Including whats happening new york metropolitan area, for the first time in a long time the verge of Outdoor Dining, an alien concept, has been for the better part of ten weeks. Edward lawrence monitoring the development right now out of washington. Reporter Outdoor Dining, if it is not raining outside and also the heat, you have to deal with that, this was the last governors briefing in newark before the phase two opens, Governor Andrew Cuomo saying he will not do any more briefings, breaking the street of 111 in a row for the pandemic, he did indicate that all five boroughs in new york city are giving are on the way to the green light for the phase reopening on monday with Outdoor Dining, indoor shopping with office work with some restrictions. Listen. All regions of the state have lower infection rates in the state experts have gone over all the data and they will allow new york city to begin phase two on monday. But, covid is not over, we saw much more to do. We have to monitor the local infection rate, local government must ensure can compliant to do tracing, we have to watch out for a second wave and possible infections coming from other states. In many people need help to give their lives back to normal. Reporter andrew cuomo saying the turnaround is fair play. Hes looking at imposing a quarantine for people flying from florida, now that ford has seen a spike in coronavirus cases, hes afraid the people there will bring cases to new york, florida did the same thing back in march to new york city. In florida, if you would like to visit the florida keys, you now have to wear a mask until 2021. Further state headlines, california governor issuing order to wear masks for everyone inside, also wearing a mask outside when its not possible to social distance, he said the order is necessary because too many people have gone out in the reopening and not taken the necessary precaution they need to take. Arizona they seen a record spiking cases and now we have three casinos in arizona that are shutting down for two weeks because of the spiking cases as a precaution. Those casinos with the spike saying they will review their cleaning procedures in fact one of the employees at one of the casinos died from complications with a coronavirus, one more note, the Las Vegas Casinos are opening with similar strategies as those three casinos did so now las vegas as it reopens is looking to what happened in arizona and see if they need to make changes to any of their procedures. Neil the threa threat, it sound like a threat from the near governor that he might have to start looking at those coming from florida, and go to quarantine or at least be careful, was not just singing back from florida at the time when it was doing the same for new york . Reporter he has actually talked to Health Experts about this. He is getting some meat behind it, he did not mention it again today but yesterday he was sure looking into it and looking hard to see if best buy continues, you may see some sort of issuance out of the Governors Office related to florida. Neil thank you very much, Edward Lawrence in washington, lets go to jeff, the chief investment strategist, jeff, the reopening is one thing that helping the market a little bit a little less earlier than today. Obviously the concern with the release of his book that the president and the relationship with china is dicier than we know, of course what comes across in the book, he was seeking political favors, the chinese has more agricultural goods, you never know whats up in that. But the fact of the matter is, the chinese are doing just that and i guess there is hope that they will obviously boost doing that. What do you think . I think shortterm, this is probably a positive in that it suggests trade tensions may be pushed back a little bit. The real issue regarding china is whether the book and whether china negotiations are going to have an impact on the election, historically if they dont start focusing on the election until late august or labor day and as the markets have been fairly complacent about that, the market expectation for the election that you can read their industry performance are at odds with the polls, they will have to be some kind of reconciling of that but that may not happen until august. Neil do you get a sense right now that the trend will continue to be the market trend. I know there are hiccups when you have anything that looks like trade or delays in reopening but the overall things are kind of going to plan . Since they are neutral to the benchmarks of equities. Its a little bit telling in recognition that the trend is probably in place because of all the liquidity that is out there in the Economic Data has been good but we are also a little bit cautious because we do think evaluations are extended and that we run the risk of not being able to maintain this kind of momentum either for healthrelated reasons or more likely in our view that the recovery of jobs saul out as you get mismatches between job loss and new jobs created. Neil what about where we stand right now with the economy and with this trend, all the way up to jerome powell, they are worried about this virus and not going away very quickly and then you have someone like dr. Fauci come along and say we really should not have another football this year and the president stop that one down. There is probably something on with dr. Faucis job. What do you think of all of that . The public appetite or willingness to go to a more restrictive environment is really limited and i think Public Health of forgeries have worn out their welcome on that. That being said, there is more than we can do that would help protect the recovery and speed the recovery. If you look at whats going on in the states you referenced earlier particular arizona is a little bit concerning, its not that these are outofcontrol spiraling spikes of infection. But rather than it affects strategy and flattening the curb and upended it lower. Things like california Governor Newsom order for more widespread use of masks, those are things that can help in the curb lower, that would mean that we dont have to worry as much about two years or year end a half of covid19 impacting our economy, and might help shorten the period, thats up balance Public Health authorities will have to wrestle with. Neil we will watch it very, very closely. Good catching up with you, we hope you have a wonderful fathers day. We appreciate that. The New York Post columns, but she is a really good writer, very clearly states was going on. Before i get to some of the other matters at hand including some of the news items here, you raise issues about how the left has seized the whole issue here and gone too far to getting rid of tv shows and Everything Else into be woke, its almost like you have to go extreme. Com welcome back to kabuto coast to coast, we are having some technical difficulties, we will get him opportunities we can, in the meantime were looking at the stock market, it is down almost 200 points, it was optimism earlier in the day and we are thinking maybe we could see a record for the nasdaq but now a sharp reversal as investors have been touch and go when it comes to the market trend to see how everything is going with the reopening, not just across the country but in new york city, Governor Cuomo saying hell give the green light to reopen phase two on monday. Meantime we talked about unrest across the country, defended the police as well in the wake of recent unrest, antipolice sentiment really growing across the country, officers within the nypd are contemplating going on strike on july 4, the play on Independence Day with the city of independence without cops giving a glimpse of what life would be like if the police were unfunded. Last friday City Council Members join the city elected fiscal watchdog and Police Reform advocates calling for a billion dollars in cuts to nearly 6 billion and the total police budget. I should be noted that this plan is not backed by new york city or the mayor bill de blasio, yesterday we talked about police morale, this issue a that your city is not a new low, the idea that the city is not honoring the police, why should the police honor the city. There is a lot of resentment brewing regarding how the heinous acts of certain officers created a backlash against all officers, threats to defend the police have made it worse. There is a taylor law which makes Public Workers stop it just punishable with fines and jail time but that does not stop nypd folks from at least floating this idea. I am Jackie Deangelis, were having technical issues across the network, we are working on it but in the meantime we want to talk about working from home and how its cause problems in terms of vulnerability, hackers, we have more on this. With the pandemic and a lot of people start working from home, the whole networking with your cybersecurity will grow a lot because the work and home start blurring together. Meantime as everyone is staying home still figuring out their plans as we head to the summer, folks are taking on Home Improvement projects, we talked about those but some include fixing the front yard, why not have nice aesthetics when youre staying at home. Jeff flock has more for us on that. America spending less money during the pandemic going out to eat at fancy restaurants, traveling, stuff like that, entertainment, where are they spending the money, kind of on their yards in a lot of ways. Its almost a reinvigoration of how america was back in the 50s, people out in the yard, scott who is a manager who has a wonderland for your yard, you are swamped. We are seeing a great uptick in business, especially since were able to open may 1 to the public again. People are here in spending their money on pergolas and outdoor furniture, we find people in their front yards now in a way because they can socialize without being up close and personal. You can social distance with their neighbors, watch her kids play in the street in the front yard becomes a socializing spot. You have all sorts of beautiful plants and that sort of thing people spending money on that and youre starting to run short of having enough stuff to accommodate peoples needs. Yes the whole edible craze. People growing vegetables as opposed anything else that might be eligible. Herbs, vegetables, that has been very strong this year, as well as seasonal color, annual is a pot of color that cheers people up. In terms of getting this done, a lot of people are doing on their own because you cant get access to landscape, everybody has been at home and want to