We believe in a couple hours time later this afternoon as the white house is being very tightlipped leading into this. China, a spokesperson for China S Foreign Ministry in the lead up to this announcement said the u. S. Shouldnt be doing anything at all. This was their response today, they said, we urge the United States to recognize the situation and stop interfering in Hong Kong Affairs and chinas internal affairs. If the u. S. Insists on harming chinas interests, china will take all necessary measures to fight back. So well see , neil how much what President Trump announces is a direct result of chinas crackdown on hong kong, or if it also includes measures related to chinas handling of covid19. Here was larry kudlow listen to this from earlier this morning. The president will be asked with some ideas to hold china accountable. Frankly the u. S. Government is ill use the word furious at what china has done in recent days, weeks, and months, they have not behaved well and they have lost the trust, i think, of the whole western world. This has been something thats being about now actually at the Commerce Department for a couple of years and i think theres an expectation there but the real question is will there be broader financial sanctions on either chinese banks or senior and Chinese Government officials, and thats what i think everyone is waiting for. Neil chris, what is the significance of our no longer delineating hong kong and china separate entities that they are kind of joined at the hip and again the fact that china appears to have violated that separate nation systems view. Its changing the whole way we look at hong kong and china. Absolutely. I think the main risk is it is likely to very much damage hong kongs special status as a Global Financial planner for asia and really across the world. I do want to go to Jackie Deangelis right now because there are a lot of domestic concerns in our economy, because rioting isnt only going on in hong kong for very Different Reasons around the minneapolis area, because of the killing of this African American gentleman earlier this week. It led to a lot of riots, and its already focused on target having to temporarily shutdown a number of stores. Jackie what can you tell us . Reporter good afternoon, neil, just when you thought the retailers couldnt take another blow, a lot of the emotions speaking here causing these riots not just in minneapolis over the death of george floyd but also across the country, and so what target is doing specifically there, because its the worse right now is closing down its stores in minneapolis, you know, to be able to insure the safety of employees and consumers who come out to shop there as well. Target closed 24 stores there, in total. And in the state they said were heartbroken by the death of george floyd and the pain it is causing our community. At this time, weve made the decision to close a number of our stores until further notice. Our focus will remain on our team members safety and helping our community heal. Now, target is just one example of retailers being attacked but a local autozone also was looted and then set on fire, and autozone was not alone, neil. There were reports of fire set at several other chain stores, like nappa auto parts and also the ups store and a t j maxx store. Small businesses were not spared listen to this man who owns a local Jewelry Store how hes been experiencing this. Its a tough one to come in and see what started years ago and now its just complete devastation, just like a hurricane came through and busted every piece of glass there is, and all nice cases and probably not another store around like it and i dont know if we can rebuild Something Like this. Reporter its tough to build a business like that. Be impacted by the coronavirus and now these riots as well. Neil its important to note that one local Police Department has asked people to avoid retail areas altogether until further notice, and the governor of minnesota just had this to say, not long ago. We cannot have the looting and the wrecklessness that went on. We cannot have it if we cant function as a society and i refuse to have it takeaway the attention of the state that we need to be working on. Reporter so one of the questions is as the anger sort of spreads across the country, will other retailer s have to take suit, will they have to do the same thing that target did for example. It could be really tough at this time and we still have so many people out of work and the consumer is such an important part of the economy , and everybody is hoping the consumer gets back out there and spends again now these stores have to close. You know, i went to college there, became a man in the city of minneapolis, played for the vikings and i actually got a key to the city, and so for me, pouring my heart into the community and seeing this happen, this one hurts. As a black man ive also faced a lot of these issues and ive faced White Supremacy and eye to eye growing up in texas, and so now, to see my city approach it like this , it really hurts because george floyd did not represent violence. He did not represent hate. What he represented was love and peace and so to do this in the name of this man, it really hurts and it takes away from really where the focus should be and the focus should be on taking on the enemies that we are really facing and thats the evilness of racism that has poured through our country, since the beginning, since our founders founded it weve had to deal with these issues. Neil, i think right now is a time for us all to lock hands of all colors and of all races and ask for repentence. This is a time for us to repent as a nation and come together on all the principles that bring us together, so powerfully, man. This one hurts, and i know you probably agree with me, man. We have a lot more in common than we have separate than we have faults, you know . Neil you know, when you say that, jack, it carries far more weight coming from you than almost anyone else youre a heroic figure in the community. If you were to go back there and talk to them and seeing all thats happened since floyds death, and the fact that the office is involved including the white officer who had his knee on