Well, i think people are probably focused today on the human toll, you know, 5 deaths in the bahamas, hurricanes and Natural Disaster destroy wealth but they dont hurt economic activity, you never see expansion stopped or slowed down because theres always rebuilding that takes place after it. I think the real focus should be on human toll especially in places like bahamas, as we isnt that true puerto rico a few years ago, they may not have the infrastructure to with stand Something Like this. The economy will be fine in the long run although people will lose homes and cars and that hurts wealth in the long run too. We talked about this in harvey and last year in houston, a lot of folks dont have insurance because they live in areas where they wouldnt ordinarily have insurance here on gulf coast or east coast of florida, people dont have Flood Insurance because they cant get Flood Insurance. The other thing about insurance, the whole Flood Insurance is distorted by government policies, the government has been subsidizing which drove private insurers out of the market. S. , these purchasing manager indices, reports on the industrial economy in south korea, japan, indonesia, china and germany, they are all softening, they are not tariffs but uncertainty, where are things leading and thats affecting business all over the world, today look at Small Business in the United States. You are seeing real weakening of the economy but not just china, its everywhere, its our allies, germany, japan, south korea too. Maria then theres brexit, mitch, another uncertainty, right, out there, uk Prime MinisterBoris Johnson speaking out over the weekend that uk will leave the European Union by october 1, hes got the deadline, he will keep it. Johnson hinting of a possible election before thesterling belt time thats happened since 2016 amid uncertainty, so you have that impacting markets, mitch. Back to trade topic, their traders, they have a diminishing currency that impacts trade with other countries, so the stories are all interconnected, brexit obviously is a different catalyst than the trade war that we are having with china that impacting other economies but they have a falling currency and ours is getting stronger, thats desperately impacting trade around the world. Maria date is october 31st, 31st is when boar rin johnson wants the uk out of the eu. Lee all this is culminating in selloff because you have uncertainty from impact from brexit to china on the u. S. Yeah, i think that you see a lot of fear and uncertainty, theres not really one thing that you can look at thats making people feel comfortable, you look at china making this kind of threatening a lawsuit right now, that is a real, i mean, whether or not we think anything will come out of it its a symbolic gesture, what they are saying theyre making a statement, you know, we are not counting the table, theyre taking a strong that people will feel uncertain, not much for people to hold onto. Maria to be clear, you havent really seen impact in the numbers yet in terms of the u. S. , yes, you have a slower gdp, of course, we know that in the second quarter, but this story in that you refer today earlier in terms of Small Business, we havent seen it in terms of the actual metrics . Well, great that you mention the numbers because theres a very big set of numbers coming out this week on friday, 8 30 on friday morning, watch maria at 8 30 we have jobs numbers coming out for august and we have seen slowing in hiring and thats really, i think the full for the u. S. Economy as long as Companies Continue hiring and consumers will continue spending and economy will keep growing, if hiring slows and business get worried about outlook and slow hiring then we will see impacts. Yeah, the new phase is they are outwardly arresting leaders of the dem demonstration as best they can determine who they are. Young Peoples Movement who are organizing the demonstration and they have many involved in that as opposed to one or two leaders themselves, but that that is a sign that the ccp is going to begin the crackdown, if china can take the leaders away, something thats been proven when you are putting protests down, that does in a sense undermine the protest itself but with this with hong kong people and how strongly they feel about this, i dont think arresting the leaders is going the change the quality or the quantity of this demonstration. Yeah, the taliban, weve been under negotiations for a little bit less than a year, 8 to 9 months, something to that effect, taliban has had as part of their strategy to increase level of activity, increase the violence, increase the killing to give them better leverages at the north north negotiationsg the on scene commander general scott miller agrees with and likely would have done anyway even if they were not negotiations, so the United States has no problem with that, the real issue here is, maria, we are about to announce a deal with the taliban that will say in so many words that we will pull all of our troops out by the end of 2020 and theyll be conditions associated with that like one, the taliban and the Afghan Government will talk and you have to ensure that the alqaeda and the isis do not return and have safe havens, but when we make that announcement in less than 18 months, thats going to have devastating effect on the Afghan Security forces, they will feel betrayed and look out as surrender to the taliban and right now as talks have broken up, what the taliban leadership is proclaiming is that one, theyve defeated the United States much like they did the soviet union, the United States is going to be gone here in a short period of time and us that you will have to deal with and just two weeks ago, the taliban spokesperson said that alqaeda was not responsible for the 911 attacks and what an absurdity when they claimed responsibility for the 911 attacks time and time again. Maria