So let me kick it off with you, we have the Federal Reserve in focus this morning. We are waiting to hear from the fed at about 2 15 p. M. Eastern. The central bank Holding Meeting this week, twoday meeting and we are waiting to see what jay powell says about Interest Rates and whether or not near zero will be the case for many years, Dagen Mcdowell, we were talking about rates close to zero until 2023 and i believe the last meeting of the fed jay powell suggested that would be the case, 2023, we are talking about 0 Interest Rates. Dagen right, one thing that the fed is talking about as to reinforce the low rate pledge with yield caps essentially, theyre thinking about promising to commit to buying treasury securities and whatever amounts for yield at certainly levels. We will hear about that most certainly and also what the fed would do additionally. 2 days ago the Federal Reserve changed its main Street Lending program which has sort of been a disaster to make more favorable extending loans to small or midsize trying to reach business that is have been left out in rescue money from the federal government and Federal Reserve that has been thrown in the economy during the shutdown. Maria bob nardelli, great to see you again, we know that the zero percent policy for Interest Rates have sent lots of money into the stock market, no alternatives pretty much when you have no yield in fixed income. Whats your take on the impact of 0 rates for the coming couple of years, thats what we will probably hear from jay powell this afternoon . Bob yeah, good morning, maria, great to be with you and dagen even remotely. Thanks for the opportunity. Listen, these Interest Rates are having a very, very positive impact on all of the businesses that im associated with from small to large. A lot of them are taking advantage of refinancing. I think it gives opportunity for them to invest capital investments, et, by being able to access the money. I think its really, really important. I think we are seeing that, maria, you mentioned earlier in the market optimism going toward. Maria what do you say, we have the yield and 10year 5. 45 , has that been the impetus, what are you seeing in terms of the flow . Look, the only thing thats more expensive than equities we are priced for no second wave. We are priced for a clean reopening but we are not priced beyond that. I think if you have to choose, you have to choose risk assets over treasuries right now. Maria are you seeing that from investors . What are you seeing in terms of flows, what kind of etf positive flows . It would seem that people are moving to risk assets. Certainly you have to be thinking about how much further can tech and growth go. If you look at growth valuations, 3 and a half times growth over value and we only hit 4 but certainly people have an appetite for risk. We are priced in for a v recovery and the flows reflect that. What we also see, folks, perhaps not rotating the value but considering quality approaches, growers is kind of a middle ground if youre concerned about valuations but remember its not stock pup pits and eyeballs, the Tech Companies make a lot of money in rotating the value where theres low quality and may not be the answer. Maria yeah, you make a good point in terms of dividend payers. Have we seen that consistent throughout all of this, throughout the pandemic, the shutdown that investors continue to Like Companies that are paying out dividend and do you think that is going to continue . I think actually initially you saw a little bit of underperformance from consistent dividend growers because tech was just running oddly both in the drawdown and rebound. We are seeing investors come thank that space now and its very important because if you look historically, we know dividends have been important historically contributing about onethird to total return but as an example, if you look at 1970, dividends were three quarters of total return so if we have recovery consistent dividend payers are an important place and as an example the s p 500 dividend and companies that have grown dividends for 25 straight years has only seen one company cut so far as compared to 60 plus out of the s p 500 so far. In just hours from now the House Judiciary Committee will hold a hearing on Police Brutality where George Floyds brother is expected to give an emotional testimony. The house, aiming to vote on a Police Reform bill by the end of the month comes as South Carolina senator tim scott, only black republican in the senate tapped craft u. S. Police reform proposal in the wake of national unrest. I spoke with senator scott this past weekend on sunday morning futures. We need order in our streets and the easiest way to have that is to have a strong presence of character driven Law Enforcement officers. Theres no doubt in my mind that the average Law Enforcement officer in this nation is not a racist. Theres also no doubt in my mind that when you look at the actual facts, black folks are 2 and a half times more likely to be stopped by an officer than whites. I think it would help all of us to get a claire picture of whats going on within the Law Enforcement community. Maria matt schlapp join us here in terms of this subject. What are you expecting from the judiciary hearing this morning . You heard senator scott, unfortunately senator scott as sitting senator has been stopped in his car. He was telling me the stories, he was stopped at least 7 times which is really unbelievable to me for no reason he was stopped in his car. Yeah, we