He did produce, though, a 15page statement to the committee which was published and its a timeline of his experience in yo ukraine dealing with the president of ukraine,. Ukraine,zelensky and ukrainian policy with the state department and the National Security and the white house and Rudy Giuliani. Rudy giuliani doesnt figure heavily in the statement but hes there in the background, pressing. Paul what he lays out is what he says was a kind of twotier process. Two channel. Paul two channel. The one channel was to help the ukrainians fight off the russians, which included military aid to the Ukrainian Government whichs was aprobe app prated and set you appropriated and set to expire. Another channel emerges led by Rudy Giuliani and George Sondland to press president zelensky to investigate the bidens and whether ukraine was involved in the 2016 election. And through that period, a hold gets put on the aid to ukraine and ams bass door taylor i would say makes a pretty strong case that the hold was related to President Trumps desire for president zelensky to publicly say he was going to investigate biden and the ukrainian involvement in the 2016 election. Paul this is supposedly the bombshell. Its still second and third hand information, i heard it from someone who heard it from someone else. Its a little stronger than that. Its his interpretation of how he felt. He describes talking to National Security counsel of icials through this period who officials through this period who were relating to him conversations between zelensky and President Trump. Paul heres the problem they will testify next week. Heres the problem. We dont really know. This was all done behind closed doors many we dont know how he stood up under questioning. Paul we have the Opening Statement. We dont have the rest of the transcript. We dont know what other witnesses will say about what he said. We dont he know. Thats the problem with the way this is being conducted. The democrats want are doing it this way because they want to push a certain narrative. They want to selectively leak it to the press. They hope it will affect the president s approval rating, hoping it will affect the support for impeachment going into an Election Year. Thats the game being played here and i think the president and republicans are right to be very, very upset abouts this process. It look like this president is being railroaded. Heather. But when you heard the statement from republicans who were actually in the room and theyve been careful not to exactly say what went back and forth, but they have said that this that he collapsed under questioning. And i think the bigger problem here as well is that republicans are trying to make the point that were also just getting testimony from selective witnesses, those that democrats are calling. And they havent had the opportunity as they would have in any prior impeachment proceeding to bring their own witnesses and get maybe a fuller sense of what actually happened. Paul well, also i think a couple of points here, dan. The ukraine probe into corruption has never really got off the ground of. And thats i think one thing. And then the aid which was appears to have been withheld, although we dont he know exactly how that happened, was resumed on september 11th. So there was a lot of indearn ll opposition to internal opposition to this Rudy Giuliani exercise, including from john bolton. John bolton met with president zelensky on august 27th and 10 days later resigned. The aid was released the next day, on september 11th. I think we should cut to the chase on this. Did President Trump try to pressure president zelensky into investigating the bidens and ukrainians in the 2016 election and did he probably withhold aid to do so . I think he did. Is that an impeachable offense. Lets cut to the chase, have a vote and get past it. Paul what about the argument that somehow the democrats are just following with the secret stuff, just following what republicans did. That is one of the arguments theyve been making. This has been a big talking point on the left wha that the republicans changed the rules in 2015, thats what trey gowdy did when he was investigating ghazi. The difference is nancy pelosi announced this was an impeachment hearing. This isnt a normal, everyday hearing. You would think that she would follow tradition, that l followd during the nixon and clinton impeachments and she has not done that. So this is not a runofthemill exercise and the democrats cant have it both ways. Paul what about the bill barr investigation, you now turning crime now turning criminal. How important is this . But i would hold out on waiting for a Michael Bloomburg or Hillary Clinton to come rideing to the rescue. To the first question, yes, other people could get in, particularly somebody like Michael Bloomburg. S thats certainly a possibility. I also think these democrats are right to be worried. Paul they are. Absolutely. If you look at theres a poll that says the second choice for biden, sanders, harris and buttigieg supporters is Elizabeth Warren. Which suggests that the