upgrade their yards and you dont have the folks to do the work. We are seeing a big increase in dy iyer, there booked out a couple months, and it came fast imperious, once are able to open it. Its great to see a business that is doing well in the midst of all of this, hopefully you can withstand the crash. Thank you. I leave you with a picture of a beautiful landscape that can be yours for probably a few extra dollars. I am jeff flock for the Fox Business Network in illinois. Back to you guys. A very pretty picture there, folks doing a lot to make their homes nicer during the pandemic. Meantime in the wake of the most recent spacex launch, a lot of focus going out to orbit, neil conducted an interview with a couple of astronauts from the International Space station, we have out for you now. Were feeling pretty good, both bob and i have exceeded our longest time on space station at one time as far as our Shuttle Mission goes, the longest we were ever docked to station was on the order of 12 days, we have been here longer than that, were kind of settling in getting the microgravity legs so to speak in trying to help chris manage the space station, its a huge undertaking to keep it maintained, keep it clean, keep the science running and staying physically fit. It takes up a full day. We are just trying to figure out the routine and help chris as best as we can while we are here. Im assuming youre talking about your colleague chris cassidy, besides people on board, it is a big place, how are you getting used to that . I think were getting pretty well used with, our previous experience we had full shuttle crews on each of our first flights, and of course dougs second flight was smaller but came to a fully populated space station, we still had ten people on board, from our perspective, it is sparsely populated as far as space stations go compared to our previous experience, theyre able to d conflict things pretty well, so we can do our task in different modules that were not right on top of each other for the science activities or even the eva preparation, were able to spread out pretty well for compost those things, we have plenty of room appear. Neil youll be celebrating fathers day and space and you been named the dads, young sons a similar age about six years old, you made a step dinosaur famous, they have sold out of these things on amazon just because of that. Any message you want to relate to your son, about what youre seeing and what youre doing . Is obsolete really nice of her, we get a private family conference that is videoed, its pretty nice to share the experience. Ill be with my wife and spent six months appearing 2013, our son has a pretty good idea what it like but he really enjoy seeing all the different modules and you can float around and show your family what is going on, we also have an ip phone so we can call home whenever we get an available moment, its nice to stay connected, much better than it was when i was in the military and deployed. But it is special, fathers day are always special just like mothers day and you would really like to spend it with your family and im sure they want to spend it with us but we will wish them all the best and have a little fathers Day Celebration with her fathers 250 miles up orbiting the planet and that we love them very much and hopefully will spend the next fathers day with them. I would add for my son, i hope he can be on next to Good Behavior to make mommys job easier while im out of town, it takes a family to raise a child and im not doing my part as much right now well im in orbit, im thankful for my wife for compost in that one in my son, six years old has to do his part as well, thats the message i always remind him of. Neil it does get you out of tours, in the meantime, at least tours back on earth, i heard theyre looking at an august return for both of you guys, right now there will be in between. That is a long time and it will obviously break the record that you both have had in space yourself, are you ready for that, doug to you first on that. Yeah as far as staying on board for another couple of months, we certainly had the idea that we would be extended through the summer to some extent and as we accomplish the launch, that was the first thing that had to go into the decision tree as far as making that choice as to when we come back, the International Space station has a lot of things that need to be done appear and were able to help with that as you mentioned with spacewalks, we are going to do at least two starting next week, bob and chris will go outside and replace some aging batteries on the space station, i think it is great that we can contribute to the mission appear as well as continue to get time in orbit for dragon which i believe is important since it next crew coming appear will likely be appear a full duration flight closer to six month, anything we can do to get time on dragon helps the next crew just to give them the idea that the vehicle can handle a long time in space. Neil for those kids and sons and daughters that are looking to you guys and inspired by what youre doing, my son is among them, my son bradley, i dont know if you want to be an astronaut but many times i thought of putting him in space. Im just wondering advice you might have for kids all over the world watching you in seeing what youre doing and seeing the pride you brought back to the country, what would you tell them. I think both of us would tell them that nothing is really important than what youre doing right now and being successful at that, if you have dreams of becoming an astronaut, the path to the goal is accomplished by a series of successes, it is not just a single event that you can accomplish and be selected to be an astronaut, its an education of excellence, its a career of excellence and folks are selected from the group, really focus on trying to be excellent at what youre doing right now and of course education is a critical piece of that, both doug and i know that we can look back at our younger years and find things in science or mathematics that inspired us to continue our education and inspired us to go into the engineering fields and inspired us to go into the military to flyer work on airplanes and to be astronauts. I would say search for the inspiration and be excellent at it. Neil welcome back, i am neil cavuto, this is life, we had some technical problems, so my thanks to Jackie Deangelis who much like, machine in my absence seize control of the studio and all mechanisms of power. I am not done with you jackie. But in all seriousness, thank you very much, we apologize for all of that, i should let you know in the interim jackie mightve brought this up, the market has turned south, two reasons, the debbie downer, and then we got news out of apple that it is reclosing some stores, right now in arizona and florida added an abundance of caution because of the spiking cases there. So that took a sizzle out. Jackie altered to you later about trying to seize the show, but you are so good i do want to talk to you about what you follow, whats going on and all of a sudden concern that we maybe have a coronavirus at least the jumping cases, depend what you want to call a surge but enough right now to give a couple of companies pause. Im just wondering, are the markets digesting, where are you hoping itll pass. I think markets this week have been worried, we talked about the theme of getting mixed signals yesterday and the markets have been touch and go and investors are watching and waiting to see how reopening plans actually take shape, on one hand you have the positivity of people getting back to work and back to business, the economy kicked going again but no one wants to see that happen at the same time with the spiking cases as youre saying, there is a group of folks that were testing a lot more, surely we will see those case numbers rise or go higher, maybe its nothing to worry about, maybe its not, some Companies Like apple are saying its better to be safe than sorry, you look at the summer and maybe the weather will impact virus cases, the contagiousness but a lot of folks are worried about the second wave coming in the fall. We are not out of the woods yet per se, dr. Fauci has said maintain social distancing, wash your hands, keep sanitizing, this is not the time to let up and i dont think theres any company out there, apple specifically who would say they want to be the company to take the risk or to potentially put employees in danger, thats with the stock market is reacting to right now, it doesnt really know where to turn from your, and needs more raw data and more time, were still learning more about the disease in the market probably did get a little ahead of itself when we saw the big jumps last week over the course of last week, now you see flirtation with 26000, thats still significant when theres still so much we dont know. You think about it, a lot of the runup that weve had, the openings in reopening are going just fine, the d sheltering plans, even with hiccups in some states, you talk to the medical experts and theyre saying its still within the range of acceptable they say the number of positive cases in the tested positively for the virus are still controllable not where they wanted to be in states like arizona and texas but within a good range, not a great range but arrange that would indicate you dont have to slowdown reopening. That has been a big conservative, the market and the sooner you get three openings done, the more the economy can resume humming. We have seen that pn out you see establishments open up, people go to shops, people go out, especially in Outdoor Dining environments to take part in that. So i can understand the market frustration when all of a sudden that might be called into question. It does not seem to me yet that it will be. But i can be leaping on that. I think the jury is still out, as were watching the data coming, we will make decisions here. I do a lot of reading and research personally because were all reporters and anchors telling the story but were also living the story and is deeply personal, when you see States Reopen in you read stories like 15 teenagers not teenagers of drinking age but they went to a bar, young people and 12 of them out of 15 came home with a coronavirus because they were enclosed space, there was dancing on the dance floor and they were close to each other, as we learn more and find maybe we were so focused on the surface for example, but is really more about the droplets in the air, thats why social distancing is so important, it is scary to the