Again you get this, everybody will be talking about this New York Times report without and you might read the first sentence or two, but without the background of the timeline and what really went on. Dagen its not a problem that will ever be solved with more money and i think california has proven that, they started releasing people, there was a proposition that wound up releasing people from the prison system for lowerlevel crimes in california and the argument was to reduce prison spending when, in fact, reduced prison population and spending on prisons in the state doubled over a decade or so, the problem is that you dont have institutionalization of people who need to be in in hospitals for treatment of mental disorders and, again, these cities, i lived in San Francisco for a year, they tolerated, they tolerated this kind of behavior for decades where again they side with people who are essentially breaking the law defecating in public, harassing the residents and dont side with the people that actually pay the taxes and support the infrastructure that is the city, time and again, there was somebody in my neighborhood who walked around with a knife, a stiletto, every time your car bumper was on your sidewalk, they would stab your tire and deflate your tires, walk up and down the street to deflate tires every night just like that, and you know what the cops did, nothing. Somehow this is because of policies, i mean, you look at San Francisco and the defecation, ive said this a million times, a digital poop map, in la homelessness problem, some of this has to do with sanctuary city policies and the idea that youre not youre scaring the cops away, that they dont want to get involved anymore. Were looking at a market this morning setting the tone for a gain at the start of trading, futures indicating the market will kick off the Fourth Quarter higher even as uncertainty over trade and the impeachment push swirls dow up 54 points, s p up 6, nasdaq up 22. The dow and s p 500 closed out the Third Quarter higher yesterday, Third Quarter of gains in a row by the way for the dow and s p. The nasdaq was down less than a the tenth of a percent in the last three months, so it was basically a fractionalal moving Third Quarter. We are going to get Third Quarter earnings out in the next two weeks. Lets check global markets. Youve got losses in europe, fq100 down 33 points, cac down 12 and dax index lower by 23. Asian markets overnight look like this. Markets in china and hong kong are closed today as china celebrates the 70th anniversary of communist rule and what a celebration they had. They showed off military strength with some incredible armments, some of these rockets could hit the South China Sea in 30 minutes and one major huge one that everybody is talking about that could hit the United States. It is a very different story in hong kong. Take a look at the action there overnight. It turned violent with the protesters. We are in the 17th week of protesters on the ground as hong kongers push back on chinas thothorchinasrule. Millen l yalls think millennials think they will be wealthy in the future. They all seem to be a moment in time. Maria yeah. Look, i dont think we can normalize what the president did with ukraine. I mean, this is more complicated than times going to allows us i think to have the conversation. But you talked about barrs contact with australia. I think investigating what happened during the Mueller Report, what happened in terms of what the cia and fbi did and all thats legitimate. But i dont think you can have the attorney general investigating it. I think you need an independent commission that can evaluate. So whatever the results are, people are going to trust it. Youre not going to trust having the attorney general do this evaluation. So i maria is it not fair to ask why there were australian diplomats running into some people in the Trump Campaign, Alexander Downer is the i think its legitimate. Maria youve got joseph misfid from italy and others from britain. I mean, all of these people were western intel associates and they ran into Trump Campaign associates. So is it wrong for the president to want information as far as why all these countries were involved in the framing of donald trump . But how you do it matters. So the same thing happened after 9 11. Maria that i agree with. The same thing happened after 9 11. The people didnt trust the investigation. So they formed the 9 11 commission. You need something comparable today. Not the attorney general running it. Maria he hired john durham. Hes the guy in charge of it. The report will come to him. Hell deliver the report to the American People. Maria youre saying let john durham handle it. No, create an earned indept commission to handle it. Otherwise, the American People will not trust the results and we wont be able to do a course correction. Maria people didnt trust the results of the Mueller Probe either. He was a special investigator. Im talking about a commission that can say okay, weve got to find out what happened. Weve got to find out did we make mistakes, did things happen that shouldnt have happened, is there any course correction that needs to occur, any recommendations the commission can make. Mueller didnt make any recommendations of the nature that the 9 11 commission made. We need something comparable to had that. Otherwise you have a part saab attorney general filing the report. Maria some people say sure, maybe the president should not have talked about joe biden. It was maybe improper. Was impeachable. They say no. He didnt just talk about joe biden. He went to a foreign leader and said open an investigation, hire get a prosecutor to go after what joe biden and his son did, and we will get the ill have the attorney general of the United States of america, our chief Law Enforcement r officer work with you. Maria is it okay . No, its not okay. Maria is it okay with joe biden did, traveling on air force 2 with his son and the son getting 1. 