A good number of them. Doctors and nurses are working nonstop to kill the sick. Citizens and churches are delivering meals to the needy, truckers are making the long haul, we been dealing with big stores and big chains, walmart has been fantastic in others. Theyve all been fantastic. Theyve made it easier for them to stock in terms of travel and travel restrictions, we are lifting restrictions so they can get their trucks on time. We see very few empty shelves and yet the amount of volume is unprecedented because people want to have what they have to have what they feel they have to have in their also buying and slightly smaller quantities which is good because were not going anywhere. We will be here. I want to thank all of those very Great Companies for working so well. Americans from every walk of life are coming together and thanks to the spirit of our people we will win this war. We are winning and were going to win this war. America will triumph and america will rise higher than ever before. We will be stronger than ever before and weve learned a lot. Weve learned a lot about relying on other countries and i can say that both in a very good and a very bad way. Some good things came out of it and some not so good things came out of it. Id like to move to invite our team to provide information on the new measures to prevent viral spread at our border and i will start by asking secretary of state to speak. Hes doing a fantastic job and been working very long and very hard and hes doing the other more normal job that a great secretary of state, but he got tied into this like everybody else and hes been doing a fantastic job. Please mike. Thank you, mr. President. Before i address the efforts that weve been engaged into pushback, i want to assure the American People that is President Trump just said your state department, your entire National Security team is staying focused on the other diplomatic challenges around the world. Those include risk. [inaudible] they remain a priority for our team. Our number one priority across those mission sets remains protection of the American People. The president , the team are very focused on it. I take this moment to thank my team whos working long hours all around the world take care of americans who are stuck at places around the world. The state department is doing great work. I want to give a shout out to all the state Department Team in washington around the world working overtime to help us push back against this pandemic. Under the present leadership this week weve taken two important steps. First, as President Trump announced wednesday the United States and canada jointly agreed to restrict all nonessential traffic across our border. That decision goes into effect tonight at midnight. The restriction will be reviewed after 30 days and it excludes traffic and Movement Across the border for work or other essential reasons. Word great to have such a friend to the north as committed to fighting this as we are. Weve restricted nonessential travel across our border. Both in country no importance to Work Together and limit the spread of the virus so our economy continues to stay floating. We are working sidebyside within the fight. Secretary wolf will talk a little bit more about the details of how we are working alongside our partner in mexico to keep our southern border safe and secure. On another note the state department issued a level four travel advisory. That means all International Travel should be avoided. In countries who are commercial departure options remain available, u. S. Citizens who reside in the United States should arrange for immediate return unless they are prepared to remain abroad for an extended time. If you choose to travel internationally your travel plans may be severely disrupted. I want to talk about disinformation. [inaudible] if youre seeing information this information about lockdowns taking place, every american and people all around the world should ensure where they turn for for information is a reliable source and not a bad actor trying to create information they know is wrong. We are showing once again the Global Leadership that america has always delivered. Its been great to see countries rally behind what we are doing. We will take questions right after the spread. Let me start off by thanking the president and Vice President for their continued leadership for protecting the American People during this crisis. Early on the president took unprecedented action to restrict travel from areas affected by the coronavirus. Dhs has screened over 200 individuals coming back from affected countries. This has been an tremendous undertaking but one that the men and women of dhs has successfully accomplished. Todays announcement is yet another example of the extraordinary steps the administration is taking to ensure the safety of the American Public. Let me address the progress as secretary pompeo and others have made with our canadian and mexican partners regarding crossborder travel. As we evaluate measures that prevent risk and further spread it only makes sense that we have looked at the measures to our north and south that are undertaking. We been working closely with those partner since the earliest days and weve reached an agreement with canada and mexico to limit non essential travel across our land borders. Neither of these agreements with canada or mexico apply to lawful trade or commerce. Essential activities will not be impacted. We will continue to maintain a strong and secure economic supply chain across our borders. A few examples of essential travel include but are not limited to individuals traveling for medical purposes to attend educational institutions, emergency response, and individuals involved in lawful crossborder trade. As they said with both canada and mexico these will go in effect saturday march 21. Furthermore we are also working collaboratively with canada and mexico to take joint action regarding individuals seeking entry between our ports of entry. They direct department to suspend all individuals seeking to enter the u. S. Without proper travel documentation the director has determined the spread of the coronavirus and the department Border Patrol stations presents a serious danger to migrants, our frontline agents and officers and the American People. They currently apprehend foreign nationals from over 120 countries around the world. The vast majority having coronavirus cases. Many of these individuals arrived with little or no identification making Public Health risk all but impossible. Its also important to note that the outbreak on our southern border would likely increase the strain on Health Systems and are border communities taking away important and lifesaving resources from american citizens. Tonight at midnight we will execute the cdc order by immediately returning individuals without documentation to canada, mexico and other countries without delay. Cbp is going to execute these measures as we continue to keep our border secure and safe. Before i conclude let me wrap up by thanking the brave men and women of dhs, specifically cbp for that work across the government that they do inandout. We have a number of frontline officers that have tested positive as well as others who are self quarantine. I am doing everything i can to protect these patriots as they defend our homeland. Thank you. Todays announcement is the latest in a long line of bold Decisive Action the president has taken to protect americans from the coronavirus spreading across our borders. In january within two weeks of chinas notifying who of the virus and with only 45 cases in china we began screening travelers from wuhan. Over time as the outbreak involved, the present restricted travel from china, iran, and europe. Our Health Experts say these measures have been truly effective as slowing the virus spread to our shore. Just think about this, italy and the United States both saw their first travel related case of coronavirus around the exact same time the last week of january. And yet we have had precious time to continue our work around vaccines, therapeutics and other preparations while italy has tragically been overwhelmed with critical patients for several weeks. The president today is taking action to slow the spread of Infectious Disease via our border. Under section 306 e2 of the Public Health service act, the cdc is suspending the entry of certain persons into the United States. Because of the Public Health threat their entry into the United States represents. This order applies to persons coming from mexico and canada who are seeking to enter the country illegally and who would normally be held in a congregant setting like a customs and Border Protection station. It does not apply to u. S. Citizens or lawful permanent residence. During this pandemic a number of Health Challenges arise when Illegal Immigrants arrive at our northern and southern borders and are taken into immigration custody. We are talking about significant numbers of Illegal Immigrants. From this past october through february, dhs has processed more than 21000 inadmissible aliens at the border and more than 51000 aliens at the southern border. Facilities were never designed to hold large numbers of people and to protect agents and migrants from infection during a pandemic. Nor to treat them for a novel virus if large numbers are infected. When held at border facilities these migrants were spreading the virus to other migrants, agents in healthcare workers and even the United States population as a whole. In such, these circumstances, the social distancing measures recommended are simply not possible. On top of that, any resources we are using to reduce the risk of infection among agents, healthcare workers and migrants in these facilities are drawing on American Healthcare system that is already fighting the coronavirus pandemic. Thats why the president and his administration are taking these important steps to keep americans and our immigration systems safe as part of our whole of government approach to combating the coronavirus. Thank you, mr. President. For the work that youve been doing throughout this crisis to slow the spread of the virus and to keep our country safe. Thank you very much. Thank you. We continue to review the data very carefully from around the globe as i know many of you are. We continue to see signs that again individuals under 20, 19 and under may have severe disease, but majority of all have recovered to date. We still see that same trend and frankly, from italy we are seeing another concerning trend that the mortality seems to be twice in every age group. This should alert all of us to continue our vigilance to protect our americans that are nursing homes. This requires all of the community, when you see the sacrifices that Many Americans have made, the sacrifices that the Service Industry has made to close the restaurants, close their bars and you really understand how all americans must make the same sacrifice. We ask you to follow the president ial guidelines have no groups coming together. If anyone in the household is sick, everyone quarantines in the household together and we continue to focus on those who have the most vulnerability to this illness. Despite her. Those with other immune deficiencies or medical conditions, we dont know the level of risk. I know you will also protect them in the same way. There are not enough numbers at this time to really tell them if they are at additional risk or not in the same way adults are. I dont have any new data. I can see the look on your face, is she saying anything new i dont have anything new but its important to be as honest as we can. No one is immune. I hear some people saying im immune to the virus. We dont know the contagion levels are different in age groups but we know its highly contagious to everyone. Do not interpret this as lack of contagion or that your immune. You just have happen to have in a better immune system and to fight the virus in a way that maybe older people or others with existing conditions camp. Thats why its important at this moment to carry this message about the sacrifices that many have made, particularly our Service Providers and frontline workers. They are making that sacrifice every day so americans can move through this well. We need every american following the president ial guidelines. Thank you. I want to underscore couple things ive said a couple times to this group. You may be recall a week ago i said the two pillars, the two elements of our capability to contain the infection and the surge of infections