They did through this agreement, its the most prolabor, proenvironmental agreement in history and on top of that new, i think, some new models in digital trade and new economy that really works well for not just america but all 3 countries. Maria this was a significant win for america, youre talking about 200,000 jobs created as a result of usmca, right . Its not perfect. , you know, thats what legislation is, its not perfect. There are things that im still concerned about but im going to work with my colleagues on both sides of the house, its not going to bring for me in michigan where i have many empty plants because of nafta 1. 0, its not going to bring more jobs back but i dont want to see more jobs leaving the country. Maria youre happy with what has taken place . Im worried but im not i will keep working with my colleagues to make sure that those issued that we are still worried about and i dont want to hurt ambassador lighthizer by saying i really enjoyed working with him. I do think theres a chance of jobs coming back, estimated 76,000 jobs, they wont all be many michigan but you guys are the heart of this. Maria i want to look at the one holdup on usmca and what the problem is in terms of in terms of why you are seeing some pushback in the congress. So on the republican side i think it could unanimous or near unanimous in support of this agreement on democrats side i think theres going to be a historic vote for this and i think it represents one, the original agreement from a year ago is the most prolabor, most proenvironmental but the last finetuning, last 1 was important because it assured democrats and republicans alike that this agreement would be enforced, all of it in mexicos transformational labor law we would be not just embracing but helping them and holding them accountable, all that has added up to a remarkably consensus agreement. Maria what im referring to obviously is pat toomey, hes written an oped this morning in the wall street journal, i will vote against this antitrade agreement. You are going to see a number of members in the house vote against it and i have not told people how i was going to vote until here, the Environmental Community is very worried and we have to continue to work to make sure that we are addressing many of the Environmental Issues in mexico, but what i want is my workers under a better treaty so its not perfect but we dont stop work to go make it better. We are coming to you live from dc this morning where the house voted to impeach President Trump last night on two articles of impeachment. It is the third time in history that a president has been impeached. Only three times. But now Speaker Nancy Pelosi is saying that she is considering bypassing a senate trial. It is a stark contrast from 1998 when the impeachment of president clinton was sent to the Senate Minutes after the house vote. President trump is not allowing impeachment to stop him from l rallying thousands of supporters in the Battle Ground state of michigan. Watch him last night. This lawless partisan impeachment is a political suicide march for the democrat party. Theyve cheapened the impeachment process. And while democrats are obsessed with impeachment, were focused on jobs, jobs, jobs. Our first duty and our one true allegiance is to you, the American People. Before anybody else. Most people in america know this is not fair. They want him to have his day in court. We want him to be able to finally present his case to the American People. Earlier this morning china unveiled a list of new tariff exemptions, for six chemical and oil products from the United States. Do you look for a phase two deal . Is this something from china thats basically giving an olive branch on the heels of or expected to sign that phase one, thats not signed yet, right . Abs a lieutenantly. Its absolutely. Its being translated. Were through the formalities. This has been a huge breakthrough. What weve seen is a move from a grand deal to a sequence deal of incremental a steps. This first steps has turned into a big step. There are three tranches of tariffs that were going to adjust. For that we get increased ag accessibility into china into 40 to 50 billion, plus ip protection we did not have before. Dagen i want to get back to impeachment and the trial in the senate. Is it likely what is the likelihood they that no witnesses get called . Because potentially, based on what Mitch Mcconnell and Chuck Schumer agreed to, that any witnesses would have to be put to a vote. It wouldnt require a twothirds vote but a simple majority on witnesses. And theres a lot of thinking that none of these witnesses would get that simple majority if it goes to a he vote and, therefore, there wouldnt be any. Well, what weve heard so far, our plan would be and what the president would like would be that the house manager and the president s attorney would present their cases and then we would each senator would then have this is going to be interesting for the american public. For six hours a day, six days a week, American Senate members cannot speak. That should be a revelation for people back home. Theyll get to write one question and go potentially straight to a vote to a. Dagen i was thinking of the merit garland case where senator Mitch Mcconnell sat on merit garland and didnt put president Obamas Supreme Court nominee up for a vote, maybe nancy pelosi is pulling the same thing. Well, she could be doing that. Thats entirely different situation. We were in the middle of a president ial campaign. Next year well be in the same thing. This is about what the house started 84 days ago, its a totally unreasonable accusations that they have not made the case of. We had jonathan turley, the constitutional expert call out they have not made their case. Even on the two weak articles of impeachment, theyve not made the case. Its time to get this before the senate. Lets get this voted on. Get this man acquitted and lets move on to the peoples business up here. President trump maintaining his ability to use other defense related funds on border construction. The president is expected to sign the bill this week. Joining me right now ahead of that is the department of Homeland Security acting secretary, chad wolf. And secretary wolf, great to have you this morning. Thanks for your ser and all youre doing. Your reaction to the 1. 