5 billion from china and also doing a deal with ukraine. Imperfectly willing to investigate maria what you know about goa, wajoebiden, was it right . Youre changing the subject. Maria the subject is joe biden and the president brings it up. So we should forget what joe biden the question is it acceptable to have a president of the United States, contact a foreign leader, ask him to open an investigation and offer the services of the attorney general of the yates. That should not be normalized. Maria the republicans said that was improper. My second question to you its more than improper. Maria is it impeachable . I dont know. Id be willing to give the president a pass if the republicans agree that in the future it should be an impeachable offense. Maria second question for you, is it proper that a sitting vice be president took his son on air force 2 and a couple weeks later the son got 1. 5 billion from china. Look, i think whether its proper or not i dont know. Maria you dont know if thats proper . Should we have maria you dont know if thats proper . Look, if you want to maria senator, is it proper . Actually, you gave me a detail that i was unaware of until just like two minutes ago when you asked me. Maria you didnt know that the Vice President had his son hunter biden on the plane when he took a trip to china and a couple weeks later the son got 1. 5 billion from a hedge fund . If youre going to do this, what we need to do is say what should the rules be for children of Vice President s maria i think there are rules against that. What are we doing with children of you famous people . Particularly famous political people that could have an impact on the policy that in this case a company and ukraine cared about. What should the policy be . What should the rules be . If you want to write maria it seems the rules should be if youre a sitting Vice President and your son is on the board of a company thats being investigated, you should probably recuse yourself and not get the prosecutor fired. What you have to then say is the same rules need to apply to the president of the United States. The same rules need apply to the chairman of committees, the same rules need to apply not just in this case retroactively, but pros tecprospectively what chilf famous leaders are allowed to do. Maria the dems are up against a tight deadline. They have hours left to secure a spot on this months debate stage, the party gearing veering very far to the left. Bernie sanders upped the an te with a new Corporate Tax plan. There are big gaps between executives and employees. A new poll finds Elizabeth Warren surging past joe biden as the top choice among college students. What do you make of Bernie Sanders new plan. He says this. Sanders plan would increase taxes on Greedy Companies that pay ceos 50 times more than median workers. I think its a terrible idea. Look, i dont favor the rise of enthusiasm to enlarge a governments capacity to interfere with me and you and anybody else in the country. I value freem. Freedom, i think themore you lis capacity to interfere with economic decisions, the better off we are. Thats my own view. Maria how is it possible theyre running on this in theyre running on higher taxes, theyre running on a wealth tax. You could work your whole life, gain welt and Elizabeth Warren wants to tax it. Theyre trying to get 1850 delegates to the Milwaukee Convention to support them and theyre going to states that tend to be more liberal and theyre campaigning for them. Whoever the nominees is, theyre going to come out with 194 electoral votes. The question is, how do they get another 96 or another 76, excuse me. Can they win michigan, pennsylvania and wisconsin. Maria was it this vitriolic . We were so much nicer. Maria when they were going to impeach president clinton . It was ugly then. You couldnt magnify what you were saying using social media. Maria very good point. Our most advanced technology was a 1800 number. Weve come along one thing you havent asked me thats not been talked about that i hope does get some attention is the legitimacy or the ive got significant worry, having the chairman of the Intelligence Committee in the house doing this investigation. They have oversight and i dont think devin nunes did a good job as chairman either. I was on that committee for eight years, Oversight Committee for 88 billion of top secret activities and its most difficult oversight in the entire congress, theyre already in my view bump pin bumping up t credibility in terms of getting the job done. Ive got nothing against adam schiff at all. I think that committee is so important. I dont know how they do it anyway. Maria it feels like the committees been polic been pold over the last several years. When adam schiff comes out and reads the paper as if hes reading the transcript and it was actually made up i knew you were going to maria you brought adam schiff up. Im like oh, my god, what did you think of that . I thought it was a terrible thing to do. Maria it was terrible. But it doesnt remove from me, even if it wasnt terrible, even if they say it wasnt terrible, im worried the committee is not capable of doing the oversight it needs to do of 88 billion of top secret activities. Maria again, you want a special investigation. Actually, i think we need to get back to the point that was there prior to frankly devin nunes chairing it and say its going to be bipartisan. Were going to evaluate this thing without regard to what the republican or the Democratic Party thinks. Were going to work closely with the senate. We have a substantial amount of power. Weve got to do our work and this is what we do. Im not sure you could be on any other committee other than that given the difficulty of oversight of those activities. Maria you must look at this because you were on that committee, you must have real opinions in terms of where this should go given this is such an Important Committee in the house of representatives. I know how much more difficult it is when you dont have the press capable of getting to the information as you do with the department of defense and other agencies. Its much more difficult oversight when you dont have the press getting the information