in this country rely on two things, keeping infections from coming from without in. We been very successful in doing that with china and with europe. Now we have the northern and southern border issues. There is a fundamental Public Health reason for doing that. We cannot be preventing people from coming in from one area when they can actually go into the other. Thats an important reason. Understand theres a reason for doing that. The second thing, i think its really important is what happened in new york today with Governor Cuomo mentioned strong issues that have been addressed with orders. We have a group of recommendations and guidelines that are applicable to the entire country. You know them, we been over them. There are places, regions, states, cities in this country that are being stressed much, much more than the country as a whole. Clearly one of them was washington. Another was california. Governor newsom made some very important difficult decisions. Today Governor Cuomo did the same thing. I want to say i strongly support what he is doing. One thing, as a new yorker myself for those of you who havent figured out for my accent, im from new york, as a new yorker i know what new yorkers can do. We are tough. I was in new york city on september 11, 2001. I know what new yorkers can do so please cooperate with your governor, cooperate with your mare, its very important. Thank you. Thank you, mr. President. The White House Coronavirus task force met this morning. We continue with the president s direction to bring the full resources, not just of the federal government but in full partnership with our state governments, businesses around america in a partnership with the American People to respond to the threat of the coronavirus. I know i can speak on behalf of the president with confidence when i say how inspired we are by the way the American People and american businesses are coming together to help defeat this virus in our country. Millions of americans are putting into practice presents 15 day guideline. We encourage everyone later today will be talking with manufacturers around the country and the president and i continue to be inspired by the way the industry is stepping forward. We have businesses around the country that are volunteering to retro retrofit plans now. Oh. [inaudible] we met with all the governors from the fema National Response coronation center. The president and i and our entire team couldnt be more grateful. We are grateful for the efforts of all our governors in implementing the guidance that is being issued not only from our task force but also in taking strong measures in their own communities to protect their citizens. We want to urge every american to heed your local authorities. Listen to their guidance. Do your part to slow the spread. We reiterated to all of the governors that the president by putting fema in the lead will continue to implement a plan that is locally executed, state managed, and federally supported that puts the health of america first. We have received a report today as the president mentioned on our legislative team on capitol hill, we are working with republicans and democrats at this very hour to pass an economic recovery package that the president described. We hope to see the congress act on that early next week. On the subject of supplies, we continue to make steady progress. On testing, thanks to the president s involvement of commercial labs, the public and private partnership, more and more americans are being tested everything will day. Tomorrow, fema will update the American Public on the status of testing and our support of state based testing efforts that are literally expanding by the hour. On the subject of medical supplies, we continue at the president s direction to pursue every means to expand the supply of personal protective equipment for the extraordinary and courageous healthcare workers that are ministering to the needs of people impacted by the coronavirus. We have a policy apart curing, allocating and conserving the resources that we have in our system. Now that the president worked with the congress to make industrial masks fully available for hospitals to be able to purchase and use as protective equipment, we are more encouraged than ever about the availability of those important masks to our healthcare facilities. Over the weekend we will be announcing a major procurement from the federal government in those masks as well. We are also encouraged we are finding new alternatives to increase the supply of ventilators. We mentioned we have a federal stockpile, some. [inaudible] but that doesnt count the tens of thousands of ventilators in our Healthcare System around the country. They have challenged us to free up other ventilators from other sources around the country and there are two different ways we are doing that. Number one in our recent discussion with anesthesiologis anesthesiologist, we literally identified tens of thousands of existing ventilators that can be retrofitted and converted to be ventilators for people struggling with the coronavirus, but also on the president s behalf and behalf of all our task force, we want to continue to urge every american and every American Hospital and healthcare facility to postpone any elective medical procedures. This will free up bed space, free up hospital capacity, for those who are struggling with the coronavirus and free up equipment that are healthcare workers need. It is inspiring that we continue to receive reports that businesses around america are donating and 95 masks to their local hospitals, businesses large and small are donating hundreds, in some cases millions of and 95 masks. I know how grateful the president is and we all are. Im a close by saying, as all of our experts have said many times, the threat of serious illness to the average american from the coronavirus remains low. Every american can do your part to reduce the burden on your health, your family, the burden on our Healthcare System kim and especially the threat to the most vulnerable among us by putting into practice the president s 15 day to slow the spread. As the president set up the outset of his remarks he knows billions of americans are doing that just now in the greatness of the american character is shining forth. Thank you mike. You had a call with senator schumer he said you agreed to invoke the defense protection act to make those medical supplies, two questions is that what youre doing now. It is. I did it yesterday. We invoked it the day before. We signed it in the evening of the day before. But we invoked it yesterday. We have a lot of people working very hard to do ventilators and various other things. Youre using it now to get ventilators and respirators. Certainly, for things we need including some of the very important emergency, i would say ventilators, probably more masks to a large extent. We have millions of masks coming which will be distributed to the states. The states are having a hard time getting them so were using the act of the act is very good for things like this. We have millions of masks that weve ordered. They will be here soon. Were having them shipped directly to states. You said you would only, you are signing this but not invoking it. This is what you said yesterday and youd only do so in a worstcase scenario. Are we now at that worstcase scenario. No, its no different other than we need certain equipment that the states are unable to get by themselves. We are invoking it to use the powers of the federal government to help the states get things they need like the masks, like ventilators. Is there any more consideration to a National Lockdown to keep people in their homes. I dont think so. Essentially youve done that in california and new york, those are hotbeds, probably the two hottest of them all in terms of hotspots. I dont think so because you go out to the midwest camino out to other locations and there watching it on television but they dont have that same problem by any means. New york, california, miami, the governors are doing an excellent job. We have some pretty hotspots in florida to come about, and the state of washington of course, but that was largely if you look at it, it was one. That had problems like you wouldnt believe. Were working with the governors and i dont think will ever find that necessary. According to the 15 day guidelines are you happy with the progress. I am happy, we have to see what the results are at the end of 14 days. We will know by the 15th day to see what we do. I am certainly honored by the way the American People are working because its working. Its worth not to work. This is the first time this has ever happened. We are working out a tremendous financial package for them so they dont work. Whoever heard of this. Usually work out a financial package to get people working. We are asking people not to work. Social distancing, that new term thats become probably the hottest term there is. Im very honored by the way the American People are taking this. Its so serious. The question for doctor faucher, theres been some concern among democrats on capital hill thought that fiscal stimulus is too much in favor of corporations and not individuals. Based on your conversation with senator schumer, what did that yield. All of that is being discussed right now. We talked about buyback stocks, i dont want to have stock buybacks. I dont want people spending, i dont want executive saying were to buy 200 shares of stock. I want that money to be for the workers and for the company to keep the company going, but not for buybacks. I havent spoken to a lot of the republicans or democrats on it. We discussed it and i dont like buybacks. I didnt like him the first time. [inaudible] we are discussing many things. Are you on the same page with chuck schumer. Were not very far away. To doctor fauci, you are explained yesterday there has been some promise with hydroxy chloroquine for those infected with the virus. Is there any evidence to suggest that as with malaria it might be used as a prophylaxis. The answer is no and the evidence youre talking about is anecdotal evidence. So as the commissioner of the fda and the president mentioned yesterday we are trying to strike a balance between making something with the potential of an effect to the American People available at the same time that we do it under a protocol that would give us information to identify if its truly safe but that information is anecdotal. It was not done in a Clinical Trial so you cant make a definitive statement about it. Without seeing too much, im probably more of a fan of that then maybe anybody but im a big fan. We will see what happens. We all understand what the doctor said as 100 correct but ive seen things that are, we will see. We will know real soon, including safety, but when you get that safety, that spence prescribed for many years for people to combat malaria. Its very effective, its a strong drug. Was that a correct statement question market was fairly effective on sars. John youve gotta be careful when you say, weve never done it in a Clinical Trial. It was given to individuals who felt maybe a works. Is there anything to compare it to. When you do Clinical Trial you do standard of care plus standard of care against the agent youre evaluating. Thats why we showed back in ebola why particular interventions worked. About the possible therapies, yesterday mr. President you said they were for immediate delivery. Yes we are ordering, we have millions of units ordered. Bear is one of the company, a big company, a great company, millions of units are ordered and we will see what happens. We will be talking to the governors about it and the fda is working on it right now. The advantage is that it has been prescribed for a totally different problem, but it has been prescribed for many years and Everybody Knows the levels , the negatives and the positives. I will say i am a man that comes from a very positive school when it comes to in particular one of these drugs. We will see how it works out. Im not saying it will, but i think people may be surprised. That will be a game changer. Were going to know very soon but we have ordered millions of units. There is another couple of companies also that do it. There is no magic drug for coronavirus right now which you would agree. I think we only disagree a little bit. Maybe and maybe not. Maybe there is, maybe there isnt. We have to see. Is it possible your impulse to put a positive spin on things may be given americans a false sense. I dont think so. Its a not yet approved drug. It may