Indictments laid out in the russia probe where does the investigation go now. And in developments this past friday special counsel Robert Muellers russia investigation mueller indicting 13 russian nationals on friday accusing them of interfering in the 2016 president ial election. Coming up in just a moment we will hear from former independent counsel ken star about that but first my exclusive interview with the attorney general Jeff Sessions. I spoke with mr. Sessions a few hours before the indictments were handed down and i asked him about the Mueller Probe including his decision to recuse himself from anything involving russia but i began with the immigration battle and the negotiations that simply fell apart on thursday. Look, this is an opportunity for the American People maybe our last real opportunity to create a immigration system thats lawful, that ends the law lessness, the and serves the national interest. President trumps plan is strong , the bill included that pretty effectively. Its the kind of legislation i think could work, that i supported and it didnt pass, but ive got to say we have got to talk about this as a nation. We need President Trumps plans call for ending the legality, having real enforcement with a board ecall. It calls for meritbased system instead of the chain migration, it calls for ending the visa lottery which is a ridiculous policy and always has been. Why we cant get that done baffels me and i think that its the American People are there and we cannot stop. Weve got to get this done. Maria so is there anything that the administration is willing to give on . Surely you saw that of ed in the journal on friday which was titled president millers immigration veto and they talk about the fact that this last bill included authorizing 25 billion over 10 years for the wall on the mexican u. S. Border. That was a victory and its 2. 5 billion in the first year probably more than the democrats wanted so where is the opportunity to come half way . Well, we dont have to go half way beyond the fundamentals President Trumps fundamentals are good. Who can oppose ending the visa lottery . Who wants to continue the law lessness. Who wants to allow create a situation in which you get amnesty a legality for young people that are here and not end up with a legal system that will be enforceable in the future. Theres nothing meanspirited about it. We admit 1 Million People a year lawfully into america, hundreds of thousands of workers are here in addition to that every year taking jobs, so were not talking about ending immigration the president is in no way talking about being unkind and its some time in the future after the illlegality has ended we can begin to talk about people who have been here a long time and who have not violated our laws in other ways. Maria do you expect to get a deal done on daca before the march 5 deadline, sir . I dont know. The people who say they want to fix that, President Trump has offered them that. Hes been very generous in his legislation. I think that is a very generous policy, goes beyond actually what president obama had in his daca policy and goes beyond even what some people who favored the daca expected, so thats been very generous so were, hes already made compromises, so the question really is when we pass this bill, will we once more fool the American People, will we once more just give legality, legal status to people who enter the country illegally and never follow through in an effective way . The promises that have been made to them politically and ive got to tell you on the enforcement side, there is some big loopholes in this legislation. You can not lead the department of Homeland Security and the department of justice unable to actually deport people who enter ed the country illegally. Maria well i think you make a great point. Theres a lot more to come on this so i want to get back to this subject because you mentioned lawlessness. There appears to have been a lot of lawlessness going on in the government over the last eight or 10 years and i want to ask you about the abuses of the fisa court because any way you look at it appears the fbi and department of justice are using their power over the election because they simply did not like donald trump. We know that in a number of issues, now people want you to start handing down justice. Newt gingrich joined me on this program last sunday, here is what he had to say about that. Listen to this mr. Attorney general. He is not in any way recused on this information. He should be appointing an independent counsel. He should be demanding that we get to the bottom of this. Im totally mystified because hes a great guy. Hes a solid conservative. He certainly in his career has been a fighter and this behavior is just totally unlike everything i knew about Jeff Sessions before the last six or eight months. Maria are you, sir, investigat ing the fact that the fbi used the dossier to get a wire tap against Trump Associates and they did not tell the fisa court that the democrat s and Hillary Clinton paid for that dossier . Let me tell you, every fisa warrant based on facts submitted to that court have to be accurate, that will be investigated and looked at and we are not going to participate at the department of justice in providing anything less than the proper disclosure to the court before they issue a fisa warrant other than that im not going to talk about the details of it but ill tell you were not going to allow that to happen. Maria do we need another special counsel in place to look at what the fbi and the department of justice abused its power, how they abuse their power . Well the Inspector General has been working very hard on that and hes been relentless and tough. Ive seen or heard some of his work thats been produced already. Much of what we know about this has been produced by his work and the department of justice. The Text Messages that have all been made public or disclosed by the department of justice. Weve made congress, weve Given Congress records and documents beyond anything ever been produced really. Probably in history, and were going to continue to be open with them and be responsive. We have a responsibility to ensure the integrity of this process. Im going to use my authority as the attorney general to ensure that but the management of this case from which im recused is in the hands of