heard other africanamerican members of Congress Tell similar stories as they live and work around capitol hill. I guess im just my experience in life, its hard for me to understand exactly what someone like tim scott has gone through so its a moment to listen but i do think on the question of Police Reform and funding cops, its interesting, the most radical elements of the black lives matter movement, want to defund all local taxes going to the police but its not that they dont want police or Public Safety officers to get funded, many of them want to get funded from the federal government, from the national government, that would be a huge and big change in policy and huge mistake. What i dont want republicans to do is trip into that by saying, a bunch of new federal money. Most of the cities like minneapolis, new york city, money these cities liking that have had the riots and protests, they are run by most leftwing of democrats. These are not people that are insensitive of matters of race. They are at the forefront on trying to push issues of race. Why is it that they turn to the federal government to get relief. I like what tim scott is talking about, review board, not just cops protecting cops. We know there are bad cops, we know that, too many examples of the strategies, but the federal government should not take over the funding of local police that would be a disaster. Maria yeah, i think thats a really good point. Maria bob davis, how the battle between xi and trump threatens cold war, better understand context of trade war, through a series of threats, counter threats the worlds two biggest economies edging toward a new cold war. This one would not be defined by missiles and weapons but struggle over economic and technology supremacy. Talk to us about that, bob . Bob i think we are given not just the past 3 years but the past 10 years we have been gauging toward disengagement steadily, accelerated in the last few years and we are at the point of of what we call derailment, the two countries being derailed. Their Common Future being derailed but, again, this is a very different kind of cold war that we have with the soviet union and at that point we were talking about a real shooting war and missiles flying at either direction. Thats not what we are talking with china, what we are talking about struggle for 21st century and that will be defined largely by economic success and also technological leadership. Maria yeah. And this is all the issue that ive been talking with a number of people recently about including President Trump, senator tom cotton as well secretary of state mike pompeo. Here is a little montage of what theyve told me recently. I have to get your reaction. Watch this. Is china now trying to come out of this trying to look better than the rest of the world while coming up with the vaccine before the United States, whats happening right now with regards to that kind of science . Well, maria, the Chinese Communist party has been stealing americas intellectual property for decades and theyre not going to magically stop in the middle of a pandemic. You know, in almost every state of the union there are active cases against chinese nationals. Maria have you spoken to xi jinping . I have a very good relationship. Right now i dont want to speak to him. There are many things that we can do. We could shut off the whole relationship, what would happen, 500 billion if you cut off the relationship. If we treated hong kong more favorably than we did china for all those years because of the treaty. The Chinese Communist party has broken its promise and the United States will respond and no longer makes sense if the chinese will treat hong kong the same way that they treat mainland china, theres no basis for the United States to treat it differently as well. Bob, it seems to me that chinas goal, xi jinpings goal of being super power go conflicting in Donald Trumps goals, make America Great again, 1 economy and to stay there. How will the nations go forward knowing that you have china continue to go steal intellectual property, moving military bases across the world, hoping to dominate trade, breaking promises overreaching in hong kong, breaking promises of overreaching in south china sea, invading, et cetera. I mean, the smartest thing would be to try to figure out ways to Work Together and where theres going to be a super power competition, right, senator cotton talked about putting the other vaccine, you know, honestly f china came up with a vaccine, if anybody came up with a vaccine we would all be better off and if we can Work Together on an issue like that, i dont see any problem with working together scientifically. There are other parts like, i dont know, chinas treatment of hong kong, for instance, where we are just going to disagree and we will have to try to figure out a way to Work Together that is to our advantage and not throughout out the good parts of, you know, cooperation with over the definite conflicts that we have between the two countries. Maria but should the u. S. Be holding the Chinese Government accountable for their promises . I mean, okay, we could say we disagree on hong kong but they did make a promise for 20 years to have two different systems and they broke the promise. How do you trust a partner that keeps breaking promises and the intellectual property theft hasnt stopped yet, right . Hasnt stopped yet. You put pressure on it, you put pressure on china. You know, you restrict Chinese Investment into the u. S. Which has been