work and it may not work. I agree with the doctor when he said it may work or it may not work. I feel good about it. Its just a feeling, im a smart guy, i feel good about it. We will see soon enough. We have some very big samples of people when you look at the people there a lot of people in big trouble and this is not a drug that obviously, i think i can speak fo from a lot of experience because its been out there for over 20 years so its not a drug that you have a huge amount of danger with. Its not like a brandnew drug thats just been created that may have an unbelievable monumental effect like kill you, we are going to know very soon soon. The fda is working very hard to get it out. Right now, in terms of malaria, if you want you can have a prescription. You get a prescription. And by the way, its very effective and works. I have a feeling. I think we should give it a try you know the expression what the hell do you have to lose. There are 14006, millions who are scared, 200 dead. What to use say to those who are scared. I say youre a terrible reporter. Thats all i say i think thats a very nasty question and i think its a very bad signal that youre putting out to the American People. The American People are looking for answers and hope. You are doing sensationalism and the same with nbc and comcast. I dont call it comcast, i call it comcast. Lets just say thats really bad reporting. You want to get back to reporting instead of sensationalism. Lets see if it works. It might and it might not. I happen to feel good about it emma but who knows. Ive been right a lot. Lets see what happens. John. The units that were ordered, are they for Clinical Trials or distribution in general. We are going to come as i understand it we are going to take samples and Governor Cuomo is very much interested in this drug and they are going to work on it also after they get certain approval. We are waiting for one final approval from the fda. We will see what happens but we will use it on people that are not doing great, or even at the beginning. When we have to you lose. Its been out there for so long. Let maybe it works, maybe it doesnt. That would be modified compassion access. I guess thats what its called. I would like doctor fauci to follow up on what the president is saying. Should americans have hope in this drug right now . I would like to follow up on peters question, could you please issue address americans in this country who are scared right now. This is a very valid concern that people have. There really isnt that much of a difference. The president feels optimistic about something, his feeling about it. What im saying is it might be effective. As a scientist, as were getting it out there, we need to do it in a way as well we are making it available for people who might be, who hope it might work, youre also collecting data that will ultimately show that it is truly effective and safe under the conditions of covid19. It really isnt different, just the question of how one feels about it. Is it any reason its not safe. Any drug has toxicity but the decades of experience with this drug indicates that the toxicities are rare and reversible in many effects. What we dont know is when you put it in context of another disease whether it safe. Fundamentally i think it probably is going to be safe, but i like to prove things first. So really the question is not a lot of difference. Its the hope that it will work versus proving that it will work so i dont see a big difference is here. I agree. Those working at home with their children in their homes, doctors who dont have the masks to do their job, your message to them. My message to the American People is that there is a very low incidence of death. You understand that. We are going to come through this stronger than ever before. If you get it, if you happen to get it its highly unlikely, its looking like its getting to a number thats much smaller than people originally thought in terms of the ultimate problem which would be death. My message to the American People is number one youve done an incredible job. What youve gone through is incredible. Its not your fault. It wasnt the fault of the hundred 40 other countries where this is happened, and there is tremendous hope. I think we will come out stronger, better, bigger in every way. I think we will be up better country than we were before. We learned a lot. We learned on reliance, who not to rely on. Our country has been incredible. The way they pulled together including the fact that we just spoke to senator schumer. We had a wonderful conversation. We want to get to a good solution. , watching people who werent speaking or getting along well we all have one common name and thats to get rid of this invisible enemy and go back to the economy and maybe even better many are concerned. A big focus including my conversation with chuck, big focus was Small Businesses because they are really the engine behind our country. More so than the big ones. Are you concerned of members of congress who may have information to sell stock. I sought names, i know all of them, i know everyone mentioned Diane Feinstein and a couple others. I dont know too much about what its about. The whole group would include richard the head of the Intelligence Committee and senator kelly locklear. The question is whether they should be investigated for that behavior. It also includes Diane Feinstein. You didnt mention her name. Why didnt you mention her name. I think shes a very honorable person by the way. Its interesting you mention two people but you dont mention one that happens to be a democrat. Any senators. I dont know. Id have to look at it possibly but i find them to be honorable people. The other day you compared yourself to wartime president right now leading the country through this pandemic that were expensing. You really think going off on peter, going off on a network is appropriate when the countries going through the. I do because i think peter, i dealt with peter for a long time and i think peter is not a good journalist when it comes to fairness. What about your message to the country. I think its a good message because the country has to understand that there is indeed, whether we like it or not, there is a lot of great news in journalism and a lot of fake news and journalism and i hear it all and understand it all because im in the midst of it. When someone writes a story or does a story on television and i know its false, i know its fake and when they say they have 15 sources that said, and i know theres no sources. Theyre just making it up. I know that. I call peter out but i call other people out to. This is the time to come together. But coming together is much harder when we have dishonest journalist. Its a very important profession that youre in. Its profession that i think is incredible. I cherish it, but when people are dishonest, they truly do hurt our country. China has been sharing information with the u. S. And the who and then you closed travel. [inaudible] this all happened almost two months ago. Why did you say if you couldve known earlier, and also you have been calling. [inaudible] i can speak for your mic myself but i have a very Good Relationship with china and the president. I have Great Respect for him, i consider him to be a friend of mine. Its on parchment that this got out of control. It came from china and got out of control. Some people are upset. He loves china, he rippe respects the United States and i respect china very much and i respect him very much. [inaudible] i never liked stock buyback from that standpoint. Will we did a big tax cut and they took the money and did buybacks, thats not building a hanger or buying aircraft, thats not doing the kind of thing i want them to do. Were now talking about buybacks, we didnt think we had to restrict it because we thought they wouldve known better. But they didnt know better. Not in some cases, some did incredible job and built plants all over the country. Until this invisible enemy appeared, we were, we never had an economy like this but there were some companies that use that money to buy back stock, driving up the price of the stock artificially in many cases. I dont like that. As far as we will allow them when we give them money because we have to keep these Great Companies because of the workers. The workers are my number one concern. The way we take care of them is to keep the companies going. I am fine with restricting buybacks. In fact i would demand that there be no stock buyback. I dont want them taking hundreds of millions of dollars and buying back their stock because that does nothing. And secretary pam pao is very busy so if you have any question for him could you do that because what id like to do is id like for him to go back to the state department or deep state department as they call it, i would like to have him go back and do his job. [inaudible] , the restrictions on work travel, can you define that, can you define the measures youre taking. We are working, were concerned about those who need to get across and will do everything we can to make that part of our life working between the two countries. Dhs and the two countries will Work Together. We want commerce between the United States, canada and mexico to stay alive and working so the economy can bounce back. The Mexican Government has not announced any travel ban on europe. They are telling us that they will not take back any non mexican citizen, any other third party will have to, we dont know what will happen. Can you address what will happen to those third country in immigrants that cannot enter the u. S. And mexico is saying they wont be allowed to stay in mexico either. With respect to travel into mexico, i spoke with the Prime Minister about this. Im very confident we will get to a good place to protect the mexican people and the American People and those who might be traveling into places where weve got designations so that theyre not coming into mexico and then coming into the United States. Im very confident will do that and will make that announcement shortly together. As we implement the cdc order, we will take a number of individuals across the border illegally and repatriate them or remove them back to mexico or back to the northern triangle or any other country. We will do that in a rapid fashion. We will work with mexico to make sure that mexican nationals come back. What would you do with those countries like guatemala that are not. We will be sending them back, 122 different nations that we see nationalities that come across that border will. We will be sending them back to their countries but also working with mexico to send the additional populations back there as well. Before you said the non mexicans going to mexico, were not sending them to mexico, were sending them back home. Why would mexico take people who arent from mexico. We are sending them back in the case of guatemala, honduras, el salvador, a lot of other countries they go back to the country from where they came. Secretary pompeo, on the issue of disinformation is there any particular locus for this information. We have seen it come from places like china and russia and iran with our core native efforts to disparage what america is doing. Were trying to do all the things President Trump has set into motion. What are you doing. Lots of work. We want to make sure americans go to trusted sources for information but weve made clear weve spoken to these countries directly that they need to knock it off that we dont approve of it and there are handful of other things we are engaged in to make sure the right information is out there and Accurate Information is given. This idea of transparency and Accurate Information is very important. Its how we protect American People from Something Like this ever happening again. Does this undermine you at all when the president stands up here and calls us untrustworthy. Next question. What happens to americans find themselves stranded in places where they are not able to get back to the United States. We are doing lots of things, peru and morocco i think we had the first two or three flights out of morocco, we will work to get people back. We are urging individuals when they can get back on their own, they traveled on their own, when they cant get back they ought to try to do that but we have a team set up at the repatriation tax force that is working each of these instances. Weve heard from individuals and members of congress trying to get americans back from these places where air travel has been disrupted. We will get that done successfully