floyds neck, and ultimately led to his death, that they were fired and a lot of the protesters have been saying these guys should be in jail, and then they are accepting nothing short of that, so what do you make of just the pentup frustrations here . I understand the frustrations, and i understand the anger and we all get angry as a reaction to things that are harming us and things that are coming against us but we cant use that fuel. We have to use that fuel for peace and for love. We have to pray for our enemies and acknowledge when things are wrong but theres no way we can make progress if we are going to fight for justice and fight against the very people who agree with us. Most people in minnesota, most people who own those businesses right now agree with the protesters that this was wrong, and this was an injustice , so we cant go and fight against those folks who agree with us if were going to make any type of progress. We have to come together. This is the time to come together in the name of george floyd, in the name of getting rid of racism, in the name of bringing our country back and having the unity that our founders wanted us to have. We got to get back to what binds us together in america, and we cant stop and we need real leaders to come out and speak for peace, but also speak for justice at the same time, because you can do two things at once. Neil you know, theres been some criticism of local Law Enforcement that maybe out of fear or knee jerk concern they didnt want to over react, they were few and far between to be found these multiple protests and lootings and riots. The governor seemed to hint today as you probably heard, jack as well as the mayor, thats got to stop. That this is not advancing anyones cause but the more they say stuff like that, the more they insight the very response that they dont seem to want to see. How would you balance that . We need to have Police Officers on these tv screens, calling for peace, calling out this injustice. America needs to see our Police Officers taking a stand against that and i can tell you right now, as a spokesman for the Police Athletic league ive spoken to a number of Police Officers and they are i rate. This is a disrespect to the badge. This is a disrespect for their call to protect and serve the people of this nation, and we need to hear more of it. We need to have it front and center and we need to have a national conversation. The culture thats been created in Police Departments across our nation has to stop. It has to stop today. It cannot continue to be this protecting and protecting those that wear a badge next to you when that person is evil. We got to call out evil no matter if it has a badge or a black man walking down the streator a white man going into his office, i dont care who it is. We need to come together once and for all in this nation and we need the actual people who are on the ground to start having their voices heard and thats who we should be covering neil you made more sense than all the other talking heads ive seen debating this back and forth. Neil all right as you know the president wants to crackdown on social media his target seems to be twitter but its extending to facebook to google and theyre targeting conservatives or not being fair, when it comes to coverage of conservatives in their opinions versus liberals and their opinions, seemingly the literally wrote the book on facebook, its called the inside story, so who better to step back and have sort of an expert view of the situation, where it might be going, welcome to you, steven, thank you for joining us what do you think of the president s attack here . What do you think of it . Im not a fan. I think that he gave the executive order which started by saying how much he respects free speech but i think government interfering with the content of speech and setting up as he wants to do essentially two squads to make sure that these platforms encourage free speech the way he sees it seems to violate the constitution and a lot of legal commentators think thats the case as well. Neil do you think that his argument that a fact check on what he says but not a fact check on what liberals say thats what this originally started as , what do you think of that . Well actually, the president gets a lot more wiggle room than almost anyone else because all these platforms have terms of services and have Community Standards and they have rules, but the president and some other politicians arent held by those rules because their tweets are news worthy. Their posts are newsworthy so both facebook and twitter have made exceptions for posts that otherwise they would have taken down saying well the president says that this is news so were going to leave it up, so to date he has not been effected by this i think maybe one thing to change is this week for the very first time, twitter put a little caveat on one of his tweets and said hey, this might not be true this is a tweet about voting, so that engaged them, and i think we could have a debate on whether one of these platforms can interfere with the free distribution of a tweet or a post but certainly, right now, the way the law reads i think they are within their rights to do what they want within their platforms. Neil it must have taken a while because twitter really does this with the president in terms of doing a fact check but was so egregious on the voter thing that even objective analysis with data is not to say that millions of illegals are voting so they felt tempted to correct that and they must have known ahead of time the responses that they would get even when they corrected the president s comments the msnbc comentator who the president called a murderer so they obviously felt compelled maybe given the fact it was the president of the United States that his words carry influence to involve themselves here. Do you think thats a risky strategy . Theres one thing that a general citizen makes some comments or some tweets that it carries a lot different weight when its the president of the United States. Well thats the dilemma, these platforms have been facing for the past few years. It started when the president made these tweets that people at the company said hey, we interpret these