average citizen who is getting back out there and thinking i dont want to be that one person who ends up on the ventilator but also scary to businesses as well in the market sits back and try to digest and say we dont necessarily have enough information here, this is a black swan, no one was prepared for this or expecting Something Like this to happen and we dont necessarily know how this could take shape and what the different variables will be, it is scary. At the same time im taking food out to eat finally, im not willing to necessarily go into a restaurant and i think a lot of people its very personal, theyre making some of those decisions right now, deciding whether they want to go back to work, deciding whether they want to be close to other people, even taken the proper precaution, wearing the mask, keeping gloves on your hand, that kind of thing. Neil it is personal and i dont want to get too personal but you got engaged and you would put off your wedding because you didnt want to leap on anything too soon, im just wondering now, when you get close currents like this, there are so many young couples like you juggling in debating this and kind of thing and when you hear stuff like this you think maybe i put it back a little further paid what are you doing . We were extra cautious, we postponed till june 2021 saying lets give ourselves a year, we will spend a lot of money on a wedding, people have to travel and they may not be comfortable to get on planes just yet, they may not be comfortable in a venue just yet. I dont want to Party Feeling facemasks or feeling bad that there there taking some sort of risk to come to a celebration. Im not the only person, there has been a lot of backyard weddings if you will with people saying lets wait and see what happens in terms of celebrating but that takes a big toll on the industry as well, part of they all were saying we dont really know if we can accommodate you and when we can accommodate you. What i said to my fiance is lets take the june date next year. If we cant have a party in june 2021 and do it safely, then weve got bigger problems here to deal with than the postponement of our wedding. But were thinking of the backyard wedding idea, too, just to tie the knot and worry about having fun later. Neil its a good point. He better be on best behavior. Hes got a year if he wants to close this deal. By the way, the olive garden, always an option, once they resume indoor dining. Just throwing it out there. If you can just stay there, jackie. I want to bring Edward Lawrence into all of this. Edward, as jackie was pointing out the fears about the virus and how they could get, but it is interesting to note looking at the dow from its highs to its lows, thats about a 550 to 600 point swing. My math might be off. A lot of it on this apple announcement that its reclosing these stores in arizona and florida. I dont have the exact number. But that took a lot of wind out of the markets sails because i always think its an issue in the background for them. Are they overdoing it . How would you look at it . Reporter absolutely. And it was sort of, the market was sort of floundering a little bit. It was up still, what, 300 points at the beginning of this, then you had some bad news from the Federal Reserve. At least one Federal Reserve president came out and said basically hes redoing his forecast and making downgrading his forecast, saying unemployment will be up above or at the double digits by the end of the year, saying the 6. 5 decrease in gdp is actually optimistic Going Forward. He pointed to the second wave of possible virus implications, looking historically, spanish flu, the asian flu, he said h1n1 all had a second wave and that second wave was worse on the economy than the first wave, so for that reason, hes very concerned and downgrading his forecast related to this. Youre not hearing this out of other fed president s. So far this is the first one to say that. But again, being very cautious. Neil . Jackie little bit about the trade issues we were seeing recently with regard to china. Stepping up, saying we are going to honor our commitments with respect to our agricultural purchases. I think that was some of the positivity that was fueling the dow at least earlier this morning. Reporter youre exactly right. In fact, the meeting on wednesday, secretary of state pompeo had with his counterpart in china, that was in hawaii, out of that meeting now, back in china, we are hearing reports that some of the Chinese Government folks have gone to their ministry, various ministries to start meeting those goals and get purchasing again. U. S. Trade representative Robert Lighthizer said this week the chinese have purchased 10 billion so far in agriculture, 500 million last week in soybeans and most of the soybean purchases will come towards the end of the year, so ramping that up right now but we are hearing out of that meeting on wednesday, china renewing their commitment to buy those products that they said they would buy. 200 million in goods and services. That includes that agriculture component. Thats a very big deal. That was fueling the market early on today, because again, when the chinese start buying in big swaths like that, it really shows well for u. S. Farmers, it shows well for manufacturing. Thats something that they are watching closely. Jackie . Jackie yeah. I just want to tell the viewers we are having an issue with neils audio. We will get him back as soon as we can. To follow on that point, when it came to everything thats happened with the pandemic, when we worry about a second wave, right, we are looking at beijing specifically, because of that cluster of coronavirus cases really cracking down again and you say to yourself phase one trade deal, god, that seems so long ago. But the financial commitments that china had made, it would be difficult if this continues, its not just been hard on the United States, its been hard financially on them as well, it would be difficult to keep those up. So you get investor excitement as a reaction to that. I think thats what we saw but it petered out at the same time within half a session. Reporter but doesnt that seem like a world away . It was just february 15th when this went into effect on valentines day actually is when it went into effect. The chinese still working through and in fact, u. S. Trade representative Robert Lighthizer says almost every other day his deputies are talking and working through issues but he says the chinese are open to doing that. Thats what we saw, that momentum you were talking about Going Forward with the dow today. Then petering out because of this bad news thats sort of coming into it and questions over reopening the economy. You were talking about earlier, the Police Department in new york city, talking about possibly defunding the Police Department through all of this and that again, weighing on that uncertainty as to the law and order, goes right into this, doesnt it, jackie. Jackie yeah. Absolutely. I mean, you know, you look at the stock market and youve got to think to yourself the way we moved, it made investors nervous, right. Like all of a sudden, it was as if nothing really mattered, the virus, everything was on an upswing, was going to be great, you had social unrest across the country that was somewhat being ignored at least by investors, then you see the markets taking this step back saying no, we need to pause here because we may not have had this right. Reporter exactly. Thats a little bit of whats happened here. I do want to pivot a little bit here. We have jack brewer waiting to speak with us about some of the events that are going on during this whole crisis and coronavirus. One of the things is minority businesses have been hit extremely hard, with a onetwo punch. The coronavirus first, they needed some real help, then you had some looting and rioting. Your thoughts finishin, first o . Its a tough situation. When you look at the landscape, especially for minorityowned businesses, you see minority communities themselves being hit so hard. Unfortunately, we have a lot of Racial Disparity still in our country so rates are higher with coronavirus, higher death rates and those type of things. We also have a fear in our community as well. So that doesnt do well for business. So i think a lot of our businesses have closed down and unfortunately, you know, some of us dont have the capital to continue to move and continue to keep our doors open through a long drawnout virus like this. So its really tough for a lot of businesses across the country. I think the president and this administration has tried to do some things to help. You see they are focusing a lot on sba loans so theres been a lot of lending and the ppp funding that people were able to go out and get has really helped, but its just not enough. I think we need to have some more measured approaches when it comes to helping out Small Businesses in the minority community. Reporter what kind of help are you looking at . What kind of specific help do you believe this Community Needs . Especially when you look at places like atlanta, you look at regions across america like in minneapolis, you saw that there was a lot of looting, lot of violence. Some of those folks didnt have insurance. Some of those businesses were newer businesses trying to develop. I think there needs to be some emergency stimulus that goes out to folks that may be in areas like that, those Small Business owners that may not have had sufficient insurance that will cover these type of events. I think the government can do a little bit more to help those businesses. I think, you know, this is an unprecedented time. You see that we do the same thing any other time that we have crisis and this is no different. If theres Small Businesses, womenowned businesses that need additional help right now, we need to provide that for them. Reporter senator john kennedy talked about using an extra 60 billion under the cares act thats sort of floating out there to help those businesses that have been looted and burned during the disruptions and riots that had happened. Think that is much needed . Would that sort of put that bandaid on it . It would. It would help a lot of people. I know i have ownership in three restaurants in minneapolis that all got broken into. We havent been able to get back to full swing and get our employees back out there working again so whatever you had, these are things we cant control. Its not like a typical government Entitlement Program or like anyone is asking for a handout. But when you are being mandated, particularly when