It should have started at 7 00 or 8 00 but the time it was imposed the aggregators and you can see that it is antifa and those groups, last night was violent and there was a lot of looting but i believe that the crowds across the country were smaller and will continue to get smaller if curfews are enforced. Maria you know, senator tom cotton put a list of times in the past and there were a lot of times when the military has actually been brought in to to organize things, have intervened, to maintain public order since the whiskey rebellion and its no surprise that the president would be calling on the military to stop the violence should it get worse, but let me ask you about what can be done within the new york Police Department and other Police Departments across the country, howard, i mean, are there classes, are there things that the Police Officers should be doing and to weed out bad cops . Howard two different questions. One to deal with violence and protests is they are gathering intelligence on who the perpetrators are and they need to move quickly and stop them before they start this looting. I believe that the nypd did not roll out as many officers as it could last night and it should plus they need to be given rules of engagement and need to be told that they could move a lot quicker than theyve been moving because whats going to happen here is as the curfews continue to take place, peaceful protestors will obey in bigger numbers and will be able to weed out the people who are vandalizing and the looting. I think thats very important. As far as the military is concerned, i dont think thats going to be required. The president has lots of other options before he goes to the military. There are federal agencies like the u. S. Marshals, the bureau of prisons, the fbi all who have adequate resources to deal with and they need to be coordinated but lets get to the point. What the president said yesterday is true. Its not his responsibility, its the governments responsibility and the governors need to make sure that police and state National Guards deal with it first. Maria what do you think of the response, howard . I think it varies from city to city. The police have to do a number of things. They have to make sure that justice is done very quickly relative to the perpetrators, i think we got a bad start and i put it strictly at the mayor of minneapolis fleeing precinct and letting it burn sent clear signal to antifa and other groups that are well organized in the country, go ahead loot and burn and nobody will do anything about it. Theres no job in america that you could have 17 violations and not lose your job, and so i think it start at the top in a lot of the areas but also the process in which you book a Police Officer or you incarcerate a Police Officer. No matter what anyone says, even if you wanted to take 2 or 3 days to do your investigation, you can still lock people up, they lock citizens up all of the time while they investigate to take folks that maybe harmful off of the streets. This is the same case and unfortunately it just didnt happen in minnesota. Maria jack, what do you think of President Trump making more Public Comments yesterday from the rose garden and he took the long walk across Lafayette Park to visit historic st. Johns church which was tacked by rioters and boarded up and the response criticized after police dispersed protestors with teargas to allow the president to pass. Jack maria, they burned down the security building and attacked over 60 secret service officers, attacked them and injured them and they didnt even fight the protestors and rioters back, at some point you have to stake a stand for your house. I called my neighbors yesterday when we started getting reports around our neighborhood that we were going to have rioters, i called my neighbors up and we were going to take arms and thats just what you do, but i think the most beautiful thing that i saw was that our president stood in front of the nation, held up the bible in front of the church that government burned, he knew and he made a call and he knew that we were taking on an evil spiritual war, this is spiritual warfare and you cant fight spiritual warfare by blood. Maria you know, you know, you just heard jack brewer with us who said that the Police Officer had 17 mistakes, issues, you dont keep going back on the job with 17 problems and 17 times that youve done wrong, what is the story with why he was still on the force in minneapolis and able to do this . Im not sure what the story is in minneapolis, but i do know that there are some things that we can do better in Law Enforcement. Now theres some things that we can do better in terms of how we deal with officers who have disciplinary problems but i think its important for the country to realize that the overwhelming majority of our officers are doing the right things for the right reasons. We are addressing those who have some issues and we still have ways to go, but tremendous progress has been made in that area. Maria well, what can we do to bring people together and make sure that the that the criminals understand that this is not going to be tolerated . I mean, chief the curfew in new york city being extended, now will start at 8 00 p. M. Tonight instead of 11 00 p. M. , do you need a curfew in your city, do you think, do you think curfews work . I think