And china coming under intense scrutiny this week amid mounting criticism of its early response to the coronavirus outbreak. My first guest this morning was one of the first to see the pandemic coming. We want to bring in white house trade advisor Peter Navarro. Peter its great to see you this morning. Good morning maria. Maria thank you for all your early warnings and great work on this , peter i know youve been busy with the supply chain issues but i want to talk first about china and what were learning this morning. Prodemocracy activists were arrested over the weekend, peter , a further crackdown on hong kong, as china continues to exert author their yankeesism throughout hong kong, your reaction to what we saw this weekend and broadly speaking, what china has done in the midst of this coronavirus pandemic. Maria, my focus here at the white house has made sure that the people of america are safe from this virus in getting things like personal protective equipment, masks, ventilators and things like that but here is what i can tell you about china. If you think about what china did over the course of this thing, they did four things that led to the deaths of many people worldwide, and first of all, the virus was spun in china second of all they hid the virus behind the shield of the World Health Organization. The third thing they did was basically hordee personal protective equipment and now they are profit earring from it and if you walk through that, you were one of the first in the media to raise the question of whether that p 4 lab was involved. Thats an interesting issue. What we know is that the ground zero for this virus was within a few miles of that lab, if you simply do a razor approach its the simplest explanation is the probably the most likely i think its incumbent on china to prove that it wasnt that lab so thats number one but more importantly, we know that for a critical sixweek period of time , china used its influence at the World Health Organization to hide the virus from the world this was a time where that virus could have been contained in wuhan, instead 5 million Chinese People went out from wuhan and propagated the virus around the world and that was a critical time, so that was that and then, here is what i think should be very disturbing to every american. During that period of time, that sixweek interval when they were hiding this virus from the world , china went from a net exporter of personal protective equipment they are the largest producer of that in the world to a large net import er. They basically went around and vacuumed up virtually all of the ppe around the world including a lot from this country, which was for humanitarian reasons sharing our ppe with them, and what that did was leave people in new york, milan, and everywhere in between defense less when it came time to have that ppe. Now whats happening today which is equally alarming is china is sitting on that horde of ppe where it cornered the market and its profiteering. I have cases coming across my desk where 0. 50 masks made in china are being sold to hospital s here in america for as much as 8. Maria unbelievable. I remember a month ago when i got a call from a leading Hospital Executive who said to me, maria, there are masks and gloves, protective equipment that were on a ship coming from china to america, those ships were told to turn around, that china said were not keeping any commitments that we had to export any of this stuff. China wants it and then as you point out, they cornered the market, they already produced half of the worlds capacity of this protective gear , and yet they were in the market buying 2 billion additional masks in january. Peter i dont understand whats going on here. This is even more sinister than we thought. First this virus escapes, sickens the world and then they turn around and try to make it harder for the United States to get the products they need . I think that china right now , after doing those four actions which effectively have killed to date 39,000 americans and 160,000 people worldwide may attempt to use this crisis now to advance their own agenda worldwide, so my focus right now is just to make sure people have everything they need here, but i think maria and i want to get to that because i know your working with honeywell, youre working with a number of companies and doing a lot even in new york with mayor deblasio. Well get to that and i want to make sure the audience understands whats happening but let me get your take on this. If we see all of this bad behavior continuing, from china, are Global Companies going to recognize if they want to sell to 1. 4 billion people in china, they need to do so with their eyes open. Youve got intellectual theft continuing, youve got 1 million right now in camps, in china, youve got all of this behavior going on in china, so i spoke with secretary of state mike pompeo on friday and i asked the secretary, is the world getting it . Is europe, for example, our friends in europe saying to the secretary look, maybe we will unwind that huawei technology. Take a listen to what the secretary said in regards to european friends and global businesses and whether or not theres a new thinking around china. Here is what the secretary told me friday. I am very confident that at this moment where the Chinese Communist party failed to be transparent and open and handle data in an appropriate way will cause many many countries to rethink what they were doing with respect to their telecom architecture and when huawei comes knocking to sell them equipment and hardware they will have a different prism through which to view that decision. Maria what will happen to companies that are aligned with china . Two things. I think this has been a real moment for Business Leaders all across america to see the Political Risk associated with operations inside of china. You know this maria youve been around a lot of these people they can deal with commercial risks and Political Risk, its enormously difficult to deal and now weve ripped the band aid off, the Political Risk connected to that and second the United States government has a responsibility to we need to make sure the supply chain for the products that matter, for American National security and keeping people safe are no longer dependent on any single country, and we have a responsibility to get that right maria so with Peter Navarro this morning, peter youre the point man on the supply chain. Yeah, the initial action, maria, was the chinese while they hid the virus went out and bought all of this ppe for their own people, basically depriving that from the rest of the world and now they are sitting on that and were seeing chinese 0. 