you are in a service business, when you are being mandated and limited on the amount of people that can come into your establishment, you are being mandated on all these other protocols you have to put in place for safety that are extreme measures that go above and beyond what you have ever had to deal with as a business, these are government mandates. These are the times that the government needs to step in and help compensate to get us through this because if we save our businesses now, its only going to provide more resources for our country later. We dont need a lot of businesses shutting down and then having to try to reopen again. Thats going to hurt the overall economy. Tax revenues are going to come down. Its going to affect the local areas, its going to affect real estate prices and people moving. I mean, you can look across america now. There are some major cities that are going to take a long time to recover. Folks are leaving. I live in florida now. I have never seen so many people coming in to florida. Its like a mass exodus. In my neighborhood alone, i think just around my block, i have four families that are new. So thats just, thats a sign and its telling you that people are leaving these urban areas and going into other places. Thats not good overall for the economy. Jack, i appreciate it. Thank you for your time. You see on the screen there, the white house. We are waiting on a briefing from the White House Press secretary. Jack brewer, i really appreciate it. Thank you very much. We will go back to Jackie Deangelis for more about whats going on with the tulsa event. Jackie absolutely. The president and Vice President preparing for their rally in tulsa, oklahoma and there has been a lot of controversy surrounding that because of the coronavirus, for example, and potentially protests. Some Security Issues to think about. One of our reporters put a piece together on how those preparations are being made. Reporter eyes nationwide are on the city of tulsa. Thousands of people gathering in downtown saturday either supporting or protesting President Donald Trump and at a time when tensions are high, the pressure is on for secret service and local Law Enforcement working with them trying to ensure people are safe. This will be the first undertaking that im aware of for the department to handle this massive of a situation. Reporter nine foot metal barricades went up around the bok center thursday. To give you perspective, im 58 and they go well above my head. Inside the perimeter is what the secret Service Calls the sterile zone. Every car will be towed and every person moved out of the zone on friday so agents can do a security sweep of every inch. Makes me feel safe they are locking down the area. Reporter this group is from out of state and say they have been to multiple president ial events. They say they have seen similar barriers at inaugurations but not necessarily at rallies. I think in a way its kind of sad that there needs to be those kind of barriers. But i think it also shows you why we need Law Enforcement. Reporter the National Guard and other Law Enforcement will be along the barricades for safety. From the outer perimeter, there will only be a few ways to get in. You can get into the event. Reporter captain muilenburg says at those Security Check points people will be screened for weapons and will have their temperature taken for covid19 precautions. Again, this is the inner perimeter. You heard captain muilenburg talk about the outer perimeter. Thats going to extend a few blocks further outside of the bok center. Vehicles will not be allowed starting there. Jackie two issues to think about here ahead of that rally this weekend. Just the first, of course, is the coronavirus pandemic and having people in a space so close together, edward, and at the same time, they are worried about security as well. She was showing us the preparations that are being made down there. Im wondering if its worth it right now at this point in terms of the reopening and everything thats happening across the country to hold this rally right now. You know the president has been very vocal in saying absolutely. Thats debatable and experts down there are saying look, if you are in that high risk category maybe you should sit this one out. Theres going to be other rallies from theme president. But he wants to be able to show the support he has down there and they believe they can do it safely Wearing Masks, checking temperatures on the way in. She mentioned security in that package. The president has warned today anarchists not to disrupt the rally, saying that there have been threats against this going on. In fact, i can tell you there are people still starting to line up outside this in order to get good seats, get a good position. So there is high interest, high demand for this event Going Forward. In fact, the governor of oklahoma yesterday told the president that hes looking forward to having this event tomorrow and again, as we see on the other side of the screen, waiting on the white house News Conference from the press secretary. Obviously there will be more talking about this. But jackie, this is something that is highly debated as to should it go forward, should it not go forward. It depends on where you fall sort of idealogical with your ideology and how its coming down. You hear democrats saying absolutely not. Yet they are not saying that about the protests that have happened and the republicans saying it can be done safely. Jackie yeah. You bring up a great point regarding the protests. But having said that, we do know that the president feels that these rallies are very important to rally the base, to get people around him and because we have been in the thick of this pandemic, we have sort of lost sight of the fact we have an election in november, and you know, it is important for the candidates to be out there. Biden has been a little more visible now and the president knows these rallies help him. I think at least from the administrations standpoint, there is a little bit of a rush in a sense to get back to business, you know, with november in mind. He may be looking at the poll numbers that have come out and seeing how the trends and seeing how hes really slipped in the polls. Again, republicans saying you cant look at it, its very early on. We have got a long way to go and the economy is still sort of in the tank on the rebound, but yeah, its exactly right. You are starting to see joe biden come out and do a little bit more events. Hes not doing as many in his basement as he was in philadelphia just recently. Starting to hold events to show that he is out and about as the campaign goes. Want to pivot real quick. Weve got a big discussion about daca, the dreamers, in fact, the Supreme Court according to President Donald Trump punted the issue but just listen to this. [ chanting ] immigration advocates celebrating outside the Supreme Court moments after the justices handed down a decision giving new hope for hundreds of thousands of dreamers. The undocumented immigrant brought to the country as children. It is majority opinion chief Justice John Roberts wrote, the department of Homeland Securitys recission of daca in 2017 was arbitrary and capricious, failing to fully consider all aspects of the issue at hand like the lives Daca Recipients built in the United States for themselves, their families and their some 200,000 u. S. Citizen children. It was Chuck Schumer crossing the street from the capitol to congratulate the protesters. We are saying lay off the daca kids and their families. America wants them protected. The Supreme Court wants them protected. Just lay off. Reporter still, the courts majority said the Trump Administration can go back and try again, and the chiefs opinion is a useful road map for how dhs can get it right next time. In the senate just dissent, cla wro wrote. For the four dissenting conservatives, daca was illegal from the moment the Obama Administration extended it to some 700,000 dreamers in 2012. On the senate floor, texas republican ted cruz accused roberts and the four liberals of playing politics. Everyone knows the game theyre playing. Theyre hoping that in november in the election that theres a different result in the election, that theres a new administration that comes in that decides amnesty is a good thing. Reporter on twitter, President Trump is betting this and other rulings against him will help his 2020 Reelection Campaign writing quote, the recent Supreme Court decisions not only on daca, sanctuary cities, census and others tell you only one thing. We need new justices of the Supreme Court. Neil we are back. A positively ji i apologize for that. I had to untie myself from this chair. Guys, thank you, seriously, very very much. I have no idea technically whats going on but i do know that i couldnt hear you but i was reading lips and i realized you are waiting to go to the White House Briefing. You are also following up on the spike in coronavirus cases and of course, this daca thing. Thats no doubt all going to dominate the White House Briefing minutes from now. Jackie, one thing i just wanted to follow with you and edward, its going to be with you as well, we are finding out a little bit more about the covid19 cases that are popping up and the number of stores that apple will be closing. Its close to a dozen. Its not across two states, but four. They could increase that. If there are any signs the spikes in cases are noteworthy to health officials. That was the first time i have seen a company or business of any sort cite not just what the politicians are telling us. What did you make of that . I think apple is in an interesting situation because when you think about how the apple store is actually set up, right, its not prime for social distancing, for example. When they are talking about pulling back even though they have put new measures in place to help deal with the pandemic, you know, they need to sort of think about their business model, the store experience, the customer experience, and how they are going to cope with it. I think apple is erring on the side of safety here because it doesnt want to be the case in point where the finger is pointed at the company for opening too soon or not doing it the right way. These are all new rules that are being implemented as we deal with something we have never dealt with before. So not only politicians are dealing with it, businesses are dealing with it and theres no rule book. Theres no playbook here. I think they sort of put their foot on the gas and now theyre breaking a little bit