It sounds more alarming than it is. It is actually an administrative active so the state can move a little faster governmentally. We need to purchase supplies, equipment, we need to hire staff. The state has some flexibility in its operations, want to declare a state of emergency. Especially these times, it sounds more alarming than it actually is. Maria okay, i would know you want to make sure people stay calm and you dont want a lot of panic on top of everything we are hearing and seeing, are you expecting it to get a lot worse . The number of cases spiking in the last day . I know its probably because we are running getting testing but how severe is it going to get . Its important that we communicate clearly. I dont want people to stay calm. Therefore, im telling them what i need to tell them to keep them calm. If they know the facts, they will be called. Yes, we are testing aggressively. He was a number of tests with positive test going up. Yes, a large number of people will be infected. Look, what we do here is we calibrate to the facts as we know them appetite. As the facts change, you change your strategy. At this time, theres no reason to close down mass transit. We havent had, we have big numbers in new york, exactly westchester. Where you have a cluster of cases and once you get that cluster, they tend to exponentially increase. As we have to keep in mind. If these large gatherings where you can expose a number of people in a very short period of time and then its like dominoes. The tree continues to expand with branches. Thats what we are seeing in westchester. We are up to about 70 cases in westchester now. New york city, we only have 11. Really see what can happen with those large gatherings and for cluster and thats what we have to focus on. Maria thats right amtrak suspended service. It was the service between d. C. And new york that they are not going to start up again until may. Let me ask you about the testing. Are we starting the testing now . Weve known this know for about two months. I know there was an issue with the cdc sending the state test and saint wait, dont take the test yet. Do you have effective test now . Are you limited on the number of tests you have . Testing is limited and this is, i think, one of the main issues we have both in reality and in perception. When you wonder why people are so anxious and the fear, its because the information they are getting tends to change in their getting mixed messages. Probably the single most important thing we can do now is testing. It hasnt been done well. I believe the cdc was caught flatfooted. We knew this was coming, we were watching china. You would have to be in denial if you didnt think what was happening in china was going to wind up here. Cdc was not ready when it started. Number two, cdc handcuffed the states. I needed their approval to do my own testing. We have very sophisticated labs in this state. They didnt approve the new york labs to test for a period of time. It then are even larger and now we dont have the ability to manage the flow in our state lab. We want to use private labs who can do automated testing, exponentially increases the number of tests. We cant get cdc to approve the automated testing. Then to compound this issue, their messages are all over the place. If the president of the United States stands up and says anybody who wants a test, have the test. The Vice President said we dont have the capacity to test. We dont have the capacity to test. We cant say to people in this country or this state anyone who wants a test can have a test. Its just not true. Thats what causes the panic and fear and you are off to the races but we did hear in new york, we have a protocol. I cant test everyone. We will prioritize testing. You cant bring more people in the front door and you can let out the back door. You cant invite more people for a test then you can perform tests. So we have a statewide protocol because we dont want people shopping from place to place. I want some of them on long island, driving to manhattan or westchester, one statewide protocol calibrate the who should be tested with how many tests we can do. The cdc has to allow private labs to come in, has to allow automated testing because we dont have the testing capacity. Maria its really a fiasco around the testing kits. This past week, we saw two schools close. They are apparently going to be opening monday. Are you worried about schools . Are you expected for more School Closing . Children may be carriers, they may not have symptoms, we may not have had numbers and young people but what about children being carriers the idea that more schools were closed . Again, it is calibration to the facts you have at that time. If we close schools, we will. We have closed schools, we just closed Additional Schools for a longer period of time in westchester county. Some have clothes on their own. During the normal flu season, you have some schools that close to disinfect. But we have closed schools, we will close more as the facts a demand. Maria what is this going to do to the economy of new york . Obviously theres going to be an Economic Impact as companies are unable to sell products because many of those products are made in china, the parts and components are made in china. This conference is being closed, left and right. What kind of an Economic Impact are you expecting in new york this year . Thats a very good question. We are worried about it for figure, the Financial Markets are very important to new york. I think its going to be a national issue. I think it depends on how well we do containment and what this testing is all about. Find the positives, quarantined the positives. Contain it the best you can. If you have to do a massive close down like china and italy, thats going to hurt this nations economy. Itll hurt the state but its going to be national phenomenon. Thats why we have to get this testing done quickly and we have to be successful in containment. Otherwise, you have massive closings, which will hurt the economy. Again will put the vulnerable populations at risk. Maria even as the healthcare workers on the front line, we have enough beds in hospitals . Do you need to look toward the military to create more clinics and hospitals . Its already a stressed healthcare situation, we are getting a number of the active ingredients in our prescription drugs like antibiotics from china. Thats also going to expect, we expect shortages there. What about our hospital workers . What are you doing . What is the plan to keep them safe . We are working on contingency plans across the board. We do have the medical capacity, we have the number of beds we need, we will have medical capacity. Again, why