Here is sunday morning futures, watch. Is the government going to be activist shareholder or wanting to tell the companies how to run businesses, larry . I dont think we will be activists but we are laying down some conditions as i think you know no stock buybacks, no executive compensation increases, things of that sort. Maria apparently, michael, the government will get warrants and get equity stakes in the airlines. Mike people forget the government made a lot of money in Bank Bailouts a decade ago. I was in Morgan Stanley at the time. I believe that Morgan Stanley paid back in months and i think once we weather the storm and get through it this is an opportunity for the taxpayer to make money, so i think thats the right way to go. I think its a situation where it will work for everybody and will work for the companies, itll work for the government and work for the taxpayer. Maria dagen, its just so different than anything that you would expect come out of Larry Kudlows mouth after years and years as free market economists and talking so much about independence and free markets that now the government is going to be a shareholder because Steven Mnuchin told us last week, they look at the airlines as National Security. Dagen they are and the airlines are a special case in all of this because theyve been bailed out once by the federal government, they were still reckless in their management. Delta, for example, went bankrupt shortly after that and then they were using billions of dollars collectively to buy back stock, the executives paid well. I believe delta paid 1 and a half billion dollars in bonuses to its employees. The airlines, for example, are in the business of managing risk and thats something that they didnt do. They were not planning, they were not managed for an event even of much smaller proportions than the global viral outbreak and to ask for, hey, we are giving you 25 billion in cash, another 25 billion in loans, we are taking we are taking some of your stock, its called a different type of stock buyback, isnt it . Maria i guess so as they are saying no stock buybacks with any of this money of their own. Michael, do you have any clarity whatsoever in terms of what the earnings picture looks like for 2020 or is that at the end of the day the issue for markets . Mike you know what, maria, i dont think its so much 2020, its the return of normalcy. Fourth quarter 2020 or is it second or Third Quarter of 2021. I think investors i think companies in some cases be able to use this to get away as a crutch for earnings. I think expectations for the Second Quarter will be so low that its almost not relevant. Its when are we going to get back to normalcy. Are we going to have a snapback economy and i say that based on government legislation thats coming out thats a distinct possibility. I dont know that that money will be enough for people struggling to pay bills and pay the rent but absolutely better than nothing and when you combine with unemployment benefits, the government has done something right here. Well, what i can say its not someone who told me who told me. These are the stories that scare me are coming from friends of mine in er doctors in new york where i train. I trained at elmhurst hospital in queens. I know some of those doctors. Theyve always seen everything and they are saying that this is very scary. Where im working still we see a lot of cases and more than i ever imagined. I think none of us really saw how real this was going to be and now when i go to work i see it every day. I see coronavirus every day all of the time in many of my patients. We here in boston are still in a situation where we can provide medical services that we want to do, but we are not immune to what is happening in places like new york and places like italy and that gives you reason for pause, maria, because people like me, er doctors, we have a thick skin and we are with it, we have the sort of right stuff for this kind of a situation but when my leagues and i get worried, thats something to really take stock of because we signed up for this and and the main thing if we dont have equipment to keep ourself safe we cant keep patients safe and thats where the numbers start to add up. Maria this is the issue around social distancing and orders that the government is hoping that they can flatten the curve where people are not all getting sick at once because i reported this last week that one individual said to me that we were hours away from no more beds, no more ventilators, so much so that hospitals, some hospitals in new york were unable to take heart attack victims and stroke victims because they were overrun by coronavirus. Is that what youre seeing in some corners of the country . Thats correct, something that we anticipate and we dont necessarily have the capacity. As you say other medical problems continue to go on. Your heart attack sun aware of coronavirus thats in the neighborhood or not and so we really have to go out of our way to make sure that our capacity is addressed. The centers for Disease Control and prevention just rolled out Surveillance System over the weekend which basically allows hospitals around the country to up load 13 pieces of information which officials can then use to say, okay, where do we have the number of cases in each hospital, how many beds and ventilators do we have and where and then that could help people move and know where the problem is. Uncertainty is the big problem because we dont even know where the fight is. Maria right. We know its everywhere but it could be and thats where the uncertainty is go ahead, scott, jump in. Scott this is scott martin in chicago. We appreciate your dedication to your craft. With respect to recovery, though, what is the, i guess, prospects of using antibodies serum from some recovered to get to recovery point as