Reporter 6 00 on the east coast when the president will unveil the latest guidelines Going Forward. Earlier today he spoke with a Bipartisan Group from the house and from the senate. A couple different phone calls there. Right now we believe he is still on that phone call with the nations governors before he unveils the next steps later this afternoon. Were getting themes from the white house what we can expect when the president takes to the microphone. The new guidelines will be layered. No more blanket approaches for the entire country. It will be governor led. The guidelines well soon get will address the nationstate by state, county by county. They will talk about restaurants, bars, other public venues as well, plus sporting events. Here is the president a little while ago before he hopped on the phone call with the governors. Well be talking about guidelines that have been very carefully done. Well be informing them and i think they will be happy what were doing. We want to win this war, well win it very big and hopefully very soon. Reporter bottom line here with the president he wants to reopen parts of the country. The white house says that his two top medical experts, dr. Anthony fauci, dr. Deborah birx signed off with Robert Redfield from the cdc signed off on the guidelines. There was a question what metrics the president would use to make the decision. When he was asked about that he pointed to his head, he said those were the metrics. The white house says that data is driving this decision. Well hear from the president later this afternoon. Back to you. Melissa blake, thank you for that. As the white house begins to look at options to get americans back to work, new York Governor Andrew Cuomo is extending the state, stayathome order. Oh, take a listen. The new york paws pause, will be extended to other states may 15th. Here now to react is steve more who is advising the white house how to reopen the economy. Steve, are we there yet . Everyone is asking the same question. How much longer do we have to wait . What is the criteria . Hi, melissa, i actually think you will start to see a few states open up as soon as next week, if not next week, certainly the week after. And i was on the phone this morning with some of the legislators in the state of arizona, keep an eye on that state. It may be one of the states that lead us out of this. I think you will see a lot of western states start to reopen on rolling basis in certain counties where you dont have many cases of coronavirus. Then i think you create a kind of momentum. Obviously one of the things the president keeps saying he said it in our meeting yesterday, closed meetings, you have to use the best Public Health measures, the greatest care to keep in place the Public Safety and keep that foremost but there is so many counties in the United States right now, melissa that could be open because theyre just not a lot of infections. So that is i think how it will work. Melissa okay. So one thing weve heard so far it is going to be governorled. I dont know if you heard in new york there is a disagreement. Governor cuomo said well be staying in place until may 15th, if that isnt bad enough, there was mayor de blasio just in the last hour on Fox News Channel he doesnt plan on opening up new york beaches and a lot of new york all the way through the summer. We could be stuck like this until the fall. What is going to happen in a situation like that with such disagreement between mayors and governors . That is for the state of new york to decide. That is a battle between two politicians in new york. I want to go back to something really important, melissa. We got these dreadful numbers today youve been reporting on fox business news, what happened with the employment situation. We now have what is it 22 million or people or so lost their jobs in the last three or four weeks. I never saw i would see that in my lifetime that has been a wakeup call to the skepticses we have to keep the economy shut down. I live in virginia where our governor, not a very smart governor, but he decided he wants to keep the connie in virginia closed down till the middle of june. The problem with that, melissa, im not a Public Health expert, but im an economist, i guarranty you if you keep a states economy shut down through middle or late june, it will be very hard to rebuild the state. So many businesses will collapse. Restaurants, pubs, bars, small stores, retail sector, Shopping Centers will be just destroyed. That just doesnt work. That is why i think trump is exactly right. You have to calibrate the economics and the health and theyre not mutually exclusive. We can do this in a way that protects life, protects health but also gets people on the job. We cant go to 35 Million People unemployed in this country. It is unthinkable. Melissa i know, steve. But i have my suspicions about what is going on in new york. For example, if you look at our mayor, so the city of new york was already really struggling because of tax policy, because of a lot of difficult things. We had many empty storefronts here in the city. I wonder about our mayors motives when he talks about leaving things closed, for even longer than what Public Health officials are saying, for even longer than what the governor is saying . Im wondering, dough you want to cover up some of the citys economic woes in a way where you blame