over time. Is there any sense of how big that problem is. We dont know the full scale of it yet but we think we have the largest number identified and we are working, those who are watching that are someplace and you can go on the state Department Website and login and go step and login and we will track you and try to get everybody back. How long are these border restrictions likely to last on the south and north border. As long as we need to to protect the American People. I couldnt tell you how long. Have you determine whether iran is responsible for that rocket attack last week. Let me just get back to you on the answer to that. What we can say with certainty is weve made clear all along that the iraqi shiite militias are trained and equipped by the irradiance and we urge the iranians not to do that weve told them they will be held responsible for those attacks when they threaten american lives. What about the peace corps volunteers in 60 plus countries. Are they all back. I dont know if theyre back yet. I know some of them are back but i dont know if they are all back. The troops in iraq and afghanistan, are you able to give a status on that if theyre able to get back. We dont know the status on that. We have state that officials working on that, weve had significant excess on that today. There are a few places we have not been able to get them but we will get them there. How exactly will you get those americans back and do you have plan to get the military involved in that. We will use all the tools we can. These first efforts are combined commercial private flights that will fly in and bring them back to a destination here in the United States. We will do that. There are some that will travel back other ways as well. We have worked with the department of fence to say if theres Space Available we can bring them back on that flight as well. Its a full government effort to get them back. They will help us every place they can. Is there consideration. [inaudible] the whole world should know that humanitarian assistance into iran is wide open, not sanctioned. We offered to provide assistanc assistance. We are doing everything we can to facilitate what the humanitarian assistance is moving for in. There is no sanction on medicines going to iran, no sanctions on humanitarian assistance. They have a terrible problem and we want that humanitarian medical healthcare assistance to get to the people of iran. [inaudible] we are working to do all the things weve had in place for the first three years to deliver security for the american peopl people. They know the answer, iran, the leaders. They know the answer. People are working very hard around the world to combat this pandemic. Ive been working with the president for three years. I know how much he values the people on my team. I know he watches our team, all the teams working to push back against this virus to keep america safe. I know how much he values them. What a good answer. [inaudible] two questions. First for secretary pompeo. Theyve picked up some sid some sort of virus in china, in wuhan as early as diff december. When did they know this was happening and when did the whole government approach start to happen. I will light the cdc answer that. Wwe were alerted by some conversations on january 3. Its since been known there may have been cases in december not that we were alerted in decembe december. There has been some discussion about china and what they knew and when they knew it. Ive been very critical. We need to know immediately. The world is entitled to know. The Chinese Government was the first to know if this risk to the world. That puts a special obligation to make sure that data gets try scientists and professionals. This is not about retribution. This matters Going Forward. We are in a live exercise here to get this right. We need to make sure that even today the data sets that are available to every country, including data sets available to the Chinese Communist party are available to the full world. Its imperative to keep people safe. We talked about the absence of data sets and not making judgments about what to do, this transparency, this realtime information sharing isnt about political gains or retribution. Its about keeping people safe. When you see a delaying information flowing from the Chinese Communist party to the people we wanted to get into china immediately to assist in this, every moment of delay connected to being able to identify this risk factor creates risk, to people all around the world. Its not about blaming someone for this, its about moving forward to make sure we have the information to do our job. Mr. Secretary, what message do you have to other countries when you have the president of the United States lashing out at reporters. I have my frustration with reporters two. All i ask is that you listen to what we say and reported accurately. Its frustrating. Its enormously frustrating. We have responsibility to tally American People the truth. Those reporting on what were doing and saying have an equal responsibility to report accurately. [inaudible] ive seen many things be reported wildly inaccurately on many occasions and i have spoken to those reporters each and every time and i will continue to do so. Is everyone finished . The secretary finished. Mr. Secretary, they suggested you and the Administration May be overreacting. If we dont shut down our economy because tens of thousands of people die on the highway, or because tens of thousands of people die from the common flu, at worst 3. 4 of americans will die from this the entire world is agreeing with us because they all have their choice of everybodys doing the exact same thing. We want to shut it out and we can do that and well see what happens in two weeks and three weeks, but if we can save thousands of lives, and even millions of lives potentially, you dont know where it goes, but you could be talking about millions of lives, so if you look at the world, i mean, you have some very smart people in the world, you have some smart leaders in the world and everybodys doing it the way were doing it. I think were doing a better job than hopefully most, if not all. Were doing a very effective job. But well know better in 14 or 15 days. But you know, youre talking about hundreds of thousands and maybe more than that numbers of people, and you know, we can bring our finances back very quickly. We cant bring the people back. Reporter to follow up on that, there are millions of people out there that share that view that say i dont really need to shut things down, i dont really need to stay away from stores, i can go to the beach, and those people making multiple actions exponentially is the difference between life i agree with that but i think i would like to have anthony answer that, because to be honest, thats what he does and we had a lot of very talented people telling us what they think we should do. Thank you, mr. President. First of all, i think thats a false equivalency to compare traffic accidents. Thats totally way out. When you have something that is new and its emerging and you really cant predict totally the impact its going to have, and you take a look at whats gone on in china and you see whats going on right now, right now, in italy and whats happening in new york city, i dont think with any moral conscience you can say why dont we let it rip and happen and let x percent of the people die. Two things. In new york cases where doubling every day, they fear supplies are going to run out in a matter of weeks. Yesterday, mayor bill de blasio called to mobilize the military to deliver urgent supplies. Yesterday he said quote, the fate of new york city rests in the hands of one man, he is a new yorker and right now he is betraying the city he comes from. I have personally spoken to Emergency Department nurses who say they are being told not to wear n95 masks because supplies are so low. How do you respond to those remarks by mayor de blasio . [ speaking simultaneously ] i deal with the governor and the governor agrees with me and i agree with him. So far we have been very much in sync. I guess theyre not agreeing with each other necessarily but the relationship with new york, i love new york, i grew up in new york as you probably have heard and the relationships been very good and i think government and the governor have been getting along incredibly well with the federal government. Okay. Reporter question for secretary wolf, if i could. Just on illegal entries of people who are otm, how will the turnback process work . Will they be taken to a common area, then put on a plane and sent back . How would that process work . Again, its a Public Health crisis so what we are trying to do is limit the amount of contact that we have with these individuals, not putting them in Border Patrol facilities, i. C. E. Detention facilities and the like. Its going to be very rapid. We are obviously going to take them into custody, then send them back to a port of entry or other means. It will be very quickly, it wont be the six or seven or ten days we currently have. It will be much more rapid. Reporter will they be taken to thats correct. Thats correct. Anybody . Reporter mr. President . [ inaudible ]. Well, i believe in a lot of things. I want to get workers money. Whichever way the best way to get it and i want to keep the businesses open, too, because without the businesses, theyre not going to be getting money for very long. But were going we will do something later, im sure. Reporter wall street analysts are predicting unemployment numbers could skyrocket next week, some analysts say by as many as three Million People applying for unemployment which would be a historic number. Is a 1,000 check going to cut it . Were not talking about a 1,000 check. We are talking about much more than that. We are also talking about doing phases if this doesnt work, we will keep doing it until we get it going and frankly, once we get the economy back, once this enemy is defeated, the invisible enemy as i call it is defeated, we get the economy back, its going to all come back to us very quickly. It comes back we have a tremendous economy. We do numbers like no other country has ever done before, number one in the world, if you go back two weeks and still obviously, but if you go back two weeks, number one in the world by far. That money comes back to us very rapidly. We want to keep we want to have it so that when, not if, but when we win the war with the invisible enemy, when we win it, these companies can immediately start. Not that they have to start rebuilding, which takes a long time. Reporter what projections for job losses in march and april are you hearing . We are looking at different numbers. We have a best case and not best case, but the big thing is to defeat the virus. Once that virus is defeated, steve, i think Everything Else falls in place very rapidly. I think youre going to have a tremendous upswing. A lot of people agree with me. A lot of if you look at your stock market geniuses, some of whom are not geniuses but they think they are, a lot of people think that im right about that. Once we defeat the virus, i think you are going to have a very steep like a rocket ship, its going to go up and everything will be back. I really believe were going to be stronger than ever before. Ye yeah, go ahead. Reporter you told governors to try to find whatever supplies they can on their own. Some of them are now saying when they go to try to buy them they are being outbid by the federal government. You heard my News Conference yesterday. Yesterdays news. That does happen because they want to buy supplies, we want to buy as a backup to them and sometimes that will happen. Regardless of who gets them when they need them, we are getting them to them. Now, we are doing the production act, we are doing it very much and we have a lot of things cooking right now at a high level. Remember this. Nothing like this has ever happened before. Over 140 countries. And you have supply chains that are broken down for two reasons, because they cant supply that much and because people are sick. They cant be on the chain. See, you have a lot of interesting things all over the world. You have supply chains that broke down because of illness and also because of the fact, the quantity. But were getting it ordered, were getting it done and if you just look, some of you were at the call yesterday where i spoke with the governors, almost all of the governors, and every one of them was very impressed with what weve done. Reporter not to disclose unemployment numbers. Do you