And, stuart, this comes as the federal government you know, the Trump Administration is saying were going to send ice agents into Northern California to start arresting Illegal Immigrants that are there wrongfully. Republicans typically, if past history is any indication get blamed for these things but the fact is, the facts really are very clear. The democrats have the cards right now in the senate, Senate Democrats are the ones who will block us getting a funding bill on the floor while he is considered to keep the lights open for the federal government and instead they will shut it down because they dont get everything they want on this issue of immigration which doesnt have a deadline until march. I dont concur with your argument that shutting it down is the way to do that. I think people should come to the table while the government is functioning in operating but the democrats are resisting that. If it does shut down, it is on them for the press may blame republicans because thats generally what happens but the truth is if you look at where whos trying to bring people to the table and get a deal here, its republicans and democrats that are resisting and blocking that. Frankly there golding about it. Senator schumer and others are out there sort of advertising the fact that they can shut the government down. Senator, the last time there was a Government Shutdown it lasted 16 days. It was at the end of the year 2013. The Obama Administration seemed to try to inflict pain to make it hurt america so we would get rid of the shutdown very quickly. I expect that at this press conference we will hear measures that would not be painful if the government shuts down. Thats what we would like to see is that . I suspect that you will hear from the administration what the expectations would be, what peoples expectations can be in that event, hopefully that can be averted and it will require democrats to prevail but obviously know what he wants to see this happen. Is not a good outcome for the country but at this point it seems that the democrats have sort of decided that this is in their best political interest and that seems to be the way that they are going to move forward today. The president has to stay on that tune. The other thing that we dont talk about is deficit and debt that are just exploding. If you have those two problems and youre trying to cut me go to the Discretionary Spending and they will do anything about entitlement spending. To get you folks up to speed where things stand regarding the potential lapse in funding, the shutdown. Omb is preparing for what we call the schumer shutdown. It still surprises me, i have been through some of these before, that the democrats in the senate are opposing a bill they dont oppose. They are for the extension to the chip program, many support delays, the medical device tax, and dont oppose anything in the bill but opposing the bill. We dont want a shutdown, but Mister Schumer insists on in a position to force this on the American People. We want to let folks understand it will look very different than it did under the previous administration. One thing i learned since i have been in this office is there is no other way the obama administrator weapon eyes to the shutdown in 2013, what they didnt tell you is they did not encourage agencies to use carryforward funds. Norwood they encourage agencies to use transfer authority, and they did so for political purposes. It will look different this time around. Taking questions about specifics on that. How is she going to vote . Sees said she hasnt decided yet. People are going to die, dont know how to vote on this. The reality is this is not about policy, it is about politics. We are not familiar with anything democrats are opposing. They champion and support the chip program, this will reauthorize it for six years, new study says 9 million children getting Health Insurance through the program. The reality is we will jeopardize payments for the military and troops. And Border Patrol ice, those are to protect our borders and protect our country. We are frustrated because mcs job is to submit a budget to congress. Make is that in february. Congress has months to complete the appropriations process, the fiscal year end on september 30th, we are in midjanuary, it is frustrating that we are in this position but what is it democrats are asking in order to get out of the shutdown queue they are hellbent in a shutdown, we are a just to make sure our troops and those on the front lines get paid. A couple things on that. We know democrats want to deal on daca. The president on the other hand tweeted our country needs a good shutdown. Is he getting exactly what he asked for . The president as im sure you know on the last time we had a Government Shutdown that it is the president s responsibility to lead. He needs to get the players in the room, he needs to lead. How is he going to lead on this . The president was very active yesterday bringing together the house to get 230 votes. He was speaking to the Freedom Caucus members, that was where we had the best challenge, he helped get that bill accomplished and making continued bipartisan members today, he is leading on this issue. Regarding daca, we feel the administration has put forward our plan on this. Keep in mind the secretary kelly a year ago, says we want a solution on daca with. We ask congress to fix it. Several states sued the federal government over obamas unconstitutional policies, gave them plenty of heads up on this coming in the fall we submitted our priorities to congress in october and refined those to say this is too much, we negotiate against ourselves and we noted down the list to say practical things get to a deal we put forward that plan, you saw a study a couple years ago that showed 2500 people trying to get into the country every year. That is seven per day. It is time to fix immigration problems in the country and we put forward a proposal to do that, continue to have conversations that we have productive conversations with leader mccarthy, senator durbin and senator cornyn. And continue those conversations, we are making progress, what doesnt make sense is to shut down the government just because youre making progress but i need Something Else. Let me ask a couple questions. The president s comments about whole countries, what challenges does he bear . Make one thing clear, one of the differences between where we are and where we were in 2013, the president is actively working to try to prevent a shutdown. I will contend to you it is dramatically different when president obama was doing it in 2013. I was there, i was involved heavily and i will tell you it is my belief president obama wanted a shutdown in 2013 because he thought republicans would get blamed lose the president actively worked all day yesterday to get a bill through the house and continue his conversations today, there is no way you could lay this at the feet of the president of the United States, he is actively working to try to get a deal. The why