We never seen anything like this, 19 years after columbine. The world watching outside of the white house. All of these people, all of these victims expressed themselves. It was a rivetting thing to watch to be a part of, those of us on the outside looking in. Must be terrible to be in one of these families you lose a loved one. The president did right thing, he deserves a lot of credit for the tone and the approach. I think the Vice President spoke to us at cpac mere moments ago, he had the same approach as well, which is, as americans we got to Work Together to figure out if there are laws that need to be changed. Also we have to address this real darkness in society where people are lurching out to violence. For teachers and students and schools they ought to be safe in america and safe and secure and shouldnt have to fear for their lives. No doubt there is an issue where everyone will be part of the solution. Ofthe solution out of the white house will not be universally loved. Higher age you wont get a lot of pushback. The most pushback letting some teachers who have the ability or adapt as President Trump would say, with firearms, firearm safety, carry them inside of the schools. I happen to think its a good idea but there was some pushback on that. What is the mood inside of cpac with respect to some teachers, qualified teachers carrying firearms . The people that assemble at cpac believe strongly in the biffle rights. The Second Amendment is number two. Its a compact with the American People. The people in this room, many of them own firearms and they are certified to be, have conceal and carry. And what i would say to teachers, they shouldnt do anything theyre uncomfortable with. What i like better is the idea that you have professions in schools, professions at security and safety who are on premises. Chars, charles, i drop off four of my girls most mornings to one school. A armed offduty policeman takes in all the cars for the dropoff. When he school opens he gets in the car and drives away. It would comfort parents to know there professional there, during school hours if a heinous criminal wants to attack their children, there is protection there. It makes a lot of sense. Charles wayne laperriere spoke and put up vigorous defense for the Second Amendment but there will be continued pressure on selective restrictions on certain weapons of course. Wayne laperriere slammed critics of Armed Security guards. Before i ask you this, i want to share with the audience one of the things he had to say. So lets take a listen. If thats true, Armed Security makes us less safe, lets just go ahead and remove it from everywhere. Remove it from the white house, from capitol hill, and remove it from all of hollywood. Charles all right. So again you know, that was his issue but they pushed to remove one specific weapon, that is the ar15, right . It is, a lot of people think a and r mean assault rifle. It is a single shot weapon. It seems like it is something of a dividing rod there. The problem in all of this, charles, there is a very simple concept here n america where we have the highest crime rates, we have the most antigun laws or gun control laws. So the problem that this juxtaposition, the idea somehow passing more gun bans or other changes, that that is going to have a crime impact is prove very much over and over again to be untrue. We had an assault weapons ban in this country before. Those assault weaponss is a nice term comes from polling but those assault weapons were merely hunting rifles. We have to ask you are ourselves, there is element of security, when you people in our society seemingly are more prepare to violence, we had too many of these examples, people in our society will reach out in violent way we have to be able to protect ourselves in those situations. If youre a young woman, below the age of 21, i have a lot of daughters in that category. Charles part of protecting ourselves prohibit them from having access to a weapon in the first place. Because the problem, charles, is this. It comes down to a fundamental. It is the criminal that has the gun. Most criminals have guns that are legally possessed, that are stolen, it is victim of those crimes, if we prevent the victims, future victims protecting themselves, security for their lives and their kids we will have accomplished nothing. I actually think having more professionals armed in public settings, people have gone through the training certified by the state, i think that can keep us all more safe. Charles im inclined to agrew with you. This time around may have to consider political concessions not considered in the past. Whatever it is. Charles feels like we reached a breaking doesnt in this country. People are demanding a lot of things or something different. Arming folk i dont know why anyone would push back against that. I want to go to former fbi agents who, on how we can actually perhaps prevent some of these failures in the future. You know, joe, the fbi, really has come under a very dark light, particularly after the, the january 5th tip where detailed assessment of Nikolas Cruzs potential to harm others was delivered and not acted upon. What can be done, how can the fbi get america to feel comfortable again enough, it is good enough to call we see something Say Something . Well i think its a very good question and its something that i know, you know, im an exfbi agent but the agents reviewing what was the failure here. Was it the system . Was it one individual that failed . The more important question had the fbi responded what would they have been able to do . Statutorily there is very little the fbi has been given by congress to do. If the suspect had for instance, said i dont want to talk to you, where do we go from there . The family said they didnt suspect anything. So if the family didnt suspect anything charles the family where the police were called to the residence over and over again . The family who had the kid suspended from school, that family didnt suspect anything . We all know when it comes to Law Enforcement it is all about deterrent. Technically you can rob fort knox but it would be tough. You deter people ever wanting to try. If a Police Officer or someone from the fbi knocked on that familys door it could have been part of a deterrent, couldnt it . I absolutely agree with you. Im just saying that you know, one of the problems is, once the fbi is there, what more can we do . There has to be more from a legal standpoint that we can do. The Sheriffs Office had been there many, many times. They were incapable of doing anything. There is only some statutes that the fbi has to work with. That is part of the problem. Charles david, youre also former fbi. Youre a Crime Prevention consultant as well. That is big topic. How do we prevent these things, how do we flag them and how do we keep ourselves, particularly our children safe . I will tell you this as Crime Prevention consultant, former fbi agent, ive been in Law Enforcement 33 years, it comes down to the security of the schools. Security of different institutions and facilities. You have to have security in depth. You have to have multiple situations or countermeasures in place to stop these type of villains actually carrying out the carnage they carried out on the we keep saying enough is enough. That is the date now. Charles who have the right profile and right training also being arm, what are some of the changes you think we should see . Absolutely. There are several things i listed out, when were talking about that specific issue i believe in Todays Society we have to look at that and actually get individuals, like say, for example, you have a retired military member or a retired Law Enforcement officer may be on the staff of that particular school. I believe that every superintendent for every School District should have option, the opportunity, that if they feel the risk is there, they should be able to identify certain individuals. Charles right. Just because you have a concealed weapons permit doesnt mean you should be