the curfews help because they help keep the law abiding people inside and keeps them safe and also keeps our streets much less congested and gives us an opportunity to see those who are engaged in these heinous acts of violence in some of our communities. What we are seeing is that there are mostly people at some of the demonstrations who have good intentions. They truly want to convey their dissatisfaction with social injustice and racism and discrimination and all of those things that people in our nation really want to address but then you have others who are opportunist and their intention is not that. They are there to cause mayhem and destruction and chaos and hiding behind those goodintention people and that makes it extremely difficult for us as Law Enforcement officers when we are dealing with those sorts of things, hard to discern those who have good intentions and those who are out there simply to take advantage of the opportunities. Instead of 11 00 p. M. Six states and 13 cities have issued a state of emergency. Governors in 23 states and washington, d. C. Have activated the National Guard to support local Law Enforcement. President trump addressing the nation after violent protests and looting erupted following the death of george floyd. The president speaking from the white house last night threatening to use the military if states cannot halt the unrest. I am taking immediate president ial action to stop the violence and restore security safety in america. Immobileizeing all federal sources, civilian and military, to stop the rioting and looting, to protect the rights of law abiding americans. The medical Examiners Office issued a finding report on the findings. It states he died due to quote, cardiopulmonary arrest. Joining us now is former new york city mayor, Rudy Giuliani. Last night was unnecessary and horrible and destruction done to new york city without any interruption by the mayor. You could say the Police Department. But the mayor is holding them back. And its outrageous. I mean, this action did not have to happen, if we had a vaguely competent mayor. This should have been stopped five days ago. I mean, couldnt they have stopped some of that . We have watched now over and over again people looting, throwing molotov cocktails, burning cars, and now putting our police in prison in hospitals, and virtually no major arrests are made. The mayor should step down. Hes incompetent. We are moving we are losing a tremendous amount of property. Were seeing people damaged and hurt seriously and pretty soon were going to lose some lives if this man doesnt get out of the way and let someone activate the Police Department. In other cities theyre activating the National Guard. In new york city we have to activate the new York City Police department. He has i the audacity to cried e them for being too brutal. Hes been a terrible mayor for six andahalf, certain years. Terrible. There isnt a person in the city that will tell you he hasnt been a terrible mayor. Now we need a vaguely competent mayor. People are going to die if this man doesnt get out of the way and let the Police Department do their job. Maria his daughter was arrested for being with the protesters the other night. Why do you how do you know hes holding back the Police Department . Youre right, all of that looting and destruction last night should have been stopped sooner. What is he doing to hold back the police . How do i know . I do this for a i did this for a living for 18 years. I took over the city of new york when we used to have riots like this. We had no riots when i was mayor and i had Police Brutality cases. All these liberal progressive mayors are following a playbook thats about 35 years old and totally discredited, called the venting theory. They let them sort of like get it out of their system for a day or two and then the city blows. I changed that. Actually, based on a report written for governor mario cuomo. I changed that to take the first guy out, then the second one, then the third one and youre going to get control of it. The first person that throws a rock gets arrested. The second person gets arrested. And if you have to arrest 700 people to keep the Brooklyn Bridge open, you do. You can ask chief espisito who by the way this idiot in city hall fired. The chief arrested 700 people one day but we kept the Brooklyn Bridge open. You dont get to destroy property in my city. When i was mayor, we had no riots. I followed a mayor who had two major riots in two years and i was challenged with tremendous protests. They never turned violent and they dont have to. You dont have to be a genius. Im not patting myself on the back. I borrowed that from a book i read from a report that was done. These idiots that call themselves progressives, theyre going to what was used in the 60s. Let them vent. Give them two or three days and they destroy minneapolis and washington, d. C. Give them seven days and now theyre taking out madison avenue. Theyve already taken out of lower manhattan. The destruction in brooklyn is terrible. How do i know it . I go around the city during the day with my mask on and i talk toes cops and cops like me and trust me because i supported them. I also brought down crime more than any other mayor in the history of the city and saved more black lives more than any other mayor in the history of the city by