agree with that . I would have to talk to him. Reporter i just want to be clear, are you saying the administration is requiring these industries to create these products, or just asking . So far we havent had to. Its an amazing thing that happened. We are getting calls from automobile companies, we are getting calls from other Companies Saying they have plant capacity, they want to make ventilators, they want to make other things. We are literally being besieged in a beautiful way by companies that want to do the work, they want to do the job, they want to help us, they want to help our country, so we havent had a problem with that at all. Reporter how do you help out states and localities that are trying to bid on things like ventilators and other items that are being outbid by well, when they call us, they let us know. If theres a conflict, they will call us and we will drop our bid because we want them to go first, because they are point of sale so weve had four or five instances where literally that was happening because you know, we are both trying to get stock and if we are going against, they will call us, the smart ones frankly will call us and we will immediately, we want them to buy it because it gets to them quicker if they buy it. They know that. And its happening more and more, where theyre calling and saying we are bidding against each other. They want to get it. They will get it much quicker that way. Go ahead. Reporter mr. President , a question for secretary azar. There are labs across the country that dont have the testing supplies they need. What specific action well, its going very well. I tell you what. Reporter what specific action we inherited an obsolete deal and made a good thing out of it. I havent heard that question in awhile but go ahead. So first, we are making tremendous progress in terms of lab testing. Tens of thousands of tests are being done every single day both through the cdc and the Public Health labs as well as now through the private sector commercial labs. They are getting to scale. They have supplies, they have high throughput. We do hear anecdotally occasionally a Public Health labor another one that has a concern about this supply or that supply. Through fema we actually are standing up a laboratory test, to answer those questions. Usually its that the lab people do not understand that there are actually alternative supplies in the marketplace that they are perfectly free to use. We have actually had to put out some common myths and truths about that. For instance, the other day, we were getting calls from governors saying we dont have swabs, there are no swabs, there are no swabs. Our supply people went in the open marketplace and bought 200,000 swabs in the open market and i just sent a letter to every governor sending them swabs. So some of its just they arent listening or checking with us about all the freedom, all the capacities out there. Its a complex system with 330 million americans and all of these labs, so sometimes theres a lab that doesnt understand how much flexibility they have and how much supply there is out there and we are working through the new fema Integration Center to help correct that for folks. [ inaudible question ] as i said, more and more tests are being performed every day. As we learn about the results that are being reported around the country of coronavirus tests, our experts continue to look at the numbers and see that some 90 of americans that are tested do not test positive for the coronavirus. So it can give you a sense of the magnitude of testing thats going on, the number of cases weve reported today, but its in some cases near to ten times that that have been tested. Let me also emphasize how important it was in answering these questions for governors and local officials that the president stood up fema and the National Response center, where we briefed governors yesterday. Now every governor and their state department, state health departments, have the ability to reach out with to our regional fema administrators and thats how, as the president said, we are sorting out those potential conflicts between very significant federal purchases and procurements and as hospitals and state governments are purchasing as well. I think the new streamlined system operating now in all 50 states and our territories of governors and states going through their regional administrator for fema is going to make it more possible for us to ensure that our hospitals, our health care providers, have access to whats available on the open market and elsewhere. Reporter you have seen the numbers, you have spoken to average americans, you are a former governor. What do you say to americans right now who are watching and who are scared . I would say do not be afraid, be vigilant. All the experts tell us that the risk of serious illness to the average american for the coronavirus is low. But we need every american to put into practice the president s coronavirus guidelines, 15 days to slow the spread, because the coronavirus is about three times more contagious than the flu, according to our best estimate, and you can contract the coronavirus, have very mild symptoms, if any, not even be aware that you have it and expose someone who is vulnerable to a very Serious Health outcome. Thats the reason why we are encouraging people to avoid groups of more than ten, to not eat in restaurants but to use drivethroughs, to wash their hands on a regular basis and particularly we are going to continue as the president has directed us to focus on the most vulnerable population, which are seniors with serious Underlying Health conditions, or anyone with an underlying immunodeficiency. Its those people we nake all of us working together to make sure theyre safe. That you havent had to require companies to up their production of medical supplies, but you said last night [ inaudible ]. When we need something, because of the act, we order something. As you know, two days ago i invoked the act which was a big step, im not sure that it had been done before, certainly not very much, and when we need something, we will i donuse the. What has happened is before we even go out, many many companies, Great Companies, companies in a totally different business are willing to do things and make things because thats what they do, they make product, theyre willing to make product for us, medical product that we need very badly for the states, that the state cant get. They havent been able to get. And you know, most of the states, in no way did they do anything wrong, they were stocked up, they were all equipped. Unfortunately, they have never had a thing like this so they need help from the federal government. Reporter you havent actually directed any companies to start making more ventilators or masks . I have. I have, yes. Reporter how many . A lot. And they are making a lot of ventilators and a lot of masks. Reporter partially following up on that, are there auto makers right now who are retooling their production facilities to make ventilators . I cant say they are but they will be very shortly because we are working with one in particular that wants to make ventilators. They called us yesterday and they are we are working on a transaction. They will make ventilators. They say they have done it before which surprised me, but they can do it very easily. Reporter a question for secretary azar, you said yesterday that you had spoken to Carnival Corporation shareholdeshar i spoke with the president , chairman, ceo and owner. [ speaking simultaneously ] he said to me he was willing to, if we need ships, if we need ships for helping people that carnival would be absolutely willing to help us in los angeles, in new york, wherever they may be, in miami, where they are very big. If we needed something, they would be willing to. So far, we havent needed to and we are bringing the big hospital ships up. In california, we are working with the governor of california, as you know, with gavin, and we havent made a drm natietermina. We are also talking to folks who would like it in seattle. We are discussing where it could be most useful. We have spoken with Governor Cuomo and are bringing the big hospital ship up in two weeks and we are going to have it in new york harbor, some place in new york harbor. Reporter my question is one, it sounds like you havent taken them up on it yet. If we need it, i will let you know. Like right now we dont need it. Reporter secondly, these ships have a lot of frequently contacted surfaces. This is where you come from, secretary azar, potentially dr. Fauci, do you have concerns about those ships being used as hospitals . I can tell you theyre very clean and also, those surfaces, the germ, as you know, the virus, disappears over a period of time and these ships are very clean. They have been kept very clean. They have been gone over. But the virus as you know, if its on a surface, they actually have charts, different kind of surfaces, it disappears over a period of time. What are you trying to get at . Go ahead. Reporter thats what im asking. The virus disappears when its on surface after a certain number of days or in some cases, hours, depending on the surface. Reporter quick followup. Can you name any of the companies that you have asked to start making these ventilators or face masks . I will be, but first i want to get approval from the company because i dont want to be doing that. I assume they would like it but ill let you know. Reporter this is for dr. Fauci. One company that has openly stated it is general motors. Reporter thats one. One of the companies. I didnt speak to them about announcing it but i will announce it. Im sure they wouldnt be but we have others also. Reporter thank you. So for dr. Fauci, theres new research out that the cdc released that many of the people, that 13 of the people with the coronavirus got it from someone that was asymptomatic. My question is, does that change the way, the approach that should be taken and do you think that or do you not agree with that assessment . No, the recommendations that are here applies to whether you are in physical contact with someone who could be infected with symptoms versus asymptomatic. I dont really think it changes anything. Certainly there is some degree of asymptomatic transmissability. Its still not quit clear what that is. When people focus on that they take their eye off the real ball which is the things you do will mitigate against getting infected no matter whether you are near someone who is asymptomatic or not. Its the same thing. Physical separation and the care thats outlined here, it will take care of both those things. Reporter i have a question about testing. When will every american who needs a test get a test . Be able to get a test . And why not have medical equipment being shipped right now to hospitals you are hearing very positive things about testing and just so you understand, we dont want every american to go out and get a test. 350 Million People. We dont want that. We want people that are that have a problem, that have a problem with their sneezing, sniffling, they dont feel good, they have a temperature, there are a lot of different things. You know them better than i do. So we dont need that. But what we are having is we are having these private labs have come in, they have been really fantastic, and we also have a great system for the future, because as i said, we inherited, we, meaning this administration, an obsolete broken system that wasnt meant for anything like this. Now we have a system that you can see because look, we are well into this and nobodys even talking about it except for you, which doesnt surprise me. Reporter there are americans that say they have symptoms and cant get tested. What do you say to im not hearing it. We dont want everybody to go out and get a test because theres no reason for it. We will do one more after this. Reporter i would like to ask dr. Fauci, Kevin Hassett is suggesting one way for life to return to normal is for every Single Person in this country to be tested. That way you can see who is contagious and you can then have people who dont have it go back to work. Is there any possibility this country could ever get to a point where every person could get tested and how long would that take . Thank you for the question. I heard that before. I dont connect the dots there. I dont see how testing everybody in the country is going to help you to implement this. This should be implemented universally, at least at this level for everyone. The things we spoke about awhile ago that you want to