Reporter the chinese say a precondition for the meeting between President Trump and president xi jinping is that no additional tariffs are added on chinese products imported into the United States. Kudlow says there are no preconditions for this meeting and the president could go forward with those additional tariffs. The president indicating that might not be at 25 , it could be at 10 Going Forward, but the tone of the talks and how the talks sort of end up this week will be very telling, first later on today the two trade delegations will meet, then a day later on saturday here in japan, both President Trump and president xi will have their meeting. Im not surprised. The chinese are very tough, very firm. I think that since they pulled back, the chinese, a bit from earlier negotiations, they have now hardened more. My friends in china tell me that china is also hardening in the sense that nationalism is getting higher all the time. China feels like its in a pretty strong position even though their economy is down a little bit. They think historys at their back. Theres a bounce in their step. Im not surprised at all. I also expect, however, that president xi will extend a bit of an olive branch, saying he would like to work with the United States with respect to north korea and iran because we have to Work Together which is the real bottom line here. Both our countries have to Work Together. President xi understands that. I think President Trump understands that. Theres a lot of trade, lot of investment because really, the more these tariffs go into effect, the more its going to hurt not only china but also the United States. Ambassador, thank you for being here. Its jonathan hoenig. I want to ask about huawei. The jury seems to be mixed on this. Some countries like the u. S. Have banned huawei products. Other countries like italy and brazil have not. How much of this is actual Security Threat to americans and how much of it, if you will, is just a match between leaders of two very prominent countries . Its hard to say because so far, the United States has not shown proof of actual huawei spying thats compromised the United States. Theres a fear there that huawei will be in that position but theres no proof. Its very unfortunate that were falling into a bipolar world where china develops its own 5g, United States develops its own 5g and the more that happens, the more we are going to fall into an abyss and nobody comes out a winner. In fact, long term, i think it will hurt the United States because were rulesbased, we americans. Chinese are less rulesbased, more resultsbased. They will find ways to cut deals with their 5g all around the world and even try to cut deals with the europeans. Its a big serious issue and it behooves the United States government frankly to show some proof and also figure out some ways where we dont are not in this big gulf between chinas sphere of influence on the one hand and technology and u. S. On the other. We have to find ways to Work Together. Ambassador, thank you for joining us. Another question, you mentioned north korea as a possible pivot in the conversation that president xi might try to arrange himself as the intermediary as he has done before but it seems to me President Trump is really putting the economy first. I think looking toward our election, that will be a much more important issue for his campaign than what is going on in north korea. Do you think president xi might be underestimating that, the importance of the economy and the importance of winning, if you will, from the point of view of donald trump on this trade issue . I think President Trump, dont forget, would like if he can to get some resolution in north korea. Dont forget, a while back, there was some talk about President Trump trying to get a nobel prize for his work on north korea. The thing here is there will be no solution on the Korean Peninsula without the involvement of china. China will not allow a solution that results in against chinese interests. So its important for china to signal to President Trump and south and north korea that chinas there, i dont expect there to be much negotiation over in osaka, thats true, but i still think its important because president xi wants this, for the United States to know that china is there, china is watching and china is going to be part of the solution at some point. Ambassador, im wondering from your contacts, theres a lot of talk in the United States about whether or not u. S. Companies, apple included, will try to diversify their supply chains and rely less on either producing in china or selling into the domestic chinese market. How effective do you think the chinese are right now at diversifying their own Global Economic relationships . Theres a lot of talk about how chinese and beijing Charm Offensive to other countries to kind of in its own way isolate the United States. How effective is that . Do you think it will continue . I have a lot of respect for chine chinese, their industry, their hard work, their determination. They are a large country and they think historys at their back. They are going to double down on developing their own semiconductor industry. They are going to double down in developing technologies that they think are important to them in the future and they will work with other countries. Theres no question about that. I go back to earlier point, though, that as a country, we have to recognize chinas rise, we have to respect china because china is not going away. At the same time we have to be very strong internally. We have to work with our allies so that we are strong in the best sense of the term, so china respects us. Last night at the first democratic debate, heres what some candidates said is the biggest geopolitical threat to the u. S. And it may not surprise you. The greatest geopolitical threat to the United States right now, congressman delaney . The biggest geopolitical challenge is china. Geopolitical threat remains nuclear