reducing murders. Thousands and thousands of murder are alive because i changed the policies of the incompetent liberal democratic mayors that preceded me. This is all basically happening, the worst of it, in cities that are ruled by progressive mayors. Progressive my backside. The president is absolutely right tha, saying he has to loot his own responsibilities to protect the lives and properties of the United States because a lot of the mayors and governors, i dont know whats wrong with them, if their liberal ideology overcomes their sense of duty or even their sense of decency. Maria youre calling on mayor de blasio to step down. The president yesterday said he is the president of law and order. Hes threatening to deploy the u. S. Military if states cant stop this carnage and this unrest. Heres what he said yesterday. Today i have strongly recommended to every governor to deploy the National Guard in sufficient numbers that we dominate the streets. If a city or state refuses to take the actions that are necessary to defend the life and property of their residents, then i will deploy the United States military and quickly solve the problem for them. Thats the kind of action symbolic but dangerous that great leaders take. You go to the scene and youre there. I mean, who was seeing these mayors at night. You think if i had riots like this i would be home at night, you would only see me in the morning at a safe press conference or do you think you would see me with the cops. You dont have to tell this Police Department to do the job. All he has to do is step aside. These will be over in one night. Thats what happened in Crown Heights. David dinkins did this to the city, did it to brooklyn for three days and got jewish people beaten up horribly in the Crown Heights riot. Thats the report that cuomo had summoned that said that dinkins did it all wrong by allowing these people to vent because al sharpton was putting so much pressure on him. Arent we beyond those days . Arent we more intelligent than that. Maria bill de blasio, Governor Cuomo, both critical of the president s statement yesterday. They criticized him. Whats your take on their response to the protests . You havent seen them at night. Why dont they stand in front of macys. Maria theres an 11 00 at night curfew. Yeah, i havent seen de blasio at the scene of any of these things. I would have been at the scene of every single one of them and there would have only been one and it would have been over. Why dont they hold a press conference in front of macys today, hold a press conference in downtown brooklyn where i went to high school and they allowed shops to be burned out, people who are just making it by this much and will never have a business again because we have an incompetent mayor. Maria who is paying for this . Somebodys paying for these people to come in. Somebodys paying for these people to come in and pay other people to throw in window throw bricks in windows. Of course they are. This is an organized effort. I dont say its a strictly organized effort but its organized. Theyre communicating with each other. You know the fbi has a lot of the texts that show antifas involvement. Theyre anarchists, people who want to drive this government down. Not just the trump administration. These people were trying to drive the government down six years ago when obama was the president. Weve got some crazy and evil people in our ranks. And then they take advantage of a group. But a lot of people in the group join them and start throwing rocks and spitting at the cops and burning cars. A lot of people start stealing liquor, clothes, furs. You know the city, youve seen ups and downs. You ran the city. Whats your take in terms of getting out of this . The day he turns to the commander of the Police Department and says end it, then it will be over. Or if the president has to move in and take over. New york city qualifies for the definition the president laid out yesterday, so does minnesota, by the way and certainly washington, d. C. Those are the ones i would watch most closely on television and i have to disagree with the president slightly here. Minneapolis is not under control. Theres a lot of stuff going on in minneapolis. And the governor of minneapolis falls right into that category of he should find Something Else to do with his life other than try to protect the lives of other people because hes done a horrible job. The mayor in minneapolis may be responsible for this whole thing when he let them take a Police Precinct and burn it down. That signaled th the people nationally in the organization. They saw you could take a Police Precinct and saw they could do the same thing in new york and other places, that all these mayors will back down. You put 1,000 of them in prison, its over. And i said 1,000. But you put 1,000 in prison, and its over. They dont want to go to prison. They dont want to go to prison. Put them in jail, about 1,000 of them tonight, it will end. Over. I think people are resetting their expectations on earnings. We keep hearing were at a 20 year alltime high with the price, earnings ratio. I dont think that reflects the effect of the stimulus. When you add in the effect of the stimulus you can support the higher valuations. I was getting concerned about where we are. When you do that, you say the market can handle a little more. Were 40 off