areas and a mix between homeschooling and private schooling and publicly funded Education Savings Account to supplement on the financial side, relaxing the licensing requirements for childcare if your tutoring your mill like and you talk about separation of students who are on campus versus people off campus. I also noticed, you guys talk about who you should follow and you say dont necessarily follow the cdc guidelines, follow the American Academy of pediatrics guidelines. Why is that, what is the cdc getting wrong in terms of backtoschool . The cdc guidelines are from several months ago. They still for example talk about the dangers associated with outdoor playgrounds. What we know from cdc guidance that subsequence of that, that transmission on surfaces and touch, that means very challenging. Part of the issue of outdated guidance but the American Academy of pediatric guidance actually tries to balance the Public Health risks of the coronavirus and those are real and need to be assessed. Against the Public Health risks of kids not being in school and not been able to learn in person, one of the Mental Health impacts, what are the physical Health Impacts so the aap guidance we believe is a much more flexible and frankly better standard in the sense that asks districts and states to balance the Public Health risks of the coronavirus against the Public Health risks of not being in school for kids in making the assessment of whether to open went to open, we make the point if you want guidance, we totally understand, there is great guidance from the aap and i would hope the cdc would update whatever guidance and whatever regulation they are issuing on this matter. Connell interesting thoughts from you and your group. It is was good to talk to you. Alyssa back over to you. Melissa districts taking matters into their own hands with little guidance on the state levels, some schools making the decision to do hybrid classes, fox news matt is in naperville illinois with the details on that. We are not from the city of chicago where the mayor just unveiled the citys plan for this fall all juniors and seniors online only, most other students in class about two days a week. The suburban chicago mother is choosing to send three children backtoschool in one month. My children learn best having a teacher in front of them. Naperville has 2700 students in affluent chicago suburb, this fall students can learn entirely online or return to school for a hybrid year. This is what crossing looks like, the desks are clustered in facing each other to encourage collaboration, that will have to end in the district tells us that soft surfaces like the chair and carpet will have to be taken out because it cannot be easily sanitized on a daily basis. This is what the modified classroom looks like, the desks are 6 feet apart, facing one direction, no collaboration. The district superintendent tells fox news he feels confident with the district plan with state guidelines in a work in progress. Develop after input from Community Surveys and feedback from parents and 100 educators. We have to be flexible and know that we can go fully online if we have to. Melissa yes, that was buddy junior on her show back in june on reopening his restaurant in Bolton Landing new york for Outdoor Dining, one month later in the height of the summer season, he is back to give us an update on his business, how is it going . It is going great, arturo season has kicked in full speed and we have rc legs and were figuring this out, businesses on track and customers are here and dining safe. Melissa what changes have you made, what is different. We basically have to deal with outside and social distancing. We moved everything to the back of the house closer for the focus on customers. Weight stations and taken everything that you can and put outside. We have a mask and politely make sure that we are hearing to the rules and so our customers. We are still dealing with challenges and were doing a lot more business than we thought we would and were focusing on our curbside online ordering and we created it out home service, chateau at home for customers who cannot get here but wanted at Home Experience for fine dining. Melissa my husband and i were Walking Around her neighborhood and he said my goodness the Upper Eastside is rocking which is not something anyone would normally say for the Upper East Side but people who do not know new york it really does not rock. There are so many people out and what is fascinating to me, we looked at restaurants where we like to dine and we counted the number of tables that they had outside on the sidewalk and out into the street and they had the barricade around them and it was more tables than theyre able to put inside and it struck us for those who have worked really hard and have carved out the space and figured it out, i think they are doing Better Business and they were doing last summer by virtue people are desperate in every single table was filled at every place that we went in so many places that we saw had more tables outside and they do inside. Your volume of business, how does it compare to last summer . We are 20 up from last summer as of friday and we are keeping the pace as we thought right now it is climbing. Weve expanded like crazy outside and we have more seats outside than we did inside and were using inside to service and put weight stations and inservice people and get closer to the customers. Melissa im looking at a beautiful picture, one thing that happened in new york, an investment forgetting not going, you have to decide are you going to pay the additional insurance for having people in new york out in the streets because theres a danger to that into putting ramps on the curb, are you going to invest on and relatives and things overhead in cases or training, they were rushed onto the did not make the investment and says that they thought when phase three happened they would be able to