right. Epic and iconic experience of that entire movement. Maria so is there any reason to believe that this would get reserved given the fact that it appears that withdrawing the troops in 135 days could make things worse . Good morning to you, maria, we have wind gusts and bands of heavy rain in overnight hours, take a look behind me, we are starting to see beach erosion, you can see the pipe that was pretty much completely under sand yesterday, we are seeing that, you have to worry about storm surges, you have to imagine that a lot of people as you know do ride out the storms but police have been going door to door, we went with them yesterday as they tried to evacuate as many people as possible, look at this. You plan on leaving or youre staying, okay. You do understand that the flood levels and Everything Else through here is extremely dangerous, right . Okay, we are under mandatory evacuation, okay . So that area in particular where we were following along with police, that area was completely devastated in 2004 from hurricanes then and they told us about 25 to 30 people had to be rescued from waistdeep water and listen to what one officer has to say. Usually big flood zone, as far as hurricane obviously its catastrophic. Where we are standing right now is there a likelihood this will be under water . Yeah, high likelihood that this will be under water. And so thats one of those things as you know that once the storm is at its peak, sometimes officials cant come and rescue people if they stayed in their homes so theres still a little bit of time this morning, winds are picking up, rain is pick up and if you need to get out now is the time to take seriously and get out, maria, before we leave you, do i want to tell you that the bridges have been closed, officials closed on midnight last night because of wind gusts and its only going to get worse from here and we will keep you updated. Janice maria, the storm has weakened a little bit but still category 3, it is stationary, still battering for about 36 hours the same areas across the North Western bahamas with storm surge, heavy rain and relentless winds, we saw a historic category 5 yesterday in the North Western bahamas and the damage is catastrophic for them, unfortunately as the pictures come in. For us, the coast of florida we are still dealing with potential for strong winds, Tropical Storm winds, heavy rainfall, a foot or more and storm surge as i mentioned 5 to 7 feet along the coast of florida, the track has the worst of the rain and the winds and the storm surge offshore, but we are still going to see indirect impacts, however, as we go thursday and friday, the storm comes closer, perhaps making impact or landfall somewhere along the south carolina, North Carolina coastline, so thats when we will have to watch the storm, still major category 3 on thursday and close the other land on friday, something that we will have to watch over the next couple of days, storm surge as i mentioned even if the storm is offshore, 4 to 7 feet of storm surge, that is going to cause inland flooding and certainly problems if you live along the coast, we could see storm intensify but we expect a major hurricane over the next 24 to 36 hours as it eventually moves north ward, again, maria, we will watch for the carolinas as we go through the next couple of days or perhaps a direct impact from the storm system, back to you. Well, right now fema is working with the state governors and local officials hoping to people stay vigilant, a couple of things worry about dorian right now and they are worrying fema, question one is how far west is the storm going to drift over the next 24 hours, the further west it goes, the higher the storm surge estimates will be, the more wind impacts youre going to see and also the wind is expanding, while intensity is coming down, the wind feel is expanding where hurricaneforced winds and tropicalforced winds extending well beyond center circumstance swlais which increases impacts, right now we need people to heed the warnings and always blows my mind when people think they know better than local officials and try to stay put when asked to leave. Brock, good morning, Mitch Roschelle, the folks who do or dont have insurance, so if you are in one to have areas that get devastated by water and wind and the like and you dont have insurance or you cant get insurance because youre in a flood zone, what are your options right now . Thats something that we have been trying to preach, having run the insurance program, any house can flood, theres a myth out there that a lot of people believe that they dont need Flood Insurance because they dont live in flood hazard area, thats not the case, we ask everybody to consider Flood Insurance because if you live in an area where it rains it can flood and insurance will help you recover far greater than fema, so if you look, for example, Hurricane Harvey when houston and the area was hit, 80 of the homes were unsured and people chose not to buy insurance or were not informed that they could buy insurance and if you look at average assistance that fema put forward 4 to 6,000 versus average payout 117,000 from insurance plans that fema offered up in that area. Brock, this is Jon Hilsenrath, do you have a sense of how well equipped the bahamas are to deal with with catastrophe like this now . The bahamas arent puerto rico, its not under u. S. Jurisdiction, but give us a sense of of how of what their infrastructure is and how do they compare, trips, to puerto rico for instance like this . Yeah, its my understanding that the infrastructure is not exactly solid which was the case in puerto rico and any time, you know, a country does not have strong infrastructure meaning strong, you know, resilient power grids to feel capabilities to water sewer capabilities, if theyre not maintaining Roadway Systems or building them to mitigating manner, obviously