tweets and they were about immigration and this violates our terms of services and in both places both facebook and twitter they had big internal arguments and both cases have run up to the top to the ceos and they respect the Ceos Mark Zuckerberg and jackdorsey said this might be something we would take down if it was someone else but because of the president were going to leave it up, and what happened was we all know was that the president likes to tweet a lot and in the last few months, weeks, and days its been getting more and more intense and violating potentially more and more the terms of services. Theres these sort of third rails that services its explicitly laid out saying this is the kind of content we cant have and one of them is misinformation about voting and the other is misinformation about health and in both cases, the president has ventured over the line and making it harder and harder for the services to ignore the fact that misinformation is going out under the president s name and the newsworthiness might not be enough to make them sit down and do nothing. Neil yeah, i think it goes back almost to the president s remarks that they are so overthetop, so incredible that someone just has to say whoa whoa whoa but again this is meant to attract his base and get his base going and i like that but should the president regardless of the politics be careful what he wishes for because the argument that you can shield these companies that they did shield in the past from any legal retribution because of printing those comments, now without that protection under the president s plan, and crackdown they might be less inclined to keep the president s tweets up. Forget about whether they fact check him. They might just deep six him. Yeah, well that will be unbelievable if twitter said were going to takeaway this platform from donald trump. He violated our terms of service and they have like a multi strike policy that could suspend you for 30 days and if youre bad enough they could just say youre off the platform that will be interesting. Neil because they are afraid of being sued themselves under this they be afraid of being sued themselves so they would actually have a selfish reason for that a financial one. They dont want to be sued. Yeah thats right. That theory says right now, they are under the protection of this provision of the 1996 Telecommunications Act called section 230 which gives them freedom from being sued for what individuals post and but trumps executive order says that if we feel that youre not respecting being unbiased and we think youre politically biased were going to strip that protection away from you and that would say make them say well, i guess we cant do anything controversial that we might get sued for and therefore well take you down. I think were many many steps away from that most commentators think that that threat to takeaway that protection is never going to happen. Neil yeah you never know. At this hour though new york city remains shut down, because of the coronavirus but other parts of the state have started the process of gradually reopening. All of them are what is called phase i, many will soon, it is believed will begin phase ii of the reopening, and that would include instore retail sales. Mayor bill deblasio as you point out is saying that the city will likely begin the process of reopening the first two weeks of june. He gave his Daily Briefing a few hours ago and he was pressed on that point and the mayor would not say anything more about a possible timeline except to say the city is on target to meet the health and safety threshold that are set not just by the city itself, but also by the state. And mayor deblasio said to help businesses open their doors new york city is going to distribute as many as 2 Million Masks to companies that are in need. Now, across the country, the Meat Industry is especially hard hit by the coronavirus. The Largest Union in the industry says more than 3,000 workers have tested positive and at least 44 have died and the last month, about 20 slaughterhouses have been forced to temporarily close their doors as an increasing number of workers became ill. Last month the president ordered plants to remain open to protect meat supplies, some workers fear they are being sent back to plants without the necessary precaution and the impact of the virus will be felt across other industries for weeks and months ahead, another group facing uncertainty is teachers. Even if schools are reopened, a poll by the usa today newspaper finds 1 in 5 will probably not go back to the classroom. Here in new york city, the plan is for schools to reopen on september 10, but like all of our lives, neil, there is a great deal of uncertainty. This is what we always dreamed about as kids, just dreaming about traveling to the stars and now were getting ready to witness the renaissance of commercial space travel, and so were very very excited about it , and were really excited to be partnered with spacex on this mission and opening up the heavens for all to enjoy and to experience. Neil you know, i talk to a couple of them from the early gemini days who have said the problem with business guys is they are all about making money, they are all about watching every penny and all of that, and theres nothing necessarily wrong with that. You dont want to justify increases and that itself is private enterprises combating the resources to have done some incredible things, so how do you feel about this its the business guys taking over. Its the billionaires taking over. Well, this is the beauty of the partnership, between nasa and commercial enterprise. We take the innovation and the creativity and the ingenuity of the private sector and we harness that and we harness the curiosity of the human mind, what we could actually think of and we redefined whats possible , and so its a Great Partnership and its been a long time and coming, and i think were going to see something very spectacular in the coming days. Neil for someone whose been on the International Space station, Space Shuttle itself, how do you think the russians feel about all of this that all of a sudden now, obviously less dependent on them to get rides into space, but that