carrying a weapon because its a huge responsibility. Charles joe, now it is time for solutions. Again with your vast experience, what are you hearing out there that makes sense to you . Im hearing a lot of positive things. I think we have to draw from everybody that studies this, from the criminalologists, from Mental Health professionals, people like david who specialize in security of individuals and buildings. From everybody involved, including the teachers. What are they going to be comfortable with . There is no simple solution but the fact is, there are a lot of people out there that are unstable. And the question then become, at what point do we take away their rights to exist in life to say whatever they wish and sequester them, much the same way, like the secret Service Comes into town. They usually sequester individual that may be a problem for the president but we dont have that in society. Charles i think well get something. So youre seeing the numbers improve on that. Im talking to democrats saying they have lost ground to republicans over the last few months because they havent been focused specifically on the economy and economic messaging. So republicans certainly think that the economy will be their calling card in this midterm and theyre going to point to this recent data. They also are concerned though about other things, getting in the way of the messaging, particularly coming from the president. Charles you know, it is gallup actually has a poll out too. U. S. Satisfaction with our place in the world is as high as it has been in over a decade. By the same poll though, only 25 are excited about President Trumps place in the world. So those two things have always been conflicting since he took office though, lee. Thats right. I think what we have to understand is that the president came to power not necessarily because of his popularity but because of the unpopularity of the establishment. People said i want something different. I want someone to keep his word. They were willing to sacrifice some things they would typically go for in order to have this kind of president. They knew he is crass and tweets in some ways that offend people. They knew al these things. We need somebody to keep his word. The president kept his word. Vice president saying promises made, promises kept. The American People are feeling it. Charles in new york, it is not crass, just new york honesty. Fair enough, fair enough. Charles chris, promises made, promises kept, Supreme Court justice. There was one piece that compared President Trumps first year to Ronald Reagan. He ranked more conservative to win independents i feel like it es going to be the economy. The economy is firing on all cylinders. Would seem like a good thing and a natural but this could be a uphill climb for republican. It will, no question about that what is driving rebound on republican numbers, economy and tax cuts and will become more clear after tax cuts in place and after april 15th. The challenge is really independents. Democrats dont like donald trump. Very rare for president with this kind of economy to be this unpopular outside of wartime. So that being the case it is really incumbent upon republicans to make sure theyre motivating the base. That is key factor of 2018. For republicans to win they have to get donald trump and mike pence, other popular figures, ted cruz, marco rubios out in the field complaining and republicans excited. If you dont have that, special elections where democrats turnout. Texas early voting started democratic voting is up. They have to get their Charles Party out of favor usually has the most motivation. That is historic. We see typically midterm losses, ladies. So the question is, these other topics, you know, this week and for the rest of the year, School Safety, taking care of our children, guns, metoo movement, all of these things are playing a role that makes this a little bit different to handicap as opposed to other years. Which mostly say it is the economy, right, caitlyn . You know, there are a lot of different issues and the thing weve seen over these special elections, over these off year elections that republicans are meeting their target numbers but democrats are overperforming their numbers. There is the concern among republicans being caught off guard in some of these areas. We saw special election for a Florida State legislators seat last week. Those kind of things. Republicans i have talked to though, say they are prepared for this environment. That they know the headwind are facing them because midterms are typically a referendum on the president and the party in power. Democrats i talked to also say that they have a lot of work to do in terms of keeping on the economic message. Charles they dont have an economic message though. If nancy pelosi keeps calling these tax cuts crumbs that is not even that having a message, caitlyn. Thats right. Charles she seems to be dissing regular folks thrilled to get 2,000 bonus. You see this divided in the party. Some think she will be liability. Republicans i talk to she will be a top liability for democrats running next year this, year, especially democrats are pointing to donald trump their own bogeyman. Charles let me ask you, all these republicans not running for office again. A lot of them are, some of them, their chairmanship ran out. Maybe a little spoiled sport, take the ball and walk away. Over 40 chosen not to run or run for different office. Whatever it is, that is a huge void that you have to reintroduce a new candidate, find ways of raising money for the new candidate. In this environment, makes it a lot tougher, doesnt it . It could make it a lot more difficult. The thing were seeing, there is a trend to nontraditional candidates. A trend for people looking for Different Solutions to different ways of doing things, saying look, the way weve been doing things in d. C. Is broken. Drain the swamp. Bring in new candidates. To the extent Republican Party play on that, we heard you, that is what you wan, were bringing in a whole new crop of people in, to neat the needs, keep their word, keep their promises that will give them a good chance. I also think this is nontraditional time in general so anything that we say has happened before is likely to happen again, im not so sure thats true. Charles chris, i think Vice President pence sort of touched on this earlier this morning when he talked about 2016, you know, sort of threw out the book if you will, how to run for office, they will do the same thing for this midterm as well. You cant run another Campaign Like 2016 was run. Donald trump is unique candidate. He ran a unique campaign. I think comments were right, a lot of votes for donald trump were against Hillary Clinton or against the way things were done. The fact that republicans recruit ad lot of nontraditional candidates. Off year election is about bases. Democrat base is motivated. Republicans have to motivate their base. They do it through issues and getting popular candidates out in the field. Donald trump is popular with the republican base. The more he gets out the more he motivateses republicans. Every republican candidate need to know who his turnouts targets are. Who voted in 2016, voted in 2014 but doesnt plan to vote in 2018. They need to get them out to vote because it will be a bad election for republicans. Charles lee, sound like good oldfashioned hitting the bricks, rolling up sleeves and kissing baby. It sound like that but more grassroots are happening. This is very different time than weve seen before. I do think republicans will probably lose some seats but probably not as many as people are predicting. Charles do they lose control of the house . If you keep the independents, 12 swing weve been seeing in popularity, if republicans keep those folks i think they keep a lot of seats. I think it is important to note the map on the house side is very different from the map on the senate side. There are a lot of liabilities for republicans on the house side, competing in california, new jersey, other places that Hillary Clinton won. But also on the senate side, you have a lot of democrats up for reelection in states that trump won overwhelmingly. Youre seeing republicans start to fill in. Charles started to target them. If those numbers the s p number you cited, 23,860 perhaps on the dow, but do they have to be retested in order to confirm that perhaps that is the bottom . I think you already got that you had the selling climax low that occurred on tuesday, february 2nd. The rally back that failed. This is textbook classic bottoming. You came back down and you violated the selling climax lows of tuesday, february 6th, on february 9th. That is the way bottoms are made. It doesnt give anybody a chance to buy in comfortably. All the surprises in the secular bull market come on the upside. We remain in secular bull market. I will get into what the government is planning to do. 22 of borrowers at end of 2017 according to the department of education were considered in efault or at least behind on their payments by a year or more. That was roughly 4. 