biden lead has more to do withs his electability. Paul you think biden is too weak to defeat trump and warren is too left. You would agree . I do. Paul bloomburg could come in, spend a billion dollars before the primaries. Question is, could he get enough votes. He stayed out initially because he didnt think he could win the nomination. But i guess if warren is going to be the potential front runner, maybe he gets in. What about hill youl hillary cls she have a chance . I dont think she has any chance. Theres too much animosity towards her on the Democratic Left. The problem the party is seeing is the rise of the left after the 2016 election, kind of Bernie Sanders, it was clear they had the bit in their mouth and they thought this election was going to be theirs. Youve got Bernie Sanders, youve got else eel. Elizabeth warren. This is making it difficult for other can do it who arent over there with bernie or warren to reverse the primary, to argue on the policies that are fueling the Democratic Left or the moderate voters in the center of the country. Its created confusion about what the Democratic Party stands for. Paul i think im going to disagree with you. I think any of these candidates or most of them could beat donald trump. Donald trump if you look at the polling is a l relatively weak incumbent. This is not some juggernaut. When you get to be a knew binary choice get to be a binary choice and the democrats are so excited about beating donald trump, no matter who is on the ticket, i think any one of them could beat him. Youve had a president polling consistently in the low 40s and hes got a pretty Strong Economy going on. Hes got 50 year low unemployment rate. Yet, those numbers have not gone up in terms of the job approval rating. Youre right, just because the democrats do nominate a progressive, if they decide to do that, does not mean this will be a cake walk for donald trump. Where the former first lady basically said that republicans were recruiting trying to recruit gabbard to try to run as a third party so they could reelect trump, what do you make of that. I found it useful that Hillary Clinton engaged in that. By suggesting that tulsi gabbard, one of the members of the primary field, was a russian asset, it helped to highlight the objec absurdity of some of e claims that were made against the Trump Campaign and republicans. Its a cheap shot. Its a new way of trying to isolate anyone out there in politics and suggest they are not worthy to be involved. But it doesnt necessarily look good for Hillary Clinton and she got a lot of rightful pushback as a result this week on it. I think to their detriment. And the point was made after that election that the democratic bench was weak. In other words, no real president ial caliber people waiting in the wings to run. At one point they were valued or wework was valued at 40 billion, now its at 8 billion, within about two months. What is the value of that wealth . Paul what about the spending overall . Is there a number that shes put on it, total, anybodys put on it, total. No. A lot of its hard to add up. Theres a lot of things that are thrown out almost casually like were going to double the peace corps. Paul that is absurd. There is no price tag attached to it. I saw one analysis that was putting it at maybe 4 trillion a year in additional spending but i think it would be even higher if you really analytically went through and added up all the bullet points. I think it would be more than that. Paul and i guess this hasnt gotten much attention, dan, in the press, kind of just reporting it as it goes. But theyre not really focusing very much on just what this would all mean, which means that if they nominate her, donald trump will litigate it. No question about it. But in her mind, donald trump is way in the distance. Shes fighting for the same voters that Bernie Sanders is; fighting for. Bernie sanders is a socialist, has a lot of support on the Democratic Left. Shes going to vote in the primaryless. Primaries. Secondly, with regard to east of the river, theres a lot of forces running around. Theres the safe zone and the kurdish dominated sds, with drawing from that. Theres a swath of territory south, where the sbf who are still a force around 100,000 strong still dominate. The regime cant do what they want with them. As we heard over the last 24 hours, confused signals coming out of washington also with some officials or an official at least saying theres a possibility of u. S. Forces remaining as well to guard the oil fields including possibly the armored forces, u. S. Armored forces into syria for the first time. So its a very unclear and complicated picture in syria. Its been a good few days. Paul this is the confusing thing for me. This suggestion by not well, the president said were going to stay there with some troops to he protect what he calls the oil. Those are Undeveloped Oil fields, basically. Now youve got some Officials Say we might even send armor there. So is that a realistic possibility, that the u. S. Could reinforce those and stay there and maybe even develop them . The