saying we may have to readjust and make it even safer. Also remember that apples online sales were pretty, you know, Pretty Healthy during this period. People were getting the products that they needed. They just werent necessarily getting the services by visiting the stores and maybe they can live without that for a little while longer. Neil you know, edward, the administration is still going through with this tulsa, oklahoma political event. Its going to be at an indoor arena. I guess it can hold up to 19,000 or 20,000 people. Many, many, many more than that want to get in. Even the republican mayor has been issuing this curfew that went into effect last night at 10 00 p. M. , goes again tonight at 10 00 p. M. Im concerned about this and separately about protests that might break out or whathave you. Was there any thought that they would find an outdoor venue or the logical criticism would come why you doing this, at an indoor venue, others saying you could have done outdoor, we wouldnt have said anything because protests have been outdoors. Im not quite so sure the media in this environment would look at it that way. But was there much discussion . You know, then you had the secret Service Coming into the discussion here having an outdoor event with the president of the United States raises a lot of security concerns as to the other threats and whatnot that are going on and there have already been threats according to the president against this rally from anarchists saying he doesnt want them to disrupt it. Indoors, you can at least control the environment from a security standpoint and that is probably what they were looking at Going Forward with this event. Plus its a big enough arena to hold a lot of people. As you know, the president saying they had upwards of a million tickets but yes, there will be a lot of interest in this and the lines are forming as we speak. Neil you know, we keep talking about the virus, guys, and the fears around it and the threats. The reopenings are not changing. In other words, jackie, you have gotten into this it, edward, you did earlier in the broadcast before you both combined forces to take over the show, but i forgive you because you are so good at your job, but in the process, we hear Companies Like amc saying even with all of this, we are going to reopen most of our theaters next month and you dont have to wear a mask. Now its come out and said you know what, we will require guests to wear masks at least in theaters in the United States. Jackie, thats yet another example of a company that is sort of dialing back a little bit, reopening absolutely, but not reopening sort of business as usual. Jackie yeah. I think some people would argue opening a Movie Theater, reopening it, even with social distancing in place, and not having patrons wear masks indoors is a somewhat risky venture. I was surprised by that. Im not surprised to see amc say they are going to change the rules a little bit. Listen, as we have been saying, its better to be safe than sorry, right. No one wants to be that case where all of a sudden, patrons come into your Movie Theater and walk out with the coronavirus. It could happen, it could not happen. But who wants to roll the dice here . So erring on the side of caution is definitely going to be something i think that businesses do moving forward and neil, to your point about the weekend rally in oklahoma, you know, i believe there are going to be some measures in place to do those temperature checks and people are encouraged to wear masks but i thought i saw Ronna Mcdaniel say earlier this week we arent going to make people wear masks. So i worry about this rally a little bit. You know, to the extent that if something does happen there, people will be very quick to point the finger. At the president. Neil you know, edward, as she was speaking we are getting word from the World Health Organization, they are very concerned about the number of countries that have an alltime high spike in cases and total number of cases. Im sure india is on that list. There was a brief pickup in seoul, south korea. Globally it seems like the World Health Organization is saying you know, we aint out of the woods. Dont act like we are. But in this country and china. Neil in the states where the trend is okay, who is saying Something Different . Go ahead. Well, you talk about china. The World Health Organization, yes, saying theres concern about the resurgence or china closed down a number of sections in their country. They are limited flights in and out of beijing because of resurgence of the coronavirus. We do know how, you know, infectious this disease is. One quick point on amc. It may be they need to reopen out of necessity. You know, they have been closed since, what, march. You are going to be running out of money at some point if you are a Movie Theater, youve got obligations, you have rent, you have employees you are presumably paying for when it does reopen so there may be some obligation on the financial side in order to get them going in a safe manner Going Forward but back to your point talking about the virus itself and around the world, yeah, theres a definite concern about a resurgence. However, you look at japan and south korea, those have been pointed to as containing the virus fairly well, and the norm in both of those societies is to wear a mask everywhere you go. Their mask ratio is Something Like 89 , 90 of people in those countries wear masks. They are used to this kind of pandemic, they are used to kind of issuing having virus issues and they put these masks on right away, they follow the rules and in doing that, it cuts down the cases of these viruses. In the United States were not used to doing that. Governor newsom in california just now mandated that everyone wears masks inside if they are going to a restaurant now, not just outside, because what he says he was watching is people going out as the reopening happened, not following these rules. Neil . Neil guys, thank you both very much. If you can stay there, anything could go down at any second. Secondly, we need time to file charges against both of you. Stay where you are. Blake burman joins us right now at the white house. So far, blake is not part of this cabal but he is at the white house. Whats the latest . Reporter hows your friday going . Everything good . You hanging in there all right . Neil just ducky. Reporter you know, the good thing about being the third reliever sometimes is that means you get the eighth or ninth inning which is where we are right now. At 1 24 here on the east coast we are expecting the White House Press secretary Kayleigh Mcenany up on the podium. We have been told 1 30. Six minutes from now, about 360 seconds, i think we can do it. What we are anticipating inside the Briefing Room really two main questions, you never really know. First off, the Campaign Event tomorrow night which edward and jackie have been talking about. The white house for days on end has been asked the very question, why is this happening, can you keep people safe. The basic answer from the white house has been things are opening up, we can keep this safe and we even heard from President Trump today say this is the start of his campaign. I would also note he did have an official Campaign Launch in orlando many months ago. Set that aside, there should be still repeated questions as to what will take place tomorrow. The White House Campaign has said there will be temperature checks, hand sanitizer, masks, though masks are not required but of course, one of the questions is if the guidelines are for social distancing, why are you packing tens and tens and tens of thousands of people in a very confined area. The president clearly wants to move forward and that is what he is doing which is what he essentially says is the relaunch of his campaign. So issue one. Issue two, of course, daca. The Supreme Court gave a victory to not to President Trump yesterday, with the four liberal justices and chief Justice John Roberts who said essentially that the Trump Administration cannot strike down daca. That is the deferred action on childhood arrivals program, the children who were brought to this country through no fault of their own illegally and have remained in this country and are able to remain in this country because of that program. What the Supreme Court essentially said was that it really didnt judge on daca itself but really, how the Trump Administration went about unwinding it, said it was done capriciously and therefore, they say the administration cant go forward with it. So the president has vowed action Going Forward but again legal action, potential legal avenues he will still pursue Going Forward but when you talk about the campaign, the president went to a familiar playbook. You remember back in 2016, the president put out that list, it was two dozen or so justices, conservative justices who he said if i get elected, this is who i would put forth. The president says he is going to put another list forward again, similar names, more names on it. So hes going back to the 2016 playbook here as it relates to the Supreme Court in the upcoming months. Neil. Neil then theres the bolton book. Reporter how can i forget about that . Neil that might dominate discussions. Im wondering, we have heard what the president has to say but im wondering as well how the white house handles that because a lot of officials from the secretary of state, treasury secretary, others have been sort of swirled into this discussion because they are included in the book. Reporter and an email has just come in, because theres a 1 00, its now 1 30, 1 00 hearing here in washington, d. C. About this temporary restraining order from the department of justice. The Trump Department of justice which sued to try to stop the publication of this book or at least the book getting out which its set to be released on tuesday. Im literally going through this note. Let me read it to you. It says the judge started the hearing by noting quote, as we like to say in texas, the horse seems to be out of the barn, end quote. Suggesting excerpts of the book that have been released to select media may make the governments case moot. Hes a san antonio native and says hes not yet seen the bolton manuscript. Our producer over at the Supreme Court goes on to say the judge gave no initial indication whether he would rule from the bench on the governments request for relief and the Deputy Assistant attorney general told the court, that would be the governments side, told the court the government has an ongoing interest to ensure former government