6 Million People. It represented about 84 billion in outstanding debt if they were to actually default on it. There was roughly 1. 4 trillion total outstanding Student Loan Debt. So what is the department of education doing . Well they issued this just yesterday. This is essentially a call, it is a request for information on evaluating undue hardship claims in adverse actions seeking student loan discharge in bankruptcy proceedings. In english, the government always allowed you to discharge your Student Loan Debt if you can prove you have an undue hardship but analysis by the wall street journal showed that last year of all the bankruptcy filings, only 500 people attempted to use that clause to discharge their Student Loan Debt because there are almost us up against it and they lose in that attempt. So the department of education is calling for proposals to, this is a quote, insure that the congressional mandate to accept Student Loans from bankruptcy discharge except in cases of undue hardship is appropriately implemented. In english, in 90 days from yesterday theyre going to take these proposals and they are going to see if it is time to propose a kind of easing of the rules to discharge debt through bankruptcy, but that isnt going to happen anytime soon. Soyou still just thinking about your a1c . Well no, im also thinking about my heart. Now its your turn to ask the serious questions. Ask your doctor about jardiance. And get to the heart of what matters. That was caught, after having killed so many people, 17, and badly injuring so many others. People dont talk about the injured and they have to go through life with that horrible, horrible, situation, that they were put in unnecessarily. People dont talk about that. The people that are so badly i visited them in the hospital, in broward county, and these are injuries like people wouldnt believe, and we want to insure that when we see warning signs we act quickly. When with very somebody that is mentally unstable, or like this guy that was a sicko, there was a lot of warning signs, people were calling saying he will do something bad, people have to act. As i said last week we must Work Together to create a culture of our country that cherishes life and forces real human connections. Were also working to reduce Violent Crime in america and to make our communities places that can be totally safe for our children, for our families. Under my administration, gun prosecutions have increased very significantly. The attorney general is very, very much after that, and were also after the gangs. The gangs have been incredible. Ms13 i see where a couple of commentators that are lightweights said that, ms13, who talks about that. That is all they talked about on fox. That is not talked about on fox. That is talked about in communities where theyre killing people, not necessarily with guns because that is not painful enough. This is what they think. They want to do it more painfully and want to do it slowly. So they cut them up with knives. They dont use guns. They use knives, because they want there to be a long painful death to people that had no idea this was coming and we are getting them out by the thousands, putting them in jail and were getting them out by the thousands. And our people from i. C. E. And Border Patrol people are much tougher than they are. That is the only thing they understand by the way is toughness. They dont understand niceness. They understand toughness. Our people are much tougher. They go in there, they grab them about it neck. There is no games being played. I let them know that is what we want. We need tougher people than they are. And our people are a lot tougher than they are. So were working in getting violent offenders off the streets and guns out of the hands of dangerous criminals. There is nothing more important than protecting our children. We had a really incredible meeting yesterday with some of the families that have suffered so gravely. In different place, not only in florida. As you know columbine and it was a very sad situation but i will tell you background checks. I have called many senators last night, many congressman, and jeff and pam and everybody in this room i can tell you, curtis, theyre into doing background checks or they wouldnt be thinking about maybe two weeks ago. Were going to do strong background checks. Were going to work on getting the age up to 21 instead of 18. Were getting rid of the bump stocks, and were going to be focusing very strongly on Mental Health because here is a case of Mental Health. Part of the problem we used to have Mental Institutions. I said this yesterday. We had a Mental Institution where you take a sicko like this guy, he was a sick guy, so many signs and you would bring them to a Mental Health institution. Those institutions are largely closed because communities didnt want them. Community the didnt want to spend the money for them. So you dont have any intermediate ground. You cant put them in jail because he hadnt done anything yet but you know he is going to do something. So well be talking seriously about opening Mental Health institutions again. In some cases reopening. I can tell you in new york the governors in new york did a very, very bad thing when they closed our Mental Institutions, so many of them. Yet these people are living on the streets and i can say that in many cases throughout the country theyre very dangerous. They shouldnt be there. So were going to be talking about Mental Institutions and, when you have some person like this, you can bring them into a Mental Institution and they can see what they can do but we have to get them out of our communities. So with that being said, id like to ask the very talented people around this table to just introduce themselves quickly and say a few words and maybe we can start off with pam bondi. Thank you. Im pam bondi, attorney general of florida, an mayor, thank you. I know youre going through a lot now. She was there that night with me. You were there with me until 3 30 in the morning, where the families were notified. It was horrific. Youve been through a lot. Thank you so much. Great job. I have a couple of issues, talk about them now or later . You can talk. One, it talked about some of the things you said, florida called the baker act. It is our system commitment act. It is weak. It is about 1000 pages long. I had my solicitor general on it four days, now, three days, working on it. Were rewriting it along with Governor Scott. You will meet with him. He will give you a ton of good information. Good. Weve been rewriting, were bring something gun violence restraining order, if someone is civilly committed, you typically hold them within 72 hours. People get out within 24 hours, the majority of them. Let Law Enforcement come in, take the guns. They are a danger to themselves and other. Which you cant do right now. Without being ajudicated. Because they are a danger to themselves. Take the guns the nogo through not go through six months