we wait for vaccine, is that reliable to be based on that track somewhat . Its a really great question and we are getting a lot of that. What i would say a couple of things. First of all, as an emergency person you always have to assume that things like that are not going to work and prepare for the other scenario, so we dont want to be caught in a situation where the predictions that we are hearing actually come true and we didnt act upon it because we were hoping for savior in the form of medication or plasma or this or that. We have to do the things that we know will flatten the curve and keep people like me able to go to work and save lives. When it comes to the studies we are seeing on the plasma its early and its very, very easy to hear stories of benefits, things that work and forget about the fact that these kinds of medicines whether its plasma or hydroxychloroquine, they alter the body. Im not trying to scare anybody. What im trying to say we need to study in large numbers to know if the safety benefit is there because you could help patients and hurt a few, you need to know the balance and thats what medical research is all about. Im very hopeful that we will get something, but im also maria what about the research go ahead, finish your thought. No, steadfast in the idea that its the height of medical responsibility to say we will give you something that we know helps you and wont hurt you and in order to do that we cant have a few cases thats here and there thats anecdotal. Thats good but thats a starting point. Very early starting point and we have been burned before. Drugs have been pulled for the market because we didnt know enough about the safety. We cant afford that now. Maria sure. What about the 3d machines. I love the innovation thats coming out of this in one part of this. George Washington University showed a 3d rendering of how coronavirus ravages the lungs. We want to look at this because the 3d pictures are incredible. Pictures from 59yearold male patient who contracted the virus and previously healthy except for history of high blood pressure, so the yellow areas are of note. They show infected and inflamed regions covering both lungs. Can you talk a little bit about what the disease does to the lungs . Well, this disease is is impressive and the fact that it kind of takes up shop in various parts of the lungs as you see. When i look at a cat scat which is not scan, which is not 3 dimensional, it looks to me just like the very nice fancy videos which is that the virus takes up residence in various parts of the lungs and its not it doesnt look pleasant and when you also map that out to how the patients look clinically very often it matches. So youll see someone that is struggling and you look at cat scan and it matches. We will see pictures in patients that dont have the level of symptom yet but many of them will develop that symptom which is a big problem. Maria what about this it can actually spread before you really realize how symptomatic you are. Maria and the new report, theres a new report that shows that patient who is are obese have a much greater chance of becoming critically ill of coronavirus and is there a difference men and women, is it affecting men more so than women, what are your thoughts on thought, obesity and male versus female . Yeah. These kinds of risk factors are definitely real, but i would say that they kind of the way i would sort of make analogy is to take what spice youre adding to main dish. Main dish is coronavirus and thats the big problem. Whether or not you add salt or pepper, a couple of Different Things in terms of little bit of the pie chart of who gets it and who doesnt. I wouldnt say man or woman obsessor not you will or will not get the virus. Thats the thing that i dont want people to conclude because, in fact, maria i see. Its a small difference and its real. The kind of obesity that we are talking is not people who cant get around and all that, obesity is defined as a body mass index of over 30 and if youre 6 feet tall, that counts and so thats the level that we are seeing as increase. This actually affects everybody in america because so many people are and its not like the kind of obesity that you might picture when they run the news reals on tv and all that. Maria so you say the Credit Companies are willing to work with card holders, how come the Credit Card Companies have gotten the memo of rock bottom Interest Rates. You talk rock robot rates except when it comes to Companies Like visa, master card and the rest that are charging 18 , 19 credit card rates . I think what the banks would say this is unsecured debt. They are not sure they are going get paid back. Unfortunately during Great Recession we saw credit card charge spike to 10 and a half percent. Even in the past couple of weeks we have seen issuers tightening their lending spenders and not sure if they will get paid back, this is why some of them are so nervous. Maria so all Credit Card Companies you say are willing to work with card holders . They are. Some of the best are apple card. Theyve stepped up and said they will waive the march payment for card holders who ask and theyre not going to charge interest and thats really important. On a casebycase basis it seems like American Express and capital one are offering the same thing, again, no payment and no interest. All banks are willing to waive a payment or rearrange due date but most of them do seem to be charging interest. So if you can definitely kick the can down the road without interest accruing. Make sure that credit score doesnt get hurt either. You can get put into some sort of forbearance, Disaster Relief that wont hurt credit. Maria i see. Here is scott martin. Scott yeah, how do you do that . You contact Credit Card Company telling them you have trouble but you have to go to credit agencies