Peacefully, a number turned it into an opportunity for violence and mayhem, destroying property, looting and attacking police. Hundreds of officers have been hurt and at least one killed. In new york on monday night, terrifying scenes as looters smashed store windows and helping themselves to the content inside. The scenes that weve seen were unlike anything since the riots of the late 1960s. President trump demanded action, calling governors and mayors who didnt use an iron fist to quell the violence weak, dubbing himself the president of law and order and saying hes ready to use thousands of troops to stop the disturbances. But the president s tough message has drawn criticism even from republicans and from some former members of his own cabinet. The president s visible show of force on monday night when, in Lafayette Square throughout the white house, he had the square cleared and walked across to a Famous Church that had been fire bombed. That performance became a flashpoint as did the president s warning that he could call on the countrys military. Former defense secretary james mattis denounced the president. Current secretary mark esper disagreed with the president s suggestion. The option to use active duty forces in a Law Enforcement role should only be used as a matter of last resort and only in the most urgent and dire of situations. We are not in one of those situations now. Gerry of course, the issue that has led us to this place is older than the country itself, the status of africanamericans who first came here as slaves and suffered from jim crow laws and segregation for decades even after the abolition of slavery. Certainly, there are many injustices, and many africanamericans see themselves as being treated unequally compared with whites, especially economically e and also in the criminal justice system. Now, one economic bright spot for blacks and for all americans came on friday when the Labor Department surprised us by saying we actually added jobs last month, and unemployment dropped, boosting hopes of a quick comeback after the long coronavirus lockdown. But when it comes to criminal justice issues, police are still very much in focus. And while the officers involved in the minneapolis incident have been charged, some say thats not enough. A lot of democrats want to cut funding for Police Departments. The press secretary for Hillary Clintons campaign tweeted, defund the police. Should police be blamed for what is seen as systemic racism in our society . Joining us to talk about that and many of the issues hes been dealing with this week is detroits police chief james craig. Chief, thank you for joining us. Thank you, gerry, glad to be here. Gerry let me tart by asking you, youve been overseeing the response to whats going on in detroit. How has it been in detroit . You had a lot of violence, a lot of protests last weekend. Things seem to have gotten calmer later in the week. You know, like many of the cities initially when the protests started, we now know looking back a few professional, coordinated agitators was really driving the response toward violence, you know . Like many cities, you know, damaged police vehicles, officers having projectiles thrown in their direction, some officers sustaining injury. But something began to shift very dramatically. One thing we did here, and im certainly not criticizing my colleagues in other cities, we responded to the threat very quickly, and we were able to stop it. And so you didnt see the looting, the fires. Certainly, my heart goes out to the nypd knowing that three of their officers were significantly injured, two shot, one stabbed. And so we didnt see that. But one of the things that has worked well for us here in detroit not in response to the protests and some violence is the capital weve built in our community. Detroit stood with us. We did know that many of the protesters were not detroiters. They lived either in the Metro Detroit area in some instances outside of the state gerry can i just is ask you, who were they . Weve heard a lot about antifa, others. Was it organized political agitation . You know, i think thats still being investigated by our federal partners. The way we viewed it, all of that could be true. But the way our focus, we just simply said theyre criminals. But it was clearly coordinated. And not just if you look at what was happening in detroit and why we didnt have the level of destruction and violence, there were some similarities across the country. And so we were, you know, closely watching what was happening say in los angeles, cities like chicago that saw significant disruption and violence to see what we could see. But i tell you, i think whats very different, most of our protesters were outside. But more than that, detroiters were appalled. The outsiders were coming into our city, and some woulding you know, make efforts to create violence and destroy property. And they made it well known that it wont be tolerated here in detroit. And so many of detroiters joined in on our support, literally told the protesters to send one unifying message, not here, go home. Go back to your homes. Gerry on the question of policing, id like to hear more about what youve done in detroit, but do you think this criticism that there is institutional bias in Police Forces across america against africanamericans, do you think thats true . You know, ive worked in a number of different cities, and it depends on the department. I think there are some departments where its institutionalizedded. I look at several of the departments ive worked in who