of the lows here. This seems a little lofting so you adjust for that. Maria i want to ask you about whether were going to get more stimulus and what youre expecting in terms of this economy. You see the cbo report this morning that says its going to take 10 years for this economy to come back, to recover from covid. This morning, a number of firms are writing about new stimulus, cowen and company is talking about a new main street facility as the next big dose of stimulus to help businesses survive this crisis, so they can restore payroll. Are you expecting that . What are you expecting in the way of stimulus and how does that Impact Investing . I realitily wouldnt expect anything. Im not building that into any base case scenario. I think they made tactical errors in what they did by allowing people to make half the people out there receiving unemployment are making what they made before and i just read actually, more than that. About half of them are making onethird more. So i think twothirds are make whack they made before. About half are making a third more than they made when they were working. Those are some tactical errors. Even england put a cap as a percentage of what you could make up to a limit. That is holding us back. If you sort of reincentiveize people to go back to work, that would be the kind of stimulus i think i could get behind. I dont think you need it if you start rolling off some of these overpayments and not for anything, i wonder how many people that are causing all of this destruction are getting payments from the federal government to stay home. This could give us an idea of what to expect in november if we get a second wave of the virus and more americans would be forced to vote by mail. Many local Officials Say theyve been flooded with mailin ballot requests. President trump has been critical of mail voting. He says it leads to voter fraud. Well, Southwest Airlines is offering buyouts and temporary paid leave to its workers. They say the move is needed in order to survive the slow recovery from the pandemic. Southwest has never had layoffs or furloughs in its 49year history. The airline received more than 650 million in the second round of stimulus. Again, the stock is moving higher in the premarket. Well, an athome coronavirus testing kit from Quest Diagnostics has been quickly approved by the faked. Users use a nasal swab and fed ex the sample overnight to a lab. But we cannot allow the Peaceful Protesters to be drowned out by an angry mob, the biggest victims of the rioting are peaceloving citizens in our poorest communities and as their president i will fight to keep them safe. Do you think the riots will spur electoral backlash as well . I think its a little early to really understand what the impact here is. I think you can see that there is a tremendous outpouring of support for the black community and for what happened with the police and the policeman and the killing here of mr. Floyd and i think theres no question here that as this rioting goes on, theres a danger of a backlash as a result of that and i think that america was in turmoil but is in greater turmoil as a result of this. I mean, this is really a breakdown of public order, although it looks like things were moving in a better direction last night than they were two nights ago. Maria yeah. Let me bring in jenna caldwell. Go ahead, jenna. Question for you. Knowing the work that youve done for the clintons and the love and respect that the Africanamerican Community has had for bill clinton, do you think well hear anything from him during this time or at all during the 2020 election cycle . Well, i would be surprised if we dont hear something. I think president obama put out a very eloquent statement yesterday in which he both condemned what he saw and the racism within the country but also upheld the basic principle of nonviolence in demonstrations and i would be surprised if former president clinton didnt put out a similar statement. Maria John Hilsenrath. Jon mark, two questions for you. One is, how do you think the events in minnesota and the protests that followed moved the needle if at all in terms of the black vote and the coming election at the president ial level and state levels . And also, how do you think its affecting Vice President bidens thinking about his own Vice President al pick . Well, you know, i think this country has been polarized here for many years across multiple elections and president s and its increasingly polarized, it looked like during the pandemic that actually the country would be a little less polarized. I think theres a sharp polarization over these issues. I think it tends to sharply divide the country once again, rather than bring it together. Is it going to benefit one party or another . You know, i think its not the right time to talk about politics versus kind of the need for leadership to bring the country together. We havent seen any real symbolic yet. In terms of Vice President al pick i dont think its going to have an impact but i think hes obviously looking at a prominent africanamerican woman as well as nonafricaafricanamn woman. Maria let me ask you about the bad cops we saw at the top of the fbi and doj. The Justice Department is urging a federal Appeals Court to dismiss the prosecution of general michael flynn. The district says the dojs decision to drop the case