However at the white house the request they have made of congress is even less than that at 2. 5 billion. Liz, speaking with Senior Administration officials earlier today about this im told that at this point they feel that 2. 5 billion figure is all they need right now. Even the white house went on record saying at this point, that they are, that the president is satisfied with alex azar and thats what ive been told as well from sources who are close to, close to this issue. We know congress has not really helped. As of yesterday, only House Committee on Foreign Affairs held a hearing. Today the house Energy Health subcommittee held a hearing. So congress can be criticized being slow to take action. People dont want to go there. In other words, you can play titfortat. Here is the issue, blake, go ahead i will let you speak in one second, the coronavirus is now the biggest challenge in decades to legitimacy of regimes in china and iran. The people there are going on social media blasting those countrys regimes. Go ahead, blake. Of course then youve got the House Minority leader saying maybe they need even less than that in 4 billion. There is a lot of different voices. I can tell you, liz, even when the white house put forth the 2 1 2 billion dollar request there were a lot of different voices in the administration pushing for different figures. It is one of those things, youre right, there is a big focus on this for a reason. At the end of the day it is a Public Health issue and some would argue a Public Health emergency. So you could say maybe there is some politics involved but those close to it would also say their figures have backing to it as well. Liz blake, youve been great. The fact people who have the virus show no symptoms for party make it almost impossible to track someone at risk coming into the country and how do you budget and plan for a response if you cant know or the location or magnitude of people bringing the risk in. Certainly numbers are much higher in reality than reported. So we never had accurate assessments out of china. It makes all the more impossible once it comes to our shores or say allied shores to try to get a handle on it. So weve seen responses in japan. Weve seen responses in taiwan. When you get to free societies with a free press, or open to international cooperation, there is some evidence the pace of spread slows down. So we should have some confidence that our medical system, our free press and collaboration we have in the medical industry will get a good handle on it but were flying blind given you cant tell who has this. Well, liz, im calling for the president to cut off sharing sensitive intelligence with adam schiff because that committee, the House Intelligence Committee, is no longer doing serious oversight. With all the directed leaks to hurt the president it has become a weapon to destroy this presidency. I think we have to stop the fiction that he is doing any constructive work there. He is hurting National Security and it is just time this committee be cut off. Liz do the leaks get worse when adam schiff became chair of house intelligence . They definitely did. Your reaction to that . You know, i know the press lives for leaks. Every network does but this was a classified briefing. These congressman have sworn an oath not to reveal the information to the news media without authorization. Not to reveal people without clearances. They broke the law. They broke the oath. When the president goes to White House Press Briefing Room. Again 39 countries have the coronavirus. Anywhere 59 to 60 cases here in the United States. The outbreak is being contained so far. Current Health Officials here in the United States, the question is, will the president be making even more decisions to bolster the cdc in their testing of the coronavirus . When you see individuals in hazmat suits in china, when you see 14 countries closing partially or fully their land borders with china, including russia with a 2600, 2hundred mile land border, mongolia did it, north korea did it, edward theyre seeing things there maybe people in the United States are not yet seeing. That is part of the concern. You mentioned borders. European union came out basically they will not close borders between the countries. You see what happened in italy. Cases have exploded threefold going in italy. There is concern, in germany there is some cases. It is spreading throughout the area. Basically they said, try to use good hygiene. Try to wash your hands. Theyre making the decision not to close their borders at least in the eu. Liz to your point, new study out of ohio state and Washington State university that the cases in china could be 10 times worse than what chinas reporting. Edward, youve been following geopolitics as well. This is a real test of iran and china and their regimes compact with their people. People give up rights saying we gave up our individual independence and our rights for you to take care of us. Now that the regimes there are being tested, people going full bore on social media in china, in iran attacking the regime. Go ahead, edward. Reporter certainly would be pressure on president xi at least in china because, the fight, talking about finances, when it hits the financial wallet of the people around president xi, that might be where they say, hey, we might need to look at this. Liz to your point, edward, we showed astounding video, seen nothing anything like this, irans Health Minister in charge of overseeing the outbreak in iran, physically at a press conference physically started to get ill on camera with the coronavirus. He is now quarantined, edward. Reporter that is something. Cdc says this is very easily transmittible virus. It is airborne and can live on surfaces for hours at a time. It is being transmitted very quickly from persontoperson. Sustained transmission is what really bothered the secretary of health and Human Services especially seeing in italy. It is not slowing down. It is accelerating according to the w. H. O. Seeing more new cases outside of china than inside of china. So it is spreading faster around the rest of the world. Stephen, would the president go so far to say if youre visiting from china, iran, whatever the outbreak is, you have to tell the United States Border Security officials your travel history . Earlier today a wicked murderer opened fire at a Molson Coors Brewing company plant, taking the lives of five people. A number of people were wounded, some badly wounded. Our hearts break for them and their loved ones. We send our condolences will be with them and it is a terrible thing, a terrible thing. I have just received another briefing from a great group of talented people on the virus that is going around to various parts of the world. We have through some very good early decisions, decisions that were actually ridiculed at the beginning, we closed up our borders to flights coming in from certain areas. Areas