weapons. Biggest economic threat, china. Our major threat right now is whats going on in the mideast with iran. Secretary . China and climate change. Congressman ryan . China without a question. They are wiping us around the world economically. Susan ryan, castro, klobuchar, delaney listed china as the biggest geopolitical threat to the u. S. Are they right . What happened from russia . All of a sudden its gone from russia to china. Susan go ahead. Clearly china is the issue but that begs the question, the question is how do we deal with the threat. The way we deal with the threat is to be strong internally first. Second, work with our allies so china realizes it cant push us around. The shame of this whole thing is that you have the two biggest countries as far as gdp by far. If they can get a deal done, it would be magnificent for the global economy. But if they cant, then here is the worry. You have two parties in here that seem to have their feet in the sand right now, and dont look like they want to give in, and they are basically telling each other if you dont do this, we aint doing that. If we come out of japan with nothing, or more tariffs, look out. If i hear the president one more time say that chinas paying for tariffs when economics 101 says we are paying for tariffs, my head is going to explode. Susan gary, stay in check there. The company saying chief design officer johnny ives who designed the iphone, imac and pretty much every device apple has launched over the next decade, will depart this year. When youve got an economy that does great for those with money and isnt doing great for everyone else, that is corruption pure and simple. This economy has got to work for everyone. And right now, we know that it isnt. This is actually an economy thats hurting Small Businesses and not allowing them to compete. Susan lets talk about the economy because we had gdp in the First Quarter of 3. 1 . Thats one of the fastest, stocks continuing their run up to record levels on the year. What do they mean when they say that this is not a good economy . Well, look, their biggest enemy is the success of the economy. Their biggest enemy is how strong the stock market has been. Their biggest enemy is all the numbers and statistics we are seeing on employment. So they have to do their darndest to talk people and con people into believing the world is ending here because of donald trump. I got to tell you, i made this list. They did not mention jobs, they did not mention debt, they did not mention deficit, they did not mention rugged individualism, hard work and all the stuff that makes this country great. All they talked about is the state and how Big Government should be and what they should tell you to do. Look, it is not unusual for a Party Running against the party in power to run on the deficiencies of whatever the economy is at any given moment. And donald trump won in 2016 in part by saying much of what these democrats onstage said, that there are whole swaths of the population that are not sharing in an Overall Economic success, the system is not rewarding them. They may be using Different Solutions behind it but they are trying to tap into the same sentiment. I think that may be a real problem given that you are two years on, two and a half years on, you basically have a strengthening of whatever economic recovery was in place in 2016. But that doesnt mean people are particularly happy. Polls still say majority of americans say the country is not on the right track for whatever reason, so theres clearly a degree of discontent out there they are trying to tap into. It may be the economy also begins to weaken. Its not going to be 3 this quarter. They cannot make the argument the economy is weak. The economy is quite strong. What you are going to hear from the democrats over and over again is this notion of income inequality, that theres this major somehow alarming gap between the socalled haves and socalled havenots. I think the counter if the republicans are smart should be that the socalled havenots, the poor if you will in america are rich by the worlds standard and nothing lifts up the poor like free market capitalism. Make the argument the president has made time and time again and they will get 2020 no matter what necessarily the stock markets doing. I think thats right, jonathan, but more specifically, they can talk about the fact that wages are rising at the fastest level in a decade and more importantly, rising fastest for the lowest income categories which really hasnt happened in a very long time. Interestingly, that question to Elizabeth Warren which allowed her to go on that rant about how terrible the economy was, included the fact that 71 of americans think the economy is doing quite well. Its a little hard to imagine that 71 of the country is the one percenters who are taking advantage of everybody else. Its not true and honestly, it was a pretty dishonest conversation. Amazing thing i heard is warren saying the economy is corruption pure and simple. Then we have de blasio from new york city calling for a 70 tax rate. You add in the state and local in new york, that means your citizens have to work into the month of november before they make their first dime. Let them keep selling that bad boy. Thats all i can tell you. Again, if you listen to Donald Trumps rhetoric in 2016 about draining the swamp, the corruption in washington, just trying to highlight the fact the Party Running against the party in power often says these kind of things. The system is broken, its not rewarding people, trying to generate that kind of heat and there are clearly people who feel discontent or disenfranchised. Whether or not this is a Winning Strategy, it may be a Winning Strategy for the primary, not for the general. Although again, we wont have 3 growth in the Second Quarter or in the third quarter. The economic strength may be cresting a little bit too soon relative to next year. Whether or not, i mean, its pretty