u. S. Has the forces if it wants to put them in. Let me Say Something that i dont think has been picked up sufficiently. The reason has been guarding the oil fields from isis. It is important to bear in mind, you dont use heavy armor to do a counter insurgency. If someones thinking of putting tanks in order to face a potentially conventional enemy, namely the assad regime, iranians and russians. So its very important to be clear. The oil fields and isis at this stage are an excuse. If the americans are going to go in there, its an in order i would say to provide a continued block against the iranians, the russians and the assad regime. If that happens, thats whats being discussed. Paul the syrians want to get the oil if they can. The iranians would love to get the oil and the oil revenue if they can. But it also has to be developed and i cant imagine an American Oil Company with all the other places it has to invest around the world saying you know what, yeah, well go into this war zone and develop those oil fields because President Trump says its our oil. It just seems im plausible to me. Implausible to me. I agree. There were four Major Oil Companies before the war. They all pulled out in 2011. Were talking about a relatively small amount of oil to be developed in any case. Theres oil fields further north. But theyre part of the turkish safe zone. Some of the oil fields have already been sacrificed to the north. The oil is kind of a talking point here. But we need to look a bit deeper. If this kind of thing is being considered, the issue is not oil. Oil is kind of a smoke screen i would say. Paul what about the view of all of this and the u. S. Withdrawal from parts of syria there in israel . Whats the israeli view of this . The israeli view absolutely is this was a very negative development. You see from the israeli point of view, that 30 of syria, up until a week ago, its a de facto u. S. , kurdish protecter was playing an important role. I was playing a blocking it was playing a blocking role to the iranian land bridge, the iranian territory that the iranians want to establish between iran, iraq, syria, lebanon and israel. Now thats been removed and theres real concern that the assad regime will move in and where assads army goes, the iranians soon follow. There were seven major strikes in the u. S. In all of 2017. There were 20 through october of this year. So something is definitely going on. I think its a couple things. One is the tight labor market. Unemployment is at a 50 year low. Unions think we can squeeze management, we can ask for more things. You see that going on. Last Years Supreme Court ruling in janice said that unions can no longer coerce workers who dont want to join the union to pay dues and fees. That was a real bodyblow to unions. I think fair a panic theyre in a panic mode right now. Paul they want to have more strikes to be able to show to their workers that theyre delivering more for them . Is that it. Delivering more for them and a also striking for more jobs. For more for instance, in chicago, with the teachers unions, they want the city to hire more people they can unionize. This is an attempt to make up for what they think they might lose because of the janice rule. Unions became so powerful in the second half of the 20th century out of this ability to coerce workers to pay whether they want to be represented by the union or not. The Supreme Court has taken away that ability. Paul with the United Auto Workers, they want to be able to show that there was a big federal corruption probe going on and they need to show, hey, were actually delivering for you and were not irrelevant. I think they also just increased the dues back in 2011. Paul big dues increase. There was a big dues increase and they were building up support. And they kind of dragged out the strike. You have to realize workers lost many workers get paid around 1,200 a week. They were making 250 striking. They probably lost more during the strike than they will make up you in the increased pay, weve the proposed ratification. Paul reminds me, dan, going back to the 70s and 80s, Election Year is coming around, lets have a strike and the democratic politicians pile in and it helps to generate enthusiasm for their issues and for their favored candidates and i wont argue this might have worked in 2018. Remember those teachers strikes in arizona and if west virginia. They got more money and it did kind of put that issue front and center in the election. Yeah, it did. But one thing we should note is that theyve been getting more money in some of these teachers strikes but School Districts in oakland and denver have had to fire people in administrative jobs to make up for the money lost by the increased wages. So middle class people are losing their jobs to the teachers because they get the higher pay. The other thing thats going on here, its the american left on the move again after that 2016 election. They feel this is their moment and so you have someone like randy winegarten, supposedly its about teacher pay. She says its a movement for social justice, for