them on the coronavirus . I mean, as they come and they ask the feds for help, is somebody going to be looking at sort of the accounting in the states as they come to beg for money after you know, how they have left these cities . What are your thoughts . It is a pretty stupid strategy to keep your economy shut down to hide the problems of your economy. Im not arguing with you. Youre right, new york has a lot of problems. I laugh when i hear people say this little boomlet for andrew cuomo. He has the worst economy of the 50 states virtually. Why would we want to put him in charge of the National Economy . I think what you will see, melissa, over the course of the next month or two is real red state, blue state divide how they handle this. The red states im pretty sure will open up a lot quicker than the blue states. There is going to be a lot of pressure on the blue states to follow suit. One last point, if i may. I know what mayor de blasio is thinking. I know what Governor Cuomo is thinking. I know what positive murphy is thinking. My home state governor, jp pritzker, they all think uncle sam is going to send them billions and billions and hundreds of billions of dollars and that aint happening. I know that congress, especially republicans are saying, especially red state, why should a state like out saw and idaho, tennessee, fiscally sound sinned all this money to california, new york, new jersey . They have to get their house in order now, not depend on a big check from uncle sam because it aint coming. Well see. I hope it is not coming. Melissa we appreciate it. Yeah. Right. Connell steve was talking about some of the economic data, hes right, it was dreadful, we found out about 22 Million People filed for unemployment benefit just in the past four weeks, most recent figures out this morning. Lauren yeah, that was bad news but i got to stay stocks traded in a relatively narrow range despite that bad news this is where weigh we ended up. About 400point range from high to low. Is 60 points from the high of the session. Connell, another 5. 25 million americans filed for jobless benefits next week. That brings the total over the past month to 22 million American Workers out of work the worry is that will push Unemployment Rate to the highest since the Great Depression and the lingering question is, how many of these workers will be rehired when the economy does open back up . It wasnt all bad news today. Consumer, health care, tech stocks, including amazon, netflix and microsoft led the nasdaq. Take a look at netflix as well as amazon hitting new record highs again. They have been popular stayathome stocks. This is interesting, netflix finishing the day with a market cap greater than disneys and greater than comcast. Netflix is the most highly valued Entertainment Company in the country. A slew of brokerages raising price target on the stock today. Goldman giving it a 490 a share target. It closed at 439 today. Melissa Lending Program aimed to help Small Businesses is now run out of money. Lawmakers now trying to work out a deal for new funding. Hillary vaughn is in d. C. With more, hillary. Reporter melissa the money for the Paycheck Protection Program has dried up and Senate Republicans are getting fed up with democrats who are stalling their request to add more money to the program. Senate Majority Leader Mitch Mcconnell saying on the Senate Floor Today that they have asked repeatedly for more money but democrats rejected that. Of the Small Business administration burned through 350 billion in just two weeks. Now applications are closed until congress can add more money to their budget. They processed over 14 years worth of loans in 14 days. Processing over 1. 6 million applications from over 5,000 different lenders. The president today asking congress again to add 250 billion in Additional Fund he has been requesting for weeks. Our Paycheck Protection Program which is a tremendous success. In fact it is now depleted 350 billion, is now depleted. Were going for another 250 billion. They want it. They have to have it. Reporter House Speaker nancy pelosi says she will not sign off on anymore relief money for the ppp until she gets more money for hospitals and state and local governments. Pelosi had a meeting with treasury secretary Steve Mnuchin to hammer out a deal. She has another meeting with him this afternoon. She hopes that they can offer her some type of compromise she says her party can accept. They need the money. We understand that and were willing to give them that money but we also need the other money. The question is not why are we not just saying lets just do that, forget about hospitals, state and local. Reporter pelosi is losing some in her own caucus, melissa. Two senate democrats, kyrsten sinema, tina smith, lets get through the stalemate, approve additional money for the Paycheck Protection Program. Well see if pelosi is inspired to come up with some sort of a deal soon. Melissa . Melissa yeah. More money, more money, more money. Hillary, thank you. Connell. Connell lets go to mark cuban on this a moment the billionaire entrepreneur. He says the high number of jobless claims weve seen here over the last few weeks to him it shows that the government stimulus especially Paycheck Protection Program for Small Business, it is essentially been too little too late. Brutal. I mean there is no other way to look