the storms have a greater impact which can also increase loss of life and the Recovery Time thats there. If the United States gets involved with the bahamas, typically at the direction of the state department and through usaid but its also interesting to see whether or not the british government, you know, brings the force that is the United States would bring in, like we did to puerto rico, whether thats duplicated by the british government. S. Trade dispute . Well, maria, domestic investors such as you and i, its going to be easy to sidestep some of this by focusing on Domestic Companies insulated from that, those would be utilities and Real Estate Press and while they have lofty valuations today they are a predictable stream of investments in unpredictable market. Maria but are they isolated, Jon Hilsenrath is here, top story in the journal, trade conflicts Global Impact grows, jon, you mentioned earlier these are Small Businesses. Right, we did a survey in august of Small Businesses and growing number of them are saying that theyre being impacted by the trade conflict and in particular the uncertainty about the trade conflict and where this is going to lead. Maria wayne. Well, i think that certainly theres some Consumer Confidence issues when it comes to trade, however, if you look at where unemployment numbers are still very low, we are going to get a jobs number friday thats going to probably while trending lower still be ig significant and as we can see the consumer is still alive, and while there may be consumer concerns on the trade side of things, i think youre still seeing that theres going to be some positive Earnings Growth here in the u. S. Which youre not seeing elsewhere. Maria thats what we want to see, let me bring out the fact that boeing and caterpillar are down this morning, these are two multinationals and for the most part multinationals are getting hit, thats down 1 and a half percent on boeing and 1 and a quarter percent on caterpillar, stronger dollar mitch that you talked about so much, british pound down to lowest point since 2016, this has to do with brexit, Prime MinisterBoris Johnson threatening snap election, so thats also adding to uncertainty. Big exporters, those two companies, and exporting when dollar is alltime high, cost is high, so in light of the fact that we have this incredibly strong dollar and incredibly weak currencies around the world, is there a safe place to invest if you are in the multi nationals space, i know that you recognize that utilities are safe place to be, but if you decide to venture in multinationals, is there a safe place to be . Probably the safest place everywhere will get hit by the earnings numbers as the dollar rises, but i think those that have longerterm contracts and visibility, defense contractors, for instance, seem to be in area that while they have a lot of international business, i think domestically everybody can agree both on republican side and the democratic side that defense spend asking going to be going up. You have to look at those companies that have trends that despite higher dollar are going to continue. Jon wayne, you mentioned profits a couple of times, walk us through your outlook for the profit picture. We were talking about double digit earnings increases in 2018, how much is that slowing down and how do you see it playing out in 2020 . Yeah, i think that we are now in september, everybody is coming back from summer vacations, analysts that this time of the year historically start developing their 2020 numbers. I would tell you that at this point in time, youre going see very limited single digit increases for next year, but the important thing is i think its still going to be positive versus other places around the globe. Maria what about the jobs number, fridays job numbers, people are anxious to see Global Impact . I think theyre expecting 158,000 last month was 164,000, thats natural in this stage of the economic cycle, so i dont think thats anything to be concerned about. Maria once everybody comes back its all about 2020, focused more on the economy going into the president s reelection . Yeah, absolutely, the economy is going to be everything right now and the president is going to i mean, i think a lot of people are trying on the left saying that a recession is coming, that the economy is falling apart and 2020 will be terrible, but i think people arent feeling that way, we are talking about Consumer Confidence. Jon we were talking about the president s tweet on ethanol, thats really directed at farm states that are being hurt so hes focused on the economy too. No question about it. You can meet people where they are by having a em pathetic conversation and then start pulling them alongside of you. Thats right our top story this morning, Hurricane Dorian is a category 3 storm, packing winds of more than 120 miles an hour, sitting off the coast of florida. Allison barber is live this morning in West Palm Beach. She has the very latest. Allison, good morning to you. Reporter hi, maria. We have been expecting to see more rain here, stronger force winds. Yesterday there were moments where there was heavier rain. Some stronger bursts of winds. Weve seen various little bits of rolling rain this morning here in West Palm Beach. But for the most part, things are felt relatively slow so far. We have seen people prepping in florida for days. Were told by the National Weather service that the hurricane which is stalled over the bahamas is going to start moving north today. People in florida are prepared for that. Theyve been boarding up their homes, buying supplies. But some days there has been more of a rush to get supplies. Other days, when weve been in hardware stores, things have been a little bit slower. Officials are worried about that, at least in part. They say they are concerned perhaps that some people are letting their guard down and they dont