that were hit by the coronavirus and hit pretty hard and we did it very early. A lot of people thought we shouldnt have done it that early and we did and it turned out to be a very good thing and the number one priority from our standpoint is the health and safety of the American People and that is the way i viewed it when i made that decision because of all weve done the risk to the American People remains very low. We have the greatest experts in the world, really in the world right here. People that are called upon by other countries when things like this happen. We, were ready to adapt and were ready to do whatever we have to, as the disease spreads, if it spreads. As most of you know, the level that weve had in our country is very low. Those people are Getting Better, or we think almost all cases theyre Getting Better with a total of 15. We took in some from japan. You heard about that because theyre american citizens and theyre in quarantine and theyre Getting Better too. But we felt we had an obligation to do that. It could have been as many as 42 and we found that we were, it was just an obligation we felt that we had. We could have left them and that would have been very bad, very bad i think, American People. And theyre recovering. Of the 15 people, the original 15 as i call them, eight of them have returned to their homes to stay in their homes until fully recovered. One is in the hospital and five have fully recovered and one is, we think in pretty good shape and its, in between hospital and going home. So we have a total of, but we have a total of 15 people and theyre in the process of recovering with some already having fully recovered. We started out by looking at certain things. Weve been working with the hill very, very carefully, very strongly. I think we have very good bipartisan spirit for money. We were asking for 2 1 2 billion and we think thats a lot but the democrats and, i guess senator schumer wants us to have much more than that and normally in life i will say well take it, well take it. If they want to give more, well do more. Well spend whatever is appropriate. Hopefully well not have to spend so much because we think we have done a great job keeping it down to a minimum. And again weve had tremendous success, tremendous success beyond what people would have thought. At the same time you do have some outbreaks in some countries, italy and various countries are having some difficulty. China you know about where it started. I spoke with president xi. We had a great talk. He is working very hard, i have to say. He is working very, very hard. And if you can count on reports coming out of china, that spread has gone down quite a bit. The infection seems to have gone down over the last two days as opposed to getting larger, it has actually gotten smaller. One instance where we think we can be somewhat reliable, it seems to have gotten quite a bit smaller. With respect to the money thats being negotiated they can do whatever they want. Well do the 2 1 2. Were requesting 2 1 2. Some republicans would like us to get four and some democrats would like us to get eight 1 2 and well be satisfied whatever, whatever it is. Were bringing in a specialist, very highly regarded specialist tomorrow who works actually at the state department, very tremendously talented in doing this. I want you to understand something that shocked me when i saw it, i spoke with dr. Fauci on this. I was really amazed and i think most people are amazed to hear it, the flu in our country kills from 25,000 people to 69,000 people a year. That was shocking to me. And so far if you look at what we have with the 15 people and their recovering, one is, one is pretty sick but hopefully will recover. But the others are in great shape but think of that, 25,000 to 69,000. Over the last 10 years we have lost 360,000. These are people that have died from the flu. From what we call the flu. Hey, did you get your flu shot . And thats something. Now what weve done, we stopped nonu. S. Citizens from coming into america from china. That was done very early on. Were screening people and we have been at a very high level, screening people coming into the country from infected areas. We have quarantined those infecterred and those at risk. We have a lot of great quarantine facilities. The vaccine is coming along well. Speaking to the doctors, we think this is something we can develop fairly rapidly for the future. And coordinate with the support of our partners, we have great relationships with all the countries were talking about. Some fairly large number ever countries. Some it is one person and many countries have no problem whatsoever. Well see what happens but were very, very ready for this, whether anything, whether it is going to be a breakout of larger proportions or whether or not were, you know, were at that very low level and we cant to keep it that way. Were at the low level. As they get ther we take them off the list so well be pretty soon as only five people. We could be at just one or two people over the next short period of time. So weve had very good luck. The Johns Hopkins i guess is highly respected, great place, they did a study, comprehensive. The countrys best and worst prepared for an epidemic and the United States is now, were rated number one. Were rated number one for being prepared. This is a list of difficult countries. I dont want to get in your way, especially since you do such a good job. This is a list of the different countries. The United States is rated number one. Most prepared. President. President trumps made clear from the first days of this administration we have no higher priority than the safety, security, health and well being of the American People. And from the first word of an outbreak of the coronavirus the president took unprecedented steps to protect the American People from the spread of this disease. He recounted those briefly but the establishment of travel restrictions, aggressive quarantine effort of americans that are returning, declaration of a Public Health emergency and establishing the White House Corona Task force are all reflective of the urgency that the president has brought to a whole of government approach. As a former governor from the state where the first merz case emerged in 2014 i know full well the importance of president ial leadership, the importance of administration leadership, and the vital role of partnerships of state and local governments and Health Authorities in responding to the potential threat of dangerous Infectious Diseases and i look forward, mr. President , to serving in this role. Im bringing together all of the members of the Corona Task Force that youve established. Hhs, cdc, dhs, the department of transportation and state. This team has been at your direction, mr. President , meeting every day since it was established. My role will be to continue to bring that team together, to bring to the president the best