as well say i worked out deal with visa, master card and frankly the bank behind it and get those two to match up records so you dont get impact to your credit score . You do need to contact your credit card issuer. You do not need to contact the Credit Bureau themselves. The issuer will handle that. I would make that part of my ask, though, so if im asking for a waive payment or a lower Interest Rates or some sort of break, i would also just clarify that this wont hurt my credit. Usually some sort of Hardship Program, the same thing exists for our hurricane or tornado or natural disaster. Why wouldnt they simply just impose a blanket policy for a nation that is at war against this virus . I think the answer is that obviously the banks want you to make the payments and we dont know how long this is going to go on so ideally they want you to go current and they are willing to work with you in times of stress. The thing is we just dont know how long this is going to go on so whatever you can do, you can be practical here and i do think you also need to conserve some element of cash so use your stimulus check wisely. The president calls his previous easter target aspirational. Therefore, we will be extending our guidelines to april 30th to slow the spread. On tuesday, we will be finalizing these plans and providing a summary of our findings, supporting data, and strategies to the American People. How is the usda ensuring that the safety of farmers as they work overtime to supply food to much of the United States, really interested in getting your take on the food supply and any vulnerabilities right now. We have a very complex Food Supply Chain from those vendors that supply our farmers with the tools and inputs they need to grow the crops and then after that, it what to be harvested and processed and food safety inspectors are on the job as theyve always been and the processors and logistics, all the way to the consumer, its a complex supply chain. Fortunately its sound, its stable and i think the demand surge we saw a couple weeks ago, were seeing shelves replenished. I think that gives people a sense of calm when they go in the Grocery Stores and see the replenishment there. So things are working very well there from the farm to the fork. Maria so theres no evidence that you have seen that s any vulnerabilities to the coronavirus then . Very little. Only in spotty coverages there and thats very, very minor and when we hear about those, we correct that. So this whole system has been very stable. Its the best Food Supply Chain in the world and its demonstrated in the light of this pandemic. Maria so the government forced to step in multiple times over the last few years to support farmers who have been hit hard by the longstanding trade disputes or disagreements with china. Secretary, how do our farmser survive another devastating blow . We know what they just came out of on the heels of the expense of tariffs. Its very challenging, obviously, even with phase one and we see china beginning to buy thanks to President Trumps leadership and using the leverage of his office and we see good news coming out of there, even under the radar regulatory issues are being resolved. Nonetheless, its still tough on the farm, all the way through and farmers are under duress. We dont know exactly what the thankfully with this latest legislation thats help farmers. Well continue to evaluate that and make some recommendations to the president. Maria secretary mnuchin joined me last week and said the airlines are National Security and that was one reason that the u. S. Will take equity stakes in the airlines a as a result of te money being given for assist. Do you see the Food Companies as National Security . Well, i think food is National Security, certainly. And thats one of the things that we have to be proud of is Food Supply Chain and keeping people fed is vitally important. But i dont think we have any farmers or anyone in the Food Supply Chain that wishes to have an Equity Partner of the u. S. Government. Maria so how severely is the outbreak impacting the Food Supply Chain then . Again, it has some impact but the factor is, these people are coming to work where many people are telecommuting, those people are providing inputs, the farmers and ranchers who grow the food are there. Those who process that food are there. And theyre the real heros, just like your health professionals, maria, coming to work every day, getting the job done and filling those grocery shelves. Maria youre right. And i want to thank them very much. The usda took action to help feed those who need food during the kean covid19 pan pandemic. Tell us whats happening on the usdas part. Many people dont realize how integrated the usda is with the School Nutrition program. And with schools being closed, kids not able to get the breakfast or lunch they get at school, we had to issue waivers immediately in order to help people be served in different ways. Weve got interesting public, private partnerships that you may have heard about last week. One in texas that began there as an outreach of baylor universitys collaborative on hunger and poverty along with mcclain global and pepsico are packing a million meals a week and distributing them to rural kids that cant get into town. Secretary, before you go, you want to be similar pathetic and we are all very sympathetic to what has pan place here and how it originated in china. But why do we see so many things like this originate in china. The last time you were with me, we were talking about the swine flu and the fact you had 200 million sick or dead pigs in china and we were talking about the worry and the impact of that from disease to higher prices for pork. Why do we keep seeing diseases like this come out of china . Maria, thats an interesting question. I think we need to discover. You