50 masks coming being sold to hospitals for as much as 8 but let me give you good news on that front and on the supply chain front, a week in the life of President Trump and here at the white house. We had five weeks ago i was sitting in my office about 40 yards away got a call from honeywell and they wanted to put a factory in smithfield, rhode island to make millions of masks guess what, this week they opened that factory. Thats something that should have taken baby time, nine months, President Trumps leadership they did it in five weeks so were getting a lot of masks that will help us open the economy. The same week, after President Trump put the defense production act out with respect to general motor, gm stepped up in 17 days, maria they stood up a factory with ventech in kokomo, indiana and began producing ventilators this week with the help of ups, we put those ventilators on trucks and delivered them to hospitals in gary, indiana and chicago, illinois. Thats trump time. The last thing, the last sunday i was in my Office Working on Easter Sunday i got an sos from mayor bill deblasio. They needed gowns in new york city, and we work with fema to help them out. President trump has been very good about that, and during that conversation, we had this idea that why not get the Garment District revived there in new york to start making gowns, and this is a beautiful thing. What mayor deblasio was engage a woman at the new York Economic Development corporation, i brought in kim glass from the National Council of textile organizations, and as we speak, whats going to be over 1 millionyards of fabric is being delivered courtesy of ups from a factory in North Carolina and its going to go to cutters and sewers in brooklyn, new york that are going to be making gowns for the bothers and sister s, doctors and nurses in the hospitals. Maria i love that. These three stories are a microcosm of how this country innovatively and in trump time is going to be able to rise to this occasion of pro providing all we need in order to get this country back to work. Maria that is fantastic, peter those are three Great Stories and its nice to see the Garment Industry fired up again, and the fact that theyre making these gowns for our leadership in the health care industry. Thank you for all. Look, the president , i feel like , is seeing a little relief. I know the numbers are still very bad in terms of coronavirus cases and deaths but the president did get through the ventilator crunch and he got through the bed crunch. It doesnt look like we have that breakpoint situation any more, in terms of needing ventilators and beds is that a fair statement . Thats probably why the conversation has shifted toward a potential opening of the economy. I think thats exactly right i think the low point in the ventilator issue was when andrew cuomo was getting on his soap box there and screaming he needed 30,000 ventilators, which was twice the amount of stock pile that we had at fema so basically wanted all of the ventilators and forget about the 49 other states, and were sending him ventilators and ventilators and it turns out that a lot of those wound up sitting in warehouses and no american who needs a ventilator has not had one, and were going to see the same thing with other kinds of things including the testing kits. Im involved quite heavily in the supply chain and what were going to see with testing is were going to see a similar kind of ramp up. With ventilators we went from virtually zero to were going to have over 100,000 ventilators by june, manufactured right here in america by Companies Like gm and ford, so were going to throw the same kind of innovation in trump time speed, thats a testing issue and all of these other things well need to open this economy and i think whats important maria to understand and this is the problem that President Trump and his wisdom is grappling with. We know that the virus kills but we also know that economic shocks kill. We learn that when china put so many people out of work in the 2000s and we saw opioid death z rise, alcoholism, suicide rates rise and we know that you cant withstand a sustained economic shock without also costing lives, so the medical professionals need to weigh both aspects of that risk and thats, this is the most difficult decision any president in our history will ever have to make. Maria which is why you said to the New York Times its disappointing that so many of the medical experts and pundits in the press appear tone deaf to the very significant glosses of life and blows to American Families that may result from an extended economic shutdown. So the president has come up with three phases. You do think that some areas of the economy can open up under a phase i . We dont have a timetable on that though, yet, peter right . Im going to leave that to the task force, led by one of the greatest Vice President s in history, mike pence, but i can tell you, from a supply chain level, is that we are doing Everything Possible to make sure we have all of the equipment that we need in order to make this opening viable and