they need to answer the question do they support whats going on. Maria how will the country come together in your view . I mean, when you when you look at this situation where theres so much hatred and vitriol on both sides well go to a sports game, sing God Bless America and feel good again. Maria really . Weve had worse moments than this. The debates between the federalists and republican democrats in 189 1797 and 8, it was worse than what weve got today. Maria dont you think people want accountability . We had 2,000 bombings in 1971 with 25 people killed. Its been worse. Maria you make a good point. Whats getting done in the face of all this . The military parade was stunning. What can you tell us. Hong kong is probably the most chaotic night of protests in the 18 weeks of unrest weve seen in the city. At this point it seems theres been a tragic turn of events with one protester shot in the chest, right now undergoing surgery, Critical Condition surgery at one of the hospitals in the city and of course this marks october 1 tst which we knew was going to be an intense night of protests as this does mark the 70th anniversary of chinas founding. There are apparently several of these protests taking place across multiple locations across hong kong. And now in beijing, meantime, it was a celebration of pomp and ceremony, 15,000 troops in the streets, 5,000 tanks and 200 fighter jets, to mark the strength china, since its been 70 years since they fought the civil war, with the communist party coming to rule. I guess it was a rollout of all the previous chinese leaders as well, not just xijinping but we saw the leader before xijinping took over and the leader who took over. Its interesting that the word is watching whats happening in hong kong as we heard from President Trump at the u. N. General assembly and you asked probably one of the most public faces of the hong kong protested, jimmy lie, about what the world should be doing in reaction. As the leader of the free world, america has a very powerful weapon which you is its moral authority. You have to use. This, to show your moral authority by supporting is, even morally, this is very important. We hong kong people is fighting the same war as youre fighting with china in your cold war, which is just starting. 57d its almost like that and its almost like were fighting your war in your enemy camp. The protests were sparked by a controversial extradition bill which would have shifted any hong kong resident, ex pat or chinese to Mainland China to face trial. Thats been rescinded. You dont see the violence rescinding. Its getting worse at this point. Some say this is going to last for a while and at the heart of it is that hong kong, you hear this from the protesters, the hong kong people say wee are not mainland chinese and we dont want to be ruled by Mainland China. Maria you dont want china to break the promises that hed mate. You have 28 more years where its supposed to have independent autonomy which china is trying to change. Jimmy lie had a lot of courage to come on sunday morning futures with me back a couple times in the last couple months. He wrote an op ed in the journal and the title is this, home for freedom even in china, hes trying to change the conversation to look at the success of hong kong, china, and look how theyve done well, maybe this could be what china could look like. Its painted differently obviously on mainland media because its being shown as rioters and chaos and do you want china to look like a burning city of hong kong in the future. Disorder. Disorder. And the narrative changes depending which side of the border you live on. This shooting is disturbing. Its very disturbing. Its been reported this morning. Seems like the reaction from hong kong people might be more protests, more upset about whats going on. And its just its frightening to think that this could be the direction that things are going, that now protesters are getting shot by authorities. Maria china is now taking a stand with this parade, theyre coming out with a supersonic drone, hyper sonic missiles, robot submarines that are being shown off in this military parade this morning, basically telling hong kong this is who we are. Some of these weapons are going to be shown for the first time ever, these are homegrown weapons. Susan, thank you. I know youre just back from china about a week or so ago. What can you tell us about the military parade thats on display this morning in china . I think its a surprise, maria. This is the first time they publicly have shown several of these weapon systems and the United States at the present time does not have Missile Defense against china. In an official policy since obama and before, that we will not well deploy missiles for defense against north korea and iran but not against china. So this is a surprising display. Maria wow. And some of these missiles, the range could hit South China Sea or taiwan, right . I mean and what about the big weapon that i know a lot of the Chinese Media wrote about, about the missile that could hit the United States. Yes, this is the first time theyve shown the socalled ef41, ef for east. Each one can hold as many as 10 hbomb warheads. What they had on display yesterday shows theyre developing new hbomb warheads for the icbms that can reach the United States. I think we should have Missile Defense against these chinese missiles but its a controversial position and so far the president has i dont think the president made his decision yet. Maria is there a point to what china is doing for the United States, for the rest of the world . I mean, theyve made it clear, the chinese, that they want to be the thumb better one super power, not just economically but militarily as well. The surprising thing is the other missile, the df100, this is designed only to go out to kill Aircraft Carriers. Its got a very special kind of guidance warhead. So just in a few minutes, it can be lawn offed from china, out to as far as 1,000 miles and sink a u. S. Aircraft carrier. A lot of people over the last 10 years or so in the Intelligence Community