done unless they make changes on their end. There are a lot of economic pressure points. When it comes to hong kong, i think secretary pompeo had a point. Theres certain amount of leverage u. S. Has on that issue, intellectual property maria all right, we will leave it there. Democrats are aiming to bring their package to the house floor in about two weeks. Their package would ban choke holds and create a national Police Misconduct registry among other reforms. Hundreds of people packed a Houston Church yesterday for George Floyds funeral. Politicians, civic leaders, members of the family paying tribute. I think what were going to do, were going to go in, republicans are coming in with an open mind and well see what the democrat versu have to say n this. Theres things we can all get behind, for example, transparency. We all want more transparency when it comes to the police. We also want to see more training. I think police should have training on deescalation and we should have more resources for police, we should have School Resource officers, suicide prevention, ptsd training. We need a way to terminate bad actors in Police Department. So we can faux of cuss on those three elements focus on those three elements we can get something done. What i expect is going to happen is the democrats are going to take a hard torn th turn to the hard turn to the left, theyll try to apiece the left base, and well hear about defunding the police which could be the worst Public Policy idea ive ever heard. Maria do you hear an alternative . Do you hear a backup plan, if your house gets robbed, if you get mugged, whatever, who are you going to call if yo if you d the police . Whats the democrats strategy in that case . I think they would want you to call a social worker. Theyre going with a Bumper Sticker mentality, Bumper Sticker Public Policy of defund the police with zero plan afterwards. Its the complete wrong direction we need to go, sends the wrong message and bad signal out there. If you defund the police, we know one thing, affluent communities will hire private security firms to police the neighborhoods and the most vulnerable communities will be left with lawlessness. As policing goes down, crime rates go up. I think the responsible thing to do is look at real solutions. I think we actually need more funding for police, we certainly need more training. Theres a Mental Healthcare crisis with these officers and i think getting more funding for suicide prevention, ptsd treatment is of course necessary and we need a way to terminate bad actors in Police Department. Theres real reform that we can do. Unfortunately, the democrats are january deering the opportunity squandering the opportunity, apiecing appeasing the far left radical base. Maria chicago had 18 murders in 24 hours, inside the most of violent day in 60 years in chicago. What is the issue in chicago where it is the deadly oft city in terms of shootings . Chicago has been in democrat control for decades, some of the strictest gun laws in the United States in chicago. You have a movement to dearm citizens, take away their right to self defend. Then you have liberal policies where you downgrade Police Activity and its exactly what the democrat plan would do to the rest of the United States. When you take away the ability for citizens to protect themselves, try to replace Police Officers with social workers, you have a recipe for lawlessness and chaos and disorder. Were being told the Judiciary Committee is going to be in next week to do a markup where we actually move legislation out of committee and then were going told were coming in early, which will be later this month, to actually move whatever product comes out of the judiciary through the house and get it over to the senate. So i think that congress is taking these issues very seriously and, again, as long as we can focus on what we have in common, training, transparency, terminating bad actors, we can actually have a product that will help reform the police, but not disband the police. If these left wing policies of a Democratic Party thats moving to be a socialist party, you have these left wing democrats elected from governor to mayor to the city council to every aspect of government in minneapolis and minnesota, and somehow in all of that they want to insert donald trump and republicans. Shouldnt you also focus on the policies on the ground that are simply not working in . I applaud almost everything you talked about. Its not working in the communities because of left wing politicians who are very racially sensitive. Well, if you look at what the democrats are proposing, a lot of talking about defunding the police, the sad thing is is that in we remove police or limit their ability to engage in police work, youre going to have crime rates go up and its going to self perpetuate crime in the areas that are most vulnerable. Thats the sad irony. Thats why i go back to the fact that we need more funding for the police. The democrat way of what theyve been doing is not working, making calls to move resources from police to social workers, thats not going to do anything to fun fight crime rates. I think we need to take a look at ways to have more police in schools with School Resource officers, the first way to have community policing. We need to do something about the fact that police need more training. We know that. And then of course they have a Mental Health crisis. Has officially demanded britain hand over Prince Andrew to be quizzed about his links to the billionaire