really rachet it up like Governor Newsom is doing in california, like Governor Cuomo is doing in new york, are how you put an end to this outbreak. Testing is important. It would be nice to know and there are certain things you could do but lets not conflate testing with the action that we have to take. Whether or not you test, do this. Im not putting down testing as an important issue. But people seem to link them so much that if you dont have universal testing, you cant respond to the outbreak. You really can. What i do think, after listening to tony and everybody else thats an expert, i do think its important that not everybody be tested. If you feel great and if you have no symptoms whatsoever, its just not a good thing to be doing. Reporter question for dr. Fauci. Yesterday you mentioned the possibility of aerosol transmission of the virus. How likely is that to happen . The possibility of aerosol transmission always comes up when you have situations like that. It comes up with influenza. It came up with sars, in which there was a documented oneoff episode of aerosol transmission. Aerosol means it can stay in the air for a period of time because its in a droplet thats very small and doesnt go down. Is it possible theres aerosol transmission, yeah, it certainly is, but clearly what we have seen in the situations where people have gotten infected, the areas that we have experienced, china, south korea, now europe, most of it is in a situation where people are close enough to each other that asymptomatic person will have a real droplet transmission. Im not ruling out the possibility that its aerosol but again, its not going to substantially change doing this. Reporter let me ask this in a very simple way. What is the demand pressure on testing in this country and are we meeting it . I get the same calls that many of you get, that someone goes into a place who has a symptom and wants to get a test and for one reason or other, multiple logistic, technical, whathave you, they cant get it. That is a reality that is happening now. Is it the same as it was a few weeks ago, absolutely not, because as the secretary and others have said, right now that we have the private sector involved, the availability not only just availability, but the implementation of the availability is Getting Better and better and better. Having said that, i understand and empathize with the people who rightfully are saying im trying to get a test and i cant. Reporter so we are not yet at a point where we are meeting the demand pressure . The answer is yes, john. We are not there yet because otherwise people would be never calling up saying they cant get a test. Reporter mr. President i just cant emphasize enough about the incredible progress we have made on testing. All of your reporting, and Media Outlets around the country are as well, that many, many more tests are being performed every day, literally by the tens of thousands, and this has only been made possible because several weeks ago, the president brought in the commercial labs, these enormous companies, quest and labcorp working with Companies Like roche and Abbott Laboratories and said we have this existing system of state laboratories and the cdc processing tests for certain infections. Given the magnitude of this outbreak, the president apprehended early on that it wouldnt be enough to meet the need and i just want every american to know that literally hour by hour, in partnership with these extraordinary commercial labs, we are making more and more tests available every day. We will detail the way we are working with states to distribute those tests. We have obviously focused on states that have been dealing with the most serious outbreaks of coronavirus, washington state, california, new york and others. We have been making sure the tests are in those areas, working closely with noticthose governors but i think the American People should be encouraged at the progress that we are making. Tomorrow we will take some time to detail that progress for you but i would say to any american who might be concerned that they have symptoms, as the president said so well, we dont want every healthy american to get a test but if people feel they have symptoms that they identify with coronavirus, call your doctor. Their doctor can call their state health authorities, they can work very closely with our entire team through hhs and fema and work to identify the more and more tests that are available every day. Just so you know, for the hundredth time, i, this administration, inherited an obsolete broken old system that wasnt meant for this. We discarded that system and we now have a new system that can do millions of people as you need them but we had to get rid of a broken old system that didnt work. It worked only on a very limited basis. And were very proud of what weve done. Its incredible what weve done. This system will now serve for the future, for future problems. Hopefully you dont have a problem like this. But something will come up. We have now a great system. And its almost fully in gear but its able to test millions of people. But we inherited a broken old frankly a terrible system. We fixed it. And we have done a great job. And we havent been given the credit that we deserve, i have to tell you, but the one that really deserves the credit are the American People, because they are doing things that nobody thought they would do. What they are doing is incredible and we are making a lot of progress and well see you folks tomorrow. Thank you very much. Neil well, the president made certainly a good deal of news. Welcome, everybody. Im neil cavuto. Youre watching coast to coast. For roughly an hour and a half the president outlining plans he says are not necessarily going to be drastic. The market kind of was down triple digits when he started speaking, still down triple digits now as he just finished speaking. One of the things he alluded to was whats going on in other states across the country led by the likes of california and new york that are all but in lockdown right now. If you take just those states, california and new york, you are talking about 60 Million People. If you are talking limited lockdowns or those urged to stay home or voluntary social distancing, by that i mean if you were to add in new jersey and pennsylvania, you are talking something that on the National Level the president says is not necessary at all. He said right now, i am not considering a National Lockdown. What is very very clear, though, is that this 15day plan continues and the latest is to tighten our borders both north and south with mexico and with the canadians. Hes ramped up a lot of new efforts here to police the borders more aggressively and to make sure americans cant get in and those from mexico and canada cant easily come in. Theres a lot of devil in the details to be worked out here but for the time being, the president is saying hes on this fight, hes not giving up this fight. He thinks they are making great progress in some of the areas that need great progress. For the time being, the confusion over this and where it goes is one that sort of rips the markets on slightest good news, on combatting this virus they go up. On the slightest bad news or that things could get worse, they go down. The s p 500, by the way, if it were to claw out a gain today, doesnt look like that right now, it would be the first backtoback gain for the s p 500 in a month. Thats how crazy it has been. Connell mcshane now in new york with the latest on that. Think about it, one of the things the president was quick to seize on is im pulling all levers here without necessarily a National Lockdown to let americans continue what they want to do, but recognizing that only the most vital personnel in states like new york and california, i let those governors do what they want to do. What that means is there are some states where wracrackdownse severe and others where they are not. Connell the president applauded moves made by gavin newsom in california and andrew cuomo in new york for taking bold steps. Newsom announcing the residents of california will essentially be in lockdown with the exception of essential workers. New york, although praising their lockdown differently, essentially the same effect today from Governor Cuomo, who says new york state is on pause. Thats how he said. He said its the most dramatic action he could have taken and as of sunday night heading into the new work week on monday morning, only essential businesses across new york state will be functioning. Remember, this has been moving throughout the week. First the governor said 50 of workers and businesses should stay home, then 75 of nonessential workers should stay home. Today, he upped the ante and said everybody, 100 of what are identified as nonessential workers across the state of new york should stay home and should do so as of the new work week on monday. This is a state here, new york, that has more cases of coronavirus than any other in the nation, over 7,000, and the hospitalization rate in new york is coming in at about 18 , 18 of the 7,000 are thereabouts have been hospitalized and thats the next key point the president and his team were talking a bit about as well. But the needs of hospitals around the country has become a key focus for government. Andrew cuomo talked about that at length saying hes looking to private companies to make donations as he put it and some have already stepped up, Goldman Sachs, for example, according to the governor, donated 100,000 masks. Hes hoping more companies will do something similar. I know ford, general motors, other auto makers such as tesla, have talked about that on a national scale, repurposing some of their factories and making ventilators. Thats the product, the medical product that Governor Cuomo in new york says is the most important to him, since for all the talk about all the other issues we have, and there are plenty of them with the masks and hospital gowns, you name it, he says ventilators are the most important issue and we really need more of them. Hes calling on private industry to step up here in the next few days. We will see what happens. But a busy couple of hours here both with the governor and the president. Neil to put it mildly. You probably heard now that the president is essentially tightening up travel restrictions between our canadian neighbors to the north, our mexican neighbors to the south, and both of those countries with us. Where do you think this is going . On the phone i have no idea, neil. First of all, thank you for staying on the air to bring normalcy for all of us. Thats a good thing. In terms of where all this goes, i dont know. A lot of people try to point fingers and try to guess whos right and whats being done right or wrong. We are in a scenario where we have everybody has incomplete and imperfect information. We are doing a lot more ready, fire, aim rather than ready, aim, fire. Its just the nature of where we are. I dont know where its going to go but as a businessperson and entrepreneur, im going to try to be agile and adaptive. Neil you know, we know now effective on monday, electronic trading will be the only way you can trade on the new york stock exchange, so manpower, womanpower across businesses, across the entire nation, virtually being silenced right now. It seems like a recession is inevitable. Goldman sachs, so many others are putting out statements saying we are looking at anywhere from a 3 to 5 decline in the quarter were in, maybe double that in the next quarter depending on who you talk to. Is this a protracted impact . On the phone yes. I think theres no question about it. In fact, as the administration is trying to move, its not fast enough, particularly with providing liquidity to Small Businesses, so the layoffs are coming fast and furiously. We literally are, you know, this is where unique things have to happen and and in my opinion, and thats obviously the best i can do, i think we need to do things that kind of break the rules. If it were up to me, i would go to the banks and say you know what, loan money to every Small Business that has a tax return in place that you can verify so that the government can verify higher sales and income, expenses, et cetera, and loan whatever they need and we will put in some moral hazard that anybody who tries to cheat the system, it will be criminal behavior, we will deal with them then, but loan money to anybody who says we will keep our employees because that will be the fastest way to deal with this, because it really becomes a math equation for