3 trillion, what does that get you if terms of wall construction . 1. 3 gets us 70 miles of new border wall. Combine that with the money were using from dod, and weve got significant amount a of money to build a significant amount of wall. So were anticipating by the end of 2020 that we have somewhere between 400 and 450 miles of new wall. Maria has the sentiment chinged in terms of the money allocated toward the wall, certainly the democrats have been pushing back really trying to stop any money are from other agencies going to the wall. How do you feel about that . Well, i can tell you what our Border Patrol agents, when im at the border talking to them about the wall, about the impedance and denial, when we talk about the wall, its a border wall system. Its not just the physical structure, its also the light, roads, technology that goes along with that. What theyre saying is they need the border wall system to do their jobs day in and day out. I support the president and the add a medicine strayings and what were trying to do administration and what were trying to do to get the wall built as quickly as possible. Maria we went to el paso. I was stunned by the number of children coming across, alone, by the number of people who didnt know where they were going. They were just making the trek. It was so easy to cross from mexico into hells pas el paso,. There was supposed to be a river but it was dry. Whats startling our politicians and others, who say the wall doesnt work, thats not true. You look at san diego or yuma, arizona, where the wall goes up, the illegal border crossings and apprehensions goes down. That allows us to funnel individuals to ports of entry or other areas theyre better equipped to handle them in. Maria the u. S. Has done partnerships with mexico, with guatemala and thats been helpful, right . Thats right. We have mexico doing a lot. Were asking them to do even more. Theyre patrolling our southern border, theyre patrolling their southern border which is very important. We have a number of agreements with our Central American partners on asylum, on border security, on biometrics and the like. All of this is part of the strategy that we are implementing that has driven our border numbers from a high of 144,000 down to a little over 43,000. Thats still a crisis for dhs and for the department, so were still looking to take some very aggressive actions in the shortterm. Maria this morning, one of the News Headlines is the travel advisory, telling people to be careful traveling to mexico. Make sure to keep in touch with your family and friends where you are. And i think one its a stark reminder to me, when i was at the border, learning about the drug lords. And learning about the fact that when people want to cross into america coming into el paso, first theyve got to deal with the drug lords. Right. Everything that we do at the border ties back to these cartels and what we call Trans National criminal organizations. Whether were looking at stopping the flow of illegal migrants, abusing the asylum system, it all comes back to the same thing which is drugs, illegal contraband and the like. So these tcos and cartels are trafficking in anything and everything that they can. Maria unbelievable. As we look at stopping the illegal flow of individuals, we are also looking at stopping the l illegal flow of drugs, weapons, cash and the like. Maria somebody was telling me when it comes to fentanyl, it starts in china and goes through mexico. It does. We see china and mexico as the prmarry importer primary importers in coming into the country. We see an increase in drug seizures from the southwest border over the last fiscal year. Thats concerning to us as well. Maria let me ask you about sanctuary cities. State legislators in wisconsin introducing a bill to ban cities from the state from becoming sanctuaries. That means cooperation with Law Enforcement p would be limited. Does this strengthen National Security . What do you make of this. Then i have to ask about drivers license for illegals. Sanctuary policies are concerning for us, whether theyre in wisconsin, North Carolina, which i was in several weeks ago and the like. What sanctuary cities do are not protecting those communities, not protect Law Enforcement, make it harder for dhs to work with state and locals to he remove individuals that have no legal right to be here and are in fact criminals. We continue to call out those that have sanctuary policies and we believe that make those communities very much less safe. The phase one he deal has not been publicly released. Only the chapter titles have been released. One of the chapter title is bows about forced technology transfer. If china would try to enforce the law the way gordon chang is talking about, it would be intrusive on all American Companies, give us everything now, today. That would be blocked by what the chinese have agreed to in the first phase deal. Youve got to explain this one to me. This is a headscratcher that the government, the u. S. Government wants this thrift fund to invest in Chinese Companies, even though theyre sanctioned, and theyre building equipment to beat america. No, it looks very bad. It raises the issue of whether President Trump should as a weapon against the chinese to get more leverage on them, should he start interfering in capital flows. The chinese i think may have agreed to the first phase in part because the white house has already been talking with the media about the possibility of interfering with capital flows. The problem is the bigger issue is how is whether or not the waiver that president obama put in in 2013 should be canceled. This waiver allows Chinese Companies 150 or more, 1. 1 trillion on our three main markets in new york, allows them to suppress any accounting problem and notice make it public not make it public to investors or the sec.