we might be reemerging as a manned threat. I dont want to put it in such black and white terms but what do you think . Well, i think were regaining pre eminence in space and i got a chance to ride on the Space Shuttle discovery and my Second Mission in space was on a rocket so i got to experience both, and this is really a reemergence and re energizing of our commercial base, and its very exciting for all of us for Big Companies that we recognize by name, all the way down to the startup companies, and everything in between, and this is a chance for innovation , creativity, and ingenuity to really take the reigns and lead us into space. Neil you know, obviously weather is a significant issue. All the moreso with spacex and this dragon capsule, and they dont succomb to the pressure of the president or the Vice President there in person, and they will be there in person tomorrow and its not good but explain to me the significance of this emergency release measure that this rocket has that the astronauts are in harms way they could jet almost to the point of orbit. Thats very unusual, is it not . It is unusual. Were going to see a lot of firsts tomorrow and we get a chance to launch were going to see a lot of firsts. One of the very first things were doing on the launch pad is were pumping fuel, were filling the rocket full of fuel while the crew is inside, which is unusual for us, and nasa in the past. Weve filled this rocket, even in russia, in kazakhstan we would fill the rocket first, and then put the crew in. Were going to load propelants into the rocket giving it better performance, and were able to do that safely now. Weve demonstrated that, and thats a first. Were also going to see this first stage booster fly back and land on a barge, which is incredible. You probably have seen the footage of that earlier spacex rockets that have landed on land and on the barge and so tomorrow, well shoot to land on that little postage stamp out in the middle of the atlantic, and so a lot of firsts there. Were also going to see a lot of firsts with the emergence of really a 21st Century Space vehicle. I remember the first time getting into the Space Shuttle, into the crew compartment of the Space Shuttle i thought like how incredibly uninspiring it was. It smelled like an old airplane and looked like an old airplane and it was 70s technology, and so this is like stepping out of a 75 impalla and stepping into a 2020 tesla, you know . So and the difference inside is the same, so weve made just revolutionary changes in material science and in propulsion science and so were going to see a lot of firsts tomorrow. Charlie neil theres two big stories the trump executive order which effects all Tech Companies particularly facebook and involves free speech and what people can post on these outlets and what could be taken down. If you roll back some of the protections the company gets on what appear on their pages and what could be taken down so guess what that means extra litigation and i think thats why the stocks of those companies are down. The other big story out there in tech separate from this is whats going on with google, and the Doj Antitrust Division and bob barr essentially taking the reigns, the attorney general on a case against google that looks to be shaping up. We never say these things are final until theyre final but given the amount of i guess noise thats going on it sounds like they are moving forward with something and hears the sort of noise that were hearing at fox business from sources close to the matter with direct knowledge of the matter. That the doj has interviewed numerous, we heard multiple, some people said dozens of google competitors as it weighs bringing an antitrust case that could come weeks or months from now we should point out that over on the oneyear anniversary of bill barr taking over the case from the ftc, so something is obviously brewing here. Its unclear exactly what the case is against google in terms of antitrust. How they are going to do this , if they are going to do it. The questions have basically been all over the place, everything from ad tech which is if you advertise with google do you come up first in the search results to broader issues involving google search. Do they push search results to companies away from companies that could be competitors to them, like yelp, thats something they have said in the past where you can essentially search about anything, food, you dont need a google and google penalizes on its platform because of that so the questions were all over the place. Again, attorney general barr is a traditional conservative lawyer, legal expert, and those are the types of people that dont necessarily bring antitrust cases unless you can show a clear harm to consumers and remember these are Free Services so how he threads the needle if he brings the case will be very interesting. Some people say its going to be along the lines of microsoft back in the 90s when the government went after them, david boyce was the outside counsel on that, joe kline was the head of the antitrust division i believe at the time and that was a lot less clear cut consumer harm argument and it was just something about a Broader Consumer harm essentially stifeling competition which ultimately leads to consumer harm, but you know, neil, you can never say definitely until you see the case but there is so much activity going on about this and a lot of it we didnt know about because were cover ing the pandemic and the country had other things to worry about, but this was going on behind the scenes for months and it did not end when the pandemic hit and things slowed down, but you know, where theres smoke theres fire. Now he seems to have indicated that is the mayor that the city will begin to reopen i think he said in a matter of a couple of weeks. I dont know whether that would go to establishments like yours, but what do you think of that . Thats a very good question, neil. If you listen to his words live ly, he says can or may open june 15. Hes been saying can and may open since april. When does that end . He keeps pushing the goal post back. We cant do that. Whats the alternative . We have to fight. We cant stay home. We are also monitoring the fallout