of legal trials. Exactly. We have to give the mentally ill due process, which they deserve, mr. President. What they will do, take the guns when theyre taken into custody or into the hospital, and then when theyre released, within 24 hours or 72 hours, later, typically 24 hours but Law Enforcement will have 72 hours to determine whether they should give those guns back or they can go to a judge and say, your honor, please keep these guns. We feel the person is danger to himself and other. This would not have worked the way it is currently constituted this, would not have worked worked with cruz as it is currently constituted . As it is currently written. Youre going to make changes . Well make changes. Another thing we do about the reporting, this is big issue, we need a clearinghouse. That is what were all discussing. We created, several of my counterparts done it across the country, were the biggest state doing it, it is an app. Kids are on social media. There were so many warning signs on snapchat, and twitter and instagram, they were sending them to all different sources. Well going to have, we got it written in the house and senate budget, cost half a Million Dollars a year to fund this, what it does, i so i met with 10 students. They loved it, they said im empowering them. Three of are my graphic designers. They will design the icon. Some will name it. Theyre helping us with it. Cost probably about 100,000 maximum to develop. That is all in our budget. So what kids can do now, automatically send something, says im going to buy a gun, like cruz was doing, im going to do this, im going to do this girls i met, one of the students said he had been doing this since middle school, he bullied her. She reported it. They reported instantly, do it with anonymity. Put it in the app. It will go to the app and one clearinghouse with state Law Enforcement in florida. You mentioned the internet, we have to look at the internet because a lot of bad things are happening to young kids and young mind and their minds are being formed. And, we have to do something about, maybe what theyre seeing and how theyre seeing it. Also video games. Im hearing more and more people say the level of violence on video games is really shaping young peoples thoughts. Then you go the further step, and that is the movies. You see these movies. Theyre so violent, and yet a kid is able to see the movie, if sex isnt involved. But killing is involved. And maybe they have to put a Rating System for that. And, you, you know, you get into a whole very complicated, very big deal. But the fact is, that you are having movies come out so violent with the killing and everything else, that maybe that is another thing were going to have to discuss. A lot of people are saying, you have these movies today where you can go and have a child see the movie, yet so violent and so disgusting. So we may have to talk about that also. Thank you very much, pam. Thank you very much. Jeff . Well, mr. President , my School Teacher wife watched your meeting yesterday. She was very moved by and shared, i think it has touched people all over the country. I salute you for that. And, i wont talk now. Others have got things they will say. I would just say we believe we can do better. We believe that some of the things that attorney general bondi is talking about can work. Weve done a lot of research in this country over last several years. We need to go back and act on it. Another thing to research, as you indicated another thing to act. Act. We think we can help you develop the kind of policies that will make america safer. Good, thank you. You did a great job with the gangs. The gangs are such a problem. We talk about child safety. The kids walk home and they meet one of these gangs, these are absolute animals. These are not human beings. These are animals. And it is, torture, in this country who would ever believe a thing like this could happen but were literally ms13 out by the thousands. But they come in. These are smart, theyre smart. They actually have franchises going to los angeles. Were getting no help from the state of california. I mean frankly, if i wanted to pull our people from california, you would have a crime nest like you never seen in california. All i would have to do say, i. C. E. And Border Patrol, let california alone. You would be inundated, you would see crime like nobody ever seen crime in this country, yet we get no help from the state of california. They are doing a lousy management job. They have the highest taxes in the nation and, they dont know whats happening out there. It is frankly, it is a disgrace. Sanctuary city situation. The protection of these horrible criminals. You know, because youre working on it. The protection of horrible criminals in california if we ever pulled our i. C. E. Out, let california alone, let them figure it out for themselves, in two months they would be begging for us to come back. You know what . Im thinking about doing it. Yes, sir, go ahead. Charles mcdonald, mr. President , pleasure being here. Thank you for. Congressman meadows is a good friend of yours. Good man. Im very impressed with a lot of ideas, mr. President , before you came in actually. I do think Mental Health is a serious issue. It is affecting us across the nation. I know it is in north carolina. I appreciate your courage sir, to talk about the fact that i do think there is a place for properlytrained people in certain areas as well. I think, multi, multilayered like onion it has a lot of facets. I of facets and i believe youve got the kurds and leadership to bring all of this together. Theres a lot of good ideas out there appear to out there. They all need to be listened to, but its going to take a lot of courage on the part of leaders in this nation to bring the Community Together to do the things they really want to do and there are, but maybe havent had the courage to do yet. Thank you, mr. Chairman. A lot of political courage. Some of it will be politically correct, but time for Political Correctness is over. We have to get the album salt. Youre right about that. Thank you concert. Mr. President , rick snyder, much like florida we went through this last month. We had a shooting at our high school and you know, we will hear a lot about what we can do in the future to help protect our children. What are we going to do now . Theres going to be a lot of debate, but i applaud you for having encouraged to bring together Law Enforcement, Mental Health professionals and educators all sitting around the table as a society together. I am curious to hear what attorney general bondi continues to do in florida. The gun violence restraining order is critically important and i also think we as Law Enforcement need to create a database where we can take information that we have with students that may be a threat and put them into the database or the fbi can share with local Law Enforcement come Law Enforcement cometh the police and we all have that information we can act upon. More importantly, there should be something coming out of that that we did something with it. And it doesnt just lay there. We took that information and actually acted on that and something im very interested in pursuing. Thank you or the federal government is going to be a coordinator for all of the state so that you give information and other states will have that information. Otherwise theres no way of getting it. And i have to say, florida as an example, your state, a lot of states are starting to act on their own. They dont necessarily need 100 for the federal government. A lot of states can do some of the things im talking about on their own. I really implore them to do it and to do it as quickly as possible as you understand. Mr. President , Governor Scott has adopted Governor Scott is a great example. He will do a lot of things in nairobi coordination with the federal government, but they can do a lot of work on their own and get it done very quickly. The Mental Health professionals, although i now work for the department of Human Services [inaudible] to the citizens of arkansas. What you said is very important to note and access to the appropriate service is and train educators that can be trained in how to identify the Early Warning signs in making sure they are easily acceptable. Somebody has to leave this program and go to a clinic, wait for an appointment. Theyve lost a lot of time. Mental Health Professionals in schools located with position and people going to the community, so those people are identifying those mean very quickly before it gets to the point of having their needs. Mental Health Professionals also have more significant needs that wrap around the whole family. Because a lot of times that families are asking for help, but they havent gotten that support. There may be statement, access issues. Make sure all of those services are there, readily available and that they can have those. We were talking about a minute ago about somebody scared. We are starting to units in our state and other states have looked in our governor has given some fun for rest to start them in our states. Their units, which is not just Mental Health, but a partnership between the county, the Mental Health agency in that area and Law Enforcement. So long for smit has trained with private intervention in training and they can identify people when they arrest them if they have the Mental Illness, if they are having a Mental Health issue. If they are taking them to jail, he would be very difficult for them to be screened. They can hold them there for 72 hours. They can be screened. They can begin treatment and they can make sure they get filtered into our treatment of also working with the judiciary officials without the partnership and collaboration with the mall. Thank you. Mr. President , we identified Mental Illness is one of the key priorities at hhs already and that involved funding and also involve creating the Interdepartmental Coordinating Committee on serious Mental Illness with all the resources of federal government pulled together around these issues. Ive enjoyed the discussion so far this morning and so are the areas of how we are building our future agenda here to really tackle these issues around the issue of violence. One of those areas of education. What can we do better to assist educators and parents, First Responders on dealing with serious Mental Illness situations. Second is what can we do around screening and identification of those at risk of Mental Illness. The third is treatment. Preventive treatment for those who are recently diagnosed, but also those who are at imminent risk of danger to themselves or others and that might involve involuntary issues that we talked about earlier. How can we be of assistance there to get people to care that they need, but also be saved. The fourth is community engagement. So often mental elements is disengaged and disconnect did and how can we reconnect people or keep them connected. Finally research on the next generation therapies. What can we in the federal government do to help bring the research of the next generation therapies for mental elements to the table for people. Thank you. Thank you very much. The mayor of parkland, florida has suffered greatly, seen things you never thought you would be a part of worse he and i just want to say on behalf of all of us here, youve done a great job. He had a rough hand, but youve done a great job. And a personal way to save thank you. I dont think you realize how much it meant to be heard by you and your administration. That is a very empowering thing for the student that we appreciated immensely. He spoke yesterday and this roundtable has been amazing. I am grateful to be able to be here. This didnt just happen in a vacuum. The result timeline that led to this. I am very happy that theyre such a commitment to action on all the steps that could have been taken to prevent this. The beginning of the Mental Health portion of it. [inaudible] better communication that could have been acted on. Very important to her residence right now is a School Safety portion of it. That someone like that cannot gain access to the schools that matter students are safe going to school. It is very important that we act on that as quickly as possible because that is where parents and students are afraid right now. Im the end, how did somebody like this person get access to that kind of firearm . I think what pam bondi is working on is wonderful and thank you for allowing us a seat at the table in for listening and being committed to action. I think its all very hopeful. Thank you and im so sorry for what shes gone through over the last week and we really all appreciate the time when they need it right now. The amazing thing, which i know florida is a special place that i know very well. This is probably the last place in this country when you think Something Like this could happen. We were one of the safest cities. The message that it can happen here, it can happen anywhere. Its very important we do everything we can to secure our schools and feel safe sending them there. Mr. President , we had a great conversation and i want to leave more time for the participants could we can brief you on the great ideas these leaders have talked about to continue to lead this discussion and prepare for conversation with the governors. As Kellyanne Conway said, it has become a pretty big seller. I think the best, right . I can Say Something because i know its a great important issue for you personally. Thank you for yesterday and today. The one thing i mentioned before you walked in the room we heard it from mr. Scott yesterday at columbine 19 years ago is the lack of connect goodness and some of the social Media Outlets even mentioned in 1999. It is lacking connectedness and i think thats what needs to be cured in our society. We all have a role to play there and should watch our words and actions and realize that there are many different causes, but at the same time, if we are focusing on what we need to focus on, and the ability for them to feel that they are connected is not with respect to any one individual. I heard it very clearly from the president of the united states. Thank you very much for being a leader on this, mr. President. I think you have a great opportunity to join with the nation and help move forward in a way that shows not just resilience, the great resolve. And not just action. Very grateful that you are president at this time. Thank you very much. Mr. President , colorado House Minority leader and student who was there that day. Thank you for your leadership on this issue. Youre absolutely right, but we have to find a way to get people to defend her students. We cant let students think its an easy target for them to enter our schools. We have to find a way so that students are sitting ducks. Furthermore, we do have some good programs to model off. The program in colorado has been widely successful. He can be not just for School Violence actions, but also for suicidal aviation. That said we have to do it immediately, but we have to realize that not just about the guns. My experience is pretty unique in columbine that theres also also it didnt happen, but there other ways people can commit these atrocious attacks. I appreciate your approach on this by listening before and just reacting. I appreciate what you are saying and i have watched you and heard about you and you have a great story where you came from and youre doing so fantastically well right now. I happen to agree with you. We have to harden our schools. A gun free zone to a killer by somebody that wants to be a killer is like going in for the ice cream. That is like here i yam, take me. We have to get smart. This is a gun free zone. That means nobody has a gun except them. Nobody is going to be shooting bullets in the other direction. They see that is such a beautiful target. You have teachers that our marines for 20 years than they were tired and become a teacher and their army, navy, air force, coast guard, the people that have one shooting contest. This is what they