mr. Mueller and supervised by the acting attorney general for this investigation Rod Rosenstein, a proven professional and Deputy Attorney general. Maria well theres a lot of conflicts around the special Prosecutors Team we know that but thats putting aside because i know you recused yourself but there are felonies apparently that have already taken place. We had on this program just last week the chairman of the Intel Committee devon nunes and he said there are felonies that are going not looked at at all theyre going by over and over. Listen to what he tells me just last sunday. The big felony in all of this that nobody talks about from the very beginning was the leak of highly classified information when they leaked the phone call of the Russian Ambassador talking to general mike flynn right before the inauguration. That was a felony, nothings ever been done about it. Maria is your Office Investigating this, sir . That is ava o legislation of the law to leak classified documents and it is being investigated. I will say this, there are last two years before i became attorney general there were each year, there was three open investigations of classified leaks and now we have 27 and were going after this aggressively. I have directed it personally. Some of the matters involve this matter and some of it is a matter that im not recused on and we are pursuing aggressively maria so you feel that there are matters that you can get into . For example, theres a lot of feeling out there that the Hillary Clinton email investigation was a sham. You know, Loretta Lynch told jim comey to call it a matter and thats exactly what he did and in fact it was a criminal investigation. We know he wrote an exoneration letter, james comey did before he did the interview with Hillary Clinton. What have you learned in terms of the opening reopening of the Hillary Clinton email investigation . Will there be charges, will there be accountability here, sir . Maria . Were going to do our job in this department properly and correctly and im not going to be led in the discussion of all of the details of matters that you might be interested in. We cant do that in the media. Were going to restore the rule of law. Were going to restore pro pry in how cases are managed and thats all i can promise you. Maria do you regret recusing yourself with anything related to russia sir . I believe i did the right thing. The only thing i can do is i participated in this campaign and its such under explicit regulations of the department of justice that no one can participate in the investigation of a campaign in which they were an active participant. Maria let me ask you a broader question here. How can you ask maria im sorry sir . You cant ask other members of the department to follow the law and follow the rules the attorney general himself refuses to do so. Maria yes thats absolutely true in terms of a broader look at whats happened here, sir we know there was an incredible abuse of power at the top of the fbi and department of justice now weve seen the text, we know what has gone on. How do you turn this ship around i mean clearly there have been agencies, government agencies. When did it happen that they became so politicized and can you change this . Maria, im not going to acknowledge the correctness of all of the statements youve made, people will make up their own mind in due time about those things but we are setting a tone of professionalism and responsibility and lawfulness in this department. We expect of every member and weve got a new fbi director, a new deputy fbi director a new Legal Counsel in the fbi directors office, and a new press person in the fbis office , so we made some real changes there. Chris wray is a man of integrity and decency and brilliant lawyer and experienced department of justice employee and we intend and we made other changes within this department that i think will put us on a path to fulfill my responsibility to the American People and that is to conduct our work professionally, honestly and without political bias. I met with a group of sheriffs yesterday. They all believe that we need to do a better job of receiving these signs and acting on them and following up on them better. That is probably the most valuable thing we can do to stop these kind of cases. We see the recent incidents, maria of the grandmother who was concerned about a grand child and that appears to have been a dangerous situation that her going to the police and them acting on it may have prevented, so absolutely weve got to do better about that. Were going to review department of justice policies and were not perfect either and were going to make sure were getting to the highest possible level of responding to appropriate notices of danger like probably was out there in this case. Maria its really terrible. Can you explain why the administration reversed an obama era policy last year that would have forced Social Security officials to report records of mentally ill people getting benefits . People are saying look there was a plan in place that you would have known if a mentally ill person acquired a gun. I dont know how that would work, exactly the background on that, but i would just say to you we have got to be more effective in it. If a person is hearing voices and hes making threats to shoot and kill innocent people, that person is subject to being taken to a legal official and being declared a subject to having Mental Health treatment. I think that probably existed in this case. I cant say for certain but well see, but i have to say, you are correct that we need to do a better job of identifying people who obviously who even could possibly present threats to children in the school. Maria we have a lot to talk about you were in the seat of special counsel. Your reaction to the 13 russian nationals about the three companies indicted on friday. Well first were now aiming our guns so to speak where they should be aimed. I think we should stop pointing fingers at one another in this country and realize who the real enemy is and i say enemy. These are spies. They came into our country. They spent millions of dollars. They didnt need to cold youd with anyone. They had a massive operation based in st. Petersburg russia, not florida, and we now know that the people who were financing this according to the indictment were pemex really close to Vladimir Putin so