from the president s crack down on social media, particularly twitter. Susan . Susan first signs the social media platform has shielded any President Trumps tweets from public view and its just a day after that white house executive order which removed some of those protections for social media platforms like twitter and facebook from being liable for any of their users posts. Twitter says the tweet will not be deleted, you can still see it, but its important for the public to see it, they say, but you cant comment on it, reply to it or even retweet it. Twitter says we have taken the action in the interest they say of preventing others from being inspired to commit violent acts. Its the second time this week twitter has flagged a trump tweet, after resisting calls for many years to kick the president off the platform or delete any of his tweets. Remember they factchecked his mailin ballot tweets earlier this week which may have sparked that executive order that was signed yesterday. But the president contends if you are going to be editorializing social media and the tweets on the platform, you should be seen as a media company. Thats exactly what fcc commissioner said today. Lets bring up the brandon carr tweet which says basically that twitter has abandoned any attempt of good faith application of its rules and no one should take comfort in that. Meantime, texas senator ted cruz also weighing in as well, suggesting that twitter might be sued and should be sued for violating iran sanctions after allowing the ayatollah to freely tweet on its platform. I think big tech needs to get the hell out of the censorship business in terms of americans. The First Amendment protects american speech and twitter has no business deciding which politicians they like and which they dont. They should be a neutral public forum and let free speech and the American People decide. Susan its not just republicans. Remember Tulsi Gabbard sued for at least for the time being suspending her advertising account which she said undermined or president ial daen candidacy but we saw that case thrown out. Look, im reminded by that line from sir thomas moore, a man for all seasons. William roper said he knocked down every tree in england to get at his enemy. The question is when they turn around, what protections are left. Every single ceo in this country is held to account for the public commitments that they make. Jack dorsey favorably put out an article not long ago calling at the end of bipartisanship, democrats must win, republicans must lose and now it looks like hes playing games with his public commitments, the terms of service, to carry out a partisan political agenda. Neil you know, the fcc chairman said theres something very here, naturally tweeting out a serious question, do these tweets from the Supreme Leader of iran violate twitter rules about glorifying violence. He makes a good point, as do you. But even allowing for that, do you think, commissioner, there should be a different standard for someone who is a really big twitter player, someone who has tens of millions of those who closely follow him and that maybe what he says should be more scrutinized . Theres no legal basis im aware of for singling out the president for disfavored treatment. When you look at the two quote fact chekcks or takedown that happened recently, twitter articulated the policy under which that was taken down and on its face that doesnt pass the laugh test. Every ceo in this country, when they have public commitments, whether its terms of service or other representations, every single american should want those to be evenly applied. You dont want politics or partisan score settling to influence that. Because again, if they go after the president , who are they going to go after next . Someone that doesnt have the same platform to speak that the president does. Neil there are a lot of liberal groups that say you know, if this had been a prominent liberal who was being factchecked the president wouldnt say boo about it. They point out the fact that in the past, twitter has factchecked big names like those more liberal candidates vying for the job, boris johnson, for example, ultimately got. So they say the president is making a big deal about something because it happened to him. But how do you balance it out and police both sides aggressively, and who has that role . Look, every single speaker in this country from jack dorsey to twitter itself as a business has a First Amendment right. They can express their views. They are allowed to have partisan political views. The question is, should they also have above and beyond the protections you and i have under the constitution, those additional protections under section 230 of the Communications Decency act which singles them out for unique liability and other Legal Protections. Theres a provision in there that says they get that protection if they act in good faith. Its a very interesting question thats been raised in this executive order. Theres been very little guidance about what good faith means. Clearly congress meant some things are good faith, some things are bad faith. Thats exactly what this executive order calls for Additional Guidance on. I also think the federal trade commission is discussed in that executive order and again, if you are Holding Public commitments out, heres the terms of service, then you jettison them willynilly, that raises questions whether thats a business practice that is unjust and unfair. Neil couldnt you get say the president is not satisfied with the way twitter is behaving or these other guys, then all of a sudden says the Legal Protection you have to do this is gone, well then if you are worried about being sued now because that Legal Protection is gone, and some of the tweets have to be more carefully policed, then you would take them down so the irony might be that twitter, forget about factchecking the president , they just stop running tweets from the president. I dont think thats going to happen. First and foremost, what i want is a neutral application of terms of service to every single user. I think all americans should want that. If that pinches a view that i hold, great. If it comforts a view that i have, thats okay as well. I