options for action, to see to the safety and wellbeing and health of the American People. I will also be continuing to reach out to governors, state and local officials. In fact in the recent days the white house met with over 40, state, county, city Health Officials from over 30 states and territories to discuss how to respond to this, to the potential threat of the coronavirus. Well be working with them in renewed ways to make sure that they have the resources to be able to respond and as the president said, well be adding additional person until here at the white house to support our efforts on the president s behalf. Well work with members about congress to assure resources are available for this whole of government response and well be working very closely with secretary azar and his team that have done an outstanding job communicating to the public to insure the American People have the best information on ways to protect themselves and their families and also that the public has the most timely information on the potential threat to the American People. Mr. President , as weve been briefed while the threat to the American Public remains low of the spread of the coronavirus you have directed this team to take all steps necessary to continue to insure the health and wellbeing of the American People and the people of this country can be confident that under your leadership we will continue to bring the full resources of the federal government in coordination with our state and local partners to see to the health and wellbeing to the Effective Response to the coronavirus here in the United States of america. With that the president has asked me to recognize the secretary of health and Human Services, alex azar and also the Deputy Director of cdc, dr. Ann shoca for remarks. Well thank you, mr. Vice president and thank you, mr. President for gathering your Public Health experts here today and for your strong leadership in keeping america safe and i couldnt be more delighted that you asked the Vice President and my old friend and colleague to lead whole government approach on Emergency Support function number eight. As of today we have 15 cases of cove individual 19 coindividual 19 in the United States. Covid 19. We have 42 cases among americans repatriated who had been stuck on the diamond princess in japan. The president s early and decisive actions including actions have helped us buy valuable time. This helped us contain the spread of the virus, handle the cases we have, and prepare us for the possibility we will need to mitigate broader spread of infections within the United States. The president s actions taken with the strong support of his scientific advisors have proven to be appropriate, wise, wellcalibrated to the situation. Were grateful for the hard work, health care workers, firstresponders, communities, state and localed leaders put into the response so far. Because of this hard work and president s leadership the immediate risk to the American Public has been an continues to be low. Our containment strategy has been working. At the same time, what everyone of our experts and leaders have been saying for more than a month now remains true, the degree of risk has the potential to change quickly and we can expect to see more cases in the United States. That is why weve been reminding the American Public and our state, local and private sector partners that they should be aware of what a broader response would look like. Cdc has recommended that the American Public, especially state and local governments, businesses, and other organizations should refresh themselves how they would respond in the event that the situation worsens. Were encouraging americans to learn what future steps might be necessary to keep themselves and their communities safe. As you know this has been a difficult and challenging time and our hearts go out to the individuals who have been directly affected by the virus and to all those who have been working tirelessly in responding to it. Our aggressive containment strategy here in the United States has been working and is responsible for the low levels of cases that we have so far. However we do expect more cases. This is a good time to prepare. We, as you heard, it is the perfect time for Businesses Health care systems, universities and schools to look at their pandemic preparedness plans, dust them off, make sure theyre ready and we have lots more information at the cdcs website and in partnership on how to do that. But it is also a really good time for the American Public to prepare and for you to know what this means for you. The coronavirus that were talking about is a respiratory virus. It is spread in a similar way to the common cold or to influenza. It is spread through coughs and sneezes. So those everyday sensible measures we tell people to do every year with the flu, are important here. Covering your cough. Staying home when youre sick, and washing your hands. Tried and true, not very exciting measures but really important ways that you can prevent the spread of respiratory viruses. So this, the trajectory of what were looking at over the weeks and months ahead is very uncertain but many of the steps we have taken over the past 15 years to prepare for pandemic influenza and our experience going experience through the 2009 h5n1 pandemic influenza remind us steps of health care systems, our communities, businesses and schools may need to take. Were in this together, all of government, the public and private sector and the cdc wants to make sure you have the best information every day. Thank you i want to give you a quick update. My name is dr. Tony fauci. Im the director of National Institute of allergy and Infectious Diseases. We have of number of vaccine candidates and want to give you the time frame for a vaccine and what its impact may be now and in subsequent years. I told you we would have a vaccine we would be putting into trial and see if its safe in about three months. I think it will be a little bit less than that. It will probably be closer too two months. It would take three months to determine if its safe. Then you have six months. Then you graduate to a trial to hundreds if not low thousands of people to determine efficacy. That would take an additional 6 to 8 months. Though this is the fastest we have gone from a sequence of a virus to a trial, it still would not be aapplication be to the academic unless we wait a year to a year and a half. That means two things the answer to containing the Public Health measures. We cant rely on a vaccine the next 7 months to a year. However, if this virus will go beyond just a season and come back and recycle next year. Thats the case, we hope to have a vaccine. There are a number of antiviral drugs that have been tested. We initiated a ran domsized trial of a drug called remdesivir. The good news is at the trial thats randomized as pla see boao placebo and drug standarf care.