said china cant possibly do that, yet here they have one on display. The sceptics say until they really sink an Aircraft Carrier we cant believe the df100 can really work. My hunch is it actually can work. Maria before you go, michael, do you expect the u. S. Will do a deal with china . A trade deal, no. The president s been et pretty tough as he wants everything considered. He wants it to be a really good trade deal. He also uses the word monumental. I think those who are hoping for a shortterm small trade deal are misinterpreting the president s intentions. Maria so is that a yes . Thats a yes. But only if its perfect. Maria welcome back. The big business of Cloud Computing, earlier this year ibm moved forward with the acquisition of red hat, giving them a major stepup in the ever growing cloud industry. Joining me right now is the ceo of red hat, james whitehurst. Its good to have you on the program. Thank you for being here. Thanks, maria, great to be on. Maria congratulations to you on this deal. I know a lot has gone into basically the beginning of a transition for ibm in terms of Cloud Business. Where are we right now in terms of the digital journey, bringing Mission Critical applications in terms of to the hybrid cloud . Were still in the early days of bringing Mission Critical applications. If we look at kind of chapter one of the cloud, it was about new applications that could be built to be what we call cloud native. It was all new things. Were just now beginning to work with enterprises, moving the core of their Data Center Application portfolio to the cloud. Which is really the exciting part and the larger part of the journey in terms of cloud. Maria give me the comprehensive sort of portfolio if you will of red hat and whats available to corporates out there. I want to get your take on where corporate ceos are in terms of spending money on this because there is questions about cap ex. But give us the offering in terms of the Key Technology areas of the cloud. Sure. Well, when most people think of cloud you think of a big public cloud, whether thats amazon or microsoft or azure or google or ibm cloud. You can go directly there to run an application. The problem is most enterprises dont want to be locked into any one cloud and so what red hat brings is a technology that runs across those clouds. Think of us as an operating system that runs in your data center or across any of those clouds. You either write an application once and you can run it on any cloud or in your own data center. What ibm saw in red hat is that is a problem that most enterprises have. While they often want to run things on a cloud, they dont want to be locked into one cloud. What red hat brings is the ability to write once, run anywhere. We have a ton of momentum around that. It hits a core need that enterprises have. They want to move applications to the cloud but they dont want to get locked in. Maria whats the capacity of the cloud . We talk so much about all of this stuff going into the cloud, but i mean, the memory and the capacity of the cloud is what . Infinite . Its basically i would say unlimited in the sense that the large web scale players, especially the big four that i mentioned, can quickly spool up thousands of servers and data centers. Theyre all spending billions of dollars, Building Data centers. They can run racks of thousands of servers within hours. So its virtually unlimited in their ability to continue to grow and put capacity in place to run new workloads. I think its important to emphasize, theres growth in workloads because when you think about a. I. And big data, the amount of compute and storage required to do that is driving exponential growth in these markets. Maria i could see that. I understand that. Let me ask you about the backdrop and if you could give us a sense of what Corporate Executives and managers are doing. Do you see them increasing their budgets as this need for more capacity and the Cloud Business accelerates . Where are we in terms of cap ex from your standpoint . Well, let me break that in two. I think right now enterprises are being really careful about spending overall, given the macroeconomic backdrop. It budgets are increasing because when youre putting in a Voice Recognition system to replace a call center, thats a call center cap ex going up and it cap ex increasing. We continue to see increased spending on modern it but i think that offsets other things that are being replaced by technology. So netnet, i think ceos are being really prudent and careful as we get into next year with spending. What were seeing in the modern side of it is continued growth, continued spending. Maria youre saying they have to spend on certain things. This is one of those must spends. They may cut back elsewhere but youre seeing it budgets stay strong. Well, but its also a replacement. So if you can replace maria i see. 1 you thousan 1,000 calle with technology that can do that, its a lower cost way to spend money. Technology is typically used to save cost over time. We found with more modern knelt new apa mri cases, spending a applications, spending does quite well in downturns. Im not saying were seeing a downturn but as people are getting more prudent theyreinging at ways to theyre looking at ways to use technology to take costs out. Maria the ceo of ibm spoke out about the companys Cloud Business recently saying she views amazon and microsoft as allys in the Cloud Computing industry, not rivals. We know everybody wants the market share. Its become quite competitive in the business but theres also an opportunity to work together, right . Well, thats what red hat really does. Because we basically deliver when people write workloads on our platform and a our platform runs on many amazo amazon and microsoft, as well as ibm, google and others, weve become really good partners. Were working closely with all of the public clouds on how we take workloads that are running on traditional infrastructure, run it on ours, and then that can run on google or azure or amazon. So were very good partners because we can bring workloads