at it, its painful. It is also kind of an indication particularly given a lot of these jobs are disproportionally small companies, it means the stimulus didnt get to Small Businesses in time. So that is going to be a neverending challenge. Connell our friend scott martin to talk more about this from kingsview asset management. He is fox news contributor. We on this show, talked a lot about this, scott. What cuban is getting at, well intended it may have been this Paycheck Protection Program, it took a while to get passed, a while to roll it out and actually get implemented, to get money in peoples hands. We have 22 Million People filing for unemployment . This is a tough one to land. The reality, connell, like you said. There was a lot of hair on this from the beginning, whether you talk about the slowdowns in congress from pelosi and crew adding a lot of pork to the bill, to the fact that they probably did underestimate the demand. Communication, dont forget, month 1 2, month or so ago was kind of choppy with respect what businesses had to do to qualify. I look at reactions, i try to look at the bright side as i do, number one were on the happy side of par here, were quarterbacking what is happening because it is kind of working and number two something is being done and there is more money hopefully coming per Hillary Vaughns report. The point, if were quarterbacking with the nfl starting in the fall and getting nfl done, my mind on sports coming back, if were monday morning quarterbacking what trump has done so far in his messaging probably good sign were closer to the end of this thing than the beginning. Connell here is the problem with that theory at least on the pay check protection program, the next data im hearing a lot from Small Businesses, end of june, june 30th, theyre looking at it, they take the loans with the agreement that they will keep people on the payroll, right . And that loan will be forgiven, essentially turn into a grant. That basically gets you to the end of june. So now we have all of these delays in terms of how our economy is going to reopen, new york going to may 15th, who knows be maybe more after that. What if the economic demand isnt there, by the first of july, say . Now, now you think about more layoffice if layoffs if running one of these Small Businesses. You dont have the money anymore. That is tough call. Those are the real layoffs, end of june close to my heart, my birthday is june 2th for those playing at home. Those are big dates in general. The fall economically will be very hard to determine. I agree what youre talking about so far on the show especially with steve moore is, you can throw money at the thing all day long but reality you need Economic Confidence to come back. You need consumers to feel comfortable going out and spending money, sitting in restaurants, going to concerts, if that doesnt happen, doesnt matter how much money to throw at it will be a endless amount, because problems keeping the economy with confidence. Connell that is a good final point to end on, scott. Youre right, we talk about oh, whos decision is it, is it president trump, the governors, the mayors . At the end of the day it is ours in a lot of ways to your point. Will we choose to go to a restaurant . There are a lot of individual, i dont know responsibility is the right word and the choice we make will determine our economic kind of fate, right . True. Here is the great partthat, im feeling optimistic today i guess, the consumer will make the right choice, though, people are taking precautions, theyre wearing masks, theyre social distancing theyre washing hands, all the things happening to make people safer. Were seeing that flattening of curves. I think steve endings mention i think i my governor, jb pritzker is not waiting for check from uncle sam, waiting for taxpayers, businesses are still open, waiting for revenue. That is what theyre waiting for businesses and that will hurt the economy when it comes to roost. Connell theyre waiting for a lot of tax receipts or checks to come in until the 15th of july, not yesterday, 15 of april, that little change this year. Investigation into a Infectious Diseases lab inside of wuhan. Investigators are looking at potential that employee of that lab accidentally released the virus out into the general population back in december. Our sources have been telling us today that this scenario is looking increasingly likely. Now the Chinese Foreign ministry also responding directly to our reporting on this story, heres what their spokesperson said earlier today. Translator the head of the w. H. O. Has stated many times there is no evidence that the new coronavirus originated in the laboratory. Many prominent experts believe that the socalled laboratory leaks have no scientific basis. Reporter secretary of state mike pompeo cautioned last night there is still a lot to learn before investigators can conclusively say this virus was released from a lab and didnt originate in a wet market as china has claimed. Trade advisor Peter Navarro said on our air, one of the reasons china government delate reporting virus numbers later on because they were trying to buy time in order to stockpile ppe and medical equipment. Connell robert daily is the director of the discuss inker institute on china, Woodrow Wilson center, former u. S. Foreign service officer. He joins us with