after mr. Flynn pleaded guilty raised uncommon questions that he needed time to consider. Mark, where do you think this goes . We know that general flynn was ambushed by the fbi who set him up. Well, i certainly hope the higher court issues this writ of mandamus. I think the idea that George Sullivan lawyered and put in arguments on his behalf, that basically cast unsupported aspersions on the government would justify a runaway judge in any case. I thought the arguments were laughable and i thought the arguments of the government, discovered that a lot of material was not handed over to general flynn. That alone woman date dismissal of the case. What judge sullivan did makes absolutely no sense. His arguments are laughable. Maria we know john durham is continuing his criminal investigation into what took place in the 2016 election. When would you expect that . The closer we get to the election, the more political this gets. I think people want to see accountability. And then if President Trump loses in november, you know youre not going to hear another word about what took place in 2016 in terms of the effort to take down donald trump. Well, i think thats right. I think that durham is going to have to decide here within the next 60 days because you cant i think leave this until the election or do it right in september. By that time, hes either found at least some criminal wrongdoing or not and yet we know there were even emails that were changed on carter page, itself, just clearly illegal. So we know theres a whole bunch of il illegality here. I think weve all been waiting for some real strong action here before everybody forgets what this is even about. Maria i mean, did you learn anything from the document drop that we had in the last couple of weeks . We got the details from the kislyak call last week. What the obama official said about collusion under oath, when they were all under oath from Samantha Power to the whole list, susan rice, they all said the same thing, no, we dont have any evidence of any collusion, including john brennan, no evidence of collusion at all under oath and then they all went on tv and said the exact so opposite, john brennan going on msnbc, saying President Trump committed treason. Will there be accountability for this, that the whole country was stirred up for three years over something that was made up. 45 in the last poll still believe that trump was an agent of russia. Its really astounding here. You look at the revelations and you wonder why these footnotes that showed that the fbi had evidence directly undermining the dossier, which on its face was ludicrous. How in fact 302s were changed, how in fact this information about flynn being set up, you know, was hidden, how in fact the material related to carter page, that there was no just at justification for any of this, revelation after revelation has come out way late and i think those who are following the details really see that this was an investigation without any foundation and accountability is a requirement here. Maria and people like John Ratcliffe and devin nunes tell me that every sunday throughout 2018 but it just went over peoples heads. C. , and that is a military helicopter hovering feet above the protesters, near judiciary square, trying to track their movements and move them in an orderly way and that is something that they have not seen here before, perhaps the reason why it was a quieter night with fewer arrests and fewer tense moments. I am dispatching thousands and thousands of heavily armed soldiers, military personnel, and Law Enforcement officers to stop the rioting, looting. Dagen one of the issues i recall these are going to run into so few aircraft in the air trying foil up planes before they bring other aircraft back into service you have a very little number of flights coming and going out of new york city to other parts of the u. S. The issue is to some family plans a trip down to disney world as it begins to reopen, in july, but the planes are so crowded that it ultimately discourages people from traveling going to be a tricky balancing act for the airliners to make sure people feel comfortable. And since to tack on to what dagen said i think kind of thing good morninger a lot of americans again we pumped federal money bailout money into airlines the response to jack prices up to keep you know a few planes in the air so neck raise prices all other airplanes are kind of sitting in storage, and you know we end up as taxpayers spending more money for them to having spend more for flights potentially less safe environment. Theyre going to have to do something they are probably going to have to raise prices some point right even though getting government month not able to get out, of this you know, in the strong position, given travel down 96 during the peak of the coronavirus. Thats true during the peak. Three weeks ago i flew into miami where i am now, the plane completely totally in tact. All right. I think it really was when i think what is going on come to coronavirus we see what happened with protesters all these people gathering together, i think there is going to be a lot of people say forget it if i have been around all these people not sick i am willing to travel to go to Grocery Store do this that the other, because clearly, a lot of folks have been together some cases nothing has happened.