also want to see a world in which twitter as some people articulated is going to hold tweets in abeyance and review them for five or six days before sending them out if we go down this path. Thats not in their business interest to do so i dont think thats where this will end up. Neil commissioner, thank you very very much. Very good having you. Brendan carr, fcc commissioner on an issue that is heating up. The president might address that at his 2 00 p. M. Rose garden event. That event is ostensibly meant to respond to chinas crackdown on hong kong but you know how these things go. Other issues could come up. Hillary vaughn following all of that. Reporter we are expecting the president to make some announcement at his press conference less than an hour from now in the rose garden, detailing some restrictions on student visas for those students from china studying and working abroad here in the United States. The administration is expected to announce some sort of plan to cancel thousands of student visas for some chinese grad students and researchers. Secretary of state mike pompeo discussed those plans with the president at the white house this week and he made the case for it on fox news last night. Were taking seriously the threat that students that come here who have connections deeply to the chinese state, they shouldnt be here in our schools. We have an obligation and duty to make sure the students who are coming here to study, to take the benefits of coming to america to learn and to benefit from what we can provide to them, arent acting on behalf of the Chinese Communist party. Reporter Chinese Students are the largest foreign student population in the u. S. Some universities have pushed back on the idea of banning visas from china saying it would negatively impact a lot of their research projects. Others say its racist to ban students from one particular country. Whats being discussed here by the administration is not an allout ban of visas from china, but rather, a restriction on students from certain chinese universities that have ties to the chinese military. That decision would impact anywhere from 3,000 to 5,000 student visas. Thats just a small chunk of the 360,000 Chinese Students that are currently studying and working here. Neil, as you mentioned, this is part of the administrations rampedup pressure on china. The president was asked yesterday if part of this Pressure Campaign against china could put or could impact the trade deal that the u. S. Has with china currently. He didnt say anything about that, telling reporters to tune in to what he has to say in less than an hour from now about further actions against china and all he would say is hes not happy with them. Neil . Neil all right. Hillary, thank you very much. Hillary vaughn in washington. We are about 50 minutes away from hearing what the president plans to do. Meantime, we have Robert Delaney with us, the South China Morning Post u. S. Bureau chief, expert in everything thats going on in that neck of the woods. Robert, always good to have you. Im wondering what china is prepared for. If we are going to crack down, if we are now saying all right, there are really separate policies or separate countries or separate issues between hong kong and china, you have joined them at the hip. Where does this all go . Well, of course, the government in china is making preparations for any sort of eventuality. They are waiting to hear what the final determination is in terms of what decision well make about whether or not the Trump Administration considers hong kong to be sufficiently autonomous from china. Obviously they are waiting to see what decision is made about students and so this is just theres just many fronts that where this relationship is becoming frayed. They will respond and i think they have a number of alternatives lined up. They are just waiting to hear from washington exactly what measures are going to be taken. Neil yeah. If we cut down on the number of Chinese Students who can study here, obviously that would have a big impact here because by extension, we might apply the same standards to hong kong students. Im wondering how far this goes. We do have this trade deal ostensibly was signed, sealed and delivered and which we expect the chinese to comply. Now they might look at it and say why the hell should we, right . Yeah. The stakes are very high. When youre looking at the situation with the students, youre looking at basically 15 billion worth of income that american universities take in, and this is something that was pointed out by the u. S. China Economic and Security Review Commission which is a body that advises congress. It pointed out that if you take aim at these students and youre not targeted, then you risk losing, again, 16 billion which is actually a very large component of the u. S. China Economic relationship. Its the one component where actually the u. S. Is in surplus with china. So the administration definitely needs to be careful and be targeted about how they do this. And even if its just a matter of a few thousand students, its not clear what sort of effect, whether that will have a Chilling Effect on other Chinese Students that maybe they dont fall into that category but i think the message it sends might make them think twice. Neil you know, why are the chinese doing all of this . They know that by going after hong kong, by cracking down on hong kong, that all of this was to be calculated into that, yet they did it. They are the most ostracized nation on the planet right now. I think they are even giving iran a run for its money. Yet they might be figuring like a wounded animal, they are returning to their more militaristic roots and figuring this will all blow over, but theyre not going to let maybe using the virus as cover, theyre not going to let these protests go on ad nauseam and they are going to stick to that, feeling maybe like they did around tiananmen square, that the world will come back to them. What do you think . Well, thats a good point because if you look after 1989, the world did come back. It really was a matter of several years but eventually, hard investment came flooding back into china. So they have that experience to look at, of course, and