open up inside. Now that were in the waiting pattern, theyve gone ahead and made the investment as a buddy has been successful, what advice would you give to other businesses of any type about how do you decide to make that investment if you think its good to be temporary, you dont know the rules are changing and how do you decide what to spend money on . You have to make a decision are you in or youre out, we made a decision we would lean into this and we invested into seats, tables and they can handle the elements outdoors and you have tables and run them because of the elements of the weather. You have to make an investment, new equipment and have to make an investment in the coverage as you said and we estimated a part of our property to be flat so more tables, when it rains in the customers shoes were not getting wet, we put a tent over it. We leaned into this environment and made a decision, we are in this in mortgages to make and we are going all in, we made a substantial investment with tens of thousands of dollars and in addition to that we invested online history mind experience online in the restaurants in the forms are ringing off the hook as a customer you are eating in hearing the phone ring like crazy wood to go orders. We need that to go business and at home delivery. The bottom line, we pivoted and leaned into it and we invested. Melissa youre an inspiration, i hope you will come back. We were looking last night, customers understand the elements and are more willing to get our feet wet and all this kind of stuff, we understand. Congratulations to you. I think doctor, when you are on a moment ago you were the first to tell us about this bike that was starting in the south and now its become a big story. Let me start broad and work our way to the specific stories, how are things now . We are struggling a bit and you see that across the south, as you mentioned the biggest challenge as i mentioned last time is the number of cases in the number of people getting sick and also starting to spread to hospital capacities and as you see reported from a lot of places icu beds are filling up and what we really need to do is come together as a country and everyone wearing a mask and everyone staying distant, Everybody Knows that by now, its a question of doing it. Connell the most part we are in this area, the northeast in new york and some people say is an exception and i sell sewing so not wearing a mask, you go out and go to the store and people seem to be wearing a mask. How is it there and how important is it if its not work needs to be for it to improve. You hear dr. Fauci say put a mask on and keep her distance for a few weeks we can stop the numbers and turn them around. I think that is our hope, new york is an exception in a way because it had such hardest hit in april and i got everybodys attention in your last story talking about reopening of restaurants and i think everyone is hopeful that that can work in mask wearing and keeping distance. We think itll work but a little bit of an ominous note is in some other countries where they got it under control, they started easing into this and theyre seeing an uptick. I think new york wil will be an important city to watch as they open up and more people are getting out and you heard the Upper Eastside being a modern energized area and you just need to keep things under control. I think the Upper Eastside is rocking. Rocking thats what it was. Connell how excited are you or are you excited about the treatments on the therapeutic side that will see this fall and how might that make this fall different than the spring and also i mentioned astrazeneca vaccine, were making progress on vaccine, were making progress on that front which could help us manage our way through this. Is that fair . I think that is fair, in the worst we dont end up much with therapies or with vaccines and we struggle through this with our masking and social distancing. Nobody is reading for that. Treatments angie mentioned, there is a number of them and a lot of antiviral, we wont know for three or four months, if one of those hit or couple hit especially be given orally early in infection and prevent people from getting sick, that would be great. Connell sorry to cut you off, finish a thought, are you better already at treating people than you were a few weeks ago . The remdesivir helps, that is pretty much what we have now in the way of treating people. What we need are oral therapies that can be given early in prevent people from getting sick. If we can do that then the hospitals get decompressed and even without a vaccine we can start to contain this a lot better. Think like tamiflu for in full into, if we had Something Like that may be a little better that would be fabulous. As far as vaccines go thats a homerun, thats what we need to have happen and there has been some progress, the astrazeneca as you mentioned, they have not released the data but the fact that theyre moving into phase three indicates that the data must be positive image irna as we talked about a few weeks ago and that vaccine has moved into phase three studies. There is hope, dr. Fauci mentioned that he takes as possible that a vaccine could be with good results in terms of protection with the first of the year, i know dr. Fauci very, very well hat unless he has evidence that hes basing it on. Ill take that is good news. Connell that is good news we just have to get there tween now and then is the key for so many parts of the country including where you are in alabama. We appreciate you coming on with us once again. The owner of this bar in chicago, he she actually was behind the push here in illinois to get the law changed so that bars could do this, cocktails to go for delivery or for carryout. And now in about twothirds of the united states, thats an option. It gives these bars an opportunity to stay open as the el train goes by, making it a little bit noisy in this neighborhood.