do. They know guns and understand guns. I frankly have been reading a lot about it and i think when you allow a person whos been in the marines for 20 years, has done something that handle guns and handle them safely and well because you cant just give the teacher a gun, one of the networks that cnn was saying i want certain highly adept people. People that understand weaponry, guns if they really have the aptitude. Not everybody has an aptitude for a gun. I think it conceals parmet and to let people know you wont have come in my opinion you dont have the shootings because these people are cowards. They will not walk into a school with 20 of the teachers have guns. Maybe 10 or maybe 40 . What i recommend doing is the people that do carry, we give them a bonus. We give them a little bit of a bonus that frankly they feel more comfortable having the gun anyway. But she gives them a little bit of a bonus. So practically for free, you have now made the school into a hardened target. For instance, if the coaches, who i guarantee have plenty of experience with west end and they have guns, and no matter what you do to keep them going for you, theyll be able to get in there. Theyll crawl through the bark of a window or something and youll have everybody again without any protection. So i know where you stand on it. You want a hardened school. And i wanted hard in school, too. I know if they get in there theyre not going to be long because its going to take 10 minutes for the police to get there. The police do an incredible job in getting there. It averages about eight minutes, but the shootings average threeminute or not is tremendous distraction and dad. I would like to see true people with great talent have guns and been adept at guns of which there is only a percentage of people. Whatever that percentage may be as a substantial number. You cant hire enough security. Your school as an example. You would have 100, 150 Security Guards. That is a very big school in that area. Who wants that many Security Guards standing all over the place loaded up with guns. If you could have been concealed on the teachers, they wouldnt know the people, nobody would know who they are. It is a tremendous threat. By the way comments about advertising the school has no guns, we are gun free, you let the people know the opposite. Nobody is going to attack that school. Believe me, they are cowards. They dont want to be shot at and they will be shot at. Nobody agrees with us, but i think we need hardened sites. We need to let people know you come into our schools, youre going to be dead and its going to be fast. And unless you do that come youll always have this problem. Five marines have worldclass shots and experts with guns. They were told it was a gun free area within a military base if you can believe it. We cant trust our military. Five, they were putting away they put away their guns. Their guns were in a different section. Totally gun free. Their guns were 250 yards away where they had to store then. They went in for lunch and a wacko came in and shot them. He wouldnt have lasted. They stood there. All five were killed. You know the instance im talking about. A gun free zone on a military base. The school is frankly no different. I want schools protected just like tanks are protected. By was watching a politician. I do want to embarrass anybody. He was talking about no guns, know this community surrounded by carrying guns. When are they going to give up their guns . But he wants everybody else to have no guns. Plenty of them. So we have to harden our sites. We have to be very careful and as adept as they have to go to training. I would say every six months or every year they should be paid extra money. Those teachers should be paid extra money so they get a bonus and they love getting a bonus. It would be much less expensive than the guards. It would look bad. You have an armed camp that would look. Ill tell you what, if you hardly see them outweigh not only teachers, others work in the building. If you hard in the sights, youre not going to have this problem because these guys who lack courage will never go into those schools. Those schools are going to be safe. But when you say your school is safe, is gun free, it is god no guns, no nothing. It is gun free, that is what they want to hear. I agree with you patrick. Strongly agree with you. Verse, my mom doesnt want me, thank you vietnam widow [inaudible] and that is a veteran former police chief. What we are doing, that you think clarence rudy. We have regular jobs. But one of the things in our School System is giving a lot of power. Their stings local and already do. We had the single point of entry at all of our schools. You have to be bused to get in. We do have resource officers. Like you said it would take quite a bit. We have seven with our school and we have 13,332 students in 892 teachers. But we also work really closely with Law Enforcement. For example, one of our middle schools are around the corner and we do pay the Sheriffs Department and local police when people are coming and going to do the traffic. They dont have enough people to take care of the school. Got to the state of georgia did after the last shooting in 2014 in getting the School Systems the authority if the school boat dashboard so votes on it. We actually have armed employees. They do have to go through their safety firearm training and that a resource officer gets through to have to go in for training each year. There is more that can be done. I think a lot of it do we need to address is the hard problem, the hard issue and one of the things that comes out his family. We come from a community where the Faithbased Community just wants to help all they can when the tornadoes hit, fema thought they were going to be there a long time. They came out with chainsaws revving it happen and they had to send them back and get the power and gas and all that. When you are allowed to have the faithbased, it does a lot. Right now they are trying to figure out how to help us in all kinds of ways but because of the separation of church and state it was never intended. We would appreciate if you keep electing for appointing justices like you are doing on their. The very successful appointment of justices in texas. We have a lot of people are praying for you and your administration terry george. We have a group called president s team that wants to pray for you all. They are praying for you and your team. The devastation i can imagine. Ive got six kids. I cant imagine any of those. In fact, i love how you have everybody discuss and talk and then the solution. You are solving things that we hear politicians for 30 years and you are doing it within a year and we really appreciate it and we take in your motto, just do your job and not just for anomaly. What is one person responsible, we know where it comes down on. Like yesterday, very importantly they watched a lot of them saw that. They saw the devastation it has caused. You know, some of them maybe dont know if they dont get to see those families and those families are devastated. I want the politicians to say that because they have to pass legislation. And i am the biggest believer of the Second Amendment that there is. Okay, i had the biggest. Thats how you out, i spoke with the nra, the top people. They gave me tremendous support. I think i had their earliest it was probably the earliest one, kellyanne, from what i hear ever. They endorsed me at the absolute earliest point that they could. I am a believer. But i spoke to them and they are ready to do things. They want to do things. They are good people. They are patriots. They love this country. But the nra is ready to do things. People like to blame them and they do have power and all of that, but they want they came up with certain of the rules and regulations we have to toughen them up because it doesnt make anybody look good and most importantly i saw the devastation of these families. We cant allow that to happen. We need a hard in school, but we want to harden it without