can go back to sars and even before that and really some of these wet markets and the transmission of disease thats transmitting from animals in some way to humans and becoming infective in this novel coronavirus, weve had coronaviruses in animals for a long time but when they transtot deal. Meanwhile, coronavirus fears impacting the broad market pretty severely. Futures this morning are mixed. We are looking at a nervous morning. We have all all the major indices turned positive, dow up 22, s p up 10 and nasdaq up 46. Jp morgans strategists say the markets have seen the low points for the recession, thats gripped economies across the world. Jp morgan calling the low in this market. Joining me right now is cfra chief investment strategist, sam stovall. Its great to see you this morning. We all want clarity in order to believe that this market has in fact seen the worst. Do you have any clarity in terms of what the 2020 earnings picture looks like . Well, its certainly getting clearer and clearer, maria. Right now, expectations are for an earnings recession because the first three quarters are projected to be negative according to s p capital iq consensus estimates, down 6 in the first quarter, 12 in the Second Quarter, and then 3 in the Third Quarter, off 4 for the full year. Maria oh, wow. So you are looking at this year as a recession then, youre talking about three consecutive quarters of contraction, down 6 in the first quarter, down 12 in the Second Quarter, down 3 in the Third Quarter. Do you think well see a big rebound in the fourth quarter, sam . Not a big one. Were expecting a 4 gain in earnings in the fourth quarter. Really, the rebound is expected to be seen by the economists. In the first quarter, gdp is expected to be off around 2 and then in the Second Quarter down more than 7 . But then seeing about an 8 andahalf percent jump in the Third Quarter. So i think the real question is who is right. Is it the ebbin economists or te analysts with the earnings forecasts. But expectations are that it should end up being a vshaped recovery, just as it shows a vshaped decline. Maria so youre saying youre seeing a decline, a contraction in earnings for the first, second and Third Quarters but the gdp actually the numbers are a little better. Dagen, jump in. Dagen in terms of what you were talking about, maria, this jp morgan saying that the market route is probably past the worst by now, sam, lets look at credit. Again, thats the most important thing to watch, other than equities. The spreads on Investment Grade bonds, they peaked at 618 basis points during the financial crisis. Were only at 373 basis points right now. That indicates that theres a lot more selling to go in Investment Grade credit here. Well, either theres a lot more selling to go or theres less fear in the credit markets than was seen in 2008. I think remember back then, you really did not have a bed that t was as responsive as the fed is today. You also had concerns about derivatives in 2008 that you dont have today. I would tend to say that you could either look at it with the glass half empty by saying its much further to go or half full by saying its not going to go that low because thats not where the fear is. Maria mitch, jump in. Yeah. And im going to sam, good morning. I want to stay on that credit topic because we had a guest earlier talking about credit cards, forbearance, we have a lot of retailers potentially not paying rent. So the credit market isnt just corporate credit, theres a ton of structured product out there where weve securetized loans. As those credit spreads start to widen because theres fears of default in that space, how does that ripple through all of the credit markets . Good morning, mitch. Obviously, those are concerns, thats probably one of the market did as poorly as it did during this for the s p 500. But also take a look at s p global, spgi, you can see that it has responded quite nicely, is down substantially less than the market as a whole. So i would tend to say that investors are voting with their pocketbooks by saying that the credit situation will probably not be as bad as many people are anticipating. Look more toward real estate and rentals and so forth as a guide for that sector. But in terms of credit, again, it seems as if investors are not as worried this time around. Maria all right. In new york, nearly 700 nypd employees have tested positive for the coronavirus. Three of those have died. The Police Department says the number could exceed 900 by today. This coming as yesterday nearly 14 of the nypd workforce, more than 5,000 employees called out sick. Over in new jersey, state Officials Say over 700 Police Officers have tested positive across that state. And then in detroit, more than a fifth of Police Officers are now in quarantine after potentially getting exposed to the virus during a Community Event earlier this month. At least 39 have tested positive there including the chief of police. Im back with dagen, mitch and scott this morning. Dagen, your reaction to this . These are the people obviously on the front lines and they are putting their lives at risk. Dagen Police Officers, members of fire departments, both professional and volunteer, your ems workers, emts, paramedics and all of the people working in hospitals throughout this country. I called a friend of mine who works in an emergency room here in new york city yesterday, just to thank him and to tell him to pass along my thanks to all the people with whom he works. I said this is your calling, this is why you are on planet earth and just wishing them the best but supplies are still a huge issue and were hearing that from medical companies. That the manufacturers of these medical supplies have come out and said that theyre not getting guidance from the federal government about where to send those very supplies. So