the other thing that you have to realize is the Chinese Government, especially under president xi jinping, have been very motivated and animated by considerations around National Security and their own and any challenge to the governments leadership. So this is all part and parcel of that objective that we have seen, that priority which seems to get higher and higher, which is to make sure that there are no challenges to their leadership. Neil can we even trust the chinese, though . When you look at it, if they have violated this agreement they had with the british in 1997, theyre just running roughshod over that, if they violated the terms of prior trade deals which they have, to say nothing of concerns about this one which its too early to tell, if they lied and withheld crucial information regarding the virus, isnt all of this going to fuel an argument you know, we really cant trust these guys and even if you dislike President Trump, what hes saying is ringing true here . Well, i think first of all, we need to see what does this National Security legislation actually look like. What is the specific language. We have seen them, there are indications they are now messaging towards countries like countries within the eu and even within the u. S. In the way that they have said this legislation is not intended to target anything other than the most violent of protesters. Now, of course we have to ask the question will that actually be the case in practice as this legislation gets rolled out. We dont know. I think at this point, i mean, the Chinese Government is quite monolithic in how they present themselves and their policies, but there is, you can bet there still is some debate going on within the highest reaches of the government about how far they need to go, so i think they are looking at this closely, they are weighing their options and i dont know, i dont think we can conclude automatically that this legislation means that tanks are rolling into hong kong. We just dont know yet. We have to wait and see where that decisionmaking ends up. Neil i hear you. To your point, i just hope cooler heads prevail. Well see. Reporter the commissioner of the state department of Public Safety here is now reporting that that former police officer, Derek Chauvin, has been taken into custody. When that news broke here just moments ago, this crowd collectively cheered. We are really just steps away from that Police Precinct building that was burned and in the distance, you can so theee are still fire crews battling flames back there. There has been thick smoke all morning long in this area. Up front here, you can also see a state patrolman exercising a show of force here, perhaps trying to protect all of the Law Enforcement and responding crews in the distance who are working to put out flames. This u. S. Bank property to the right, we were here throughout the night and pretty dangerous, violent scene. We saw people with bats violently smash the glass of this bank probably in an attempt to get inside and loot it. We have been walking and driving around this area. This is that lake street corridor that was heavily damaged and there are endless amounts of businesses and storefronts that were smashed and looted. When you really walk around and tally all the damage, its extremely disheartening. The police now here using a show of force. A short while ago, the governor and authorities here held a press conference in which they said what happened last night cannot happen again and we are definitely seeing the national guard, we are seeing state patrolmen here making their presence known. In the past couple of hours as you can see, people have been approaching these state patrolmen. They have been getting in their face. Some people had nasty things to say but there were also a bunch of mothers who said we worry about our sons lives so please protect them, dont kill them. Neil . Neil matt, thank you very much. Also want to update you on other news coming in to us regarding the coronavirus and shutdowns that continue throughout much certainly of the new york metropolitan area, new york city metropolitan area. Andrew cuomo just indicating now that the city is on track to begin reopening phase on june 8th. That would be a week from monday. That would be phase one. We dont know what will be included there. The drill normally is restaurants, shops, that sort of thing, that can have limited distancing, social distancing rules remaining in effect, capacity rules in effect. Dont know if it will include restaurants but for the new york metropolitan area, this is among the last to see a reopening phase and for the big apple, that is big news indeed. Including for our economy. Stay with us. Neil all right. New york city could start seeing the first signs of desheltering or opening up again as soon as june 8. Thats the word were getting from new york governor andrew cuomo. We dont know the details of this phase one reopening. In most cities, in most cases when other governors have done this, it starts with local retail establishments, restaurants, that still have to, you know, adhere to standistanc provisions and the rest. Restaurants, for example, operating at about 25 of capacity to start things off. Some Stores Opening with Curbside Pickup but limited inperson contact. Hard to say. But the process will begin and for new yorkers, which its really been pretty much a ghost town, usually one of the biggest and busiest roads certainly in all of america, it will start getting a little bit busier come june 8. We will get the details on that shortly. In the meantime, Jackie Deangelis on some of the businesses that are already coming back and needless to say, more to come if that holds true. Jackie . Jackie good afternoon, neil. We are starting to see some signs of life and its been positive for the economy. The hope is that cases wont spike and this will move forward in a progressive way. You have to remember, the consumer is twothirds of the u. S. Economy so when they are in lockdown and cant get out and spend, people are losing jobs. They may not have money to spend. Thats a lot of the issue that has come out of the coronavirus pandemic. But the signs of life im talking about, lets start with energy. You are starting