pedophile Jeffrey Epstein. Is that try . I dont think its a question of them handing him over. Its a question of having him provide some evidence. Beyond that, im not going to comment. So extra digs . . To extradition . Maria joining me right now is fox news judicial analyst, judge andrew napolitano. Good morning, judge. Your reaction . My reaction is there is some obvious criminal investigation going on, not of epstein because hes dead but of others involved in the case because only such a criminal investigation would give them the authority to seek testimony from Prince Andrew. But the United States and Great Britain have a treaty whereby each side has agreed as a matter of law to help the other side acquire evidence. So stated differently, if Prince Andrew does not sit down and talk to fbi agents in london or somewhere in Great Britain, then the government of Great Britain can compel him to come into a public courtroom and give public testimony to british prosecutors, asking the same questions that american fbi agents would answer. I dont think he wants that but that procedure has been used in the past pursuant to this 1994 treaty between grea great britad the United States. Not an extradition treaty, its just a treaty as the attorney general said to bret baier, to compel testimony. Maria dagen. Dagen just want to point out of, anybody who watched the Jeffrey Epstein documentary on netflix, that they dont give credit to the two female reporters led by julie brown at the miami herald who basically uncovered all of this. Jeffrey epstein would still be a free man if not for the work of the reporters, julie brown and emily misho at the miami herald. They uncovered the sweetheart plea deal, talked to all of the victims, exposed the fact that this case was in a drawer somewhere, shelved within the fbi and exposed it and has led to all of this coming out and those victims having a voice. That netflix document tr doc, barely a peep. And i find that quite frankly disgusting. A lot of people, including i, agree with you, dagen. It was extraordinary journalism and they really got the butt end of the deal, sotospeak, in terms of not getting the credit that they deserved. However, as a result of what they did and now the United States attorney in manhattan picking up the ball, we may very well find out who helped epstein get that unbelievable deal. Who besides Prince Andrew is accused of having been in his circle, that would have such tremendous power to enable such a monstrous human being who committed such horrific crimes to get not even a slap on the wrist. The husband of lori vallow hauled away in handcuffs yesterday after a grizzly discovery at his idaho home. Cheryl casone with details. Cheryl chad daybell is due in an idaho courtroom later this morning. He was arrested near his home yesterday after finding human remains in his backyard. Investigators are performing an autopsy to determine if the remains belong to vallows children. They have not been seen since september of last year. More evidence that your blood type could play a role in whether you contract the coronavirus. Attorney general william barr sounding off on the durham probe yesterday, saying hes trouble by what hes seeing in the investigation about surveillance abuses by the fbi. The ag commented on decisions made during a fox news interview. After the election, even though they were closing down some of it as weve seen in the flynn case and said theres nothing here, for some reason they went right back at it, even at a time where the evidenc eviy support or claimed support like the dossier was falling apart and its very hard to understand why they continued to push and even make public in testimony that they had an investigation going, when it was becoming painfully obvious or should have been obvious to anyone that there was nothing there. Maria joining me right now is the former u. S. Attorney general, current Alabama Senate candidate, Jeff Sessions. Sir, it is great to see you once again this morning. You heard william barr there, jeff. Let me ask you your take and how your mind has evolved on this issue, the origins of the russia probe, the investigation into donald trump, what youve learned over this last twoyear period, how do you see things as we await the durham criminal investigation results . Well, of course i was part of the campaign and we were working on that and did not know any of this was happening. So what i find is this is very significant, very clear that attorney general barr believes the campaign was spied on. I think thats a good term. No doubt about it. There are regulations in the department that constrict the investigations of political campaigns unless you have a certain basis, a certain predicate. The attorney general has basically said as i understand it there was not sufficient basis or predicate to commence this investigation and now hes saying in effect that they early on had evidence that the dossier was not legitimate and the investigation could have been concluded sooner. Those are stunning, significant developments. I think its very important for the American People to understand all of this. Maria yeah, and this is exactly the point that senator Lindsey Graham made with me on sunday, where we are in this investigation is as follows. If they can prove that jim comey and Andrew Mccabe knew that the russian subsource, the guy who brought Christopher Steele the garbage in the dossier, if they can prove that that russian subsource had already disavowed of the dossier in january