have been under federal consent decrees and significant change took place. We are all ive been really reflecting over the last week on this one issue. All of us are going to have bad actors. I cant speak to what was going on in minneapolis prior to the tragic death of mr. Floyd. Maybe they didnt have a great relationship with the community, maybe there were other allegations of excessive use of force. But by and large, most of the men and women who don the uniform and come to work do it right. And so the key is how does management, how does the chief executive respond to those sole issues. Is it transparent . Those things are a long go a long way with communities. Lets face it, all Police Departments are going to have bad apples. Its how you respond to it. Gerry lets take a quick break, and when we come back, i want do you how policing may have to change in the future as a result of what weve seen this week. Weve seen protests, weve seen people waving signs with obscenities saying things about police, Challenging Police here in new york city, i witnessed this other day walking right up, shouting in their face, all kinds of obscenities. Weve even heard some politician saying some of these things about fascist police p about police being racist. Are you concerned about the tone of this Going Forward here about what this will do to the way in which police are treated and the way in which police, or their people interact with police . You know, im rather concerned, and i didnt want just start becoming i didnt just start becoming concerned as of late. Theres been a lot of antipolice rhetoric spewing for several years. But heres what i think does not work, defunding Police Departments. Bad idea. This is even some talk there is even some talk in minneapolis, and its a loose conversation, about disbanding police. This is all kneejerk and an overreaction. There are some things think can work, and i think when many departments and i had the chance to work in now three of the departments that were under consent decrees, i think the premise of what that meant was adopting best policing practices. I think that matters, and i think it works. But the key, the real key to adopting best policing practices is sustainability. How do you sustain it. And so what weve seen in certain cities is theres been dedepression, and why is that . Degression. These kneejerk responses, defunding, disbanding, absolutely not. Gerry give us a sense of what would happen if cities across the country now, the new york and los angeles, are talking aggressively about cutting funding, give us a picture of what would happen to communities, especially africanamerican communities, if the police were significantly reduced or even completely defunded. You know, let me just say this, gerry, horrible. You see, the people that are speaking for our communities are not in the community. And thats a reality. I know the community. I talk to the community. By and large, the vast majority who live in areas where crime is high and theyre afraid, they absolutely want the police. They want good policing, absolutely, they do. But they certainly want a Police Department thats going to effectively rad candidate violence eradicate violence. They want that, and so they welcome us. So when you talk about defunding and dismantling Police Departments, whos talking to the community . That doesnt mean that everybody or in disadvantaged areas of a city are going to be excited and happy with the police. But that is not the answer. And so where are we going to start really talking to the community, and my colleagues and i know, we know our community. But more importantly, you know, when you look at the consent of federal oversight and these mantras that come into the community, i will tell you, flawed approach. Ive said this, its really about leadership. Policing leadership that can sustain best policing practices through accountability. Im not talking about the officers on the ground, im talking about the bosses in our organizations. Hold em accountable, and thats when you can see meaningful change. Gerry accountability works, should work for everybody and, certainly, for the police as well as our politicians. Gerry harrell ford jr. , former tennessee congressman, joins me now. Obviously, this has been a very, very, very tense and difficult week. Theres been a lot of talk by a lot of people, and many people seem to agree that the problem that we face is not simply isolated incidents of police behavior, but of deeper problems in society, systemic racism in american society. How do you see that . Well, first, thanks for having me. I think the unfortunate, tragic episode in minneapolis helped to end in an awful way the month of may where you had three africanamericans killed with race being a central part of it. And to your point, it has unmasked some other things. The impact of racism as it relates to africanamericans and, for that matter, other minorities in the country, the Economic Impact has been real. And i think youre going to hear and we will experience, i think, a renaissance in many ways in the how we think about education, health care, Job Opportunities and even theres a big wealth divide that exists between different groups of people, particularly blacks and whites in the country. What about policing . A lot of democrats seem to be supporting this idea which is a principal idea of the black lives matter which is defund the police, cut funding for the police. What do you think about that . So i am not a believer in defunding the police. I think that there are probably a number of some people