taxpayers. The helicopter drop loan from every bank to Small Business minus the amount repaid equals writeoffs for the government, i think that number will be cheaper than the federal assistance that would be paid to employees that have to go on government assistance programs. So i think we just have to move now and you know, deal with the consequences afterwards. Because if we dont, you will get the cascading effect that you are alluding to where, you know, so many layoffs, so many firings will lead to more firin firings. So weve kind of got to break the rules and do things we havent done before. Again, im not trying to pass judgment on anybody because no matter what anyone does, its wrong. No matter what anyone does, they have done with imperfect information, in my opinion. Neil you had talked about the prospect of bailouts for a lot of companies, whole sectors of the company. Those could, as you know, be far bigger than we experienced right after the financial meltdown. But youve also been saying that that kind of money should not be used for buybacks. Do you think that that should be a key requirement that if you are going to get money from uncle sam or the u. S. Taxpayer, you do not use that dough to buy back your stock . On the phone absolutely, and then some. If you put you know, the president rightfully so has been bringing in people from all the Service Industries that have been decimated, and thats great, but there hasnt been anybody there really representing the taxpayer. If i put on my shark tank hat and was negotiating for taxpayers, i would say no stock buybacks. Thats just the reality. We are in turnaround mode. Thats not a consideration and should never be a consideration. Theres no good reason and i felt this way forever, theres never a good reason to pay somebody to no longer own your stock. Number two, whatever bonus remuneration you give to executives, you need to proportionally give to every single employee. For instance, as an example, the ceo is making 1 million and through options, warrants, option repricing or stock grants, you provide them 1 million worth of current value, then you need to do the exact same thing for every employee. So if theres somebody who is sweeping the floors and taking a bucket and mopping floors and they are making 30,000 a year, you give them 30,000 worth of Stock Options or warrants, grants, whatever it may be, because everybody is in this together and you need everybody to benefit as well. Because the one thing we know, if we just keep on paying people by the hour, they are always going to live paycheck to paycheck. And this environment, we get to restate the rules. If im negotiating for the taxpayer, for the everyday employee, thats exactly what im asking for. If the executives of those Companies Say no, then you say you know what, theres still a lot of private equity money on the sidelines, go work out a deal with them. See if they can come to the table and do a better deal. If they can, more power to you. But if they cant, this is the only deal im doing. Neil you know, i caught your dear u. S. Government letter on the covid19 virus in which you spelled out in a very strong sort of verbal slap at a lot of corporate america, dear government, this is why you require companies who receive bailouts to retain 100 of their employees. The cost of the bailout loan and the eventual retainments will cost taxpayers less than the cost of government assistance programs for fired employees. Case closed. I would like to go a little bit beyond that, just to say does that extend limitless, in other words, once you have gotten any type of money from the government for any type of reason, you got your feet back on the ground, the Company Seems to be doing well, you protected your workers, you can never buy back your stock . On the phone yep. If im negotiating for we, the people of the United States, our taxpayers, damn skippy. Its not your fault youre in this situation but its not the employees fault either. If we are negotiating, this is what we require. Im being a shark. If you can get a better deal elsewhere, go for it. But the taxpayers deserve just as much opportunity, the employees deserve just as much opportunity if you use taxpayer money as the executives. Neil let me ask you this. I know our audio connection with you is breaking up a little bit. Im sorry, i might have to just talk over you here. The market has tumbled in a big way, lost about a third of its value. The president now is under water on the market from when he was first, you know, sworn into office on january 20th, 2017. Now, i guess what im asking is, is that too much . Do you find any value out there . You are a pretty savvy investor in your own right. Im just curious whether you are dipping your toes in any of these waters. On the phone i am. I said before i bought a little bit of twitter, i bought [ inaudible ] and i have been a holder of netflix and amazon for a long time now. What im doing, because the risk is so high, i have been selling calls to take advantage of the volatility. Then the other thing ive done is ive just bought a minimal amount of xtys, just a little bit every time the markets down. Just basically dollar cost averaging. I can afford to wait a year, two years, three years and you know, i dont think theres any question at some point in the future we will look back [ inaudible ]. Neil do you think we need anything like what theyre doing in california, like theyre doing right now in new york where theyre all but doing a lockdown . Thats a bit of a stretch on my part. Its not a lockdown but its pretty darned close. On the phone i get your point. Yeah, i do, unfortunately. I do. Again, we are dealing with imperfect information. The only thing you know when you hear something from somebody, including me, is whatever they say is wrong. But, but when it comes to health, we have to take the most extreme measures, unfortunately. I would rather look back in two years and say oh, my goodness, im so glad we did that, it was really extreme, everybody hated it but it was the right thing to do, than look back and say oh, my goodness, why didnt we do this, its catastrophic right now and we are paying the price. You have to plan for the worst and hope for the best. Its so hard to do, pulling this together and there is a Silver Lining in there somewhere. You know, were looking to the government for federal assistance and rightfully so, but were looking to each other to support each other. I think thats the Silver Lining. Communities are working together if only virtually. We are talking to each other, supporting each other. So there is a Silver Lining there to make us stronger but to directly answer your question, yes. We have no choice. Everything else, we are guessing on everything. I would rather guess in the most conservative manner, because making a mistake there could be catastrophic. Neil mark cuban, you have been very patient. I appreciate it. On the phone one more thing . Neil sure, go ahead. On the phone i wish the president had done im not trying to be critical he has no problem calling people out. I wish he would call out 3m, the manufacturer of the n95 masks and saying what the hell are you doing, rather than saying were encouraging, were supporting, were helping, were discussing. Just say get off your ass and make these masks. We will give you the support you need. Making ventilators is a little more difficult and complicated, im guessing, but the same thing there. Of all the times hes had no problem calling out specific companies, this is the one time to do it, because we need it. This is in the best interest of the country. No ifs, ands and buts about it. Finally we need to do more to support our Front Line Health Care workers. They are giving up their health, their families, their sanity, to save us. And whatever we can do to help and support them, the government needs to be first in line to do that, whether its financial, whether its day care, we contributed here with the masks to day care workers to help support health care workers, but that needs to be up front and center and whoever hes got the ultimate platform, hes got no problem using it, whoever he needs to call out, nows the time. Neil you are advocating there, it sounds like, the mask makers and all the rest, sort of what john kennedy did with the seal industry when they were upping their prices, in other words, to take some leadership here and force on the phone yep. I have no problem calling out 3m. 3m, do your damn job and stand up for the country and put that ahead of Everything Else. The president should do the exact same thing. Hes done it before. Neil fair enough. Mark, i was going to ask you a personal question if you will indulge me. You are very tight with your family, you worship your kids, what dad doesnt, but you practice what you preach. How have they handled this . How have you and the family handled this . On the phone oh, my goodness. Okay. So my 10yearold sees some of the upside. My 13yearold, you know, he plays video games and is serious about stuff. My daughter is on social media. My 16yearold is going to be a lawyer. She [ inaudible ] about everythi everything. Thats been the biggest battle. The parental instincts take over and its been a battle but like everybody else, we will find a way to get through it and when we come out the other side, we will be stronger for it. I will say this. Heres the other thing. As of this morning, we are figuring out a way, if anybody has suggestions put them on social media for me, we are trying to figure out a way to get nem them on a schedule to to add some hobbies or learn to play an instrument or learn a language or do something. Lets get the read on all this with the dow down 160 points, the s p 500 sliding about 22, nasdaq is down about 8. 33. A lot of people wanted to see some bounceback that could hold for more than 24 hours. That is not in the card so far but we have another two hours and 15 minutes of trading to go. Back with my panel now, connell mcshane, susan li and Gary Kaltbaum and charlie gasparino. Gaspo, let me go to you. What are you hearing . You hear someone like mark cuban say its incumbent upon a president to sort of jar industries that might be reluctant to do something, to do something, and whether its mask makers or the rest. There is the power of that pulpit. There is the power of that office. John kennedy used it, Ronald Reagan used it. What do you make of that . And he used it in the past. Remember when trump first got into office, how he was moving stocks almost every day going after companies he didnt like what they were doing . He knows how to use the bully pulpit. Listen, i still want evidence that the company he mentioned, i think he said 3m . I dont remember which company he said. Is really dragging its feet. But where i think mark was on really strong ground and i think this is key, is that we have, if you look at the economic statistics, take Goldman Sachs today, they are really going for a sharp downturn in the next two quarters, this quarter and the next quarter, well into recessionary territory, and if you take it at its word, almost in depressionary territory. They are calling for a sharp increase in Economic Activity in the Third Quarter and fourth quarter. So essentially what we have is a liquidity crisis on companies, particularly Small Businesses, that literally have to get through six months of really tough times. So what his point was, i think this is a really key point, how do we get banks to make bridge loans to small companies, Small Businesses, restaurants, how do we incentivize them to do that where they have skin in the game, where they make money on the upside, where they can keep those Small Businesses in business so they can pay the plant and equipment, maybe give some money to some of their employees when they are just doing takeout if they are a restaurant and how do they do that, how does the government incentivize that. I think thats real key because this economy in many ways, its where the masses work, where immigrants work when they first come to this country, it is key to stopping this from imploding into another Great Depression where its going to be harder to get out. I think hes on real strong ground on that. I have written about that. I think the former fed governor, fed board member wrote about that, and were not seeing it other than it looks like the government is literally just wanting to hand people checks and you know, i dont know if that deals with the problem. Cuban was smart by saying that. Someones got to tell the president to do Something Like that. Neil you