successful, so thats what my focus is on, but i think President Trump has been very candid with the American People about these risks, were thread ing a needle but we got to get back to work. The initial guidelines from the white house obviously have been released, and some states are going to start their reopening process as early as tomorrow. You can expect to hear the president and Vice President talk a great deal more about that. Dr. Shmed is still with us and giving us her perspective. Doctor, are you seeing there is enough progress in the fight against this disease and the numbers are beginning to fall you enough that opening at least some states seems like a possibility to you . What we as physicians at nyu want you to know is there has been a decline in the critically ill. We were getting 26 critically ill people in one shift. Inside this building we have 12icus. Behind me is a machine giving us a second supply of oxygen. Thats how bad its bench i want the economy to move. But i do not want to see a second massive outbreak. We are at max mulch capacity in the United States. We we are at Maximum Capacity in the United States. So the public has to take this very seriously. Jon we have a map of 22 states that have been authorized to begin the reopening process. Obviously the middle of the country less affected than both coasts are. The states you see outlined in red will be able to begin phase one of reopening. One of those restrictions, one of the suggestions, one of the guidelines. People feeling ill or people feeling vulnerable should not take part if they are if they have lung conditions or they are of advanced age. They should not take part in going back to work. How do you have feel about that . I think that its very important our economy get moving. We have 20 Million People out of work. We are worried about them as their doctors. But we know this virus affected people with kidney disease, diabetes. And high blood pressure. It goes after the obese in a big way. Thats 42 of america. No one with a fever should go to work. We should be watching our hand hygiene. Weve should have a facemask. We should be socially distancing. All of those things are important. But those people who have Underlying Health conditions are at risk. It just takes one stupid spreader to see the outbreak we have seen in new york. And thats what we are very fearful for. Our Health Service has done astonishingly well. Im so proud of the whole profession from everyone from the orderlies to the High School Assistants and engineers, everybody. But if we are tests like this again, people recovering from critical illness. They wont get better in one day. They have weeks and months ahead of them. That will cripple the health community. Its an extremely dicey decision. Jon we are continuing to await the briefing from the Coronavirus Task force. Mark meredith is in the room and perhaps can give us a preview. Reporter we are waiting for the president and the Vice President and members of the president s Coronavirus Task force. They gave us the twominute warning. But we are expecting to get an update on a number of fronts including testing. What the governors will be hearing from the administration. While they offer those guidelines. The president is walking into the briefing room. Here is the president. President trump thank you very much. I would like to begin by saying we are continuing to negotiate with the democrats to get our great workers and Small Businesses all over the country taken care of. I think we are getting close to a deal. It could happen. It could happen. A lot of good work has been going on and we could have an answer tomorrow. We are going to see what exactly does take place. We are also looking at helping our hospitals and rural hospitals who have been hurt very badly. The rural hospitals for a long time have not been treated properly. We are looking to help them and beyond. And well see how that all comes out. A lot of good things are happening. Some very good negotiations. I just got off the phone with the secretary of the treasury. And we have some very good negotiations going on right now. I think you will have a nice answer tomorrow. But well see. America continues to make steady progress in our war against the virus. As of today we tested 4. 18 million americans. And record anywhere in the world. The United States conducted more total tests than all of the following nations combined. France, the united kingdom, south korea, japan, singapore, india, austria, australia, sweden and canada. Our testing is expanding rapidly by millions and millions of people. So what have done more testing than all of these countries combined. France, united kingdom, south korea, japan and australia and canada. Thats something, right . We are doing a great job where we are, this team is, the incredible team, the army corps of engineers, our military people, admirals, generals. One of our great admirals here has done an incredible job. You havent slept too much. Somebody said to me, president , you look tired. I said i should be tired. We should all be tired. But we have to win. Tomorrow the president and the Vice President will lead a call with our nations governors from people r from fema headquarts to see what we can do to Work Together on testing. Before the call well send them a full list of all of the Large Laboratory machines in the states. They have. Lot of machinery in the states that some arent aware of. And they are high quality machines. At the potential capacity of those machines, if they are fully utilized. A couple of them didnt know they could be out lighted in a different wade. They are only up to 10 and they can go 90 more. There is a much larger capacity available to them. Commercial lab stories, quest and labcorp. They can handle more than they are being sent. A few of days ago they western only at 30 . They have have a slot of capacity. In addition