officials with access to classified material not publish material with proper prepublication review. Quote, he should not be rewarded from the brazenness of his action. So that is part of the governments case. Boltons lawyers, we are told from bill meers, will speak later. Right now you quite literally have the legal argument being played out but as the judge said, this one is out there. Excerpts have been published, john bolton is giving a televised interview thats already been shot on sunday night, and it seems like as of this moment, me, you and anyone else can go to amazon or to a bookstore and read this thing on tuesday. Neil yeah. I would imagine. As youre speaking as well, we are getting some worrisome numbers out of oklahoma, of course, where the president is going to have that tulsa rally. They are a little disturbing. They reported 800 new virus cases in just the past couple of days. This is the entire state, not tulsa, by the way. Marking a significant spica hke ahead of this rally. The hill reporting it had 350 new cases on friday, a day after a record 450 new cases on thursday, the prior record i guess was 259 new cases. Its going to come up whether the precautions that should be taken that jackie got into are being taken. They are doing their best, taking temperatures and all that, but its almost a nowin situation then. If the president were to cancel this, which doesnt look like its going to happen, obviously that would be a huge letdown to those who by many multiples are hoping to be among the 19,000 or 20,000 in that arena. But man, its getting tough. Right . Reporter yeah. And forgive me if you mentioned this number because i was skimming it as you were talking about it as well. 125 new cases in tulsa specific. That is a rise from 120. Rough math, i think thats close to 5 , 4 something percent. The cases are rising. Some might say if you are testing more, the cases are going up but in any event, neil, the cases are rising in that area. You remember the Public Health official, top Public Health official in that area had given an interview on saturday to one of the local newspapers saying now is not the time to be having an event like this so there are real concerns there in tulsa. I believe we are having some issues again with neil but we are anticipating to hear the White House Press secretary Kayleigh Mcenany here at the white house at any moment. Want to bring back my colleague Edward Lawrence, who is here in washington with us. Edward, as we have been following this story out of tulsa, oklahoma, of the rising cases and the campaign Going Forward, you have had an opportunity to question a press secretary or two like i have. I would have to imagine if that is not question number one, it is surely on top of the list. Its going to be up on top of the list. I believe we do have neil back in this conversation. We tried to get rid of him but neil is back. Yeah, you know, this is going to be the first question. They will look at that, they will talk about the Supreme Court ruling, ask her thoughts on that. As you so eloquently pointed out also, the john bolton book will probably play a big role in that as that hearing is under way with the judge talking about what to do next with that book. Im curious, though, the mood at the white house, blake. Whats the mood at the white house in terms of this rally . Is it looking forward to the rally, is there a little nervousness, though, about will they be able to pull it off successfully . And a little bit of inside baseball here, i dont mean to ignore the question, but as i saw the camera move in there, i thought to myself maybe Kayleigh Mcenany is coming out. We have just been given the twominute warning at 1 32 on the east coast so we keep our eyes peeled on the lefthand side of that door. As we do, it is Perfect Timing to send it back to neil cavuto. Neil, it is all yours as we are about to head to the briefing. Neil blake, i cant believe you are part of this. Thats three, right . I think three strikes and youre out. Neil exactly. Exactly. Guys, i apologize for that. But you didnt succeed. You were just saying, you ended on this, the briefing is coming up. They generally dont like to talk about poll numbers, i get that. The president says his poll numbers show just the opposite. I know its a dumb question on my part but are his polls that he refers to showing him, in fact, leading in those half dozen battleground states that various polls, virtually all of them to date, have shown him trailing . I just wanted a little clarification on that. Reporter they have talked about the campaign has talked about a defined joe biden meaning when you put the president up against a specific person versus the president up against a general belief or up against democrats when you talk about person a and person b, the campaign has talked about being competitive in those battleground states. They never give out internal numbers but neil, you and i can read the tea leaves as well. When they talk about a race being competitive, thats not necessarily saying thats a race that we are winning. Not to say that their numbers dont show that. As Kayleigh Mcenany is at the podium, back to you, neil. Neil all right. Here she is. Just before joining you all we learned from the bureau of labor statistics that unemployment has fallen in 43 states in may as americans are going back to work. Also, i would like to reemphasize the numbers that director of the nec larry kudlow shared with you all yesterday, that the cbo predicted in the Third Quarter we will get plus 20 gdp they predict in q4 we will be at plus 20 gdp and top economist ed hyman says in q1 of 2021, hes predicting plus 5 in gdp. This would put gdp above its 2019 peak. So precoronavirus numbers should those predictions pan out. We are back and we will be booming. Finally, well, second, we are encouraged that we continue to gather positive data on a number of therapeutics. Heparin, dexamethasone or steroids as its more commonly known, convalescent plasma and remdesivir have all shown progress in treating coronavirus. Preliminary findings in a large ukbased recovery trial found that when steroids were used, there was a 30 reduction in deaths for coronavirus patients on ventilators. Fda is reviewing this recovery trial data now. Additionally, on convalescent plasma, there is more encouraging news in partner sthip with mayo clinic. The Trump Administration moved very quickly on this therapy at its earliest stages, recognizing that it showed promise. Through the fda, mayo clinic and the administrations work in our handinhand parship, we have found that this treatment is very promising. This has shown that the administration has left no stone unturned in looking at every possible treatment at the very earliest stages. The lead investigator of this mayo clinic study, dr. Michael joyn joyner, summed up his work in saying that convalescent plasma, quote, continues to look promising, end quote, noting the quote, excellent news of this study which covered a diverse population of patients, about 20 were africanamerican, nearly 35 hispanic, 5 asian and 40 women. Prior experience with respiratory viruses and some data that have emerged globally suggest that convalescent plasma had the potential to lessen the severity or shorten the length of the illness caused by covid19. The results for mayo underscore that promise. As you can see, the Trump Administration and fda led on identifying convalescent plasma as a therapeutic and the results are encouraging. Finally, i wanted to share some words from President Trump. Juneteenth reminds us of boath the unimaginable injustice of slavery and incomparable joy that must have attended emancipation. It is both a remembrance of a blight on our history and a celebration of our nations unsurpassed ability to triumph over darkness. That ability is rooted in the fundamental goodness of america and the truths upon which we as a nation declared an end to our status as the subjects of a monarch and emerged as a free and independent people. Those truths that all men are created equal by the hand of god endowed by our creator with the right to life, liberty and the pursuit of happiness. With that, i will take questions. Reporter im wondering given what we are seeing in markets and they are a little bit jittery given a rise in cases, any reasoning why the Coronavirus Task force hasnt been coming out to update us . Will they, and then also, have they been consulted on the rally for tomorrow . So the Coronavirus Task force meets regularly. They are constantly reviewing data, constantly working with governors to ensure that we have safe reopenings across the nation. As for Coronavirus Task force briefings, those happened in the very early days of covid19 and the pandemic, we were making major decisions on travel bans, major decisions on supplies and ppe and therapeutics. It was very important that those decisions be shared with the nation. Th now we are in a more regular routine when we see a spike or ember, as the president calls them, we are able to quickly go and put it out and we have a system in place. We dont have regular updates other than the updates i give you as news merit. Im regularly in contact with dr. Birx and the others. Reporter two questions, first on the president s tweet this morning when he said, what did he mean, any protesters wouldnt be treated [ inaudible ] . Is the president indicating the right to peaceably assemble should not apply to his rallies . No, thats not at all what he was saying. What the president was noting is that there were inexcusable scenes we saw play out in new york and seattle and minneapolis, and that we would not see tulsa, oklahoma look that way as the mayor noted, individuals from organized groups have been involved in destructive and violent behavior and other states are planning to travel to the city of tulsa for the purposes of causing unrest in and around the rally and that was an unacceptable proposition. We will not see things like what we saw in minnesota, where rioters lit an auto zone on fire, or also in minnesota where protesters torched a Police Precinct or in seattle where they have now set up a place called chop. They have taken over part of the city. Anarchists have. Or the pillaging or ambushing of two Nypd Police Officers who are on looting watch, one was stabbed in the neck and shot two other officers who later arrived on the scene. So those kind of scenes are unacceptable. We will not see that in tulsa, oklahoma. [ inaudible ]. No, he meant violent protesters, anarchists, looters, the kind of violence we saw come out before President