to see a rebound there. Looks like for oil prices, they are going to close this month up almost 75 and what it means is basically that the consumer is out and about again, filling up that gasoline tank, going places. Remember, new york city still is on lockdown but a lot of the other states are reopening. Also, businesses are reopening and they use oil and fuel, et cetera. So as people start to get back to their daily routines and summer vacations, we are seeing oil and energy do a little bit better. Also consider the auto sector because there are a lot of people purchasing new vehicles, showing you that maybe their preferences are changing as a result of the coronavirus with respect to their commute. But the demand is back there and we are also seeing it in trucking and freight. According to truckstop. Com, we are seeing four straight weeks of available loads that were up 27 . That suggests that a corner is being turned. Its also extending on the hotel industry. Just six weeks ago, people would have said they didnt want to stay in a hotel. Now occupancy rates have risen across the country for five straight weeks and summer is coming so the rates are up 32 from a low of 21 , according to data tracker ftr. And restaurants, if you are like me, you are sick of cooking or nuking something in a box and want to get out to eat. There are a lot of people like that. Actually, opentable is saying the attendance at restaurants for seated diners the highest since march 17th. Air travel as well. Passengers screened at u. S. Airports down 88 from this time last year, but over the last week, it has tripled, so maybe there is some less fear about flying as well. As you point out, maybe its too early to say if this is going to be a vshaped recovery but certainly some of these signs indicate that we came down really hard and we could spike up pretty fast, too. As i said at the beginning of this hit, you know, if cases dont spike and the environment calms down a little bit, you will see that Economic Activity ramp up quite quickly. Back to you. Neil thank you very much. Lets bounce that off john lonski, edward lawrence, who joins me now. John, of course, of moodys fame. Edward of fox business fame. This issue that we could see a smarter recovery than people have generally been conceding here, when you talk to fed governors, to president s, others, are they of that view . You know, it depends. Jackie alluded to it. Its the confidence issue they are talking about. Will the consumer go out and be confident that they can spend. Now, the Federal Reserve chairman today actually saying they are testing the waters right now and hes watching the data to see exactly what happens but he does say if theres a resurgence of the virus, that could affect the confidence and that could cause an elongated sort of recovery. But a number of the fed president s i talked with, the st. Louis Federal Reserve president , for example, says the Third Quarter will be one of the biggest on record he believes because of the bounceback. Again, thats assuming that confidence is there. Neil what do you think of that, john . How do you play this . Well, you know, the fed governors right. The Third Quarter, you could have real gdp growth of 15 but on the other hand, lets not forget that that 15 jump by real gdp will probably follow what could look like a 35 Second Quarter contraction of real gdp. Growth is going to pick up speed but as long as we have nothing more than a partial limited reopening of the economy, you were talking about limited seating at restaurants, we dont see Capacity Utilization in commercial airlines quickly coming back to where it was in february, partial reopening of the economy means that it will be impossible to have a vshaped recovery. Well have a recovery but it will perhaps not be until the middle of 2022 that real gdp returns to where it was in the final quarter of 2019. Neil im wondering, you kind of touched on it, edward, about even Jerome Powell indicating all bets are off if theres a recurrence of cases or sudden spike in cases. We have seen sporadically in some states, i believe four, that did have a spike but not an overly worrisome spike. I think arkansas stands out as probably the most worrisome, but even there, not affecting the reopening plans. But how are they playing this . When you talk to officials, are they kind of quietly saying all right, the trend is going to be up, the only issue is how up . Or does it stay flat. I think a number of the states as they reopen, they are flattening out in terms of the number of cases instead of declining in the number of cases they are seeing. Thats what theyre really looking at. John hit the nail on the head. One of the things the fed chairman says hes looking at is air travel, are people getting on planes. Hes going to look at the oil price, hes going to see if people are getting in their cars and traveling because that travel, that tourism, they believe, is where they are going to see the first indication of where this bounce is. The other thing the fed is concerned about is keeping people in their jobs aun alluded to that at the top of your show, the main Street Lending facility. Neil john lonski, as new york starts returning to business june 8th, the big open question will be how many return. There will be a lot who will be leery of returning, there will be a lot of businesses that are going to be very careful, cautious about how they welcome workers back, how many they can welcome back, its limited populations, they have to spread them farther apart, police the elevators, how many go in the elevators. Its not going to be like a jailbreak, is it . Its definitely going to be a partial recovery for new york city, without any question. Its a crowded city all the time and you just cant return to what is normal for new york overnight. One thing that would concern me is transportation in new york city. New york city is heavily dependent, dependent on mass transit like no other city in the United States. If people are afraid to go on the subways, well, thats going to perhaps limit the ability of companies to reopen offices and who knows what the traffic jams are going to look like if everybody decides to drive to work in order to avoid mass transit.