the real target was the russian government seeking to do what . Seeking to so discord. The focus has been just one more thing on all this elect President Trump but they were also saying in the facebook ads vote for Bernie Sanders and it was an effort to pit us against one another and Vladimir Putin has succeeded. Theres all this finger pointing and the great thing about this indictment by Robert Mueller and his team is that they have refocused if americans will listen if they will read that 36 page indictment they will see my goodness the real enemy is not within its the enemy without. Maria but do you know what ken the issue that i have with that is that thats nothing new. Ive got to tell you i remember going to st. Petersburg when i was working at a Different Company 10 years ago and when i went to st. Petersburg in moscow 10 years ago i was told maria dont bring your blackberry any devices as soon as you enter Russian Air Space they will have access to all of your stuff. It was at that time i had a different blackberry or different name because i didnt want the russians to hack into my calendar and anything else they could. That was 10 or 12 years ago when i went to moscow so how does President Trump get mixed up in all this. We knew russia was trying to undermine the u. S. And the west in general and they also tried it in europe. Why this constant focus on President Trump then . Well i think it does go back to the basis of the investigation itself, the dossier, the steele dossier which has been exposed as having just rumors and innuendo. There are real issues in terms of the transparency of senior officials of the United States government with the fisa court. Do you know the fisa court was developed and created to be a safeguard to protect american liberty against executive branch excess, but theres an assumption there that is that the government is being, the Justice Department or the fbi or whomever is being honest and transparent and there was a real break down there. That, eknow. Maria yes. Full transparency to the court and im encouraged with what the attorney general just said which is that the Inspector General, maria there are a lot of calls lets have a special counsel i totally disagree with that. Let mueller do his job but the Inspector General was created by the congress of the United States and signed into law by president reagan years ago for the very purpose of handling this kind of thing and that office is an Aggressive Office and as we just heard again or we were reminded a lot of the emails that have come out that are being so troubling the emails from within, the Text Messages and so forth are the result of the Inspector General s investigation. Which seems to be going well. We dont know but seems to be going along professionally. Maria i have a lot to ask you about this because i want to ask about the documents but base on all that in terms of what you just heard of Jeff Sessions response do you think up until now this does vindicate President Trump given the fact that we know who the bad act act ors are . Theres not a word in the indictment. The answer is no. Theres not a word that suggests collusion in fact theres a word that suggests noncollusion and thats the word unwittingly, that appears early on in the indictment. It was in connection with florida not in connection with folks at the trump tower. This is on the ground stuff millions of dollars being poured into facebook ads working with local operatives in different states they targeted certain states and they are again these are russians who came into our country under fake ids and they opened up Bank Accounts and so forth. All this was funded by oligarchs from what we now know out of russia who are very close to Vladimir Putin, so at the highest levels of the russian government, there is an effort to again so discord. Thats what is so upsetting to me. Maria yeah. To so discord because were such a Pluralistic Society so we have to believe that we are united and our love for our country so lets again start focusing on the real enemy, the real problem is the russian government and its antidemocratic regime. Maria and the Information Warfare that they apparently executed. Let me ask you this you just heard the conversation with Jeff Sessions. These fisa abuses, the fact that the fbi did not tell the fisa court that the Democratic National committee and Hillary Clinton Campaign Paid for that dossier, that they used to wire tap american citizens. Your take on that and i thought it was really incredible that attorney general Jeff Sessions just said on our air that there are 27 instances of classified information being leaked and he is investigating that. These leaks have been, i mean these are felonies. And they have to be investigated. Absolutely right. No i found that encouraging because the nation has to engage in common sense and to protect its secrets. If we overclassify materials lets work on that but if its classified it shall not be leak ed and especially if and this is an if, if it was being leaked for political purposes, so within the executive branch that is just it so again im encouraged with the fact the Inspector General and his office , its a great team i worked with them when i was in the Justice Department as chief of staff to the attorney general these are really good and honest people just like attorney general sessions said. Maria you were so critical with documents in terms of the bill clinton, Monica Lewinsky scandal the document released here is equally as important. What do you want to see in terms of documents being released and compare what you were going through to what were watching today . Well, the documents that i want to see released are those and i know these are judgment calls, so its easy to paint with a broad brush but i think especially with respect to the two intelligence committees the senate and the house there needs to be a pair a dime. We need to get to know the truth in terms of whether there was wrongdoing. Theres a presumption of innocence in this country that is very precious to us but lets get to the facts lets get all of the facts and hold people accountable thats our system and lets be thorough and lets also frankly be aggressive. Lets get to the bottom of what happened within the bureau, within the Justice Department, and lets also make sure that the senate and the house have the opportunity to