academic laboratories, big research labs. There is tremendous capacity out there. And some of them want the fast you know, the instant abbott machine which just came about due to the research during this little short period of time of and its very quick. But the labs can do it quickly and they are massive. They can handle much more than the machine can handle. We continue to procure millions of swabs. Test collectors, i have something here. A swab. It looks innocent. Not very complicated. Anybody like to see what it looks like . Should i open it . Open it up. I will. I will. This is what its about. Right . Does it remind you of something . Does it remind you of this . One is a swab, one is a qtip. Its actually different. Its very sophisticated. Its a little bit like. But this is the swab. We ordered a lot of them. They have a lot of them. Some of the states they were shipped to the states dont know where they are. Buff thats it. But thats it. Well give this to karen. Perhaps shell take an extra test. But this is a big deal. We are work on it and we are working with the companies, and i think in the end well have we are going to have a tremendous success. Nobody is close to us. No country is close to us. I appreciate it have much. Indianapolis what happened, too. We just read one paragraph. Hes given pride of place to federalism and private enterprise. Louding the patriotism and efficiency of our fantastic mayors and governors. I do call them fantastic with its appropriate. And our incredible Business Leaders and genius companies. I guess i use those terms, too, when they are doing a good job. Heroic doctors and nurses and orderlies and our tremendous truckers. By shouting out many of them by name and documenting their deeds on a daily basis, he has vivified the american way in action. Once it was aroused. It is hard to get aroused. When asked why he mass not issue offed ordinary,for nationwide home and business lock downs when emphasized the intessity of the epidemic varies widely and is best met by state and local judgments. And added that such steps would conflict with the constitution. But importantly webs a very respected gentleman. This was a very nice feeling. Not for me, necessarily. But for all the people that have worked with us. They have worked so hard. And we developed tests that are so fantastic. We have come up with things that nobody ever heard of, and we did it during this pandemic. We did it under pressure. Its called reaction under pressure. Its amazing our people have done. That includes all of our military people of and cdc. Just about everybody you can imagine, including tony and deborah and they worked long hours. There is nobody getting a lot of sleep. We are close to finalizing i want to thank christopher for this article. It was a great article. It was a great article, we appreciate it. We are close to finalizing the Second Partnership through which a u. S. Manufacturer would convert its existing plant to produce 10 million additional swabs were month. We should be ready to announce this in a short period of time. We also are going to be using and preparing to use the defense production act to increase swab production in one u. S. Facility by 20 million additional swabs per month. We had a little difficulty with one so well call as we have in the past we are calling in the defense production act and well be getting swabs. Swabs are easy. Ventilators are hard. Ventilators are a big deal and we are now the king of ventilators. We have so many ventilators. I said nobody that needed a ventilator has been turned down. Its pretty amazing. Nobody. We are working with the World Class Team at Oakridge National laboratory to use its Injection Molding capacity to potentially produce 10 million collection tubes per week. In the meantime the supply chain and Logistics Task force continues to surge testing and needed supplies all throughout america. Mikes team and the task force, they just met, they have been meeting virtually every day, and its a great team, its a great team. They have been doing a great job, mike. Many governors are doing this incredible work and they are working with us very closely on testing and working in their states. Begin the should be a local thing because its all these points. But we are helping them a lot. And we want to help them a lot. We want to help them more than a lot if you think about it. We have done more than all those countries combined. We are encouraging them to share their successful strategies with all the governors. The robust capacity we brought online will empower governors to deploy sophisticated strategies so they can safely reopen their states. Some people believe in testing very strongly and other people believe in it less strongly. But its a very good things to have. Some people believe they cant exist without testing and other people dont believe in it nearly as much. They can see how they are doing and they feel how they are doing. They have been pretty vocal about that. I believe if they want it we should give it to them and get it for them and work with them. You must remember that the governors wanted to have total control over the opening of their states. But now they want to have us the federal government do the testing. And again testing is local. You cant have it both ways. Testing is a local thing. Its very important. Its great. But its a local thing. And we are going to get it done to a level in a very short period of time. All the swabs are coming in, all the necessary materials. A lot of them are already there, but a lot of people dont know that yet. Well be doing testing at a level already we are doing testing at a level nobody has done before but well be doing testing at a level, the biggest tester in the world will be happy. Its much like ventilators. You dont hear the word mentioned and thats much tougher when you have to build noles machines. We built thousands