Trump came in with the National Guard and calmed our streets with law and order. Reporter on daca, the president tweeted this morning he is going to move ahead with trying to end that program. What is the time frame on that, when should we expect to see something from the department of Homeland Security on that and why is the president doing that even when hes conceded he believes the immigrants who were brought here as children through no fault of their own should be taken care of . First, one note on daca. One thing i would say about yesterdays ruling is that really, this was a situation where you had all of the justices saying that President Trump was essentially right on the law on daca. You had the majority and the majority opinion quote the dispute before the court is not whether dhs may rescind daca. All parties agree that it may be rescinded. The dispute is instead primarily about the procedure the agency followed in doing so. So in other words, President Trump was right on the law here. It was unlawful the way president obama went about this. But as for the way forward, i just was in speaking with the president and the chief of staff about this and we are looking at documents currently and we are going to move forward in a responsible way and cure some of the remedies and unlawfulness that we see with the previous memo that brought daca into place. We want to find a compassionate way to do this. Thats the notes i have how we will be moving forward. Reporter now that we are about 24 hours away from this rally tomorrow, in tulsa, you have the World Health Organization director saying that the world is in a new and dangerous phase in terms of covid cases. You have cases rising in oklahoma. [ inaudible ] Civil Emergency. Given all of this together, are there any discussions, any reservations within the west wing about Going Forward with this indoor rally tomorrow in a state where covid cases are on the rise . First, let me note about the Civil Emergency. Bynam declared a Civil Emergency after Law Enforcement informed the mayor about the individuals from the organized groups that i just noted who are intent on engaging in destruction. But with regard to oklahoma, i would refer you to Governor Stitts comments. They went to phase three so they are 56 days into the reopening plan and currently have under 200 people in the hospital across oklahoma and he welcomed the president and his supporters for coming. Reporter i guess my question is behind the scenes, are there any white house officials, you know, just expressing a bit of reservation about Going Forward 24 hours out . So we are all on board with going to oklahoma. We are taking appropriate measures like hand sanitizing and temperature checks and masks being provided at the door. But i would also note to you from the governor of oklahoma that he says that most of the cases hes seeing are in the 18 to 35 group where they are seeing a slight increase and they are asymptomatic individuals, a lot of what they are seeing. In addition to that, i would also just note that he said that this slight increase was expected as they began to safely reopen 56 days prior. Yes. Reporter let me ask, will any white house officials be at the rally tomorrow . There will be several white house officials at the rally. Reporter will those officials, will you be there, for example . I will be there. Reporter will you and other white house officials be Wearing Masks at the rally . Its a personal choice. I wont be wearing a mask. I cant speak for my colleagues. Reporter why wont you wear a mask . Is it sort of a personal political statement . Is it because the president would be disappointed in you if you dont wear a mask . Its a personal decision. Im tested regularly. I feel that its safe for me not to be wearing a mask. Im in compliance with cdc guidelines which are recommended but not required. Reporter if i can ask you about last night, the president tweeted out some fake videos, one of which was labeled manipulated media by twitter. Why is the president sharing fake videos on twitter about two toddlers who are obviously showing a lot of love for one another . It seems as though hes exploiting children to make some sort of crass political point. Why is he sharing fake videos . He was making a point about cnn specifically. He was making a point that cnn has regularly taken him out of context, that in 2019, cnn misleadingly aired a clip from one viewpoint repeatedly to falsely accuse the covington boys of being quote, students in maga gear harassing a native american elder. Thats a misleading video for children that has grave consequences for their future. Reporter youre saying its all right to exploit two toddlers hugging one another on a sidewalk to make some sort of political point . I mean, as you know, the president has described the members of the press as fake news during the course of his administration. When you share fake videos like that, doesnt that make you fake news . I think the president was making a satirical point that was quite funny if you actually go and watch the video. Reporter two toddlers hugging one another . The point is it was a play on cnn repeatedly taking the president out of context. Like the time when you guys had a chyron that said trump slammed some Illegal Immigrants, theyre animals. Guess what, the people he called animals were ms13 Illegal Immigrants who regularly mutilate people in this country. It was entirely misleading reporter the president has referred to some mexicans as rapists, hes tried to pass a muslim ban in this country, hes described black nfl players as sons of bitches if they take a knee at a Football Game thats an absurd attempt to justify the misleading headlines that are regularly on your network, like i was just walking in watching cnn as they lauded the quote rallies in the streets. Reporter are you saying the president got to let me finish. This isnt a cable news segment. Im answering your question from the white house podium. When i walk out of here reporter [ inaudible ]. When i walk out here reporter why wont you answer the question . When i see on your network celebratory headlines about the rallies and protests outside and you actually said protests and rallies, so in light of a protest, if these gatherings happen in light of a protest or rally, as you say, that rally is to be condoned but not the president s rally. Its appalling. You have one person on your network saying that this is a celebration in the streets, a carnivallike atmosphere. Theres a guy with a sign that says free hugs. Its beautiful this is happening in the streets. Reporter the protests are peaceful. People are hugging. You celebrate hugging in the context of a protest but in a trump rally where we celebrate historic low africanamerican unemployment, that is not allowed because guess what, it doesnt fit the idealogical agenda of cnn. Peter alexander. Reporter why does the president keep hiring people who are dumb as a rock, overrated, way over their heads, whacko and incompetent . The president makes hiring decisions based on the fact that he likes to have countervailing viewpoints. I spoke to him about the hiring of john bolton in particular. He said i like to counterbalance my own opinion with individuals that oftentimes have the very opposite opinion of my own. He likes the model of having a team of rivals like we saw in president lincolns administration. I have been part of that. I often see rigorous debate and the president uses his gut and makes the best decision as to how to move forward. Thats what goes into his hiring practices and i think the team of rivals with president lincoln worked quite well. Reporter theres obviously value in hiring a team of rivals. Its worked well in the past. If you are going to hire rivals, why hire rivals who are dumb as a rock, overrated, way over their heads, whacko and incompetent . How does that help the president and the country . Thats particularly true in reporter does that reflect on the president . Its particularly true in the case of john bolton who repeatedly praised the president , then turned. Hes been widely criticized by the New York Times for his book. I think john has proven, john bolton has proven himself to have those labels as true. Reporter let me follow on this point. If i could follow through on juneteenth. We wont get everyone in the room. The 20 question rule applies to everyone. Reporter i will take the 20 questions if it applies to everyone. I have only done two so far. For my third one i would like to ask does the president support juneteenth as a federal holiday and in an interview with the wall street journal this week, the president was speaking about juneteenth and said that nobody had ever heard of juneteenth. What does that say about the president s relationship to the black community if he would say that when millions of africanamericans in this country commemorate it each year . Well, look, the president is routinely commemorated juneteenth. The president , what he said reporter he said he learned about it this week. No, he did not say that. As secretary carson emphasized, i talked to the president about the juneteenth event. I was pleasantly surprised about how much he knew about it, the whole history of it. He did not just learn about juneteenth this week. Thats simply not true. As to juneteenth, there were a lot of people who didnt know what juneteenth was. Google searches proved that. You can see, i looked at the chart on google searches on juneteenth. This year, they went like this. Thats thanks to President Trump. Yeah. Reporter is the white house planning to issue an executive order in the coming days to suspend visas for foreign workers, and any detail you can provide in terms of what types of visas, for how long that would last, et cetera. I have no announcements on that front today. Im aware of the reporting but no announcements. Reporter could i follow up quickly and ask if the president plans to take any Health Precautions at the rally tomorrow . We are administering hand sanitizer, masks to those who are in attendance, should they decide to wear them and we are taking temperature checks. Reporter arizona has seen 13 coronavirus cases as well as texas and florida. Does the president think they should all keep doing what theyre doing or is he concerned about this rise in cases and how to stop that . This is a stateled reopening with the assistance of the federal government. And our medical experts. We are regularly consulting with each state. Its their decision as to whether they remain their reopening processes but we are very confident they will