give us that check and balance that i think the Founding Fathers envisioned in this country. Maria i know michael had and the Inspector General will come out with another report in the next couple of weeks and i expect thats why some of these fbi guys have been reassigned because theyre part of that report. Do you believe Robert Mueller real quick here, Robert Mueller will look at the fisa abuses and what has gone on at the top of the fbi as part of his russia probe . I dont think so, but again, were behind ignorance. His mandate is to look at the issue of collusion. Maria right. And im not sure how that fits into it but here is the thing. You know this indictment was announced by Rod Rosenstein and that tells you that this is the Justice Department, President Trumps Justice Department that is looking at these things. Maria welcome back the gop spending plan has many conservatives complaining about the lack of fiscal restraints and Debt Management house Speaker Paul Ryan defended his moves to support the military and discussed the budget explod ing entitlement after the Midterm Elections in this exclusive interview. Watch. Were really focused on getting the military their budget because they need a budget they can plan for, weve had the four structures for the last eight years and the discretionary budget that we have now is still lower than the budget that we had put in place in 2011 that we passed so if you go back to the bca, action was budget shared then but the Discretionary Spending we have today is lower than levels we were envisioning back in 2011 and the other point id make is the sequester no one intended the sequester so kick inlet alone do what it did to the military so we want to rebuild our military and we did a few things since those days. Weve put in about 250 billion of permanent mandatory spending cuts in that course of time and this bill, weve medicare means testing weve added to it, we got rid of the independent payment advisory board, a big down payment on healthcare reform so weve done things in this bill that are pretty important but yeah we did have more domestic spending and that we put in here is onetime spending disaster aid, infrastructure aid, in exchange for getting the military budget we wanted. Here is the question. We got to get entitlements so this was a Discretionary Spending budget this wasnt a full macro budget this is Discretionary Spending and for us, save the military, onetime spending for hurricanes, disaster, get some spending cuts that will grow in the out years but we do have to go back and focus on entitlement spending. The House Republicans passed the biggest entitlement reform package ever when we passed our healthcare bill. Unfortunately, somebody did this instead of that in the senate and it didnt pass. We passed a budget before that that cut 7. 4 trillion in spending over 10 years in the house, the problem is we have to get our other partners in government to be willing to do the entitlement reform were willing to do in the house. Maria which is why people are surprised at you because youve been this reform person and deficit hawk for years. I still am. Maria running the bucket but you dont look like you are. This is Discretionary Spending. Maria well you mentioned discretionary youre also a big boost to education 7 billion in Community Health centers, child care grants that was more than the Disaster Relief and infrastructure. Did you have to agree to that stuff just to get the military money . We have to give to get so we had to do domestic spending that the democrats wanted so we could get our defense spending and we got a lot of spending cuts we wanted they didnt want either so yes this is a bipartisan compromise you dont get everything you want and what i would simply say is look at what the house has already proven our ability to do on entitlements. We have passed every year since weve been in the majority, every term big entitlement savings, the problem we have is we cant get these things through the send aour healthcare bill people look as the repeal and replace bill that was enormous entitlement reform bill for medicaid, obamacare. Maria so whats realistic then you arent going to make changes in an Election Year. This is in the journal today. Income transfers like medicare medicaid, Social Security food stamps that category was 47. 7 in 1989 and today its 69. 2 and that doesnt include the net interest on the debt. So these deficits that you saw from mulvaneys budget those are stubborn structural deficits we saw before this discretionary agreement and baby boomers are retiring and were not ready for them. We have a structural deficit increase because of our entitle ment spending and the biggest driver is healthcare. This is why one of the biggest casualties of a narrow senate of that bill not passing was not getting healthcare entitlement reform. Weve got to reform our healthcare entitlement so thats why we never give up on reforming healthcare because if you reform healthcare you take care of the structural drivers of our debt. Maria and then the Graham Cassidy Obamacare Repeal bill almost passed the Senate Last Year this is one area where the president said this maybe should be the focus are we going to try this again this year . I think there are a lot of things we can do incrementally. We got rid of obamacare funds so we repealed the original mandate in the tax bill and doing increMental Healthcare when we did it in one fell swoop. Maria what are your expectation s for this trillion dollar deficits . Were talking about trillion dollar deficits for the next 10 years. As far as the eye can see. Maria exactly in my opinion its 2 trillion after a decade. So its because of demographics. If we can abolish the pentagon today we would still have a deficit so we dont want to sacrifice our military while we focus on the real drivers of the debt which is entitlement and really healthcare quite frankly, Social Security is apart of a solvency problem they have, but nothing like we do on the healthcare entitlements so thats why we never give up on healthcare reform because that is the key driver of our debt in the future which is demographic ally driven a combination of demographics and healthcare inflation. Maria just saying, we have to get our arms and not stop on healthcare at our efforts to get cost down is not enough for the market. The markets may push your hand.