want that to happen. Listen here. I just fear that people will get complacent and that theyll let their guard down and we cant let that happen. Reporter the florida National Guard started to move into the palm beach area a couple of days ago, about 200 members of the National Guard are stationed at an armory near the airport in town. They got an alert on sunday, saying Palm Beach County might need help. From 10 00 p. M. Sunday to 2 00 a. M. Monday soldiers started to move in. They are sleeping on cots. They have a number of high water vehicles in place in event any sort of rescue is needed. They say, though, they hope that will not happen. The rescues can be incredibly difficult, once winds hit upwards of 40 miles an hour they arent able to go out. They have to wait. Theyre saying people have an Evacuation Order to get out of town. If they havent already, get to a shelter. Once things start going they might not be able to help allison, thank you. Trade tensions this morning are moving markets. China followin filing a comph the world trade oranization over the trump administrations tariffs that went into effect over the weekend. It took effect september 1, targeting goods like clothing, tools, electronics. Beijing biting back, imposing retaliatory tariffs on u. S. Imports of soybeans, crude oil and pharmaceuticals. The big retaliatory tariffs come december 15th. If those go through, that will have an impact. Joining us right now is tennessee senator, march sha maa blackburn. What do you want to see in terms of china. The retaliatory tariffs are in place from beijing. Were expecting a bigger bite l combitecome december. Are you expecting a deal . I think we will see a deal, maria. Look at how china reacted as soon as the japan agreement was announced. Knowing that is there in principle, kind of spurs them on. What i hear from my democratic colleagues is that the usmca will papas hand el handily in t. Its up to nancy pelosi to put it on the floor, call the vote. Im he hopeful she will do that next week. We know that the brexit the u. K. Deal is there when they exit brexit. That has been worked on. And china didnt want to be the first to strike a trade deal with the u. S. They sure dont want to be the last. And with the tariffs on these consumables, it is going to affect their approach. Maria we have a big week in terms of the economy this week. Do you think in the middle of all a of this were going to see an impact to the Economic Growth, given the fact that theres all of this uncertainty . Because we are going to get a good reading into the economy this week when weve got lots of numbers coming out, culminating at the end of the week with the jobs numbers and were wondering if were going to see thats the uncertainty out there and the fact that rates are so low, because people dont know how this is going to end. Well, i loved what lee was just saying about the difference between being there, looking at hope or an fear and how you reat to things. Here in tennessee, as i visited with manufacturers and have been on plant floors during the month of august, im going to tell you, maria, people are betting on hope. Not on fear. And they fully believe that were going to see something resolved with china. And when you talk to our farmers and ag producers, japans agreement is very focused on agricultural products. And this is going to provide some relief for them. Theyre hopeful about usmca. And the markets that are going to be there and im telling you, on that usmca, when you have the farm bureau, the chamber of commerce, the uaw, and the teamsters all supporting an agreement, call the vote and pass the thing. Maria yeah, well see see. If she brings it to the floor next week, people feel it will get a yes vote. Thats important for the economy as well, john. I want to ask you about politics and the china negotiations. These negotiations are dragging on. They could drag on through the 2020 election. Would you be comfortable with these negotiations continuing to get a better deal even if it goes on through the 2020 elections or do you want the president to finish this up and get it out of the way before 2020 . We want this done right. The thing that has happened with china and china trade is there has been a kick the can mentality. And they have just lied, cheat, stolen, taken our technology transfer, intellectual property violations, the Copyright Court in shanghai has not been a whole lot of help to u. S. Innovators, so lets get this done right. I think having these other trade agreements puts some muchneeded pressure on china to get this done. And you know, when you look at every different sector, whether its the entertainment sector, the technology sector, of course the agriculture sector, china look at the wto violations theyve had. The list goes on and on. Everybody wants to deal with china and say, look, if youre going to be a market economy, act like a market economy. Maria thats what were seeing that play out right now in hong kong, obviously where theyre demanding freedoms. Theres a great op ed in the joint venture naithejournal abos going on there to tianemen square. What are your colleagues when you and your colleagues get back. Gun regula regulation is one thg being talked about, the push to limit high capacity magazine, thats gaining steam from lawmakers following recent Mass Shootings, including one this weekend in odessa, texas. Nine states passing laws. The house weighed a several bill at a federal level which would ban magazines holding more than 10 rounds of ammunition. Senator, what should be done . Do you thing this will be high on the agenda when Congress Gets back in session . Of course. Looking at the issue, its going to be important. Maria, no one wants someone who is a danger to themselves or others to have a gun or any kind of weapon. And no one wants to abridge someones lawabiding citizens Second Amendment rights. I think what you