having everybody standing there with a rifle. Thats no good. That sets a lot of bad things. As an example im watching john kelly, general john kelly. He is a fourstar marine. He is a tough cookie. If he was a teacher, i wouldnt mind letting him have a gun because i guarantee he can use it better than everybody. There was no Security Guard your going to hire that can handle a gun better than him. So if hes a teacher, they are teaching or other people like that. I want them to have a gun. But more importantly, almost more importantly, nobodys going to attack that school because they know general kelly is the history teacher. He is teaching about how we win wars and its got a concealed weapon they are going to be flying in the other direction. You will not have these attacks if you do that. If you will continue with the nonsense of a gun free zone. It is such a target for the killer, you look for results. Believe it or not, they dont want to get killed. [inaudible] with the guy in florida. He tried to escape. He is a great policeman who caught them in a different community. But he actually escaped. He didnt want to get shot. If you wanted to know he was going to get shot because hes a coward. He did actually escaped. A great policeman in a different community. How we are looking at these solutions and we all know we need to do whatever we need to do. At the same time, one of the things that hurts our systems as when we come up with these unfunded mandates. All of a sudden we have something that we have to do and we dont necessarily have the money. It is something on the federal level. We would like to make sure it is funded because we are to have it go to have a different block schedule. It costs us 30 teachers. This isnt so much about funding. This is more about common sense. The money im talking about is going to save money. Everybody that agrees, they are talking about having 50 securities Security Guards all over the schools, which is very not nice for the students. Im talking about somebody that is there anyway, where they get a little extra money because they happen to carry when they go for training every year. We are talking about rules and radio stations for purchasing. Talking about changing in age from 18 to 21. So they buy a revolver, a handgun. They buy at the age of 21. And yet, these other weapons that we talk about this some people dont like, they are about to buy them at 18. How does that make sense . So, i say that it should all be 21. But we are not really talking about money. We are talking about common sense. And its a great thing. The nra will back it. I feel confident the nra will back it and so will congress and so will the senate. [inaudible] off the hook with Mental Illness. No, no, focus on Mental Illness. Youve got a focus on Mental Illness. We have to harden our schools, make sure in a way that doesnt look like they are hardened. We have to let the bad guys know that they are harden. We dont want to have a secret. Say you come in here, youre not going to last long. Betsy, thank you. Thank you, mr. President for your leadership on this. The session yesterday was difficult and very moving, the very important. I really appreciate our focus on both protection, and i think particularly about this issue of connectedness. What tools can we give them, what practices that they can do daily, weekly, biweekly. I heard a great story about a teacher following columbine who now every two weeks asks her students to make a list of five students that they are the visit by next week in five students who might like to sit by them. And by this simple act, regularly done, she is able to detect a pattern if there is a child that is on the buy. This is a Simple Practice that can be implemented tomorrow, today. My heart goes to the teachers who in some cases feel powerless, but i think we can help them and empower them with tools, to notice these things. Banks, betsy. Mr. President , tim stuart, commissioner of education for the great state of florida. It was a terrible tragedy. I appreciate your willingness whether that dems and their families and to hear from students and parents yesterday as well as can unions group today. The governor of florida, rick scott as you know is in parkland and has spent a great deal of time there. He also asked that he convened three roundtables that we did on tuesday. One of public safety, one on Mental Health in one on School Safety. I moderated the one on School Safety. We discussed Mental Health. We discussed the policies and practices that need to be in place. We discussed the hardening of the building. So many of the issues that have been brought up came up when we talked. Secretary devos has just mentioned one of those, which is what they call a tier one socially emotional issues, where that needs to be a practice where we are helping students feel connected, so that we dont reach the point of tier three or tear for where weve got to have the Mental Health services intervene on individuals like that individual. Practices being in place. We are required to have a fire drill in schools once a month. We are not required to have active shooter drills. And so, a practice like that, where you put something active shooter drills is a very negative thing. Ill be honest with you. A child 10 years old and they say we are going to have an active shooter drill. They say what is that . People may come in and shoot you. I think thats a very negative thing to be talking about to be honest with you. I dont like it. I would much rather have a hard in school. I wouldnt want to tell my son that you are going to participate in an active shooter drill. I know some of them actually call it that. I think its crazy. And i think calling it Something Else of something important. The student on the committee felt that it was important that he and other students would know what to do in an emergency of this type so that they would know where to go, how to get out things like hardening the buildings so that there is, as the mayor has said, one point of entry, having plans that are developed to minimum standards that are established. And having those individuals in our schools who are ready to respond as you had mentioned. The other issue that had come up with the ability to interface agencies together so that we are able to Work Together and know what one another were doing and to better be able to address these issues. I want to start out by saying that we all know this is the freest nation on earth in whatever measures we take have got to be consistent with the character of who we are as Americans First and foremost. I would like to make three points and the things were doing in indiana and things we can do better. It goes to the discussion we have here of securing this physical environment of the school is an absolute must. It goes beyond policy and plans. We have a school in indiana, shelby county, Southwestern High School which was participating in a Pilot Project and it wouldnt surprise you to know there was the leadership of your Vice President , governor pence, through this Program Innovation and technology in connection with the indiana sheriffs association. The school created a model for security and insecurity, we have bulletproof doors, bulletproof glass. We have containment zones. When the students are in the classrooms, the doors are locked. So we dont have to go up a mock them from the outside. We talked about that earlier. This is all done automatically. The school is wired directly and securely to the Sheriffs Department 10 miles away. So the Sheriffs Department can monitor in realtime what is occurring. Each teacher has a key five so when something occurs they can communicate immediately with someone offsite. Do you have any one inside with a gun that can get the man on the other side of the door, can shoot through the steel doors as they did in your school . They went through the steel doors like they were butter. I can tell you that, but we also have countermeasures employed from the Sheriffs Department within seconds to contain the attacker