the analysis of this story. Im sure robert heard gillians reporting about the u. S. Investigation underway on the lab in wuhan. The larger geopolitical question, maybe too early to get at that grasp of this, the two largest economies in the world. We know about the frictions that were there and agreements on trade that were there before this virus. What might the relationship between the United States and china look like after all of this . Will there be any trust left . Well the evidence is that the coronavirus, pandemic and chinas handling of it is going to make an already contentious relationship even more deeply distrustful. Weve seen decoupling, partial, but significant decoupling of supply chains, of technologies. It is beginning to see some Financial System decoupling. And now because of the distrust and media expulsions we also see decoupling of our knowledge and information systems. Looks like were getting more alienated from each other. Connell i want to put a statement up from the Chinese Ambassador to the United States that was given to us. It is a little less aggressive i would point out as i read it from what we heard from the Foreign Ministry in beijing but he says i think as far as this question, of course we have to find eventually the answer to where the virus came from but this is a job, he says for son scientists to do, not for diplomats or journalists to speculate. Speculation wont help anybody, that is harmful. Why not not let scientists give us the answer. It is a job for journalists to do, they have a different approach to journalism than we do here in the United States. But that doesnt necessarily deny the fact that the virus may have originated in this lab and that means that if thats true, if it ends up being true, this is a very significant coverup, right . Very careful with phrases like the fact that it may have or rig nated. That is not really a fact. There is speculation it may have come out of the lab. There is no evidence to date. The story about its origination is plausible. It is plausible to think if it originated in the lab china would have covered it up. Today it is true there is a investigation, no facts. But were talking about hypotheticals to date. If it is true, it would tough without a chinese leak it, will change the intensity of distrust towards the Chinese Communist party but doesnt change the nature of our concerns about the Chinese Communist party. We already know that they covered this up in the early days. There was persecution of doctors, of journalists of academics who critiqued the Chinese Government. If this were confirmed, again solely speculation at this point, then it would dial all that up but wouldnt change the nature of the concern. Connell real quick, do you think well ever know for sure, for certain, or it will be out there we always have to speculate which leads to even more uncertainty in the relationship . Well, i think that if, the only way to have any evidence of this i can think if we had a reliable leak from within the chinese system which is not unthinkable. Weve seen leaks from the chinese system. Even in that case the Chinese Government would probably deny it. My approach to these things is invoke [inaudible]. When youre faced with a complex set of data, you take the simplest explanation that covers all the known facts and to date that explanation is see not tick transmission from bats from unmen market. What is speculating about the serology lab, it is a lot that is unproven. So far that is where we are should be investigation if there is leads and we need to know where this originate. So i really melissa wow, that is really annoying. People applied sorry, people who applied after you at the same bank or did you do it with a credit union or, how do you know that people applied after you got it . So i applied directly with chase and its other Business Owners that i know applied with chase that business banked with them, that did receive their funds. To my understanding it was supposed to be firstcomefirstserve but doesnt necessarily seem like thats the way the process was. Melissa no. There is definitely, i mean it is a little bit like how people have gotten a test for the virus and sometimes you get the result in a day or two depending where you went. Sometimes it takes a week. It is incredibly frustrating. So what does it mean to you now to not have that money . So you know, im very concerned now because im really running on fumes and i have a very good mindset. I continue to operate and push through this the best that i can, but it means cutting more of the workforce i have currently working basically with the incoming funds i have with the togo business which is 80 less than my traditional business. It means i will have to minimize the staff even more. People i do have working will have to have hours further cut. It also means that melissa what did they tell you . Excuse me . Melissa i was going to say, what do they tell you now, Going Forward . Do though say you will wait to see more money come comes through or are you still in line or will you get in line somewhere else . Im still in line with chase. Im in the queue. I was informed once they hear from the sba if the government approves Additional Funding then it will go, it will be spent along in the process. However i now, without the sba and the government having Additional Funds it is left where