we are doing this, we dont have to do drastic measures. You dont want to do a fast quarantine. Its the vulnerable population. Look at the numbers, 100 we have a handful that are in hospitals. Johns hopkins has traced 100,000 cases. People get sick, people recover unless theyre in vulnerable populations, so we have to keep that in focus because, worse than the virus right now, maria, is the fear pandemic. Maria yeah. People are afraid. They dont know who to believe. Theyre not trusting their government. Theyre getting different messages. The fear is more dangerous that the virus. Maria what can the public do, do you do you have confidence that you are working with this administration to do everything you can . I know youve had issues, youre in negotiations right now with the administration in terms of opening up your dmv data. New yorks the only state that wont let the feds see the dmv data, and a lot of new yorkers are in jeopardy of losing their trusted travelers program. Where are you on that, sir . Yeah. This state allowed before 9 11, why . Because the state has a vested interest in making sure the people who are on the roads have a drivers license. President trump is is visiting the cdc on friday as he urged people to stay calm as the coronavirus continues to spread. P my next guest, georgia congressman doug collins is the Ranking Member of the house judiciary committee. Congressman, thanks for joining us. What did you learn on your visit with the president to cdc, sir . What we learned is that the administration is still on top of this, theyre still moving forward, and i think there were some interesting things learned. Number one, i just heard the governor of new york talk about everybody being tested. Maria, the cdc made clear everyone who needs a test has a test to have. This idea that you need to test everybody is not really an applicable situation when youre trying to make sure that youre isolating the known cases so that you can make proper treatment, and that was what was said, that everyone who needs it, any doctor who needs a test can get that test done, and that is good to isolate the cases to make sure were doing a proper response. More test kits are coming out, secretary azar stated therell be a million and more in the next weeks, so those are going to be there for everybody that goes forward. And the other thing i think the president made clear and others at the cdc was that theyve been on this since day one. There seemed to be this delayed importance even the above talked about this, but the cdc from the minute they found out has began the process of working towards, just as they do any natural any naturally occurring virus like this to begin the process of working towards. I think the reassurance that the president was at cdc doing and making sure that the American People knew we were on top of this was the biggest thing coming out of that the other day. Maria thats true, but at the same time i know the cdc sent out 50 test kits to 50 states and said wait, you know, dont use the tests, theyre defective tests s. So there was, there was a mistake there somehow. Why send out 50 states, the test kit that they actually werent usable, and so we dont really have a clear number in terms of how many people are sick because we couldnt do the testing, right . Well, no, i think it was corrected very quickly. More i having a clear number of how many people is have the virus, thats one of the things cdc, there are some things who may actually have this virus and get sick but they dont go to the doctor. Theres a lot of things in process, thats why were making sure the money with we passed this past week and the president signedded is important because it allows the states, talking about people who need to be quarantined, need to have the medical treatment to have everything they need, and we need to make sure people do the basic stuff. Wash your hands, stay out of crowds if youre sick. If you know theres going to be a problem, make sure that you take the proper precautions just as you do with every other thing. And i think theres been a heightened a awareness of that, and i think youre going to see these cases contained, and if they do come up as we go forward, were going to have a good response because the resources are available. Maria were going to speak with dr. Carson in a moment, on the White House Task force, and i want to ask him about hospitals and why theyre preparing for millions of people to go to the hospital. My position and i think the houses position and im sure the president s mentioned this as well is our time to look at what needs to happen with the court itself so that we dont get another carter page, we dont get another president like President Trump as a candidate and as president was attacked by rogue cabals at the doj abusing the fisa process. Weve been working on this for over a year and a half, and i think the house is in no position to pass anything that doesnt have actual title i change so that we can protect american citizens in sensitive areas. Ive been working on that through the weekend, were continuing to work on that. I really wish that the senate over the past year, had they been in the majority, had more hearings on this because from the minority position, weve been working hard, and now we need to help this president and help any future president or any political person not have the fisa court maria it sounds like you dont have the votes next week. How many times have you and i talked about the fact that the people have lost trust in the justice department, in the fisa court. Maria what else do you want to see in terms of what we have heard from the cruise line situation, the cruises that have been docked off of the coast of the country because of the worry that those people are sick . You mentioned to me on the phone about the ventilation and the vents inside the cruise ships, what changes might we see in terms of the infrastructure in america as a result of this . Tell us what youve learned . Well, you know, a lot of times it takes a desperate situation to make us do what we already have the technology to do and many hospitals already in healthcare settings, they have isolation or ventilation system so that youre not transmitting things through the ventilation system. We have filters that can filter very small particles. We need to start utilizing those in cruise ships. We need to utilize them on airplanes, we need to utilize them in different settings. We cant do that right now, but when this is all over, lets learn from the situation to make sure that we are not in a similar situation later on. Maria what are you doing, the government, in terms of keeping americans safe with the drugs that they need .