and in a sense turn the attack on them. That is a critical piece. I wont bite you to come to shelby county. I just dont know what that means. Honestly, i dont know what that means. If you are in a hallway, with an active shooter in a hall and hes going around looking for targets, you got the doors locked, somebody is monitoring and for example they have smoke canisters that can come in and blind to shooter, which detracts them from his party. That gives time and you know that critical time when he is allowed looking for targets. Now hes discombobulated. Thats the idea. In the meantime he shooting everybody. In the school they are locked down. We need those types of heart products are hard targets in our school. We do need to have secured are highly skilled, highly trained individuals that would combine with that to make sure that if they do get in there, there is that deterring. Another piece i want to talk about is the Mental Health aspect in indiana. Pam is working on this in florida. In indiana we have the would call red flag laws. It allows Police Officers who believe that someone is dangerous or who believe that someone has a Mental Illness and is off their medications or is otherwise a danger to be able to take the guns post under a warrant and in some circumstances without a warrant. But they do certainly provide due process for that particular individual. It gets us past the issue of the persons Mental Illness. We address the taking of the guns, get them in court. They are allowed to have their day in court but in the meantime we are able to cool down the process and take the guns from someone, which is exactly the type of thing we are not having over the country. A handful of states have this process. Indiana has been doing it for a number of years. Yesterday what we learned as many of our prosecutors and Police Officers werent even aware that we have it. We are making sure that its getting out there. I would suggest its something all states get done as quickly as possible. To the extent that this is about guns, let it be about the illicit use of guns, used inappropriately or in crime so that we can do what we do to indiana and continually to enhance the penalty is for any type of offense that is used with firearm. Let the double down on that. If you commit a burglary or robbery with a firearm, you need to pay a severe consequence. Thank you very much. I want to thank everybody. I just want to end by saying and listening to so many suggestions we need to have offensive measures as well. I know people dont like it, but we need offense as well as defense is. If we dont have offensive measures, we are you are just kidding yourselves, folks. You are just kidding yourselves. If the offensive measures are strong and solid, youre going to stop the problem. Because they are not coming into that school. They will find Something Else unfortunately, but they are not coming into that school. I would just like everybody to think about that. I hear so many of these wonderful plans. There is not going to be any protection, not going to be any guns, not going to be any bullets flying at the perpetrator or the animal that wants to destroy the lives of families and children, unless you are going to have offenses capability, you are wasting your time. You are wasting your time. It would be easier to pass. Im sure you are having a lot of talk in florida because a lot of people dont understand it or they dont understand it but its politically what they want to believe. I want to end the problem. I do wonder how this word happens again. It is going to happen again and again and its going to be the same old story and people are going to be sitting around tables and talking. Id like to get things done. To get things done, we need defense, but we also need offense is capability. I want to thank everybody. You are really experts that what you are doing. The media is now hearing things they havent heard in a lot of people that are watching on television right now are hearing things that they havent heard. It is a horrible situation. A very long meeting. Of course a lot of ideas were thrown out there in terms of suggestions. President trump seems pretty wedded to the idea there must be some armed in school. Particularly the unknown factor with teachers may have concealed weapons. All of this they deterring more than anything else. We do know once the bullets start flying, no matter how quickly one person get there, its too late to stop carnage. Well, my initial reaction is i think the president is on the right track. To the extent you have security that is visible, a determined travel account for it. If you have a prior student coming into the school and its a visible security, are going to know about it. It is what is invisible, the unknown that can be very effective. Hes on the right track about that. The big thing i think is the physical security. The president is on the right track about that. We are not going to get rid of 300 million guns tomorrow. Even if we all agree right now to do it, we are not getting rid of them by tomorrow for sure. Were not going to get rid of them so that seems to be in the point. I dont know if that is a moot point, but we are not going to get rid of the gun so you have to push the perimeter back on the school. You cant get onto the school. Having the shootout in the school is as silly as thinking have a shootout in a plane. If youre having it in a planar school come you failed already. The perimeter needs to be pushed back and they are simple, cheap ways to do it and it can be done quickly and tomorrow. The idea about the smoke canisters in the school and being remotely deployed in making people blind, i dont get that either. Dont forget you have First Responders rushing in there, so theyll be blinded, students blinded. Charles that president was dead on arrival. Okay, restricting securing the perimeter and funneling people to a certain check point is what is the first thing. Having an armed person in the school is the last layer. You want to get out to the perimeter and get the first layer address. Yeah, it works at the Public Meetings where all of our politicians hold their meetings. They have the permit or pushed back. Even though they have a lot of access points, they are accounted for and controlled. You can get into a courthouse. You can get into a Police Station without a gun. You can get into the airport. A lot of places you can get in and these are simple fixes to final people to one spot, come up with environmental barriers to jumping fences do not type of thing. You can greatly reduce it. But having a Public Transportation provider be able to drop the child off to save nonproblem expelled from the school at the curb with a duffel bag in hand to make it in the building, that is not pushing the parameter about. I like tax cuts, but im telling you what is in the market. Here is the crazy thing that concerns me a little bit. Everyone knows the atlanta fed overshoot on the upside and the downside a lot. Theyve actually taken down, whether they say, 5 . Someone told me they took it down to 4 . Someone in the newspaper. Even the Trump Administration, if you dont get a 3 bogey after you cut trillions of dollars of tax cuts, we are going have exploding deficits. This is bs Interest Rate hikes. We will have much higher Interest Rates at a time when the fed has to normalize. That is not good for stocks. Dont you think the markets were concerned about inflation than they are about the rate hikes . It is how the fed reacts and that is the concern that the perception of inflation. The markets are worried about deficits and debt are the 10 billion we traded pretty well. They came from dialed 6000. Between 14 points as we had a mountain of debt added. Charlie is right. We are going to have deficits. The question not the deficit per se, but as a percent of gdp. If it is 4 , the deficit wont matter as much. Admin you pay off the deficit. We are going to look at doing something with infrastructure that will increase back. That is going to increase product dignity.
