S. Force increased by 1000 troops in our country and another considers and other agreements stipulated concrete locations in which u. S. Soldiers will be stationed in poland and on a rotational basis and also will be heel to toe rotation. Today were entering another stage. Namely the possibility of further increase in american troops in our country. In recent days i also talked to secretarygeneral of nato, i talked to mr. General stoltenberg, we agreed on one point especially as europeans we have no doubt whatsoever, if any part of the u. S. Armed forces which is the biggest armed forces in the world was wu drawn from europe that would be very detrimental to european security. So in our belief it is justified to insure that the u. S. Troops are left in europe. So, mr. President , thank you so much for listening today. Thank you so much for accepting poland during this meeting of the white house. So we have the first country which has been received after this long break in its national diplomacy. Thank you for your word about our pride and heroes of pols history today. Polish soldiers stand arm in arm with u. S. Soldiers. And for president duda, how do you feel about this, taking some troops out of germany to go to poland and what signal does that send to russia . Thank you. Well just to start, as you know poland is, as i have said many times, poland is one of the few countries that are fulfilling their obligations under nato. In particular their monetary obligations. They asked us if we would send some additional troops. They are going to pay for that. They will be paying for sending of additional troops and well probably be moving them from germany to poland. Were going to be reducing germany very substantially, down to about 25,000 troops. We actually had 52,000, but well be moving it down to 25,000. Germany is paying a very small fraction of what theyre supposed to be paying. They should be paying 2 . Theyre paying a little bit more than 1 depending how you calculate. You could also calculate theyre paying less than 1 but if you assume theyre paying 1 , thats a tremendous delinquency. Lets use that word, delinquency. So well be reducing our forces in germany. Some will be coming home. Some will be going to other places but, poland will be one of those other places. Other places in europe. Reporter [inaudible]. Message to russia by doing this. I think it sends a strong signal to russia. The stronger signal that germany is paying russia billions of dollars to Purchase Energy from russia through the pipeline. Im saying what is that all about . Were youre spending billions of dollars to russia and were supposed to defend you from russia. I have many friend from germany. The people of germany are very unhappy about it. They dont like it. That is what they chose to do. Theyre spending billions of dollars to buy Russian Energy and were supposed to defend them from russia. That doesnt work too well. Poland has been very, very terrific. In fact i dont believe poland is actually accepting any of the energy from the pipeline from russia. So that sends a signal right there all of that being said we expect to get along with russia. We expect to get along with everybody. But, germany has, they really owe a lot of money to nato. This has been going on for many years. When you add it all up youre probably getting close to a trillion dollars. That is not treating nato fairly but really isnt treating the United States fairly. The United States is a very, is the major participant in nato. We pay more than anybody else by far, have for many, many years. So we defend europe but europe also takes tremendous advantage of the United States on trade. Advantage like you wouldnt believe. So were trying to work that out and i would imagine that they would like to wait until after the election so maybe they could deal with somebody other than President Trump but after the election they will just have to pay more. Before that it attacked georgia. In 2014 there were huge fears, big fears among the polish society. The presence of nato troops and first and foremost the presence ever u. S. Troops in poland that article v of the north atlantic treaty is treated seriously. If anyone wanted to attack poland it will not be a soft landing for that entity, that wont pay off for such an aggressors because the strongest arm of the world is in poland and they would help defend our borders if the case arises. 100 years ago we repelled russians from the warsaw. In 1920 we defeated the oaf yet Army Bolsheviks that was a great victory. We only outskirts of our capital city. We would never want to see that situation repeated again. That is why the allied presence is crucially important to us. Very important to security guaranty to us. Very pleased both within nato as well as in the United States and today that president of the United States understands the history of europe and he understands the realities in europe. And that he also understands the situation as it is developing in europe. So today this generates peace to my country. It brings security and thanks to that, ration unfortunately very strong imperial ambitions which have been revived over the last 10 of years i can say because georgia was attacked in 2008. Thanks to this those ambitions have been stopped for the timebeing at least in this part of the world. I have no doubt whatsoever, this is huge marry of the policy of the United States and grateful for all of that just like my compatriots are. President , is there a chance during this cooperation the United States will get fast access, both to the vaccine as well as to coronavirus . We would like to do it again as soon as we can. We have an election in this country as you probably heard. So i probably wont be able to do until after the election. But assuming things go well the answer is very definite yes, actually. As far as the joining with us on the vaccines and therapeutics, by the way, the therapeutics to me, if you gave me a choice probably that i put particularly i would like that even better but were working very well on both. Can you tell us what youre planning to do with the executive order and your reaction to the senate . The senate, republicans want very much to pass