to those clouds. So certainly ibm has their own public cloud but as morning workloads move onto this platform that can run across any of the clouds, of course all the clouds want to partner to work to get those workloads running on their own cloud. Maria let me ask you about the challenges in terms of the regulatory industry. The regulatory backdrop, rather. The government cracking down on google, facebook, you amid antitrust alley gas stations. How do allegations. How do you see this affecting the industry as a whole . Do you think there some of this is appropriate. Especially when we look at areas like analytics and big data. Really thinking about ethical use of those technologies. Were in the early days. How do you think about bias in a. I. , how do you think about protecting data, how do you make sure your Technology Partners have Business Models that are aligned to your customers and your values. Its something that i think is really important. Were still in the early days of that. All the way down to data sovereignity. Thats one of the things we see a strong desire to use technology that goes across clouds. Well have a customer saying i want to run this piece of an application that doesnt have Customer Data in a cloud that can run anywhere in the world. But when it comes time to do a transaction, that needs to be in my own data center. Theres a Technology Solution across that which we look to provide. As well as there will be Greater Regulatory scrutiny over time and to some extent thats appropriate. These are brandnew areas, especially when we get into Machine Learning and uses of data and the risk of bias and the risk of data leakage. These are really important things for society that we need to make sure that were working through. Maria are there still synergieses that red hat and a ibm can actually account for and where are you in the integration . So, were still i would say the early days. We actually closed almost exactly three months ago a. It will be three months ago next week. Were certainly starting to see a lot of incremental interest from our clients, just more bring together ideas, i call it a topdown, business oriented, whats the business need and how do you translate that into technology as an approach. Red hat is bottomup from our heritage. We look at business problems and what were hearing from customers is its a powerful combination in terms of coming together to make sure we use the right technologies to solve business problems. So were seeing really good momentum in pipelines across kind of broadly across our customers. Breast cancer is a thing when he thing about what happened with aids in the 80s, hiv was a death sentence. If we detect Breast Cancer very early, it can become a very different game. Women who have it identified early can deal with it so much more less invasively, so much quicker and be on top of it. My mother was diagnosed with stage 025 years ago, she is doing well. Once its advanced its hard. Used to be you should get a mammogram at 50, now its 40 years old. Frankly if you have a Family History should be before that. Theres some organizations that are trying to get a move back to 50. You know in healthcare you been a long get rounded off, every real piece of data says earlier is better. And especially so many women, 26 of women are diagnosed before 40. So even that is an important thing, people with family histories and other stuff, we want to find these things early. This is one of the cancers that we can actually get ahead of and be cured. Absolutely thats why its so important to know your Family History and going and getting mammograms very early and get tested and if you think theres a genetic predisposition in your family for Breast Cancer. What about the penetration of these machines, my ob gyn orders me too have a 3d mammogram. You have a good ob gyn. I pay for my mammogram and sonogram right out of pocket put on a credit card and try to get reimbursed by my Health Insurance company because of the way that medicine works in new york. But what about the penetration of the 3d mammography machines . How easy is it for woman to get one of these critical mammogram. Some people say theres also false positives in the 3d. Lets take both, first off we are now about 60 of all the machines in the United States are now 3d. So were launched about seven or eight years ago and over the next couple of years that will probably move north of 80 or 90 . Most of the leading institutions and certainly in new york all the leading hospitals have 3d. To your point, one of the fascinating points of the 3d is a clinically proven we are picking up 220 65 more detection of early stage cancers and importantly a 40 reduction in false positive. So how many women have had to go back and have biopsies that were not needed. The funny part about us, were the world leader in biopsies by launching the 3d we have actually cannibalized the biopsy business but that is okay because its the right thing to do. That the combination, the mammogram and the sonogram with fibrocystic breast and also biopsies, ive had three biopsies in my life. But again you need that prevention. Everybody who has a mammogram knows that it kills, it hurts. Youre there and you have this thing squeezing you down but you have a new product that you say is less pressure. When i first go got the logic six years ago, if men had to have mammograms we wouldve invented something more comfortable by now. So our team and we brought in a woman to head up r d for the Breast Health business. In one of the things we came up with the smart curve paddle. So what this does, it is conformed and ends up being about 93 more comfortable instead of coming down with pressure everywhere, it is able to control the breast and not put the excruciating pressure. The other part with 3d, we do not need to compress the same way as we did in a 2d world because youre getting so many more visuals. The fellas have no idea what were talking about but again there is nothing worse, is very painful especially hav if you he little breast tissue. We can have these conversations now thank god.