know what, susan li, you cant blame the Federal Reserve or the government with the stimulus efforts its undertaking, the timing of this, whether you go after Companies Like 3m and others on the mask thing is a separate issue, but theres been no shortage of stimulus, real or potential or imagined, thats been thrown at this market thats been greeted with a collective shrug and im wondering why that is. I suspect a lot of it has to do with the fact that until we make progress on the virus itself, all the economic stimulus to deal with the virus wont matter. What are you hearing . Well, mgm and carnival cruises are some of the best performers today. Mgm up some 20 and carnival up 15 . I guess people are expecting some sort of government handout for these type of Industries Like the cruises, airlines, possibly casinos and hotel operators. The Federal Reserve doing more extraordinary action, now targeting money markets and its going to provide liquidity and some credit out there to make sure the Financial Markets dont seize up like they did during 2008. But you know, listening to i would say a feelgood interview with mark cuban, it sounds like hes going along. Hes buying from what i hear the spdr on the s p and also the amazons of the world, the twitter, from what i took down, taking down note, netflix. Hes not the only one. Jeffrey gundlach, you have seen carl icahn go in and buy higher stakes, more stakes, more equity stakes in the companies he believes in and Warren Buffett has been doing the same with delta. I think theres a belief that yes, its dependent on how the coronavirus is maybe controlled and contained but if you have this type of liquidity, the fed again is in the market and providing this type of support along with the government is going to be a buying opportunity as you heard from mark cuban as well. Neil yeah. Thats what he hopes. Gary kaltbaum, normally we like to see market downdrafts punctuated by companies bravely stepping in either to commit to buying back their own stock or you are hearing top executives are doing just that themselves. Now that there is a distinction here between that right that companies have and those that accept help from the american taxpayer, whether they are limited there, but as a market guy yourself, leaving the rescue that might come from taxpayers, thats what you need, or early signs of evidence you need to get us out of Something Like this. Companies diving in and saying all right, this is too much, the selloff in my stock, the reflection it has on the company, is way overdone. Im diving in and buying it. Right . Confidence is huge, neil. What im looking for on a daily basis is not what the companies are doing but what the individuals at the companies are doing. I am always looking for the ceo, the cfo, directors to buy the living daylights out of the stock, especially after a drop like this. I have always highlighted back in 2016, steve wynn bought 100 million of his stock in the 5560 area when nobody believed in the company back then. It went to 200 within a couple years. I have seen about 100 companies where people at the companies are buying back their stock right now. I still havent seen the type of numbers and type of signs that get me all excited but its definitely, definitely on the way. I do want to touch something that charlie just said. Small business. Theres 30 million of them. 99 of all businesses here in Beautiful Lake mary, florida, a restaurant my wife and i go to all the time, they are shutting down for good. We are talking about 40 or 50 employees that dont know where their next check is going to come from. This is about jobs, not just about a check here or there. In Central Florida, 75 Million People flock to Central Florida every year to visit the great theme parks here. No longer. That brings in 75 billion of Economic Activity and supports 500,000 jobs. No more right now. That has all got to change. I think the government is talking about these little checks here and there. I think thats a fly on an elephants youknowwhat. I think they got to start looking a little bit deeper Going Forward or this gets worse before it gets better, especially if the virus lasts longer than the four to eight weeks they are talking about right now. Neil yeah. A lot of people i was going to say, you got to ask yourself how does qe deal with that . Really interesting about all these guys saying they are dipping themselves in the market. Listen, everybody with a lot of money will do that but lets be real clear here. They are seeing certain stocks getting pummeled. They have an enormous cache of cash and guess what, these are stocks that there are definitely companies that have been oversold here selectively but as a whole, you have to ask yourself how do you stop a half of the economy, the Small Business economy, largely Service Economy, from going into a Great Depression through qe and you really cant. Qe is good, commercial paper is good for backing up Companies Like ours because fox has to pay us weekly. It needs to tap the commercial paper market. Big Companies Need that. I get that. A lot of people work for big companies. But these Small Businesses will be destroyed if they dont get bridge loans and get financing and qe and backstops and mark cuban dipping into this stock and that stock is not going to help it. Taps t thats the real answer here. You can ease all you want. You can take Interest Rates to zero. But the Service Economy because people arent going to restaurants, its a whole other ball game. That may mean the stock market neil you hit on that doesnt mean we are not going into a depression. Neil i hear you on that. Connell, i want to go to you on that, too. If youre not leaving your home because you are afraid of this virus or getting this virus, an extra 1,000, 1200 is welcome, you could certainly use it for other things, you wont be running out to the mall, you wont be running out where you can in the fewer, fewer states and localities where you can do that so there is a delayed response. Having said that, i do notice a number of companies, private sector players, on are doing things on their own, jpmorgan and walmart providing bonus pools in the hundreds of millions of dollars for workers, that is something that is far more immediate and meaningful. What are you hearing on that front . Yes, but to charlies point, for the people who do work at what you are referring to are mostly large companies, those people will be in better positions than the people who dont. I think the key point mark cuban made on Small Businesses is not whether we are going to help them as people who work at Small Businesses but how quickly we are going to do it. The timing of that is really hitting people hard this week. I was just tweeting out the comments cuban made as he was making them to you, right away somebody says my wife is on the unemployment line. Somebody elses response, yeah, hes right, my company just shut down for 30 days. These things are happening literally right now. So there is help on the way. There is a plan. 300 billion in that phase three stimulus bill thats being debated and will be over the weekend on capitol hill, its help for Small Businesses, largely its loans, some of those loans under certain provisions can be excused if it survives in its current form or be forgiven is the right word and essentially translate or turns themselves into grants. That would help people right away. But the right away was yesterday. So these people are making these decisions. One other quick point on 3m because i know mark talked about that. About 20 minutes before he made his comments, there were headlines crossing from 3m which did say its doubled its global n95 respirator output over the last two months since the outbreak. The company, 3m, says its doubled its global output of those respirators, the n95, to an annual rate of over a billion a year or nearly 100 million a month. They are pressing or pushing back at this company on some of the accusations that are coming their way. Also on pricing, saying they havent changed their prices for respirators as a result of the outbreak and they cant control the price this a dealer or retailer may be charging. Clearly they are hearing some of the criticisms from mark cuban and others. Neil absolutely. Thats the response that came if in a few minutes ago. Neil to your point, the president of the United States, whatever party, when whether you think he can do that or not, whether it was john kennedy in 1962 going after the Seal Companies or this president , as he has done a number of times, first with the pharmaceutical players and the drug companies, you know what thats like and you would rather not have it. In the meantime, theres an interesting, i want to leave you in the last few minutes of the show here, it took about three months to get 100,000 coronavirus cases worldwide. Three months. We got the next 100,000 in 12 days. Think about that. Doctor, i hear news like that and i get nervous. Is this thing out of control or how would you define it . On the phone i think your nervousness is appropriate. We always say we dont want to be panicked but we want to be prepared. The truth of the matter is i dont think we have reached our peak yet. I think that we still have more cases to be had and to be found. Thats the unfortunate part of it. What i also think, however, on a more brighter note, is that all of the prevention things we keep talking about, social distancing, washing our hands, et cetera, that can actually flatten this curve. That can reduce this number of cases so it doesnt spike so fast and last so long. So yeah, i think we have more cases to be seen. I dont think we are at our peak yet. What has happened in italy where its so out of control. Theyve been in this nationwide lockdown now for close to two weeks. Obviously theres a delay in these reports we got out of the country, i get that but it seems particularly acute there. Is there a lesson to be learned, a message for us here . What . I think theres lessons to be learned all over the glob globe. I think were doing the right thing by looking at china and italy and seeing what happened, the trajectory of things that have happened and what measures they put in place. I think were doing that and its a good thing so we can learn and hopefully improve for our country, but i think the thing here is, and i agree with, ive been listening to the whole show neil and i agree with mark cuban where hes talking about this idea of we need all hands on deck. We need to go out there and do as much as we can right now so that we dont look back later and say gosh, why dont we do this, why didnt we do that part that is important. Neil can i ask you something doctor, i always ask you to obviously wash her hands i got that, and the main thing is social distancing. In new york that taking that one level further right now. What theyre doing is banning all nonessential travel and gatherings across the state. In californias case they are telling residents across the state to just stay home. We are seeing similar voluntary restrictions in new jersey affecting all 9 million residents there, 13 alien residents in pennsylvania who are being urged to stay. Almost everyone is urged to stay home but more are going the next step to demanding more from it. What you think about that. I think the more the better, ill be honest with you, im pretty conservative when i think about this. We also have to take into consideration the states that were talking about, new york having the most cases at this time, of course these decision, whether its a ban or mandate at the state and local level, and thats what were seeing them doing, they are acting on behalf of their people. As a physician however, what i can say in general is the more we do the better. The more social distancing we have, the more staying away from grandmothers as cuomo said, those who are older, avoiding groups of greater than ten people and not treating this as a snow day, the more handwashing we do the better chance we have of stopping the virus. I believe we have to do everything we can. I know its destructive but whats even more destructive if cases of coronavirus that devastate Group Communities and causes death and overworked our Healthcare System. Thats even more problematic. Neil youre right about that. You have a very calming soothing presence and i reshape that. When i hear all the stuff i get like bernie fifes in mayberry. Into this uncertainty into the vacuum of the unknown you have more and more companies, just think about at t says we really have no way to assess the impact of all of this.