a bill on police reform. We have total cooperation with many different communities including the police community. They wanted it very much to happen themselves because there are things they agreed to they would like to agree to and they would love to have to agree to formally. The democrats dont want to do it. They want to weaken our police. They want to take away immunity and other things you know about as well as anybody in this beautiful, in this beautiful field that we sit. They want to take away a lot of the strength from our police and from Law Enforcement generally and we cant live with that. We cant live with it. This is a great bill, strongly endorsed by as you know tim scott who is terrific, who is a terrific man, great senator, south carolina. And mitch wants it to happen. I would like to see it happen but we wont sacrifice, we wont do that. We wont do anything that will hurt our police. The police, you know we have a record this year on crime, a record positive rating on crime this year, the best and you hear about certain places like chicago and you hear about what is going on in detroit and other cities. All democratrun, everyone of them is democratrun. 20 out of 20. The 20 worst, 20 most dangerous are democratrun. We have one city or two cities in particular worse than honduras, worse than afghanistan, worse than afghanistan. And these are cities within the United States, democratrun. Radicalleft run. Weve arrested numerous people as you know for what took place outside of washington. In addition the fbi is investigating hundreds of people throughout the country for what they have done to monument statues and even buildings. So we have very strong laws already on the books. We have a law that is 10 years, 10 years, thats a long time, to have fun one night. I think many of the people knocking down these statues dont even have any idea what the statue is, what it means, who it is. When they knocked down grant, when they want to knock down grant but when they look at certain, now theyre looking at jesus christ. Theyre looking at george washington. Theyre looking at abraham lincoln, thomas jefferson. Not going to happen. Not going to happen. Not as long as im here. As far as democrats are concerned i think they could care less whether or not it happens and, i think the American People get it. So were going to have a very strong executive order. Some of your critics who are politicians here in the United States have criticized this visit to the white house saying it is tantamount to election interference because it shows a very close relationship between the United States and poland at a time when you really need it. Two headlines come out of this meeting between President Trump and polish leader duda coming at roses garden at the white house. Conversation centered in large part on the u. S. Troop presence in europe, specifically about u. S. Troops in germany. The president , President Trump was asked about it, asked about the idea of moving troops out of germany, quote, it is probably, he will probably be moving them from germ inn the president was asked or said, that it would be quote, unquote substantially, meaning the footprint of u. S. Troops in germany. He suggested that that number could go down roughly half to about 25,000 from the 52,000 troop level. Here is why that is significant. You just heard from the polish leader saying that they do not want to see that. At least he does not want to see that happen within europe. The polish president saying it would be quote very detrimental to european security. He talked about russias annexation of crimea back in 2014 as one reason why u. S. Troops should continue to have their presence in europe. Though the president feels, President Trump feels that germany is not paying its fair share of against. So that why he is seriously considering drawing down the troop presence in that country. Headline number one. Headline number two, the fact that meeting even occurred. This the very first foreign Leader Meeting over here at the white house involving President Trump and a leader from another nation during covid19. It fits in with this, with this pattern of the president and members of his administration who want to continue to signal that business can get done and that the country can reopen and that things can go on about so long as Safety Measures are in place though the meeting also comes as weve been seeing these rises in coronavirus cases in many parts all across the country. Not many questions really to the president related to covid19, although he said at one point he did say quote, unquote, a big surprise related to a vaccine sooner than anybody thinks. There was a great oped in the wall street journal talking about the difference between the states that were closed down and werent. The idea that the state has stayed open actually had fewer deaths. The states that stayed open had 75 lower fatality rate than those locked down. Why . Deaths in most states regardless of the lockdown are concentrated in Nursing Homes and minority communities with higher Underlying Health conditions and multigenerational housing. My question to you, bill, we know so much more, even if we have another outbreak we know sort of who to protect. Why is the market still so distressed about it in your opinion . I think there are still a lot of scare headlines about, about second outbreaks and so fourth. A lot of people dont want the economy opening up and rooting for failure. There is a lot of confusion among the American People. I think youre right, one thing if we learned if you look at deaths in Nursing Homes, the median age is 80, it makes more sense to identify the people most at risk and help protect them, take measures to protect them rather than locking down an entire economy. Were still not, were still not at the end where we can know who made the right call but as you point out, some of these state has opened up didnt look a lot worse than the states that stayed closed. Melissa no. It is so fascinating to me too because in this oped, they went through it. They looked at number of deaths, that is what we really care about. Not how many people get it. Oh, is there more testing but they looked at the