lets hope something collectively comes together very quickly to make sure that those supplies are directed to the hospitals in areas where theyre most needed. Maria yeah. I know ive heard the same thing. Its been really hard to get the products to the people who actually need those products. So the supply lines need to be fixed. So i know that theyre working on that but, mitch, your thoughts on that . Yeah, the thing that alarms me is life continues to go on, unfortunately theres still fires, theres in fact perhaps more crime with the way people are being let out of prisons, and weve never been more vulnerable and thats the thing that sort of keeps me up at night, honestly. This is an abc news, Washington Post poll. That is well within the margin of error of course. While biden slightly leads in the polls, his supporters are not excited by his campaign with only 24 saying that they are, quote, very enthusiastic about his campaign. Good morning, maria. Maria you know, you see President Trump out every day with the task force, giving press conferences, giving us updates on the covid19 disease and its impact. Youre not seeing much of joe biden. Tell me what this is all doing to the election now just a few months away. Well, first of all, there seems to be a real disconnect between a lot of the commentary that were hearing about President Trump and his updates that he gives daily from the white house and what were seeing in the polls which is the polls for the president , his job Approval Ratings are going up. Now, you remember this is in a kind of a trump scale because in the real clear politics average of polls, until now the president s job Approval Rating had never been higher than 46. Now its more than 48, 49 in this new Washington Post poll. So it is actually going up at a time hes getting a lot of criticism. On the other side, joe biden has really struggled to project an image of leadership in this crisis. He did write an op ed way back in january, on january 27th, warning about coronavirus. He was quiet until he gave a speech on march 12th and then last week he started trying to do live updates from his basement that didnt really work very well. Meanwhile, meanwhile, another democrat, new York Governor Andrew Cuomo is out there on the front lines every day, giving updates. Hes actually in office and doing things to fight this disease and he is getting a lot of the attention on the democratic side. Maria hes getting a lot of attention which is why i think its going to be cuomo, trump come november. I dont know how you see it. But it certainly does look like at some point the democrats are going to look at joe biden and question whether or not hes going to sustain this until november. What do you think . Do you think it will be joe biden versus donald trump or andrew cuomo . I do. I think its going to be joe biden. Heres the thing. Weve already had 30 primaries and caucuses. More than 10 Million People have voted for joe biden. By the way, about seven andahalf Million People voted for bernie sanders. The fundamental principle underlying candidate Selection Process is the nominee should be selected by the voters and that would not happen if there were some sort of deal to make andrew cuomo the nominee. Remember, it takes 1991 delegates to win the democratic nomination. Joe biden already has 1215. Bernie sanders has 909. There arent enough left for another candidate to somehow break all the rules and come in. Maria thats a very important point that you make. Thanthank you for that. And remember, there have been people over the years who said, you know, if donald trump could just kind of round off some of the sharp edges just a little bit, he would be really fantastic. Is this legal to institute fines if youre not following guidelines . Im sorry to say that none of it is legal. The government can in times of crisis use a bully pulpit. It can coerce, it can threatened. It can intimidate but it cant punish unless a statute has been enacted by the legislator and it provides for punishment. As well intended as governor murphy in new jersey or de blasio in new york may be to try to prevent people from gathering together and passing this awful disease between and among them themselves, they are without the authority to make that criminal. Under the system, the governor and mayor cant write the laws. Only the city council of new york or the legislatures of the respective states can. Now, what will happen. People will get a ticket. A ticket. Not arresting but like a traffic ticket. They will probably pay it. But if when this crisis is over of they challenge it, theyre going to get that money back because the courts are going to find that the legislature didnt write laws early enough, in fact, they havent written them yet as i speak in order to justify the criminal sanctions. Can the police walk into a gathering in central park and say get out of here . Yes, they can. That is the right thing to do. But if you dont get out of there, they cannot arrest you legally. And they cannot fine you. Maria because its not a law. They keep talking about it as guidelines. I think that the most intellectually honest person in all of this is Governor Cuomo who recognize ad that what governor romundo was attempting to do in rhode island, stopping all cars with new york plates, that violates the guarantee by the constitution. Going doortodoor, she knows when he threatened to sue her for that, the courts would stop her from doing that. Governor cuomo also knows that he is effectively using his bully pulpit but he cant use the threat of jail time or fines because the legislature hasnt given them that tool. Maria dagen. Lets not lose sight of the fact that friday is jobs friday. I think the markets going to be hanging on all this week what happens with the jobs picture on the back half of this week. Maria yeah.