my number is in queue. Connell so the president has set a goal of reopening the economy, at least in some states by the 1st of may but we hear from governors all the time that in order to do that the country needs to massively scale up testing even from where it is right now. What is your perspective on amount of people we need to test in country before we comfortably, safely for people to go back to work . The way to do the testing is do it in different parts. Say if im amazon, i want to bring people back into my office, you would want to Start Testing the folks that are coming into that office. So the way were envisioning that we start opening things up is you do it by groups and different companies. You know were envisioning at our own health system, you know, how do we test everyone coming into the hospital to do that . I think what were going to see, well do it in pieces. You dont just try to randomly Start Testing everyone that is out there, so that you can allow certain businesses to start to get back online. That is the way this will get done. Connell it is interesting you mentioned amazon. They have announced a plan to pretty much pay for it and put their own testing in place. I would think, to your point, well probably see a number of Large Companies at least follow. Whats the role of government . I know government cuomo in new york talked about some sort of a partnership between the federal government and the states or is this all left up to companies . Because the immediate concern i would have if it is left up to companies. We work at a large company, for example, they might be able to do Something Like this but the Small Businesses we keep hearing are in trouble economically, that might be some trouble for them. What do you suggest there . I think it is a combination of both. Obviously through the Larger Companies and Health Systems well be able to figure that out on our own. But for the smaller ones that is where i think the government, the state government, partnerships will help so we have testing centers, so we start to get some smaller businesses up, because obviously they will not have the capabilities to do it but well have to have that available so they can start getting going. Ive talked to a number of University President s and they have asked me, what to we do to get our students back in the fall . I said, what we need to do is Start Testing the students ahead of time, so when they show up on campus in september, we know at least youre starting out with a covid19 negative group of folks. I think that is the way we take a bite at this apple, you take it in pieces. Connell how. Of a sense are you getting about where we are on the timeline of all of this . Governor cuomo pushed new york back on the stay at home at least until the 15 of may. Will we be able to scale up where we need for antibottom tick testing or, when do you think by january well be in a comfortable position, i know you say it will go in stages, but in a comfortable position to start putting people back at it . In Washington State were up to may 4th, what our governor is saying here. In and around the first week or two of may is probably going to be when most people feel we can ring the bell. And then start as we say, turning the switch own slowly. You just dont say, everyone just run back to work. Some of the best examples, weve been looking pretty closely what theyre doing in germany and taiwan and those are really good examples of how they started to kind of turn things back on, using a lot of testing but doing it, you know, kind of company by company, type of work by type of work. So that way if you see an outbreak or something happens you can get on top of it quickly connell very helpful information there, as you say, ring the bell, dr. Hock man, in first week of may. It is troubling to think that china is seeking Global Leadership because if this is what happens at home, were going to see these same sort of things, these policies and plans abroad. Melissa yeah. So what do we do about it . How do we put pressure on them . Does it take an International Community . What happens from here . Well china will resist any investigation, right . And we know that i think answers on accountability is required. There is not a lot of easy ways to get china to move in that direction. It is a very powerful country. We have a lot of equity with china, everything from north korea and the economy. We need to stand up to call for answers and i think the International Community does as well. China needs to suffer reputational costs. They need to tell us the origins to prevent Something Like this happening again. I would like to see an independent international investigation, not run by the world health organization, mind you, but i would like to see an independent International Organization look at this, and find out what the origins were. We can certainly condemn at the united nations, any resolution will be vetoed by china at u. N. Security council. We can raise it as an issue. This is international, certainly global issue. This is certainly global consequence. I wonder we have to think about our level of scientific cooperation with china. Like once again, we dont know, where this came from, we dont know exactly, wet markets are a problem, wet markets are a problem regardless or whether it came out of a elaborate or a wet market, that is a problem.