in my party, i dont know how big that number is and i would encourage those people to move to communities where there are big numbers of crimes including drugs and guns and shootings, and youll find that youre not going to want to have a defunded Police Department. I do think there are more sensible proposals and ideas that are coming out of different quarters, republican and democrat. Some may be providing federal funding or training for officers so that we could standardize it, maybe even finding ways to provide for transparency and enforceability around the kind of punishment that officers may face for misconduct, particularly the kind of misconduct that were seeing where unarmed people, marley people of particularly people of color are dying or being harmed in serious ways physically. Let me be clear, defunding the police and suggesting that all policemen are bad is a flawed strategy. Gerry congressman, its been 50 years since, a little more than 50 years since the death of dr. Martin luther king jr. , the riots that followed then. A lot of people say the lives of africanamericans despite the civil rights movement, despite the civil rights act, despite the reaction to those riots in the late 1960s, the condition of blacks in this country really hasnt changed much. Do you agree with that in. With that . Well, there are probably some numbers that give some credence to that notion. But to suggest theres been no progress, i think, is foolhardy. Cheerily, we are just a clearly, we are just a few years back from having the first africanamerican president in the nation. So to suggest that, i think, is just wrong. That being said, think its hard or to deny some of the income numbers and the wealth numbers and the ownership numbers in the country. But there are some things that do bear resemblance to 30, 40, 50 years ago that, hopefully, this moment will serve as a catalyst for us to seriously address it. Theres a striking uniformity here when you look around the country to Public Housing communities in large and mediumsized cities. Theres a racial uniformity. Theres a lack of income uniformity. Theres an education and Health Care Disparity uniformity that we should as a nation not just black americans or democrats, but republicans and democrats alike find ways to ameliorate or address those conditions because in the long term thats the answer, i think, to a lot of these problems. Gerry finally, congressman, weve got a president ial election coming up now in just five months time. Joe biden, the democratic nominee, what should he be doing, what should he be talking about here, and perhaps is this an opportunity, should he be looking to appoint someone as his Vice President ial nominee who specifically can address in a very vivid way these issues . You know, i think were in for one heck of a five months here as both parties settle in here. I think joe biden has to develop and im for him he has to develop an Economic Growth message and one that will appeal to communities that have been affected most by the George Floyd Murder and to those communities who were growing been the covid19 crises pandemic and want to grow again. I think its wrong to bifurcate and segregate your message. Americans can relate and understand it. Certain groups of people may need a little more or less in terms of attention, but the overall message has to be one of growth. It has to be one that america, when its a rising tide, all of our boats can be lifted. And maybe in some instances, provide a boat for some americans who have lost theirs. Gerry very quickly, congressman, in one word, should we appoint a Vice President , an africanamerican Vice President ial nominee . He should appoint the person he kneels is best he feels is best to lead the country if something were to happen with him and partner with him to get things done. Gerry george floyd, eric gain, freddie gray, rodney king, many others, the list of black men who have been victims is long. So, too, is the list of cities where these incidents have occurred. Minneapolis, new york, baltimore, los angeles and others. These places have Something Else in common. Every single one with of them is controlled by the democratic party. Like almost all major cities in america where most instances of racial tension have occurred, theyre citadels of oneparty rule. Minneapolis has had a democratic mayor for the last 48 years. For decades democrats have had the opportunity to address the challenges of Law Enforcement and inequality in these cities. Now, of course, racism persists, and there are, there always will be some bad cops who should be brought to justice, as you heard chief craig say. Democrats know for all these simplistic narratives that puts every encounter between a black man and a white Police Officer as a clash between good and evil, the reality is much more complex. Relative to the number of encounters between police and potential suspects, blacks are not killed in greater numbers than whites. The sad reality is that much policing in america is the duty Police Officers have to stop black people from killing each other. In 2018 for every black person killed by a white person in america, there were 11 blacks killed by a black person. Its not racist to point this out. There are underlying issues, of course, that need to be addressed. Police procedures can be better, more needs to be done to insure that black people feel theyre treated with respect and equality. But the idea that the daily e reality of life in these cities is warfare between armed white police and unarmed black men is just a fiction.