not bring leadership here . The president continues bipartisan conversations. Im not privy i am not privy to meetings the president may or may not have. We are talking Government Shutdown but this is an important topic, 100,000 or more people taking part in the march for life today. A 20 week abortion ban is a fast track, will you expect a vote and why does the white house want a vote . This administration has continued to defend life from the very beginning, the Vice President last year was the first Vice President to speak to the march for life, the president is hosting people to protect life. It is an important issue for this administration. You saw with reversal of mexico city policy the president looked to make sure we arent making sure taxpayer dollars are not used overseas to fund abortions. That is the commitment of this administration. We dont have a date when the senate will vote but the question whether it fails or passes we think is important for the said ministries and be on record in support of life. If i could go back to the next to the last question, keep in mind just last week we had a bipartisan meeting here the president organized with leadership to try to get to a resolution on daca. After the press had departed discussion was the four leaders, mccarthy, durbin, cornyn and hoyer would be the ones organizing the meeting, that is what we have in part of. We ask why is in the present bringing members over . He did. He has tried to reach the Biggest Issue which is shutting down the government over illegal immigration, trying to solve that problem and bring that conversation. You said this was the schumer shutdown was how can it be the schumer shutdown when republicancontrolled white house, the house and the senate . You know the answer to that. I have to laugh when people say that . We control the house and senate and white house, why cant you get this done, you know as well as anybody it takes 60 votes to pass and appropriations bill. We only have 51 votes in the senate, you have to have democrats for it in order to keep the government to fund the government. That is the answer to your question. Why not have a solution for the dreamers, congress was in the room, members of congress in the room with the president last week, seem to be a fairly productive meeting and the whole process got blown up. And republicans it seems the whole process was blown up by the president s comment. When republicans tried to add a discussion about obamacare to the funding process in 2013 we were accused by nancy pelosi and Chuck Schumer of inserting nonfinancial issue into the spending process to shut the government down. How is that not exactly what happened today . The reason to deal with daca this week . No reason before the end of february. Daca doesnt expire until march 5th. This is purely an attempt by Senate Democrats led by Mister Schumer which is why we call it the schumer shutdown to try to get a shutdown and think the president gets blamed for it. You are saying you need democrat support in the senate so are there any concessions the white house is willing to make to get support from those immigrants that you need . Go back to what i said at the opening, they dont oppose anything in there. They support chip. Every member of the finance subcommittee voted for this exact chip extension. They dont want the cadillac tax to go into place, they always supported clean crs, those are concessions we ordinarily with them they put up a clean cr and let them voted. It worked in out, there were several democrats voted for it. Leave it on the bill that passed the house so democrats have to support the bill in the house. Should support the bill in the senate. The house passed a bill, the senate has a couple choices, they cannot take it up, basic civics, they take it up and dont pass or change the senate back to the house, things on this bill, nothing in this bill they do not like. The only reason they are not voting for it is they want other things to be added to it. That is the only explanation we have. Main thing democrats want added is daca and many of you said they want a solution on daca. What is the Sticking Point on your end about putting it in this bill . The bill is not ready. You dont vote on a summary, you dont there have been months of work with any major piece of legislation, it doesnt and shouldnt come together overnight, there is no bill to vote on and no emergency in terms of the timing on daca. Daca does not expire until march 5th. There is no reason to tie these things together anymore. Important to remember, we are approaching the march 5th deadline but the president put forward, we have been asking congress to address this. The reality is theres no legislation for them to pull up. There is this proposal, there is not legislation to vote on so when they say we need to have daca solved, there is not a bill to vote on. It is about politics and not policy. General kelly will tell you he mentioned this to senators during his confirmation process. This administration has been trying for you to get progress on daca and congress is taking that. You have been the one on capitol hill every day. What im getting from the podium is this happens, it is democrats fault. What as a practical matter can you do between now and midnight tonight to change the equation, get people on board . It is not clear what democrats are asking for. They want a solution to daca but they are asking republicans to bring up, i they believe for political reasons it is better to force a shutdown. The president is continuing to reach out to the mans will continue to do so throughout the day. He is actively on the phone, what is a solution you guys make . We think giving the Childrens Health Insurance Program and democrats asked for, reauthorized for six years, something that would attract democrat votes. The other big story is cfpb and your request for 0 funding. Are you working to reduce spending . What is the future of cfpb . What is leander englishs role . I wont seek litigation with miss english. At the cfpb, we didnt think it was necessary. 177 million in its reserve funds and able to operate next quarter off of that. That is why we asked for no money this quarter. We intend to continue to fulfill the Statutory Mission of the cfpb. The day i walked in i wasnt there to shut the place down or blow it up but the focus on the Statutory Mission, plenty of money in the bank to do that. You mentioned daca is not an immediate need because of the march 5th deadline and that is the Sticking Point for many democrats, people sitting at home and they are wondering if there is a Government Shutdown, how long would this last, could this potentially go weeks like the last one was 16 days especially since you are talking about the march 5th deadline, what is a realistic timeframe how long a shutdown could last . Talk about immigration and a quote from Mister Schumer from 2013, basically it is like we could say we are shutting down the government, wont raise the debt ceiling, it would be governmental chaos.