deranged, dont you think, to hope the economy fails so you can blame the president . I think every Group Running against an incumbent where theres economic strength is rooting for economic weakness. That may be an awful thing but it is hardly a unique thing. Boy, zach, you really love politicians, dont you. Again, thats fine, but the prescriptions that theyre putting out there are pretty horrifying and detrimental to the country. Its one thing to talk about creating manufacturing jobs, trying to bring them back as donald trump did. I think that was a pretty valid and important premise. What the democrats are talking about are changes in the way we run our country, the way we run our corporations, et cetera, which could really undermine our growth in the future. Susan i found it interesting when last night you heard Elizabeth Warren talk about medicare for all which will cost 32 trillion, climate change, everything else, no one asked her how are you going to pay for this. Not a single question. Susan not one challenging question. Why would you do that . Susan you should because thats part of the prescription, isnt it . Okay, guys. We are going to go to break. We are going to talk about mortgage rates. Yes, they are sliding lower but young buyers are still concerned about affordability. How do they afford a new home . A new survey on the number of americans that see themselves actually buying a home in the future may actually alarm you because that number is very low. We will get you the details next. Meantime, lets take a look at mortgage rates. The 30year fixed averaging 3. 73 for the week, falling to a threeyear low. This as a new survey revealed that more American Renters now believe that Home Ownership is financially out of reach. Only 24 of renters say that it was extremely likely that they would ever own a home. 82 said that renting was more affordable than actually buying. What impact does this have on the broader housing market, considering that it does affect about 20 of the u. S. Economy, first time home buyers arent buying homes, liz . Yeah. Home buying, home building, sorry, has really been a disappointing sort of part of the economy and part of the recovery. I read studies in the last few months that show that millenials in particular are so keen to be in cities that they are almost de facto renting and what the problem is in cities, particularly blue cities, i might point out, rents are so high they cannot accumulate the down payment to actually then buy a home. That seems to be a pattern. I think thats what this study also confirms. I think its kind of worrisome Going Forward but i also do think theres a lifestyle change. People in cities tend to rent. Susan if i may interject, let me quickly get this point in, just from the millenial point of view is that we were discussing this amongst the producers and i need to explain to people when you are saddled with so much college debt, you are coming out of college with 100,000, 200,000 in debt, you are starting your job at lower rates of pay, 50, 60, maybe you are lucky to get six figures but then you have to pay off College Student debt, you have to accumulate a down payment. That is not easy to do by your early 30s. I agree. That is the conventional wisdom idea about why all this is happening. I would argue that yes, those things are all true, but it also is lifestyle changes. Women are waiting longer to get married and to have children. All kinds of things are sort of worn time issues. There are a lot of factors here including the cost of living in a lot of these cities. Oftentimes the cost is because of for example in seattle, the nimby laws that prevent development, that has a lot to do with it. It really begs the question why is Home Ownership so important . We have short memories. We forgot it was barney frank, the Community Reinvestment act, this idea that everyone has to own a home. Maybe you just rent. Thats not such a terrible idea. I think we should completely get government out of the housing market. For example, lets eliminate the mortgage deduction interest, deduction of mortgage interest, for example, and let the market reflect some people will rent, some people will own but the American Dream was never about owning a home. It was about having the freedom to own a home. Thats what we should have. Let me harken back to something, the maniacs at the fed kept rates too easy, caused the housing bubble in 08 and they have been doing it again. Guess what you have now . An affordability problem. Try buying a place in new york city. You will get 100 square feet for a million bucks. Try getting something in San Francisco and in many other cities around. Easy money has caused the affordability problem and the people at the fed just dont give a youknowwhat. I know theres a lifestyle thing also but its all about affordability. I would actually agree with jonathan on this which is extraordinary. But there is a degree to which Home Ownership became a fetish of im not a real human unless im owning a home. Thats not just the past 20 years. The g. I. Bill helped create that as well, that a middle class life was owning a home, right . Susan the American Dream, how you inflate your assets. The idea that a home should be your primary source of equity is itself a problem because its the most illiquid thing possible. It might be good to live in. You can live in a home. But its not and shouldnt be a source of stock market, you know, retirement. That was a real pathology of the past, the Ownership Society that became prominent. I think also people felt it built stable neighborhoods, encouraged stability and a starter investment. We also should talk at some point about housing prices, because there was a tremendous boom and bust in housing and that still is impacting prices and they are higher than they should be. For the former Vice President , he comes into this debate with a comfortable lead, right. But the debate before the debate, people in the spin room and all around