will see i will say this. One of the most impactful round tables i did during the month of august was with Law Enforcement officials in upper east tennessee. And they continued to talk about the need for more beds in facilities with those with mental illness. And during my time in the state, one mom told me about how pleased she was to finally get her daughter, who had been homeless, drug addiction, mental illness, in a facility and what a relief that was. Another woman told me about her brother who they have been to the police with a social media rantings and have said he owns a gun, help us. And they cant do anything. Looking at how we address that, looking at how we address mental illness, how we look at beds in facilities, so that people have the care and the medical attention that they need. Maria thats why the president was talking about red flag legislation, lee, where when theres a red flag, when you think theres a mental illness, you need to flag it. Right. Theres no question maria i dont know if that could be a abused. It could be abused. Theres people worried about their freedoms. Theres two sides of the argument. Theres the do you regulate the people, making sure do you regulate the guns themselves . Seems like most of us on the right are talking about how do we deal with men l tal mental i. Boeing facing new delays for the 737 max jet, that could stretch into the holidays. Grady pro drum bellgradi with t. Theres friction between boeing and International Air safety authorities according to the wall street journal. At a recent briefing, regulators complained that boeing failed to provide Technical Details and answer specific questions about modifications to max Flight Control computers. As you know, all of the you Major Airlines that fly the 737 max have already proactively canceled or taken flights off schedule through thanksgiving. American apparently with the most optimistic outlook announcing this weekend max flights are canceled until december 3rd. 200 for southwest, thats every single day and thousands of them every month for each airline. Boeing said for some time it hopes to have the planes back in service sometime in the Fourth Quarter. The journal reports some industry officials in europe, though, dont think thats going to happen. Theyre looking more like january at the earliest. Okay. So looking forward, whats the next step for boeing . They have to resubmit briefing documents describing proposed Software Changes according to the journal. Faa officials then have to vet the changes and thats why we could be looking at after christmas for when the plane is back in the air and maria, thats bad for boeings stock for two reasons. One, for quarter 4 earnings its not good and already the Holiday Travel season is a super busy time of year, so this pushes it back farther and could make travel even more difficult, especially for the airlines coordinating the lodge is. They went into effect september 1, charging a 15 tax on 112 billion worth of chinese imports. Those imports include chocolate, beef, cheese, a lot more. Coming into the country from china. A spokesperson for the Chinese Commerce ministry now says china will sue the United States over these tariffs through the world trade oranization. Joining us right now is china beige book ceo, leland miller. Its great to have you. Thanks so much for being here. We want to ask about chinas economy. First, your thoughts on the lawsuit through the world trade oranization. It makes all the sense in the world for china to be doing this. One of the things theyre most scared of is being ganged up by the rest of the world. They feel vulnerable. How do you talk about chinese rule of law, how do the chinese broadcast the fact theyre part of the system and theyre not unfair traders, this is one way. They say look, we work through the system. We defend the rule based order. It gives them nice talking points. Maria does the hong kong situation put more pressure on xijinping . Next month, october, is the 70th anniversary of the communist Party Beginning on october 1st. You have to wonder if hes going to do anything before that. What about the hong kong protests and how that adds pressure . Its enormous pressure for xi. The world is watching. Everybody wants some sort of graphic, want a guy standing in front of a tank or the clos clot aapproximation. You have millions of people in the street. You have police who are reacting to them. Youre going to have images. Its very, very sensitive for china right now. You have the trade war. You have hong kong. You have all these other issues. Its very sensitive time for beijing. What do the people of hong kong want . It started out as a protest against a specific extradition law. Its become bigger than that. What do you think they want from the Chinese Government . The major problem is there isnt one set of demands. Theyre pushing back at the idea theyre being engulfed by the chinese state. People who talk bad about the state are going to disappear, all kinds of maria they want autonomy, like what they were promised. They want two systems. Maria china keeps breaking the promises. Thats right. Theres no real way of easily pushing back. This is basically an outpouring of emotion against some things that have been building up with the extradition law being the major issue. This is really hong kong fighting for its own freedoms. Maria i think it helps the president , doesnt it, because it puts more pressure on xijinping. It you is additional pressure on xi. If xi is trying to say do we trust the white house to do this or that in return for commitment, it makes it difficult too. Maria the breaking news this morning is that chinas Commerce Ministry says it has the right to declare a state of emergency. So china says it has the right declare a state of emergency in hong kong. Does that change anything from your standpoint . This just happened this morning. Not