workers rights, womens rights, social rights. They expanded the purview of what the Union Movement is supposed to be about. Its political and the politics to the left. Paul how do you explain that . Its always been something of a left wing i mean, labor has been left economically. Now were seeing a cultural change, the politics of social justice moving front and center. I think its something of a Public Relations thing theyre making here. This is not just about teachers, this is about society, making sure that unions are strong, means that society will be better off. Theyre trying to settle issues like homelessness or crime or inequality in collective bargaining situations where you can demand for taxpayer dollars without explicitly getting the consent of taxpayers. I think thats very problematic. Paul but is it going to go anywhere . Is it going to help their cause . I think so long as they continue to win. The kincaid fire in sonoma destroyed dozens of homes and burned tens of thousands of acres and as dangerously windy weather continues to threaten the state, the largest utility there has staged a new round of blackouts designed to prevent new fires from starting. Pacific gas and electric began shutting off power to nearly half a Million People wednesday with more outages planned this weekend. Californias governor accused pg e of putting profit over public safety, claiming its failure to upgrade and maintain equipment is to blame for the blackouts and calls on the company to provide cash rebates to the customers affect std. Were back with Dan Henninger, Allysia Finley and kyle peterson. Allysia, make some sense of how we got to the situation where we have fires and blackouts. Pg e is in bankruptcy right now, partly because namely because it has been held responsible for two dozen fires in the last few years caused by its equipment. It has 30 billion in liabilities. The state has basically told the utilities and especially pg e, in order to avoid more fires and more liabilities, you guys can turn off the power preemptively. Well, we dont know for certain but it seems like even though pg e did do a blackout in sew sa county, it failed to turn off the transmission wires and that seems to have perhaps caused the latest fire. Paul is newsom correct to blame pg e for all of this because pg e is a public utility. Its a wholly owned subsidiary of sacramento. Its regulated by the state Public Utility Commission which oversees the safety. The problem is, it hasnt focused on safety. It focused on renewable and green energy and imposed various mandates, Renewable Energy mandates, 60 by 2030, forced it to provide solar subsidies to customers and installed electric car charging stations. Paul your argument is thats taken away money from tree clearing and safety and making the transmission lines safer for fires. Right. Theres only a certain amount if they were to do everything since 2010, rates have gone up by 40 , four times as much as they have nationally. If they were to do the tree trimming, upgrade the grid, which it hasnt been done to the extent it should have, you probably would have a seen a two or three time rates would be two or three times higher than now. Paul so the politicians they tried to hold down rates to reduce the pain of the green energy mandates. Paul and what about higher gasoline prices, which have also been hitting the state, a buck 50 a gallon higher in california than the rest of the country. Right now its about a buck 50. Last year it was about a dollar. Back in 2000s, it was only about 20 or 30cents. Green energy mandates, cap and trade, gas tax increase, as well as low carbon fuel standard, increasing the cost. Refineries, when you have an outage like you had last month, that reduces the supply, increases the prices. And Big Companies have managed to take advantage of that as well. Paul i always thought the goal of the antifossil fuel folks was higher gas prices. They wanted higher gas prices and now they that have them, theyre complaining about higher gas prices. Thats precisely the problem. Youre putting different requirements on companies and then being flabbergasted when they cant make all the ends meet. Just an example, wall street says pg e could save about 2 billion if it bought if it voided some of the green Energy Contracts and cost energy at cost. Pg e said it costs 3 million per mile to bury power lines. If you do napkin math paul thats about right. They could bury 500 miles every year without raising any rates if they could buy power at market price. Paul is california set this year to have blackouts. Pg e sa said it could happen ona rolling basis for 10 years. I think thats right. The alternative right now is wildfires. Because its clearly not safe. Paul so its run on generators in california and heres the thing about generators. You know what they use . Gas g. Gasoline. Paul theyre not how should we say really all that clean. Yeah. The Census Bureau reported last year that in 2018, 38,000 more people left california than came in. The trend thats been going on for four years. This is obviously going to continue.