deaths and they said that the state has stayed open the per capita fatality was 75 lower. They didnt try to make the argument, that means that you should stay open. Instead they admitted the truth which was that these are places that dont have this concentration of either the nursing hopes, or these minority communities with more Underlying Health concerns, or that where people live closer together. That is really the truth of when we look back at this, we try to say, what did we do right, what did we do wrong . We know areas that you really need to protect. Can people put politics aside i guess and be thoughtful about what to do Going Forward . I would like to think so. I think most people want to get back to work. If youre like me, im not really suffering. Im at home. Im drawing a salary i can do my job at home but i know a lot of people really struggling. Were not in it all together. If youre in a small business, you worked for a small business, you have to physically be there you know to draw a paycheck, it is a very different world out there. So, also there is, there is sometimes this false distinction between locking everything up and throwing it all open with no precautions. I think some of the states you mentioned that were open, theyre still sensible precautions we can take but people want to know that the precautions they take are not overboard and actually effective melissa yeah. And i just wonder, with the market Going Forward, as you look at the big selloff today, and we keep seeing this big roller coaster ride, what is it going to take to turn things around, do you think . I think it is going to take a few more weeks of opening and people seeing that the catastrophes predicted dont come through. Again one reason for public skepticism the numbers that were originally predicted were so far off. You know, hospital beds, icu units. So forth. They conley revise them. Dr. Fauci says he gave us false information on masks. Maybe it was a noble reason. He wanted people in hospitals so forth to have them first but there is a lot of public distrust out. Apple said it again was going to close seven Retail Locations in houston, texas, due to the spike of covid19 cases this in addition to the other dozen Stores Across the country it closed last week unsimilar circumstances. This was a twopart drop in the market today. There was a trade concern and then there was the coronavirus crone fears again. Nasdaq saw alltime high yesterday and pulled back with other major indices in a pretty sharp way. On trade front, the ustr could modify duties on a range of eu products continuing or maintaining items on worth 3. 2 billion. Were not talking about china. But still the market cares about trade a lot. On the virus front a slew of states seeing a spike in virus cases seeing them on the map before you. That made the markets worry. The spikes a second wave that could derail problems and rerail the recovery and cause problems down the road. The apple news compounded all of that as well as new quarantine rules about visitors coming to other states like new york, new jersey and connecticut. It is certainly clear that the Chinese Communist party for many years has wanted and has exercised a considerable amount of control over china from the early stages of mao tsetung through now and there have been reformers that have reduced the degree of Party Control somewhat but the general notion of the dominance of the communist party as the major driver and the major force in the economy and the major player in the Global Political system is certainly fundamentally rooted in the establishment of the peoples republic of china and remains so today with varying degrees of up and down over a period of time but it is not actually a new phenomenon. It varies in degree but the phenomenon is still fundamental. Strong control of the communist party over the economy and most aspects of politics in china. Connell there have been questions brought up over the last week or so, especially since john boltons book came out whether this administration quote, is tough on china. Those in the administration would argue they have been with regard to setting up the trade deal and other issues. Bolton questioned that. There was a story in politico today the administration asked a republican senator to block a bill that would have punished china for hong kong. That maybe raises more questions and obrien is answering more questions or trying to . I think he is making the point that the president wants to be seen as tough on china and clearly he emphasized that point. But i think the other point is, china is extremely important to many, many American Companies and certainly to the Agricultural Community in this country which it is very important politically but also to many High Technology companies. Its a major source of supply for a great Many Companies in the u. S. , chinese components are major factors in the american economy. And Chinese Consumer goods are very important. So i dont think that the president who does care about the stock markets and does care about the economy actually has suggested anything that could cause a total detachment or disengagement or rupturing of the relationship. Tough, yes, but i dont think washington at this point wants to have a total confrontation that would be disruptive economically or politically for that matter. Moreover weve got to work with them on covid and work with them on many financial issues. Those are important that the two countries Work Together on new drugs. Very important kinds of new immuneization techniques and also there will be a major financial problem in the global economy. We worked with them in 2008. Well have to work with them again. Connell okay can you play both sides there and keep as the president suggested the other day the trade deal intact . Those are after comments from another one of his advisors peter navarro, can you do that and still talk this way as his National Security advisor did today . The answer is probably yes. There is an irony having this very tough talk and then at the same time going out and working with them on economic and other issues. But the plain fact is theyre the second biggest economy in the world. Theyre the