this campus here at miami, has been whether or not Vice President biden will feel the need to move to the left, or whether he looks to stake out that socalled centrist lane that everybody seems to expect him to eventually run in. Remember, standing just to his left on the debate stage will be senator Bernie Sanders. Everybody knows where senator sanders stands on many of these issues. Maybe look for senator Kamala Harris or the mayor of south bend, indiana, mayor Pete Buttigieg to try to make their mark tonight as well. Your earlier point is really about biden, how does he handle the pressure if hes attacked, how much of the attacking will he do, and how much of that will be directed at his opponents as opposed to the current occupant of the white house, President Trump. So all of those are open questions tonight. But with all due respect to the other nine candidates on the stage, a lot of the focus here in miami is on the former Vice President. So ahead of his debate appearance tonight, we do have Bernie Sanders, senator from vermont, running an oped piece in the wall street journal calling President Trump the worst kind of socialist. Sanders saying that mr. Trump believes in corporate socialism to protect the wealthy and power of the rich. I believe the u. S. Must end corporate socialism. More americans are noticing the contradiction between socialism for the rich and destruction of opportunity for everybody else. Corporate socialism. That must be something new that bernie may have come up with. So Bernie Sanders must be saying hes a great socialist since trump is the worst socialist. Look, the bottom line is this guy likes promoting the state, demoting people, taking away money and choice from people, and just more fees, more fines, more rules, more regulations, more mandates, and i must tell you, i wouldnt trust him running my goddaughters lemonade stand. If he ever gets his hands on our treasury, look out below. The state has never been as efficient, never been effective and we see what happened in places like that wonderful 2700 miles south of me, venezuela, which he loves. Simply denigrating socialism doesnt deal with the challenges of our Health Care System which has manifest problems of cost for americans. The labels are going to be part of the mix, right. They are easy, easy to handle. I think sanders probably made a mistake but hey, using the word socialist in a derogatory sense given that he tends to try to use it in a complimentary sense, i think that muddies the waters. Lets not get totally esconced in isms because there are things the state has to have a role in, whether or not you like that. What should be the philosophy to address those issues . We talk about socialism and youre right, these terms get thrown around quite a bit. Basically we are talking about government control of the economy. Government intervention. The anecdote to socialism in my opinion is not nationalism, its not that, its capitalism, getting government out of the economy. I actually think Bernie Sanders has a point here because sure, he wants Government Health care and bailouts for the students, but you know, President Trump has also talked about a Health Care System that covers everyone and he wants to bail out the farmers. So theres really no anecdote, no true free market anecdote to socialism. Its two sides of the same collectivist coin. I thought it was interesting bernie picked up on what is sort of a left and right criticism of what they call crony capitalism. Thats really what hes talking about in this article. He refers back to the bailouts of wall street, et cetera, but its a little disingenuous because jonathan, you raised earlier the fact when bernies talking about tax breaks for Oil Companies, which by the way, in the olden days were meant to help Oil Companies go out and continue to explore for new oil deposits, he talks about how people with mortgages dont get any help. Of course they get help. They get all kinds of tax benefits. There are other places where consumers which here he is presumably championing also gets help from the government. I thought it was a dishonest piece. Im sorry, socialism is not just an ism. It is a horror show. It has destroyed people, business and hope everywhere it has gone. Jonathan is quite right, we need policies which keep these kids from coming across the border and being put in these facilities. Heres whats so stupid about this entire controversy. In may alone, 11,000 unaccompanied kids came across our border. 11,000 kids. You dont just release them on their own welfare into the streets of texas or whatever. It makes no sense. You have to have a place to put them. This facility actually, although its become a real flash point, because its private, because they dont let reporters stream all over it and photograph the kids and stuff like that, there is no indication that the kids are not well cared for in this facility. I think this is just one of those things like the wayfair furniture protests which are illfounded but they make for good headlines. Although this does raise a debate thats been going on for a whole bunch of years about whether or not you should privatize prisons, whether or not these sorts of things that are usually thought of as being the purview of the power of punishment and coercive power of punishment in the hands of the state. But this is not a prison. I know, but it is a Detention Center run privately. Im not saying this is a we talk about this with wayfair yesterday. Defunding these places doesnt do much good. Susan actually, we got an email from the health and Human Services department. They say homestead is an emergency influx shelter. It is not a Detention Center. They say this is a myth and have gone on to clarify a lot of this because the children have not been separated from their parents. These are the unguarded yes. These kids are all by themselves. All Companies Hire and spend big bucks on people who give them the pulse of whats going on out there.