be able to get it under control. We have had cdc employ teams and when we see these spikes in cases a lot of times we are able to isolate them and stop the spread further. With the help of the federal government, these states should be able to safely reopen though it is their decision whether to do so. Reporter what does the president think of his niece mary trumps new book thats coming out . Yeah. So on the mary trump book, what i would say is this. I havent seen the book. The president hasnt seen the book. So not going to sit here and speculate about what it may say or what it may not say. Reporter you know the hooha over tulsa, is the president taking a big risk this weekend . If things go south on saturday, isnt that going to make it harder for him to schedule rallies in the future . Look, i think that we are confident that we can operate safely in tulsa. As i noted at the beginning of this, Governor Stitt said under 200 people are in hospitals across oklahoma. Most of those, a lot of those between ages of 18 and 35. So we are confident we can do this safely and we are very much looking forward to going to oklahoma. Reporter why didnt you alle r . Are you wait toiing to see how things turn out . That would be a question for the campaign. Reporter in an interview on npr on tuesday, dr. Fauci said he hadnt spoken to the president in quote two weeks. Why have they gone so long without talking and is this still a priority for the president , the virus . Absolutely its still a priority. Thats why the task force meets regularly. The president is given that information, the Vice President has been meeting on the task force and the president ultimately makes the decision to constantly be kept up to date with the latest numbers. Reporter the second question, obviously the president is very against violent protests. Hes spoken out specifically against antifascists who have been responsible for some of this violence. In terms of his personal ideology, is the president an antifascist . The president is absolutely antifascist. What hes against also is lawlessness. Hes against anarchy. Hes against what we have seen in our streets. Hes against the fact that what you have in seattle, multiple city blocks taken over by anarchists. Its amazing. You have the Seattle Police chief saying quote, our 911 response times have tripled in the area. They have gone from just over five minutes to about 18 minutes. There have been rapes, robberies and all sorts of violent acts that have been occurring. Hes against fascism, hes against anarchism and he is for rule of law and the american way. Reporter the eu nations are starting to ease their travel restrictions in our own borders. Is the president planning on rolling back eu travel restrictions . He said back in may he will probably roll them back. The president knows the travel restrictions were a very important component to saving lives. Almost three million could have been could have perished and those travel restrictions were instrumental in taking early action and saving american lives. He monitors the date a constantly. No plans now as to lifting those. Its ultimately the decision of the president. Hes guided by data and the safety and health of the american people. Yes. Reporter on china, they Just Announced during the negotiations with secretary pompeo they are going to accelerate their ag buys. Their phase one ag buys. Does this mean anything for a potential phase two deal . No announcement on that. I havent spoken to the president on that specific matter. Yes. Reporter back to daca, if you would, please. After the Supreme Court decision the other day, the u. S. Conference of bishops issued a statement. I will read it briefly. Next we urge the president , President Trump, to strongly reconsider terminating daca. Immigrant communities are really hurting now amidst covid19, moving forward with this action needlessly places many families into further anxiety and chaos. Will the president consider the bishops appeal . The president said the me im going to take care of daca far better than the democrats ever did. Democrats had two and a half years to make a deal on daca. They didnt do it. He wants to take care of these individuals but it needs to be done in a lawful way and needs to be done in accordance with assuring that our border is safe, that its protected, that we have an end to lawless immigration and ms13 and the havoc we have seen wreaked in this country. So hes for a measured response and hes offered deals to democrats previously that have been rejected. So democrats really seem to be using the Daca Recipients as pawns and that is despicable. Emily. Reporter thank you. Given that the campaign had [ inaudible ] at the rally on saturday sign a waiver to not sue if they get sick with coronavirus, would the president consider starting or contributing to a fund for the sick if we see a spike come out of the rally . Thats a hypothetical and speculative question. Yes. Reporter thank you. Looking towards the election, we know the Biden Campaign is pushing back on adding debates to the schedule. How many debates would the president be willing to participate in . The president talked about this yesterday. The president is happy to debate when given the opportunity. Right now there are three debates. Hes happy with that. But certainly if others were proposed he would be willing to look at them. He very much looks forward to those debates. One thing i would note, i think its very important, especially as we go into the weekend, and we begin to look at some of the News Coverage out there, i would encourage all of you to cover the pro tests in the same way that you cover the rally goers. Its really quite something when you look at this extraordinary video by Media Research center and news busters where you have multiple hosts on msnbc, cnn, cbs boasting about the quote, massive crowd, i mean massive, tens of thousands of people, thousands and thousands, up to 200,000 people, they exuberantly exclaime exclaim, then they have grave concerns about you have msnbc contributors saying social justice over social distancing, but when the president looks to celebrate the accomplishments for minority communities in this country, our rallies are derided as breeding grounds for coronavirus while Lawrence Odonnell celebrates arm in arm protests. I think we should have consistency in the way we cover large crowds. We should be guided by science, not cherry picking as i see all too often on the airwaves, especially from cnn. Neil all right. That went well. One of the things she was saying about the media coverage, certainly, of rallies up there, that is a credible argument you can make. The distinction is the president at an indoor rally, these rallies to which she was also talking about were all outdoor protests. Still, ing theyre ignoring the provisions and not doing all the safe things that the medical community warns about. There is that important difference. With the rally still on tomorrow, this as were hearing from the World Health Organization that people are taking precaution with these spikes in cases of covid19 pandemic according to the World Health Organization, accelerating at a new and dangerous phase. This comes as cruise lines now have voluntarily suspended all trips out of the u. S. Until at least september 15th on top of an earlier report that had apple reclosing stores in at least four states because of a spike in cases in those states. So the back and forth on this coronavirus and where it stands right now. Blake burman back with us at the white house. It is still on, the administration is arguing all precautions have been taken, but its not getting a fair shot. Whatd you think of it all . Reporter two questions that really caught my attention, neil. The first was, well, what about the potential fallout of this. Should there be and no one wants to see it, no one but should there be potential spread of covid19 in tulsa because of this rally, do you fear there could be backlash, and that might mean you wouldnt be able to have any future political rallies down the line as the president wants to have Going Forward, and the answer from caylee mce neighbormy in was we feel we can operate in a safe manner in tulsa. That has been there consistent statement for days. Whether or not thats actually the case, neil, the numbers wont bear that out until many more days down the line. And secondly she was asked a question about, well, if there is this potential of spread because of the rally, would. You be willing the campaign be willing to contribute to a fund to sort of help those folks out after the fact. And she described that as a hypothetical question and wouldnt take that question. Bottom line here, neil, is youre right, they are Going Forward. They say they are taking the air a city precautions safety precautions. The president wants to have this event, shes hes getting this event, and theyre planning more of these down the line. Neil you know, looking at it, and, you know, with the minute or so we have, is it your sense that the administration thinks this is the worst and that the polling and Everything Else from the daca decision, all this other stuff is that things pick pup tomorrow, this is pick up tomorrow, theres a psychological boost for it more than anything else. Reporter felt like that for three and a half years around here, neil. [laughter] its like one story after the next, one week after the next. Seriously, they are still very much dealing with covid19, a pandemic that is inflicting thousands still a afflicting thousands still. Why hasnt the president talked with dr. Fauci for weeks, and this wasnt really an answer, just for the white house to say this is still front and center for the white house. Remember though, neil, what weve been hearing all week long, there is no second wave. That is what they believe, and that is what they have been saying. Neil thank you very much, blake burman, at the white house. Want to toss to my other friend to take over this particular show, charles payne. Charles, to you. [laughter] charles thank you very much, neil. The gremlins were hard at work with you today. Good afternoon, folks, im charles payne, and this is making money. Breaking at this moment, after coming out the gate with some gus toe, the gusto, the market is lower. It still has been an amazing week for bug tech growth names ing big tech growth names. Finish plus, when to jump on a stock that has gone parabolic like spotify this week. Ive got allstar analysts lined up. Meanwhile, the Texas Governor blaming increased cases on more testing. Is it time to press pause on