other superpower in the world and well have to find ways working with them. The president wants to demonstrate that he is tough on many issues and the rhetoric is certainly tough but he also understands that the way the worlds constructed some measure in fact a substantial measure of collaboration with china is inevitable whether we like it or not. It is a fundamental reality of our times that china is a powerful country and powerful economy and dealing dealing witt global issues will require china and u. S. Cooperation and our economy as would the chinese if there were major rupture. The answer is in the past weve had moments of very tough political arguments with the chinese and very tough political debates with them and a lot of namecalling but weve also managed to collaborate with them on a whole range of issues. So tough on language but realistic on the fact that some measure, in fact, in many areas substantial measure of collaboration is in the interests of both sides. He believes that getting direct checks to americans is the best, most efficient way to get stimulus into this economy. He says that another round of stimulus checks could be targeted and would help those folks, help stimulate the economy. He believes that, that they should have incentives for companies to rehire workers including these direct checks. Now the Communications Director says negotiations will start in july after more Economic Data comes out. If we see in another few weeks that the need is still there for an additional kind of stimulus, and again were hoping that we can move from rescue and relief efforts of the u. S. Economy into an economic stimulus, progrowth incentives, if those conditions still exist in a few weeks the administration has made it very clear that we will consider all options including additional stimulus checks. Doesnt matter if theyre kids or dependents or not. Five people in a household. So a family of five could get 6,000. No more than that. Reporter here in the cruz ship capital of the world seven big cruise ships are in port today tied up, refueling, resupplying, they will what they have been doing for basically three months, head back out to open water, drop anchor, and wait for this coronavirus pandemic to slow down enough so that passenger traffic can again resume for the cruise line industry which has lost billions of dollars over the past several months. Very likely it will be october at the earliest, maybe november when people can resume cruise vacations. Tens of thousands of cruise members have been waiting to get home. Carnival cruise shared video showing life on the crews on boardcounter reports that they are miserably stranded. They have gone from 70,000 on ships to just about 35,000. Off the bahamas and india philippines, there flotillas out waiting efforts to get crew repatriated. To many ships, not enough port spaces to get crew home. Major logistical challenges with countries limiting entry panned available flights. They have also had to send almost 100 ships to various ports around the world in order to get these crew home. Slowly offload with agreed upon numbers each of those countries with will allow the cruise lines to offload each day. Reporter according to carnival at this point they have successfully repatriated 60,000 crewmembers to the home countries with an additional 20,000 remaining. With the number expected to be rao he duesed to 10,000 crewmembers by the end of this week. We expect the process to be largely completed by the end of this month. Royal caribbean sent this, 37,000 crew have been almost repatriated with almost 7,000 to go. As for the crew remaining on the ships, you have to clearly have a minimal crew to keep the ship up and running when it is out at sea. Of the crewmembers trying to get repatriated. Most are getting paid, not all because the contracts expire. Is it going to be another big one with checks for a number of people again . 1200 . What do you think youll end up with . Well, its great to be with you, thanks for the invitation. You know, i think were looking for gaps, what more should congress do as the economy opens up. And i think clearly something related to the Unemployment Compensation that weve had for the past three months needs to be dealt with before july 31st. I think thats a key demand side. And then secondly on the supply side, what should we do with the 147 billion thats still in the ppp program, the paycheck protection program, that has not been allocated. So those are two key areas, i think. Connell okay. On the unemployment benefits, do you support an extension, or do you think that that sends the wrong message or gives the wrong type of incentive structure out if it is extended, the enhanced benefits . Yeah, i think the 600 per week was too high across the country in a flat way. I think some modest premium over what statements pay phasing it out might be an appropriate method or some kind of bonus to go back to work. Leaving it as is, i think, is a detriment to getting the economy reopened and getting people back to work. Connell will there be more direct checks for people making under 100 grand, like we had last time . You know, i think thats, again, under consideration among a long list of things, i think thats possibly one. The ppp piece, also Additional Guidance for state and local governments to make sure governors are sharing the money that the cares act provided with state and local governments. All those things are things that congress has got on its plate between now and the end of july. Connell about a minute left, congressman. The meeting today of the congressional oversight commission, i believe, mnuchin and powell, is that talking about bailing out or helping out industries, and if so, which ones were discussed, can you tell us . We talked about the main Street Program and the Municipal Liquidity facility primarily today, and the main street now has about 200 banks registered for it to provide liquidity loans to larger companies, companies that were not in the ppp program. Its just now getting launched, and w had concerns its been delayed over the past few weeks, so were anxious to see it help keep people employed and keep the business growing. Connell all right.