really. Chinas always felt it could declare a state of emergency. China feels that hong kong is chinas and as a result, theyre going to do whatever it takes. Theyre watching the cameras. They dont want this to play out bad in front of tv cameras around the world. Theyre going to do whatever it takes in order to put this down. Thats the real tragedy of this all, that no matter how hard hong kong people fight, this is going in one direction. In the world, one of the places you could count on for stability was hong kong. It was a trading port, way back, now its a financial hub. Now its unstable. Look at the images on the screen. Does china concern itself with the fact that hong kong is important for that part of the world, being a part of entry for commerce. Maria its a Global Financial hub. What message does it send to titaiwan, were going to give yu two systems. This is a major problem that xi didnt need particularly as you said before the 70t 70 anniversy of the prc. Everything is hitting the chinese right now. I cant imagine being a fly on the wall when the leadership met. Maria the administration, i think it was a couple weeks ago, said if we were to see any violence on the part of the Chinese Government, theres absolutely no chance of a deal between the u. S. And china. Right . So i mean, the u. S. Is watching what the Chinese Government does in hong kong very closely. They are. But heres where the chinese have a bit of a pass. A lot of what is happening right now is done by the peoples arm police, sometimes acting as hong kong policemen. The chinese have been preparing for this for years and years and years. Youre unlikely to see the type of army action, youre not going to have tanks rolling over the border and shutting down the streets. Youre going to have more police action. One thing the chinese have done, theyve gotten good at crowd control, riot control. The types of things you see are much more smooth and fluid but they can put down protests very easily. Maria theyve got facial recognition to do it. Theyve got ai all over the place. What about huawei, the company is now ayou usin cueing the unid states of accusing the United States of cyber attacks, of threatening employees, huawei detailing allegations in a new release, press release, where it denied stealing Smartphone Camera technology. Its still denying stealing any intellectual property. Thats one major concern is that lost amidst the other major issues, hong kong and trade, is huawei will get a free pass on this. Huawei has been a very bad actor for a very long time. And right now theyre under siege. The commerce accident has the ability to basically Commerce Department has the ability to basically stop most commercial relationship was the United States under the entity list and under more dramatic things, a denial order, for instance. This could get lost in a trade deal. That would be a major problem. Huawei is basically the tip of the chinese sword in terms of ig, its probably the most important state champion. This shouldnt fall under the radar despite how many big things are happening right now. How is the chinese Economy Holding up . Maria im glad you asked a that. We had flash data that came out and our data shows the economy is in much more difficult shape than i think the most recent public data. We have not shown this deterioration through 2017. Theres been very strong cred 2019. Theres strong credit support. Even in the third quarter, things are now getting worse. Maria is it going to hit the u. S. . Theres not necessarily a carryover mechanism but the weakness in china right now is quite dramatic compared to anything that weve seen since the Fourth Quarter of last year. Theres not a mechanism thats going to transfer one to the other. Its worrisome from a trade standpoint. Maria you said china doesnt want to fight the rest of the world. Do you feel the u. S. Has allies against china . If theyre asked. The problem is, as long as theres auto tariffs and other things hovering overhead, the europeans arent going to go to bat full steam unless they think theyve been cleared. A lot of this will be to marshalling the type of support. Everyone know what chinas been doing the last 20 years. The question is can they be taken out of the cross hairs and put china back in it. Parts of the state have evacuations in effect. One of the busiest airports in the country, orlando international, has been shut down today and Walt Disney World is closing early. Joining us right now, senator rick scott. Thanks very much for joining us. Can you tell us what youre expecting and what youre doing ahhead of dorian in florida. I got off the phone with the National Hurricane center. We have the potential for 47 feet of storm surge. This is a bunch of water coming in. We are watching this track. Were hoping that it goes north and east, not only does it not hit florida, it doesnt hit georgia or the carolinas. Weve got the risk of tornadoes. I want everybody to continue to follow the news, follow exactly whats happening here. I want everybody to stay safe. I always tell everybody, you can rebuild homes but you sure cant rebuild a life. The federal government i know is focused, ive been with President Trump over the weekend. Fema, camp david, i talked to the sheriffs, everybody is focused. Weve got to keep everybody, individual families, get off the barrier islands, watch Evacuation Orders, dont wait until the last minute if you think youre going to evacuate. Understand, we are probably going to lose power. Have seven days of food and water. Have your medicines. Take this seriously and hope for the best. Maria youve seen this before, senator. We are waiting to see whether it makes landfall in florida or in the carolinas. Tell us what that looks like, once a category 3 storm does make landfall in florida, if in fact thats where it will. First off, the biggest risk weve got is related to water. The winds