of machines. Well help the governors and make sure everything goes well just like it did with convenients and like it did like it did with ventilators. Everything is easier than a ventilator. Ventilators are tough. I spoke yesterday with the president of mexico, and various on thered countries. Well be helping them with ventilators. I understand Governor Cuomo is going to be sending up to massachusetts some of the excess ventilators we were able to get, and thats a great thing. The number of new hospital admissions is significantly down. When you look at these numbers its a good thing to see, other than the fact we know how people have been ravaged by this curse. By this horrible scourge. Playing. Plague. Call it. Its got lots of different names. A decline in new york city. Its a beautiful thing to see after going through the opposite. We continue to see the opposite with declining trajectory of cases in seattle, detroit, new orleans, indianapolis, and houston metro areas. More evidence our aggressive strategy is work and i that American People for their selfless devotion. The American People have done a hell of a job. We are saving countless lives. Again ill say it. I always wanted to say can you leave it open . Nobody heard of anything like this. Not since 1917, more than 100 years ago has anything like this happened. In those days they had no Real Communications so you couldnt say go inside. Almost 100 Million People its reported. Its tough. The American People what they have done is incredible. They learned a lot. You see people picketing a little bit. They want to get out and get back with their lives. They learned about distancing, even now. At least until this thing totally goes away. They learned about washing their hands and all of the Different Things we have been talking about for so long. And they get it. And some places the governors are ready to go, and other places they cant go yet. They have to have it safe. I want it to be safe, too. It has to be safe. I have to say this. I cant emphasize it strongly enough. I will probably show you charts of some of the countries really having trouble. One in particular is having a massive problem where they said lets go, we are going to keep going. The lines we are famous for, some are flat and some are up. This is like a rocket ship. This country is they decided lets go and lets wing it. They thought it was okay. But its a problem, a big problem. There is one in particular everybody thinks is but the people are staying in. People are smart people, they see whats going on. They can say they are not doing that. But the people are staying outside. There are not a lot of people outside sitting at cafes. If you look at europe. Most countries have done this. Italy tried not to and they held it. Spain tried not to and they went that way. France tried not to. Nobody wants to do this. Its a brutal step. We are going to close down your country. Who ever heard of a thing like this . But we would have had millions of people die if we hadnt done this. What we have been looking at the past couple of days and weeks. In the time we did it i said we made the right decision on closing down. We made the right decision on borders, banning people coming in from china and europe. But we would have had mills of deaths instead of it looks like well be about a 60,000 mark which is 40,000 less than the lowest number thought of. This isnt a case where people would have said we would have had that number. Its similar to the flu. If we wouldnt have done anything, you would have had a flu would have 35. It goes to 50 sometimes. So its a long period of time. Much different. Its even a much different death, to be honest. This is violent. Cms is finalizing new guidelines for doctors and patients to resume elective surgeries. A lot of hospitals were closed and they couldnt do any elective sung are yous. Procedures and medical care that needs to be done in person as long as the rate of infections remains low. We want patients to go to their doctors and get clinically tested and have work done, surgeries, receive treatment for chronic conditions and be resume preventative care. We had no capacity in the hospitals with what happened with the plague. We had no capacity to do it. If your doctor believes you have need a treatment in person you can get a treatment now. You can and should get a treatment now. We are asking Healthcare Facilities have plans in place to keep patients safeguarded with their visits. Some places like new york and new jersey where they got hit hard it will be tougher. But they were a center. They were a center. I was watching that. Now they are leveling off and i think they will be coming down very soon. Administrator seeadmin. Seema will speak. My administration continues to supply our hospitals with equipment. And beds if necessary. It looks like we are covered on beds. I want to thank Governor Cuomo for this whole thing. We are building hospitals. We built more than we need as opposed to building less. He worked well with us. The governor of louisiana has been great on that situation with the beds. Frankly the governor of michigan was good with us on beds. Its a complex subject. You need buildings or you have to do tents or a lot of Different Things. But the army corps of engineers were fantastic. Florida likewise. Governor desantis. And i could name six other locations. California was fantastic. I appreciate the fact that he said what he wanted to say and he wasnt letting the press force him inbe to saying something he didnt want to say so i appreciate it have much. The governor of california. He worked very hard. We worked together. He worked very hard. The federal government is currently procuring 100,000 swren s through new ventilators through new production. We completed 64 flights carrying 600 million pieces of personal protective equipment with 50 more flights scheduled in the very near future.