of 17, if they can prove that comey and mccabe knew that, then there is real wrongdoing thats criminal. Listen to Lindsey Graham on sunday. The problem is in january of 2017, the russian subsource appeared for three days before fbi agents and said this is a bunch of garbage. So were going to find out what happened and im not going to let these people blame some low level agent or intel analyst unless thats the truth and i dont think it is the truth. If he doesnt know where some of it came from, a lot of it was hearsay, bar talk, not accurate. So you would have to believe take one of the most important investigations in the history of the fbi, a sitting president , that the system was denied information about a threeday interview where the subsource disavowed the primary document. I find that hard to believe but thats what were going to be looking at and again, if the case agent, intel agent told higher ups that this whole case is falling apart and they kept Going Forward, then theyre in trouble with the law. Maria so well have to see, Jeff Sessions, if in fact that fbi agent, four ph fbi agents wo interviewed the subsource told their superiors, did they tell their superiors, jim comey and Andrew Mccabe, we interviewed the subsource and said it was bar gang, was bar talk. In january of 17 they did reuping of warrants to spy on carter page, they did two more of them and kept spying on him until september of 2017, even though they had no evidence of collusion. I know youve been back and forth on this. Well keep following that. I want to get your take on the back and forth you had with congresswoman ilhan omar on defunding the police, she supports the effort to disband the Police Department in minneapolis. You oppose it. Tell me about this twitter spat. Well, look, she attacked me and said i shouldnt comment defending the police and i said i would not stop defending the police and that raised a few questions about her comments concerning that impacted antisemitism and her dismissing of 9 11. Look, this whole thing is so dangerous for our country. Our Police Forces are critical to america. If we dont support them, well see bad things happen. In new york, we had great policing in the 90s, reduced deaths from 2200 a year to 300. Chicago did just the opposite. Chicago pulled back its policing as part of an aclu consent decree. Homicides that haded 450 a year for 10 years, the homicides 234n one year went to 800. Thats one of the most stunning increases in homicide in history, far more than new york on a percentage basis and it was a direct result of pulling back police. What defunding people want. You pull back police, you defund the police, you tell them not to make arrests, not to be out on the streets, to not have to have a much lower profile, then the criminal element increases and youll see deaths of good, innocent people. Its like night following day. Weve seen the future. Weve seen it in baltimore and particularly in chicago where its been studied by a federal judge and the pulling back of the police, the defunding type idea that these radicals have was a direct cause of this almost doubling of deaths in one year. Maria so what do you do about these issues, then . As a former r attorney general, would you reform policing across the country . How do you get the bad apples out of the Police Department an ensure that the trust comes back in police and what do you think your constituents in alabama want you to do . Youre right now in a senate race. Do you think your thoughts on this are resonating with your alabama constituents . Yeah, were moving forward in our campaign. I think people are very happy and pleased that they have a candidate for the senate who spent his life dealing with these issues. I made speeches in chicago and attorney general condemning the kind of policing they were doing there and high lighting successful policing. Those departments, even new york and now los angeles who have been very successful in the past with good policing are being constricted by their liberal mayors. Theyre endangering those great departments, those great cities to not go the way of chicago. I think people in alabama are pleased they can have someone that can represent them, defend good ideas and law and order. Maria we will leave it there. Cities states we dont note all the impacts on it obviously, a lot of states, medicaid bills very, very low, for a couple months that is millions, millions of dollars they didnt spend so trying to talking about what they didnt receive in revenue, but we dont know yet when they also did not spend in that time period as well we are trying to get balance of that when i look at Small Businesses other areas we have extended the Paycheck Protection Program on that still have 100 billion dollars left in that Paycheck Protection Program has not been tapped by Small Businesses nonprofits, so we are going through still watching that, because a lot of that money is available, has not been tapped yet one of the hardest parts are going to be older wroeshgs, that have other Health Care Issues trying to be able to find time to get back to work, that is one of the toughest moments, if you got somebody 60 years old a diabetic wants to be able to go back to work high risk, at this point when can they go back to work how can they reestablish and can they get a good distancing around them to make it safe for them hardest nut to practical to be able to figure out how to protect those folks incentivizing everyone else to be able to get back to work because we can.