horrible and the structures it could have a devastating impact. The real risk is storm surge, the flooding and so and were going to lose power. I mean, our utilities, i talked to them, theyre working hard but were going to lose power. Thats why i tell everybody. I hope this goes right up the coast and into the atlantic and never touches anywhere but youve got to watch it and these things are unpredictable. The National Hurricane center does a great job trying to figure out exactly where this thing is going to go but theyre very unpredictable where theyre going to go. My heart goes out maria, what happened in the bahamas, your heart goes out to what we dont have nearly enough information yet but oh, gosh, its devastation there. Maria right. We want to turn to gun violence in the United States, the white house is now working with the Justice Department on legislation to expedite the Death Penalty for those convicted of carrying out Mass Shootings in the country. The move coming days after seven people were gunned down in texas on saturday. Joining me right now is former acting u. S. Attorney general, matt whitaker. Good to have you on the program. Thank you for joining us. Whats your take on this conversation here . Terms of gun legislation. Do you think well see changes . This is an issue i worked a lot on when i was at the department of justice, as chief of staff and acting attorney general. We had the School Safety commission that produced a report with many ideas. We also had sort of looked at the red flag law issues and told states that they should implement those as appropriate. But fundamentally, democrats and republicans in the white house, the senate, the house and the white house are going to have to come to some agreement because they cant do it alone. Nobody can do this alone. Thats what i saw at the department of justice. Pejust expeditedDeath Penalty fs is a good idea. Theres another part, the courts that give the cases unlimited appeals. I would like to see the legislation before i can really give you a great opinion on it. Maria aside from the Death Penalty, theres a conversation once again happening around Mental Health. The red flag legislation. Is that where this is going or do you expect we will have tougher proposal as it relates to peoples guns . I dont think theres a lot of appetite especially on the right to implement stricter gun laws but at the same time the American People are seeing these situations play out oftentimes and almost every time it does involve Mental Health crisis issue, we saw that in texas very recently. So this is where i think to some extent the states are going to have to get in the game instead of a topdown federal solution. I think each state is going to have to implement not only red flag laws but other ways to deal with the Mental Health issues. Let me ask you about the ig report on jim comey, your reaction to the report on the former fbi director where jim comey told the office of the Inspector General he made the decision to leak the contents of memos, confidential memos, to his friend because he wanted the conversation with the president to go in the public square. So that would tip an investigation by a special counsel. Your reaction . Jim comeys a sophisticated person that understands how the doj and fbi works and he knew that leaking the memos inconsistent with policy could trigger the appointment of a special counsel. One of the things that Everyone Needs to understand is it was inconsistent with policy and those policies are there so that sophisticated a actors like jim cant exploit the department of justice to their own interest instead of the interest of justice and so im very concerned. This is twice now that the Inspector General found jim comey acting in his own interest and not consistent with policies of the department of justice and i think thats going to ultimately really and dramatically affect his reputation. We have two more, we have another Inspector General report coming out on the fisa abuse issue and we have john durham, the u. S. Attorney in connecticut, working on the origins of the investigation. I think thats where its going to come to a head. Maria most people now understand there was a group of people that tried to frame the president back in 2016. And so far all weve seen is jim comey getting off, andrew mccabe, there was criminal charges referred but we havent seen any indictments. Do you think theres going to be accountability for this group of people that did come up with this whole story that the president had anything to do with russian meddling. The firing of jim comey caused two things, one, the memos leaked and the second thing an disc andy mccabe appeao have put the president into the investigation. Thats very concerning. I dont think the story is over by any stretch. I think a andy mccabe is in he jeopardy of criminal prosecution. I think john durham once he gets to the bottom of the origin of the investigation, i think we could see serious ramifications. Maria the cia was very much involved. Do you think john brennan will have to testify . If congress would do their job, instead of the other distractions they aappear to be spending their time on, i would expect john brennan to have to account for his role in this. I think clapper is another interesting character in all of this and ultimately the American People are going to hear the whole story. I dont think its going to be good for the Obama Administration in 2016. Maria so do you think were going to get another ig report soon . I mean, the fisa abuse was real. We know that. Weve seen what the exculpatory evidence that was not given to the fisa court. Do you think thats the next thing to blow . I do. I think john durham is also on a similar track. I think horowitz is going to come back with a very damning report on the fisa abuse and i think there will have to be structural changes the way the fisa process is done. Maria meanwhile, in the face of all of this, the House Democrats are still investigating the president. They are preparing to look into what the president s alleged involvement was in silencing two women who claim they had affairs with him before he was elected. Democrats have said theres enough evidence to name the president as a coconspirator in this case which led to the arrest of former Trump Organization attorney Michael Cohen. Your thoughts on this . We went from Stormy Daniels to russia collusion to obstruction of justice to recession. Now were back to Stormy Daniels with the House Democrats. The House Democrats especially in the Judiciary Committee are looking for any political issue that can stick and in this case the department of justice investigated the case. Didnt find the case to bring. Mueller was uninterested in even looking at that case. And fundamentally youre dealing with Michael Cohen as your number one star witness who is a convicted liar. And that is not something you would base a case on. Maria do you think that the people are going to see through this . I mean, i know a lot of this is politics. So im just wondering, as weve got real issues to deal with, like china, like this throwing a wrecking ball into the democracy of our country back in 2016 by trying to frame the president elect and yet theyre focused the House Democrats are focused on whatever they can do to take President Trump down. Will this play out in the 2020 election . I think the democrats in the house have a risk of reaching the political circus level as they head into an Election Year and like we mentioned, trying to find an issue where there are so many important issues, like china, like School Safety. All the things the American People keeping the economy really strong, thats one of the things the president is focused on every day, making sure the economy continues to chug along and americans have good paying jobs. Thats bread and you butter issues the house should be working on. Maria thats what you think the people will focus on in 2020. Absolutely. Maria i wonder if the voter will get impacted. We remember from the bill clinclinton era, its the econoy and its only the economy. We need to make sure the elected officials are doing everything they can to make sure American People have Economic Growth and stability. Markets are lower this morning, oil included, down two and a quarter percent right now as Hurricane Dorian and International Trade tensions affect the market. Joining us right now is publisher steven short. With oil down better than 2 right now, what do you think is behind this decline . Absolutely, maria, i do think it is concerns with regard to demand and the rift between washington and beijing with regard to trade. Its labor day or its past labor day, therefore, we are going into the weakest demand part of the season. So over the next two months refineries along the gulf coast, in the midwest, up the east coast will begin maintenance season. Theyll be buying fewer barrels of crude oil as they shut in operations to prepare for the winter peak season. So were going right now into the weakest demand part of the season. So that clearly is an overhang on the market right now. When you talk about weak demand, give us a global perspective. Where is it coming from . Is it coming from outside of the United States . Inside places like china . Or is the weak demand showing up right here in the United States too . Well, weak demand i would say globally youre starting to see the weakest demand. Keep in mind, its all relative. Its still rather strong, just not as strong as a year ago. Here in the United States, demand happens to be very strong. We had record demand last summer. Not quite there this summer. But when you look at the spread action, geographical pricing action, what were starting to see now is first and foremost on the kne nymex, the futures, thee spreads, were seeing good bids in the spot market. Any time you see a bid in the spot market relative to the outer months, its a clear signal that demand is on par, if not surpassing supply. So again, take away there is demand very strong especially for this time of the year. Its just that in the months ahead, its not going to be as strong as it was over the summer. The big issue here now is the fact that over the past month weve had two major pipelines that are now accessing crude oil in the permian, in west texas, and getting the oil to the export markets near Corpus Christi and those spreads, that is to say the spread between oil price in houston and the spread in the oil price in west texas is such that west texas is gaining on houston. So the market is getting access to those barrels now. So were looking at a market that is working towards balance. Its wellsupplied but demand relatively speaking is impressive. Maria what do you make of the saudi aramco story, changing chairman ahead of the ipo, they believe it could expedite the process that the previous compareman was perceived of slowing things down. Saudi aramco taking out the chairman and replacing the chairman, does this mean you think theres an ipo on the horizon . Absolutely. I think saudi aramco, i was skeptical a year, year andahalf ago that it would ever occur, especially in this price environment. But aramco has to go full speed ahead and i think the switch to the new Energy Minister who interestingly enough doesnt have an oil background, he comes from the investment, the banking side, so i think its a clear signal that to the market that, yeah, the preparations for the ipo are continuing at pace. This new Energy Minister well, to you point, the old Energy Minister was skeptical especially with regard to the 2 trillion valuation that the crown prince wants. The new guy is a close ally to the crown prince. He has a more diversified background. Its a signal this is a go. Maria makes sense. Well see what exchange they choose.
